Bertrand Russell (1872–1970), born in Trelleck, Wales, was the grandson of the first Earl Russell, who introduced the Reform Bill of 1832 and served as prime minister under Queen Victoria. He studied mathematics and philosophy at Trinity College, Cambridge, 1890–1894, was a Fellow of Trinity College, 1895–1901, a Fellow of the Royal Society in 1908, and was a lecturer in philosophy, 1910–1916. Among his publications in philosophy in this period were An Essay on the Foundations of Geometry (1897), A Critical Exposition of the Philosophy of Leibniz (1900), The Principles of Mathematics (1903), Principia Mathematica (with A. N. Whitehead, 1910–1913), The Problems of Philosophy (1912) and Our Knowledge of the External World (1914).

Ks. Henryk Grębski urodził się 2 sierpnia 1882 r. w Majdanie. Był absolwentem Gimnazjum w Rzeszowie. Przygotowanie do kapłaństwa odbył w Seminarium Duchownym w Przemyślu. Sakrament święceń przyjął 21 czerwca 1908 r. Pracował jako wikariusz w Cieklinie (1908-1910), Szebniach (1910-1913) i Jeżowem (1913-1914). Był kapelanem armii austriackiej (1914-1918) i Wojska Polskiego (1918-1919), a później wikariuszem w Grębowie (1920-1921). W roku 1921 został zamianowany proboszczem parafii w Kamieniu. Prócz zwykłej pracy duszpasterskiej zajął się doposażeniem kościoła. Angażował w działalność społeczną. Zmarł 2 listopada 1948 r.

Abstract:
U.S.food prices surged abruptly higher in 1910–1913, alarming urban consumers, who equated them with the high cost of living, but delighting farmers. Progressive reformers tackled detailed aspects of the food-price problem but had no overarching solution and no effective programs t o please both consumers and farmers. A volatile pattern of economic voting resulted, but unlike conventional models, it had countervailing tendencies, setting consumers against food producers. Food prices cost the Republicans heavily in the 1910 election and helped disrupt the party by 1912, ending the Republican “system of 1896.” In power, Democrats pursued primarily a southern-tinged agrarian agenda and narrowly preserved power through 1914 and 1916 but fell victim to interest-group conflicts in 1918 and economic disasters in 1920.

Abstract:
In this study, two genera of Afrotropical Sesiidae, Tipulamima Holland, 1893 and Macrotarsipodes Le Cerf, 1916 stat. rev., are redefined and redescribed, the latter being resurrected from synonymy with the former as a valid genus. Both genera are confirmed to belong to the tribe Synanthedonini. The genera closest to Tipulamima are unknown. Macrotarsipodes is related to Macrotarsipus Hampson, [1893] from Southeast Asia and Lepidopoda Hampson, 1900 from Africa and Southeast Asia. The latter genus as well as Pedalonina are transferred to Synanthedonini. Uranothyris Meyrick, 1933 syn. nov. is regarded as a subjective junior synonym of Tipulamima. Checklists of the species assigned to Tipulamima and Macrotarsipodes are provided. One new species, Tipulamima hesperia sp. nov., from Guinea and Ghana and the previously unknown male of T. pterotarsa (Meyrick, 1933) comb. nov. (Uranothyris) are described and depicted. The following new combinations are introduced: Macrotarsipodes leptosceles (Bradley, 1968) comb. nov. (Synanthedon), M. pedunculata (Hampson, 1910) comb. nov. (Ichneumenoptera), M. sexualis (Hampson, 1910) comb. nov. (Macrotarsipus), M. tricinctus Le Cerf, 1916 comb. rev., Synanthedon malimba (Beutenmüller, 1899) comb. nov. Lectotypes of Tipulamima haugi (Le Cerf, 1917), T. flammipes (Hampson, 1910) and Macrotarsipodes sexualis comb. nov. are designated. Clerodendrum paniculatum L. (Lamiaceae) is reported as a host plant of Tipulamima for the first time. The larvae of three species of Macrotarsipodes and several species of Lepidopoda are known to be pests of Ipomoea batatas (L.) Lam. (Convolvulaceae).

