Abstract:
This thesis concentrates on Czechoslovak-French relations in 1989-1992. It examines the factors, that form foreign policies. This thesis goes from realistic theory of the clash of national interests. First chapter concentrates on the forming of Czechoslovak foreign policy. The second one examines the common history of Czechoslovak-French relationship with the accent on French foreign policy and factors that influence it. Third chapter is concerned of Czechoslovak-French relation in 1989-1992. The last chapter solves the impact of the Treaty of understanding and cooperation of these two states.

Abstract:
Transformation of banking in the years 1989-1992 was a very complex process affecting the whole economy of the country as it touched every business entity, including government authorities, which have an bank account or a loan from one of the Czechoslovak banks. This thesis will attempt to determine whether the bank crisis in the nineties, manifested by a high number of bankrupt banks, could have origins in transition. It will focus mainly on the privatization of the banking sector and legislative developments in the period. Thesis will be based mainly on the archival fund of the State Bank of Czechoslovakia, on contemporary scientific press, stenographic protocols stored in digital depositary of the Chamber of Deputies of the Czech Republic and current scientific literature on the topic.

Abstract:
Radical reform of the arrangements for pre-registration nurse education and the recommendation that nurse teaching become a graduate profession prompted a reappraisal of the arrangements for nurse teacher preparation. This thesis reports an evaluation of a new form of preparation for nurse teaching. The new courses were intended to combine advanced study of nursing with educational theory and practice, and led to an honours degree and a teaching qualification recordable on the professional register. The study used the fourth generation evaluation model as a theoretical framework. During the early stages of the work, a secondary research purpose emerged - to evaluate the fourth generation model. This model has a qualitative focus, and emphasises the participation of all stakeholders with an interest in the outcomes of the evaluation. Participants in the enquiry were student nurses, nurse teachers, and to a lesser extent, teacher course leaders. The multi-method research design included document analysis; group interviews; postal questionnaires; non-participant observation; individual interviews. Rich qualitative data obtained from a small number of participants illuminated the quantitative data gathered from a national postal survey of all the nurse teachers (n=109) who graduated in 1992 from the seven courses studied. A joint construction of an effective nurse teacher was developed from the data. It was concluded that the nurse teachers were broadly satisfied with the quality of the preparation courses. However, of the nine role elements included in the preparation courses, in only three elements did more than half the nurse teachers feel equipped for their new roles. In six role elements more than half the nurse teachers did not feel equipped. Credibility of the enquiry findings, the conclusions and recommendations were enhanced by a quality audit of the enquiry process and a critical review of the theoretical model. The fourth generation evaluation model was shown to be effective in revealing deficits in nurse teacher preparation which had become apparent when the respondents embarked on their new roles. Recommendations based on the findings encompassed both action and further research and were directed towards i) improving current courses for nurse teacher preparation ii) re-examining a crucial role element - the clinical role iii) re-examining the focus, location and organisation of nurse teacher preparation.iv) further creative application of the fourth generation model.

Czechoslovak Foreign Policy, 1989-1992: The Problems of Translating Ideas into Policy The history of Czechoslovakia is the contest of individual will against the larger, deterministic forces of the international system. From before the creation of the country in 1918 to its disintegration at the end of 1992, Czechoslovakia's survival was predicated on the stability of the international system. Partly because of the country's geographical location, Czechoslovak thinking has been characterised by a tendency towards what can be broadly called 'humanism', and was evident particularly in the writings and politics of Tomas Masaryk and Vaclav Havel. This thesis examines the 30-month period of Czechoslovak foreign policy from the loss of Communist control in December 1989 to the June 1992 election, the results of which foretold the country's disintegration and after which the two key figures in foreign policy left public office. The thesis examines the problems of translating a series of ideas which it terms 'civic' into political practice. These ideas are drawn from the writings of Czechoslovak dissidents in the 1970s and 1980s and which, when they entered public office, they maintained had become even more appropriate. The thesis begins by placing the tension between ideas and systemic pressures in Czechoslovak foreign policy in its pre-1989 historical context. Then, after establishing the civic ideas which formed the intellectual basis for the post-Communist foreign policy, it considers the obstacles in their implementation in five aspects of Czechoslovak foreign policy. These are: the nature and structure of foreign policy decision-making; views on the unification of Germany and the moral reconstruction of bilateral relations; transformation of ties with the Soviet Union and socialist bloc institutions; the geopolitical, cultural and economic bases for regional cooperation; and proposals for creating a second 'New Europe'.

Beginning in the 1930s and continuing through the 1970s, Mexico City developed swiftly, thus engendering rapid urbanization and a demographic boom. The majority of population growth occurred on peri-urban agricultural and ecological conservation lands and manifested as irregular settlements: illegal and structurally precarious urban developments without well-defined property rights. Today, almost a third of the metropolitan area's population-5.1 million people-continues to live in irregular settlements. Because irregular settlements are not legally recognized they do not receive urban services such as sewerage, and are forced to release their effluent haphazardly, often contaminating the groundwater that supplies 57% of the city's water. And this is where the problems begin. The continuous and illegal urbanization of peri-urban ecological conservation lands has bedeviled planners in Mexico City-in an atmosphere of opaque government, political clientelism, and unique ecological conditions in the Basin of Mexico, how can urbanization be controlled and how can environmental planning be implemented?This thesis examines the processes and conditions that enable environmental planning in rapidly urbanizing cities by studying the Project for the Ecological Rescue of Xochimilco (PREX), a government environmental remediation project in southern Mexico City in 1989 that was intended to halt widespread environmental degradation.
(cont.) Based on the PREX case, this thesis has two key findings: First, environmental planning in urbanizing locales requires a regional approach that incorporates the overarching political and ecological factors that coalesce in irregular settlements. Although environmental degradation is experienced locally, it is connected to environmental degradation of the watershed and the metropolis as a whole. Without considering the metropolitan region, narrowly focused environmental planning projects will only provide superficial remediation. Second, perfunctory citizen participation in environmental planning is ineffective and public participation for the sake of being democratic is Sisyphean. As such, government planners must work to incorporate purposeful citizen participation into conclusive environmental outcomes.

