Klíčový vstup do monitorování implementace univerzálních lidskoprávních smluv přestavují národní implementační zprávy. Navzdory důležitosti těchto zpráv dochází k výrazným rozdílům v tom, do jaké míry je jednotlivé státy dodávají. Dosavadní výzkum tohoto tématu je výrazně omezený, především pokud jde o jeho empirický záběr. Tento text testuje několik vysvětlujících hypotéz, které obsahuje současná literatura zabývající se účastí států v lidskoprávních smlouvách a vnější transparentností států. Empirická analýza obsažená v textu zahrnuje data z nedávného období pro všechny ústřední lidskoprávní smlouvy. Analýza přináší poznatek, že faktorem, který nejvýrazněji ovlivňuje to, jak jednotlivé státy zprávy odevzdávají, je míra odevzdávání zpráv v rámci příslušného regionu.

Top-of- rail lubricants are an effective way to control adhesion, reduce contact wear and noise in rail transport. However, despite the widespread use of these lubricants, there is currently no standard defining how to test and evaluate their performance. This work aims to develop a methodology for testing top-of-rail lubricants in a laboratory environment using a tribometer in a ball-on-disk configuration. At first, important operational parameters of experiments are analyzed and experimentally tested. These are mainly wear-in and run-in, method of application, roughness and geometric parameters of contact bodies. The result of this work is a testing methodology that guarantees good repeatability and reliability of results. In the last part of this work, the methodology is verified using commercial top-of-rail lubricants.

Annotation:
Title: Kinesiological Analysis of the Rowing Stroke. Objectives: The aim of this thesis is to obtain, to analyse and process the data on the activity and involvement of selected measured muscles, working during one rowing stroke - in the drive part and in the recovery part. Methods: The work is processed by a kinesiological analysis of selected movement of the rowing stroke, based on the determination of muscle activation. Electromyography method was synchronized with the video recording. Results: Based on the sequences of the muscle activation was described their order and sequence in the actual shot of the rowing stroke (drive phase and recovery). We have proved that in the rigorous technical performance are always activated the same muscles in the exactly same order. Individual deviations from the correct technique in measuring appeared and thus enable their correction. Keywords: Electromyography, stroke, rowing, muscles.

Title: The comparative analysis of forward stroke on the slalom kayak, wildwater kayak and speed kayak The Aim: Aim of this work is the comparative analysis of forward stroke on the kayak to slalom kayak, wildwater kayak and speed kayak. Methods: For comparison, we used electromyography measurements, we have synchronized with video. Results: The results of this work we show that most differences in the forward stroke, according to timing of entries we selected muscle activation between the speed and slalom kayak. Tittle: Comparative analysis of addirect forward stroke perfomed on single canoe in flatwater canoeing and in paddle pool. Goals: The goals of study is to describe and compaq the movement pattern of a forvard paddle stroke on a canoe in flatwater and in the paddling pool. Methods: The work has mixed empirical-theoretical character, The study is a descriptive individual study. Muscle activity was measured using surface electromyography with synchronized video recording (kinematic analysis). Results: We found differences in muscles involved in the direct paddle stroke forward on canoe and paddle pool. The main differences are, that on the water the boat goes to the paddle and in the paddle pool, we push the water around us.In the first case the athlete push the boat towards to the paddle. However in the paddle pool the athlete just pulls paddle through the water. Another important difference is, that in the paddle pool we do not develop the "water feeling" and in the paddle pool does not have to keep balance. Canoeist is on solid grand all the time. For the winter season, we can recommend a paddle pool as a specific strengthening, but the paddling or ride on water on water does not replace it. We watched activity of ten selected muscles during canoe forward stroke, on simulator, diagonal pull, stretch of arms with elastic resistance, dumbbell pulls and pull ups by surface electromyography. Study evaluates intraindividual and subsequently interindividual the size of the muscle activation considering reference movement, forward stroke on flat water. The results proved similarities of the forward stroke and on simulator in terms of average muscle activation. M. latissimus dorsi shows higher activation during canoe forward stroke, on simulator, stretch of arms with elastic resistance, dumbbell pulls compared with other tested exercices. locomotion through the shoulder girdle, shot, canoeing, paddling, electromyography, muscular activity

The Diploma Thesis deals - within its theoretical part - with situations in TV news, which require conversion of audiovisual content to achieve involved person's anonymity. Ethics codes of analysed television stations are major factor in this part, also included as secondary support relavant studies, reference books, laws and edicts. Conversion of audiovisual content is necessary - speaking of victims of crime (mainly violent or sexual offense) and theirs relatives, children, suspects and theirs relatives, anonymous sources, some criminalists or other vulnerable persons. Practical part of the thesis applies gained informations to analyse audio-visual recordings - broadcasted by Czech TV (Česká televize), TV Nova and FTV Prima. Study reflected diffrences between conversion of same situations and same persons. Study also reflected some ethically controversial moments. Several reporters gived an interview to comment selected news.

This thesis describes the process of archiving of shots and programmes in news and sport editorial offices of the Czech Television. Newsroom prepares broadcasts for ČT1 and ČT24 programmes. The sport editorial office provides the broadcasts for ČT SPORT and also prepares the news for "Branky, body, vteřiny" on ČT1. With regard to this, both offices produce a considerable amount of audio-visual material. The thesis examines how this material is subsequently archived. Do both offices have a systematic and comprehensive procedure for archiving of shots and programmes? And are these archives easily traceable, available and usable for further broadcasting? The thesis summarizes the history of archiving of news and sport audio-visual material. The key process of digitization, which allows the transcription and saving of old archive materials stored on tape media, is also mentioned. After describing the history of archiving, the author focuses on the current methodology of the process and describes the system of archiving in news and sports news. Who does archiving and what systems and programmes are used for it? At the end of this thesis the future of archiving is analysed with regard to the progress in technologies used for archiving.
