Abstract:
This article examines the main characteristics of the reform of the Soviet social security system in the 1920s and the early years of Stalinism. It uses an interdisciplinary approach to examine the development of the system from many angles: the beneficiaries, the political debates, and the methods used to finance it. The reforms introduced during this period show that the Soviet welfare system depended almost entirely on economic progress; in 1927, the only state-funded provision was for disabled war veterans. Hence, the welfare system was quite specific: it was used as a tool to promote the industrialization of the country, favouring the workers at the expense of the disabled and unemployed, who were forced to fall back on various self-help strategies, some legal, some illegal. The disabled and unemployed constituted the main social problem of the 1920s. Social legislation between 1931 and 1932, under the shadow of the impact which the Great Depression was having on Soviet society, progressively excluded the disabled and unemployed from the welfare system. Thus the USSR attempted to solve the unemployment problem by means of social exclusion.

A new genus of nevadiid trilobite is described from the Lower Cambrian of Peary Land, central North Greenland, from the same horizon and locality from which a non-skeletised fauna has been recently reported. The new genus, BuenelIus, is tentatively assigned to the Nevadiidae Hupe, 1953, and comparisons are made with the genera Nevadia Walcott, 1910, Nevadella Raw, 1936, Callavia Matthew, 1897, Holmia Matthew, 1890 and Kjerulfia Kiaer, 1917.

Eines der wichtigsten Ereignisse der polnischen Kirche des XX. Jh. war eine Synode in der Zwischenkriegszeit. Das war die erste Synode nach 150 Jahren der Unterdrückung. Sie fand am 17. August 1936 statt. Die Vorbereitungsphase, 1927-1936, war von einer großen Mühe gezeichnet. Die Mühe betraf vor allen Dingen die Anpassung der polnischen einzelnen Vorschriften an die gültigen Vorschriften des Rechtes der gemeinen Kirche. Die Erlangung der Unabhängigkeit von Polen (1918) deckte sich mit der Bekanntgebung des neuen Kodeks des kanonischen Rechtes (1917). Der Wiederaufbau der polnischen Staatlichkeit, zu der Reorganisation des Kirchenlebens gehörte, bestand in der Wiedervereinigung der polnischen Gebiete nach der Teilung, der Vereinheitlichung der Gottesdienstordnung, Disziplin der Geistlichen and der Organisation der seelsorgischen Arbeit u. s. w. Ziel der Arbeit ist die Vorstellung des Prozesses des Schaffens der partikularen kirchlichen Gesetzgebung, die von 1936 bis beinahe Ende des XX. Jh. gültig war. Diese Tätigkeit der Kirche trug zur Verstärkung der Einheit der polnischen Gesellschaft and zum Wiederaufbau des Staates bei. Das ist eine große and zugleich unterschätzte Leistung.

A survey has been conducted to collect copepod parasites from Gazza achlamys (Jordan & Starks, 1917) and Ariomma indica (Day, 1871) off Visakhapatnam coast. Altogether, seven copepod species were identified. They are Caligus kuroshino (Shiino, 1960), Bomolochus decapteri (Yamaguti, 1936), Bomolochus nothrus (Wilson, 1913), Pseudartacolax lateolabracis (Yamaguti et al., 1959), Pumiliopes opisthopteri (Shen, 1957), Lernanthropus amphitergum (Pearse, 1951) and Lernanthropus ilishae (Chin, 1948). A list of hosts parasites and brief description of these parasites has given in this paper.