Abstract:
The essay is devoted to characterizing a trend opposed to the onslaught of contradictions, disharmony and various destructive influences brought along by the new century in the Russian musical art of the early 20th century. This trend was embodied in the composers’ turn to the humanistic traditions of the past, as well as in the constructive and positive aspirations of modernity. The desire to defend the principles of humanism was mainly associated with the spiritual values of the Classical era. In particular, the author provides insight into the formation of neoclassicism in Russian musical art starting with the late works by P. Tchaikovsky (the orchestral suite “Mozartiana” (1887)). Special attention is paid to the works by S. Taneyev (the cantata “At the Reading of a Psalm” (1912-1915)), N. Myaskovsky (String Quartet No. 4 (1909-1910)), S. Prokofiev (Symphony No. 1 (1917)), Z. Paliashvili (the operas “Abesalom da Eteri” (1910-1919) and “Daisi” (1919-1923)). As a result, it is concluded that the sphere of humanism and harmony, despite being hardly a central trend in the context of the musical and artistic process of the 1910s, was, however, undoubtedly significant, clearly reflecting the reaction to the deforming trends of modernity. The fundamental shift in worldview that occurred in the 1910s – the first half of the 1920s was expressed in the weakening of the considered trend, the growth of contradictions.

Мета статті полягає в науковому осмисленні історії становлення дактилоскопії як науки на початку ХХ ст. крізь призму «Справи графа Ронікера» (1910–1914) (Варшава). Методологія. Методологічну основу дослідження становить сучасна теорія наукового пізнання соціальних явищ, що охоплює комплекс філософських (діалектичний), загальнонаукових (історичний, історіографічний, функціональний, інституційний) і спеціальних (історико-правовий, компаративний, біографічний) методів. Наукова новизна. На прикладі «Справи графа Ронікера» (1910–1914) і експертного висновку одного з перших спеціалістів-дактилоскопів Михайла Олександровича Жабчинського (1863 – після 1919) висвітлено історичні аспекти становлення дактилоскопії як науки на початку ХХ ст. Висновки. Ґрунтуючись на дорадянських періодичних виданнях, розглянуто маловідому сучасному читачу кримінальну справу польського аристократа, літератора графа Богдана Ронікера (1910–1914), обвинуваченого в убивстві свого шурина 17-річного гімназиста Станіслава Хржановського з метою усунути юнака з кола спадкоємців сім’ї Хржановських у разі розподілу майна між дітьми та збільшення частки, яку отримуватиме від цього дружина графа Ронікера. Серед головних підстав обвинувачувати графа Ронікера в скоєнні вбивства були результати дактилоскопічної експертизи, проведеної завідувачем реєстраційного бюро Варшавського сискного відділення Михайлом Олександровичем Жабчинським. Він провів дослідження вилучених із місця події потожирових плям чоловічих рук, порівнюючи їх із відбитками пальців графа Ронікера. При цьому експерт дійшов категоричного висновку, що «анализуемые четыре следа… безусловно принадлежат большим и указательным пальцам обоих рук графа Роникера». Варшавський окружний суд 5 вересня 1911 р. ухвалив вирок, за яким граф Ронікер визнавався винним в умисному вбивстві Станіслава Хржановського і засуджувався до 15 років каторжних робіт. У травні 1912 р. справу розглядала Варшавська судова палата. Вироком наглядової інстанції від 29 грудня 1913 р. графа Ронікера засуджено до 11 років каторжних робіт. Крапку в цій справі 27 листопада 1914 р. поставив Урядовий сенат, погодившись із вердиктом Варшавської судової палати.

