Abstract:
S obzirom na porast oružanog nasilja na samome početku 2000-ih godina, hrvatsko je Ministarstvo unutarnjih poslova 2007. godine u suradnji s Programom Ujedinjenih naroda za razvoj (UNDP-om) pokrenulo nacionalnu strategiju razoružanja koja je uključivala programe dobrovoljnog prikupljanja oružja, zakonsku amnestiju i kampanje s ciljem podizanja svijesti građana. Od početka primjene ove strategije prošlo je 10 godina te se u radu istražuje kako se strategija razvijala, nastoji se procijeniti njezin učinak te ispitati koliko je strategija relevantna i kakvi su učinci njenih komponenti. Autori analiziraju kontekst primjene strategije i važeće politike u državi te su primijenili nekoliko indikatora kako bi procijenili učinak i rezultate programa. Glavni je zaključak rada da je provedba programa dobrovoljnog prikupljanja oružja pod nazivom „Citizen Alert“ i „Disarmament for Development“, primjena zakonske amnestije i provedba kampanje za podizanje svijesti pod nazivom „Manje oružja – manje tragedija“ imala sveukupan pozitivan učinak na sigurnosnu situaciju u Hrvatskoj. S jedne strane provedba svih ovih aktivnosti pripomogla je znatnom i postojanom padu stope kriminala i nasilja, dok je s druge strane rezultirala prikupljanjem velikih količina malog i lakog oružja, streljiva i eksploziva. Autori nisu utvrdili negativne učinke ili posljedice primjene programa. Ipak, učinak programa na stopu oružanog nasilja ne može se promatrati izdvojen iz šireg konteksta jer su se istodobno odvijale strukturne reforme i događale opsežne promjene politika. Sve je to trajalo dulje od jednog desetljeća i utjecalo na više područja, uključujući oružane snage, policiju i pravosudne ustanove. Učinak tako dalekosežnih reformi u sve naprednijem socioekonomskom okružju ne smije se podcijeniti, no pretpostavlja se da u kombinaciji s moćnom strategijom razoružanja predstavljaju nesumnjiv dodatni uspjeh.

Istraživanje analizira ubrzanje povijesti kojem prisustvujemo u našem vremenu, a koje je bjelodano s izbijanjem rata u Ukrajini, bivajući u proteklim godinama vidljivo i u nizu drugih događaja i kriza, kakvi se u ovako značajnom intenzitetu i frekventnosti nisu događali još od vremena završetka Drugoga svjetskog rata. Razmatrajući rat u Ukrajini i krize koje su mu prethodile osporava se teza historičara Erica Hobsbawma da se »kratko« 20. stoljeće koje je trajalo od Prvoga svjetskog rata »kao doba ekstrema« završilo padom »komunizma« i Berlinskog zida, nakon čega smo ušli u 21. stoljeće. Nasuprot ovoj tezi, kao i nasuprot poznatoj tezi o »kraju povijesti«, rad iznosi tezu da »politički« još uvijek živimo u 20. stoljeću, s obzirom na to da u našem vremenu i dalje postoje napetosti među velikim silama slične onima koje su obilježile i 20. stoljeće i koje općenito obilježavaju moderni svijet od Westfalskog mira u 17. stoljeću naovamo. Ovu općenitu tezu rad obrazlaže promatrajući u najosnovnijim crtama dijalektiku moderne europske i svjetske povijesti i zaključujući da ne samo što »politički« još uvijek živimo u »dugom« 20. stoljeću već još uvijek živimo i u »najdužem« westfalskom klasičnom modernom vijeku koji neprekidno traje tri i pol stoljeća u uvijek istim dijalektičkim proturječjima svjetske politike. Naposljetku, rad razmatra i zada- ću filozofije u vremenu tzv. »ubrzanja povijesti« kakvo je naše te zaključuje kako je filozofija upravo u ovakvim vremenima, hoće li se potvrditi kao znanost, dužna ponuditi jednu svježu i kreativnu »filozofiju povijesti« koja bi objasnila tijek aktualnih međunarodnih događaja.

