Abstract:
In the past three years, the number of breach penalties applied by Centrelink to welfare recipients have more than trebled, with some 349,000 incidences reported for the 2000-2001 year. This Masters Degree research study examines the lived experience of some individuals who have been breached by Centrelink, to ascertain whether their lived experiences accord with the stated policy expectations and intent of the Howard Government. Government policy statements are identified from the literature, as are a range of alternative viewpoints and critiques offered by commentators. A qualitative research survey instrument was developed. Survey data was collected from people passing on the footpath outside three Brisbane Centrelink offices. Fifty-six individuals who stated they had been breached at least once responded. The results of primary and secondary analysis of the collected data is presented in the findings, followed by discussion as to how the lived experiences of the unemployed respondents matched Government expectation and intent

Abstract:
There has been increasing interest in open innovation in academic research as well as industry application since the concept was introduced in 2003. The concept got much attention because of its economic benefits and novel means for facilitating innovation. This thesis aims to adapt the concept of open innovation to the university environment, in order to foster innovation in the development process for intellectual property (IP) derived from academic research activities. It contributes to the literature on open innovation adapted to the university context, i.e. open collaboration on the development of intellectual property towards a commercial ready stage. In order to investigate the potential of open innovation in the university environment, a focus group was conducted. In addition, the business process of Quirky Inc. was analysed as an example to better understand how open innovation works in the business context. The results of the study’s data analyses inform new opportunities for interventions in universities towards fostering different approaches to IP development as research outcomes. Further, it reveals interventions that can promote open innovation approaches in the university’s context more generally.

Abstract:
This study deals with finding a way to enable citizen-led urban innovation through technology while concentrating on various aspects of controversial city developments. Therefore the literature concerning this topic is first investigated and current online systems designed for citizens to engage in city development decisions explored. In addition, literature, approaches and systems related to conflict resolution are also presented and discussed. By means of applying multiple design cycles, including several user studies, an online platform for citizens to elaborate controversial ideas for the city together was developed. These design cycles were focused on first finding a suitable process to elaborate on ideas and find consent. The process implementing this is tested during two workshops that portray the procedure that would be realised on the platform. Findings after each workshop are used to revise the process. In order to design a user interface that could implement such a process first an expert focus group was asked to brainstorm solutions for multiple design questions. Considering this input two platform mock-ups were created and shown to participants to receive feedback. A final prototype of the online platform was then implemented and tested in a final user study. During this study participants elaborated an idea together to test the whole resulting product, while being able to use the online platform in an in the wild setting. In spite of discovering how dependent the usage of the platform is on its users, the feedback received for the general idea of using an online platform to elaborate on ideas and find consent was overall positive.

Abstract:
Understanding and treating individuals who have a combination of borderline personality disorders, self-injurious behaviours and sometimes suicidality, presents one of the most confusing and problematic challenges to mental health professionals. While the use of mental health legislation for this group is considered unusual, guardianship legislation in Australia is sometimes additionally utilised. To date, there has been no examination of the effectiveness of guardianship for people with borderline personality disorder in the Victorian context. This study aims to examine the role of guardianship for this population by assessing the contributing factors that led to the appointment of a guardian including the mental health responses prior to a guardianship application being made, subsequent service responses provided and finally to enhance current knowledge by determining whether guardianship is an effective intervention. This research has two phases. Phase one assessed guardianship as an intervention by the examination of case materials held by the Office of the Public Advocate. In phase two some participants from phase one were interviewed to elicit their experience of such an intervention. Findings indicated that the combination of high level self-injurious behaviours and refusal of treatment led to the appointment of a guardian. Service and system responses were quite diverse for this cohort, particularly regarding the ongoing provision of case management. Empathic responses were often not forthcoming from health professionals. Combined results indicated that advocacy rather than guardianship was more beneficial. Recommendations to improve the legal and healthcare framework are suggested.

Abstract:
A multiple sector collaboration (MSC) approach to public health and social policy development and implementation is becoming the norm in postmodern cities and communities. The development of a theoretical framework in relation to MSC practice is still in its infancy. As an approach to policy development and implementation, MSC has been subjected to criticism for (a) its often value driven, complex, and time-consuming methods, and (b) the lack of measurable or tangible outcomes. The gaps found in the literature reveal a significant need for further evidence-based research that focuses on gaining greater insight into the operations of MSC and how the approach might contribute to improved social, health, and community outcomes. The aim of the present research is to close the identified gaps. Utilising a single-case approach, an existing and well-reputed MSC was selected for in-depth study over a 3-year period. Findings from this case study show that values, common purpose, group processes and dynamics, relationships, interactions, and synergy are vital components in the development and operation of a fully-functioning MSC.

