Abstract:

Abstract:
Many frugivorous animals disperse seeds in their faeces (Corlett 1998, van der Pijl 1982), which may enhance the ability of secondary seed dispersers and post-dispersal seed predators to locate seeds (Andresen 2001, Chapman 1989, Feer 1999, Janzen 1982). By destroying and moving seeds these animals can radically alter the primary seed shadows generated by frugivorous animals and, consequently, have the potential to influence plant recruitment (Alcántara et al. 2000, Crawley 1992). Nevertheless, the influence of faeces on seed removal in South-East Asian forests has not previously been investigated and our knowledge currently comes from studies in Neotropical forests (Andresen 2001, Chapman 1989, Feer 1999, Janzen 1982).

Abstract:
Climate change, combined with ever-increasing anthropogenic activities, has had significant impacts on the vegetation of the Qinghai–Tibet Plateau (QTP). This study quantitatively analyzed the impacts of climate change and human activities on vegetation variation on the QTP from 1982 to 2019 based on AVHRR NDVI data and the residual trend method. The main results were as follows: (1) From 1982 to 2000, the vegetation of the QTP had an obvious restoration process, whereby 67.8% of vegetation coverage areas experienced an increasing trend, while it had a large range of degradation during 2001–2019, especially in the central QTP. (2) The positive effect of climate change on the vegetation of the QTP decreased, and the negative impact increased. The area of positive impact decreased from 68.54% in 1982–2000 to 47.13% in 2001–2019, while the negative-impact area increased from 31.46% to 52.87%. (3) The area negatively affected by human activities increased from 57.68% in 1982–2000 to 79.46% in 2001–2019 and was mainly concentrated in the grassland of the central QTP. The findings of this study provide a scientific basis for vegetation restoration and management in the QTP region.

Abstract:
Abstract In this paper, a version of the European Centre for Medium-Range Weather Forecasts (ECMWF) operational model is used to (i) diagnose the diabatic heating associated with the winter North Atlantic Oscillation (NAO) and (ii) assess the role of this heating in the dynamics of the NAO in the model. Over the North Atlantic sector, the NAO-related diabatic heating is dominated above the planetary boundary layer by the latent heat release associated with precipitation, and within the boundary layer by vertical diffusion associated with sensible heat flux from the ocean. An association between La Niña–El Niño–type conditions in the tropical Pacific and the positive/negative NAO is found in model runs using initial conditions and sea surface temperature (SST) lower boundary conditions from the period 1982–2001, but not in a companion set of model runs for the period 1962–81. Model experiments are then described in which the NAO-related diabatic heating diagnosed from the 1982–2001 control run is applied as a constant forcing in the model temperature equation using both 1982–2001 and 1962–81 model setups. To assess the local feedback from the diabatic heating, the specified forcing is first restricted to the North Atlantic sector alone. In this case, the model response (in an ensemble mean sense) is suggestive of a weak negative feedback, but exhibits more baroclinic structure and has its centers of action shifted compared to those of the NAO. On the other hand, forcing with only the tropical Pacific part of the diabatic heating leads to a robust model response in both the 1982–2001 and 1962–81 model setups. The model response projects on to the NAO with the same sign as that used to diagnose the forcing, arguing that the link between the tropical Pacific and the NAO is real in the 1982–2001 control run. The missing link in the corresponding run for 1962–81 is a result of a change in the tropical forcing between the two periods, and not the extratropical flow regime.

Abstract:
Implemented in 1945, the French Social Security relies on the joint management of its bodies by trade-unions and employers organisations representatives acting as social partners. Based on collective bargaining, it developed in the name of “social democracy” into a highly institutionalised paritarism, defined by equal footing and equal representation. Despite enhanced legitimacy, its operating raised increasingly complex questions of effective representativity and financing. In the 1980’s, the social partners, claiming their autonomy, blame their growing difficulties on State invasiveness, whereas Government holds itself justified in the light of the prevailing economic and paritarian crisis. A triadic analysis of archives and primary sources pertaining to the years 1980-2001 is apt to shed light on the intricate involvement of the three actors in social policy negotiations since 1945, and beyond, on the Welfare elite’s shift to the social exclusion reducing teachings of Beveridge, actually shunting the social partners participation off the social policy decision-making process and curtailing the relevance of social democracy, and eventually, on the possible shift of stakeholders stance on republican principles

Donnelly, Faye. "Beyond securitization : a critical review of the Bush administration and Iraq." Thesis, University of St Andrews, 2010. http://hdl.handle.net/10023/1982.

