The reaction of PdAc2 and K2PtCl4 with the ligand 1-thia-4,7-diazacyclononan (C6H14N2S - L) yield crystals of [PdL2](PF6)2 (4) and [PtL2]Br2-H2O (5), respectively. The structures of 4 and 5 have been determined.Crystal data: 4, monoclinic, space group P21/c, a = 719.2(1), b = 1712.5(3), c = 936.8(2) pm. β = 99.15°, Z = 2; 1708 reflections, R = 0.029.5, monoclinic, space group P21/c, a = 1682(2). b = 786(1), c = 1573(1) pm. β = 108.1(1)°, Z - 4; 1706 reflections, R = 0.070. 4 contains octahedrally coordinated Pd(II); in addition to the square planar PdN4 group (mean Pd -N bond length 206 pm) the S-donor atoms are weakly coordinated in the axial positions (Pd-S: 303.4(1) pm). In 5, however, Pt(II) is in a square planar ligand environment. The S-donor atoms are bent away from the axial positions of the central atom.

Abstract:
This study investigated the most appropriate drying method (sun drying, oven drying, or air drying) for mistletoe leaves obtained from almond tree. The phenolic constituents were characterized using high-performance liquid chromatography–diode array detector, while the inhibitory effect of the aqueous extracts of the leaves on angiotensin-I converting enzyme (ACE) was determined in vitro as also the antioxidant properties. Oven-dried extract (kidney [276.09 μg/mL] and lungs [303.41 μg/mL]) had the highest inhibitory effect on ACE, while air-dried mistletoe extract (kidney [304.47 μg/mL] and lungs [438.72 μg/mL]) had the least. Furthermore, the extracts dose-dependently inhibited Fe2+ and sodium nitroprusside-induced lipid peroxidation in rat’s heart and kidney. Also, all extracts exhibited antioxidative properties as typified by their radical scavenging and Fe-chelating ability. Findings from this study revealed that oven drying is the best of the 3 drying methods used for mistletoe obtained from almond host tree, thus confirming that diversity in drying methods leads to variation in phenolic constituents and biological activity of plants.

Abstract:
(1) Background: The fear of falling (FOF) is a geriatric syndrome that causes a decrease in daily activities and personal autonomy. Its prevalence is highly variable as are the methodologies used to assess it. This study aimed at estimating the prevalence and describing the main determinants of FOF in older adults attending a geriatric day hospital. (2) Methods: Descriptive, cross-sectional study of individuals aged ≥70 years, who attended an ambulatory functional rehabilitation group in the metropolitan area of Barcelona. FOF was assessed using the Activities-Specific Balance Confidence (ABC) scale. Other recorded outcomes were: sex, age, marital status, living alone, level of education, degree of autonomy, pain, previous falls, visual acuity, and signs of depression. Prevalence was estimated overall and according to the possible determinants. (3) Results: The study included 62 individuals (66.1% women), with a prevalence of fear of falling of 38.7% (95% CI 26.2–51.2%). The identified determinants were pain (OR = 7.4, 95% CI 1.4–39.7), a history of falls (OR = 25.3, 95% CI 2.1–303.4), poor visual acuity (OR = 5.6, 95% CI 1.0–29.8), and signs of depression (OR = 19.3, 95% CI 1.4–264.3). (4) Conclusions: The prevalence and determinants of fear of falling in older adults attending geriatric day hospitals were similar to those described in those dwelling in the community.

Abstract:
Relevance. Injury indicators in military personnel reflect injuries and their consequences that occur in a certain period, as a rule, over a year. Injury indicators in the Armed Forces (AF) are important for assessing occupational safety.Intention: To compare injury indicators in military conscripts between the Russian Armed Forces and the Republic of Belarus for 18 years from 2003 to 2020.Methodology. We carried out a selective statistical analysis of medical reports on the health status of personnel and the activities of the medical service according to 3/MED form in military units where at least 80 % of the total number of conscripts of the Armed Forces of Russia and Belarus served. Groups (blocks) of injuries in Chapter XIX “Injuries, poisoning and certain other consequences of exposure to external causes” were agreed with the International Statistical Classification of Diseases and Related Health Problems, 10th revision (ICD-10). Injury data were calculated per 1000 military personnel or ‰, mortality rates – per 100 000 military personnel.Results and their Discussion. In the Russian Armed Forces compared to the Belarusian Armed Forces, the average annual injury rates (primary morbidity) of conscripts were (15.91 ± 1.65) ‰ vs (20.23 ± 1.96) ‰, hospitalizations with injuries (14.16 ± 1.29 ) vs (14.50 ± 0.96) ‰, work days lost (303.4 ± 27.0) vs (303.4 ± 27.0) ‰, dismissal due to injuries (0.552 ± 0.066) vs (0.551 ± 0.051) ‰, injury-related mortality (21.96 ± 4.26) vs (24.18 ± 4.29) per 100 000, respectively. As a rule, polynomial trends with high determination coefficients showed a decrease in the levels of injury, hospitalization, work days lost and mortality. Dismissal trends showed decrease in the Russian Armed Forces and increase in the Belarusian Armed Forces. The conscripts of the Armed Forces of Russia and Belarus have a positive statistically significant congruence in indicators of injuries, hospitalizations, work days lost and mortality, which may indicate the influence of the same (unidirectional) factors in the formation of annual indicators. Injuries of the head (Group 1, Chapter XIX by ICD-10), shoulder girdle and upper limbs (Groups 5–7), the area of the hip joint and lower extremities (Groups 8–10), injuries, affecting several areas of the body (Group 11), and the consequences of injuries, poisoning and other external causes (Group 22) are of high military-epidemiological significance for conscripts in the Russian Armed Forces and the Belarusian Armed Forces. These injuries accounted for 78.7 % and 82.8 % of the generalized estimate in the Russian Armed Forces and the Armed Forces of Belarus, respectively.Conclusion. Taking into account the indicators of injuries will allow the medical service to optimize the calculation of forces and assets for treatment and rehabilitation of servicemen with injuries. Injuries are not only a medical problem; it is necessary to involve more extensively military professionals from various services to analyze the cause-and-effect relationships of injuries and develop measures for their prevention.

