The 73rd Constitutional Amendment Act 1992 has made two important provisions for the involvement of women in decision making and preparation of plan for development. Let us elaborate it. This amendment has made a provision that at least one -third of women would be members and chairpersons of the Panchyats at three levels means at Gram Panchayat level, Panchayat Samiti level and Zilla Panchayat level. These women also include from scheduled caste and scheduled tribe communities. Secondly, Panchayats are also expected to prepare plans for economic development including the 29 subjects listed in the Eleventh Scheduled of the constitution. The rural plan prepared by Zilla Parishads would be forwarded to District Planning Committee for preparing a consolidated plan for the rural and urban areas of the district. Now, this was the mandate given by the constitution for development of entire rural areas including women. Women would only be empowered if various developmental works which are undertaken are benefiting women.

The present study was conducted on the sample of 46 women and 75 men respondents from 107 members of five Panchayat Samiti as well as 14 members of Zila Parishad of the upper two tiers of Panchayati Raj institutions (PRI) of Rohtak district, Haryana. For this, stratified sampling technique was adopted for selecting the sample from different Panchyat Samiti as well as Zila Parishad. Interview Schedule was used to collect primary data from all the respondents. To encourage women to engage in Bangladesh politics, the local government unit introduced the requirements for reserving seats for women. For this, a district council was formed with a chairperson, and fifteen members, including five reserved seats for women. As a result, in the last four decades, it is evident that there has been an increase in women’s participation in politics and governance. This study explores the female members’ experiences of performing their roles as a member and promoting specific agendas and implementing them. Qualitative methodology was used in this research to assemble data by conducting an in-depth interview with female members looking at their experiences in four Zila Parishads in Sylhet Division, Bangladesh. The findings suggest that the Local Government of Bangladesh should not look at the existing provisions under the Constitution to increase the number of women in the public arena as an end goal but instead as a means to help accomplish gender equity. To achieve this, organisations and instruments of government must recognise a Bangladeshi woman’s identity beyond the vision of gender.

The objective of the paper is to identify the factors that affect the physical provision of public goods by the state governments and measure their impact. The empirical analysis is based on political and socio-economic panel data from the 14 major states of India during 1967-68 to 2000-01. The analysis indicates that variation in the provision of public goods can be explained by the proximity of a scheduled state legislative assembly election, the effective number of parties, and the caste heterogeneity of the population. It is observed that the proximity of a scheduled election lowers the provision of public goods that require large investments and more time to deliver physically and vice-versa. Effective numbers of parties raise zilla parishad road length and lower urban road length, wells, etc. Moreover, caste heterogeneity raises per capita net electricity generated but lowers net area irrigated. Panchayati Raj Institutions (PRIs) are the cornerstone of local self government and it provides democratic platform for people's participation at various levels of governance in India. PRIs have been given constitutional status through 73rd Constitutional Amendment in 1992 to make democracy more functional at the local level and driven by citizens needs in addition to with their participation to ensure economic development, strengthen social justice and implementing Central as well as State government welfare schemes including those 29 subjects listed in the Eleventh schedule. In its present form and structure, the PRIs in Andaman and Nicobar Islands have completed three decades of existence and well entrenched with the rural life and have brought about major development in Andaman and Nicobar Islands. However, a lot remains to be done in order to further deepen decentralization and strengthen democracy at the grass root level in the absence of legislature at Union Territory level. Given the general conceptual implication, the present paper seeks to make an in-depth study of issues and challenges encounter by PRIs in Andaman and Nicobar Islands in particular. This article investigates the level of women participation in Panchayati Raj Institution (PRIs) in Tawang District, Arunachal Pradesh (INDIA). The research aims to explore different factors that have influenced women's involvement in PRIs viz education, age, caste, background, political background in the participation of Zila Parishad of Tawang District etc..Various report and data are studied and identified that social, economic and political factors have influenced women's participation in political processes. The study of women reservation in PRI of Tawang District revealed that gender equality is an important factor, which has failed on the ground level. Various types of data were collected in the study regarding women in Tawang District such as Family income, house amenity, involvement attitude, and social mobility and were found to be on the male’s side. The study reveals that Women have undoubtedly benefited from the 33 % reservation offered by government policies. Their success was aided by the support of their family. Support from their political parties was also a major factor in their selection. The attitude of society does not seem to be encouraging for single and younger generations of women. Majority of Tawang District female members are politically conscious, it indicate that having a basic understanding of PRIs has aided women representatives in running for Tawang District elections and empowering them at different stages of Tawang District activities. After various researches of study and data from many sources it can be concluded that this study would be valuable to know about the level of women participation in Zila Panchayat of Tawang District.

