Abstract:
This paper focuses on the dating and provenance of two paintings, Climbing the hill and View from St. John’s Fort by the prominent Singaporean artist Liu Kang (1911–2004). Climbing the hill, from the National Gallery Singapore collection, was believed to have been created in 1937, based on the date painted by the artist. However, a non-invasive examination unveiled evidence of an underlying paint scheme and a mysterious date, 1948 or 1949. These findings prompted a comprehensive technical study of the artwork in conjunction with comparative analyses of View from St. John’s Fort (1948), from the Liu family collection. The latter artwork is considered to be depicting the same subject matter. The investigation was carried out with UVF, NIR, IRFC, XRR, digital microscopy, PLM and SEM-EDS to elucidate the materials and technique of both artworks and find characteristic patterns that could indicate a relationship between both paintings and assist in correctly dating Climbing the hill. The technical analyses were supplemented with the historical information derived from the Liu family archives. The results showed that Climbing the hill was created in 1948 or 1949 on top of an earlier composition painted in Shanghai between 1933 and 1937. As for the companion View from St. John’s Fort from 1948, the artist reused an earlier painting created in France in 1931. The analytical methods suggested that Liu Kang used almost identical pigment mixtures for creating new artworks. However, their painting technique demonstrates some differences. Overall, this study contributes to the understanding of Liu Kang’s painting materials and his working practice.

Abstract:
As fotorreportagens “Delinquência juvenil” (1 fev.

Abstract:
Abstract The history of seismographic observation in the first half of the twentieth century on the Chinese mainland can be divided into three eras. The first era was from 1904 to 1929 when there were some seismographic stations that were built in Mainland China by foreigners. The second era started from 1930 when the stations near Beijing and in Nanjing were built by the Chinese. Advanced seismographic instruments were purchased from abroad, including Wiechert instruments with the heaviest pendulum of 17,000 kg. The development of Chinese seismic observation was disrupted by the Japan invasion and war in 1937. The third era was during a time of war, from 1937 to 1948. The historical changes of seismographic stations and relevant instruments are introduced in this article. Recent effects to preserve the early historical seismograms by means of microfiches and scanning are illustrated. The contribution of these historical seismograms to the compilation of Chinese earthquake catalogs is analyzed. The deficiencies of seismogram utilization and digitalization are pointed out. Future work is proposed.

Further results of our research into the Giant Butterfly-Moths (Castniidae) of the Museum of Natural History (University of Wrocław) are presented. Castniids of the Niepelt collection had previously been reviewed. However, while curating other sections of the Lepidoptera collection, we discovered 18 misplaced specimens belonging to nine taxa of Castniidae, several of them bearing typical labels by Niepelt. Among them, two are of particular interest, insofar as they are associated with the world-class botanists August Weberbauer (1871–1948) and Karl Adolf Georg Lauterbach (1864–1937).

Abstract:
When Burma was separated from India in 1937, the production and distribution of opium in the trans-Salween area became an important issue for the British since the Government of Burma would be expected to adhere to the various international agreements to control the opium trade. Initiatives by British officials in London to tighten restrictions were necessary since this region produced over and above the licit requirements of opium for the Shan States, but they were never fully implemented owing to resistance from local authorities and traders and the lack of any alternative cash crop to substitute for opium.

Abstract:

Abstract:

Abstract:
In September 1964 עAli Taleb, an employee in the Agricultural Directorate in Gaza, petitioned the civil service administration for what he claimed was a long overdue promotion. On the face of it, there is nothing particularly surprising about such a petition—עAli was certainly not the first employee to feel he deserved more recognition for his work. What makes his petition peculiar were the circumstances which generated it. The Gaza Strip, the territory in whose civil service עAli was employed, came into existence in 1948 as a result of the war over the establishment of Israel. Before 1948, Gaza was a district of Palestine, governed like the rest of the country as a mandate granted to the British government by the League of Nations. When the 1948 war ended in defeat for the Arab forces, the Egyptian army occupied the Gaza area, which it administered for the next twenty years. עAli was hired in 1937 by the Mandate government—and under its rules of promotion—but it was the Egyptian Administration (henceforth “Administration”) which he expected to fulfill the obligations of this system. “I was nominated to be promoted to Grade 3 under the previous Mandate government,” עAli explained, noting that, “before my turn arrived the Mandate ended and the Arab Administration came to the Strip.”