Background: Indonesian seawater has been found to contain a high level of lead acetate and tends to become toxic. The previous study suggested lead acetate exposure could be harmful to many organs including the brain, liver, heart, as well as the reproductive system. This study aimed to analyze the effect of lead acetate on both the uterine level of malondialdehyde (MDA) level and endometrial thickness in female Wistar rats (Rattus norvegicus).Methods: Twenty-four rats were divided into 4 groups: 1 control group, and 3 treatment groups that were given lead acetate at 30, 100, and 300 ppm p.o./day for 30 days, consecutively. Rats were sacrificed; the uterus was isolated and processed for both MDA level measurements (using TBARS and a spectrophotometer) and histopathology using hematoxylin-eosin (HE) staining.Results: There was no significant difference in mean MDA level between the control and lead acetate administration groups. There was a reduction in endometrial thickness from 352.6±81.88 µm in the control group to 323.5±90.67 µm; 313.6±40.30 µm; 303.4±62.75 µm in 30, 100, and 300 ppm, respectively. Consequently, spacious uterus was observed reflects the endometrial damage, including the decrease in the size of the epithelium, columnar, stroma, and lumen in the whole part of the uterus and these differences in uterine thickening was considered statistically significant (p=0.005).Conclusion: Lead acetate could reduce the thickness of the endometrium but had no effect on the level of MDA in the uterus.

Abstract:
Objectives: Our aim was to determine whether markers of growth hormone and insulin action differ between children born small for gestational age (SGA) and those born of an appropriate size for gestational age (AGA). Design: Fifty-five SGA children and their 55 age- and sex-matched AGA control subjects were studied in a case-control setting at 12 years of age. Methods: We examined serum concentrations of insulin-like growth factor (IGF)-I, IGF-II, IGF-binding protein (IGFBP)-1 and IGFBP-3, sex hormone binding globulin (SHBG), leptin, fasting insulin, and blood glucose. Insulin sensitivity was evaluated by the homeostasis model assessment for insulin resistance (HOMA-IR). Results: The body mass index (BMI), sex, and puberty-adjusted mean serum IGF-I concentration was higher in the SGA than in the AGA children (303.4 vs 282.3 μg/l, P = 0.006). The mean serum concentrations of IGF-II, IGFBP-I, IGFBP-3, SHBG, fasting insulin, blood glucose and HOMA-IR did not differ between the SGA and the AGA group. The BMI, sex, and puberty-adjusted mean serum leptin concentration was lower in the SGA than in the AGA children (7.9 vs 10.1 μg/l, P = 0.037). In multiple logistic regression analysis, high HOMA-IR predicted high serum IGF-I levels in the SGA children (odds ratio 8.3; 95% confidence interval 1.7–41; P = 0.010), whereas in the AGA group HOMA-IR did not associate with the serum IGF-I level. Conclusions: The BMI, sex, and puberty-adjusted mean serum IGF-I concentration was significantly higher and the leptin concentration was lower in the SGA than in the AGA children. No differences were found in the indices of insulin action or sensitivity between the SGA and AGA children at 12 years of age. However, HOMA-IR strongly associated with serum IGF-I levels in the SGA children.

