Resumo: Esta dissertação analisa as linhas de atuação do Banco Interamericano de Desenvolvimento (BID) no Brasil, desde sua criação, em 1959, até o ano de 2006 (final do primeiro governo Lula), tendo como preocupação central detectar uma possível mudança no modo de atuação do BID a partir de fins da década de 80 e início dos anos 90, período de crise na América Latina. A hipótese da dissertação é que, embora tenha o BID sido influenciado pelo receituário do ¿Consenso de Washington¿ e por idéias mais liberais oriundas dos Estados Unidos durante os 70-80, as raízes do Banco garantiram a ele um papel mais independente do que outras instituições, fazendo com que, no caso do BID, as conhecidas ¿condicionalidades¿ nos empréstimos fossem menos relevantes e contassem com menos exigências. Pensar a cidade implica pensar espacialidades e temporalidades. Deste modo, devemos ter em mente que as cidades são produzidas em determinados espaços e tempos históricos em que a dinâmica dos homens em sociedade vai modelando seus contornos. A cidade pensada neste contexto é Campina Grande. O presente texto tem a preocupação de tornar possível um outro olhar sobre como se deu o processo de construção da Favela da Cachoeira em Campina Grande – construção enquanto um espaço habitado, a partir do ano de 1959, e construção enquanto um lugar significado por seus moradores e por outros cidadãos. Passearemos pelas experiências urbanas de alguns populares na cidade. Contaremos uma história de moradores da Favela da Cachoeira, especialmente o modo como se tornavam possíveis vivências na favela e como se experimentavam essas vivências de modo nem sempre harmônico. Abordaremos o modo como cotidianamente os agentes sociais da Cachoeira reivindicavam e lutavam pela melhoria de sua qualidade de vida, movimento que acabou resultando na remoção no ano de 2006 das cerca de 670 famílias da favela para um espaço projetado para recebê-las: o Loteamento Glória, ou, como é mais conhecido, Bairro da Glória. Para realizar nosso trabalho utilizamos entrevistas feitas com os exmoradores da favela, bem como lançamos mão de documentos oficiais e obras de cunho historiográfico. Acreditamos que à medida em que levantamos questões sobre como pensar a cidade, a historicidade dos sujeitos, as práticas cotidianas dos moradores da Favela da Cachoeira, as condições de vida, aspectos sociais dos moradores da comunidade, quais forças e interesses se relacionavam quando da elaboração do processo de transição para o Bairro da Glória, sobre o papel ou o lugar dos populares nessa conquista enquanto produtores de uma cultura e agentes que militavam em prol de medidas eficientes de melhoria das condições de vida da comunidade, estamos contribuindo com os debates que vem sendo realizados na academia que versam sobre as relações e conflitos sociais, sobre o cotidiano, sobre as reformas urbanas e as tramas políticas e econômicas que estão atreladas.
Think the city, implies think in spatiality and temporality. Therefore, we have to keep in mind that cities are produced in certain spaces and times historical in that the dynamics of men in society model their contours. The city thought in this context is Campina Grande. The present paper has the concern to make possible another look of how was the construction process of Cachoeira slums in Campina Grande - while a building living space, from the year 1959, construction while place meaning by its residents and other citizens. We'll strolled through the experiences of some popular in the city. We will tell a story of residents of Cachoeira slums, especially the way became possible experiences in the slums and how they experienced these experiences are not always so harmonious. I believe that as we raise questions about how think the city, the historicity of the subject, the daily practices of the slum dwellers Cachoeira, living conditions, social aspects of community residents, forces and interests which were related to drafting process transition to the Gloria district, about the role or place of this popular achievement as producers of culture and agents that militated in favor of effective measures to improve the living conditions of the community, we contributing to the discussions that have been held in the academic that deal with relations and social conflict, about the everyday, on reforms urban plots and political and economic structures are linked.