Abstract:
This thesis argues that certain strategic interventions in the delivery of services to Indigenous Australians employ rationalities congruent with colonial-settler governance. The Koori Services Improvement Strategy in the Australian State of Victoria is a case in point. Detailed examination of this strategy - understood as a set of specific technologies of power - raises questions about practical issues in Aboriginal governance, tensions within liberalism, the actual implications of neo-liberal techniques employed in human services, and the bearing these have on Aboriginal wellbeing. Following Michel Foucault's 'governmentality' approach, tools of discourse analysis and genealogy are used to address these questions and to investigate the limits and possibilities of such an approach to understanding Aboriginal governance.

Abstract:
America's war in Afghanistan and on Iraq classified as part of the war on terror have come in the aftermath of the atrocities of September 11, 2001 when America was attacked by Islamist terrorists. America's response to these attacks, especially the war on Iraq, has been criticized heavily throughout the world. The U.S. has been criticized on the basis of morality, in terms of increasing the danger of further attacks on American soil and by its lack of understanding of the Islamic world. Criticism of U.S. foreign policy will continue long into the fixture, especially if the U.S. maintains its status as the only superpower in the world, which is unlikely in the long term, however we need to understand why America is criticized. The purpose of this thesis is to better understand American foreign policy and why the U.S. embarks on the policies that it does. This understanding will come by way of analysing America's stance towards both Afghanistan and Iraq in the last quarter of a century to see how it has changed in correlation with American needs at the time. Since the events of 9/11 America has become more aggressive in its foreign policy stance toward both Afghanistan and Iraq. It has ousted both the Taliban and the Saddam Hussein regime, with the help of allies, from these respective nations. This thesis will argue that this is natural given the tenets of political realism. Political realism is a theory based upon self-interest, power and opportunity. America's policy towards Afghanistan and Iraq will be intimately tied with these notions, as these notions have been called upon throughout history. The thesis should be viewed as a microcosm of the realities of international relations. The essay will discuss different aspects of International Relations political theory and draw the conclusion that political realism provides the more relevant and stronger theories. I use the word theories because there exists differing approaches within the nexus of realism, although core assumptions are maintained. The thesis will explore America's role in Afghanistan and Iraq in the 1980s as well as in its post 9/11 context. Placed in its proper context American foreign policy should be seen as something that is natural, rather than something unique to America.

Although it is recognized that tourism-dependent destination communities will be heavily affected by climate change, very little research has been undertaken in developing countries. Moreover, our understanding of how CSR of tourism businesses plays a role in building community adaptive capacity to climate change remains limited. To address these fundamental gaps, this thesis --- i. Combines theoretical advances from climate change, CSR and adaptive capacity research to develop a conceptual framework; and --- ii. Uses this framework to guide a case study to allow a better understanding of how CSR practices can enhance tourism community adaptive capacity to climate change.

Abstract:
This study examines the impact of social capital on the export success of domestic SMEs in Vietnam, looking at both export propensity (whether they export at all) and export performance (how much they export). Two stylized facts inspire the research. The first is the relatively modest performance of Vietnamese SMEs in export activities to date, despite their potential and increasing importance in the economy. The second is the widespread perception within Vietnam about the power of social relationships of firms in the Vietnamese business environment. This study uses a mixed methods approach, combining a qualitative thematic analysis of semi-structured interviews of SME owners/managers with quantitative testing of hypotheses on a secondary panel dataset from 2007 to 2015. Logistic regression models were employed to test hypotheses related to export propensity and multiple linear regressions were used to test those related to export performance. The results indicate that social capital is positively related to export propensity of domestic SMEs, but that its impacts on their export performance are not consistent. Each type of network impacts differently on export performance indicators of the studied SMEs (positive, negative and sometimes non-significant). Similarly, the qualitative study provides evidence that social capital supports SMEs in the initial stage of their export venture, but not their continuous export sustainability. One of the significant findings to emerge from the qualitative study is that the impact channels of social capital on SMEs’ export success may have changed from relying on rent-seeking opportunities provided by close connections with authorities towards being a tool for improving credibility and building capability for SMEs. This study highlights the importance of establishing an appropriate networking strategy for SMEs who wish to pursue export ventures. It suggests that, if SMEs aim at long-term export success, they may need to diversify their networks, including business networks and social networks, both domestically and internationally, rather than focus on connections with politicians and authorities. This is because the expected benefits from rent appropriation in export activities will eventually diminish as a more transparent system is put in place. Hence, SMEs should utilize their networks to improve their knowledge, credibility and capability, which help in enhancing their long-term competitiveness. The present study also implies that the government and relevant trade associations, in supporting SMEs to participate successfully in the international market, may need to focus on long-term network building and capacity-building activities.

