Abstract:
Впервые представлены показатели воспроизводства населения Алтайской и Новониколаевской губерний с целью охарактеризовать развитие демографического перехода после Первой мировой и Гражданской войн в 1920-1927 гг. Были сделаны выводы, что демографические кризисы не остановили поступательный процесс демографического перехода, а лишь на время прервали его. Коэффициенты рождаемости в губернии были сверхвысокими, коэффициенты смертности до 1926 г. были выше «нормы», тенденция снижения смертности наметилась лишь к 1927 г. Определены причины изменений численности населения, наивысший рост численности пришелся на 1926 г., минимальный уровень наблюдался в 1920-1922 гг. Показатели брачности в 1920-1924 г. были стабильно высокими, средний показатель был выше 10%о. С 1925 г. интенсивность брачности снизилась, но средний показатель в 1925-1927 гг. оставался выше среднего (8,7%), брачность была высокой, как следствие, с 1923 г. мы наблюдаем увеличение прироста населения губерний. Хронологические рамки охватывают 1920-1927 гг. Выбор нижней границы связан с возможностью сравнить самые кризисные эпидемические коэффициенты 1920-1922 гг. с «нестабильными» послевоенными. Верхняя граница — 1927 г. — определяется значительным снижением коэффициента смертности в обеих губерниях. В работе выдвинуты следующие задачи: на основе архивных документов определить изменения численности и режима воспроизводства населения губернии; выявить отличия в воспроизводстве населения Новониколаевской и Алтайской губерний. Метод вычисления общих коэффициентов воспроизводства населения и табличный метод применялись во всей работе.

Pierwszym kółkiem rolniczym w Szadku było powstałe w 1906 r. Kółko Rolnicze im. Stanisława Staszica założone z inicjatywy właściciela dóbr Wola Krokocka, Jerzego Karola Kurnatowskiego, które jednak ze względu na brak wsparcia finansowego wkrótce upadło. W 1907 r. z inicjatywy właściciela majątku ziemskiego w Prusinowicach, Kazimierza Czarnowskiego, w Szadku powstało większe i dysponujące środkami finansowymi kółko rolnicze, które działało w strukturach Centralnego Towarzystwa Rolniczego i podlegało najpierw terenowemu gubernialnemu oddziałowi tego towarzystwa w Kaliszu, a następnie powiatowemu oddziałowi w Sieradzu. W latach 1907–1926 kolejnymi prezesami kółka rolniczego byli: Kazimierz Czarnowski (1907–1908), ks. Stanisław Mirecki (1908–1911), Franciszek Paczkowski (1911–1914), Hoppe (1914–1920), Jan Wróblewski (1920–1922), Adam Nencki (1923–1925), Stanisław Leopold (1925) i Michał Zabłocki (od 1926). Działalność kółka koncentrowała się na modernizacji i odbudowie rolnictwa przy wsparciu ziemiaństwa i duchowieństwa.

Abstract:
The study deals with the net-winged beetle genus Cautires Waterhouse, 1879, which is distributed mainly in the rain forests of the Oriental region. We discuss morphology and relationships among Oriental Metriorrhynchini and we propose Bulenides Waterhouse, 1879 to be a junior subjective synonym of Cautires Waterhouse, 1879. Almost all species previously classified in Bulenides were studied, transferred to Cautires and they were placed in C. obsoletus and C. pauper groups, both proposed here. The C. obsoletus species group from Indo-Burma is reviewed and seven species, which are new to science, are described: Cautires bolavensis sp. n. (Laos), C. matsudai sp. n. (Thailand), C. kundratai sp. n. (Thailand), C. dembickyi sp. n. (India), C. hergovitsi sp. n. (Laos), C. jendeki sp. n. (Laos), and C. yunnanus sp. n. (China). These species are placed in the Cautires obsoletus group. C. testaceus (Pic, 1921) and C. regalis (Kleine, 1929) from the same region are redescribed and also placed in the C. obsoletus group. A key to the C. obsoletus species group from Indo-Burma is presented, and their distribution and biology are briefly discussed. The elateriform family Callirhipidae Emden, 1924 is catalogued. The family contains 14 genus-group taxa, of which 10 are currently considered as valid and four as synonyms. The family contains 214 available species-group names, of which 175 represent currently valid species and subspecies, and 39 are synonyms. For each taxon, all references known to the author are listed. For species-group taxa, type locality, type material, current status and known distribution are given. Lists of unavailable names and taxa excluded from the family Callirhipidae are presented. A systematic checklist of the family is appended. In this article the main attention of the author is devoted to the problem of the decisive influence of the Communist International and its tactic “the united workers front” (1921—1928) on the policy of the Communist Party of Great Britain (CPGB) towards the Labour Party, the British Congress of Trade-Unions and the first Labour Government (1924). The author also examines the influence of Comintern on the activity of the CPGB before parliament elections of 1922, 1923, 1924 and during the General Strike of 1926.