Abstract:
Le Nil est un fleuve transfrontalier qui traverse neuf États d'Afrique subsahariens avant de se jeter dans la mer Méditerranée en passant par l'Égypte, le dixième État situé en aval. Bien qu'il soit le plus long fleuve au monde, son débit annuel limité le situe derrière le fleuve Niger. Cette limite quantitative exige la répartition équitable, l'usage raisonnable, la gestion et le développement conjoint des ressources en eau pour garantir la sécurité hydrique, alimentaire et énergétique à plus de 300 millions de personnes habitant dans le bassin du Nil. L'une des particularités du bassin du Nil est l'écart effroyable de développement entre les États d'aval (développés) et les États d'amont (sous-développés). De plus, le statu-quo juridique du régime colonial et le rapport de force asymétrique limite le développement durable des ressources en eau, en amont du fleuve. D'ailleurs, l'unilatéralisme des États, qui tend à créer le fait accompli, aggrave la pénurie de l'eau, et il est l'un des obstacles sérieux à la coopération et de sources de conflit potentiel. L'absence d'un nouveau cadre juridique acceptable par toutes les parties en conflit, signé sous l'auspices de l'IBN pour la gouvernance, la répartition équitable et l'usage raisonnable des ressources en eau, menace la paix et la sécurité régionale. La réalisation des objectifs de sécurité nationale de l'eau, requiert un investissement conséquent, mais les États africains souffrent de contrainte financière endémique qui limite leur liberté d'action pour ces investissements vitaux. L'accès aux crédits internationaux et l'aide au développement sont très limités et incertains. L'association de ces obstacles physiques, géopolitiques, financiers, climatiques, historiques et juridiques crée l'amertume, les tensions et l'hostilité entre les États riverains. Pourtant, la guerre de l'eau entre l'Ethiopie, l'Egypte et le Soudan demeure le plus improbable. Analyseé dans une perspective d'État d'amont, cette étude empirique est orientée vers la recherche de solutions. Les données quantitatives sont interprétées de façon qualitative. Tout en tenant compte de l'ensemble du bassin du Nil, la thèse met l'accent sur l'enjeu géopolitique et juridique du développement des eaux du Nil Bleu, la sécurité nationale, les relations conflictuelles entre l'Éthiopie, l'Égypte et le Soudan.

Peu de recherches en marketing politique se sont intéressées à la sélection des territoires (provinces, États, régions) ciblés par les partis politiques en période électorale. En analysant les déplacements de Stephen Harper et les plateformes électorales du Parti conservateur du Canada (PCC) lors des trois dernières élections fédérales, nous vérifions si les provinces ciblées sont celles qui détiennent le plus de circonscriptions de type champs de bataille. Malgré certaines nuances, le PCC cible davantage les provinces qui comptent le plus de champs de bataille. Toutefois, les champs de bataille perdus aux élections précédentes prédisent plus précisément quelles provinces seront ciblées dans les efforts de communication électorale. Lorsque le PCC contrôle plus de la moitié des circonscriptions d’une province, il semble confier la campagne aux exécutifs provinciaux. Enfin, le Québec semble détenir une place particulière dans la stratégie conservatrice, indépendamment du faible nombre de circonscriptions où le parti est compétitif.
A limited body of work in political marketing research has focused so far on the selection of territories (provinces, states, regions) targeted by political parties during election periods. By analyzing Stephen Harper’s appearances and the election platforms of the Conservative Party of Canada, we wanted to know if the targeted provinces were those that held the largest amount of battleground ridings. Our analysis reveals that, indeed, the CPC targets provinces that contain the most battlefields. However, this finding should be nuanced. For instance, lost battlegrounds are the most important ridings in the development of a strategy and more effectively predict targeted provinces. Also, when the CPC controls more than half of the constituencies in a province, the national executive appears to entrust its regional campaign to the provincial executive. Finally, Québec seems to hold a special place in the conservative strategy, regardless of its limited share of battleground ridings.

