AbstractAspects of the solar corona are still best observed during totality of solar eclipses, and other high-resolution observations of coronal active regions can be observed with radio telescopes by differentiation of occultation observations, as we did with the Jansky Very Large Array for the annular solar eclipse of 2012 May 20 in the US. Totality crossing Antarctica included the eclipse of 2003 November 23, and will next occur on 2021 December 4; annularity crossing Antarctica included the eclipse of 2008 February 7, and will next occur on 2014 April 29. Partial phases as high as 87% coverage were visible and were imaged in Antarctica on 2011 November 25, and in addition to partial phases of the total and annular eclipses listed above, partial phases were visible in Antarctica on 2001 July 2011, 2002 December 4, 2004 April 19, 2006 September 22, 2007 September 11, and 2009 January 26, and will be visible on 2015 September 13, 2016 September 1, 2017 February 26, 2018 February 15, and 2020 December 14. On behalf of the Working Group on Solar Eclipses of the IAU, the poster showed the solar eclipses visible from Antarctica and this article shows a subset (see www.eclipses.info for the full set). A variety of investigations of the Sun and of the response of the terrestrial atmosphere and ionosphere to the abrupt solar cutoff can be carried out at the future eclipses, making the Antarctic observations scientifically useful.

Forty Chinese sorghum landraces maintained by the USDA-ARS Plant Genetic Resources Conservation Unit, Griffin, GA were evaluated for ergot resistance at the Texas A&M Research Farm, College Station, Texas, during the 2005 and 2006 growing seasons. The male sterile line, ATx623, was included as a susceptible control and three IS8525 derived lines were included as resistant controls. The disease infection level was low in the susceptible check in 2005 due to unfavorable environmental conditions, but the majority of the Chinese accessions showed a higher level of tolerance than the resistant controls and in contrast, infection severity was high in 2006. The IS8525 resistant controls averaged 25% infection compared to an average infection of 18% for the 40 Chinese accessions. Four Chinese accessions, PI63923, PI511832, PI610749, and PI610688, recorded less than 10% ergot infection and thus, these four accessions may possess genes for ergot resistance. Further research is underway to evaluate these accessions under multi-environments to confirm resistance and to determine if the resistance is associated with pollination characteristics. OBJECTIVE: To evaluate the impact of the implementation of a rapid response team on the rate of cardiorespiratory arrests in mortality associated with cardiorespiratory arrests and on in-hospital mortality in a high complexity general hospital. METHODS: A retrospective analysis of cardiorespiratory arrests and in-hospital mortality events before and after implementation of a rapid response team. The period analyzed covered 19 months before intervention by the team (August 2005 to February 2007) and 19 months after the intervention (March 2007 to September 2008). RESULTS: During the pre-intervention period, 3.54 events of cardiorespiratory arrest/1,000 discharges and 16.27 deaths/1,000 discharges were noted. After the intervention, there was a reduction in the number of cardiorespiratory arrests and in the rate of in-hospital mortality; respectively, 1.69 events of cardiorespiratory arrest/1,000 discharges (p<0.001) and 14.34 deaths/1,000 discharges (p=0.029). CONCLUSION: The implementation of the rapid response team may have caused a significant reduction in the number of cardiorespiratory arrests. It was estimated that during the period from March 2007 to September 2008, the intervention probably saved 67 lives.

Since November 2006, Switzerland has been experiencing the largest measles outbreak registered in the country since the introduction of mandatory notification for this disease in 1999. The first eight months of this outbreak have already been described in this journal [1]. From November 2006 to 13 February 2008, 1,405 measles cases were reported by physicians or laboratories in Switzerland (1,106 of them in 2007). Of these, 976 cases (69%) occurred in the cantons of Lucerne (29% of the total), Basel-Land (16%), Zurich (11%) Bern (7%), and Aargau (7%). The incidence for the whole country and all ages, calculated for this 15-month period, was 19 cases per 100,000 inhabitants (15 cases per 100,000 for the year 2007). For children under the age of 16 years living in the canton of Lucerne, it was 500 per 100,000.