Jenkens bija Ukrainas nacionālās lauksaimniecības organizators, zinātnieks, selekcionārs, pedagogs, vēsturnieks un agrārās zināt- nes bibliogrāfs. Pētījums veikts, izmantojot maz zināmus un nesen plašākai publikai lietošanai nodotus dokumentus Krievijas Federācijas un Ukrainas arhīvos, kā arī monogrāfijas un publikācijas periodiskajos izdevumos. Rakstā analizēti zinātnieka dzīves un darbības periodi, kas skar nacionālās lauksaimniecības izmēģinājumu organizāciju un ieviešanu galvenokārt selekcijas un sēklaudzēšanas jomā. Akcents likts uz B. Jenkena zinātniski pedagoģisko darbību Ukrainā: Harkovā (1908–1919; 1925–1926; 1930), Odesā (1924), Maslovkā (1927–1929) un Kijevā (1928–1929).

The available information about the cleptoparasitic bees of the genus Sphecodes in Southeast Asia is summarized. Thirty-one species are currently known from this area. Four new species are described: Sphecodes discoverlifei Astafurova & Proshchalykin, sp. nov. (Laos), S. engeli Astafurova & Proshchalykin, sp. nov. (Laos, Vietnam), S. ilyadadaria Astafurova, sp. nov. (Indonesia), and S. pseudoredivivus Astafurova & Proshchalykin, sp. nov. (Laos). Nine species are newly recorded from South East Asia: S. chaprensis Blüthgen, 1927 (Laos), S. howardi Cockerell, 1922 (Malaysia, Myanmar, Thailand), S. kershawi Perkins, 1921 (Indonesia, Malaysia, Myanmar, Thailand), S. laticeps Meyer, 1920 (Thailand, Vietnam), S. montanus Smith, 1879 (Laos), S. sauteri Meyer, 1925 (Laos), S. sikkimensis Blüthgen, 1927 (Laos, Myanmar), S. simlaensis Blüthgen, 1924 (Laos), and S. turneri Cockerell, 1916 (Laos). The complex creative history of M. Gorky’s novel “The Life of Klim Samgin” is characterized by the constant development of his original idea, which was the result of a writer’s deep artistic and philosophical understanding of the changing sociohistorical context. This process took place in parallel with Gorky’s work on the novel. During his stay in Sorrento, Gorky gave several interviews to the Italian press (in 1926, 1927 and 1928), which were devoted to the writer’s work on “The Life of Klim Samgin”. These are the following interviews: the interview “Maxim Gorky and his new novel “Researcherˮ for newspaper Il Mezzogiorno on March 23–24, 1926; the interview “Gorky’s new novel” — to Corriere della Sera on January 29, 1927, reprinted by Il Giornale d’Italia on January 30, 1927 under the title “Gorky writes a great historical novel in Sorrento”; the interview “At Maxim Gorky’s Sorrento asylum. A conversation with the writer about his new novel “Forty Yearsˮ — to the newspaper Il Messaggerо on June 5, 1927 (its summary was published by Corriere della Sera on June 6, 1927); the interview “Maxim Gorky’s sixtieth birthday” — to the newspaper Il Messaggero on March 30, 1928. During these three years, the writer created the first (winter 1924–1925 or spring 1925 — the end of June 1926) and the second (summer 1926 — the end of February 1928) parts of the “Life of Klim Samgin”. The writer’s interviews reflected the gradual clarification of the time, setting and the scope of the novel, its title, volume and structure, the psychological type and the occupation of the main character.

Rising through the ranks, he provided force for a February 1921 coup d'état, seizing power for journalist Sayyid Zia alDin Tabatabai. Reza Khan provided strength in the new government and rose from army commander to minister of war (April 1921) to prime minister (1923) and, after failing to make a republic in 1924, to the throne in 1925. As shah he ruled with increasingly arbitrary power until Britain and Russia deposed him in 1941. He died in exile in 1944.