Full text
Abstract:
This thesis responds to the longstanding call from constructivist and poststructuralist scholars for a turn to discourse. It focuses on the paradox of the ability of language to act as a constituting and constraining device within an agent-structure discussion. The Copenhagen School (CS), its attention to language and its concept of securitization is examined in terms of its strengths and weaknesses, including bringing discourse onto the security agenda to an unprecedented extent. This thesis seeks to speak security at a deeper level and move securitization beyond the moment of utterance and the notion of agents breaking free of rules that would otherwise bind, as well as beyond a singular definition of security. It is proposed that the CS framework can be theoretically complemented by Wittgenstein’s notion of language games on board. The analytical shift made by juxtaposing a speech act and a language game also foregrounds the link between language and rules. Wittgenstein’s idea of ‘acts of interpretation’ is also considered, and substantive questions are raised about what the language of security legitimates in principle and in practice. The Bush administration’s justifications for the 2003 Iraq war are taken as a point of departure, and covers how the Bush administration deployed the language of security to justify highly controversial moves. Their narrative about the use of the pre-emptive use of force without an imminent threat existing and ‘enhanced interrogation techniques’ such as those seen in the Abu Ghraib photographs in the name of security exemplify that words matter. The arguments conclude that adjustments are needed in the way security is currently spoken in IR theory.

Sea Surface Temperature (SST) data from 1982 to 2001 obtained from National Centers for Environmental Prediction (NCEP) at National Oceanic and Atmospheric Administration (NOAA) were used to calculate the global and regional SST trends. The global SST trend is 0.11 ± 0.03℃/decade. However, the positive trend from July to September is stronger than that from December to February. The global trends in most areas are positive (e.g. the Northwest Pacific, the Northern Atlantic, the Eastern Australia, the North Sea, the Mediterranean, the Red Sea and Southern Africa), except for some regions where are negative (e.g. equator Pacific and high latitude in southern Pacific). The linear trends in the northern hemisphere and the southern hemisphere are 0.17 ± 0.04℃/decade and 0.06 ± 0.03℃/decade, respectively. It indicates that the positive trend in the northern hemisphere is stronger than that in the southern hemisphere. The positive trend in the waters adjacent to Taiwan (119。E~123。E, 21。N~26。N) is 0.56 ± 0.11℃/decade. It is much higher than the global trend. The SSTs between 1998 and 2001 in Taiwan are the four highest SST in the past 20 years. It can be 1.1 ± 0.26℃/decade in later 10 years from our analysis. A positive trend in Taiwan is also found from air temperature. The trend is 0.37 ± 0.13℃/decade in the last 20 years. It is noticed that the peak values in both SST and air temperature occurred during the El Niño years. It’s suggested that the changes of SST and air temperature in Taiwan may be related to the onset of El Niño events.