A pesquisa se cerca de teses sobre o direito urbano, para tratar do objeto principal desta dissertação: as inovadoras políticas urbanas de transporte elaboradas pela administração Luiza Erundina (1989-1992), como a Tarifa Zero e a Municipalização dos transportes coletivos por ônibus, na cidade de São Paulo. O caminho das políticas públicas de transporte foi tortuoso no entremeio à democracia (1978-1988), em parte foi inicialmente abordado por uma construção coletiva de movimentos sociais (como o Movimento Nacional pela Reforma Urbana-MNRU) e de grupos de trabalho com a temática dos transportes criados por partidos do campo democrático-popular. Em outra parte, configura-se um marco que tem as figuras do secretário de transportes Lúcio Gregori, e da prefeita Luiza Erundina como centrais para o desenvolvimento e articulação dos projetos políticos, esses que hoje (na contemporaneidade) alcançaram o devido debate público no país. As conclusões da pesquisa apontam para uma realidade de esforços administrativos, conjunta à falta de engajamento populacional na participação das políticas de transporte. Expõem também os limites metodológicos das diferentes propostas participativas conduzidas pela administração quando comparadas às ações de diferentes secretarias, sendo essas ações: conselhos ou fóruns de negociação. Contudo apresenta que a não efetivação das políticas urbanas elaboradas pela administração Luiza Erundina não é um resultado direto da simples existência ou não de movimento social prévio à gestão. Tratase sim (no presente) do efetivo poder popular de modificar o estado do urbano, desde a sua forma prática à sua forma sensível, desde sua forma econômica, à forma de partilhar o poder entre todo o conjunto social.
The research focuses on theses about urban law, to deal with the main object of this dissertation: the innovative urban transport policies elaborated by the Luiza Erundina administration (1989-1992), such as the Zero tariff and the Municipalization of collective bus transportation, in Sao Paulo City. The path of public transport policies was tortuous in the midst of democracy (1978-1988), in part was initially approached by a collective construction of social movements (such as the National Movement for Urban Reform-MNRU) and working groups on the theme of transports created by parties of the democratic-popular field. In another part, there is a milestone that has the figures of transport secretary Lúcio Gregori and the mayor Luiza Erundina as central for the development and articulation of political projects, which today (in the contemporary world) have reached the due public debate in the country. The conclusions of the research point to a reality of administrative efforts, together with the lack of populations engagement in the transportation policies. They also expose the methodological limits of the different participatory proposals conducted by the administration when compared to the actions of different secretariats, being these actions: councils or forums of negotiation. However, it argues that the failure to implement the urban policies developed by the Luiza Erundina administration is not a direct result of the mere existence or absence of a social movement prior to management. It is a question of the actual power of the people to change the "state of the urban", from its practical form to its sensible form, from its economic form, to the way of sharing power among the whole social set.

Abstract:
The administration of President George H. W. Bush from 1989 to 1992 saw several firsts in both American foreign policy towards the Middle East, and in the Palestinian-Israeli conflict. At the beginning of the Bush Presidency, the intifada was raging in the West Bank and Gaza Strip, and by the time it was over negotiations were already in progress for the most comprehensive agreement brokered in the history of the conflict to that point, the Oslo Accords. This paper will serve two purposes. First, it will delineate the relationships between the players in the Middle East and President Bush during the first year of his presidency. It will also explore his foreign policy towards the Middle East, and argue that it was the efforts of George H. W. Bush, and his diplomatic team that enabled the signing of the historic agreement at Oslo.

This thesis divides Taiwan's impact on the Bush administration's Mainland China policy into three stages. The first period was from January 1989, when George Bush entered the White House, to June 3, when the Tiananmen Massacre took place in Beijing. The second period was from June 1989 to July 1991. The third period was from July 1991 to the end of 1992. Through examining the Bush administration's Mainland China policy, this thesis argues that Taiwan's impact on the administration's China policy evolved a tract from unimportant to important in the years between 1989 and 1992. It further argues that Taiwan has become an independent factor, whose China policy was not under the control of the United States. Sometimes it undermined American Mainland China policy.

Revista Veja and the journalistic coverage on the collapse of the Soviet block (1989- 1992) This research takes as object of study the magazine Veja and the journalistic coverage on the collapse of the Soviet block between the years 1989 to 1992. This research aims to understand how Veja made its coverage during the first four years of economic and political crises that resulted. In the collapse of the Popular Democracies and the USSR (Union of Soviet Socialist Republics). In addition, we seek to understand how Veja's political positioning was in relation to the processes of restoration of capitalism within the countries of the Soviet bloc. The research methodology will be the critical reading of Veja texts and speeches, especially, stories, reports and images. See how the press and the party acts as an ideological face of capital fulfilling its role in shaping opinion and spreading neoliberal ideology.
Revista Veja e a cobertura jornalística sobre o colapso do bloco soviético (1989-1992) Esta pesquisa toma como objeto de estudo a revista Veja e a cobertura jornalística sobre o colapso do bloco soviético entre os anos 1989 a 1992. Objetivo desta pesquisa é compreender como Veja fez sua cobertura jornalística durante os quatros primeiros anos de crises econômicas e políticas que redundaram no colapso das Democracias Populares e da URSS (União das Repúblicas Socialistas Soviéticas). Além disso, procuramos entender como foi o posicionamento político de Veja com relação aos processos de restauração do capitalismo dentro dos países do bloco soviético. A metodologia da pesquisa será a leitura crítica de textos e discursos de Veja, sobretudo, matérias, reportagens e imagens. Veja como imprensa e partido atua como uma face ideológica do capital cumprindo o seu papel na formação de opinião e na disseminação da ideologia neoliberal.