The article investigates periodicals of Ukrainian students in the Czechoslovakia in the 1920s and 1930s — reveals 19 titles of journals that were published in the cities of the largest concentration of academic youth: Prague, Podebrady, and Brno. A list of these publications in alphabetical order, indicating the place of publication and the years of publication, is given in Appendix 1. All of these journals were reviewed de visu and analyzed for biographical publications on Ukrainians who died and were buried in the Czechoslovak Republic. The following materials have been found on the pages of five student publications, namely: «Ukrainsky Student» (Prague, 1920, 1922—1924) — contains 3 publications, «Studentsky Vistnyk» (Prague, 1923—1931) — 15, «Zhyttia» (Prague, 1924—1926) — 1, «Nasha Hromada» (Podebrady, 1924—1926) — 7, and «Natsionalna Dumka» (Prague, 1924—1927) — 5 publications. The deceased’s information was mostly printed in obituaries with more or less detailed biographies, but there were also small essays, memoirs, brief reports of death or funeral, and so on. Often, such information was published under a separate heading called «Memory of the Dead» (or «Posthumous News» or «Obituary»). In general, the pages of these student journals revealed information about 25 Ukrainians who were buried in the Czechoslovak Republic during 1923—1929. Based on the published information, an alphabetical index of these persons with biographical information about them was compiled (25 surnames, «Appendix 2»). The materials found are a valuable (and in many cases, the only) source of biographical information on Ukrainian immigrants who died and are buried in the Czechoslovak Republic, as well as helping to establish and preserve their burial sites. II Lietuvos Seimas 1923 – 1926 m. Santrauka. Lietuva, 1918 m. paskelbusi nepriklausomybę, pasuko demokratijos keliu. Lietuvos piliečiai galėjo tiesiogiai rinkti atstovus į Seimą, kurie atstovavo jų interesus. Istorikai daugiau tyrė Steigiamojo Seimo veiklą, nes šis Seimas padėjo pamatus tolesniam teisinės valstybės gyvavimui, nemažai tirtas III Seimas dėl savo darbų ir prezidento A. Smetonos įvykdyto valstybės perversmo. II Seimas mažai susilaukė dėmesio, todėl istorikams lieka aktualu užpildyti parlamentarizmo tyrimuose spragas. Šio darbo tikslas – išanalizuoti II Seimo veiklą, nuveiktus darbus. Tikslui pasiekti keliami uždaviniai: 1. pateikti politinės situacijos II Seimo išvakarėse apžvalgą, 2. išanalizuoti II Seimo rinkimų eigą ir rezultatus, 3. pristatyti Seimo kiekybinius ir kokybinius rodiklius, bei 4. aptarti atliktus Seimo darbus vidaus (politinėje, kultūrinėje, ekonominėje ir tautinėje sferoje) ir užsienio politikoje. Pirmajame Seime (1922 – 1923 m.) iš 78 Seimo narių – 38 buvo krikščionys demokratai (pozicija), o kita dalis opozicinės frakcijos. The second Seimas of the Republic of Lithuania 1923 - 1926 Raimundas Trinkūnas Summary Lithuania, declared its independency in 1918, turned to the democracy way. Lithuanians were able to elect representatives directly to Seimas, who represented their interests. Historians started studying more about Constituve Seimas work, because this Seimas put the base for the further life of the juridical state existence, the III Seimas was researched quite in an intensive way as well because of its works and the revolution carried out by the president A. Smetona. The II Seimas got quite little attention. Due to that, it is of present interest to historians to fill the gaps in the researches of parliamentarism. The aims of this work – to analyze the movement and achieved works of the II Seimas. These tasks are raised in order to reach the aim: 1) to produce the review of the II Seimas Eve political situation; 2) to analyze the II Seimas election course and results; 3) to present the quantitive and qualitive indexes of Seimas, and: 4) to discuss about Seimas achieved works in inner (political, cultural, economical and national sphere) and foreign policy. From the 78 Seimas members in the First Seimas (1922-1923) – 38 members were Christian Democrats (position), and the others were opposition fractions. 'The London Drug Culture, c. 1926-1966' is the first historical study of metropolitan drug-use in mid-twentieth-century Britain. This thesis challenges orthodox historical understandings of the development of metropolitan drug-use during the twentieth-century which - focusing upon the events of the 1960s - characterise the phenomenon in terms of rupture, detailing the gradual coalescence of a complex and multifaceted drug culture within central London over the course of these decades. This drug culture, I demonstrate, was both profoundly urban and transnational in its structure and organisation: the coteries of drug-users which crystallised within the capital during the mid-twentieth-century were simultaneously situated within specific spaces of the city, and" within discrete transnational networks of the drug culture. Additionally, this study analyses the narratives of the London drug culture which emerged during this period, seeking to locate and identify the historical roots of these representations, to deconstruct them, and to analyse how they shifted in form during the course of the mid- twentieth-century. Narratives of the metropolitan drug culture, I contend, constituted a site in British culture in which both gendered and racial 'Others' were constructed in opposition to notions of Britain and Britishness. Finally, this thesis charts the construction of an apparatus of drug control from the 1920s, analysing the manner in which this regulatory system was operationalised at ground-level in the capital by its various interlocutors - principally the Metropolitan Police - and detailing how these practices became bound up within the institutional politics of law enforcement. The regulation of the London drug culture, I argue, was productive: both of official knowledge regarding the phenomenon, and of new identities and ways of being. In this study, then, the London drug culture is conceived of as a prism through which the historian might trace the formation of British modernities in this period.

