Abstract:
The transition of the economy of the Republic of Azerbaijan to market principles after gaining independence created the need for radical reforms in the tax system, as in other areas. That is why the national leader Heydar Aliyev set tasks for the tax authorities to improve the tax system, stimulate the development of entrepreneurship, and create a favorable investment climate in the country. The economic reforms founded by Heydar Aliyev and successfully continued today by the President of the Republic of Azerbaijan Ilham Aliyev have led to significant qualitative changes in the Azerbaijani economy. Attracting large investments in the country's economy, macroeconomic stability, creating a legal framework that promotes the business sector, and several other factors have created conditions for developing the tax system. Abstract:
Introduction. The article considers the state and prospects of development of transport and logistics systems in the region, which will help to accelerate cargo delivery, increase the competitiveness of transportation, improve the investment climate of the transport industry in the region, as well as expand the activities of companies providing comprehensive logistics services. The purpose of this article is a study of experience of using mechanisms of state regulation of development of regional structural transformations in agribusiness. Results. The basic principles of functioning of the transport and logistics system of the region, which integrate the transport industry into the transport and logistics systems of the country by ensuring their effective interaction, are highlighted; satisfy the needs of consumers of transport and logistics services by harmonizing their interests with the interests of all participants in the logistics process. The functions of the transport and logistics system that influence the efficiency of its activity at the regional level are revealed. Conclusions. The functioning of an advanced transport and logistics system, provided with adequate transport infrastructure in all regions of the country, will contribute to the development of many sectors of the economy and will serve as the basis for economic development of the country. In order to effectively develop the transport and logistics system of the regions, it is advisable to intensify the following areas: state regulation of logistics processes, including their legal support; creation and operation of transport infrastructure by type of activity; stimulating the development of logistics projects by region. The formation of high-quality transport and logistics systems in the region provides a full range of transport services, including multimodal transportation, the development of logistics schemes for freight, insurance, transportation security. Development of transport and logistics systems in the region can be ensured by updating the logistics base of transport; increased informatization; quality improvement and development of transport and logistics infrastructure of the region; expansion of the internal market of transport and logistics services; improving the efficiency of transportation; improvement of customs tariff and investment policy; the interaction of all participants in the supply chain; development and implementation of joint programs for the development of transport and logistics systems in the region. Промышленность региона играет ключевую роль в его устойчивом развитии, служит основой экономического роста России в целом. Объективная система оценивания региона базируется на ряде произвольных показателей, поскольку отсутствует унифицированная методология оценивания развития промышленности региона. В связи с непрерывным процессом модернизации регионов страны возникает необходимость в пересмотре и дополнении критериев оценивания потенциала промышленного производства на примере Ульяновской области. Анализ существующих параметров развития промышленности региона, представленных в трудах российских исследователей, позволил автору выделить три ключевые группы индикаторов, характеризующие инновационно-инвестиционную активность региона (объем инвестиций, объем затрат на НИОКР, объем инновационных товаров и услуг, доля инвестиций в ВРП, доля затрат на НИОКР в ВРП, показатель эффективности деятельности в области инноваций); внешнюю торговлю (внешнеторговый оборот, объем экспорта и импорта, величина чистого экспорта, доля импортных и экспортных товаров, индекс внешнеторгового оборота); эффективность производства (индекс промышленного производства, энергоемкость ВРП, показатели основных фондов: коэффициенты износа, обновления и ликвидации основных фондов; производительность труда в промышленном производстве). Показано, что современные модели социально-экономического развития регионов должны ориентироваться на повышение показателей по всем трем группам, поскольку индикаторы являются взаимосвязанными и позволяют получить комплексную оценку развития промышленного производства. Произведенный анализ на примере Ульяновской области показывает, что ключевыми направлениями развития промышленности региона являются: повышение эффективности внедрения инноваций, обновление основных производственных фондов, стимулирование экспорта наукоемкой промышленной продукции. The industry of the region plays a key role in its sustainable development, serves as the basis for the economic growth of Russia as a whole. The objective system of assessing the region is based on a number of arbitrary indicators, since there is no unified methodology for assessing the development of the region's industry. Due to the continuous process of modernization of the country's regions, there is a need to revise and supplement the criteria for assessing the potential of industrial production on the example of the Ulyanovsk region. The analysis of the existing parameters of the development of the region's industry, presented in the works of Russian researchers, allowed the author to identify three key groups of indicators that characterize the innovation and investment activity of the region (the volume of investments, the volume of R & D costs, the volume of innovative goods and services, the share of investments in GRP, the share of R & D costs in GRP, the indicator of the effectiveness of activities in the field of innovations); foreign trade (foreign trade turnover, the volume of exports and imports, the value of net exports, the share of imported and exported goods, the index of foreign trade turnover); production efficiency (industrial production index, GRP energy intensity, indicators of fixed assets: depreciation, renewal and liquidation of fixed assets; labor productivity in industrial production). It is shown that modern models of socio-economic development of regions should focus on increasing indicators for all three groups, since the indicators are interrelated and allow for a comprehensive assessment of the development of industrial production. The analysis performed on the example of the Ulyanovsk region shows that the key areas of industrial development in the region are: improving the efficiency of innovation, updating fixed production assets, stimulating the export of high-tech industrial products.