Abstract:
The activity of M. Boichuk in the period 1910–1912 was analyzed, when the artist executed monumental paintings and easel icon painting works for the monastery Studitiv in Lviv on the street Petra Skargy, 2a (now Ozarkevicha St.). At this time, the artist, together with M. Kasperovych, S. Nalepinska, S. Beaudoin de Courtenay, G. Schramm and others. representatives of his Parisian group, worked on the frescoes of the chapel in the premises of this monastery. The preserved works from the Studio collection include: "St. Nicholas" (1910), "St. Josaphat" (1910), "Jesus Christ" (1910s), "Covering of the Virgin" (1910) ("The Prophet Elijah" (1911), "The Last Supper" (1911) mosaic "St. John" (1910). The main religious painting became the type of artistic activity of M. Boichuk in 1910-1914. The artist revived the forgotten techniques of tempera and frescoes, became a recognized restorer in the territory of Ukraine. Attention is focused on works of icon painting that have survived to this day and belong to the exposition of the National Museum in Lviv named after Andrei Sheptytskyi. The object of the study is the icons and polychromy of Mykhailo Boychuk, made for the chapel of the monastery of of Studits (former Diakivs'ka Bursa). The subject of the study is the iconography of his works, in particular, the characteristics of the iconographic type of St. Yosaphat Kuntsevich.

De 1910 à 1970, les grammaires scolaires reproduisent l'ancienne division entre grammaire normative et grammaire exégétique alors que la syntaxe théorique progresse. Ni le développement de l'analyse logique, ni le passage du couple proposition phrase au couple phrase simple phrase complexe ne permettent à la grammaire scolaire de progresser dans la voie de la transposition didactique des travaux de syntaxe théorique. La seule avancée est constituée par l'importation de la notion de récursivité mise en œuvre pour la question du groupe du nom. Il faudra attendre les années 1970, avec ce qui s'est appelé la grammaire d’Operations (principalement l'addition, la soustraction, le déplacement, le remplacement d'un constituant), pour observer un progrès important. La mutation la plus importante voit la grammaire affective ou grammaire psychologique, par le biais du style devenu stylistique, se superposer aux vestiges de la grammaire logique. Ce développement de la partie exégétique (et figurative) de la grammaire permet la renaissance du couple grammaire rhétorique qui est devenu un couple grammaire stylistique. Ainsi se renforce le caractère mentaliste de la grammaire scolaire avec son métalangage mettant sur le même plan d'une des critères formels et fonctionnels et d'autre part des critères notionnels à la fois d'ordre logique et d'ordre psychologique. En conclusion, la grammaire scolaire reste attachée a la mécanique de l'analyse et fonctionne comme une matière qu'on apprend. Pour compenser cette faiblesse, elle va développer une composante psychologique et affective servant, en réception, a la paraphrase des textes littéraires. Elle reste attachée au rapport pensée-langue en attendant de se développer, ultérieurement, du côté des moyens d'expression là ou l'analyse logique a précisément échoué. Le terme de grammaire traditionnelle méritait d'être éclairé par ses deux composantes essentielles : la grammaire logique et la grammaire psychologique
From 1910 to 1970, school grammar books repeat the old division between prescriptive grammar and figurative grammar whereas theoretical syntax is gaining grown. Neither the development of sentence analysis nor the transition from the clause sentence pair to simple sentence complex sentence pair enable school grammar to progress in the way of didactic transposition of the works on theoretical syntax. The only advancement is the importation of the notion of recursivity operated through the question about the noun group. We shall have to wait till the seventies with what is called la grammaire d'operations in French (mainly the addition, the subtraction, the shifting and replacing of the constituent) to notice an important progress. The most important transformation sees what Galichet calls affective grammar or psychological grammar through style changing into stylistic superimposing itself on the remains of logical grammar. This development of the figurative part of grammar allows the rebirth of the grammar rhetoric pair which has become the grammar stylistic pair. Thus the mental character of school grammar is being reinforced with its metalanguage putting on the same level different criteria: on one hand formal and functional criteria and, on the other hand, notional criteria which are at the same time logical and psychological. As a conclusion, school grammar is still tied up to the mechanic of analysis and works as a subject we learn. To make up for this weakness, it is going to develop psychological and affective elements used to paraphrase literary texts in reading. It is still tied up to the link between thought and language before progressing later in the direction of productive language precisely where sentence analysis failed. The word traditional grammar deserved to be explained by these two essential components: logical grammar and psychological grammar