This research aims to investigate the configuration of the attendance policies to the childhood, as well as to elucidate the configuration of the childhood in Nursery Schools of the municipal district of São Paulo, in the end of 1980s and at the beginning of 1990s, period of the left government (PT Workers Party). The choice of the period (1989 to 1992) was influenced by the initial question: Which subjects of rights are those? Within a period of great political and economic crisis in the whole country, the nursery school policies implemented in the municipal district not only considered the social inequalities, prioritizing the attendance to the poor, but also considered the different social expectations in the construction of the institutional time of the childhood, focusing the child as a historical subject. The documental research offers the analysis and brings extracts of the documents produced by the Secretaryship from which the Nursery Schools were located, in order to compose a reflexive registration. The research intends to contribute for the understanding of the object (attendance policies to the childhood in the municipal nursery schools from São Paulo) inserted in its historical context. The research has as theoretical support the Childhood Sociology, especially with the authors Dahlberg, Moss e Pence, in order to analyze the configuration of the educational action in the institutions for the first period of childhood. The results reveal that in this period some policies were constituted facing the childhood, which focused the child as an active participant in the construction of the social time
Esta pesquisa tem o objetivo de investigar a configuração das políticas de atendimento à infância, bem como elucidar a configuração da infância nas creches do município de São Paulo, no final da década de 1980 e início dos anos 1990, período de governo petista. A escolha do período (1989 a 1992) foi influenciada pela questão inicial: Que sujeitos de direito são esses? Em tempos de grande crise política e econômica em todo o país, as políticas de creche implementadas no município, nesse período, não só consideraram as desigualdades sociais, priorizando o atendimento aos pobres, como também consideraram as diferentes expectativas sociais na construção do tempo de infância institucional, focalizando a criança como sujeito histórico. Prioritariamente documental, a pesquisa oferece análise e traz excertos dos documentos produzidos pela Secretaria à qual estavam locadas as creches, buscando compor registro reflexivo. A pesquisa pretende contribuir para a compreensão do objeto (políticas de atendimento à infância nas creches municipais paulistanas) inserido em seu contexto histórico. Busca apoio teórico na Sociologia da Infância, especialmente na colaboração de Dahlberg, Moss e Pence, para análise da configuração da ação educativa nas instituições para primeira infância. La Pologne est en train de changer radicalement son système économique, politique et social. Le passage d'une économie socialiste centralisée vers une économie de marché illustre trois mode de financement : l'économie de subventions, l'économie d'endettement, et l'économie de "marché des capitaux". L'économie de subvention est l'un des systèmes les plus capables de concentrer rapidement des fonds pour l'entreprise. Mais cette abondance des capitaux et le double rôle joue par l'état de prêteur et décideur de l'entreprise rendent l'économie de subvention très inefficace. L'économie d'endettement, marquée par l'intermédiation bancaire, est le modèle de financement de l'économie polonaise aujourd'hui. Cet endettement est très dangereux pour les entreprises dans une économie très volatile. L'économie de "marché des capitaux", donc le financement direct, apparaît comme la seule possibilité de donner à la Pologne un financement adéquat, long, non soumis aux pressions politiques, non inflationniste et permettant l'accélération des reformes
Poland is currently undergoing a radical change in her economic, politic and social systems. Passage from a socialist, centralised economy to a market economy reflects 3 modes of financing : through subventions, through borrowing, and through the "capital market". The economy of subvention is one of the systems the most capable to concentrate rapidly funds for companies financing. But this abundance of ready money, and the double role of the state as lender and decision-maker within the company actually make this economy of subvention very inefficient. The economy of borrowing, with the intermediation of the banks, is the current model for the Polish economy of today. But heavy borrowing is very dangerous for the enterprises in such a volatile economy. The "capital market" together with direct financing therefore appears to be the only adequate financing for Poland, on the long term, safe from political pressure, not inflationist and allowing for high speed reforms

Notre travail de recherche s'intéresse à l'expérience démocratique en Algérie initiée à la faveur de la constitution de 1989. Malgré l'abolition du système du parti unique et le retrait officiel des militaires de la vie politique, l'Algérie n'arrive toujours pas à s'affranchir de l'autoritarisme, la consécration du front islamique du salut comme la première force politique du pays à poussé le clan dur des militaires a annuler le deuxième tour des législatives de 1991 sous prétexte du vide juridique laissé par la démission forcée du président de la république. Cela à donné naissance à une crise politique aiguë et une situation qualifiée de guerre civile de par la violence meurtrière des groupes armés et de l'état. A vrais dire, plusieurs raisons pourront justifier l'avortement de la démocratie en Algérie qui résident dans les contours de l'inachèvement de la formation de la nation algérienne. Le contexte historique qui à donné naissance à l'état et la guerre pour l'indépendance semblent toujours peser sur le présent. . Il y a évidemment d'autres facteurs en rapport direct avec la situation dramatique à savoir la faiblesse de la société civile et la passivité de la communauté internationale. Our research task is interested in the démocratie experiment in Algeria initiated owing to the constitution of 1989. In spite of the abolition of the System of the sole party and the officiai withdrawal of the soldiers of the political life, Algérie is not still able to free itself from the autoritaris. , the dedication of the Islamic front of the hello like the first political force of the country to thorough the hard clan of the soldiers has to cancel the second round of législative of 1991 pennie; pretexts gap in the law left by the compulsory résignation of the président of the republic. That with given rise to an acut( political crisis and a qualified situation of civil war from the fatal violence of the armed groups and the state. With truths to say, several reasons will be able to justify the abortion of the democracy in Algeria which lie in contours of the incompletion of the formation of the Algerian nation. The historical context which with given rise to the state and the war for independence always seem to weigh over the présent. There are obviously other factors in direct connection witl the dramatic situation with knowing the weakness of the civil society and the passivity of the international community. Finally our thesis makes an assessment of the human rights which, for recall is dramatic