À son retour en France en 1946, André Breton reçoit avec enthousiasme des pièces de théâtre qui parviennent à renouveler les pratiques dramatiques de l'époque. Ionesco, Schehadé, Gracq, mais aussi Adamov, Arrabal, Audiberti, Limbour, Obaldia, Vian et Weingarten, créent entre 1945 et la fin des années soixante des pièces audacieuses qui ont tout pour séduire le chef de file du surréalisme.Même si la plupart des auteurs n'entretiennent qu'un lien tenu voire inexistant avec le mouvement surréaliste, ils héritent de certaines préoccupations du premier surréalisme par le truchement de dramaturges et théoriciens de théâtre (tels que Artaud et Jarry), de penseurs (philosophes ou psychanalystes) mais aussi de metteurs en scènes. Les vingt pièces étudiées ici questionnent l'existence humaine en analysant tantôt la perception de l'absurdité du monde, l'incapacité à communiquer, tantôt la perte des valeurs et de repères, poussant les personnages à s'interroger sur leur identité, leurs souvenirs et leurs désirs.Au-delà de ces réflexions caractéristiques de la production dramatique de l'après-guerre, les dramaturges de notre corpus explorent de nouvelles voies dramatiques. Les uns proposent un travail linguistique qui vise à retrouver la poésie au sein des conversations quotidiennes. D'autres interrogent les certitudes établies par le biais de l'humour et de l'ironie. Enfin, d'autres encore se tournent vers l'exploration de l'inconscient, des rêves et de la folie. Ces trois démarches nées d'initiatives individuelles des dramaturges s'inscrivent dans une esthétique surréaliste, mais il n'est pas sûr qu'elles suffisent à résumer la diversité des entreprises dramatiques ni à définir a posteriori une nouvelle conception du théâtre surréaliste
When André Breton comes back to France in 1946, he's thrilled with theatre plays which manage to renew the dramatic practices of the time. Between 1945 and the late sixties, Ionesco, Schehadé, Gracq, and also Adamov, Arrabal, Audiberti, Limbour, Obaldia, Vian and Weingarten create daring plays which have everything to allure the leader of surrealism.Even if most authors only have a tenuous or even non-existent link with the surrealist movement, they inherit certain notions of first surrealism through playwrights and theatre theorists - such as Artaud and Jarry-, thinkers -philosophers or psychoanalysts- but also stage directors.The twenty plays studied here question human existence by either analyzing the perception of the nonsense of the world and the incapacity to communicate, or the loss of values and reference markers, leading the characters to wonder about their identities, their memories and their desires. Beyond these reflections characteristic of the dramatic production of the post-war period, the playwrights of our corpus explore new dramatic paths. Some propose a linguistic work which aims at finding poetry within daily conversations. Others question what we take for granted through humour and irony. Finally, others turn to the exploration of one’s unconscious, dreams and madness.These three approaches born of individual initiatives of the playwrights get close to a surrealist aesthetics, but they may not by themselves summarize the diversity of dramatic attempts nor define a posteriori a new idea of surrealist theatre

Abstract:
This dissertation examines the role of scientific and medical disciplines in the construction of homosexuality in Mexico, and how non-normative gender and sexual subjects engaged in political activism, body modifications, and aesthetic production to challenge the pathologizing discourses reinforced by the increasing authority of the biomedical sciences. Chapter 1 examines the role of photography as a medical instrument in the first documented sex-reassignment treatment in the Western Hemisphere performed by Mexican physician and sexologist Rafael Sandoval Camacho in the early 1950s, and how his patient Marta Olmos, Mexico’s first transsexual woman, embraced photojournalism as a medium to document, archive, and validate her identity as a woman. In chapter 2, I examine the popular phenomenon of publishing photographs of erotized trans sex workers known as Mujercitos during the 1970s in Alarma!, Mexico’s most influential crime tabloid magazine, and how these marginalized subjects appropriated biomedical technologies like “sex hormones” intended to regulate gender and sexual deviance to construct bodily identities that challenged the medical and criminological positions on the essentialist natures of gender expression, sexual desire, and the sexed body. Chapter 3 examines the early gay narrative of Luis Zapata and José Rafael Calva that emerged in conjunction to Mexico’s Homosexual Liberation Movement in the late 1970s. My analysis demonstrates how Zapata’s El vampiro de la colonia Roma [Adonis García: A Picaresque Novel] (1979), and Calva’s Utopía gay [Gay Utopia] (1983) present sharp critiques shared by Mexico’s homosexual liberation groups on the growing authority of disciplines like psychiatry, psychoanalysis, and biomedicine in pathologizing homosexuality. Chapter 4 examines the changing understandings of homosexuality, homosexual desire, and the homosexual body during the HIV/AIDS crisis through the work of Julio Galán, Nahum B. Zenil, and art collective Taller Documentación Visual. My analysis presents the role of the HIV virus not as an explicit visual reference but rather as an elusive, spectral, and dangerous entity that is identifiable through the aesthetic and formal composition of the artists’ works, best exemplified by the references to condoms as physical and symbolic devices in the mediation of gay sexual contact and desire. This dissertation demonstrates the critical roles of biomedicine, criminology, sexology, and psychiatry in regulating diverse forms of Mexican homosexualities, while simultaneously functioning as liminal disciplines strategically adopted by homosexual subjects to redefine, shape, and validate their desired bodily, sexual, and subjective identities.