Abstract. Background: During 2007–2008, media attention focused on a cluster of youth suicides in the UK. There were two peaks (P1, P2) in the volume of newspaper reporting of the deaths. The number of possible suicides was greater than expected at the time of the first peak but not at the time of the second. Aims: To explore any differences in the content of the reporting peaks and to consider implications for imitation and prevention. Method: A content analysis of two peaks of newspaper reporting was conducted. Results: There were 204 articles in P1 (December 27, 2007 to February 19, 2008) and 157 in P2 (February 20, 2008 to March 15, 2008). Four main themes were identified: individual stories; possible causes; features of reporting of the cluster; and educating and informing the public. P1 articles more frequently contained: explicit details of method; photographs of the deceased, and contained more characterization of individuals. Limitations: The focus was on print media, future studies should incorporate online and social media content. Conclusion: The findings provide some support for the hypothesis of a process of suggestion initiated by sensationalist reporting in P1. This contributes to the evidence base of the role of the press in suicide imitation and prevention, highlighting the importance of care when reporting suicides.

SummaryThe Bermuda Petrel Pterodroma cahow was thought to have become extinct early in the 17th century due to a combination of hunting by human colonists and predation by introduced rats, cats, dogs and pigs. However, single individuals were found on four occasions during the first half of the 20th century, and in 1951 a small population was discovered breeding on several rocky islets in north-east Bermuda. Recovery actions began in 1962 when the population numbered just 18 pairs, dispersed among five small islets. Although rats extirpated one of these five colonies in 1967, the population has grown steadily to 56 breeding pairs in 2000. We investigated the breeding phenology, productivity and population size of the Bermuda Petrel between 2000/2001 and 2007/2008. Each year, the birds began arriving in Bermuda around mid-October. They departed on a pre-breeding exodus between 19 November and 14 December, returning after 32–56 days to lay a single egg between 31 December and 31 January. Eggs hatched from 16 February to 26 March after a mean (± SD) incubation period of 53 ± 2 days, and young fledged from 15 May to 25 June after a mean fledging period of 91 ± 5 days. Between 2000/2001 and 2007/2008, reproductive output ranged from 29 to 40 fledglings per annum. Mean annual breeding success (62%) was reasonably high relative to other Procellariiformes, largely due to the provision of artificial (concrete) nesting burrows. In 2008, the population numbered 85 breeding pairs. Monitoring since 1961 indicates the population has been increasing exponentially, doubling approximately every 22 years. This rate of increase, together with the increased incidence of storm damage, is making it progressively more impracticable to construct sufficient concrete burrows on the current nesting islets to accommodate all breeding pairs. The vulnerability of these sites to accelerating storm damage and erosion as a result of anthropomorphic climate change is now the greatest threat to the Bermuda Petrel.

The study aims to evaluate changes in occurrence of the Mandarin Duck, Aix galericulata (Linnaeus, 1758) in the Czech Republic in 2008–2019 with focus on winter months (December, January and February) 2007/08–2018/19. Seasonal dynamics of occurrence was evaluated for years 2008–2019 by comparison of 3831 observations. The highest number of observations comes from winter period (36.7%), if we exclude data from South Moravian Region (with whole year occurrence), it is 48%. In winters 2007/08–2018/19 occurrence of 772 birds was detected, most of them with determined gender – 469 males (63.4%) and 271 females (36.6%). In winter periods 2007/08–2010/11 the occurrence was concentrated in the Central Bohemian Region (Vltava river). Since the winter 2011/12 the centre of occurrence was in the South Moravian Region which is related with a formation of stable breeding population in that region. Pattern of the highest number of observations in a winter period lasts but the highest numbers of observed birds are possibly of the Czech origin.