Abstract:
The paper offers practical recommendations for improving the mechanisms of public-private partnership in the form of a concession. Within the scope of this study, a concession is viewed as a relationship framework in which to attain socially significant goals, the government or a municipal unit transfers to the concessionaire (natural or legal entity) the right to perform on a contractual basis some of its functions to possess, use, and under specific conditions, to dispose of public or municipal property. These relationships are valid during the concession agreement period. Guarantees to private investors in the area of PPP and infrastructure concessions have been adapted according to the current Ukrainian legislation. The concessionaire’s business guarantees include: prospects for ownership rights acquisition for property outside highway lanes; a possibility of resolving disputes in the International Arbitration Court, a possibility to launch a project company for specific project realization (a special purpose vehicle, SPV. It is argued that providing guarantees for concessionaire investment returns is paramount. The above guarantees should cover a restraint on concessionaire’s property and assets forced alienation; the principle of non-interference in the concessionaire’s business; guarantees of reimbursement by the grantor of all investments made by the concessionaire (in case of contract termination due to the grantor’s fault); envisaged norm according to which the fare is fixed at an investment-based rate that ensures compensation of the concessionaire’s expenses. The implementation of concession relationships pattern in the transport infrastructure of Ukraine has contributed to outlining the key prospects for its development and enhancement, in particular through compliance with the following principles: application of legislation in force at the time of concluding a concession agreement; imposing a legislative ban on changes related to running concession business; guarantees of concessionaire’s loss coverage caused by government authorities’ decisions that breach the concessionaires’ rights.

Introduction. As the foreign experience of many countries of the world shows, a fairly common practice in determination of the road works cost is the use of works cost evaluation method with the help of designed and constructed objects on the roads. Actually, for the preliminary evaluation of the road works cost on the early stages of design in Ukraine the method of evaluation of objects-analogues by using a comparative approach becomes more common. The comparative approach is one of the main scientific methods, which by comparison determines common and different characteristics, parameters in the process of objects studying, etc.Problem Statement. The research of the construction industry problems, in particular the determination of construction and designing works cost became the main topic of works of many scientists, in particular Berkuta A. V., Khaikin G. M., Kolesnikov O. V. and others. In general, the scientists raised questions of the construction works cost at different stages of project development, because the obtaining of such information gives an opportunity to perform economic evaluation of new projects and determine the effectiveness of the design solutions. The need for rapid cost information obtaining at the initial stages of project development is also particularly important, as this information serves as a benchmark for cost projections for the implementation of new objects. These factors are a prerequisite for the need to create a database of objects-analogues.Scientific justification of any process has a great importance in selection of the most effective ways for its realization. Economic science is facing new targets and objectives, the solution of which contributes to its development. An important task in this case is to implement and maintain the achievements of scientific and technological progress of the investment process. The pre-investment stage includes the development and approval of project documentation, which contains a feasibility study (drawings, explanation reports) and other needed documents. This stage is extremely important, because the development of the project is an important component in the overall implementation of the object and connects science with the construction process. The efficiency of future investments, the estimated cost of construction of the investment object and the terms of its implementation depend on the quality of the technological justification and the level of design solutions.The information and analytical system on the designed and constructed objects-analogues allows the customer to perform a preliminary evaluation of the road works cost at the early stages of designing. It is the study of the basic parameters and conditions that are essential prior to the beginning of the construction and that precede the implementation of construction solutions and identify a system of key indicators (economical, structural, technical) to compare the built object with the object, which is under construction. Indicators and criteria defined for the comparison of road objects, which are designed with the completed objects, make it possible to receive extended information and analyze it in the environment of the information and analytical system, which is based on the method of analog determination of the cost of road objects.Purpose. The purpose of this study is to analyze the information and analytical system for constructed and designed objects - analogues on public roads for prompt obtaining the information on technical, structural, economic indicators for preliminary evaluation by the customer of works cost within the documentation at early stages of designing.Materials and methods. The necessity of considering this topic is based on the application of one of the priority approaches to the cost evaluation - comparative, which determines the cost of the evaluated object by taking into account availability or lack of certain characteristics by this object in comparison with similar objects. The implementation of such comparative approach is possible when the needed information is available on the indicators of objects-analogous that are compared with the designed object. The comparative approach of evaluation involves carrying out a wide range of procedures with the validation of features (elements) of the comparison of the evaluated object and the objects-analogues; determination of quantitative dependencies of the parameters used for