Abstract:
This thesis sheds light on the ways in which audiences are made through the relationships between organisational policy and news production practice. It explores the relationships between news practitioners� perceptions and definitions of audiences, production, and organisational policies, using the radio news service of the Australian national public broadcaster, the Australian Broadcasting Corporation (ABC). In so doing, the thesis demonstrates that production, in its institutional context, is a crucial site for the creation of audiences in the study of news journalism. In the process, it illuminates the role of public service broadcasting, in a world of digital media The conceptual framework utilises a new approach to framing analysis. Framing has been used to examine the news "agenda" and to identify the salient aspects of news events. This thesis demonstrates ways in which framing can be used to research important processes in news production at different levels, from policy level to that of professional culture, and generate insights to the relationship between them. The accumulated evidence of the bulletin analysis - using structural and rhetorical frames of news - field observation and interviews, shows that a specific and coherent audience can be constructed as a result of newsroom work practices in combination with organisational policies. The thesis has increased knowledge and understanding both of how news workers create images of their audiences and what the institutional factors are that influence the manufacture of audiences as they appear in the text of news bulletins.

A la lumiere de la politique administrative sankariste, il apparait que les politiques administratives en afrique buttent sur un point aveugle, l'etat administratif, un systeme politique dans lequel la bureaucratie et ses agents occupent une position dominante. En effet, entre 1983 et 1987, on assiste a un retournement puisqu'on observe une erosion de la domination bureaucratique. La "classe bureaucratique" voit les bases de sa domination ebranlees, aussi bien dans ses ressources materielles, symboliques ou coercitives, au profit d'une domination charismatique et populiste incarnee par le leader de la revolution burkinabe, sankara. A contrario, la politique de reconciliation de son successeur, compaore, qui a remplace la politique de mobilisation du regime sankariste, s'est soldee par un retour du pendule, par la revanche de la domination bureaucratique depuis 1987. La thematique de la modernisation administrative qui a fait irruption dans le champ politique a partir de 1991 dans le sillage de la thematique de la democratisation, apparait comme le nouveau repertoire de legitimation d'une elite bureaucratique qui ne peut plus se legitimer par l'ideologie du developpement dans la mesure ou elle a completement echoue dans ce domaine. Aussi tente-t-elle de capter les ressources de l'ajustement institutionnel impose par les bailleurs de fonds qui, a travers une cooperation administrative concurrentielle, poursuivent leurs propres enjeux
The implementation of sankara's administrative policy point to the fact that administratives policies in africa face to serious problems such as administrative state i. E. A political system in which bureaucracy and its agents are dominants. Indeed the period 1983-1987 we witnessed a reversal in this trend, characterised by the erosion of bureaucratic domination. The state class foundations weakened insofar as material, symbolic or coercives resources are concerned to the benefit of the charismatic and populist domination of sankara the leader of burkina faso revolution. On the contrary his successor compaore's politics of reconciliation which replaced sankara regim's politics of mobilization marks a swing towards bureaucratie domination evident since 1987. In the wake of democratisation thematic administrative modernisation thematic that erupted on the political scene since 1991, there appears to be the new repertoire of legitimating discourse of the bureaucratic elite who can no longer sustain the failed ideology of development. Thus they are trying to secure the resources flowing from institutional adjustment policies imposed by sponsors, who themselves have their own agendas relating to the competitive administration cooperation

Abstract:
This study investigates the Indonesian experience in managing the privatization of State Controlled Enterprises (SCEs) during the period from 1983 to 1993. The main objective of this study is to assess and explore the following research question: Why has there been little ownership transfer from state to the private sector in Indonesia even though official policy objectives and strategies for proving SCEs have been articulated and firms have been selected for potential privatization? Realizing complex combination of challenges and obstacles faced by Indonesia, attempts to answer the research question are directed at three main issues: (1) the role of SCEs in the overall national economy; (2) factors that led the Indonesian government to undertake privatization policy, and (3) the preferred models of privatization along with the rationale for such preferences.
Five types of data were collected during three separate field work stages from July 1991 to October 1995: State policy analysis, direct observation, analysis of the statistical data, analysis of mass media and personal interviews with key individuals. This triangulation method is employed to ensure a greater presentation of the key elements that deserve to be explored.
The principal argument developed throughout this study is that despite the apparent needs for privatization due to the fiscal difficulties and inefficiencies of the SCEs operations, the Indonesian state seems to be reluctant to transfer ownership to the private sector. In the case at hand, the pursuit of privatization is largely a political decision. Transferring ownership would require an overhaul of the present development policy, a huge step that Indonesian state is not ready to take. Instead, the priority has been given to reform the state sector by improving the efficiency and productivity of SCEs operations, and by isolating SCEs from the rent seeking behaviours of government bureaucrats. This tendency, as this study demonstrates, is explained by a deepening direct state involvement in the economy. This study shows that the Indonesian state has expanded its roles in the economy to include not only regulator, facilitator and stabilizer, but also that direct participant as a competitor to the private sector. Consequently, being kept under tight state control, has caused Indonesian SCEs to operate in a highly regulated environment. This environment has resulted in SCEs tendency to become instrument of development and, therefore has prevented them from becoming efficient and productive business entities.

