Media environment, emerged from the traditional system of mass communications and enriched with new opportunities for the community, is intensively developing in the modern society. Scientists’ research shows that media defines modern existence, consciousness and values of anindividual and social groups. Media environment acts as the place of human existence and means of influencing his consciousness. The author characterizes the media environment as the social space for the library institution, reveals the possibilities of the public library as the leader of public opinion and identifies technological features of introducing information influence into the library media communications. With the development of the Internet technologies, mass communication has become open and accessible to the library community. Modern library simultaneously acts as an active user ofmedia content and as an actor creating its own media products for a wide audience. However, these opportunities are mainly used for internal purposes: to reflect the life of the institution and to disclose its information resources. The article justifies the possibility of strengthening the social position of the library by assuming the role of the local community information leader. The author comes to the conclusion, that social effectiveness of the library actor behavior in the media environment will be determined by two factors: the correspondence of the communication product to social demands and the power of information influence of the message and social consequences (actions).

Accurate metabolite identification remains one of the primary challenges in a metabolomics study. A reliable chemical spectral library increases the confidence in annotation, and the availability of raw and annotated data in public databases facilitates the transfer of Liquid chromatography coupled to mass spectrometry (LC–MS) methods across laboratories. Here, we illustrate how the combination of MS2 spectra, accurate mass, and retention time can improve the confidence of annotation and provide techniques to create a reliable library for all ion fragmentation (AIF) data with a focus on the characterization of the retention time. The resulting spectral library incorporates information on adducts and in-source fragmentation in AIF data, while noise peaks are effectively minimized through multiple deconvolution processes. We also report the development of the Mass Spectral LIbrary MAnager (MS-LIMA) tool to accelerate library sharing and transfer across laboratories. This library construction strategy improves the confidence in annotation for AIF data in LC–MS-based metabolomics and will facilitate the sharing of retention time and mass spectral data in the metabolomics community.

In this paper, we put forward a method of online sharing of massive resources in public libraries which is established on cloud computing. Cloud computing technique is implemented to collect the statistical information characteristics of public library’s massive resources under the condition of network environment and culture construction, and an adaptive fusion clustering processing model of public library’s massive resources under the condition of network environment and culture construction is constructed. Moreover, the correlation statistical feature detection approach is used to accomplish fuzzy scheduling and feature mining of public library’s massive resources under the condition of network environment and culture construction. The information storage center management database of public library’s massive resources under the condition of network environment and culture construction is established. The fuzzy C-means clustering approach is implemented in the database to cluster the massive resources of public library under the condition of network environment and culture construction. Combined with cloud computing technology, the sharing and classified management scheduling of massive resources of public library under the condition of network environment and culture construction are comprehended. The simulation outcomes confirm that the adaptive performance of public library’s massive resource sharing management under the condition of network environment and culture construction is better, and the adaptive scheduling performance of resources is better. The data clustering of public library’s massive resources under the condition of network environment and culture construction is stronger, which improves the online sharing level of public library’s massive resources under the condition of network environment and culture construction.

Significant changes in the library network development of Tambov region have occurred as a result of reforming the administrative-territorial division. The counties and townships abolition has led to a change of the libraries typology. The Central Provincial Library was first transformed into the Central District Library (before 1934), then - into the Central Municipal one (until 1937), and, finally, to the Regional one (in 1937). A specific feature of the period under review was opening a central library in each district (with a network of mobile libraries), as well as the organizing stationary libraries at enterprises and large state- and collective-farms. Urban population was mostly served by a network of trade union libraries, rural inhabitants - by a library network of the People's Commissariat of Education. In 1940 the number of public libraries in Tambov region reached 552, including 453 ones in the countryside. The network of public (mass) libraries included the following libraries: state district ones - 42, state municipal ones - 4, state rural ones - 102, state children ones - 7, village state public library and reading rooms - 158, public libraries at the regional culture houses and other club facilities - 12, collective-farm ones - 56, trade union ones - 131, public libraries of other agencies and organizations - 27. Strengthening ideological pressure on library services resulted in the tightening of censorship, mass withdrawal of the ideologically harmful literature. Collections of seized books marked «do not give masses» were created in the libraries as special funds. New editions entered the region in a limited number. In general, in the 1930s the book composition in the library stocks of Tambov region is characterized by the following data by branches of knowledge: anti-religious literature was 2,2%, social studies - 19,5%, natural science - 4,6%, applied sciences - 6,2%, agriculture - 5,1%, history and geography - 6,5%, fiction - 28,7%, others - 27,2%. The total library fund had not enough fiction and books on natural history, book sections on technology and agriculture needed accession. By the beginning of 1941 the amount of the public libraries fund in Tambov region was totaled 843,948 copies. To improve significantly the level of library service the nation-wide measures have been taken, among them were the following: Library Campaign, All-Union Library Census, All-Union competition for the best area on performing the librarianship in the countryside. They were aimed at drawing public attention to the serious problems existed in the librarianship. However, the Library Campaign was not properly developed in Tambov region. Scanty funding, general unpreparedness, inadequate qualifications of librarians and other factors affected negatively to achieve this goal.