In india Panchayati Raj now functions as a system of governance in which Gram Panchayats are the basic units of local administration. The system has three levels: Gram Panchayat (village level), Mandal Parishad or Block Samiti or Panchayat Samiti (block level), and Zila Parishad (district level). Panchayat Raj has come to be related with two broad images. First, it is a government by itself and second it is an agency of the state government. In the integrated exercise of planning for social and economic development, co-ordinate roles, the present set up is a three-tier representative structure of government where the administrators, elected leaders and local population participate in the developmental effort. In this regard the members of Panchyat faced many problems there this study confront the constrains faced by members and suggestions to overcome them with 120 sample unit of Ujjain district. The major finding was obtained in this study that the most serious constraint perceived by the Gram Panchayat Members during agriculture development programmes was Insufficient use of communication media (85.83%) as it was perceived to the highest extent by gram Panchayat Members with major suggestion of them Properly and timely use of communication media.

Background: Eye is one of the most vital organs of human body. Any abnormality in the eye can impair vision and make the person handicapped for life. The school children form a special group because they are most vulnerable to the effects of reduced vision and its impact on learning capability and educational potential. The objective of the study was to find out the factors affecting vision of secondary school children, to suggest preventive and remedial measures for defective vision.Methods: It was a cross sectional study. School children of Zilla Parishad secondary high school during November 2016 to December 2016 were studied. A pretested semi structured questionnaire was administered. A total of 320 students were included in the study by using convenient sampling technique. Data was entered in Microsoft excel sheet and analyzed using Statistical Package for Social Sciences (SPSS) version 20. Results were expressed as proportions for different study variables.Results: Out of the 320 students, majority 181 (56.56%) of study participants were girls. The highest number of students (49.38%) was between 12-13 years of age group. Prevalence of defective vision is 34%. Family history is present in 29% of the study population. 34% of children with defective vision, it was detected by their mother.Conclusions: Refractive errors are more in girls. Children and parents should be educated regarding ocular hygiene and early correction of refractive errors.

Background: Swine flu is an acute highly contagious respiratory disease caused by influenza A (H1N1) virus. After 2009 pandemic, seasonal epidemics occurred in 2015 and 2017 usually in rainy season in India. Educational institutes are the centres of high transmission and creating awareness only can arrest the spread. Hence this study was carried out to assess the knowledge, attitude and practices regarding Swine flu and improve their knowledge.Methods: A health educational interventional study done on 202 eighth and ninth standard school students of Zilla Parishad High School, Kallur, Kurnool district during October and November, 2018 on obtaining informed consent, using a self administered questionnaire. Data entered in Microsoft excel version 2007, analysed and presented in proportions and chi square test of significance using SPSS version 23.Results: 66.8 percent and 68.8 percent of the students heard and knew about viral swine flu respectively. Good knowledge of mode of spread, symptoms and availability of treatment, vaccination and preventive measures regarding swine flu was seen. The gaps in their knowledge levels were successfully filled by health educational intervention. More than 70 percent of students were using hand kerchief and masks in crowded places, willing to approach government facilities for treatment.Conclusions: Extensive mass educational campaigns should be conducted as containment of the spread of the disease can solely be done by making people knowledgeable. Government authorities should train health workers, assistants and teachers and utilise mass and social media to create awareness, thus declining the incidence of the seasonal epidemics.