Abstract:
Analysis of the party, socio-professional, ethnic, educational, gender and age composition of the delegates to the All-Russian and All-Union Congresses of Soviets in 1917–1936 discovered that the revolution brought to power new people. If the majority of the members of the State Duma and the Constituent Assembly belonged to the political cream of the elite and counter-elite, then the majority of the delegates to the Soviets were bone from the bone of the lower orders and reflected the cultural level of the majority of voters and shared socialist ideas and were zealous conductors of them in life. Overrepresented in the Soviets were members and candidates of the CPSU, men, youth and persons of early adulthood, employees, military personnel and intellectuals, Russians, educated; and underrepresented are members of other parties and non-party people, peasants, pro-bourgeois elements and persons from the former privileged strata, women, non-Russians, persons of mature and old age, illiterate. By age and education, delegates were not suitable for serious parliamentary activity, since they lacked education, worldly wisdom and political maturity. The new electoral law of 1918 was of fundamental importance for the creation of a loyal pro-Bolshevik deputy corps. The law established a system of indirect, multistage, class, qualification elections, very similar to the pre-revolutionary electoral law of 1907. Qualifications were introduced that increased the number of pro-Bolshevik voters; the election procedure was changed, allowing the authorities to take control of the nomination of candidates and the voting process. The policy of restriction found a response and approval among the broad masses, gave them a feeling of deep satisfaction, since they began to feel themselves like privileged classes. Many, primarily millions of deputies of the Soviets of various levels, sincerely believed that they were taking part in governing the state.

Abstract:
The article provides a brief overview of the main legislative acts that became the normative basis for social security for the families of workers and peasants in post-revolutionary Russia. The most difficult socio-economic situation caused by the social upheavals of the beginning of the 20th century directly affected the everyday life of Soviet residents who had a priority need of food, providing medical treatment and medicines, receiving social benefits in case of tough living situations and other difficulties in the field of state support for large and single parent families, etc. The author focuses on the contribution of public organizations that provided strong assistance to Soviet workers in solving pressing problems in everyday life in the first two decades of the Soviet power. The analysis of the normative framework showed that despite the sufficiently developed social sphere, not all areas of social security had received ample funding, or the State requirements for social assistance measures had not been met. Nevertheless, we can talk about a wide range of social services that could be used by residents of the country, especially children, adolescents, and elderly people. The study provides a general picture of the government policy of the Soviet state on the social security of the family in 1917–1936.

The biography of Colonel Grigory Alexandrovich Pushkin (1868—1940), grandson of Alexander Pushkin, is reconstructed on the basis of unknown materials of the Manuscripts Department and the Archive of the Russian State Library (RSL). The article told about his service in the Imperial and Red Armies, his family and difficult financial situation after 1917. It is shown what bureaucratic difficulties accompanied the assignment of his personal pension in 1923 and subsequent assistance. Particular attention is paid to the solution of the housing problem and obtaining accommodation in Moscow.The Letters of G.A. Pushkin to G.P. Georgievsky (1919), V.D. Bonch-Bruevich (1933) and P.S. Popov (1933), are published in full for the first time, as well as letters from Yu.N. Pushkina to V.S. Nechaeva (1936) and from V.D. Bonch-Bruevich to G.A. Pushkin (1933), which are kept in the Manuscript Department of Russian State Library.Article restores the history of G.A. Pushkinʼs working at the State Library of the USSR named after V.I. Lenin based on the Personnel Files. From 1936 till 1938 he signed temporary employment contracts, while he worked on a permanent position only from January 1939 to January 1940.G.A. Pushkin’s biography is analyzed in the context of the social history of the Russian nobility after 1917 and its adaptation to the Soviet reality. The author concludes that the official persecution of the former elite promoted the appearance of the staff with wide knowledge, proficiency in foreign languages and organizational experience in the State Library of the USSR named after V.I. Lenin. They influenced the development of the library as a research center.

Julián Besteiro es un político clave para entender la España que transita desde la crisis de 1917 hasta la Guerra Civil, y como tal ha sido ampliamente estudiado por la historiografía. Sin embargo, su figura se nos presenta algo desdibujada desde finales de 1935, cuando deja de publicarse Democracia (principal órgano de expresión de su corriente socialista), hasta su participación en el golpe de estado contra Negrín de marzo de 1939. El presente artículo intenta mostrar que este periodo de su vida no fue de total inactividad política, ya que aun desde fuera de los puestos de responsabilidad, intentó ejercer su influencia dentro del socialismo español; en concreto se analiza su actuación en dos momentos clave: el semestre anterior al estallido de la Guerra Civil, y la crisis socialista de 1938. Para algunos de sus contemporáneos, la opción Besteiro existió en diferentes momentos y para diferentes puestos, tales como presidente de la República en 1936, o presidente del PSOE y miembro de un Gobierno de la paz en 1938.AbstractJulián Besteiro is a key politician to understand Spain from the crisis of 1917 until the Civil War, and as such he has been widely studied by the historiography. But there is a period less known in Besteiro’s life: the years running from the closure of Democracia (the main publication of his wing of Spanish socialism) at the end of 1935, to his involvement in the coup d’etat that would overthrow Negrin’s government in March 1939. This article attempts to show that this period in Besteiro’s life was not of total political inactivity: even from outside the positions of responsibility, he tried to exert his influence within Spanish socialism; in particular, this article analyses Besteiro’s stand in two key moments: the semester prior to the outbreak of the Spanish Civil War, and the crisis of the socialist party in 1938. For some of his contemporaries, the Besteiro option existed at different moments and for different roles, namely as President of the Republic in 1936, President of PSOE and member of a government to negotiate peace in 1938.