For a decade before the Internet, members of the literary performance group Invisible Seattle pioneered the delights of creativity in social media on their Bulletin Board System (BBS) IN.S.OMNIA. The invisibles conducted a series of rigorous (and often hilarious) literary experiments, asking whether or not this disembodied text could support complex fictions, prose and poetry modes, as well as philosophic inquiry, exploring in microcosm the multi-vocal modes now common. The Invisibles discussed writing practices freed from paper-and-ink with writers such as Jacques Derrida and Harry Mathews. The essay captures the song of the modem -- the flavor of collaboration on the BBS platform -- and connects IN.S.OMNIA to netprov (networked improv narrative) and other contemporary practices.

Significant efforts are being devoted to the creation of replacement tissue for repair of defects in articular surfaces. Some success has been realized; yet, the normal zonal characterstics of articular cartilage throughout its thickness and normal material properties have not been reproduced in vitro in scaffolds nor in vivo in repairing defects. The fate of such transplanted scaffolds in vivo may be doomed mechanically from the outset if material properties of sufficient quality are not developed. The superficial tangential zone (STZ) has been shown to play a critical role in supporting axial loads and retaining fluids (Glazer and Putz, 2002, Torzilli, et al, 1983, Torzilli, 1993). Previous models have demonstrated excessive axial deformation of repair cartilage without the STZ (Smith, et al 2001, Wayne, et al, 1991) Additionally, modeling the STZ of normal cartilage as transversely isotropic has yielded better agreement with indentation experimental results than isotropic models (Korhonen, et al, 2002, Mow, et al, 2000, Cohen, et al, 1993). This study uses finite element analysis to model the STZ with a preferred direction parallel to the articulating surface, thereby simulating a “split-line” direction. The in-plane directions are modeled normal to the “split-line” direction and the articulating surface. Normal and repairing defects are modeled with the importance of the STZ emphasized.

Abstract:
Westinghouse realistic Large Break LOCA methodology (Frepoli, 2008) is based on the use of the WCOBRA/TRAC code (Young, et. al., 1998). The original COBRA/TRAC code (Thurgood, et. al., 1983) was developed at Pacific Northwest Laboratory by combining the COBRA-TF code (Thurgood, et. al., 1980) and the TRAC-PD2 code (Liles, et al., 1981). Later the code was significantly upgraded at Westinghouse and validated for Large Break LOCA (LBLOCA) phenomena and renamed WCOBRA/TRAC. The current WCOBRA/TRAC has been shown to adequately model LBLOCA phenomena which are mainly dominated by the thermal-hydraulic phenomena in the vessel component. Westinghouse is now looking at extending the code applicability to smaller break sizes such that the same code can be applied to a full spectrum of LOCAs, from small to intermediate break as well as large break LOCAs. Several upgrades have been made to the code which has been renamed WCOBRA/TRAC-TF2. In this new code, the TRAC-PD2 module was replaced by the 1D module of TRAC-PF1/MOD2 code (Los Alamos, 1993, Spore, et. al., 2000). TRAC-PF1 is based on a two-fluid (6-equation) formulation as opposed to the 5-equation drift-flux model of TRAC-PD2. The new formulation allows a more realistic simulation of the two-phase flow features in the PWR loops during a SBLOCA scenario. This paper also describes some of the improvements added to the code and the assessment needed to extend its applicability to the full spectrum of LOCA scenarios or break sizes.