Recent fieldwork has revealed the presence of six species of Schistura McClelland 1838 in the Mae Khlong basin in south-western Thailand. These include S. sexcauda (Fowler 1937), S. balteata (Rendahl 1948), S. mahnerti Kottelat 1990, therecently described S. aurantiaca Plongsesthee et al. 2011 and S. tenebrosa Kangrang et al. 2012, and a newly discoveredspecies described herein. Schistura sexcauda previously was the only Schistura species known in the Mae Khlong, andit was mis-identified as S. desmotes (Fowler 1934). Schistura pantherina, n. sp., is easily distinguished from all other species of Schistura by its distinctive color pattern. It appears to be endemic to the Mae Nam Kwai Noi system.

Abstract:
During the years (1937-1947) when Pakistan movement was at its peak, Fatima Jinnah’s role was nothing less than a beacon of hope for the Muslim women. Though the guidance of her elder brother Quaid-i-Azam Muhammad Ali Jinnah, she herself became a role model not only for the Muslims women of South Asia, but for the women of whole Asian society. Abstract:
From 8-12 August 1914, the British Association for the Advancement of Science, meeting in Australia, descended on Adelaide. The meeting included delegates from a dozen overseas countries, including many from the United Kingdom. Amongst the visiting geologists were Arthur Philemon Coleman (1852-1939) and William Morris Davis (1850-1934), Rollin Thomas Chamberlin (1881-1948) and John Walter Gregory (1864-1932), Albrecht Penck (1858-1945) and Johannes Walther (1860-1937), Alexander du Toit (1878-1948) and Hartley Travers Ferrar (1879-1932), George William Lamplugh (1859-1926) and Sydney Hugh Reynolds (1867-1949), as well as the home-based T. W. Edgeworth David (1858-1934) and Ernest Willington Skeats (1875-1953). The proceedings created immense public interest and brought science to the people in a way never before achieved in Australia. That the meeting proceeded at all is a tribute to the Australian Government, the Association, and the conference organisers, as well as the participants, for the First World War had been declared only a few days before the meeting. The interactions between the home population and the delegates, and between delegates, provide an enlightening commentary on the values and standards of our world almost a century ago.

Burrhus Frederic Skinner was born on the 20th March 1904 in Susquehanna, Pennsylvania; he died on the 18th August 1990 at Auburn Hospital, Cambridge Massachussetts. The man whose name is synonymous with behaviourism became interested in the subject through the works of the American behavioural psychologist John B. Watson and the Russian physiologist Ivan P. Pavlov. But after graduating from Hamilton College in 1926, his first interest was not psychology. He first tried his hand at fiction and poetry before eventually concluding that his talents lay elsewhere.Skinner earned his doctorate from Harvard University in 1931 and remained at that university as a researcher until 1936, investigating the adaptive behaviour of organisms to environmental stimuli. In 1937 he joined the University of Minnesota as an Assistant Professor; it was in Minnesota that he wrote his first major work, The Behavior of Organisms (1938), in which he presented the principles of operant conditioning. In 1945 he was appointed Professor at Indiana University; there he wrote Walden Two (1948), a utopian treatment of how society might be based on learning principles--simultaneously fulfilling his earlier ambitions in the field of literature. In 1948 Skinner returned to Harvard, where he remained until his death--some 16 years past his “retirement” in 1974.