On 26 February 2008, the National Reference Centre for Rabies at the Institut Pasteur in Paris, France, confirmed the diagnosis of rabies in a domestic dog living in Grandpuits, Seine-et-Marne district, a suburb of Paris. The dog was a nine-month-old mixed-breed female, named Cracotte (pictures available at http://www.invs.sante.fr/display/?doc=surveillance/rage/actu.htm). It developed its first symptoms on 15 February, had bitten its owner and one neighbour and had been euthanized on 19 February. The viral strain was identified by the National Reference Centre for Rabies as a strain belonging to Lyssavirus genotype 1, Africa 1 lineage, originating from Morocco. According to its owner, Cracotte had never been outside France. France has been declared officially rabies-free since 2001. An investigation was undertaken to identify the source of infection and modes of transmission for Cracotte in order to identify potentially exposed individuals and animals and to carry out an assessment of the risk of rabies virus transmission in France.

Dari uji hipotesis diperoleh hasil bahwa pengaruh penagihan tunggakan pajak dengan surat paksa terhadap terhadap pelunasan tunggakan pajak tidak terbukti. Pengaruh penagihan tunggakan pajak dengan surat paksa terhadap pelunasan tunggakan pajak sebesar 1,02%, sedangkan sisanya yaitu sebesar 98,98% dipengaruhi oleh faktor lain seperti penanggung pajak sedang melakukan banding, mengajukan keberatan atau mengajukan permohonan angsuran dalam melakukan pelunasan tunggakan pajak.Kata Kunci: penagihan tunggakan pajak ; pelunasan pajak ; surat paksa.

AbstractThe lengthy years of the Perikatan (Alliance) and its successor Barisan Nasional (BN) administrations (1957–2018) gave Malaysia the opportunity to construct and mould the practice of democracy. Democracy is reflected through the existence of various political parties, the holding of regular elections under closely administered electoral processes, the upholding of rights and freedoms of the people to participate in party politics and civil society, the heated interactions among multi-ethnic citizens over mainstream and social media and the limited avenues provided by the law for the populace to express and display dissent. In Peninsular Malaysian politics, fault lines along the divisive racial and religious lines appear to dominate the discursive scene, with related issues over the role of Malay royalty trailing not too distantly behind. The past decade or so has seen political fortunes of the opposition, defined here as parties that oppose BN whether separately or together in coalitions during general elections, progressively improving, culminating in Pakatan Harapan’s (PH) trouncing of BN in the fourteenth general elections (GE14) in 2018. However, in Malaysian politics, elected politicians do not by themselves fill all political gaps. In uncertain times, as have prevailed in Malaysia since Parti Pribumi Bersatu Malaysia’s (PPBM) betrayal of PH in February 2020, the Malay monarchy has become more important than ever in deciding who and which political coalition gets to form the country’s executive branch. This chapter presents an overview of how race, religion and royalty are routinely encountered in the country’s politics, particularly over the last decade.