Research on the Formation and Development of Historic Architecture Conservation in Taiwan –an Example of Hsinchu City (1982-2001) January-2007 By Ching-Chiou Wang Thesis Adviser:Chyn Shiue Abstract The dissertation takes the interaction relationship of the “diachrony” and “simultaneity” of the development procedure and internal & external environment of Hsinchu historic architecture conservation as the core of the discussion. It probes from three aspects of legislation, system and execution to understand the formation and development of historic architecture conservation in 70’s and 80’s in Taiwan, which includes development process of historic architecture conservation consciousness promotion from national and local government and observation of the influence from civil participation upon Hsinchu historic architecture conservation at the same time. It also selects representative cases and has a close insight of the public and private departments or the expectation and practice from different units of the public departments. It tends to conclude the internal and external elements which influence the formation and development of historic architecture conservation and bring up suggestions upon the execution of historic architecture conservation consciousness and development for the government departments in the future. Five chapters are contained in the dissertation as the abstract is listed as below: Chapter 1:Introduction Chapter 2:Review of street development of Hsinchu city and historic architecture conservation Chapter 3:From grope to initiation year 1982-1989 Chapter 4:From incubation to practice year 1990-2001 Chapter 5:Conclusion It is discovered in the research that the landmarks of the development process of Hsinchu historic architecture conservation are:The announcement and practice of the execution details of the legislation of cultural heritage conservation in 1985. Ministry of the Interior proclaims and ascertains the list of historic architecture as the conservation of Hsinchu historic architecture conservation steps into the initiation period; Under the influence of the strategy of national literature & art transformation and community overall construction from the council of cultural affairs in 1994, local cultural resources are gathered and local principal consciousness is incubated during the process of activity plan and execution of cultural department in Hsinchu city, which creates the re-use new domain of modern public building; in1999, Council for Economic Planning and Development advanced the plan to create new urban and rural look as the re-new plan of Ailey Bamboo historic look successfully connects with central policy and gains the opportunity of putting into practice. Hence, the development of Hsinchu historic architecture conservation has different patterns. Meanwhile, it also obviously indicates that the formation and development of historic architecture conservation Taiwan area contains 3 important turning points, which are all influenced by national policy and inseparable with the overall political, economic and cultural environment. After the implementation of municipal system in 2000, historic architecture conservation becomes municipal issues with annual decrease of subsidy from central government and the historic architecture conservation has to compete with other political administration. However, it involves the historical heritage but not civil related. The methods to break out from many encircled civil demands, obtain recognition from political elites and aggressive conduction consciousness rely on the prospect brought from cultural and urban plan department. Besides activation and re-use the advantageous base of historic architecture conservation, conception of urban protection required introduced to avoid the aggressive development in the cultural sensitive region from progress fans in order to release the edging crisis of the isolation of the designated conservation. Abstract:
AbstractOriginally, the concept of resilience refers to one’s capacity to cope with unexpected shocks and unpredictable situations. Originating from ecological theories, the approach has gained ground in social sciences. In the context of education, the concept has been applied to explain how disadvantaged students can overcome structural constraints and become educationally successful and socially mobile (Werner, E. E., Vulnerable but invincible: a longitudinal study of resilient children and youth. McGraw-Hill, New York, 1982; Masten A. S., American Psychologist 56: 227–238, 2001; Reid, R., Botterrill L. C., Australian Journal of Public Administration 72:31–40, 2013; Máté, D., Erdélyi Társadalom 13:43–55, 2015).This paper is based on the analysis of the Hungarian National Assessment of Basic Competences (NABC) database which has been conducted annually since 2001. We created a typology of school resilience based on the schools’ social and ethnic profile as well as their performance indicators. We defined those schools resilient which over perform others with similar social intake, and we also identified irresilient schools which underperform others with similar social intake. The school types were created by correlating the socio-economic status index (SES) and school performance.Since the NABC database provides us with data on the estimated rate of Roma students in each school, it is possible to take into account the schools’ ethnic intake in the analysis of resilience. We conducted statistical analyses to compare the performance of resilient and irresilient schools in the light of the ratio of Roma students. Finally, we seek answers to the question whether ethnic segregation correlates with school achievement in Hungary. We could identify some crucial institutional factors contributing to resilience (or school success) in the case of schools with relatively high proportion of Roma students.

Abstract:
The Belgian choreographer Anne Teresa de Keersmaeker has numerous times used the music by Steve Reich as a source for her choreographies. In her dance pieces she has transmitted the compositional principles of Reich's music into movement. She is not simply visualising or translating different musical parameters into motion, rather she is re-creating compositional principals in a different medium. De Keersmaeker used less complex pieces by Reich at the beginning of her career, for example, in her choreography Fase, Four Movements to the Music of Steve Reich (1982), she uses the following compositions by Steve Reich: Piano Phase (1967), Come Out (1966), Violin Phase (1967), Clapping Music (1972). Later she creates more complex choreography like Drumming (1998) to Drumming (1970-1971) and Rain (2001) to Music for 18 Musician (1974-76). De Keersmaeker, like Reich is influenced by the radical transformations which took place in the arts in the 1960s. Traditional strategies of composition were questioned which resulted in new approaches such as, for example, minimalism. Here the endless repetition of small cells and phrases creates an emotional potential through intensity, which replaces the representation through gesture and tone painting, but nevertheless affects us at the interface between the visual and the acoustic. The examples chosen from Drumming shall demonstrate which physical equivalents for the compositional principles of the music are found by de Keersmaeker, how are principles like phase shifting, pattern layering, and accumulation re-created in movement and made visually transparent? How close is the choreography to the music and when does the choreographer decide to allow smaller or larger discrepancies between music and movement? How does the interdependence between music and movement influence the intensities emerging through repetition?