Abstract:
The private Polish elementary school in Lupeni was founded in 1929 based on the Romanian Private Learning Act of 1925 permitting the organisation of minority schools. It was created in a magyarised and romanised environment and dealt with the education of Polish miners’ children. Wilhelm Zöller became the organiser and the first teacher of the school on behalf of the Polish School Motherland in Romania. After two years of operation, the school came under the patronage of the Polish School Association in Romania. Under his tutelage in the 1936/1937 school year, the school became public and its rank in the local community increased. It was also active during the World War II. With the consent of the Romanian Minister of Education, in 1946 it became a Polish public school consisting of 7 classes. It was supported by the “Polish House in Romania” Association. This school was the only Polish school in Transylvania that existed the longest in this part of Romania. When the Polish miners and teachers left Poland in 1948, the school was liquidated.

---DOI: http://dx.doi.org/10.22409/gragoata.2017n44a1021

Abstract:
The decision about writing this article was made after familiarization with the "Brief Climatic Essay of Dnepropetrovsk City (prepared based on observations of 1886 – 1937)" written by the Head of the Dnipropetrovsk Weather Department of the Hydrometeorological Service A. N. Mikhailov. The guide has a very interesting fate: in 1943 it was taken by the Nazis from Dnipropetrovsk and in 1948 it returned from Berlin back to the Ukrainian Hydrometeorological and Environmental Directorate of the USSR, as evidenced by a respective entry on the Essay's second page. Having these invaluable materials and data of long-term weather observations in Dnipro city we decided to analyze climate changes in Dnipropetrovsk region. The article presents two 50-year periods, 1886-1937 and 1961-2015, as examples. Series of observations have a uniform and representative character because they were conducted using the same methodology and results processing. We compared two main characteristics of climate: air temperature and precipitation. The article describes changes of average annual temperature values and absolute temperature values. It specifies the shift of seasons' dates and change of seasons' duration. We studied the changes of annual precipitation and peculiarities of their seasonable distribution. Apart from that peculiarities of monthly rainfall fluctuations and their heterogeneity were specified. Since Dnipro city is located in the center of the region the identified tendencies mainly reflect changes of climatic conditions within the entire Dnipropetrovsk region.

Abstract:
Zora Neale Hurston's Seraph on the Suwanee (1948) and Carolyn Chute's The Beans of Egypt, Maine (1985) feature white working-class women negotiating class hierarchies in rural communities. Despite present-day critics' putative concern with class and demonstrated interest in Hurston's other works, particularly Their Eyes Were Watching God (1937), both novels have been largely ignored by the critical establishment, in part because readers lind it difficult to identify with the main characters. Comparing the critical receptions of Seraph, The Beans, and Their Eyes reveals that the mechanism by which readers identify with imaginary characters is constituted by middle-class reading practices. While a sympathetic audience emerged for Their Eyes, one is not likely to appear for the other two novels, which expose the class-bound roots of the literary construction of identity, meaning, and reality. In addition, Seraph and The Beans point, however obliquely, toward a vernacular notion of home that resists middle-class commodification.

Abstract:
ABSTRACTMauritius's unusual welfare state dates back to the introduction of non-contributory old-age pensions in 1950. This article examines the origins of this reform, focusing on the interactions between political actors in both Mauritius (local planters, political activists, and the colonial government) and London (the Colonial Office and Labour Party). Faced with riots among unorganised sugar estate workers in 1937, the colonial administration considered welfare reforms as part of a package intended to substitute for political change. The nascent Mauritian Labour Party used its links to the British Labour Party to apply additional pressure on the Colonial Office and, hence, the Governor in Mauritius. Welfare reform was stalled, however, by resistance from, initially, the governor and, later, the Colonial Office. It took partial democratisation in 1948 to push the local administration towards reluctant reform. The choice of tax-financed old-age pensions reflected the combination of a small and open economy, the absence of surplus land, poorly organised workers, and an effective state.

Abstract:
Societal changes and an increase in personal resources are likely to have an impact on the personal relationships of cohorts coming of age. We expect that, in recent times, (1) relationships more often strike a balance in exchanged instrumental and emotional support and (2) relationships are discontinued more often when there is no balance in exchanged instrumental and emotional support, particularly among nonkin. We compare three birth cohorts from the Longitudinal Aging Study Amsterdam, aged 55–64 years at baseline (early cohort: born in 1928–1937, interviewed in 1992; middle cohort: born in 1938–1947, interviewed in 2002; late cohort: born in 1948–1957, interviewed in 2012). The results indicate that, in the middle and late birth cohorts, personal relationships are more often characterized by a balance in social support exchanges compared to the early cohort. No cohort differences in the effect of balance on relationship discontinuation are observed. The results suggest increased opportunities and preferences of young-olds to maintain balance in their personal relationships.