Abstract:
The purpose of this commentary is to invigorate the theoretical approach used by the MAPA Social Innovation Lab in its effort to elaborate a gender equality narrative for the 21st century. To this end, I examined the intersection of Otto Scharmer's Theory U with the main postulates of Paulo Freire's critical pedagogical method, as reflected in the MAPA Social Innovation Lab process. The discussion passes through three axes: the construction of collective consciousness, the role of culture, and the theory-praxis dilemma for social transformation. I make the case that Scharmer (Thoery U) and Freire agree that the search for authentic or generative consciousness is an indispensable step in the reshaping of society. Freire offers a comprehensive methodology for the understanding of culture and social transformation which can been seen as complementary to Scharmer's co-sensing. Taken together they address the issue of "historical viability". The aim of these reflections on the intersection of Theory U and Freire is that they will nurture MAPA´s—and other social innovation labs'—action research, political activism, and praxis towards a vigorous gender narrative for the 21st century.

In the past 5 years, U. S. hospitals have virtually abandoned the semiprivate inpatient room. The inconclusiveness of recent research, however, indicates that this room type remains a potentially viable care delivery setting in both developed and developing countries for specific patient cohorts and care scenarios during hospitalization. Although the U.S. healthcare industry has embraced the all-private room hospital, does the semiprivate room have a place at all in the 21st-century American hospital? Literature on the subject, both for and against, is summarized. This is followed by a proposal for a case study prototype and its functional integration within a conventional medical/surgical unit in a U.S. hospital. The results suggest that a tempered reintroduction of semiprivatism affords opportunities for socialization, patient-family transactions and amenities, and staff effectiveness without compromising patient safety. Implications for environmental stewardship with respect to the carbon-neutral hospital of the 21st century are cited, as are priorities for further evidence-based design research on this issue.

Abstract:
The international system, like any other, needs to be regulated. Obviously, a purposeful and thoughtful direction of the international development dynamics is preferable to a spontaneous and fragmented alignment in the spirit of the Hobbesian idea of «a war of all against all». In this context, the idea of global governance proves viable, despite the declining recognition and relative marginalization of the concept, on par with the number of mentions. International life in the 21st century did not turn out to be as well-adjusted as it was seen by the proponents of liberal globalization and neoliberal ideology immediately after the end of the Cold War. Not surprisingly, that today pessimism about the possibilities for real action in global governance far exceeds the optimism of the first post-bipolar decade. In addition to different interpretations and theoretical basis of global governance, the article reveals the role of the leading world powers - Russia, China and the United States in the multilevel GG architecture through great-power triangular interaction. The author proves that not a single leading world power or group of states can maintain order-forming processes alone. The U.S., China and Russia, in one way or another, pin their hopes on preserving and/or restoring and/or acquiring global leadership. Each of the powers pursues its own strategy of global governance against the backdrop of promoting its own ideas about the world order.

Abstract:
The Southern Ocean (SO) is highly sensitive to climate change. Therefore, an accurate estimate of phytoplankton biomass is key to being able to predict the climate trajectory of the 21st century. In this study, MODerate resolution Imaging Spectroradiometer (MODIS), on board EOS Aqua spacecraft, Level 2 (nominal 1 km × 1 km resolution) chlorophyll-a (C S a t ) and Particulate Organic Carbon (POC s a t ) products are evaluated by comparison with an in situ dataset from 11 research cruises (2008–2017) to the SO, across multiple seasons, which includes measurements of POC and chlorophyll-a (C i n s i t u ) from both High Performance Liquid Chromatography (C H P L C ) and fluorometry (C F l u o ). Contrary to a number of previous studies, results highlighted good performance of the algorithm in the SO when comparing estimations with HPLC measurements. Using a time window of ±12 h and a mean satellite chlorophyll from a 5 × 5 pixel box centered on the in situ location, the median C S a t :C i n s i t u ratios were 0.89 (N = 46) and 0.49 (N = 73) for C H P L C and C F l u o respectively. Differences between C H P L C and C F l u o were associated with the presence of diatoms containing chlorophyll-c pigments, which induced an overestimation of chlorophyll-a when measured fluorometrically due to a potential overlap of the chlorophyll-a and chlorophyll-c emission spectra. An underestimation of ∼0.13 mg m − 3 was observed for the global POC algorithm. This error was likely due to an overestimate of in situ POC i n s i t u measurements from the impact of dissolved organic carbon not accounted for in the blank correction. These results highlight the important implications of different in situ methodologies when validating ocean colour products.