evaluation, adjustment of values of the investigated indicators and determination of summary results. During comparative evaluation of the objects a very important aspect is the validation of values (parameters) by which the comparison of road works objects is carried out.Results. Determination and analysis of the main criteria that affect the cost of construction and data collection on designed and constructed facilities on public roads, design documentation of which is agreed and approved in the prescribed manner, became the basis for creating of information and analytical system. Information and analytical system use makes it possible to determine the preliminary road works cost at the pre-investment stage of the project. This information shows the investor an approximate amount of investment required for road works on public roads and transport facilities on them.Conclusions. The method of comparative approach is one of the possible in the process of formation of the road works market cost as by both the customer and the contractor. The basis of the information and analytical system is the method of analog comparison based on a comparative approach. The comparative approach is applied by the analysis and comparison of technical and economic indicators of objects-analogues (identical or similar objects of construction), and therefore its application allows to receive real road works market cost. The use of this method is effective for determination of value of the object at the early stages of development of investment projects (feasibility study developed on the basis of initial data for linear objects of engineering and transport infrastructure, which require detailed rationale of relevant decisions and determination of options and feasibility of the object construction).Keywords:information and analytical system, road works, object - analogue

This paper studies what determines investment in R&D at major automobile companies of Japan and Germany as of from 2001 to 2015. For that purpose, accounting records and OECD and WWID databases were used. Based on regression models of panel data with random effects and fixed effects, some factors considerably influencing upon investment in R&D were found out. Such factors include: the total assets, amount of exports, market share, return on total assets, total revenue, profits and the income share of the wealthiest residents. Abstract:
Foreign investors who come to the country receive credit default swaps which are an insurance against the possibility of failing to fulfill the obligations of the host country. The purpose of using this financial instrument is to provide protection against possible default situations. The higher the value of the credit default swap premium, it means that the risk of default is relatively high whereas the lower risk means that the default risk is relatively low. The purpose of this study is to analyze with ARDL (Autoregressive Distributed Lag Model) Method Turkey's credit default swap premium for January 2005-September 2017 period and the long run and short run relationship between foreign direct investment and portfolio investments in Turkey. According to the results of the study, there is no long run and short run relationship between credit default swaps and foreign direct investments in Turkey; The presence of a long run and short run relationship with portfolio investments has been identified. Abstract:
The present study aims to analyze social and environmental management practices adopted by Brazilian footwear-exporting companies. To that end, we reviewed the literature on the Brazilian footwear industry and its socio-environmental management, which serves to frame our empirical survey of Brazilian footwear manufacturers having international operations, according to the Brazilian Footwear Association [ABICALÇADOS]. We undertook a descriptive study by using the survey method as a data collection procedure. The data obtained from responding companies showed the predominance of firms with proven market experience, mostly large-sized and with at least two decades of activity. The descriptive analysis allowed us to verify that whereas their investments in environmental practices usually have low to medium intensity rates, these investments nonetheless stand out when compared with investments in social issues. The factorial analysis enabled us to reduce and group the practices studied into two factors, which we termed “environmental” and “social.” Key-words: Social and Environmental Practices. Abstract:
Purpose. The aim of the article is identification of budget investment trends in Ukraine and development of recommendations for increasing the efficiency of capital investments as the main form of budget investments in the development of domestic entrepreneurship. Methodology of research. The results of the study are based on the use of abstract and logical analysis (to determine the essence of capital investments as the main form of budget investment in the development of domestic entrepreneurship in Ukraine) and statistical analysis (to study the dynamics of budget investment from state and local budgets). Theoretical and methodological basis of the study is the key provisions, principles and methods of modern economic theory, finance and economics. Findings. It is established that in order to increase the efficiency of capital investments as the main form of budget investments in the development of domestic entrepreneurship, there is a need to apply transparency of evaluation and competitive selection of investment projects and programs for the development of territories aimed at activating and stimulating entrepreneurial activity in priority areas. The use of step-by-step financing of budget investments from the budget of development of local budgets is substantiated, provided that medium-term and therefore strategic expenditure planning is implemented. It is proposed to reimburse interest rates on loans for entrepreneurs who implement priority development projects of the territories, creating new jobs in accordance with the strategy of modernization of the system of social support for the population, which will allow to increase the efficiency of budget investment at the level of all regions of our country. Originality. Recommendations for increasing the efficiency of capital investments as the main form of budget investment in the development of domestic entrepreneurship by establishing the lease of land as the difference between the actual rent and the amount of a single tax from the entrepreneurs of group IV are developed. Practical