Woldemichael, Berhane. "Decentralisation amidst poverty and disunity : the Sudan, 1969-1983." Thesis, London School of Economics and Political Science (University of London), 1993. http://etheses.lse.ac.uk/1578/.

Full text
Abstract:
This thesis is a study of decentralisation in the Sudan both as a mechanism for the management of ethnic diversity and for development administration. The study focuses on a particular period (1969-1983) during the Nimeiri regime when extensive administrative reforms were carried out which gave the Sudan one of the most decentralised governmental systems in Africa. Although decentralisation was applied in the Sudan to achieve these twin objectives, its effectiveness fluctuated depending on the political situation at central government level. A case study was conducted to investigate the impact of decentralisation policy in one district council, Wau. The research was particularly focused on education, one of the services for which the local authorities were responsible. The field research involved the collection of data through a structured questionnaire to investigate such variables as: educational administration, school management, school environment and community participation. An analysis of the data reveals that all was not well with decentralisation in the Sudan. In light of these findings, the last part of the thesis reassesses the conditions for effective decentralisation policies generally and the Sudan in particular. Finally, areas for further research are suggested based on the findings of the study. This thesis confirms the following hypotheses: - The success of state-ethnoregional cohesion is largely dependent on the state's ability to initiate integrative policies. - A decentralised system of government requires effective and active central participation to control and guide its implementation. - Entrusting incommensurate powers to local authorities in areas at a rudimentary stage of development adversely affects their role as participants in development.

Griffith, Stephen Neil. "The effectiveness of parliamentary petitioning in New Zealand 1969-1983." Thesis, University of Canterbury. Political Science, 1985. http://hdl.handle.net/10092/1006.

Full text
Abstract:
Among commentators and Parliamentarians in both Britain and New Zealand, petitioning has been viewed as an ineffective means of influencing Government. Yet this opinion has never been verified with data on the outcome of petition campaigns. Such data was available to this study for petitions considered in New Zealand between 1969 and 1983. It was analysed and revealed that less than one in twelve petitions were actioned in any way. In addition it was found that none of the petition characteristics tested were significantly associated with the success of petitions. Similarly it was found that a petition's chances of success were not significantly affected by the way it was considered. Few variables changed appreciably over time. These findings are laid out in detail in chapters four and five, and are summarized at the start of the conclusion. The conclusion also contains a discussion of this study's limitations and a tentative exploration of two questions suggested by this study. Specifically, factors which may contribute to petition ineffectiveness, and to the continued popularity of petition organization despite their ineffectiveness, are suggested.

Abstract:

Starns, Penny. "Military influence on the British civilian nursing profession, 1939-1969." Thesis, University of Bristol, 1997. http://hdl.handle.net/1983/6896c1fe-ef88-4220-8514-b823f6d022d7.

Abstract:
This thesis examines the impact of military influence on civilian nursing development from the outbreak of war in 1939 until the restructuring of nurse administration in 1969. It will be argued that a military imposition on civilian nursing was responsible for hindering professional progress and preventing reform. This argument challenges the orthodox view of nursing history which maintains that nurses adopted a variety of professionalization strategies in order to gain credibility and state recognition. This recognition was only achieved as a result of a thirty year battle, during which status became an over-riding concern. This thesis argues that the medical demands of the Second World War threatened the professional foundations of nursing organization, and nurses responded by adopting militarization strategies in an effort to raise and protect their status. These militarization strategies affected all aspects of nursing practice and organizational development, and held significant implications for the post-war reconstruction of health -care delivery. Traditional studies of nursing history in this period have concentrated on the civilian nursing records alone, and have therefore overlooked the military dimension of nursing development. This study uses civilian nursing records, including those of the General Nursing Council and the Royal College of Nursing, in conjunction with military nursing records, including those of the War Office, and the correspondence and diaries of military A comparative analysis of these records proves that the militarization of nursing was an important issue. The analysis explores the interchange of military and civilian nursing personnel during the Second World War, and examines four key relationships in the post-war era: betweengovernment and nursing policy, between nurse leadership and nursing practice, between nurses and other occupational groups, and between various nursing grades at ward level. This analysis exposes the various ways in which militarism has infiltrated these relationships, and has been allowed to dictate the direction and scope of nursing development

Abstract:
This work tries to show how literature is in great part responsible for concepting and disseminating alterity negative stereotypes in a inverse operation by means of which it contributes to establish a peace culture from literary reading novels like Ashini (1960) by Yves Thériault, La Boutique aux miracles (1969) by Jorge Amado and L’ Espérance maçadam (1995) by Gisèle Pineau. Such narratives bring to the reader the drama of representative characters from groups and collectivities until then aprehended as negative stereotypes, that is to say, Indigenous, Black and Mixed people and invite the reader to descover, under the apparent difference, the humanity that is behind the frontiers of race, class, ethnicity and social categories

Abstract:
This thesis project centers on the use of pedagogy and education as forms of social protest during the Chicana/o Movement. Following Chicana/o Movement historiography, this project seeks to explore and explain the events behind the establishment and demise of Juárez-Lincoln University in Austin, Texas. Using this institution as the primary focus, the history of the Chicana/o Movement will be examined using the lens of liberation pedagogy to explore how and why an institution such as Juárez-Lincoln University is missing from the larger historical narrative. Placing Juárez- Lincoln University into the context of the Chicana/o Movement will then provide a space for examining the use of education and radical pedagogies as a form of social protest equal to the more visible and studied La Raza Unida Party. This study will serve an introduction to the complex history of education as activism during the Chicana/o Movement.