The adoption of the General Data Protection Regulation (GDPR) (Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation), OJ L 119, 1) in 2016 can be seen as a starting point for new regulations that are now enacted and proposed under the European Commission’s strategy “A Europe fit for the digital age.” This article will briefly summarize the contents of the GDPR as well as the Digital Services Act (DSA) (Regulation (EU) 2022/2065 of the European Parliament and of the Council of 19 October 2022 on a Single Market for Digital Services and amending Directive 2000/31/EC (Digital Services Act), OJ L 277, 1), Digital Markets Act (DMA) (Regulation (EU) 2022/1925 of the European Parliament and of the Council of 14 September 2022 on contestable and fair markets in the digital sector and amending Directives (EU) 2019/1937 and (EU) 2020/1828 (Digital Markets Act), OJ L 265, 1), Data Governance Act (DGA) (Regulation (EU) 2022/868 of the European Parliament and of the Council of 30 May 2022 on European data governance and amending Regulation (EU) 2018/1724 (Data Governance Act), OJ L 152, 1), and the proposals for the Artificial Intelligence Act (AI Act) (Proposal for a Regulation of the European Parliament and of the Council laying down harmonized rules on artificial intelligence (Artificial Intelligence Act) and amending certain Union legislative acts, 21 April 2021, COM(2021) 206 final.) as well as the Data Act (Proposal for a Regulation of the European Parliament and of the Council on harmonized rules on fair access to and use of data (Data Act), 23 February 2022, COM(2022) 68 final.). AbstractLivestock sector is the backbone of Indian agriculture and plays a crucial role in the development of the rural economy. More than one-fifth (23%) of agricultural households with area less than 0.01 hectare reported livestock as their principal source of income (GoI Government of India (2014) Key indicators of situation of agricultural). Livestock is one of the fastest-growing sectors of Indian agriculture. While the share of overall agriculture and allied sectors in Gross Value Added (GVA) declined from 18.2% in 2014–15 to 17.8% in 2019–20, the share of livestock sector in GVA increased from 4.4% to 5.1% in the same period (GoI Government of India (2021) The economic survey (2020–21). Ministry of Finance. Government of India). Livestock sector accounts for 31% of the gross value of output in agriculture and allied sector (GVOA). Within livestock, milk is the biggest component with 20% share in GVOA. In fact, milk is the largest agriculture commodity in terms of value of output worth INR 772,705 crores in 2018–19 which was more than the value of cereals, pulses, oilseeds and sugarcane combined worth INR 623,462 crores (MoSPI. This chapter studies Hong Kong’s response to the Covid-19 pandemic. Hong Kong’s experience with the Severe Acute Respiratory Syndrome (SARS) epidemic in 2003 helped to prepare the health system for a pandemic, allowing it to avoid a complete lockdown of the city. Social-distancing measures, aggressive testing, and contact tracing have also been critical in controlling the local transmission of the disease. However, when historians and health policy researchers look back at the early days of the outbreak, they are likely to cite the impact of the five-day strike of healthcare professionals in February 2020 as a critical turning point in Hong Kong’s initially hesitant response. The chapter then focuses on this strike and the role of the healthcare profession in shaping public health policy. It argues that the striking healthcare professionals used their standing in Hong Kong to revive the city’s collective memory of the SARS outbreak, mobilizing public action, and possibly triggering a stronger public health intervention by the government.

This study explores the relationship between Corporate Social Responsibility (CSR) certification, product country of origin, and consumer acceptance in the Netherlands market, focusing on coffee beans. Rooted in Sen & Bhattacharya (2001) and Matten & Moon's (2008) insights, the research considers the moderating effect of the country of origin, drawing on Peterson & Jolibert's (1995) perspectives. By using a randomized detailed survey and a controlled experiment from 200 participants, the study examines the Netherlands market consumer perceptions of companies with high levels of CSR certification from a developed country, the Netherlands, and a developing country, Indonesia. Results confirm a positive correlation between a high level of CSR certification and consumer acceptance in the Netherlands. The influence of the Netherlands as the product's origin positively moderates this relationship. Surprisingly, products from Indonesia also show a positive impact, contrary to expectations. The findings stress the strategic role of CSR certification for firms in the Netherlands market, irrespective of origin. However, caution is advised due to limitations, including potential bias and a small sample size. In conclusion, this research contributes nuanced insights for businesses navigating global markets, emphasizing the need for a comprehensive understanding of CSR's impact on consumer acceptance.

The recent discoveries of cracked and leaking Alloy 600 vessel head penetration (VHP) nozzles, including control rod drive mechanism (CRDM) and thermocouple nozzles, at four pressurized water reactors (PWRs) have raised concerns about the structural integrity of VHP nozzles throughout the PWR industry. Nozzle cracking at Oconee Nuclear Station Unit 1 in November 2000 and Arkansas Nuclear One Unit 1 in February 2001 was limited to axial cracking, an occurrence deemed to be of limited safety concern in the NRC staff’s generic safety evaluation on the cracking of VHP nozzles dated November 19, 1993. However, the discovery of circumferential cracking at Oconee Nuclear Station Unit 3 in February 2001 and Oconee Nuclear Station Unit 2 in April 2001 particularly the large circumferential cracking identified in two CRDM nozzles at ONS3 has raised concerns about the potential safety implications and prevalence of cracking in VHP nozzles in PWRs. In response to the circumferential cracking identified at the Oconee units, the NRC issued Bulletin 2001–01, “Circumferential Cracking of Reactor Pressure Vessel Head Penetration Nozzles,” on August 3, 2001. This bulletin requests information from licensees related to the structural integrity of the reactor pressure VHP nozzles for their facilities, including the extent of VHP nozzle leakage and cracking that has been found to date, the inspections and repairs that have been undertaken to satisfy applicable regulatory requirements, future plans to inspect VHP nozzles, and a description of how future inspection plans will ensure compliance with applicable regulatory requirements. This paper summarizes the staff’s review and assessment of licensee responses to NRC Bulletin 2001–01.