value. The results of the conducted study can be used by domestic enterprises and local governments to stimulate the development of entrepreneurial activity. This will increase the financial and economic efficiency of local budget revenues from agricultural land operations, either at the lower rent level or at the lower single tax rate. Carbon offsets generated under the Kyoto Protocol (KP) should be included in the management options considered by resource managers. This paper investigates investments in afforestation for the generation of KP-compliant carbon offsets in the Timmins Management Unit, concentrating on the availability of quality carbon budget models, domestic carbon market concerns and the presence of an enabling environment. A modelling exercise is undertaken using GORCAMWC1, with ownership, leading species, investment horizon, site productivity and carbon price as variables. Under current institutional frameworks, afforestation projects with the purpose of generating carbon offsets in the TMU are not viable investments for the first commitment period, though such projects will be profitable under certain conditions if constraints are removed and investment is long term. The regulation of this cross-border capital flow through international instruments negotiated and celebrated to facilitate, boost and protect foreign investments demonstrates the potential of these instruments in shaping a responsible and diligent insertion of foreign investments in the host country. In Brazil, the investment agreements have been, in the recent years, negotiated through the so-called Cooperation and Facilitation Investment Agreements (CFIAs). So why not use this important mechanism to build a more efficient system? It urges that International Investment Law is brought into this debate, leading the way to incorporating socially responsible corporate conducts into the productive economic process by both States and investing economic agents. This study seeks, therefore, to evaluate Responsible Business Conduct in its interrelation with investment mechanisms that can, at once, attract and facilitate investment and also promote economic and social development. As the source of raw material for Canada's forest industry shifts from the frontier of original timber to managed crops, the policy framework influencing investments in silviculture assumes critical importance. Opportunities for economically beneficial silviculture are probably substantial, but policy makers have been provided with surprisingly little evidence of the kind they need to allocate budgets appropriately. Moreover, governments have created serious obstacles to silviculture through property tax systems that generate disincentives to forest enhancement, through forest tenure arrangements that are insecure or dampen regional timber markets, and through regulations that impede or distort silvicultural effort. Removal of these obstacles, and provision of information and guidance about silvicultural opportunities, would give considerable stimulus to improved forest management in Canada and undoubtedly at less cost than new governmental silvicultural programs. Abstract Introduction. The question of manufacturing quality products is relevant to any enterprise. In order to achieve this, it is necessary to meet international standards and established requirements. In today's market conditions, the efforts of commodity producers are aimed at meeting the demand of consumers, which, in turn, are guided by the quality characteristics of the product. The purpose of the article is coverage of the main issues of product quality, as one of the factors of increasing and ensuring the competitiveness of modern production. Results. The stages of information support of the decision-making process for the reasonable choice of strategy for managing the quality parameters and image of the enterprise are offered. It is established that the concept of quality should be considered as a balance between the components: formal quality, functional quality and ethical quality. The role of logistical thinking in ensuring the innovative processes implementation in the enterprise activity is presented. The regularity of production and cash flow management is considered based on the information of the monitoring assessment of the market state and development a strategy. The principles of marketing research are being developed taking into account the logistics chain. This leads to an increase in the role of interaction between the units of the enterprise to ensure the stability of the flow processes from the purchase of raw materials to the sale of finished products. The necessity to take into account the fundamental relation between the expectations and the real properties of the object is proved when substitutes are available at the market. The content of risk is defined. An understanding of the specific risk of the company is presented that implements the strategy of improving the quality and competitiveness. A risk group for businesses focused on the production of goods that provide quality of life is considered. Methodical approaches that provide economic stability and rational positioning of the enterprise are considered: the first focused on the production potential formation, the second – on using the diversification principle as a factor of reducing the investment risk of implementing a quality improvement program in the marketing area. Conclusions. The main problem in the quality management system is the establishment of indicators and the sensitivity degree of demand for products and its characteristics. The crucial importance of investment in ensuring an adequate level of product quality necessitates the need to manage projects on the basis of assessing models the capital assets performance by the criteria of minimizing investment risk and maximizing profitability. Research of the direct investment market is relevant, because they are the basis for social and economic development of the country and its regions. The purpose of the article is to study the scale of attracted direct investment (equity) in the regions of Ukraine and the distribution of direct investment by type of economic activity in the Transcarpathian region, to investigate their impact on the development of the Transcarpathian region. Increasing the volume and improving the efficiency of attracted direct investment are becoming the main factors of economic development. For a comprehensive study of direct investment in Transcarpathia should take into account the sectors of the economy to which these