The aim of this thesis is to analyze debates and discourses about the public library in Swedish media from the 1970s up to and including 2006. The empirical material is derived from TV, radio and the daily press and by using discourse theory and methodology a number of debates are problematized. The result of the analysis showed similarities but also differences between dominant discourses during different decades. One discourse, termed the book discourse, recurs during all the decades of the study. The book discourse is primarily associated with concepts such as printed books, good quality fiction and popular education. The 1970s is dominated by a discourse called the community centre discourse. It called for public libraries to become community centers for various kinds of cultural and political activities. The information mediation discourse appeared first in the 1980s and was present during the 1990s and the following decade. This discourse argues that public libraries should prioritize new technology and engage primarily in mediating information, irrespective of the format in which it is presented. The analysis as a whole also revealed that authors often had a prominent position in and exerted substantial influence over the content of the debates. Librarians, however, did not participate to any great extent in the debates. In the conclusion I argue that there are important aspects of the public library that does not appear in the material. The role of the library as a meeting place is one such absent theme. Another is the importance of the library to ensure integration. I argue that this invisibility is a result of the book discourse dominating the debate. If the public image of the library is defined from the viewpoint of the book discourse, the result can well be that the institution is equated with a specific media format - printed books. Because of significant changes in media consumption and the ongoing digitization of information, this focus could in the long run mean that the library risks loss of legitimacy. Describing the library as a cultural institution, as a community centre or as an information centre depends on different discourses that aim to further different wills and interests. By highlighting the political, professional and institutional interests articulated in dominant discourses on the public library in Swedish media during a period of almost 40 years, this study suggests that the media debates must be widened and opened up for more actors.

The issue of sustainability has greatest significance in the midst of unilateral bio-socioeconomic degradation resulting from intense and increasing societal pressures placed on the unified global ecology. In such an environment, sustainable development seeks to manage natural resources within a free market economy, aiming to meet the needs of today's population, and to protect and enhance current resource quality and abundance. In this light, techniques of integrated sustainable primary production and wastewater management are the subject matters of this applied research. There are many researchable issues which could be addressed within the subject matter. The first focus in the research scope was driven by the most severe sustainability issue facing Central Queensland (Australia) in 2000: the depletion and degradation of freshwater supplies. Central Queensland (CQ) is an arid sub-tropical region that has suffered from a marked reduction in rainfall and increase in temperature over the last 100 years, {Miles, 2004 #172}, and by the year 2000, conditions had been exacerbated by eight years of severe drought and warmer than average temperatures and resulted in widespread animal and crop failures due to freshwater shortages. Such a problem required a multi-faceted ecological, social, and economic approach. Hence, research centred on investigating the science of integrating regional water-related industries and agribusiness, and biodiverse ecosystems to achieve water and wastewater reuse applications, and associated eco-socioeconomic benefits. Specifically, this research investigates the integration of (a) electrical power station wastewater (b) barramundi culture, (c) red claw culture, (d) constructed wetlands (for water quality management and habitat creation), and (e) hydroponic flower culture. This research produced outcomes of integrated water and wastewater reuse and recycling, marketable agriproducts production (fish, crayfish, and flowers), water and wastewater reuse and conservation, wetland primary production, carbon dioxide sequestration, aquatic pollution control, and biodiversity creation and support. Successful design and management, experimental trialing and evaluation of system components and subjects, and the development of a knowledge base including static and dynamic system models, represent advances in respective research areas, and underpin the emerging discipline of integrated systems approaches to eco-socioeconomic development. Additionally, several gaps in the current body of knowledge regarding integrated systems were filled, and interactive management tools were developed. Apart from this study, the integration of technologies (as described above) has not, to this author's knowledge, been accomplished.

According to Hurricane Katrina: Lessons Learned (2006), emergency management professionals realized first-hand that preplanning and coordination is essential when mounting an effective reaction to natural disasters. This chapter describes how leaders in Chesterfield County, VA learned similar lessons in 2001 during Hurricane Irene. In comparison to Katrina the amount of damage caused by Irene was minimal but the impact on county leaders was severe. Based on lessons learned during Irene and an unexpected wind storm nine months later, Chesterfield County leaders now include the Chesterfield County Public (CCPL) in their official disaster relief plans. When activated, CCPL will serve as an information hub, double as a daytime relief shelter and participate in mass feeding if necessary. Selected library branches are available to be used as overnight relief shelters for mass care when the activation of a standard sized shelter facility is not warranted. These changes have made a notable difference.