Dalam Pasal 34 UUD 1945 menjelaskan bahwa fakir miskin dan anak-anak yang terlantar dipelihara oleh negara. Sedangkan fakir miskin, dan anak-anak terlantar masih menjadi masalah yang besar bagi bangsa Indonesia. Di Indonesia di perkirakan jumlah anak terlantar mencapai 4,1 juta jiwa. Pada bulan Maret 2018, jumlah penduduk miskin (penduduk dengan pengeluaran per kapita per bulan di bawah Garis Kemiskinan) di Indonesia mencapai 25,95 juta orang (9,82 persen). Adapun data anak terlantar di Dinas Sosial Propinsi Riau tercatat 3.517 jiwa anak terlantar pada tahun 2017. Sedangkan data fakir miskin di Dinas Sosial Provinsi Riau tercatat sebanyak 303.438 jiwa pada tahun 2017. Ada tiga masalah pokok yang peneliti bahas (1) Implementasi Pasal 34 UUD 1945 dan Undang-undang perlindungan anak dalam praktik kehidupan berbangsa. (2) Kendala-kendala yang di hadapi oleh pemerintah dalam pelaksanaan Pasal 34 UUD 1945 tentang nafkah dan hadhanah. (3) Solusi dalam syari’at Islam tentang nafkah dan hadhanah terhadap Pasal 34 UUD 1945 dalam perspektif maqȃshid syarȋ’ah.Penelitian ini menggunakan jenis penelitian hukum normatif atau penelitian kepustakaan (Library Research). Pendekatan penelitian adalah pendekatan kualitatif. Sedangkan pendekatan masalah adalah normatif-yuridis. Peneliti menggunakan dua sumber, yaitu : sumber data primer dan sumber data sekunder. Adapun teknis analisis data yang digunakan adalah kajian isi (content analysis).Hasil penelitian ini berdasarkan fokus masalah adalah Pertama, Penerapan terhadap permasalahan fakir miskin dan anak terlantar tidak lepas dari tingginya tingkat penduduk mulai dari banyaknya pendatang, tingginya tingkat kebutuhan hidup, sempitnya lapangan pekerjaan dan tingkat pendidikan yang rendah. Sehingga ini menjadi fenomena yang sudah mulai kelihatan di Provinsi Riau.Kedua, Salah satu kendala yang di hadapi oleh pemerintah dalam pelaksaan Pasal 34 UUD 1945 dengan adanya faktor fakir miskin dan anak terlantar adalah Pertama, Terbatasnya lapangan pekerjaan yang tersedia. Kedua, Bertambahnya jumlah penduduk yang semakin meningkat. Ketiga, Biaya kehidupan yang tinggi.Ketiga, Solusi dalam Islam memecahkan problem kemiskinan dibagi menjadi tiga metode. Metode Pertama: Jalan yang khusus, yang harus ditempuh oleh pihak fakir miskin itu sendiri. Fakir miskin wajib melakukan usaha, selama ia masih mempunyai kemampuan dan kesanggupan untuk bekerja. Bagi masyarakat, orang yang mampu dan pemerintah berkewajiban memberikan bantuan. Metode kedua: Jalan ini berpangkal kepada kesediaan masyarakat Islam untuk membantu. Mereka mempunyai tanggung jawab untuk mencukupi kebutuhan-kebutuhan fakir miskin, baik yang merupakan sumbangan wajib misalnya zakat dan kafarat, maupun yang tidak wajib misalnya wakaf dan sedekah. Metode ketiga: Jalan khusus, yang harus dilakukan oleh orang kaya dan pihak pemerintah. Secara syari’at Islam, pemerintah berkewajiban mencukupi kebutuhan fakir miskin, baik ia seorang Muslim atau bukan (kafir dzimmi), selama ia masih berada di bawah kekuasaan pemerintahan Islam.

BackgroundSystemic lupus erythematosus (SLE) is a heterogeneous autoimmune disorder. Infections are a most common cause of morbidity and mortality in this patient population[1] and at least 50% of patients with SLE are suffered with infections during the course of their disease [2]. Lymphocytes and Natural killer (NK) cells play an important role in the occurrence and development of SLE[3]. In this study, peripheral blood lymphocyte subsets were detected in these patients, providing reference for early diagnosis and treatment of SLE patients with respiratory tract infection.ObjectivesTo analyze the detection level and clinical significance of peripheral blood lymphocyte subsets in patients with SLE with respiratory tract infection.MethodsA total of 333 SLE patients with no recent infection, 95 SLE patients with respiratory tract infection, and 132 healthy individuals matched in age and sex were enrolled in the second Hospital of Shanxi Medical University from July 2014 to December 2016. Abstract:
Purpose: Many patients develop a parastomal hernia within the first 2 years of stoma formation, and even surgical repair is associated with high recurrence rates. An intraperitoneal approach is typically used for the laparoscopic repair of parastomal hernia; it is unknown whether a totally extraperitoneal technique (TEP) is feasible. Here we describe a laparoscopic TEP approach using a modified Sugarbaker method for the repair of parastomal hernia.Methods: Seven patients underwent parastomal hernia repair. The retrograde puncture technique was used to create the extrapneumoperitoneum, and the peritoneum was separated with a laparoscopic TEP approach; the mesh was placed using a modified Sugarbaker technique.Results: All patients had an oncologic etiology for stoma creation. The mean (±SD) size of the hernia defect was 3.1 ± 2.7 cm and the mesh size was 303.4 ± 96.8 cm2. The mean operative time was 195.5 ± 20.7 min and average length of hospital stay after surgery was 4.8 ± 2.1 days. One patient had intraoperative subcutaneous emphysema. The average follow-up time was 8.5 ± 2.7 months; mild pain occurred in 2 patients, 3 experienced seroma formation (with no special treatment required), and 1 had early intestinal obstruction (which was treated with conservative care). There was no hernia recurrence, wound complications, or infections of the surgical site or mesh during follow-up.Conclusion: A laparoscopic TEP technique is technically challenging but feasible. Modified laparoscopic Sugarbaker repair of a parastomal hernia with the TEP technique is safe and effective, although the recurrence rate and late complications require confirmation in more cases with long-term follow-up.