Abstract:
AbstractGeneral Land Use Cover (LUC) datasets provide a holistic picture of all the land uses and covers on Earth, without focusing specifically on any individual land use category. As opposed to the LUC maps which are only available for one date or year, reviewed in Chap. “Global General Land Use Cover Datasets with a Single Date”, the maps with time series allow users to study LUC change over time. Time series of general LUC datasets at a global scale is useful for understanding global patterns of LUC change and their relation with global processes such as climate change or the loss of biodiversity. MCD12Q1, also known as MODIS Land Cover, was the first time series of LUC maps to be produced on a global scale. When it was first launched in 2002, there were already many organizations and researchers working on accurate, detailed global LUC maps, although these were all one-off editions for single years. The MCD12Q1 dataset continues to be updated today, providing a series of maps for the period 2001–2018. Since the launch of MCD12Q1, many other historical series of LUC maps have been produced, especially in the last decade. This has resulted in the LUC map series covering a longer time period at higher spatial resolution. Recent efforts have focused on producing consistent time series of maps that can track LUC changes over time with low levels of uncertainty. GLCNMO (500 m), GlobCover (300 m) and GLC250 (250 m) provide time series of LUC maps at similar spatial resolutions to MCD12Q1 (500 m), although for fewer reference years. GLCNMO provides information for the years 2003, 2008 and 2013, GlobCover for 2005 and 2009 and GLC250 for 2001 and 2010. GLASS-GLC is the dataset with the coarsest spatial resolution of all those reviewed in this chapter (5 km), even though it was released very recently, in 2020. Map producers have focused on this dataset’s long timespan (1982–2015) rather than on its spatial detail. LC-CCI and CGLS-LC100 are the recently launched datasets providing a consistent series of LUC maps, which show LUC changes over time with lower levels of uncertainty. LC-CCI provides LUC information for one of the longest timespans reviewed here (1992–2018) at a spatial resolution of 300 m. CGLS-LC100 provides LUC information for a shorter period (2015–2019) but at a higher spatial resolution (100 m). In both cases, updates are scheduled. The datasets with the highest levels of spatial detail are FROM-GLC and GLC30. These were produced using highly detailed Landsat imagery, delivering time series of maps at 30 m. The FROM-GLC project even has a test LUC map at a spatial resolution of 10 m from Sentinel-2 imagery for the year 2017, making it the global dataset with the greatest spatial detail of all those reviewed in this book. Both FROM-GLC and GLC30 provide data for three different dates: the former for 2010, 2015 and 2017 and the latter for 2000, 2010 and 2020.

Abstract:
This chapter discusses Joanna Lee’s Your Little Voice (2001). This is an early but typical example of Lee’s work. Full of innovative quirks and wild contrasts in character, it is a perfect choice for singers wishing to try ‘avant-garde’ repertoire for the first time. They will surely revel in the experience, and not find it as daunting as feared. A tuning fork will be helpful at the start, and later also if needed to recall pitches after instances of speaking or whispering. A full-page glossary makes everything clear, but still leaves room for personal interpretative input. Verbal descriptions for the myriad vocal styles requested are encapsulated acutely. Rhythms are also notated strictly, with traditional time signatures; indeed, maintaining momentum and a discernible pulse is a distinctive and important aspect.

Abstract:
Since 1982, 115 collisions have been reported on the Norwegian Continental Shelf, with varying degree of severity. In the period 2001–2010 there have been 26 reported collisions. None of the collisions has caused loss of lives or personnel injuries. The economic consequences however have been significant, especially one collision in 2009. This paper will give statistical summaries of the events, and compare the development of events with previous periods. The focus will be on the six most severe cases, describing each case, the damage and emphasise the most common causes of these events.