Resumo: Esta pesquisa teve como objetivo analisar a proposta de implantação dos Distritos de Saúde no Município de São Paulo durante o período de 1989 a 1992 (gestão Luiza Erundina) através do enfoque do sujeito. A pesquisa buscou identificar a concepção de Saúde que embasou a proposta (O SABER), seu objeto e o modo de intervenção sobre os problemas identificados. O conjunto de diretrizes que nortearam a gestão foi o produto da interação dos sujeitos envolvidos no processo instituinte, além do dirigente, na busca de soluções para os problemas concretos enfrentados ao longo do processo de implantação dos distritos de saúde. Finalmente, propõe-se uma reflexão crítica sobre as metodologias até hoje empregadas da reorganização das práticas, visando a construção de uma metodologia mais adequada capaz de promover as condições necessárias para o surgimento de sujeitos críticos e autônomos que possam garantir a implementação do SUS enquanto um sistema público e de qualidade

The present work analyzes two alphabetization programs that took place in Latin America: National Literacy Crusade "Heroes and Martyrs for the Liberation of Nicaragua" (CNA), held in Nicaragua in 1980, and the Youth and Adult Alphabetization Movement of São Paulo (MOVA-SP), carried out between the years of 1989 and 1992, in São Paulo, both organized based on the ideas of Paulo Freire, counting also with his direct participation. We have studied how, and if, the theme of feminism appears in the official documents of both programs, and whether the presence of this theme in these documents is due to the existence or not of a movement - or organization - of women in the country with the vanguard character, as Marta Harnecker conceptualizes. The concepts of gender, patriarchy and sexual division of labor, coined by authors such as Heleieth Saffioti, Carole Pateman, Iris Young, Danièle Kergoat, among others, were the theoretical basis of the present study. The research was conducted through documentary analysis. We studied official documents (political-pedagogical project, booklets, among others) of the two programs and analyzed a) if the subject of gender relations appeared; b) whether this appearance reinforced or questioned patriarchal gender relations; c) how it appeared, whether directly, indirectly, and in what context. We were able to conclude that the Nicaraguan documents have a greater presence of the theme, and that this is due to a more organized and centralized women's movement that, unlike the São Paulo movement - then fragmented and with a predominantly institutionalized activism - directly influenced alphabetization in the country. We do not affirm this, however, without reservations, since in both programs feminism appears as a very specific "subject", which reveals a difficulty in dealing with the theme of feminism transversally and even a theoretical difficulty in relation to it
O presente trabalho analisa dois programas de alfabetização que ocorreram na América Latina: A Cruzada Nacional de Alfabetização “Heróis e Mártires pela Libertação da Nicarágua” (CNA), realizada em 1980 na Nicarágua, e o Movimento de Alfabetização de Jovens e Adultos de São Paulo (MOVA-SP), realizado entre os anos de 1989 e 1992, em São Paulo, ambos organizado com base nas ideias de Paulo Freire, contando inclusive com sua participação direta. Estudamos como, e se, o tema do feminismo aparece nos documentos oficiais de ambos os programas, e se a presença ou não deste tema em ditos documentos deve-se à existência ou não de um movimento - ou uma organização - de mulheres no país com o caráter de vanguarda, como conceitua Marta Harnecker. Tivemos como base teórica do presente trabalho os conceitos de gênero, patriarcado e divisão sexual do trabalho, cunhados, respectivamente, por autoras como Heleieth Saffioti, Carole Pateman, Iris Young, Danièle Kergoat, entre outras. A pesquisa foi realizada por meio da análise documental. Estudamos documentos oficiais (projeto político-pedagógico, cartilhas, entre outros) dos dois programas, e analisamos a) se o tema das relações de gênero aparecia; b) se essa aparição reforçava ou questionava as relações patriarcais de gênero; c) como ele aparecia, se de forma direta, indireta, e em que contexto. Pudemos concluir que os documentos nicaraguenses têm uma presença maior do tema, e que isso se deve a um movimento de mulheres mais organizado e centralizado que, ao contrário do movimento paulistano - então fragmentado e com uma atuação majoritariamente institucionalizada -, influenciou diretamente a alfabetização no país. Não afirmamos isso, no entanto, sem ressalvas, uma vez que em ambos os programas o feminismo aparece como um “tema” bem específico, o que revela uma dificuldade de transversalização do feminismo e mesmo uma dificuldade teórica com relação a ele