investments are directed, and the dynamics of changes in direct investment in 2017-2019. Among all attracted direct investments in the economy of the country and regions, in particular the Transcarpathian region, it is necessary to single out those investments that are involved in important for the region types of economy. The article examines how significant are the attracted direct investments in the industrial sector of the Transcarpathian region, investments in which reach more than 80% of the total number of direct investments for each of the studied years. This is a significant indicator and shows the fact that industry is a key economic activity in the Transcarpathian region. Taking into account the specifics of the Transcarpathian region, it would be advisable to increase the volume of direct investment in the recreational sector of the region. Given that every year, during 2017-2019, the share of direct investment in the Transcarpathian region and in Ukraine as a whole was growing, we can understand how important this area is in the future for the economic development of the region. Given that Transcarpathia is a border area, we can focus on cooperation with countries bordering the region to increase the amount of direct investment in the region's economy. The results presented in this study show the importance of direct investment for the development of the region's economy and show the possibility of their growth in the future. The purpose of attracting foreign investment in the non-oil sector is to reduce and gradually eliminate dependence on oil revenues. However, foreign investment does not go to production, but to non-profit areas such as construction and warehousing. Azerbaijan offers tax rates and customs duties to foreign investors. However, gaps in the legislative and legal system do not escape the attention of foreign investors. Foreign investors make investment decisions after assessing the economic and political situation in the country. Reforms in the economy and the legal system in recent years will be the basis for increasing foreign investment in the non-oil sector. One of the government's goals in the Strategic Roadmap for National Economic Development until 2025 was to "increase the share of foreign investment in the non-oil sector in GDP to 4 percent." Investments by Turkish companies in the non-oil sector of our country have long outpaced investments in other countries, except for a few years. In particular, investments in Azerbaijan's non-oil sector came from Russia, the United States, the United Kingdom, the United Arab Emirates, France and Germany. However, the volume of investments from Russian and Swiss companies has recently increased. Countries with developed infrastructure attract investors faster. Investors consider such countries as countries with a favorable investment climate. Therefore, it is necessary to form a developed infrastructure in our country and eliminate the shortcomings in the industry. Considering the empirical arguments regarding environmental degradation and problems related to climate change, the development and implementation of smart and safe energy technologies, such as the Smart Grid, is relevant. Smart and secure power grids today are seen as technologies that facilitate the transition of the energy system supply from traditional electrical networks to more sustainable and environmentally friendly operations. The article deals with theoretical and methodological approaches that reveal the essence of the Smart Grid concept, and analyzes the main areas of investment in such technologies. It is underlined that to ensure energy security and environmental sustainability of energy supply sector the generation of electric power should be based on the use of renewable energy sources. The long-run sustainability of energy sector in climate change conditions is guaranteed by forming deep links between renewable energy generation and Smart Grid technologies. The paper discusses the main factors which may influence the Smart Grid technology development. The investments in renewable energy are named to be the most important factor of Smart Grid technology development. The lack of investments is considered to be an important factor of poor energy efficiency in developing economies. Countering threats to the security of the national economic space should be accompanied by the protection of financial sovereignty by the authorities. The unconditional implementation of the medium-term goals to reduce the growth rates of the country’s total debt (in perspective), improvement of the government regulatory mechanisms for allocating limited resources, a better quality of constitutionally guaranteed public services and support for investment in the real economy sector should be a key guideline for the Public Finance Management System (PFMS). The author analyses institutional, macroeconomic, political, organizational and information risks that can hinder the successful implementation of measures aimed at ensuring the consistency and predictability of fiscal policy, preventing default situations, etc. The results of practical implementation of the program documents adopted last year, which regulate the Public Finance Management Reform Strategy 2017-2020 (hereinafter the “Strategy”) and the Action Plan for its implementation, indicate that the lack of coordinated expression of will, as well as a consensus on a unified course of change in society, negatively affects the quality of management of fiscal risks and investment processes and the degree of synchronization of fiscal regulation with other levers of the state’s influence on the success of change management. It is emphasized that a high degree of dependence on international financial assistance to strengthen economic equilibrium, the need for more intensive development of the national economy and continued structural reforms are highlighted in the recently published report of the European Commission in connection with the anniversary of the conclusion and implementation of the EU-Ukraine Association Agreement. The author proposes the ways of neutralizing the destructive consequences of any external or internal transformations in the socio-economic system through: (i) equilibrium processes of social reproduction; (ii) intensification of investments; (iii) promotion of entrepreneurship development; (iv) restriction of shadow activities; (v) ensuring the transparency of operations with the state financial assets; (vi) synergistic effect of management interaction between the Government and the National Bank of Ukraine.