Abstract:
The Tihange2 900 MWe 3-L PWR NPP, operated by the Belgian utility Electrabel, was first commissioned in 1982 with a design core power of 2775 MWth. Following an initial core power uprating by 4,5% in 1995, Electrabel has since replaced the Steam Generators which has allowed a further core power increase by roughly 5% (total 10%) in 2001. For both of each projects, licensing and implementation studies were successfully performed by Tractebel Energy Engineering and Framatome ANP. The demanding new operating conditions required a complete review of the plant design basis for which advanced methods were applied and licensed through a continuous process of discussions with the client and the Belgian Safety Authorities AVN. The licensing process required flexibility in the methods application in order to meet the specific requirements of the S.A., which was achieved within the time schedule and without jeopardising the technical objectives of the utility.

Abstract:
Fort Huachuca, AZ, located 60 mi Southeast of Tucson, has had over 30 years of experience with various renewable energy systems. This session discusses lessons learned from the successes and failures in that experience, including: an indoor pool solar water heating system (installed 1980); a solar domestic hot water (DHW) system (installed 1981); a grid connected Photovoltaic system (installed 1982); transpired air solar collectors (Solarwalls,™ installed 2001); day-lighting (installed 2001); a 10-KW wind turbine (installed 2002); photovoltaic powered outdoor lighting (installed 1994); a prototype Dish/Stirling solar thermal electric generator (installed 1996); two 30-KW Building Integrated Photovoltaic systems (installed on new membrane roofs in 2009); and a 36-KW Photovoltaic system moved from the Pentagon in June 2009 and became operational November 2009 at Fort Huachuca. Also discussed is an experimental solar attic system (first installed in 2003 and now being fully monitored) that collects hot air in an attic, and via a heat exchanger and tank, produces solar DHW. This paper discusses system design, installation, metering, operation and maintenance, and also work in progress on the installation of commercial, off-the-shelf 3-KW Dish/Stirling solar thermal electric generators and solar thermal/natural gas-to-electric systems at a central plant. Discussions include biogas (methane from a wastewater digester) and biomass (wood chip boiler) being installed at a central heating/cooling plant.

Abstract:
Meniscal injuries frequently occur in combination with anterior cruciate ligament (ACL) tears. Tears in the menisci that occur acutely with ACL injury are located either medially or laterally, but in ACL deficient knees chronic instability most commonly leads to meniscal tears in the posterior horn of medial meniscus (Smith & Barrett, 2001). Levy et al. (1982) suggested that medial meniscus might act as a mechanical wedge preventing tibial anterior translation due to its firm attachment to the tibia at the posterior horn. Previous biomechanical studies infer the role of the meniscus through measurements of alternations in forces or knee motions (Shoemaker & Markolf, 1986; Allen, 2000), however no study has provided clear images of the motion or deformation of the meniscus itself. The objective of this study was to investigate the effects of anterior cruciate ligament resection, as well as partial and complete meniscectomies on knee kinematics in response to anterior loading. Application of loads during magnetic resonance (MR) imaging allows us to visualize the motion and deformation of the menisci, and therefore obtain a more clear understanding of its role in knee stability.

Full text
Abstract:
This paper examines the long-run relationship between exports, imports and economic growth in Iranian economy using annual data over the period of 1960-2007. As Iran is an oil-exporting country, and oil-export boom has a direct impact on the import demand function, and it leads to higher levels of consumption that impact on growth, we emphasize the role of the imports variable in this investigation. Moreover, following recent studies about importance of human capital in endogenous growth models, we extend Feder's model (1982) by entering a proxy for human capital. As Iranian economy has been subject to numerous shocks and regime shifts, we apply Bai and Perron (2003) test to detect any possible endogenous structural breaks. Hence, investigating data properties by concerning structural breaks shows that our variables are not in the same order of integration. This property convince us to use Bounds Test approach to cointegration developed by pesaran et, al. (2001) where it can be applied irrespective of order of integration of the variables. Finally, being sure about existence a long-run relationship between variables, ARDL approach and ECM employed to argue about short-run and long-run coefficient. The results reveal that while there is significant positive relationship between exports and economic growth, the effect of imports is insignificant and also human capital has a negative effect on growth both in short and long run.