On January 19, 2023, the United States hit its debt ceiling, leading to a debt-ceiling crisis. US sovereign debt, for decades, was considered a risk-free investment, but the 2023 US debt ceiling crisis shocked the financial world. The COVID-19 pandemic has hung a heavy burden on public finances. Quarantined economic activity heavily affected state budget revenues all over the world. Before the Covid-19 crisis, there was the 2008 financial crisis with its famous outcomes, when economic stimulus was provided including state budget programs financed by sovereign debts. It was still pandemic circumstances when on 24 February 2022, Russia invaded Ukraine in an escalation of the Russo-Ukrainian War. In less than 20 years period the world has had three global-scale crises, but the deterioration social-economic picture is far less dramatic than it will be without state interventions. Nothing is free, it is an obvious and well-known economic axiom, so if the costs of these crises are not on the surface, it means that the problem is hidden somewhere and postponed in time. In a simplified picture we see that states' actions in the field of public finance aren’t rational. When revenues are decreasing, from a household point of view it is normal to turn on some austerity mode and live with less luxury, but different approaches are taken by the states when GDP growth and tax revenues are decreasing. The bright examples of these we saw during the 2008 financial crisis and the COVID-19 crisis. From an economic point of view, loans couldn’t be a source of prosperity. Moreover, sovereign credit puts on long-run burden on the real economy. Money is considered a sign of wealth and prosperity, but actually, in the fractional reserve banking system, it is not the same. For the creation of debt money in the modern credit system, we don’t need savings, we can create it simply from “thin air”. So, an increased volume of money and debt in the economy doesn’t mean prosperity, it means more burden on future generations and the economy at all. The real economy has to pay these debts in the long run future and there it will negatively affect welfare and prosperity. More Fiat money doesn’t create prosperity, prosperity is a result of economic growth and savings. Printing money without proportional economic growth or creating debt money without adequate savings, only exacerbates allocation of resources and wealth. So, money multiplier is not about wealth creation it’s about wealth allocations. Empirical pieces of evidence from the current century showed us that, a crisis is a signal, it is a communication instrument that should be considered correctly and with some scrutiny examinations about its origins and foundations. Tactical solutions can't give strategic outcomes. When empirical evidence shows that instruments used by the state to extinguish crises create much more scaled ones, it’s time for rethinking and structural reforms.