Abstract:
Abstract This introduction to the symposium on New Dominion constitutionalism sketches the legal configuration of New Dominion status and the intellectual context from which it emerged. Dominionhood originally represented a halfway house between colonial dependence and postcolonial independence, as developed in Canada, Australia, New Zealand, and South Africa. By contrast, New Dominion constitutionalism refers to the transitional constitutional form developed after World War I in Ireland (1922–1937)—the “Bridge Dominion”—and the post-World War II “New” Dominions of India (1947–1950), Pakistan (1947–1956), and Ceylon (later Sri Lanka, 1948–1972). New Dominion constitutionalism represents the first model designed to manage political transitions on a global scale. Both transitional and transnational, New Dominion constitutions served as a provisional frame of government and the juridical basis for the independent constitution. Although the notion of Dominion fell into disuse, it reemerged as the concept of Commonwealth Realm through which the majority of the remaining British colonies in Asia, Africa, and the Caribbean acquired independence.

Abstract:

Abstract:
AbstractThe Czech astronomer František Nušl (1867–1951) was professor of mathematics, practical astronomy and geometrical optics at Prague Charles University. His scientific contribution to astronomy consisted mainly of inventing and constructing of new astronomical and geodetical instruments. Together with his friend Josef Jan Frič, founder of the Ondřejov Observatory, he developed and improved the circumzenithal telescope (1899–1903–1906–1922–1932), a portable instrument with a mercury horizon for determining the geodetic position using the Gauss method of equal altitudes. This instrument won the gold medal at the Exposition Internationale des Arts et Techniques dans la Vie Moderne in Paris in 1937. Nušl, independently of Ernst Öpik, invented the wobbling mirror for determining the velocity of meteors by visual observation, and constructed an unique guiding system for the Ondrejov astrograph etc. The organizational activities of Frantisek Nušl were considerably rich, too: He was one of the founders of the Czech Astronomical Society in 1917, in the years 1922–1948 he served as its president. From 1918 until his retirement in 1937 he was the director of the Ondrejov Observatory, 40 km south of capital city of Prague, lectured astronomy at the Prague university and held many popular lectures including regular courses in radio broadcasting. František Nušl was member of several commisions of international scientific unions; he organized the 3rd General Assembly of IUGG (International Union of Geodesy and Geophysics) in Prague 1927, and in IAU (International Astronomical Union) he was elected as Vice-President in the years 1928–1935. One can conclude that he was the main person who formed the Czech astronomy in the interwar period.

AbstractKhutelchalcis gobiensis gen. et sp. n. (Khutelchalcididae fam. n.), based on a tiny impression fossil collected from the lowermost Cretaceous or uppermost Jurassic deposits of Khutel-Khara in East Mongolia, was studied using an environmental chamber scanning electron microscope. Character analysis suggests that the fossil belongs to a putative basal group of the Chalcidoidea. The greatly reduced wing venation, apparent presence of multiporous plate sensillae with long aperture on the flagellomeres, and a high antennal insertion all suggest that the new taxa is related to the Chalcidoidea. The angulation of fore wing vein Cu at the M+Cu fork is similar to that of Jurassic Jurapriidae, Cretaceous Serphitidae as well as various chalcidoids. This character might be a synapomorphy for Chalcidoidea + Serphitoidea (including Mymarommatidae) + Jurapriidae, which in turn are possibly a sister clade to Platygastroidea. The small size of this species is discussed in relation to conflicting scenarios concerning the plesiomorphic biology of the chalcidoid+proctotrupoid linage. Mymarommatidae and Serphitidae are combined in a single superfamily, Serphitoidea Brues, 1937 (= Mymarommatoidea Debauche, 1948, syn. nov.).