Resumo : O trabalho tomou como objeto de análise a participação dos intelectuais católicos na formação do PT e de seu projeto educativo para o município de São Paulo durante a gestão de Luiza Erundina. Ainda que o PT tenha nascido das lutas concretas dos trabalhadores no ocaso da ditadura civil-militar, minha abordagem procura relacionar a inexistência de uma práxis revolucionária ao ecletismo teórico presente no interior do partido desde suas origens. A hegemonia do grupo ligado aos sindicalistas, sob influência dos intelectuais católicos, colaborou para a organização dos trabalhadores na luta contra o capital, mas, ao mesmo tempo, contribuiu para a transformação do PT em um partido da ordem. A apreensão do objeto de pesquisa foi fundamentada no materialismo histórico-dialético utilizando como fonte de pesquisa os documentos oficiais do partido, bem como as manifestações dos diferentes intelectuais presentes na imprensa e em outras publicações. Inicialmente fez-se um histórico das lutas operárias ao longo do século XX até o período de crise do Regime civil-militar, com o respectivo nascimento do movimento sindical. Em uma segunda etapa, analisamos os fundamentos pressupostos teóricos que alicerçaram o discurso hegemônico dentro do PT e de suas propostas no âmbito da educação
Abstract : The objective of this work is to demonstrate the effective participation of the catholic intellectuals in the constitution of the PT and its educational project to São Paulo city during Luiza Erundina¿s administration. Even though the PT has born from the real battles of the workers at the end of the civil-military dictatorship, my approach tries to relate the non-existence of a revolutionary praxis to the theoretical eclecticism in the middle of the party since its origins. The hegemony of the group associated to the labor union, under the influence of the catholic intellectuals, collaborated to the workers¿ organization in the battle against the capitalism, but at the same time, contributed to transform the PT into an order party. The object of my research was founded in the historic-dialectic materialism based in the officials documents of the party, and so in the different intellectual manifestations present in the press and other publications. Firstly, it was made a historic of the workers¿ battles during the 20th century till the period of the crisis of the Civil -Military Regime, with the respective birth of the syndical movement. In the second stage, we analyze the fundamental presuppositions that based the hegemonic speech into the PT and its proposals in the education

Trata do processo político da Reforma Administrativa na gestão petista em São Paulo, (1989-1992), analisando, tanto o processo de formulação da proposta, como os motivos que impediram a sua aprovação pela Câmara dos vereadores. O partido governante, constituido por principios contraditórios e ambiguos, através do Executivo, elabora uma proposta de Reforma Administrativa, sem conseguir conciliar os diferentes interesses envolvidos no processo de formulação da proposta. A mesma dificuldade é verificada no processo de tramitação do Projeto de lei na Cãmara Municipal. Considera-se nesse estudo a dificuldade dos governantes petistas em lidar com o processo de negociação política e o padrão de funcionamento do Legislativo na aprovação dos projetos de interesse do Executivo, como fatores determinantes do fracasso na aprovação do Projeto de Lei de Reforma Administrativa na Cãmara Municipal de São Paulo.

Analisa os parâmetros políticos das prioridades na educação pública municipal, no governo da cidade de Vitória (1989-1992). Essas prioridades são consubstanciadas através de quatro eixos: universalização do acesso e permanência do aluno na escola; investimentos em recursos materiais: edificações e equipamentos; investimentos em recursos humanos: qualificação e remuneração; democratização da gestão da escola pública, além dos aspectos quantitativos, como a aplicação anual na manutenção e desenvolvimento do ensino e dos recursos investidos na educação municipal. A lente teórica e metodológica utilizada, para entender esses parâmetros, é proveniente de textos de Antonio Gramsci (1891-1937), bem como de considerações feitas por intelectuais que o interpretam. A escolha de Gramsci deve-se à sua concepção ampliada de Estado e do partido político de esquerda, como instrumentos aplicados ao contexto de um Brasil em redemocratização, bem como ao princípio da igualdade, basilar na concepção da escola unitária. A pluralidade de fontes utilizadas primárias, secundárias e provenientes da história oral permitiu o cruzamento das mesmas, como recurso de análise, e a constatação da implementação de uma política afirmativa em prol de um padrão mais igualitário da educação, no município de Vitória, entre 1989 e 1992. In order to provide a more detailed understanding on the Students Movement at the Catholic University in Goiás at the end of the 1980 s and beginning of 1990 s it was rather important to look into the history of the whole Students Movement. Sociology also contributes positively in conceiving the concept of young or even youth, since the Students Movement and youth complement each other wherever they may be found. The youth have organized throughout history some rebel movements, both defying and supporting the government when it was more convenient and safe. Once the Students Movement grows into the schools and Universities, it is important to point out the history of education in Goiás, mainly in Goiânia to show how the foundation of Liceu School and the Catholic and Federal Universities took place in Goiânia. The insertion of Neoliberalism in the country brought up several consequences for education and for the Students Movement itself. In 1992, the backing off of the President Fernando Collor, contributed directly to the renewal of the Students Movement in Brazil, nevertheless most part of the press ignored the importance of the youth on the streets during such process. The strike in September, 1992 at UCG is contemporary to Collor s backing off process from the presidency. The movements organized by the students from that age provided a careful look into other important past movements mainly the ones accomplished in the 1960 s, especially in 1968. The Students Movement at UCG during that time was so active that the students set up a strike for more than a month in a private institution requesting the right to vote for the post of chancellor and the freezing of the monthly fee, something rare in the country. The history and representations of these movements are going to be covered along this paper.
Para uma compreensão mais detalhada sobre o Movimento Estudantil na Universidade Católica de Goiás no final dos anos oitenta e início dos anos noventa, percebi que seria importante analisar a história do Movimento Estudantil de modo mais geral. A sociologia também contribui de forma positiva para formar um conceito de jovem ou mesmo de juventude, isso se explica pelo fato de o Movimento Estudantil e a juventude sempre andarem de mãos dadas. A juventude organizou ao longo da história alguns movimentos rebeldes, desafiou governos, mas também os apoiou quando sentiu que era o mais seguro. Visto que o Movimento Estudantil se desenvolve nas escolas e Universidades, entendo ser importante mostrar um pouco da história da educação em Goiás, principalmente em Goiânia, demonstrando como ocorreu a fundação do Colégio Liceu de Goiânia e também das Universidades Católica e Federal. A implantação do neoliberalismo no país trouxe sérias conseqüências para a educação e para o próprio Movimento Estudantil. O processo de afastamento do presidente Fernando Collor, em 1992, contribuiu diretamente para a renovação do Movimento Estudantil no Brasil, contudo a maior parte da imprensa ignorou a importância da juventude nas ruas em tal processo. O movimento de greve na UCG em setembro de 1992 é contemporâneo ao processo de afastamento de Collor da presidência. Os movimentos organizados pelos estudantes desse período serviram para uma comparação com outros movimentos importantes do passado, principalmente aqueles realizados na década de 1960, em especial no ano de 1968. O Movimento Estudantil na UCG nesse período foi muito atuante e isso é demonstrado através do CA de História e também do DCE encampando um movimento grevista que durou mais de um mês em uma instituição particular, onde exigiam eleições livres e diretas para o cargo de reitor e o congelamento dos preços das mensalidades, caso raro no país. Resumo: Este estudo sobre a qualidade dos serviços de educação infantil, em especial sobre a qualidade da rede municipal de creches em Curitiba, durante o período de 1989 a 1992, pretende conhecer a atuação do poder público municipal nessa área da educação, apontar os avanços e os pontos mais frágeis da política de creches no município, além de ser um documento que possibilite promover discussões e orientar propostas de educação infantil para as instituições que pretendam melhorar a qualidade dos seus serviços. Como base metodológica para a realização deste estudo utilizo critérios de qualidade definidos pela Rede para a Infância da Comissão Européia, fundamentados em bibliografia italiana. Apresento e analiso a realidade das creches em Curitiba a partir de cada um desses critérios, compostos de condições e indicadores da qualidade. A conclusão que este estudo permite é a de que se deve estar atento para que, na intenção de se abandonar uma visão assistencialista da creche, e de transformar esta em instituição educacional, não se acabe caindo em uma preocupação unicamente "pedagógica", e, assim, não sejam devidamente considerados na proposta educativa outros fatores indissociáveis da oferta de um serviço de qualidade
Abstract: This study about the quality of child education services, and especially about the quality of services offered by municipal day-care centers in Curitiba between 1989 and 1992, aims at looking into the municipal authorities' performance concerning this area of education, at verifying both the improvements and the flaws of the Municipality's daycare center policy, while at the same time it is a document which encourages discussion and sets guidelines for a child education approach to those institutions that wish to improve the quality of their services. At the methodological basis for this study, I have used quality criteria set by the European Commission Childhood Network, based on Italian bibliography. I introduce and analyze the reality of Curitiba's daycare centers based on each of those criteria, composed of conditions for and indicators of quality. From this study, one can conclude that when trying to give up a paternalist view of day-care centers, and to change them into educational institutions instead, one must be careful not to shift to an exclusively pedagogic concern, thus failing to include in the education approach other factors that are essencial as far as offering high quality services is concerned.