Abstract:
A method of coupling a low-Reynolds-number k–ε RANS (Reynolds-Averaged Navier-Stokes) model with Large-Eddy Simulation (LES) in a two-layer Hybrid LES/RANS (HLR) scheme is proposed in the present work. The RANS model covers the near-wall region and the LES model the remainder of the flow domain. Two different subgrid-scale (SGS) models in LES were considered, the Smagorinsky model and the one-equation model for the residual kinetic energy (Yoshizawa and Horiuti, 1985), combined with two versions of the RANS ε equation, one governing the “isotropic” (ε˜; Chien, 1982) and the other the “homogeneous” dissipation rate (εh; Jakirlic and Hanjalic, 2002). Both fixed and self-adjusting interface locations were considered. The exchange of the variables across the interface was adjusted by smoothing the turbulence viscosity either by adjusting the RANS model parameters, such as Cμ (Temmerman et al., 2005), or by applying an additional forcing at the interface using a method of digital-filter-based generation of inflow data for spatially developing DNS and LES due to Klein et al. (2003). The feasibility of the method was illustrated against the available DNS, fine- and coarse grid LES, DES (Detached Eddy Simulation) and experiments in turbulent flow over a backward-facing step at a low (Yoshioka et al., 2001) and a high Re number (Vogel and Eaton, 1985), periodic flow over a series of 2-D hills (Fro¨hlich et al., 2005) and in a high-Re flow over a 2-D, wall-mounted hump (Greenblat et al, 2004). Prior to these computations, the method was validated in a fully-developed channel flow at a moderate Reynolds number Rem ≈ 24000 (Abe et al., 2004).

Abstract:
Knowledge of joint kinematics contributes to the understanding of the function of soft tissue restraints, injury mechanisms, and can be used to evaluate surgical repair techniques. (Tibone, McMahon et al. 1998; Karduna, McClure et al. 2001; Abramowitch, Papageorgiou et al. 2003) Previous studies have measured joint kinematics using a variety of non-invasive methods that include: optical tracking, magnetic tracking, and mechanical linkage systems. (Rudins, Laskowski et al. 1997; Apreleva, Hasselman et al. 1998; Gabriel, Wong et al. 2004) These measurement devices report kinematics of rigid bodies with respect their own global coordinate system. However, it is often useful to understand these kinematics in terms of a coordinate system whose axes coincide with the degrees of freedom of each specific joint (anatomical coordinate systems). Once the kinematics are obtained with respect to the global coordinate system of the measurement device, the joint kinematics can be calculated with respect to anatomical coordinate systems if the relationship between the measurement device and the anatomical coordinate systems are known. Although the accuracy of these kinematic measurement devices is provided by the manufacturer, the effect of their accuracy on joint kinematics reported with respect to anatomical coordinate systems must be determined. (Panjabi, Goel et al. 1982; Crisco, Chen et al. 1994) For example, small errors in orientation of the measurement system could lead to large errors in position for an anatomical coordinate system located at some distance away. As researchers report joint kinematics with respect to the anatomical coordinate systems, understanding the errors produced by one’s measurement device with respect to the anatomical coordinate systems is necessary. Further, a great deal of interest exists for studying knee joint kinematics. (Sakane, Livesay et al. 1999; Lephart, Ferris et al. 2002; Ford, Myer et al. 2003) Within our research center our goal is to collect knee joint kinematics of a cadaver and reproduce them with respect to the anatomical coordinate systems using robotic technology. Therefore, the objective of this study was to determine the effect of the accuracy of three measurement devices (optical tracking device-OptoTrak® 3020, magnetic tracking device-Flock of Birds®, instrumented spatial linkage-EnduraTec Corp.) on knee joint kinematics reported with respect to an anatomical coordinate system.

In ASME 2009 12th International Conference on Environmental Remediation and Radioactive Waste Management. ASMEDC, 2009. http://dx.doi.org/10.1115/icem2009-16133.