Abstract:
The first paragraph of the paper examines the position of modern man in the world of hyperconsumption and happiness imperative. In the next paragraph attention is paid to determining the place of literature in the contemporary society. The word happiness, which etymologically derives from the Old Slavic word to meet, is linked to the chronotope of encounter, as one of the sources of modern literature, novel in particular. The second part of the paper deals with how literary heroes are perceived by lower primary school students. This is illustrated by the characters of the cat named Toša from the short story “Mačak otišao u hajduke” and the boy named Vučić from the short story “Mjesečev gost” by Branko Ćopić, as possible role models for young children. These examples show that life satisfaction and happiness are found in “small” things that the 21st century man very often forgets in his pursuit of happiness.

The new interactive technologies have enabled not only more accurate identification of target groups but also direct access to the collection of unimaginable quantity and quality of data that describes not only groups but individuals as well. This quantum leap in knowledge of target audiences made possible more precise "tailoring" of messages for each of them, thus dramatically increasing the effectiveness of these messages. This paper will analyze the principles, functions and possibilities of modern digital public relations, the methods and tools for it`s application as well as practical examples.

For centuries, France was a global powerhouse, permeating its will over five continents. Since those imperial days, it has lost considerable ground in its former domains. Only in Africa did France retain its hold, owing to the monetary system that was put in place. In the decade after World War II, President François Mitterand was quoted saying: “Without Africa, France will have no history in the 21st century.” Like a foretelling coming true, it is precisely because of Africa that modern-day France is returning as the global force it once was. And it’s using the soft power attributes of language to cement its hegemony. Starting in the 1990s, the constructs that melded the francophone nations started to show signs of decay. The African youth grew disenfranchised with France’s ceaseless interventions in their socio-political base. It was clear that the French policies were out of touch with the reality on the ground. Although most of the older generation of Africans still viewed Paris as a guardian of sorts, the younger generation, to whom the torch of leadership passed, held more critical views of France and looked to China and the United States for new opportunities. On the other hand, France is now adjusting the way it maintains power in Africa, not through force or finances but by language .

Лише в Африці Франція зберегла свою владу завдяки введеній грошовій системі. У десятиліття після Другої світової війни II президент Франсуа Міттеран цитував слова: "Без Африки Франція не матиме історії в 21 столітті". Як і передбачення, що справджуються, саме завдяки Африці сучасна Франція повертається такою глобальною силою, якою була колись. І воно використовує атрибути м’якої сили мови, щоб закріпити її гегемонію. Починаючи з 1990-х років, конструкції, що поєднали франкомовні країни, почали демонструвати ознаки занепаду. Африканська молодь стала безправною через безперервні втручання Франції в їх соціально-політичну базу. Було очевидно, що французька політика не відповідає реальній ситуації. The article scans global and library trends to discuss the future of 21st century libraries. In spite of both the importance and difficulty of addressing the future of libraries, there has been no shortage of attempts to do so. The author draws insights from leading futurist to articulate the relevance of libraries in Singapore. Libraries are important in the context of the evolving experience economy in capturing tacit knowledge and understanding learning patterns. The author posits that library education in the future would have to incorporate both tacit and explicit knowledge management.

Abstract:
On December 1, 2000 a new administration took over the presidency of MeÌ xico. This event was especially anticipated because the new president, Vicente Fox, was coming from a different party than the PRI, the old official party. The arrival of President Fox brought important changes in the way of governing; with the moral obligation to be different, since the beginning of his administration one of the main goals was incline to pursue a more dynamic participation by Mexico in the political issues of the world. This was to be accomplished by taking up several measures that included enhancing economic trade with the United States and other nations, world summits in Mexico, improvement of human rights and others. Among those plans one attracted special attention when Mexico asked for a seat as a non-permanent member in the UN Security Council for the period 2002-2003 the third time in Mexican history. There were divided opinions on the subject because Mexico would be directly involved in UN decisions concerning internal situations of other countries, something that goes against the foreign policy principles of MeÌ xico. Eventually this discussion opened doors for other topics; one of them was the possibility of Mexico participating actively in peacekeeping operations by sending troops overseas; this initiated a biter debate in the political sphere. This study analyzes Mexican Foreign Policy and the historical perspective of the foreign principles stated in the Mexican Constitution[alpha]s article 89, followed by a discussion of their influence and interpretation in the politicalmilitary environment before and during the administration of President Fox. The study includes the analysis includes the new social and political scenario that MeÌ xico is facing in order to determine the odds and obstacles when dealing with military participation overseas. As MeÌ xico takes its place in the community of nations, the country[alpha]s leadership needs to search for possible options and test whether the new Mexican political apparatus has the flexibility to address current threats and requirements for international security. An analysis on the capabilities of the Mexican Armed Forces is also necessary in order to determine their capacity to execute multinational operations. Finally bring out the real benefits and/or risks from getting Mexico involved in these kinds of operations are identified.