Para o desenvolvimento desta dissertação, procedeu-se a estudo documental de relatórios oficiais da Sebes, recuperando o seu histórico e o processo de formulação e de implantação da reforma administrativa de 1989 a 1992. Levantou-se, também, a legislação existente sobre a organização da Secretaria, desde o seu início. Foram realizadas entrevistas com profissionais situados em diferentes posições na estrutura organizacional da Sebes: assessoria técnica central e regional, supervisão regional, coordenação regional de planejamento, supervisão de microrregião e execução técnica; além de abarcar os diferentes posicionamentos técnico-políticos que se manifestaram, no corpo burocrático, quanto à reforma desencadeada. A pesquisa bibliográfica foi centrada nos temas de política pública, reforma administrativa e política de assistência social.

Abstract:
This thesis examines the strategies applied by two German trade unions after the collapse of the GDR. It looks at the causes of stability and instability of corporatist systems and their institutions and how these maintain membership and organizational coherence. The study explores the reconstruction strategies of two contrasted West German trade unions seeking to maintain their organizational position and to protect the neo-corporatist industrial relations system that secures their survival. Their strategies for the organizational survival of the unions are determined partly by the neo-corporatist industrial relations structure and partly by their different organizational constraints. The first section looks at explanations of how encompassing trade unions in a neo-corporatist system maintain their membership and their organizational coherence. After delineating the various incentives which encompassing trade unions provide to their membership, the study examines the threats posed by the disintegration of the GDR to the provision of union services and thus to their ability to attract members. The effects of the collapse of the GDR could reduce their membership's willingness to define interests in collective terms (i.e. a favourable trade-off between inflation and unemployment). The study then examines the objectives for an intervention by the West German trade unions in the GDR in order to secure neo-corporatism by incorporation of the East German membership within the encompassing body of the West German unions. The second section looks at the main determinants of the reconstruction process which have been the legacy of low trust in former East German industrial relations as well as the FDGB's inadequate efforts which facilitated the intervention by the West German trade unions in the form of incorporation. The third section assesses the motives of two West German trade unions related to the reconstruction strategies of free labour representation in the GDR. Both trade unions followed the strategy of incorporating the East German workforce by narrowing the existing East-West wage gap (contractual exchange) as well as offering solidarity (diffuse exchange). In particular the motive of contractual exchange reveals the unions' desire to maintain stability within the neo-corporatist environment. As the research on corporatism rarely examines the causes of stability of corporatist systems and institutions, this thesis makes a contribution to our understanding of the strategies to maintain corporatist structures. The sudden collapse of the GDR, with its repercussions for the FRG, provides a special opportunity to analyse the strategy of corporatist institutions seeking to maintain stability.