В статье я излагаю свои соображения по поводу статьи Евгения Борисова, помещённой в этом выпуске журнала. Попутно я излагаю своё видение проблем кросс-мировой предикации и кросс-идентификации. Я полагаю, что межмировое тождество невозможно и что главная задача состоит в обеспечении идентификации. Для этого можно использовать либо метод поддержания когнитивного контакта либо метод двойников, отождествляемых по набору существенных признаков. Он определяется прагматически. Метод жёстких десигнаторов также ведёт к интенсиональной логике, поскольку в языке-объекте должны присутствовать релятивизованные к мирам имена объектов. Борисов пытается построить логику кросс-мировой предикации сразу на нескольких основаниях, которые плохо совместимы друг с другом. Он квантифицирует по возможным индивидам, но при этом пытается опереться на метаязыковые имена индивидов как на основание для кросс-идентификации, метаязыковое имя индивида становится аргументом для функции значения, хотя не является жёстким десигнатором. Ключевая операция системы Борисова - назначение двойника в возможном мире - спрятана за функцией f, которая выступает в роли условия идентификации, т. е. прочерчивает кросс-мировую линию. In this article, I present my comments on the article by Evgeny Borisov, which is included in this issue of the journal. Along the way, I set out my vision of the problems of cross-world predication and cross-identification. I believe that cross-world identity is impossible, and that the main task is to provide identification. To do this, you can use either the method of keeping cognitive contact, or the method of counterparts identified by a set of essential features, which is defined pragmatically. The method of rigid designators leads to intensional logic, since the object language must contain object names that are relativized to worlds. Borisov is trying to build the logic of cross-world predication on several bases at once, which are poorly compatible with each other. He quantifies over the domain of possible individuals, but at the same time he tries to rely on the metalinguistic names of individuals as a basis for cross-identification, the metalinguistic name of an individual becomes an argument for the value function, although it is not a rigid designator. The key operation of Borisov’s system is the appointment of a counterpart in a possible world. It is hidden behind the function f, which acts as a condition for identification, that is, it draws a cross-world line. In my opinion, the system has some good prospects, but it needs to be thought out and refined.

Purpose – The aim of this paper is to assess the impact of China’s trade agreement and foreign direct investment (FDI) flows to Nigeria with special reference to the manufacturing sector utilizing the following key economic performance indicators: inflation, unemployment, income and gross domestic product, to name a few. Since the turn of the millennium, China has enjoyed a substantial presence in the African continent. In fact, the country has signed bilateral agreements with Angola, South Africa and Sudan to name a few. Recently, China established its West African trade hub in Lagos, the economic capital of Nigeria, to be strategically positioned. The results of the study revealed conclusively that although China’s investments over the years have benefited the Nigerian economy and its various firms in the manufacturing sector, the agreement signed by both countries ultimately needs to be reexamined to ensure equity. Design/methodology/approach – To thoroughly analyze the effects of China’s investments in Nigeria, this study was carried out in two phases. The first analysis of this study is anchored on a “before/after” framework based on descriptive statistical analysis of the selected economic performance indicators chosen from selected cross-national data. Accordingly, the time frame for this study runs from 1993-2012 which roughly corresponds to the era when China commenced significant investments in Nigeria. Second, employees, policymakers and individuals in the manufacturing/textile industries were interviewed. Furthermore, participation from federal as well as local government agency staff members was solicited using the Delphi technique. Findings – Empirically, the results conclusively reveal China’s dominance in the manufacturing and textile sectors in Nigeria. In other words, at face value, China’s investments are ultimately good for the Nigerian economy. However, at a micro-level analysis, the researcher examined the human factor, that is, the families of former and current employees, abandoned businesses/factories and a decaying textile industry that was once vibrant. Originality/value – To the knowledge of the researcher, this is the first study attempting to assess the impact of the rise of China on the Nigerian economy by combining key economic performance indicator in tandem with face-to-face interviews and the Delphi technique.