Studies investigating the use of L1 in the L2 classroom space have done so from three viewpoints: the teacher’s use of L1, the learner’s perspective about the teacher’s use of L1 and the learner’s use of L1 in L2 writing as the learners participate in think aloud protocols or in collaborative writing. All three perspectives present the etic view of the act of using the L1 and report mixed and sometimes contradictory findings of what learners’ feel about the role L1 can play in the L2 learning context. Rarely have studies explored the learner’s perspective of their own use of L1 after a collaborative writing activity. By and large the image that emerges from the learners’ perspective is that the L1 is useful but thatit could be a blockade and a hindrance in acquiring the L2. We ask if this view would still persist if the learners were to bank on their L1 capabilities rather than comment on their Teacher’s Bi/Multilingual capabilities. Therefore, we interviewed 24, class 8, beginner level dyad writers (12 pairs) in a Zillah Parishad High School after they had collaboratively created three texts together. Qualitative analysis of the dyad interviews suggests that the learner’s need to be ‘allowed’ to explore their language capabilities before they realize the pedagogic potentiality of the L1 and decide on whether L1 is useful or otherwise. Background: A child spends more time at school than anywhere else, except home. The health and well-being of children is a fundamental issue in education. Indeed, active promotion of health is now seen as a priority for schools. Mortality in school age children is low but morbidity and physical defects constitute major problems. With this background the present study was conducted to explore the prevalence morbidity patterns and their socio-demographic co-relates among the primary school children in a Tribal area. The objectives of the study were to study morbidity profile and assess nutrition status of tribal primary school children; to determine factors influencing morbidity profile of tribal primary school children; to suggest recommendations based on study findings. Methods: This study was a cross-sectional study conducted in Zila Parishad school located in village-Durves, tribal area of District-Palghar. Children enrolled in class 1 to 5were included using convenient sampling. A thorough clinical examination was carried out to assess the morbidities and nutrition status. Data was entered in Microsoft Excel Spread sheet and analyzed using SPSS. Results: Out of 126 students, 68 were girls and 58 were boys. The teeth hygiene was most compromised and dental caries was the commonest morbidity. Around 30% were malnourished as per WHO weight-for-age standards. Younger students i.e. those enrolled in class 1–3 had higher proportions of morbidities as compared to their elder counterparts. It was seen that male gender and children enrolled in class 1–3 had more morbidities. Conclusions: The study showed a poor attendance of merely 40% with 73% of study subjects having one or other kind of morbidities. Health education sessions on personal hygiene and nutrition must be carried out both for students and their parents to improve nutrition status and reduce proportion of morbidities.

The effectiveness of democratic decentralisation depends on the financial strength and independence of the local bodies. Financial autonomy is vital to reap the full potential benefits of decentralisation as the transfer of funds, functions, and functionaries will enable local bodies to be institutes of self -governance and not just delivery mechanisms. In the context of persistent fiscal distress across the local bodies, an attempt is made to empirically examine the fiscal performance of Panchayati Raj Institutions (PRIs) in Andhra Pradesh during 2010-11 to 2017-18, i.e. pre- and post-bifurcation periods of the State. The fiscal autonomy and the revenue dependency of PRIs across all three tiers in the State during the same period was also analysed. The study finds that the fiscal autonomy of top tiers, i.e. Mandal Praja Parishads (MPPs) and Zilla Praja Parishads (ZPPs) is negligible in both periods, while Gram Panchayats showed relatively better fiscal autonomy in both periods.

Ensuring governance in orphanage operation is an immense challenge under the provisions of the Zila Parishad Act in Bangladesh. The objectives of the study were to find out the governance factors and nature of governance that influence the implementation performance of the orphanage operated by Zila Parishad, Satkhira. In doing so, qualitative methods of research were employed. The findings of the study confirm that the Parishad was unwilling to follow the government rules and regulations in almost every area that shows infringement of the principles of institutional governance in an operating orphanage. The results of the study were also found that the organization does not want to change their culture of violating government rules and regulations. Hence it was recommended that to maintain the accountability, transparency and other principles of governance the Parishad should follow the government rules and regulations in respect of procurement of foods and related items, should follow proper guidelines for enrolment of orphans and recruitment of staffs and form an active management committee for the proper functioning of the orphanage.

The geographical area of this study is West Bengal - a constituent state (province) of India. The state government policy aims at administrative decentralization through Panchayats (or Village Councils) in rural areas. It is a 3-tier system, comprising a Gram Panchayat in every village, Panchayat Samity (block level), and Zilla Parishad (district level). Focusing mainly on Panchayat Samity members, the study explores the knowledge, attitudes, participation, and involvement of the Panchayat Samity members in National Health and Family Welfare Programs. The categories of respondents are the Health Committee members of Panchayat Samity, and health personnel of Block Primary Health Center and Rural Hospital. With a positive frame of mind, they are found to be involved in promoting awareness about health and family planning, and in providing child immunization and other health measures to predominantly agrarian communities.