The conclusion is that Kant’s ethics can be in line with certain thera- peutic interventions. Cette thèse cherche à comprendre et développer comment les trajectoires institutionnelles émergent, tant empiriquement que théoriquement. Sur la base d’une étude de cas de l’industrie et la culture automobile, elle identifie les trajectoires de PATH DEPENDENCY, historiquement (chap.1) et théoriquement (chap.2). Dans une approche méthodologique qualitative, les chapitres 4 et 5 identifient les effets des conflits environnementaux dans l’industrie que remettent en cause la justification de sa structure même. L’analyse empirique de différents conflits autour des standards des émissions des voitures, les innovations technologiques comme le moteur électrique montrent que l’automobilité de demain, et le secteur, vont évoluer de manière plus pluraliste et hétérogène qu’avant. Si parmi les deux scenarios de développement une trajectoire institutionnelle stable émerge, elle dépend de si un narratif cohérent peut émerger, qui rend compréhensible et évident les relations entre offre, demande et réglementation pour les acteurs. La conclusion (ch.6) identifie les conditions d’émergence de nouvelles trajectoires institutionnelles : dans les conflits où un narratif alternatif est déjà présent, mais sous-jacent, des nouvelles structures organisationnelles et sémantiques peuvent émerger
This PhD thesis seeks to understand how institutional paths emerge, theoretically and empirically. Taking the case of the European automobile industry and culture it revisits how path dependency can emerge historically (chapter 1) and theoretical patterns of path production (chapter 2). Based on qualitative research design (chapter 3), the case study identifies possibilities of path rupture through environmental conflicts in automobile history (chapter 4 and 5). It shows that through path ruptures and the emergence of new paths following new environmental requirements, 21st century automobility builds pluralistic and more heterogeneous semantic and organizational structures. Geographic and local conditions such as city planning and infrastructure matter in shaping vehicle use and culture in the future, as well does the distribution of decision making power on different political levels. Chapter 6summarize s and reflects the results of my micro-analytical study as parts of an emerging theory of path creation. If the analyzed trajectories of scenarios for the automobile sector become reality, either electrified automobility or electric multimodality, depends on whether they build a coherent narrative that ‘make sense’ of offer, demand and regulation in the sector. The case study showed that these coherent narratives can emerge when conflicts render visible already existing counter-narratives. These counter-narratives emerge in situations of crisis, such as when new environmental regulation determines technological development and behavioural adaptation in automobility. Once accepted, they create a new path – a new semantic and organizational structure in society

In the latter half of the twentieth-century, fewer U. S. poets translated foreign poetry than their modernist predecessors. The scope of their translation projects correspondingly narrowed. Gone, for example, were projects like Ezra Pound's reaching back to thirteenth-century Italy to see how U. S. poets could push forward. Instead, translations of European and Latin American modernism prevailed. Often, multiple translations of the same author were produced by different translators at the expense of presenting a more well-rounded vision of national literatures. Of these translations, a surprisingly large number were of poets who were either loosely or explicitly connected to surrealism as a literary movement. This dissertation locates this explosion of interest in surrealism as an attraction to the surrealist emphasis on reconciling binaries. This emphasis allows American poets a convenient frame through which to confront the difficult questions of place and nation that arise as the U. S. position in the field of world literature shifts from periphery to core. Previous researchers have traced the history of surrealism's early reception in the United States, but these studies tend to not only focus on the movement's influence on American art, but also stop shortly after surrealist expatriates returned to Europe following WWII. This dissertation extends these approaches both by bringing the conversation up to the present and by examining the key role that translation and other forms of rewriting play in mediating the relationship between surrealism and American audiences. As surrealism enters the U. S. literary system, the transformed product is often not what one might expect. U. S. rewritings of surrealist literature are primarily carried out by poets and critics whose fundamental interest in the movement lies in finding a foreign mirror for their own aesthetic or ideological preoccupations. This in turn provokes the development of a strand of surrealist-influenced writing whose aims and goals are vastly different from those of the movement's founders.

