Full text"compagnies de reserve departementales" were organized by emperor napoleon in 1805 and disbanded by king louis the eighteenth in 1814. They were composed of recruits, commanded by retired officers and paid on funds of cities and "departements". Such units were created later in every new "departement" of the french empire. Formerly, their mission was the security of "prefectures" and of some public buildings. In fact, "prefets", who were directly in command of them, gave them missions concerning law and order : search of uncompliant recruits, convoy of prisoners of war. . . Furthermore, the emperor drew in their ranks large reinforcements for his armies, especially from 1808 (for spain) to 1813 (for saxony). The destiny of those drafts, during somewhat unknown operations, and their actions against invasion in 1814 are also presented

Full textShortly after the announcement of the First Empire, Lyons was given a unique mayor. This emphasized the importance given to the rehabilitation of a local and administrative centre. Since September 1805, some important men gathered to rule over Lyons. These men, who were replacing the former leaders who played an important part in the 1789 Revolution, were assigned new duties. They had to rule over the city under the strict surveillance of the national authorities and their representative, called the préfet. Thanks to the deep analysis of this new ruling system on a daily basis, we can better understand the Napoleonic plan which aimed at reorganizing the whole country on different political and administrative scales. This study begins with the examination of an expanding administration and the complex relationships with the imperial government. The town councilors belonged to the élite whom Napoleon wanted to endow France with. The study focuses on the main characteristics of these councilors who mixed with other leaders who tended to influence them on a local regional or national scale. This study ends with the presentation and the comparison of the different actions led by the local administration during the Empire. This whole study aims at dealing with the example of Lyons in the forming Napoleonic system

Full textAt first sight, miserables and wanderings arise to the historian as common examples of any society. Indeed, besides the characteristics of the political system, they require the same approach and measures, whereas the normative/statutory standards appeared identical at all times. The threshold question is then whether specific administrative situations, under ambiguity or else doubtfulness on the legal status of the people, are independent of their qualifications and thereby social order or current system. This research proposes to retain these categories in two different forms of justice for indigenous, having a liaison function in the construction of a political criminal proceeding later the onset of districts in Venetia during the Napoleonic period. The reaction to the worst forms of poorness scored foremost a significant prudent manner rather than substantive support for the others. It’s the signal to be fixed being in a specific common attitude relative to the private management policy of indigence care. The frame analysis in local context also allows us to reconstruct the legal and extralegal social means in the hands-on situation. I want to show how these categories are most widely produced in the plan of higher level rhetorical justification, which can be made available in the historical application of this normative/statutory standards. The goal is to know how the categories affect the process of identity building, not just by awarding to each person a social role and various rights, duties and power, and also by highlighting this social condition in everyday life. It is also necessary to set a normative and social profile, based on administrative materials produced by a management policy in the early 19th century. The expected outcome is to understand how various sorts are systematically denied to people in statute law, and how these standards work in administrative activities

Full textThe Italian Army and the Conquest of Catalonia (1808-1811) A Study of Military Effectiveness in Napoleonic Europe Academic Fields and Disciplines SPS/03 – M-STO/02 The research has the purpose of reconstruct and evaluate the military effectiveness of the Italian Army existed under the reign of Napoleon I. Firstly through a statistic and strategic analysis of the development, and the following deployment, of the military institution of the Kingdom of Italy in the years of its existence (1805-14). Afterwards, a particularly significant case study was chosen, as the campaign of Catalonia (1808-11, in the context of the Peninsular War), in order to assess the operational and tactical contribution of the regiments sent by the Government of Milan and their integration in the overall military apparatus of the First Empire. The thesis wanted to respond to the lack of studies on the Italian army’s behavior in war and, at the same time, to introduce the methodology of the Military Effectiveness Studies (of British and American origin and, by now, enriched by a thirty-year old tradition) in the Italian historiography. The research is primarily based, besides the numerous memoirs of the Italian and French veterans, on the archive documentation of the Secrétairerie d’état impériale (Archives Nationales of Pierrefitte-sur-Seine, Paris), of the French Ministère de la Guerre (Service historique de la Défence, of Vincennes, Paris) and of the Italian Ministero della Guerra (Archivio di Stato di Milano). About the results, it has been verified how the Italian army has become a flexible and suitable instrument for Bonaparte, albeit in a context of substantial overall numerical marginality in comparison to the heterogeneous forces available to the Empire and its others satellites and allied states. Regarding the campaign of Catalonia, instead, it was possible to ascertain the fundamental contribution of the Italian regiments, in an operational and tactical perspective, for the success of the invasion. This was primarily due to the excellent general characteristics shown by the expeditionary force, but also to disciplinary and organizational peculiarities that have made the Italian corps suitable for particularly aggressive operations.

Full textIn 1854 the United States Congress passed the Kansas-Nebraska bill which left the question of slavery in the territory up to a vote of popular sovereignty. Upon the passage of the bill, New England’s most elite class of citizens, led by Eli Thayer, mobilized their networks of philanthropy in New England to ensure the Kansas-Nebraska territory did not embrace slavery. The effort by the New England elite to make the territories free was intertwined in a larger web of philanthropic motivations aimed to steer the future of America on a path that would replicate New England society throughout the country. The process and goal of their philanthropy in the Kansas-Nebraska Territory was not dissimilar from their philanthropy in New England. Moral classification of those in material poverty mixed with a dose of paternalism and free labor capitalism was the antidote to the disease of moral degradation and poverty. When Missourians resisted the encroachment of New Englanders on the frontier, the New England elites shifted their philanthropy from moral reform to the funding and facilitation of violence under the guise of philanthropy and disaster relief. For six years, until the outbreak of the American Civil War, New England philanthropists facilitated and helped fund the conflict known as Bleeding Kansas.