Life without a goal is no life at all. At the school level goal set by the students may be based on assumptions but not on reality. Normally, students studying in Government schools have a poor financial background. Once set a goal without having matured and considering the facts it leads to depression in the future. So, the present study was chosen to observe the career goal preference of 9th class students studying in government schools. 10 Zilla Parishadh High schools from the Guntur Rural area and seven Guntur Municipal Corporation schools were selected for the study. A total of 1165, 9th class students from rural (594) and urban (571) schools was participated and given their response. Statistical analysis was carried out to compare the goal differences between rural and urban students. From the study significant difference is noticed between rural and urban school students in relation to doctor and police. High percent of students from rural schools preferred doctor profession compared to urban and more urban students chosen police compared to rural. The teachers and parents are to assess the appropriateness of the set goal by considering the students strengths and weaknesses and their family background. If necessary, they have to guide the students to change their goal.

Telangana state is a newly formed state in India. It is the 29th state and was formed on 2nd June, 2014. It was part of erstwhile Andhra Pradesh state. The lack of political participation from the Telangana regions in state of Andhra Pradesh was the major cause for demanding separate state hood for Telangana. The Geopolitical analysis expresses that the heads of the political parties and governing portfolios was only from Rayalaseema and Andhra region. The regional disparities were one of the major causes of discrimination among the regions. It is worthwhile to mention the political dynamics within Telangana and give the scenario of political participation among different regions of Telangana. The study of Zilla Parishad elections (ZP) is a micro-level political participation of people in Telangana as with Panchayat Raj elections in different states of India. Geographical Information System (GIS) was employed to analyse the spatial patterns of Geopolitical participation of people in ZP elections. Panchayat Raj elections were held 4 times in Telangana, when it was part of erstwhile Andhra Pradesh. The research paper analyse the political dynamics of Panchayat Raj as democracy of ZPTC’s. There are 443 ZPTC’s in Telangana and the three major political parties like Indian National Congress (INC), Telugu Desam Party (TDP) and Telangana Rastra Samiti (TRS) plays the significant role in the Geo-politics of Telangana.

Among the various population characteristics, the aspect of literacy is quite significant in the contest of the development process. It is believed that literacy in general brings about a much desired public awareness especially by way of their effective participation in development activities. Mass education, Adult education, free female education, distance education, through media and vocational training are some of the measures undertaken by the Central Government, State Government and Zilla Parishad in bringing about mass awakening. Apart from literacy as an indicator of development, the level of educational attainment needs to be understood especially in terms of the proportion of technical graduates, professional graduates and others including scientists. The data related to these aspects gives an insight in to the processes and stages of development. The level of education gives the best exposition of region development because of its dual functions, as cause and effect of modernization; it serves as a sensitive indicator of the level of development which a society possesses for its future progress. Education, in fact is the key to prosperity and the level of prosperity finds the instant expression in the educational standards of the people. It is the quality and level of education which prepares an individual for full participation in a rapidly changing social and economic order. It may, therefore, be employed as an indicator in determining region development. Key Words: Social, Economic, Transformation, Literacy Rate.

Background: A stroke is a medical emergency that requires immediate attention. Early intervention can prevent brain damage and other adverse outcomes. An ischemic stroke occurs when a blood clot stops or narrows in a blood vessel that leads to the brain. Presentation of Case: In the present case, a 63-year-old retired Zila Parishad worker came to our hospital with complaints of fever and weakness; after six days of medication and hospital stay, his fever subsided, but he developed weakness of the right upper extremity and slurring of speech. Regular investigations were done. MRI revealed Acute Infarct in the Left Frontal Region. Discussion: Bilateral training is proved to be effective in improving hand functioning in patients post-stroke. This is the application of the movement to both the extremity to gain progress. Conclusion: The patient was provided with medical, regular physiotherapy management, and speech therapy leading to improvement in his condition. He is still under regular physiotherapy for improvement in his fine motor function.