El objetivo de este artículo es detallar el tratamiento dado al léxico de Cantabria en el Diccionario de la lengua española (1917), de José Alemany y Bolufer. En segundo lugar, trata de determinar las diferencias que existen entre este y los corpus análogos contenidos en diversos repertorios académicos: tanto en el DRAE-1914, fuente principal de la obra de Alemany; como en el DRAE-1925; en el Diccionario manual de 1927; y en el DRAE-1936 (textos revisados por el mencionado lexicógrafo en sus tareas como miembro de número de la Real Academia Española), así como en otros posteriores. Las conclusiones subrayan las novedosas aportaciones de Alemany y su limitada influencia en la lexicografía académica.

Abstract:
More than two dozen Soviet astronomers were arrested between March 1936 and July 1937. Few astronomers or historians are aware of the extent to which Soviet astronomy was devastated. This article investigates the situation in astronomy during these two years. It begins with a brief discussion of Soviet astronomy between 1917 and 1935 and continues with a detailed examination of the events that served as the catalyst for the purge, the arrests themselves, and a discussion of what is known about the fates of the victims.In the mid-1930s the Soviet Union had approximately two hundred professional astronomers and sixteen astronomical observatories, most of which were associated with universities and had staffs of only two or three people. The most important and best equipped astronomical institution was the Central Astronomical Observatory of the USSR at Pulkovo, just outside Leningrad, with its branch observatories at Nikolaev and Simeis in the Ukraine. In 1935 thirty-three astronomers worked at Pulkovo.

Abstract:
The article presents a synthetic approach of scientific activities while taking account of the PTS's (Polish Statistical Association) organisational development. The study presents the results of scientific achievements of PTS in the years 1912–1915 and the Association of Polish Economists and Statisticians in the years 1917–1936 as well as of the PTS 1937–1939. The author discusses the results of surveys conducted by the Association on the basis of its publications and presented papers at conferences and scientific meetings. Moreover, he presented the development of the theory of statistics and statistical methods in various fields of study, whose authors were Polish statisticians associated in these statistical organisations.

Abstract:
This article examines three school novels within a framework of maternal vocationalism versus materialist approaches to women's work. It considers the materialist orientation of Charlotte Brontë's Jane Eyre with regard to women's teaching work and Brontë's rejection of the maternal vocational model. By contrast, Clemence Dane's 1917 novel, Regiment of Women, valorizes maternal vocational approaches to teaching and decries the single woman professional teacher, invoking as she does so some anti-spinster and anti-lesbian stereotypes. Winifred Holtby's 1936 novel South Riding rejects the maternal vocationalism and anti-spinsterism of Dane's novel and reappropriates Jane Eyre's discourse of equality and the Victorian legacy of materialism.

Abstract:
Yield realizing in vegetable crops depends on several reproductive processes that include pollen fertility as well as pollen tubes germination and growth. The study was conducted as the pollen characteristics fertility and viability were used, as well as the productivity for evaluation of drought tolerance in four pepper genotypes Capsicum annuum L. From the conducted cytological analyses was found that decreasing the water standard with 50% exert negative influence over the male gametophyte and the pollen fertility decreases with up to 37.4% average. More sensitive to drought showed to be the plants from both cultivars Pazardzhishka kapia and Albena, in which lower productivity and lower restorable potential were found in comparison with those found in the mutant lines No.1936 and No.1917. Increased tolerance showed the male gametophyte of line No.1936. After a drought in it were found the highest values for pollen viability – 33.4% average pollen germination and 438.7µm pollen tubes length which was with proven mathematical difference compared with the rest of the genotypes. These results showed that pollen fertility analyses and pollen viability analyses in drought plants could be used for evaluation of the drought tolerance.