Abstract:
The prefrontal cortex (PFC) is critically involved in cognitive processes underlying working memory (WM), attention, and inhibition of responses to non-relevant stimuli (Fuster, 2000; Goldman-Rakic, 1996). In this context, catecholaminergic inputs have proven to be critical for the regulation of these cognitive processes (Levitt et al., 1984; Lewis et al., 1987; Lewis and Morrison, 1989; Porrino and Goldman-Rakic, 1982). Aston-Jones and Bloom (1981a, b) showed that, in addition to dopamine (DA) the norepinephrine (NE) neurons located in the locus coeruleus (LC) and terminating in the PFC are important in mediating selective and sustained attention and vigilance. Moreover, stimulation of the LC increases the discrimination of incoming external stimuli to the PFC by reducing the background noise, therefore enhancing the cortical signal-to-noise ratio (Aston-Jones et al., 1985; Berridge and Waterhouse, 2003; Foote et al., 1980, 1983; Waterhouse et al., 1980; Robbins, 2000). More recently, several studies have shown that adrenergic agonists, especially specific alpha-2 agonists, are very effective in enhancing WM and attention. Indeed, administration of alpha-2 agonists can ameliorate some of the negative effects on cognition produced by NE depletion due to aging in monkeys (Arnsten and Goldman-Rakic, 1985; Arnsten et al., 1988; Arnsten and Leslie, 1991) and improve performance in WM-related tasks in young monkeys with NE depletion (Arnsten and Goldman-Rakic, 1985; Cai et al., 1993). XIX. yüzyılda bir eğlence aracı olarak ortaya çıkan sinema, ilerleyen yıllarda hemen tüm ülkelerin gündemine girmiş, gelişmesi için gerekli altyapısal destek sağlanmıştır. Sinema, ülkemize girişiyle birlikte kolaylıkla benimsenmiş ve kısa süre içinde geleneksel sanatların önüne geçmiştir. İlk sinema çalışmalarına ordu tarafından kurulan bir merkezle başlatılmasıyla birlikte ilk film çekme denemelerine de girişilmiştir. Mustafa Kemal Atatürk, çağının en önemli siyasi ve askeri lideri olduğu kadar sanat alanında da her türlü yeniliği ve gelişmeyi takip eden bir liderdir. Günümüzün yedinci sanatı olarak kabul edilen sinemayı modern dünyanın en büyük buluşu olarak görmüş, bu konunun devlet olarak desteklenmesi gerektiğini belirtmiştir. Cumhuriyet’in ilan edilmesi ile birlikte toplumun bütün kurumları çağa uygun bir devrimsel dönüşüm yaşarken, Türk sineması Mustafa Kemal’in kişisel gayretleri hariç bu dönüşümden ve destekten mahrum kalmıştır. Biz bu çalışmamızda Mustafa Kemal Atatürk’ün ideolojik ve kültürel anlamda son derece önemli gördüğü sinemaya dair düşünceleri ve katkısı ile birlikte; Türk Sineması içinde bir kategori olarak ortaya çıkan Kurtuluş Savaşı ve biyografik yapımlar ekseninde Mustafa Kemal Atatürk’ün temsil biçimlerini ortaya koyacağız. Nitekim çalışmamızın ana eksenini oluşturan biyografik filmlerin tarihsel film türleri içinde en hassas ve sorunlu alanlar olduğu göz önüne alınırsa; Türkiye Cumhuriyeti’nin kurucusu Mustafa Kemal Atatürk bu sorunları en ağır yaşayan bir karakter olarak karşımıza çıkmaktadır. Türk sineması Atatürk’e dair bir film ortaya koymak istediğinde Türkiye’nin içinde bulunduğu siyasi koşullar ve tarihe bakış açısı bu filmin temel belirleyicisi olmuştur. Çalışmada Türkiye’de yaşanan siyasi ve sosyal gelişmeler paralelinde Türk sinemasında Mustafa Kemal Atatürk’ün biyografik bir karakter olarak ortaya çıkış sürecini ve bir biyografik tür olarak Atatürk filmleri konu edilecektir. Araştırma Atatürk’ün Türk sinemasında yer aldığı filmlerin yanı sıra dönemin gazeteleri, sinema dergileri ve ikinci el kaynaklardan oluşacaktır. Çalışmamızda üzerinde durulacak filmler şöyledir: Ateşten Gömlek (1923), Bir Millet Uyanıyor (1932), Çanakkale Aslanları (1965), Yorgun Savaşçı (1983), Cumhuriyet (1998), Sarı Zeybek (1993), Mustafa (2008), Veda (2010), Dersimiz Atatürk (2010).

Abstract For rotordynamic calculations the conventional transfer matrix (CTM) method is known for its ease of application and speed of execution. This is true for eigenvalue analyses as well as forced response calculations. In 1983, Murphy and Vance significantly improved the conventional transfer matrix method for eigenvalues by developing Polynomial Transfer Matrix (PTM) method. For eigenvalue calculations this resulted in one to two orders of magnitude increase in calculation speed, and eigenvalues could be found without missing any modes. This paper extends the polynomial method to forced response calculations. The polynomial method “compiles” a polynomial representation of a rotor bearing system. Responses at many frequency increments can then be computed with amazing rapidity. Similar to the case of eigenvalue calculations, an automatic dynamic condensation feature helps the PTM attain nearly a tenfold increase in speed over the CTM method. This paper details the polynomial method applied to forced response calculations. Two example calculations are presented to compare the PTM to the CTM method and finite element method. All computations were carried out on an IBM-PC compatible computer.

Abstract:
The Ceramic Technology Project was initiated in 1983 for the purpose of developing highly reliable structural ceramics for applications in advanced heat engines, such as the automotive gas turbines and advanced heavy duty diesel engines. The reliability problem was determined to be a result of uncontrolled populations of processing flaws in the brittle, flaw-sensitive materials, along with microstructural features, such as grain boundary phases, that contribute to time dependent strength reduction in service at high temperatures. The approach taken to develop high reliability ceramics included the development of tougher materials with greater tolerance to microstructural flaws, the development of advanced processing technology to minimize the size and number of flaws, and the development of mechanical testing methodology and the characterization of time dependent mechanical behavior, leading to a life prediction methodology for structural ceramics.