The Na +/ H + Exchanger 3 (NHE3) plays an important role in the regulation of Na + and HCO 3 - reabsorption in proximal tubules of the kidney, but its contribution to the renal mechanisms of angiotensin II (ANG II)-induced hypertension remains unknown. Using global NHE3-deficient mice with transgenic rescue of the NHE3 gene in intestines (tg Nhe3 -/- ) as a model of proximal tubule-specific Nhe3 -/- mice, we tested the hypothesis that deletion of NHE3 selectively in proximal tubules impairs long-term blood pressure responses to extracellular and intracellular ANG II. Three groups of wild-type (tg Nhe3 +/+ ) and six groups of tg Nhe3 -/- mice (n=>8 per group) were treated with vehicle, ANG II (40 ng/min, i.p.), or in vivo adenovirus-mediated transfer of an intracellular ANG II fusion protein, ECFP/ANG II, for 2 weeks. Under basal conditions, tgNhe3 -/- mice had significantly lower systolic blood pressure (SBP) (tg Nhe3 +/+ : 119±3 mmHg vs. tg Nhe3 -/- : 109±3 mmHg, p <0.01), glomerular filtration rate (tg Nhe3 +/+ : 148.7±13.0 vs. tg Nhe3 -/- : 83.9±5.1 μl/min, p <0.01), 24 h urine excretion (tg Nhe3 +/+ : 1.25±0.15 vs. tg Nhe3 -/- : 0.68±0.10 ml, p <0.05), 24 h urinary Na + excretion (tg Nhe3 +/+ : 210.5.1±10.3 vs. tg Nhe3 -/- : 36.3±2.3 μmol, p <0.01), and 24 h urinary K + excretion (tg Nhe3 +/+ : 343.8±19.4 vs. tg Nhe3 -/- : 125.5±13.3 μmol, p <0.01). By contrast, basal plasma ANG II (tgNhe3 +/+ : 303.4±26.9 vs. tg Nhe3 -/- : 397.7±27.2 pg/ml, p <0.05), aldosterone (tgNhe3 +/+ : 506±26.3 vs. tg Nhe3 -/- : 759.9±12.7 pg/ml, p <0.01), and the expression of Na + /HCO 3 - cotransporter and Na + /K + -ATPase proteins in proximal tubules ( p <0.01) were significantly increased in tg Nhe3 -/- mice. Deletion of NHE3 selectively in proximal tubules significantly attenuated the SBP responses to exogenous ANG II (tg Nhe3 +/+ : 50±3 vs. tg Nhe3 -/- : 33±5 mmHg, p <0.01) and intracellular ECFP/ANG II (tg Nhe3 +/+ : 18±3 vs. tg Nhe3 -/- : 6±2 mmHg, p <0.01) in tg Nhe3 -/- mice. 24 h urine and urinary Na + excretory responses to ANG II were also attenuated in these mice ( p <0.01), whereas ECFP/ANG II had no further effects on these responses. We concluded that NHE3 in proximal tubules of the kidney is required for maintaining long-term blood pressure responses to extracellular and intracellular ANG II and body salt and fluid homeostasis.