Abstract:
Based on the documents from Russian archives, the article considers Yaroslav Salat-Petrlik’s participation in the revolutionary events in Russia in 1917–1918, especially in the establishment of Soviet authority in Zadonsk in Voronezh province. Significant attention is paid to the activities of Salat in Moscow as a secretary of the Central Executive Committee of the Czechoslovak Communist Group and as a chairman of the Central Czechoslovak Bureau of Agitation and Propaganda. The author also analyzes his underground revolutionary activities in 1919–1920 in Czechoslovakia and his work in the Comintern. The author points out the reasons that caused Czechoslovak communist leaders and Soviet diplomats in Prague to criticize Salat’s activities. As a result, he had to stay in the USSR at party work. In 1922–1936 he headed the Soviet party educational institutions in the North Caucasus, the Volga region and Central Asia. In these regions, Salat also led the agitation and propaganda work of the Communist Party. He always followed Stalin’s political line in everything, took an active part in the fight against Trotskyism and later the “Trotskyist-Zinoviev bloc”. However, it did not save him from the arrest in 1936.

Resumo: Este artigo tece considerações sobre meu entendimento acerca de um processo gradual de transnacionalização do movimento negro nos EUA durante o período entre o fim da Primeira Guerra Mundial até a eclosão da Guerra Civil espanhola, em 1936. “Transnacionalização” aqui é compreendida como a ampliação dos debates étnicos sobre o racismo e a exclusão da população afrodescendente no país para o engajamento, tanto de intelectuais quanto de movimentos sociais organizados, nos debates internacionais do período. Os seguintes três grandes momentos históricos do século XX serão destacados: a) o retorno dos combatentes da Primeira Guerra Mundial; b) a influência das ideias Pan-africanas, tendo como marco a realização do Congresso Pan-Africanista de 1919 e c) a influência da Revolução Russa de 1917 para a “Questão Negra”. Estes seriam eventos geradores de debates que revelariam que a luta anti-stablishment da população afro-descente nos EUA era indissociável da autodeterminação dos povos ao redor do globo. Tal perspectiva se expressou no massivo engajamento do movimento negro nos EUA em prol da defesa da soberania nacional da Etiópia, em 1934, e repetido pouco depois, no apoio dessas mesmas entidades à II República espanhola, em 1936.Palavras-chave: Movimento Negros nos EUA; Primeira Guerra Mundial; Pan-africanismo.

La federal era la única facción del republicanismo histórico que sobrevivió al siglo XIX. Tras la muerte en 1901 de su dirigente más carismático, Pi y Margall, que resultó insustituible, el partido mantuvo su denominación, su estructura organizativa, parte significativa de sus bases y unas aspiraciones casi inalterables. Todavía en la Segunda República, hubo en las Cortes algunos diputados federales y muchos concejales en determinados ayuntamientos. Dicha proyección institucional no se abordará en este trabajo, cuyo objetivo es analizar la socialización y movilización política de los federales (hombres y mujeres) entre 1917 y 1936, prestando especial atención a ciertas prácticas sociales, formas de sociabilidad y otros mecanismos que, más allá de las estructuras orgánicas mejor conocidas —comités, prensa…—, les permitieron seguir ocupando una cuota apreciable de la opinión republicana. Entre otras fuentes, se ha recurrido a los fondos hemerográficos, libros de memorias, folletos de época y documentación interna de las propias organizaciones federales.