Resumo: Este trabalho é uma tentativa de entender o significado do projeto Sistemas Locais de Saúde (SILOS), como via de transformação dos sistemas nacionais de saúde nos países de terceiro mundo. Por ser o Brasil o nosso marco de referência, pretendemos entender o significado do' projeto SILOS como implementação do Sistema Único de Saúde (SUS). Fez-se necessário a análise do confronto estabelecido entre estratégia de diversos autores que consideram a proposta SILOS como viabilização da Reforma Sanitária, diferentemente de outros que apostam em alternativas diferenciadas a partir desse mesmo movimento. Elegemos para este trabalho a recente experiência de implementação dos Distritos Sanitários na cidade de são Paulo, entre 1989 e 1992, por ser uma conjuntura de governo democrático, que incorporou atores que participaram diretamente da Reforma Sanitária, e que pretendiam viabilizar o SUS. Trabalhamos com a idéia de que estes atores são indivíduos que formulam políticas, e nesta implementação de políticas utilizamos o postulado de coerência de Mário TESTA, que determina uma relação necessária entre propostas, métodos e transformaçlo das instituições que se encarregam dessa implementação. O método nos permitiu reconhecer coerências e incoerências na implementação do SILOS em São Paulo, e a concluir que se bem foi um avanço na construção do SUS, por ter introduzido mudanças no modelo tecno-assistencial e, incrementado notoriamente a infra-estrutura de serviços e gastos municipais com saúde, não conseguiu ser um gestor único devido os limites do processo impostos pela própria conjuntura
Abstract: This work is an attempt to understand the meaning of the LOCAL HEALTH SYSTEM (LHS) project, as a way of transformation of the national health systems in the third world countries. Since Brazil is our reference mark, we intend to understand the meaning of the LHS project as a strategy of implantation of the Unique System of Health (USH). It was made necessary the analyses 01 the confrontation stablished among several authors that consider the LHS proposal as a way to enable the Sanitary Reform, differently from others that bet on different alternatives from this same movement. We elected for this work the recent experience of implantation of the Sanitary Districts in São Paulo city, between 1989 e 1992, for belng a democratic government conjuncture, that incorporate actors that participated directly in the Sanitary Reform, and that intended to enable the USH. We worked with the idea that these aetors are individuals that formulate policies, and in this implantation of policies we used the coherence postulate by Mário TESTA, that determines a necessary relationship among the proposals, methods and transformation of the institutions that are responsible ,of th1s implantation. The method allowed us to recognize coherences and i ncohe rences i n the i mplantation of LHS i n São Paulo, and to conclude that although it was an advance in the construction 01 USH for having introduced changes in the tecno-assistencial model, and increased notoriousTy the substructure of services and municipal expenses with hea1th, it did not achieve to being a unique manager due to the 1imits of the process imposed by its own conjuncture

O texto discute as dificuldades epistemológicas ao lidar com temática transdisiplinar, a questão ambiental, estabelecendo como enfoque geral a visão dos problemas nesse campo como fenômenos associados à transformação da natureza pelas diferentes formações sociais. Procura-se apresentar referências teóricas gerais para a discussão da política ambiental, trazendo alguns dos enfoques mais representativos e dando uma idéia da evolução do tratamento do tema, até atingir o patamar em que está posto hoje, o da discussão da sustentabilidade. No decorrer, procura-se expor conceitos básicos atinentes aos conteúdos abordados, buscando fugir da construção de um texto hermético. Passa-se depois à discussão da questão ambiental no Brasil, dentro da postura que associa a evolução dos problemas ambientais aos estágios da história econômica. Apresenta-se a progressão do movimento de cidadãos a favor da proteção ambiental e descreve-se a evolução geral da política ambiental do Estado brasileiro, na esfera da União e dos estados. Há uma discussão crítica sobre os padrões atingidos por esta política, e insere-se a descentralização - ou a entrada em cena do poder local - como novo estágio desse processo. Passa-se ao caso sobre o qual se aprofunda a pesquisa, a política ambiental de São Sebastião. Para tanto, descreve-se a natureza local e a evolução histórica do município, dedicando-se maior espaço às décadas recentes, quando maturaram os problemas ambientais hoje verificados, e o correspondente conflito social. Procura-se situar a importância da região e os impasses ali estabelecidos pelo desenvolvimento predatório. Descreve-se então a política ambiental desenvolvida, procurando permitir um acompanhamento das iniciativas empreendidas, o estágio de desenvolvimento a que chegaram, as atitudes dos diferentes setores governamentais e não governamentais envolvidos, a dinâmica política. Discute-se o alcance das iniciativas, seu potencial de inovação para a política ambiental brasileira, e sua articulação com as políticas gerais voltadas à região, para ao final procurar estabelecer a política em nível local como algo de interesse geral, na construção de uma nova cidadania.
The text initiates with the discussion about epistemologic difficulties when dealing with transdisciplinary themes, like environment, and adopting an approach wich gives special attention to the transformation of nature by different societies. There is an effort to present theoretical references for environmental policy debate, describing representative approaches and evolution until current period, when the concept of sustainability is considered as the most important reference. The text includes basic concepts, avoiding an hermetic style. It comes to discuss environmental problems in Brazil, always relating its evolution to economic history. There is a description about citizens\' claim for environmental protection and about the evolution of environmental policy of brazilian government. This policy, concerning federal and states government iniciatives, is evaluated. Related to this context, the new role of local initiatives is presented. The case which permits a deeper research is the environmental policy of São Sebastião. There is a report about region\'s nature and history, more detailed when it describes current environmental problems and the related conflicts. Concerning the environmental policy in São Sebastião, there is a description about all the initiatives, their development and results, the attitudes of different governmental and non governmental groups, and the political dynamics. The text discusses the innovation potential and the relations between local initiatives and other governmental policies concerned to the region, concluding that local environmental policy has general interest as citizenchip development.