Abstract:
Au sortir de son désastre militaire de 1870, la France se trouve totalement affaiblie et ruinée. Pour restaurer sa puissance, elle prône l'expansion outre-mer. Le Gabon, entre autres, connut la première expérience de cette politique grâce à la mise en place d'un établissemnt de travaux forcés. Installé en 1887 à Libreville, chef-lieu de la colonie, le nouveau pénitencier fonctionna comme bagne et reçut pendant plus d'une dizaine d'années des condamnés asiatiques d'origine annamite. Mais très vite, cette entreprise se solde par un échec à cause des conditions climatiques et surtout de l'âpreté des premiers travaux de colonisation. Cet établissement qui ferme en 1900, ouvre une autre ère, celle des prisons dites coloniales destinées à accueillir les délinquants "nationaux" : il s'agit d'une rupture majeure au Gabon où les pratiques de punition et de contrôle social reposaient essentiellement sur la réparation. Ces espaces carcéraux qui firent face à la crise de 1914-1918 connurent une accélaration après 1920 grâce à la consolidation du régime colonial qui fit d'eux les principaux pourvoyeurs de main d'oeuvre bon marché. Si après 1945 de timides changements sont notés, c'est surtout après 1957 qu'apparaissent de profondes mutations dans l'organisation et le fonctionnement des prisons et cela jusqu'en 1959. Cet arsenal carcéral est vite récupéré par l'administration de la jeune République en 1960 pour réprimer et maintenir l'ordre social.

The purpose of this study is to depict the hostile relations between the two unions, the Central Organisation of the Workers of Sweden (SAC), and the Swedish Trade Union Confederation (LO), between the years 1910 and 1930, the proposal of and following debate about unification being especially focused on. The questions are the following:

1. What ideological differences where there between SAC and LO? 2. What ideas were common in the debate? 3. What arguments had the organisations pro and against unification? 4. What changes would the proposal, if accomplished, had lead to? 5. Why did SAC turn the proposal down?

My theory is that the different ideological and organisational differences stopped unification from happening, this being the reason both for the proposal of unification and for it being turned down. My conclusions are that this was in fact the reason: when LO proposed unification it was with the purpose of keeping the organisation reformist. SAC turned the proposal down because the organisation is revolutionary. These fundamental ideological differences in turn affected its goal and means in such a matter that any unification that would keep elements of both ideologies became impossible.

The primary sources for the study are the original proposal from LO, and a brochure from SAC, explaining their answer. In addition, I studied both of the organisations’ regulations and two propaganda brochures from LO about syndicalism.