L'étude des phénomènes sociaux actuels passe nécessairement par la reconnaissance du rôle de la technologie électronique dans l'ensemble des pratiques sociales. L'on parle, par exemple, d'une révolution culturelle pour montrer l'impact de la technologie numérique dans la vie quotidienne, mais quelles sont-elles vraiment les transformations qu'amène cette technologie à la socialité ? Les formes de vivre ensemble se sont transformées pour l'utilisation de la technologie numérique ? Voici les questions qu'on discute dans ce travail. Dans l'étude que nous présentons, l'on interprète ces transformations culturelles à partir d'un regard intime de l'expérience numérique. Dès notre filiation à la pensée maffesolienne, l'on fait une revendication du rapprochement esthétique pour l'étude sociologique, tout d'abord, car les motifs rationnels sont loin de montrer la richesse du lien social ; ensuite, parce que l'auteur a bien montré la puissance de l'interprétation autour au quotidien, à l'espace, aux formes sociétales. Enfin, puisque seulement dans la douceur de l'image était possible une compréhension de la socialité contemporaine. Pour conclure, on présente les tendances sociétales qui montrent cela que l'on appelle « l'e-rationalité postmoderne » qui n'est autre que l'articulation de l'être ensemble électronique attachée aux valeurs postmodernes
The study of the current social phenomena inevitably goes through the acknowledgement of the role of electronic technology in social practices as a whole. We speak, for example, about a cultural revolution to emphasize the impact of digital technology in everyday life, but which are the transformations that this technology brings to the sociality? The ways we live together are transformed by the use of the digital technology? These are the questions which we discuss in this work. In the study we present, these cultural transformations are interpreted from an intimate look to the digital experience. From our affiliation to the thoughts of Michel Maffesoli, we vindicate an aesthetic approach to sociological studies; first of all, because rational motives are far from showing the richness of the social link; and then, because Maffesoli ('the author' serías tú) has clearly showed its power of interpretation of daily life, the space and societal forms. Finally, because it is only in the sweetness of the image that is possible to comprehend contemporary sociality. To conclude, we present the societal trends which demonstrate what we call "the postmodern e-rationality" which is no other than the articulation of an electronic being together, attached to the postmodern values

L’enjeu de cette thèse était d’explorer et d’analyser au niveau organisationnel :- que certaines technologies - aussi séduisantes et utiles soient-elles - s’immiscent dans nos vies (immixtion et/ou immersion volontaire) ou nous sont imposées sans débat ni critique par les acteurs du marché tout en produisant de nouvelles formes de vie : c’est l’aveuglement technologique ; - alors que le système politique devrait réguler par le contrôle, c’est le libéralisme qui prévaut par les nouvelles formes ou lieux de pouvoirs, la mondialisation, et la financiarisation de l’économie manifestant un autre aveuglement : l’aveuglement libéral. Ces deux aveuglements ont-ils des analogies, des singularités, des liens et des interactions au sein des organisations ? Si tel est le cas, cela conduirait, peut-être, à une résultante très peu explicitée et donc peu étudiée : un aveuglement organisationnel ? Notre travail doctoral apporte une réponse positive à ces deux questions
This thesis was explores and analyses at organisational level:- the fact that certain technologies – however seductive and useful they are – intrude in our lives (intrusion and/or voluntary immersion) or are imposed on us without debate or criticism by market players and produce new forms of life : this is technological blindness; - the fact that while the political system should regulate and control, market forces dominate through new forms or centres of power ; globalisation and the financialised economy are manifestations of another type of blindness : liberalist blindness. Do these two types of blindness have analogies, particular features, links and interactions within organisations? If so, might this generate a phenomenon that has hardly been identified or studied : organisational blindness? My doctoral work answers these two questions in the affirmative

Il y-a-t-il transformation, transition, évolution ou évitement ?En ayant recours à la Sémiotique des Transactions Coopératives (STC) sont identifiés dans les narrations recueillies les indices d’une appropriation de cette transition numérique, à travers : - ses impacts cognitivo émotionnels ; - la description des conditions et du contexte d’usage des objets devenus instruments ; - la technique gestionnaire déployée pour réguler la mise en tension sur son bassin de vie.Les principaux apports mettent en évidence : - un nouveau rapport du préfet à la technologie ; - un engagement vis-à-vis de l’innovation en tant qu’appui ou facilitation des initiatives émergentes, plus difficilement en tant que porteur de projet ; - un projet de république numérique qui reste flou, mais qui redistribue le lien social et les modalités d’organisation de l’action collective