Abstract:
In the late XX – early XXI century, the Arab discourse on the issue of Palestine remains saturated with references to the Crusades (1099-1291), and likening the current tribulation of the history of Palestine to the medieval events. Modern historiography traces the growth in popularity of such reminiscences beginning from 1948, while modern literature practically has no mentions of the used of the “anti-Crusades rhetoric” by the Arab cultural figures prior to this data. The object of this research is the mobilization of historical memory in Arab culture of the first half of the XX century; the subject is reference to the topic of the Crusades in the Arab literary texts of 1917-1948 dedicated to the Palestinian issue. Analysis of literary works of the Arab cultural figures of the early XX century demonstrated that way before Arab-Israeli War of 1948-1949, such events as Balfour Declaration (1917) and Arab revolt (1936-1938) were being actively compared by the Arab poets and dramaturgists to the era of the Crusades. In the period from 1917 to 1948, the author highlights the following types of references of the Arab cultural figured to the era of the Crusades in relation to the Palestine issue: blaming of Europe for conducting a new Crusade, manifestations of which were declared the activity of the mandate administrations and arrival of the Jewish settlers; reminding of failure of the Crusades, which should have served as the warning for the modern Europeans; revival of heroic memory of the Palestinians in confrontation of the European crusaders in the Middle Ages, which should have inspire the contemporaries to fight for their land.

Abstract:
The article focuses on the only novels by Alvils Ceplis (1897–1938): “Kalpi” (1933) and the dilogy “Zeme” (1935–1936). Ceplis is a Soviet Latvian poet and prose writer who made his literary debut during the First World War. In the 1920s, Ceplis’ work was strongly influenced by the dominant tendencies in literature in the USSR. In poetry, he experiments with form, fascinated by the ideas of the Proletkult and the Left Front of the Arts, also features of futurism and expressionism can be seen in his poems. In turn, the prose is dominated by an exaggerated positive attitude towards the revolution and glorification of the realities of the USSR. A certain breakthrough occurs in the 1930s. Even though the totalitarian regime is intensifying its influence on art processes and socialist realism is becoming the only legitimate direction of art creation in the USSR, Ceplis’ work is moving away from glorifying Soviet realities. Both novels of Ceplis are unfinished; they are interrupted when the events of the 1917 revolution should be depicted according to the chronology of the plot. Analyzing the content, form, correspondence of socialist realism, as well as the feedback of contemporaries, the article attempts to understand whether the avoidance of depicting the events of the 1917 revolution is a coincidence, an ideological impasse, or a deliberate artistic technique.

O período de 1917 a 1967 foi peculiar na história da saúde pública paulista, no Brasil, sobretudo na implementação e consolidação de medidas voltadas à intervenção individual e coletiva, sustentadas por um conjunto de normas, apoiadas por regras higiênicas de mudança de hábitos de vida, viabilizadas através de inúmeras estratégias de educação sanitária. Pretende-se com o presente estudo, identificar as concepções de educação sanitária que sustentaram a prática de educação sanitária entre os anos de 1917 e 1967, no Estado de São Paulo. Trata-se, portanto, de uma revisão de escopo da literatura científica, que com buscas em bases de dados digitais, selecionou previamente 214 artigos, que submetidos a análise mais apurada, permitiu incluir 14 artigos no corpus documental do estudo. Dos 14 artigos selecionados, a maior parte deles produzidas por pesquisadores paulistas, com intervalo temporal de 1936 desde a publicação do primeiro, até 2018, quando se publicou o último artigo. Encontrou-se duas categorias de análise que refletiram as concepções que sustentaram a prática da educação sanitária no Estado de São Paulo: (1) Educação Sanitária como Expressão da Biopolítica e (2) Educação Sanitária como Expressão da Eugenia. Concluiu, portanto, que o Estado de São Paulo, utilizou da educação sanitária como aliado para atingir seus objetivos de construção de um projeto de modernidade, sendo a eugenia e biopolítica as expressões mais contumazes desse processo.

La prohibición de contraer matrimonio es un instituto jurídico de historia secu-lar, cuyo origen no es bien conocido. El Còdigo de 1917 la consideraba entre los impedimentos en general y concedía al Ordinario del lugar la facultad de imponer dicha prohibición, pero no decía nada de los tribunales. Esta laguna fue colmada por la instrucción Provida Mater (1936), que reconocía la praxis existente. Ello dio lugar a considerarla como acto admistrativo y judicial. El Código actual la trata en los cánn. 1077 y 1684-1685, donde reconoce que el Ordinario del lugar y los tribunales son competentes para imponerla. Los comentaristas niegan que sea un impedimento y sostienen que hay dos tipos de veto, uno administrativo y otro judicial, que es parte dispositiva de la sentencia, pero encuentran dificultades normativas para la remoción por parte del tribunal.