In this research, we analyze Manaus city history within the time 1910-1940, through its physical structure, considering the buildings, the streets, the districts, the bridges, the roads and others, as moments and parts of all the city is, because it only becomes comprehensible by means of study about its several manifestations and behaviors. For developing our investigation about the city, the theorical and methodological part more adapted for our purposes was the new cultural history, because it is the history interpretation perspective that enables the addition of other theorical standards, integrating the general and the particular. Through this analysis, we intend give voice to official documentation issued by municipal governors and councilmen, such as governmental message sent to State Legislative Assembly, the Expositions sent to Federal Government, the Council reports sent to Municipal Chamber and the municipal messages sent to State Government. We appreciate the cross of these informations with the provided communications by other origins: periodicals and yearbooks, albums and almanacs made within the investigated time and the bibliography concerned to the subject. We conclude this research, noting Manaus from 1910 to1940 was a city in boiling: small and large constractions, population growth, the physical space of the city in expansion. And more, the public power, pressioned by different social interests, no longer could hear only the elite, it was obliged, by virtue of economic circumstances and socio cultural, to give answers to the demands of the residents of the suburbs and agricultural areas of the city.
Neste trabalho, analisamos a história da cidade de Manaus no período de 1910 -1940, por meio de sua forma física, considerando os edifícios, as ruas, os bairros, as pontes, as estradas entre outros, como momentos e partes de um todo que é a cidade, porque ela só se torna compreensível mediante o estudo de suas diversas manifestações e comportamentos. Para desenvolver nossa investigação sobre a cidade, a linha teórica e metodológica que mais se ajustou aos nossos objetivos foi a da Nova História Cultural, por ser a perspectiva de interpretação da história que possibilita a soma de outros dos modelos teóricos, integrando o geral com o particular. Por meio dessa análise, pretendemos dar voz à documentação oficial emitida pelos governadores e superintendentes municipais; tais como as mensagens governamentais enviadas à Assembléia Legislativa do Estado, as Exposições enviadas ao Governo Federal, aos relatórios da Intendência enviados à Câmara Municipal, as mensagens municipais enviadas ao governo do Estado. Sem deixar de valorizar o cruzamento dessas informações com os dados fornecidos por outras fontes: periódicos e anuários, álbuns e almanaques produzidos no período em investigação e a bibliografia referente ao tema. Concluímos esse trabalho, constatando que a Manaus de 1910 a 1940 era uma cidade em ebulição: pequenas e grandes obras, crescimento populacional, o espaço físico da cidade em expansão. E mais ainda, o poder público, acuado por diferentes interesses sociais, não mais poderia dar ouvido somente à elite, ele era obrigado, por força das circunstâncias econômicas e sócio-culturais, a dar respostas às demandas dos moradores dos subúrbios e das zonas agrícolas do Município.

Le but de ce travail est de restituer l'image de l'intelligentsia anglaise à la recherche de son identité au moment où la fièvre russe avec la vogue de Diaghilev, le culte de Dostoïevski et celui de Tchekhov sévit à son maximum d'intensité. C'est, en effet, dans ce contexte que l’élite intellectuelle anglaise se choisit pour dénomination l'emprunt intelligentsia. La fièvre russe, phénomène d'intoxication psychologique, aura eu pour support idéologique le mythe de l'âme russe, cliché de la pensée occidentale. Au lendemain de la convention anglo-russe de 1907, le mythe devient l'outil d'une propagande destinée a rallier une opinion publique hostile au rapprochement. Ainsi s'explique le rôle du mythe dans une campagne de séduction menée par voie de presse. Avec le resserrement de l'entente en alliance (1914-17), l'église et l'état font œuvre commune, usant du slogan de l'âme exaltée par les gens de lettres. De l'âme esthétisée des ballets russes à l'âme sacralisée chez Dostoïevski, puis banalisée chez Tchekhov, le mythe répond aux nécessités d'un temps de crise. Phénomène socio-culturel d'une Angleterre en transition, agent d'une nouvelle conscience de soi, la fièvre russe aura catalysé la mutation de l'intelligentsia et donne naissance à une nouvelle esthétique
The aim of this work is to capture the image of the English intelligentsia in its quest for an identity at the time when the Russian craze reached the height of its intensity with the vogue for Diaghilev, and the cults of Dostoevsky and Chekhov. It was in this particular context that the English intellectual elite chose to adopt for itself the Russian term intelligentsia. The Russian craze, a phenomenon of collective hysteria, was fuelled by the myth of the Russian soul, a cliched phrase of western thought. Following the anglo-russian agreement of 1907, this myth became a propaganda instrument intended to rally public opinion hostile to rapprochement. This explains the part played by the myth in the campaign of enticement led by the press. With the strengthening of the entente into an alliance (1914-17), church and state joined forces, using the slogan of the soul propagated by men of letters. From the aesthetic soul of the Russian ballet, the soul made sacred by Dostoevsky, then trivialized by Chekhov, the myth responded to the needs of an age in crisis. The Russian craze, symptomatic of an England in transition, proved the catalyst for change in the English intelligentsia as the agent of a new self-awareness and the promoter of new aesthetics