Désormais considérés comme gisement de valeur ajoutée, les patrimoines culturels font l’objet de nombreux projets de numérisation, à l’initiative d’établissements publics de recherche comme de compagnies privées, visant explicitement le développement de produits de connaissance à destination des marchés. Pour autant, au-delà des mots d’ordre distillés ici et là, on ne sait encore presque rien des modalités concrètes du déploiement de ce qui se présente comme un nouveau paradigme. La mise en œuvre de la valorisation techno-patrimoniale génère-t-elle des transformations dans la définition de ce qui compte comme patrimoine ? S’inscrivant dans le domaine des Science and Technologie Studies, l’analyse repose sur une ethnographie menée au sein du Montreux Jazz Digital Project porté par l’École Polytechnique Fédérale de Lausanne. Véritable laboratoire de la mise en œuvre du paradigme de la valorisation techno-patrimoniale, l’objectif premier de ce projet est d’impulser le développement de produits de connaissance en reformulant la collection d’enregistrements audiovisuels produite au Montreux Jazz Festival en une collection de 46 000 pièces musicales, désormais déployées sur des écrans depuis lesquels leur destin est orienté. L’analyse permet de constater que la numérisation prolonge l’histoire longue des technologies d’écriture et d’accumulation, et renouvelle (plus qu’inaugure) les rapports entre technologies et patrimoine. La visibilité portée par les patrimoines et son potentiel transfert aux réalisations technologiques sont constituées en en horizon de l’action collective. Ainsi, les modalités du transfert de visibilité, dont la démo est l’opérateur privilégié, agissent sur toutes les étapes du processus de numérisation, avant même que les opérations de conservation numérique ne soient mises en œuvre. Finalement, cette étude montre que la valeur patrimoniale pourrait se retrouver toute entière indexée sur son potentiel d’innovation et de transfert de visibilité. Ce basculement entraîne des modifications du rapport au passé, réinterprété par le prisme d’un présent technologique continu dans lequel les notions de conservation, de transmission et de mémoire ne trouvent que difficilement leur place
The Cultural heritage is now considered as a source of added value and, consequently, has become the subject of numerous digitization projects. These projects originate both from public research institutions and from private companies and they explicitly aim at the development of knowledge products for specific markets. However, despite guidelines found here and there, we still know almost nothing of the concrete ways in which what is presented as a new paradigm will be deployed. Does the enactment of techno-patrimonial valuation generate transformations in the definition of what counts as heritage? In the framework of Science and Technology Studies, my analysis is based on ethnographical work in the Montreux Jazz Digital Project led by the Lausanne Federal Institute of Technology (EPFL). This project is truly a laboratory for the enactment of the paradigm of techno-patrimonial valuation; its first aim is to impulse the development of knowledge products through the reformulation of the collection of audio-visual recordings produced in the framework of the Montreux Jazz Festival into a collection of 46 000 musical pieces which are deployed on screens from which their future is oriented. My analysis shows that this digitization process continues the long history of technologies of writing and accumulation. It renews more than it inaugurates the relationship between technology and heritage. The visibility of heritage and its possible transfer to technological realizations become the horizon of collective action. The modalities by which visibility is transferred, among which demonstration is central, act upon all the stages of the digitization process, even before the operations of numerical conservation. Finally, this study shows that patrimonial value may become wholly referred to its potential for innovation and visibility transfer; this development entails changes in our relationship to the past, which is reinterpreted in the light of a continuous technological present in which notions of conservation, transmission and memory are difficult to accommodate

La thèse étudie les applications dites citoyennes pour mobiles et web qui sont développées en réponse aux problèmes publics variés et basées sur le principe de crowdsourcing. Elle s’intéresse à la fois à la conception de ces dispositifs, à leurs usages et aux façons dont ces outils transforment la communication des citoyens entre eux, et avec les pouvoirs publics. Elle explore les nouveaux formats d’innovation, comme les hackathons civiques, et interroge l’usage du code informatique en tant que nouvel instrument d’action collective.La thèse mobilise une méthodologie qui puise dans les répertoires des STS, de la sociologie des problèmes publics, de la science politique, des sciences de l’information et communication. Appuyée sur l’étude d'applications citoyennes en France et en Russie, elle pose différentes questions : comment traduit-on les problèmes publics en code informatique ; qu’est-ce que ces applications font et font faire ?; comment transforment-elles la participation citoyenne ?La recherche montre que les interfaces des applications façonnent et standardisent la participation en se basant sur les documents de référence : les lois, les réglementations normatives et techniques. Cependant, la standardisation a ses limites : se focalisant sur les moments de faille et des épreuves, telles que les tests, les mises à jour, le débogage des applications, l’enquête rend visibles les détournements et les bricolages mis en place par les usagers qui dépassent le cadrage par les interfaces et participent à la fois à la réécriture des applications et à la redéfinition des problèmes publics.La comparaison entre applications développées par les administrations publiques et projets portés par la société civile permet de distinguer deux façons de communiquer : les chaînes courtes et les chaînes longues. Sans les opposer, la thèse se place dans « l’entre-deux » et analyser les articulations, les agencements de ces réseaux socio-techniques
The PhD dissertation studies new digital participative technologies called "civic apps", applications for mobile and web developed in response to a large scope of public problems and based on the principle of crowdsourcing. The research focuses on the conception of these tools, their usages and the way these tools transform the communication among citizens and between citizens and public administrations. It also explores new formats of civic tech innovation, such as civic hackathons, and question the usage of programming code as a new tool of collective action.The thesis calls upon the methodologies of sociology of science and technology, sociology of public problems, political science and science of information and communication. Based on a case-study of several civic apps in France and Russia, the inquiry adresses the following question: how does the translation of public problems into programming code occur ? And how do these applications transform civic participation?The research shows that the interfaces standardize and format the practices of participation, using documents such as laws, technical norms and standards. However, this standardization has its limits. Focusing on the moments of failure and trial, such as tests, updates or debug of applications, the inquiry highlights the practices of bricolage and detournement, deployed by users in order to overcome the framing by design and participate in the rewriting of the applications.The thesis compares civic applications with the applications developed by public administrations and distinguishes two models of communication called the "long chains" and the "short chains". However, instead of opposing administrative and civic initiatives, the thesis proposes to think from "in-between", analyzing the articulations and arrangements of these socio-technical networks