O presente trabalho tem por objetivo refletir sobre a atuação/inserção dos trabalhadores em saúde mental na implantação da rede substitutiva de saúde mental do município de São Paulo, entre os anos de 1989 e 1992. A discussão, orientada pelas contribuições da Psicologia Social como descrita por Pichon-Rivière, apoia-se em dados coletados a partir da observação grupos de supervisão clínica/institucional. Estes grupos são parte do Projeto de Formação Permanente em Recursos Humanos na Área de Saúde Mental, resultado do convênio entre a Prefeitura do Município de São Paulo e a Universidade de São Paulo (PMSP/USP), através do termo aditivo entre Secretaria Municipal de Saúde e Instituto de Psicologia (SMS/PST-IPUSP), cuja realização se deu paralelamente à implantação da rede referida. Ressignificar e construir/superar limites conceituais, teóricos, técnicos, práticos; e problematizar as contradições, conflitos e dúvidas decorrentes da prática são fundamentais na substituição de práticas antimanicomiais. Ao enfocar a contradição entre saberes e práticas do modelo psiquiátrico tradicional X modelo antimanicomial, analisou-se os conflitos de natureza objetiva e/ou subjetiva, emergentes no contexto de trabalho e relacionados principalmente à concepção de loucura, constituição da equipe multiprofissional e formação dos trabalhadores em saúde mental na construção de práticas inspiradas nos princípios antimanicomiais. Constatou-se que contradições ('loucura/doença mental x saúde mental’, ‘loucura/desrazão X razão’, ‘anormalidade/patologia x normalidade’, ‘saber x não saber’, ‘modelo médico x não médico’, ‘terapêutico x não terapêutico’) provenientes da quebra do modelo manicomial desencadeiam processos de indiscriminação, emergentes nas relações intersubjetivas, tendo como efeito a perda de limites (‘trabalhadores x usuários’, ‘técnicos x não técnicos’, ‘neurose x psicose’, ‘eficiência x ineficiência’ de técnicas, ‘público x privado). Assim, a construção destes novos modelos, ligada a desconstrução do manicômio, apresenta-se como uma tarefa complexa, cuja realização não se restringe ao âmbito das práticas, pois carrega consigo contradições inerentes ao sistema social do qual advém (burguesia X proletariado, movimentos sociais x Estado, sociedade global x instituição de saúde, instituição x trabalhadores, trabalhadores em saúde mental x usuário/familiares e usuários x familiares).
The aim of the present study is to analyse the performance of mental health workers in the implementation of a new model of mental health care is the municipality of São Paulo, in the years 1989 to 1992. This study is based on data collected from the observation of groups of clinical/institutional supervision and is guided by the contributions of the Social Psychology as proposed by Pichon-Rivière. These groups were part of a Project for Continued Education in Human Resources in the Mental Health Area, agreed between the Municipality of São Paulo and the University of São Paulo (PMSP/USP), through the Municipal Health Secretarial and the Institute of Psychology (SMS/PST-IPUSP). The Project was developed at the same time as a new model for mental health care was implemented. An analyses indicate that to substitute the asylum practice it’s essential to give a new meaning to conceptual, theoretical, technical and practical limits and to bring to discussion the contradictions, conflicts and doubts which emerge in action. Focusing the contradiction between knowledge and practice in the traditional psychiatric model and in the anti-asylum model, we analysed the objective/subjective conflict emerging in the context of work and related mainly to the conception of madnees, the building-up of a multiprofessional team and the education of mental health workers in the developement of a practice based on the anti-asylum principles. Our findings show that the contradictions (madness/mental illness X mental health, madness/unreason X reason, abnormality/pathology X normality, knowledge X non-knowledge, medical X non medical model, therapeutic X non therapeutic) that result from the break of the asylum model foster a process of indiscrimination emerging in the inter subjective relationship and have the effect of loss of limits (workers X users, technician X non-technician, neurosis X psychosis, efficiency X inefficiency of techiniques, public X private). Thus the construction of these new model, linked to the ‘disconstruction’ of an asylum model, is a complexe task that cannot be restricted to the bounds of practice, since it has contradiction which are inherente to the social system from which it derives (bourgeoisie X workers, social movements X state, global society X health institution, institution X workers, workers in mental health X users/family and users X family).

Abstract:
This exploratory study, informed by a feminist theoretical framework, examines the characteristics of four training courses for primary teachers with responsibility for the management of child sexual abuse cases and whether the training met their needs. This research was carried out at a time of intense media attention, professional concern and controversial educational change. Naturalistic inquiry, using qualitative methods such as personal interviews, participant observation and document analysis, provided access to sensitive material. Theories to explain, knowledge about, strategies for and interventions to deal with child sexual abuse are presented. The Cleveland cases and four critical incidents created crises which generated intervention policies and teacher training. The training of teachers for their curative and preventive responsibilities is examined in relation to policy documents, management structures, the professionals who intervene and the school response. Only one training course specifically addressed child sexual abuse and provided opportunities for inter-agency contact. Inter-agency training favoured by national guidance and local authorities.. assumed professional groups gained equally from training. Designated teachers were found to hold a dual position: as surveillance agents of colleagues in school and as independent professionals with a sphere of competence as educators. Yet local authority management and training directives were silent about the school curriculum while training did not prepare designated teachers to implement child abuse prevention curriculum work. The silences, dilemmas and tensions raised by the training are discussed, their implications presented and suggestions offered. Three themes which run through this thesis are drawn together: teachers' position at the intersection of education and social/health services; professional inter-relationships; and gender relations concerning child sexual abuse.