Full text
Abstract:
The Government of Canada’s 1996 Policy Framework for Radioactive Waste Management establishes that waste owners are responsible for the management of their radioactive wastes. This includes the planning, funding, and implementation of long-term waste management initiatives. Within this context, the Government has established three separate programs aimed at addressing the long-term management of radioactive waste for which it has accepted responsibility. The largest of these programs is the Nuclear Legacy Liabilities Program (NLLP). The objective of the NLLP is to address radioactive waste and decommissioning liabilities resulting from 60 years of nuclear research and development at Atomic Energy of Canada Limited (AECL) sites in Canada. In 2005, the Government increased the value of this liability in its Public Accounts based on a new, 70-year long-term strategy and, in 2006, it implemented a $520 million 5-year work plan to initiate the strategy. The cost of implementing the full strategy is estimated at about $7 billion (current-day dollars). Canada’s Historic Waste Program is a second program that is designed to address low-level radioactive wastes across Canada that are not managed in an appropriate manner for the long-term and for which the current owner can not reasonably be held responsible. These wastes mainly emanate from the refining and use of radium in the 1930s and the very early days of the nuclear industry in Canada when radioactive ores were mined and transported long distances for processing. While the Historic Waste Program has been in place since 1982, the Government of Canada launched the Port Hope Area Initiative in 2001 to deal with the bulk of the waste. Finally, the Government of Canada has entered into two agreements with Canadian provincial governments on roles and responsibilities relating to the decommissioning of uranium mine and mill tailings sites. These agreements, one with the Province of Ontario and one with the Province of Saskatchewan, establish the responsibilities of each level of government to address circumstances where further decommissioning work is required and the producer can no longer be held responsible. The paper will provide an overview of these environmental remediation programs for radioactive waste and will describe recent progress and future challenges.

Full text
Abstract:
Channel Islands National Park (CHIS) has conducted long-term ecological monitoring of the kelp forests around San Miguel, Santa Rosa, Santa Cruz, Anacapa and Santa Barbara Islands since 1982. The original permanent transects were established at 16 sites between 1981 and 1986 with the first sampling beginning in 1982, this being the 33rd year of monitoring. An additional site, Miracle Mile, was established at San Miguel Island in 2001 by a commercial fisherman with assistance from the park. Miracle Mile was partially monitored from 2002 to 2004, and then fully monitored (using all KFM protocols) since 2005. In 2005, 16 additional permanent sites were established to collect baseline data from inside and adjacent to four marine reserves that were established in 2003. Sampling results from all 33 sites mentioned above are included in this report. Funding for the Kelp Forest Monitoring Program (KFM) in 2014 was provided by the National Park Service (NPS). The 2014 monitoring efforts utilized 49 days of vessel time to conduct 1,040 dives for a total of 1,059 hours of bottom time. Population dynamics of a select list of 71 “indicator species” (consisting of taxa or categories of algae, fish, and invertebrates) were measured at the 33 permanent sites. In addition, population dynamics were measured for all additional species of fish observed at the sites during the roving diver fish count. Survey techniques follow the CHIS Kelp Forest Monitoring Protocol Handbook (Davis et al. 1997) and an update to the sampling protocol handbook currently being developed (Kushner and Sprague, in progress). The techniques utilize SCUBA and surface-supplied-air to conduct the following monitoring protocols: 1 m2 quadrats, 5 m2 quadrats, band transects, random point contacts, fish transects, roving diver fish counts, video transects, size frequency measurements, and artificial recruitment modules. Hourly temperature data were collected using remote temperature loggers at 32 sites, the exception being Miracle Mile where there is no temperature logger installed. This annual report contains a brief description of each site including any notable observations or anomalies, a summary of methods used, and monitoring results for 2014. All the data collected during 2014 can be found in the appendices and in an Excel workbook on the NPS Integrated Resource Management Applications (IRMA) portal. In the 2013 annual report (Sprague et al. 2020) several changes were made to the appendices. Previously, annual report density and percent cover data tables only included the current year’s data. Now, density and percent cover data are presented in graphical format and include all years of available monitoring data. Roving diver fish count (RDFC), fish size frequency, natural habitat size frequency, and Artificial Recruitment Module (ARM) size frequency data are now stored on IRMA at https://irma.nps.gov/DataStore/Reference/Profile/2259651. The temperature data graphs in Appendix L include the same graphs that were used in past reports, but include additional violin plot sections that compare monthly means from the current year to past years. In addition to the changes listed above, the layout of the discussion section was reordered by species instead of by site. The status of kelp forests differed among the five park islands. This is a result of a combination of factors including but not limited to, oceanography, biogeography and associated differences in species abundance and composition, as well as sport and commercial fishing pressure. All 33 permanent sites were established in areas that had or were historically known to have had kelp forests in the past. In 2014, 15 of the 33 sites monitored were characterized as developing kelp forest, kelp forest or mature kelp forest. In addition, three sites were in a state of transition. Two sites were part kelp forest and part dominated by Strongylocentrotus purpuratus...