Cette thèse a comme objectif de mettre l'accent sur le potentiel des technologies d'information et de communication TICs et précisément le téléphone mobile en Afrique subsaharienne afin d’améliorer les conditions de vie des ménages à travers la diffusion d’information, la redistribution des rentes et en favorisant l’inclusion financière. L'Afrique est le continent le moins développé, qui souffre de pauvreté, d'un manque d'infrastructure essentielle, des problèmes de famine, des taux les plus élevés d'analphabétisme et d’accès limité aux services financiers... Par ailleurs, des organismes internationaux tel que la banque mondiale estime que l'expansion de l'adoption de la téléphonie mobile représente une opportunité pour surmonter une partie de ses obstacles à travers des utilisations innovantes dans le monde rural qui souffre davantage de ces barrières physiques. À travers cette thèse nous évaluons l’impact de l’usage de ses services via le téléphone portable dans le secteur agricole, afin de tirer des conclusions sur leurs bénéfices et les quantifier, pour éclairer les autorités publiques, privées et des organismes non gouvernementaux sur leurs réels apports et les orienter vers des services adaptés aux besoins de la population
The objective of this thesis is to capture the potential of information and communication technologies (ICTs), specifically mobile phones in Africa to alleviate the living conditions and empower households in rural areas, particularly in Sub-SaharaAfrica through information dissemination, rent redistribution, and financial inclusiveness. As the last developed continent, Africa suffers from poverty, lack of essential infrastructure, famine problems, the highest illiteracy rates, and limited access to financial services, so International organizations such as the World Bank argues that the expansion of mobile telephony adoption represents an opportunity to overcome some of Africa’s obstacles through innovative uses in the rural world, which suffers more from physical barriers. We focus on assessing the impact of the innovative uses of mobile phone services in the agricultural sector where I will draw conclusions on mobile phone services’ benefits, quantify them, and advise public and private authorities and organizations to set up suitable services to the populations’ needs

Αναφέρονται οι ορισμοί και οι δείκτες μέτρησης που χρησιμοποιούνται, καθώς και τα είδη του ψηφιακού χάσματος, κάτι που είναι απαραίτητο για να προχωρήσομε και να αναλύσομε τις αιτίες που δημιούργησαν το φαινόμενο αυτό. Το ψηφιακό χάσμα είναι ένα θέμα αρκετά πολύπλοκο, η εξάπλωση του οποίου επηρεάζει την παγκόσμια οικονομία ,γιαυτό και δεν είναι τυχαίο που διοργανώνονται σύνοδοι σε παγκόσμιο επίπεδο όπου εκφράζονται απόψεις και σκέψεις για την αντιμετώπιση του προβλήματος. Οι θέσεις , οι στόχοι και οι ενέργειες που πρέπει να γίνουν ,και που συζητήθηκαν στις συνόδους Πληροφορικής ,παρουσιάζονται στην εργασία αυτή. Ιδιαίτερη σημασία δόθηκε στο ρόλο της εκπαίδευσης καθώς και στις αλλαγές που χρειάζεται να γίνουν προκειμένου όλοι οι άνθρωποι σε όλον τον πλανήτη να έχουν ίσες δυνατότητες και ευκαιρίες στον νέο ψηφιακό κόσμο. Ένας άλλος σημαντικός παράγοντας στην προσπάθεια εύρεσης οριστικής λύσης στο πρόβλημα του ψηφιακού χάσματος είναι και η αποτελεσματική χρήση των νέων τεχνολογιών η οποία σε συνδυασμό με την πρόσβαση και την κατάλληλη εκπαίδευση θα μπορέσει να βοηθήσει στην ενσωμάτωση των νέων τεχνολογιών στην ζωή των πολιτών όλου του κόσμου. Από τεχνολογικής πλευράς παρουσιάστηκε η ανάγκη επέκτασης των ευρυζωνικών υπηρεσιών . Σε ειδικό κεφάλαιο γίνεται μια προσπάθεια παρουσίασης των λόγων για τους οποίους το ψηφιακό χάσμα απέκτησε τόσο μεγάλη σημασία και απέσπασε την προσοχή από άλλα προβλήματα του αναπτυσσόμενου κόσμου επίσης σημαντικά ,όπως η πείνα , η υγεία ,ο αναλφαβητισμός, οι συνθήκες εργασίας κλπ. Τέλος με την βοήθεια στοιχείων από την Eurostat , αλλά και από τα Ηνωμένα Έθνη, παρουσιάζονται κάποια διαγράμματα που απεικονίζουν την σημερινή κατάσταση τόσο στο κόσμο και στην Ευρώπη όσο και στην χώρα μας.
This study is an effort to present the digital divide.There are reported the definitions and the indicators of measurement that are used, as well as the types of digital divide, something that is essential in order to analyse this phenomenon and the causes that created it. The digital divide is an enough complicated subject, the spread of which influences the world economy, that’s why it is not accidental that some summits are organised in world level, where opinions and thoughts are expressed for the confrontation of the problem.The objectives and the energies that should take place, and which were discussed in these summits of Information technology, are presented in this study. Particular importance was given in the role of education as well as in the changes that need to be made in order that all the persons all over the planet have equal possibilities and occasions in the new digital world. Another important factor in the effort of finding a solution in the problem of digital gap, is the effective use of new technologies, which in combination with the access and the suitable education might help in the incorporation of new technologies in the lives of citizens of all world. From technological side, the need of extension of broadband services was presented. In a special chapter there is a presentation of the reasons for which the digital gap acquired so much big importance and extracted the attention from other problems of developing world, also considerable, as hunger, health, illiteracy, work conditions etc. Finaly there are some diagrams that portray the current situation in the world, in Europe as well as in Greece.The elements that are used in these diagrams were taken from the EUROSTAT and the United Nations statistics.