AbstractThere are two types of interlaboratory comparison studies: proficiency tests, which aim at monitoring the proficiency of laboratories, and test performance studies (TPS), which aim at evaluating the performance of (a) specific test(s) and whether it (they) is (are) fit for purpose. This booklet covers only TPS organisation. A TPS is usually organised to monitor the performance of a newly developed test to detect and/or identify pests or to compare the performance of different tests. The results of TPS also provide information on how (a) test(s) perform(s) in different laboratories. This allows a better estimation of the accuracy and reproducibility of tests. Organising a TPS is a complex process that requires considerable effort from the organisers in terms of time, expertise, and finances. Therefore, the selection of e.g. pests and of participants are important steps which are described in this chapter It also discusses the minimum criteria that the TPS organiser should meet.

Navy (USN) gas turbine qualification and testing requirements that helped produce the successful engines now in service and 2. Examination of these requirements in light of current and projected defense budgets resulting from changes in the world over the past twenty-five years. The paper proposes changes in the current methods the USN employs in qualifying its gas turbines for surface ship applications. The proposed alternate methods consider commercial testing and service experience as well as testing based on MIL-E-17341 requirements. Finally, the marine gas turbine community is invited to begin a dialogue on the feasibility of these alternate methods.

With the increasing level of digitalization, there has been a rapid transformation in technology and it has become extremely difficult to keep up with this transformation. In the 21st century, which is accepted as the digital age, the developments in technology have made human life easier on the one hand, and on the other hand have caused the society to become dependent on technology. In the century we have been living in, international economic organizations have rapidly adapted to the developments in technology and the transformation process and have effectively used the advantages provided by technology to themselves. It is seen that international organizations, especially after the Second World War, have taken on extremely important tasks in terms of shaping international markets. Especially in meeting the funding needs of the international market, international economic organizations play an important role. Along with globalization, some international financial institutions such as the World Bank and the International Monetary Fund (IMF) have been significantly affected by recent rapid technological developments. In this context, thanks to the developments in technology, international financial institutions have had the opportunity to transfer the financial resources under their control to the countries or unions in need easily and quickly. Due to this importance, developments in technology are closely monitored by international economic organizations. The article is devoted to the problem of incorporation geographic information systems (GIS) in world school practice. The authors single out the stages of GIS application in school geographical education based on the retrospective analysis of the scientific literature. The first stage (late 70 s – early 90s of the 20th century) is the beginning of the first educational GIS programs and partnership agreements between schools and universities. The second stage (mid-90s of the 20th century – the beginning of the 21st century) comprises the distribution of GIS-educational programs in European and Australian schools with the involvement of leading developers of GIS-packages (ESRI, Intergraph, MapInfo Corp., etc.). The third stage (2005–2012) marks the spread of the GIS school education in Eastern Europe, Asia, Africa and Latin America; on the fourth stage (from 2012 to the present) geographic information systems emerge in school curricula in most countries. The characteristics of the GIS-technologies development stages are given considering the GIS didactic possibilities for the study of school geography, as well as highlighting their advantages and disadvantages.

Drawing on a comprehensive compilation of quantile shares and inequality measures for 34 countries, including over 5,600 estimated Gini coefficient, we review the measurement of income inequality in Latin America and the Caribbean over the last seven decades. Although the evidence from the first quarter century roughly until the 1970s is too fragmentary and difficult to compare, clearer patterns emerge for last fifty years. The central feature of these patterns is a broad inverted U curve, with inequality rising in most countries prior to the 1990s, and falling during the early 21st Century, at least until the mid-2010s, when trends appear to diverge across countries. This broad pattern is modified by country specificities, with considerable variation in timing and magnitude. Whereas this broad picture emerges for income inequality dynamics, there is much more uncertainty about the exact levels of inequality in the region. The uncertainty arises from the disparity in estimates for the same country/year combinations, depending on whether they come from household surveys exclusively; from some combination of surveys and administrative tax data; and on whether they attempt to scale income aggregates to achieve consistency with National Accounts estimates. Since no single method is fully convincing at present, we are left with (often wide) ranges, or bands, of inequality as our best summaries of inequality levels. Reassuringly, however, the dynamic patterns are generally robust across the bands.