These sites are focussed on the study of sustainable forest management practices and ecosystem processes at the stand level. Network objectives are to promote this research nationally and internationally, provide linkages among sites, preserve the long-term research investments already made on these sites and provide a forum for information exchange and data sharing. The 17 individual sites are representative of six ecozones across Canada and address the common issue of silvicultural solutions to problems of sustainable forest management. While the CFS coordinates and promotes FERNS, the network consists of local autonomous partners nationwide who benefit from the FERNS affiliation through increased publicity for their sites. Investment attractiveness of a country, and approaches to its evaluation have been thoroughly debated over few last decades. Initially, the key question concerned the reasons as to why large number of resource holders (financial funds, technologies, management systems etc.) would locate their assets, especially research and development projects, in other countries rather than remaining in their home economies. Increasing the quantity and quality of contacts with developed countries within investment process is crucially important for the development of Ukrainian economy. As follows from that point, the authors have identified features of approaches to investment attractiveness evaluation on a macroeconomic level analyzing latest works of scientists and researchers around the world. It is believed, that the most valuable type of investments for future GDP growth is funds from multinational corporations: they bring not only money, but technologies, and decision how make new businesses profitable. Thus, the fundamental consideration for countries competing for investments is the influencing and improvement of such factors through effective investment incentives policies. Within this work, we researched recent studies of investment attractiveness evaluation around the world, and assumed key points for improving and applying those approaches in Ukrainian economy. Within literature analysis the authors structured approaches to the evaluation based on the methods and subjects those approaches used. The most common methods are related to econometric analysis of statistical data that is collected and published by international institutions and rating agencies. Current analysis shows a tangible dependence between country investment attractiveness and the dynamics of FDI inflows. This dependence is not always straightforward, which is explained by influence of many other determinants within decision-making process. The authors suggest that involving independent experts from respective sectors of the economy could help to optimize the results of statistical data analysis. The expert survey provides the necessary correction coefficients which are to increase the accuracy and relevance of the investment attractiveness evaluation. The authors proposed a generalized approach to assessing the country investment attractiveness, taking into account international experience and features of the Ukrainian economy. GIS project was developed for the radioactively contaminated territory of the Tulskii NII. It was created in order to project the adaptive landscape agricultures. It was based on the information on the concentrations of 137Cs radionuclide in soil, compiled over 16 years. Electronic maps have been developed to create a GIS project and included the location of agricultural lands; crop rotation systems; distribution of specific activity values for artificial 137Cs radionuclide in agricultural lands; agrochemical indexes (the humus content, potassium content, contribution of phosphorus, the acidity), soil types, relief. The created GIS project and the corresponding data bases will be used to collect, store and analyse the results of the survey in order to project the adaptive landscape agricultures. The relevance of the research topic is due to the problems of informatization of managers, more effective and safer business development, social protection of workers. The aim of the article is to investigate corporate social responsibility as a component of national business and to identify promising directions of its development in Ukraine, as well as to try to explore the prospects of using the basics of sustainable development at Ukrainian enterprises by means of restructuring corporate information systems. Methods: using statistics to analyze the composition of the participants in the UN Global Compact by type of organization and field of activity, to determine the features of social responsibility of business. Outputs: The main problems of corporate social responsibility in Ukraine are analyzed, which are limited mechanisms of practical promotion of corporate social responsibility; opposition of society and government to each other; lack of finance to participate in social investment; low level of legal awareness of business; closed companies to the general public; distrust to cooperation; misinformation about corporate social responsibility in Ukraine. Based on the use of methods of economic and statistical analysis, the dynamics of enterprises - participants of the UN General Agreement in Ukraine since 2016, which joined for the implementation of social standards of responsibility, have been determined. Using the structural-functional method, the prospects of development of social responsibility of business in Ukraine have been determined. It has been determined that the module of sustainable development in corporate information systems will be able to cover such functional tasks as training and testing of personnel; providing information to the manager. The scientific novelty lies in the systematization of approaches and directions of development of social corporate responsibility as a promotion of sustainable economic development. The practical implications are the introduction of the Sustainable Development Concept through the use of an add-on module to Corporate Information Systems with information on the Sustainability Concept. Abstract:
Purpose. Тo analyze of the effectiveness of the monitoring and treatment of premature babies. Material and methods. From 2012 to 2020 we observed 2113 preterm infants. Retinopathy of prematurity (ROP) was revealed in 731 cases (34.59%), 29 of them with aggressive posterior ROP (AP-ROP) (3.97%). 199 patients (27.22%) had indications for laser coagulation of the retina (LCR); repeated interventions were performed in 23 cases (11.56%). In 173 case (86.94%), an induced regression of the disease occurred. An unfavorable outcome of ROP was diagnosed in 26 cases (13.06%). 