Abstract:
The thesis is an examination and discussion of the responses of British governments to developments in labour and socialist organisations between 1916 and 1926. The first chapter is concerned with the growing recognition of the increased power of labour under the conditions of modern war. Yet governments, it is argued, failed to develop a coherent labour policy and often acted in a confused and contradictory manner. The second chapter begins with an analysis of the post war crisis when many politicians began to regard revolution as a real possibility. They developed two agencies, the Special Branch and the Supply and Transport Organisation in order to deal with the situation. It is argued that in its original form the latter was not only costly but politically dangerous and ineffective. Later developments were not only cheaper but based on a more sophisticated understanding of the political strengths of a modern state. The third chapter is concerned with the responses of British socialists to the state. It includes some discussion of theoretical influences, an examination of the attempts of the Communist Party to implement Lenin's teachings on state and revolution, and a discussion of the first Labour Government in respect of the implications for socialist strategies with regard to the state. The final chapter is concerned to argue that while superior organisation and resources played their part in the Government's victory in the General Strike, it was Baldwin's political manoeuvres which were the most important element of the campaign. In conclusion there is some discussion of attempts which have been made to characterise the development of the British state in this period. The reality, it is argued, was far more prosaic than many accounts would suggest. Politicians achieved the stability they sought but they did so not by dramatic innovation but by constant political endeavor based on marginal readjustment and this reapplication of traditional themes and structures.

Sinful Exotics of A. V. Novák Literary image of a journey to Asie in 1926–1927 Traveller and writer Archibald Václav Novák (1895–1979) rose to fame in the 1920s as the author of popular nov els and short stories inspired by a stay in Tahiti and the United States of America from 1919 to 1921. Sucesess of books and lectures allowed Novák to undertake another long journey. From October 1926 to April 1926 A. V. Novák visited Sri Lanka, India, Myanmar, Malaya, Singapore, Sumatra, Vietnam, Cambodia, China and Japan. After returning home, Novák organized public lectures and published new novels and short stores inspored by the places he visited and the people he met. He also wrote a four-volume travelogue based on his travel diary. On his journey, Novák took not only still photographs, but short movies as well. After the communists took power in Czechoslovakia in 1948, Novák was purged from public life. No longer heralded as either a traveller or a writer, he was virtually consigned to oblivion. It was not until after 2000 that a study of the phenomenon of Czecho slovak emigration to Tahiti kindled renewed interest in him. In 2010, some of Novák’s previously unknown pho tographs were discovered and donated to the Náprstek Museum’s photographic collection, which is a part of the National Museum in Prague. Movies, diaries and the most of negatives by A. V. Novák have not been preserved, but there is a large number of glass slides used as an accom paniment of lectures. Photographic collection and books by A. V. Novák offer a valuable source of information about the non-Europen countries in 1920s and the ways, how they were presented to public in Czechoslovakia.

The article deals with the image of the word in the novels of S.A. Klychkov “Sakharny Nemets” (1925), “Chertukhinsky Balakir” (1926) and “Knyaz Mira” (1927). It is installed that the writer’s mythopoetics is characterized by a special attitude to a word as a philosophem accommodated a complex of ideas and views. The author’s Christian ideas, the mythologization of nature are reflected in the language, in the image of the word. Addressing the nature of the word determines Klychkov's spiritual system and creative priorities. The specifics of the author's narrative are noted: the lyrical beginning of the prose, organized on the principle of verse and idio-style features.