This chapter assesses American composer Sebastian Currier’s The Nymphs Are Departed (2006). Disarmingly simple in appearance, and confined throughout within a practicable range, this arresting short piece should have a direct appeal in its almost hypnotic concentration and economy. The vocal part shows the composer’s instinctive ability to communicate without resorting to expressionist extremes. The musical style is basically tonal and exceptionally uncluttered, but, as all singers will be aware, controlling exposed, undecorated lines requires a secure technique. Note-values are straightforward, and pitches and phrases are frequently repeated. This means that the singer can develop ‘muscle memory’ as well as aural familiarity, useful for places later in the piece where the accompaniment holds fewer pitch cues. The piano part consists mainly of minimalist, repetitive figures, which gradually proliferate and intensify towards the centre of the piece, which takes the form of a balanced arc. Since a great many dynamics are soft, light, lean voices will have the advantage, especially sopranos and tenors, who will be comfortable singing low notes without recourse to an overrich sound.

Chapter 1 begins with Michael Warner’s question, ‘What will we do with our shame?’, and proceeds to consider, and to critique, the revisiting of shame in much recent queer theory – a revisiting that generally seeks to mine that affect for its positive political potential. The chapter assesses the uses and limitations of ‘queer shame’, via a consideration, first, of contemporary queer theory, and second, of the recent republication – and implied ‘recuperation’ – of the formerly shameful sub-genre of mid-century lesbian pulp fiction. Through readings of Ann Bannon’s Women in the Shadows (1959/2002) and Della Martin’s Twilight Girl (1961/2006), the chapter focuses particularly on questions concerning the (in)visibility and (un)intelligibility of gender and race, and matters of performance and ‘passing’. It shows how, in both novels, non-whiteness becomes a site of both fascination and shame, functioning indeed as both an intensifier of queer shame and a mirror of/analogy for that shame, in what might be viewed as a troubling case of shame appropriation.

This chapter examines the figurative play of birds in two works that illuminate the colonial and neo-colonial collusion of wildlife conservation and Big Game politics in Africa. The historical backdrop for Yvette Christiansë’s Unconfessed (2006), set during the transfer between Dutch and British systems of slavery in Cape Colony, coincides with the transformation of certain animal species into “Game.” The chapter examines how the figurative play on seagulls (and bird-shit) articulates, as postcolonial critique, the interrelation between discourses of slavery and Big Game conservation. Turning then to the documentary film Serengeti Shall Not Die (1959), the chapter examines how its vision of wildlife conservation depends on a technological projection of spectral bird and animal forms that perpetuates colonial regimes of enslavement and big game politics through a neo-colonial displacement of human populations in the name of conservation. Tracing the effect of Derrida’s “animot” (and Lippit’s “animetaphor”) through both of these works, the chapter reads the postcolonial critique of the one (in the bird-shit of its seagulls) and the neo-colonial technology of the other (in the bird’s-eye view of the aircraft camouflaged with zebra-stripes) as illustrating the ongoing agonistic struggle between colonial and neo-colonial forms of wildlife conservation and big game politics.

ASA B31.3 was created long before widespread engineering use of computer “mainframes” or even before the inception of piping stress analysis software. From its inception until recent times, the B31.3 Process Piping Code [2] (hereafter referred to as the “Code”) has remained ambiguous in several areas. This paper describes some of these subtle concepts that are included in the Code 2006 Edition for Appendix S Example S3. This paper discusses: • the effect of moment reversal in determining the largest Displacement Stress Range, • the impact of the average axial stress caused by displacement strains on the Example S3 piping system and the augmenting of the Code Eq. (17) thereto, • a brief comparison of Example S3 results to that of the operating stress range evaluated in accordance with the 2006 Code Appendix P Alternative Requirements.