258 children with a cicatricial phase of ROP were dynamic observed. Results and conclusions. The effectiveness of LCR at the threshold stage has reached at 94.78%. Regression in type-I occurred in 89.09%. In cases of AP-ROP, the efficiency of LCR was 51.72%. The total number of children with terminal stages was 106 people (14.5%). In the cicatricial period of 258 people, 134 revealed ametropia, secondary glaucoma in 7 patients, complicated cataract in 6 and strabismus in 35. Timely diagnostics and monitoring reveals early signs of ROP and laser treatment. These activities minimize risk of disability from blindness and low vision. An insignificant number of LCR performed, a small number of patients with terminal stages of ROP indicates the high efficiency of modern conditions for nursing premature babies. Functional results depend on the degree of residual changes, refractive pathology and strabismus. Correction of ametropia, functional treatment, strabismus surgery in the preschool period, allow to develop and maintain visual function in the most of patients in the cicatricial phase of ROP. - Reduction Non-profit organizations (NPOs) operating in Southern Italy show the following criticalities: low capital investments, small size and high financial problems. These ones, in turn, may affect workers' rights and rendered services quality. In fact, these organizations have long registered steady trends of temporary job and a related employees' turnover high rate, especially among the volunteers. This article proposes the introduction of a fiscal incentives system favoring and implementing workers' cooperation as well as great "entrusting" NPO employees, thus bringing turnover rate back to a physiological level. Through a theoretical model, the article shows how the age-related earning profiles suggested by E.Lazear (1979,1981) could be positively be used to improve the situation in this field of interest. This article from the perspective of the typology of threats to economic security analysis of the current state of the economy of the Republic of Kazakhstan is held. The authors investigated the relationship of category &#34;economic security&#34; with other categories, such as &#34;danger&#34;, &#34;challenge&#34;. As a result, it was concluded that these paired safety categories are useful to be defined as the possibility of negative effects on the economic system. In today&#180;s economy of Kazakhstan a number of challenges of the XXI century are highlighted, leading to a fundamental change in the conditions of existence of human civilization. The authors proved that any factor that speeds up or slows down economic growth to some extent acts as threats or determinant of economic security. Under these circumstances, the most urgent is to examine the content of threats to economic security. The most common typology is the distinction between threats into external and internal ones, to the classification of threats within these types there is a large number of points of view. The author suggests the total system of threats of economic security of the national economy, formed on the basis of a study of classifications of different authors. In the analysis of external threats special attention is paid to the country&#180;s foreign economic position. For Kazakhstan, this position is of crucial importance, since it is necessary to fight for the actual, not declared, economic independence. Key threats to the economic security of the Republic of Kazakhstan are defined: the raw nature of export activities; priority of foreign firms when choosing control subjects; high financial dependence on other countries; low level of infrastructure provision of foreign trade activ-ity as a deterrent to attract foreign investments. The most significant internal threats are: high levels of structural deformation of the economy; low level of competitiveness; lack of scientific and technical potential; monopolization of the economic sector; low investment activity and priority in investing in brokering and financial activities, but not in production.

The article analyzes the basic indicators of higher education and explores the impact of higher education on the socio-economic development of Ukraine. Using econometric modeling, the influence of higher education on the Ukrainian economy at the macro level is analyzed. It was revealed that among the analyzed factors characterizing higher education at the macro level, the greatest positive impact on the dynamics of Ukraine’s GDP is exerted by state investments in higher education. In addition, during the study, an analysis of the impact of higher education on the economy of Ukraine at the micro level was carried out. According to the results of this analysis, a low level of socio-economic returns from higher education for the population is established in comparison with the EU countries. The object of research - the development of transport infrastructure of EU countries, trends, prerequisites for successful implementation. The purpose of the work is to study the experience of implementing transport infrastructure development projects on the basis of public-private partnership in the countries of the European Union. The results of the study will be used to form an information base on transport infrastructure development projects that have been implemented on the basis of public-private partnership. Relevant information will be used to compare the expected performance of domestic projects with similar projects in the European Union The research method is monographic and statistical. The article is devoted to the study of trends in the application of the mechanism of public-private partnership in the development of transport infrastructure of the European Union. It was found that since 2013, the volume of investment and the number of projects implemented on the basis of PPP, tend to decrease. Thus, compared to 2013, the amount of capital invested in 2019 decreased by more than 50%. The transport infrastructure consistently ranks first among the sectors of the economy in terms of investments made on the basis of partnership between the state and private business. At the same time, the leaders of investments in PPP projects are such countries as Great Britain, France and Germany. According to the number of implemented projects - France, Great Britain and Belgium. Appropriate preconditions must be created for the effective implementation of PPP projects. Further areas of research are the study of programs, policies and practices used by other countries that actively involve the private sector in the provision of transport infrastructure services; development of relevant recommendations for the implementation and improvement of Ukraine's policy and practice in the field of transport infrastructure development. The aim of the article is to research the current legislation in the field of energy saving, which is based on the principles of complexity and priority, as well as the use of alternative energy sources in Ukraine. In the course of the research an interdisciplinary approach is used, which allowed to substantiate topical issues of energy saving development in Ukraine, institutional approach: the legal framework of the study is the current legislation of Ukraine in the field of energy saving; abstract and logical –for generalizations and formation of conclusions, in particular, by amendment of normative-legal maintenance which has the complex influence which is shown at macro- and micro-levels of economic systems. Findings. Peculiarities of development of normative and legal provision of energy saving in Ukraine are considered, the main tasks of the state policy and the purpose of introduction of ESU in the field of energy saving are singled out. The necessity of active introduction of energy management by business entities is substantiated. Originality. The key tasks of the state policy in the field of energy saving are defined. Obstacles in the field of energy saving are systematized within three components. Proposals for improving energy saving, which can be achieved by amending the regulatory framework, are substantiated; integrated impact, which involves the implementation of economic systems at the macro and micro levels; revival of investments in energy saving processes and a number of innovative changes at both legislative and executive levels. Practical value. The received proposals can be used to improve the current system of energy saving management in Ukraine, in particular, the practice of energy management as an innovative system to ensure efficiency and competitiveness, balanced economic development and innovation of economic entities.