Ülkenin geleceğinin güvence altına alınmasının eğitimli bireyler yetiştirmekten geçtiğini düşünen Cumhuriyet yönetimi, bu konuda önemli girişimlerde bulunmuştur. 3 Mart 1924 Tevhid-i Tedrisat Kanunu’yla tüm eğitim kurumları Milli Eğitim Bakanlığı’nın çatısı altında toplanmış ve eğitimöğretim faaliyetleri merkezi bir müfredata bağlanmıştır. 1928 yılında Latin Harfleri’nin kabul edilmesiyle birlikte okuma-yazma seferberliği başlatılmış ve bu amaçla Millet Mektepleri açılmıştır. Atatürk Dönemi’nde gerçekleştirilen tüm bu gelişmelerin ışığında, okuma-yazma ve okullaşma oranlarında hissedilir düzeyde gelişmeler yaşanmıştır. Başka bir ifadeyle yaklaşık her beş kişiden yalnızca bir kişi okuma-yazma bilmektedir. 1935 yılı verilerine bakıldığında toplam nüfus içindeki okuma yazma oranı %15,3’dür (erkek: %23,3; kadın: %8,2) ve yedi yaş altı nüfus değerlendirme dışında tutulduğunda bu oran %25,3’dür (erkek: %31,3; kadın: %18,6). Bu rakamlardan anlaşıldığı kadarıyla; 1927-1935 döneminde okuma-yazma oranı yaklaşık 2-2,5 kat bir artış göstermiştir. Yedi ve üstü yaşta bu oran yaklaşık %139,1 olmuştur. Cinsiyet açısından bakıldığında erkek nüfusun okuma-yazma oranı yaklaşık %79,7 oranında artarken, kadınlarda yine yaklaşık %301,7 oranında bir artış göstermiştir. Kadın nüfusun okuma-yazma oranının erkeklere göre yaklaşık dört kat artmış olması Cumhuriyet yönetiminin kadınlara verdiği değer ve izlediği eğitim politikasıyla izah edilebilir. Okuma-yazma oranlarında yaşanılan yüksek artışın bir diğer nedeni de başta Millet Mektepleri olmak üzere Halkevleri, Türk Dil Kurumu vb. birçok kurumun yapmış olduğu özverili çalışmalar olmuştur. Bu çalışmada; 1927 ve 1935 yılı nüfus sayımı verilerine göre okuma-yazma bilen ve bilmeyen sayıları değerlendirilmiştir. Ayrıca Maarif Vekâleti’nin verilerine dayanılarak 1923-1935 döneminde Türkiye’de azınlıklara ve yabancılara ait okullar da dâhil olmak üzere okul, öğretmen ve öğrenci mevcutları (yabancı ülkelerde öğretim görenler de dikkate alınarak), öğretmenlerin mezuniyet durumları, okul türleri ve kütüphanelerdeki kitap ve okuyucu sayıları incelenerek bu dönemdeki öğretim faaliyetlerinin genel bir analizi yapılmaya çalışılmıştır. Bu amaçla öncelikle Maarif Vekâleti’nin 1923-1933 dönemi resmi istatistikleri incelenmiştir. Bununla beraber, Maarif Vekâleti’nin verileri tarihsel olarak süreklilik arz etmediği için 1923-1926 dönemine ait bazı veriler çalışmada değerlendirilememiş, 1934-1935 dönemiyle ilgili de hiçbir veriye ulaşılamamıştır. Ayrıca ilgili vekâlet tarafından kütüphanelerle ilgili veri girişi yapılmadığı için ancak 1931- 1932 dönemi verilerine ulaşıla bilinmiştir. Neticede çalışmada kullanılan ilk ve son tarihler dikkate alınarak çalışmanın dönemsel aralığı 1923-1935 olarak benimsenmiştir. Tüm verilerin anlaşılmasını etkin kılmak için tablo ve grafik yöntemine başvurularak ilgili veriler yorumlanmıştır.

Abstract:
The United States Congress codified the National Historic Preservation Act of 1966 (NHPA), the nation’s most effective cultural resources legislation to date, mostly through establishing the National Register of Historic Places (NRHP). The NHPA requires federal agencies to address their cultural resources, which are defined as any prehistoric or historic district, site, building, structure, or object. Section 110 of the NHPA requires federal agencies to inventory and evaluate their cultural resources, and Section 106 requires them to determine the effect of federal undertakings on those potentially eligible for the NRHP. Fort McCoy is in west-central Wisconsin, entirely within Monroe County. It was first established as the Sparta Maneuver Tract in 1909. The post was renamed Camp McCoy in 1926. Since 1974, it has been known as Fort McCoy. This report provides historic context and determinations of eligibility for buildings in the cantonment constructed between 1946 and 1975 and concludes that none are eligible for the NRHP. In consultation with the Wisconsin State Historic Preservation Officer (WISHPO), this work fulfills Section 110 requirements for these buildings.