Abstract:
This thesis traces the economic and socio-political changes in Australia over the final three decades of the twentieth century from the perspective of 25 women engaged in social work and welfare education. A period of significant change in its social, economic and political history, Australia moved from Keynesian inspired trends to social democracy under Whitlam, through the corporatist experiment of the Hawke/Keating regime to an embrace of free market economics under the current Howard coalition government. Utilising a narrative approach and framing the research within feminist historical materialist standpoint, after Smith (1991) and Naples (2003), I explore the ways in which this group of women experienced changes to the policy context, theories as they informed their education and practice and, of particular interest, changes to feminist theory and the impact of the women's movement on social policy, service delivery and in each woman's personal lives. Participants reported general feelings of frustration at the erosion of hard won gains, especially for women and living the adage 'the personal is political ', and increased pressures in their work and private lives over time. There was a sense of distancing of social work from social policy alongside increasing alienation from a women's movement that they saw as largely out of touch with an increasingly diverse and globalised world. In this context however, the women generally remained positive for the future, providing clear strategies as to the contribution a reinvigorated feminism and women's movement could make to social work and social policy of the future.

Abstract:
The crime of incest is rendered invisible in the 1990's under the all-embracing label of "child abuse", where the public eye is alerted to grave cases of physical abuse, by a media hungry for sensationalism. Likewise, incest is effaced amid the current outrage over the deviant outsider - typically perceived as the paedophile. It is the very nature of the sphere in which incest is committed, which makes the crime 'hermetic'. The view that the patriarchal family is somehow sacrosanct, and the debate over the public/private dichotomy relating to child protection, adjoin to further obscure this iniquity. In addition to this, the perpetrators of incest frequently deny, minimise or rationalise their crime, hence making the legal sphere the only legitimate area of redress for victims. However, the law attempts to deal with these private moral perplexities in the objective and constrained manner representative of the court system. This may not be reconcilable with just outcomes. Social policy's footing in this arena appears to be equivocal, due to the inherent confines of the legal system. But the legal system, and in particular the court arena, can be made more equitable, by being flexible and amenable to innovation, through the embodiment of other areas of expertise. Instead of being self-referential, the legal system should be more accommodating of other esteemed knowledges, in the name of justice.

At a time of rapid change in the political involvement of young people, the creation of structures to facilitate the participation of young people in decision-making processes has been on the rise globally (Badham & Wade 2010; Farrow 2015). Youth councils are often created with the aim of representing the interests of young people in the community through advocacy, lobbying and provision of advice to decision-making bodies. At the same time the landscape of youth councils, particularly at a local government level, is varied and often lacking the evidence of best practice, an enabling environment and coordination. This mixed-methods comparative case study research analysed the current environment and context in which youth councils are operating, and the experiences of former and current members of youth councils and the professionals that support their work, in the Australian state of Victoria and in Estonia. Semi-structured interviews and an online survey across the two countries and in two languages were employed from 2016 until 2017 to map the experiences and identify youth councils’ successes, gaps and potential for improvement. Qualtrics software was used to collect, analyse and code the survey data; data from semi- structured interviews was coded manually. The coding process identified key nodes and sub- nodes. The results revealed that local level youth councils in Victoria and Estonia share many similarities, particularly in their aims, commonly undertaken activities and aspirations; however, there are also noticeable differences which can largely be attributed to the relevant legislative framework, policies, coordination mechanisms and resourcing for youth councils that exist in Estonia but not in Victoria. Through the results of this study, a framework for an enabling environment for youth councils was identified and conceptualised, using the Enabling Environment Index developed by CIVICUS (2013), the World Alliance for Citizen Participation, as a guide. The findings of this research also sought to provide an understanding of how the work of local level youth councils can be better supported and organised by policy, organisational and legislative measures to increase the effectiveness and benefits of these structures for young people and the community.