A ideia de analisar estas obras, no contexto do salão de 1917, surgiu ao formatarmos uma tabela, construída com dados das participações da artista entre os anos de 1913 a 1918, objetivando visualizar a trajetória da pintora. Houve uma crescente de premiação nos três primeiros anos (1913-1915), seguido da lacuna de premiações entre os anos 1916 e 1917. The president Constantin Leancă of Zemstvei, Bălți county, is originally from Movileni village, Cuhnești commune, Bălți county (today Glodeni district) was born on 10 April 1893. In the 1915 is mobilized in the army, Russian imperian and participated in the First World War. In 1917 he is elected president of the Balți, Zemstva. On 3 March, 1918 Zemstva deputies voted for union with România. Over the years 1919-1940 he was elected deputy in the Romanian parliament 7 times. On 28 June, 1940, soviet armies occupy Bessarabia, and Constantin Leancă in arrested and sentenced to 8 years in prison. The Romanian patriot from Bălți County died in 1942, in a Soviet concentration camp, from the Gorki region, Russia. By decision of the R.S.S.M. since January 9, 1990 it has been rehabilitated. A plaque commemorating C. Leanca was erected at his birthplace.

Abstract: In the year between April 1910 and March 1911 Le Corbusier – then Charles-Edouard Jeanneret – composed maybe the most comprehensive piece of writing of his career: a manuscript entitled “La construction des villes” which took on to systematically investigate the architectural elements that the city is made from. Taking Camillo Sitte’s Der Städte-Bau nach seinen künstlerischen Grundsätzen of 1889 as his intellectual starting point, Jeanneret developed a complex and convincing thesis within several months, however never published it himself. One of the topics that appear throughout Jeanneret’s manuscript is the quality of space as enclosure. This paper takes this observation as a starting point to ask how the manuscript that was put aside after March 1911 (and only shortly picked up again by Jeanneret in 1915) may have influenced Le Corbusier’s architectural thinking. In order to achieve this, the chapter “The Illusion of the Plan” from Vers une architecture is investigated as a link between La construction des villes and Le Corbusier’s houses. Finally, the Maison La Roche-Jeanneret and the Villa Savoye are read as buildings that very strongly incorporate aspects of thinking urban space in a way that way that closely relates to his studies back in 1910. Этот стиль, развиваясь и трансформируясь, сочетал в себе образную систему неоклассической архитектуры с влиянием ранних проявлений модернизма и стал своего рода переходным этапом, повлиявшим на дальнейшее развитие архитектуры функционализма в странах Скандинавии, а также на скандинавский дизайн. In the history of architecture of Vyborg, there is a relatively little studied in the Russian scientific literature period of Nordic classicism of the 1910s-1930s. This style, developing and transforming, combined the fi gurative system of neoclassical architecture with the infl uence of early manifestations of modernism and became a kind of transitional stage that infl uenced the further development of functionalist architecture in the Scandinavian countries, as well as Scandinavian design.

Usando series históricas de ingresos y gastos ejecutados por los distintos niveles de gobierno para el periodo 1923-2020, este documento describe la evolución de los desequilibrios fiscales verticales y horizontales entre el gobierno nacional, los departamentos y los municipios en Colombia. El análisis permite identificar cuatro grandes momentos de las finanzas públicas territoriales en Colombia. Las décadas de 1910 y 1920 constituyen un primer momento marcado por el fortalecimiento de la autonomía fiscal de los gobiernos subnacionales. Posteriormente, con la República Liberal en los treinta, inició un segundo periodo caracterizado por reformas centralizadoras que buscaron robustecer los ingresos del gobierno nacional central, y en menor medida los de municipios y departamentos. En el lapso de 1960-1990, los cambios se enfocaron en corregir los desbalances fiscales existentes a través del aumento de las transferencias a las regiones, la creación de institutos descentralizados y fondos territoriales, y la introducción de un nuevo estatuto tributario territorial en 1983. Finalmente, un último momento inicia con la Constitución Política de 1991, la cual dio un impulso final a la descentralización y abrió el camino hacia las reformas que construyeron el actual marco normativo de las finanzas públicas territoriales en Colombia.