International funds flow freely across the countries both quantitatively and legally as a result of financial liberalization carried out by globalization process and huge amount of money flows into the countries in liberal system. Particularly for developing countries, these fund flows refer as hot money are mentioned frequently with respect of positive and negative signs. High export performance of the Netherlands as a result of discovering large natural gas reserve leads to increase rapidly its own currency. In 1959 when economic indicators getting worse, the reason of crisis appears as decreasing export in consequence of over-valued currency leads to decrease the industrial production. This paradoxical situation is named as “Dutch Disease” in economics literature. The purpose of this study is examining the effect of hot money inflow on the manufacturing sector of Turkey and testing Dutch disease for Turkish economy. In this paper, the monthly data 2006:01-2013:12 from Central Bank of the Republic of Turkey is used. Test results of causality tests that Toda-Yamamoto method (1995) and Hacker-Hatemi-J (2006) bootstrap method approve that there is no causality between portfolio investment and manufacturing industrial production index and also export. The results confirm that portfolio investments do not lead to Dutch disease for Turkey.

The displacement stress range, SE, has always been explicitly defined by both verbiage and equation. Yet, the sustained condition(s) stress, SL, is mentioned not with an explicit equation but with a statement that the sustained stress shall be limited by the allowable stress at the corresponding operating temperature, Sh. Also one might infer from the vague verbiage in the Code that there is only one sustained condition; this would also be an incorrect inference. Also, assumptions would then have to be made as to which supports are allowed to be included in a sustained analysis based on whether the piping “lifts-off” any of the pipe supports during the corresponding operating condition. This paper describes the subtle yet possibly radical concepts that are included in the (recently approved for inclusion into) ASME B31.3-2006 Appendix S Example S2. This paper discusses: • when and in what manner the most severe set of operating temperature and pressure is to be used; • the concept of “sustained condition” and multiple “anticipated” sustained conditions; • determining the support scenario(s) for each anticipated sustained condition; • establishing the most severe sustained condition to evaluate and determine the stress due to sustained loads, SL; • utilizing an equation with sustained stress indices to evaluate SL; • establishing the least severe sustained condition and its effect in determining the largest displacement stress range, SE.

Crash tests conducted by Ford, General Motors, and other automakers have shown that localized accelerations on various objects, including seatbelt buckles, can experience many multiples of the center of gravity acceleration (sometimes exceeding 500 g's) due to contact with other objects within the vehicle or from elastic and plastic deflections of the vehicle structure. In March of 1959, the Cummings [18] pivoting cover buckle patent recognized that the moving parts should be so balanced that "the buckle will not open under the influence of inertia." This paper follows the development of the modern lock for the latch buckle design concept through its evolution. After a discussion of the realization of the inertial potential for unlatching of the buckle from numerous patents and testing, seatbelt locking mechanisms will be discussed by category, followed by a short summary of the inertial blocking mechanisms. These designs will be described, patents for each listed, examples given of vehicles where they have been installed, and the inertial capability of each buckle type catalogued. From this discussion, the reader should have a clear understanding of the capabilities of the modern lock for the latch seatbelt buckle and the roots from whence it has been developed.

Science and technology of Republican China (1912-1949) often replicated the West in all hierarchies. However, in 1949 when the Chinese Communist Party (CCP) declared the nation the People's Republic of China, it had assumed Soviet pseudo-science, namely neo-Lamarckian and anti-Mendelian Lysenkoism, which led to intense propaganda campaigns that victimized intellectuals and natural scientists. Not until the 1956 Double Hundred Campaign had China engaging in meaningful exploration into modern genetics with advancements of Morgan. The CCP encouraged discussions on the impact of Lysenkoism which cultivated guidelines to move science forward. However, Mao ended the campaign by asserting the Anti-Rightist Movement (1957) that reinstated the persecution of intellectuals, for he believed they did not contribute to his socialist ethos of the working people. The Great Leap Forward (1958-1959), an idealist and unrealistic attempt to rapidly industrialize the nation, and the Cultural Revolution (1966-1976), a grand attempt to rid China of the "technological elite," extended China's lost years to a staggering two decades. Post-Mao China rapidly revived its science and technology frontier with specialized sciences: agricultural biotechnology, major genomic ventures, modernizing Traditional Chinese Medicine, and stem-cell research. Major revisions to the country’s patent laws increased international interest in China’s resources. However, bioethical and technical standards still need to be implemented and locally and nationally monitored if China’s scientific advances are to be globally accepted and commercialized.

This paper describes some of these subtle yet possibly radical concepts that were included in the ASME B31.3-2004 Appendix S Example Sl. This paper discusses: • the design and analysis procedures in defining when the design conditions are actually to be used; • when and in what manner the most severe set of operating temperature and pressure is to be used; • and the debates that lasted over a decade to finally include into the Code such “seemingly simple” examples that address computer based stress analysis.