Waste is now electronic, and the landscape of electronic waste management is changing radically. Besides a rapidly growing world population, globalisation is driving the demand for electronic products. Electronic products have a diverse and complex composition. Elements like iron and aluminium and materials like plastics and glasses constitute the bulk of the e-waste, and they contain almost 80% of Waste Electronic and Electric Equipment -WEEE- by weight. The rest contains valuable components and toxic materials. Toxic materials like lead, arsenic, cadmium, selenium, hexavalent chromium, and flame retardants badly affect people and the environment. The World Health Organisation (WHO) estimated that 215 tons of computer waste contain 2 tons of arsenic, 3 tons of mercury, and 10 tons of lead on average. The electronic revolution, as it turns out, is plagued with waste, and disposing of e-waste is a looming threat in Saudi Arabia, with informal recycling activities growing very fast. Although the reusing and recycling of e-waste have environmentally positive impacts in general, citizens are often uncertain of which obsolete management option is preferred. This research explores how the Saudi people can accept a new concept of treating old electronic equipment. The objective was to examine the attitudes and perspectives of the citizens of Saudi Arabia on e-waste management to develop effective e-waste management practices.

A growing body of literature has described the factors that compromise mental health for transgender people, yet less information is known about the factors that promote resilience and protect mental health for transgender adults in Australia. This qualitative study aimed to increase knowledge and understanding about the broader context, interpersonal, and intrapersonal factors that compromise and promote the mental health of Australian transgender adults. Data were gathered using semistructured, one-on-one interviews with ten adult participants, including five transgender people and five mental health practitioners who specialize in gender diversity, and analysed using contemporary constructivist grounded theory methodology. Results indicated that the mental health of transgender adults in Australia is shaped by multi-layered interactions between broader context, interpersonal, and intrapersonal factors that perpetuate stigma and exclusion and compromise mental health, as well as those that cultivate identity affirmation and inclusion and promote mental health, wellbeing and quality of life. Findings from this research can be used to enhance current understandings of the mental health experiences and needs of transgender people; to improve clinical practice, health promotion, education, policy development, and advocacy; and promote the mental health of transgender adults in Australia.

However, the history of implementation of various poverty reduction programs shows that there has been a long succession of such programs implemented by the Indonesian government in attempts to overcome poverty problems and to achieve social justice. This history means that the Indonesian government has had many experiences attempting a pragmatic philosophy to achieve social equity, eternal peace and common welfare. This study investigates the implementation of collaboration among stakeholders as poverty reduction strategies during the decentralisation era in the Takalar and Barru districts, South Sulawesi Province, Indonesia. A case study approach was taken, utilising the Evolutionary Governance Theory (EGT) of Van Assche, Beunen and Duineveld (2014). This research assessed the argument that inadequate collaboration and collective decision making between stakeholders involved in the development process is a major reason why poverty reduction policy and implementation has failed at the provincial and local district levels. Data collection methods including semi-structured interviews, review of documents and field observation. The 70 (seventy) informants were selected based on their knowledge, involvement and responsibility in the various collaborative poverty reduction programs in both districts. This sample included government officials, members of donor organisations, NGOs activists, local leaders and the local communities. The elements of EGT (Assche, Beunen, & Duineveld, 2014) as a social system framework were adjusted and extended based on the findings of the study within the context of the local public policies. This adaptation is based on the consideration that “the roles of local leaders lead on collaboration between stakeholders on poverty reduction programs”. findings from the two Indonesian districts can be generalised to a broader population with some boundaries. However, this in-depth study of the cases contributes valuable theoretical and practical knowledge to the community. The study findings show that the local leader as a key position on the collaboration among stakeholders evolved from existing system of Social Governance throughout a process of evolutionary governance. These collaborative anti-poverty programs are demonstrated by two case studies, which involved elements of civil society such as local leaders, local community leaders, local communities, donors, and NGOs activists, whose involvement is a major factor in the sustainability of the programs. Future research requires exploration of the roles of these actors to provide a broader perspective on their roles in evolutionary governance implementation and sustainable use.

Abstract:
This thesis seeks to understand the basis of the enduring under-performing agriculture-led development strategy, and the paucity of innovation and reflexivity in matters of socio-economic change in Malawi. Situated in the qualitative research tradition, the study seeks to examine social meaning, its construction and consumption in Malawi's community/national development strategy. The study proceeds in this quest to examine representations of development in discourse in Malawi's two contrasting pollitical cultures, namely, the repressive single party era of Dr Banda and his Malawi Congress Party Government, and the democratic era marked by the onset of political pluralism in 1994, and stretches from Malawi's independence in 1964 to the first term of Malawi's democratic governance in 1998.