Background: The number of Covid-19 infected cases is still increasing, pandemic has yet to be controlled. This can increase the risk of Covid-19 transmission among health personnel in hospitals. Data as of September 7, 2020, the Indonesian Doctors Association (IDI) states that more than 100 doctors in Indonesia who have died due to Covid-19 infection. The phenomenon of transmission in health personnel is urgent. This study aimed to systematically review the determinant factors of covid-19 transmission among of health personnel. Subjects and Method: This was a systematic review study from various article sources that have been done previously. The databases used in this study were Science Direct and Scopus, journals published from February to September 2020. The articles were extracted using the Preferred Reporting System for Systematic Review and Meta-analysis (PRISMA) 2009 flowchart. Results: Total of 5 articles were reviewed. The results of this study showed that the variables of gender, age, and profession showed significant results on Covid-19 transmission in 2 articles, but the results were not significant in 3 other articles. Meanwhile, the work location variable shows significant results in 2 articles that raise this variable with the location of the work place, including the medical ward and the emergency department. Ethnic variables, raised by one article with insignificant results and for the variable personal protective equipment and masks showed significant results related to Covid-19 transmission. Conclusion: Workplace arrangements, especially for Covid-19 special isolation and the use of good personal protective equipment, can reduce the transmission of Covid-19 to health personnel, especially those in emergency rooms and medical wards. The Coronavirus Working Group (CSG) of the WHO and International Committee proposed to call the new virus SARS-CoV-2 on February 11, 2020. As a result of the samples taken from the patient, the whole genome sequence of the SARS-CoV-2 was isolated on January 7, 2020, by Chinese scientists in a short time. WHO announced on February 11, 2020; that “COVID-19” will become the official name of the disease. Tedros Adhanom Ghebreyesus, director of the WHO, said the epidemic meant “ko”, “corona”, “vi” for “virus” and “d” for “disease” as first described on December 31, 2019. Such a name has been preferred to avoid stigmatizing a particular region, animal species or human. The infection, which started to spread first in China and then in nearby countries, spread to most countries later on. The epidemic soon reached an international dimension, affecting the whole world. As a result, the WHO considered COVID-19 as an international public health problem and declared it as a pandemic on January 30, 2020. In humans, coronaviruses cause some cases of colds and respiratory infections that can be fatal, such as Severe Acute Respiratory Syndrome (SARS), Middle East Respiratory Syndrome (MERS), and Coronavirus disease 2019 (COVID-19). In recent years, new viral infections have been detected periodically in various countries. The first epidemic; was observed in 2002-2003 as a result of the crossing of a new coronavirus from bat origin to humans through palm civet cats in Guangdong Province, China. This virus, called SARS, affected a total of 8422 people in China and caused 916 deaths (11% mortality, however different rates are given in different literatures). The second epidemic event occurred approximately 10 years later. In 2012, the MERS coronavirus (MERS-CoV) emerged from bat origin through a dromedary camel in Saudi Arabia. The most appropriate prophylactic regimen for patients under observa- tion due to COVID-19 related disease is unknown. For this reason, treatment protocols should be planned by following the current guidelines. This study consists of evaluating the opinions about the history of pandemics associated with COVID-19, related definitions and the projects being carried out with the compilation of avai- lable resources, the development stages of the pandemic and the projection of postpandemic interaction."

The 2004 IDB Infrastructure Conference Series included four major events that took place in Madrid (January 22-23), Washington, D.C. (February 19-20), Lima (March 27, during the Bank's Annual Meeting); and Tokyo (May 13). These events brought together leading specialists and stakeholders including established firms and potential investors in Latin America's infrastructure, representatives of academia and multilateral financial institutions; and banking, industry, and legal experts. Five papers discussed during the conference series are included in this selection because they help depict overall infrastructure investment issues in the region. The papers, which are preceded by an overview of general lessons and challenges, address themes such as the mismatch between public perception and the gains from privatization in Latin America; innovative financial structures; investor perceptions of infrastructure risk; the potential of public-private partnerships; and the fiscal dimension of infrastructure investment.

Abstract:
This Open File Report provides the available macroseismic information for the seven largest moderate earthquakes that occurred in the Charlevoix Seismic Zone between 1870 and 2021. These earthquakes and their moment magnitude (M) are: 1) February 3, 1902, M 4.5; 2) September 30, 1924, M 5.2; 3) January 08, 1931, M 4.9; 4) October 19, 1939, M 5.3; 5) October 14, 1952, M 4.5; 6) August 19, 1979, M 4.8; 7) March 6, 2005, M 4.7. Five, possibly six, of these seven earthquakes occurred in the northeast portion of the CSZ, where the largest event of the period, the 1925 M 6.2 earthquake, also occurred. For each locality where the earthquakes were felt, macroseismic information is given and interpreted on the Modified Mercalli Intensity Scale. The original mail questionnaires filled by postmasters for earthquakes no. 3, 4, 5 and 6 are lost. Consequently, the main sources of information are the newspaper accounts except for no. 7 for which web-based questionnaires are available. The macroseismic information from localities in Canada and in the US (from NOAA) are tabulated in Microsoft Excel spreadsheets. Most newspaper clippings that have macroseismic information are included. The Open File also provides Google Earth kmz files that allow the felt information reports to be viewed in a spatial tool.