Σύμφωνα με τις αρχές του Lund (2001), οι πολιτιστικοί πόροι σε εθνικό και ευρωπαϊκό επίπεδο συνιστούν ένα μοναδικό δημόσιο πλούτο που διαμορφώνει τη συλλογική και εξελισσόμενη μνήμη των διαφορετικών κοινωνιών και παρέχει μια στέρεα βάση για την ανάπτυξη των βιομηχανιών πολιτιστικού περιεχομένου σε μια διαρκή κοινωνία της γνώσης. Με βάση τα παραπάνω, καθίσταται σαφές ότι είναι επιτακτική η ανάγκη για τη διάσωση και τη μακροπρόθεσμη διατήρηση της πολιτιστικής κληρονομιάς. Ο καλύτερος τρόπος, για να επιτευχθεί κάτι τέτοιο, είναι μέσα από την εφαρμογή των διαδικασιών ψηφιοποίησης. Παρά το γεγονός ότι η αξία της ψηφιοποίησης προς την κατεύθυνση της διατήρησης και της ανάδειξης πολιτιστικού, επιστημονικού και άλλου είδους περιεχομένου είναι αδιαμφισβήτητη, οι φορείς που εμπλέκονται σε διαδικασίες ψηφιοποίησης αντιμετωπίζουν μια σειρά από ιδιαίτερα σημαντικά προβλήματα. Τα προβλήματα αυτά καταδεικνύουν έντονα την ανάγκη για συντονισμό των διαδικασιών ψηφιοποίησης μέσα από την εφαρμογή καλών πρακτικών οι οποίες θα προκύψουν έπειτα από την αξιοποίηση της διεθνούς εμπειρίας πάνω στο θέμα. Η διπλωματική εργασία αντιμετωπίζει το θέμα των καλών πρακτικών για την ψηφιοποίηση πολιτιστικού περιεχομένου κατά ένα ολοκληρωμένο τρόπο, αξιοποιώντας την αντίστοιχη ευρωπαϊκή εμπειρία. Τα αποτελέσματα της εργασίας συμβάλλουν ουσιαστικά στην καθοδήγηση των πολιτιστικών οργανισμών – φορέων που έχουν αναλάβει ή πρόκειται να εμπλακούν σε διαδικασίες ψηφιοποίησης στην Ελλάδα. Στο πλαίσιο αυτό η παρούσα εργασία περιλαμβάνει τη μελέτη των καλών πρακτικών για την ψηφιοποίηση πολιτιστικού περιεχομένου μέσα από την επιλογή και παρουσίαση των καταλληλότερων οδηγιών για την ψηφιοποίηση πολιτιστικού και επιστημονικού περιεχομένου και την καταγραφή των αντίστοιχων διεθνών προτύπων, τη θεωρητική προσέγγιση του ζητήματος της ανάδειξης καλών πρακτικών και την υλοποίηση ενός συστήματος που έχει ως στόχο την ανάδειξη καλών πρακτικών.
According to the Lund principles (2001) Europe\'s cultural and scientific knowledge resources are a unique public asset forming the collective and evolving memory of our diverse societies and providing a solid basis for the development of our digital content industries in a sustainable knowledge society. It’s obvious that the conservation and long-term preservation of the cultural heritage are absolutely necessary. Digitization is the best way to achieve these goals. In spite of the fact that the preservation and promotion of cultural, scientific and other content is nearly impossible without digitisation, the organizations that undertake relevant projects face a number of quite serious issues. These problems indicate that it is absolutely mandatory to coordinate digitisation activities through the adoption of good practices which have emerged from the numerous digitisation projects carried out so far worldwide. The subject of this master thesis is an integrated approach of the issue of good practices for digitisiting cultural content, by exploiting the relevant European experience. The thesis results contribute to the guidance of cultural organisations that are about to start or are executing digitisation activities in Greece. This thesis comprises of the research on good practices for digitising cultural and scientific content, the selection and presentation of the most important and appropriate ones, the presentation of the relevant international standards, the theoretical basis for promoting good practices and the development of a software system for the promotion of good practices.
