Abstract:
With the development of renewable energy, a key measure for reducing greenhouse gas emissions, interest in the levelized cost of electricity (LCOE) is increasing. Although the input variables used in the LCOE calculation, such as capacity factor, capital expenditure, annual power plant operations and maintenance cost, discount and interest rate, and economic life, vary according to region and project, most existing studies estimate the LCOE by using a deterministic methodology. In this study, the stochastic approach was used to estimate the LCOE for solar photovoltaic (PV) in South Korea. In addition, this study contributed to deriving realistic analysis results by securing the actual data generated in the solar PV project compared to the existing studies. The results indicate that the LCOE for commercial solar power ranged from KRW 115 (10 cents)/kWh to KRW 197.4 (18 cents)/kWh at a confidence level of 95%. The median was estimated at KRW 160.03 (15 cents)/kWh. The LCOE for residential solar power ranged from KRW 109.7 (10 cents)/kWh to KRW 194.1 (18 cents)/kWh at a 95% confidence level and a median value of KRW 160.03 (15 cents)/kWh. A sensitivity analysis shows that capital expenditure has the most significant impact on the LCOE for solar power, followed by the discount rate and corporate tax. This study proposes that policymakers implement energy policies to reduce solar PV hardware and soft costs.

Abstract:
The lack of development in developing countries and the examination of the underlying societal problems that are in close causal relation have been providing fertile ground for research to present an extensive historical background. Economic challenges, the backwardness in growth or modernization, and the disorders of society and democratization are collective research subjects for multiple disciplines. Within this multidisciplinary field, the system of international development and aid is an important branch which has grown into a set of independent research and policy standards. Among the classical sectors, it is considered relatively new, barely seventy years of age; however, it has developed with remarkable speed: it has been viewed as the only true path of closing up as well as the misleading track of the crossroads of irreconcilable interests. This paper, somewhat unconventionally, considers the principle resultants that define the character of the system and the manner of operation, and raises critical questions as well. It aims to explain the historical and human context that shaped development policy and could serve as key background elements for the sometimes seemingly irresolvable contradictions that affect even these days.

The book “Policies and tools for social development” was able to hold my interest because my attention was being directed to sustainable development during the whole time. Without sustainable development being an object of discussion, even being mentioned in the texts. Almost a phenomenon. But actually not so much unexpected for a man who is searching for the projections of sustainable development in practical life, as does the author. It is a well known fact that social activities/processes are one of the pillars of sustainable development. And probably that is the reason for me to find this connection in the book, without it being demonstrated. Assessing even the title of the book itself “Policies and Tools…”, it can be said that it sounds as a resonance in a real environment in which the whole social sphere is subordinated to certain policies, which can make it effective but can also create chaos from which the whole chain, starting from the management and reaching to the last person to whom it is directed, can swing in one or other direction. Even with good tools, an unmeasured policy could not be useful. Keywords: policies, social development, system, priorities, perspective.

Abstract:
The aim of this study is to explain development planning in the development phase. The study method used is a comprehensive type of qualitative study that relates to the paradigm used by Nazir to offer a simple description of the issues being examined and to perform interviews with informants. Using 2 metrics that relate to the principle established by William L. Collor, namely participatory technocratic and democratic growth planning, the findings illustrated a variety of issues. Technocratic planning in the construction phase is associated with planning, unilateral growth, and restrictions. Two aspects regarding neighborhood engagement will be addressed in participatory democratic preparation, namely at the village creation workshop, and while village creation is ongoing.

Abstract:
While there is a fairly robust literature on information and communications technology (ICT) national policy, there are missing elements in the existing research. First, nation states at different stages of development are generally not considered in terms of what kind of ICT national policy is optimal. Second, a stakeholder perspective on the creation and implementation of the policy is typically absent. This theoretical paper attempts to fill these gaps by combining the idea of nations at different stages of development with stakeholder theory. The authors also integrate past thinking and research about information technology transfer, i.e., ICT outcomes, into a Stage-Stakeholder Model of ICT Policy. Directions for future research are proposed.

Abstract:
The paper examines the development of demographic policies throughout the history of the People’s Republic of China, makes predictions for future trends and offers potential solutions based on quantitative analysis. The policies focused on controlling the fertility rate control, with measures first advocated by the government and then made a part of administration regulation, with further changes at legislative level. The author shows that while the Chinese population is growing, but fertility is decreasing and concludes that the population will decrease in the near future unless the situation changes. That explains the adjustments made by the Chinese government which is integrating demographic policies into the country’s long-term strategies.

Abstract:
Purpose – The purpose of this paper is to examine the impact of public policies on engendering entrepreneurship and micro, small, and medium enterprises (MSME) development in Nigeria. Gaps in policies and factors that impede entrepreneurship and MSME development are identified and proposals are offered to address the impediments. Design/methodology/approach – A thorough review of the mainstream literature on entrepreneurship and MSME development is undertaken. This constitutes the reference point for identifying and reviewing specific public policies formulated and programs designed to stimulate entrepreneurial activities and facilitate MSME development. Data were obtained from federal government agencies. This paper contends that for public policies to accomplish their designed objectives of engendering entrepreneurship and MSME development, strategic realignments of various policy dimensions and programs are imperative. Findings – Misalignments occur when existing public policies in other domains are in conflict with policies to promote entrepreneurship and MSME development. Policy misalignments negate the profit motive of entrepreneurship; stifle business innovation and expansion; and contribute to survivalist mode of entrepreneurship in the country. This thwarts the public policy goals of creating jobs and alleviating poverty. Practical implications – Government needs to streamline current regulatory requirements and revamp tax policies to encourage entrepreneurs and MSMEs. Improvements in infrastructure (road networks, highways, power supply, and telecommunications) will significantly reduce overhead costs for entrepreneurs and help MSMEs to grow. Originality/value – The paper demonstrates that without strategic realignments of public policies to ensure consistency and coherency in various dimensions, efforts to promote entrepreneurship and MSME development will not yield positive results. Existing public policies and programs need to be brought into tight realignment with policies and regulations in other domains to galvanize entrepreneurial efforts.