Massive digital library (MDL) is a term coined to define a class of digital libraries gathering mass-digitized print books and monographs, which rival the size of brick-and-mortar libraries. Specific examples of MDLs, including Google Books, HathiTrust, DPLA, Internet Archive, et al., are presented. The issues raised by MDLs include mass-aggregation of digital content and the ability to maintain source-material accuracy and veracity; copyright, fair use, and the mass-digitization of materials not in the public domain; and disparities in the level of diversity, especially with regard to Spanish-language, Japanese-language, and Hawaii-Pacific materials. Finally, the impact of MDLs on Digital Humanities, especially with regard to the Google Books digital corpus and the Google Ngram Viewer, will be investigated.

This essay concerns the fight to desegregate Memphis libraries, which encompassed not only legal challenges but also a 1960 sit-in campaign that inspired direct action protests throughout the city. Allegra Turner sought access to the white-only Cossitt Library in 1949, and eight years later her husband Jesse Turner led a public campaign to desegregate the public libraries. In a way, this struggle serves as a microcosm of the larger civil rights struggle in the Bluff City. While the white leaders of Memphis did not encourage the violence against civil right protesters seen in other southern cities, they were slow and reluctant to open the library to readers of all races—and the library was the first public institution to be desegregated. The 1960 sit-in campaign provided a critical mass mobilization that helped drive desegregation, even as the public libraries continued to reflect patterns of racial inequality.

Massive Digital Library (MDL) is a term coined to define a class of digital libraries gathering mass-digitized print books and monographs, which rival the size of brick-and-mortar libraries. Specific examples of MDLs, including Google Books, HathiTrust, DPLA, Internet Archive, et al., are presented. The issues raised by MDLs include the following: mass-aggregation of digital content and the ability to maintain source-material accuracy and veracity; copyright, Fair Use and the mass-digitization of materials not in the Public Domain; and disparities in the level of diversity, especially with regard to Spanish-language, Japanese-language, and Hawaii-Pacific materials. Finally, the impact of MDLs on Digital Humanities, especially with regard to the Google Books digital corpus and the Google Ngram Viewer, will be investigated.

Emergency management professionals over the years have realized that preplanning and coordination is essential when mounting an effective reaction to a natural disaster. During Hurricane Katrina, professionals learned that preplanning and preparation must include a plan for responding to the unexpected. Chesterfield County, VA learned this lesson in 2011 during Hurricane Irene when unexpected events required adjusting the plan. The amount of damage caused by Irene was minimal compared to Katrina but the impact of responding to unexpected needs was just as compelling. During Irene and other natural disasters that followed the Chesterfield County Public (CCPL) became a key component in meeting unexpected needs mass care and communications. CCPL can now serve as an information hub, double as a daytime relief shelter and participate in mass feeding if necessary during emergency situations. Selected library branches are also be used as overnight relief shelters when the activation of a standard sized shelter facility is not warranted.

Abstract Yeats’s world was always the world of mass media, and his work was widely reproduced from early on, via official as well as unofficial channels: he was the solemn poet published by Macmillan and one of the dramatists of the American Little Leather Library; his poetry was presented to the readers of The New York Times, the New Statesman, and a wide range of newspapers and magazines of different political persuasions; he was a prolific journalist and reviewer, his opinions on literature appearing across the political spectrum, from The Irish Homestead to The Manchester Playgoer through to Harper’s Weekly; he was also an easily irritated Irish citizen who enjoyed crafting letters to the editor of The Irish Times, and a poet courted by the BBC, who transformed his lifelong reflection on the performance of poetry into a broadcasting success. His engagement with modern media was a large-scale rhetorical experiment: he transferred his experience from one medium to another, taking his experience as poetry anthologist, public reader and jack-of-all-trades journalist into the radio studio, a poet who was transformed into a gifted and prominent mass communicator.

Obesity is a chronic disease that corresponds to excess accumulated fat, has a multifactorial etiology, and is a risk factor for other chronic pathologies. Changes in the diversity and composition of the gut microbiota are increasingly associated with various disease states, including obesity and behavioral disorders. Evidence shows that in obese individuals there are more bacteria of the phylum Firmicutes, than in a person with eutrophic weight, there is more imbalance of the microbiota influenced by the increase in the energetic extraction of the components of the diet, lipogenesis, and intestinal permeability. Thus, studies have shown therapeutic action through intestinal modulation with functional foods, using probiotics, prebiotics and symbiotics, since it is necessary to reduce the public costs assigned to obesity. This work aims to describe the action of probiotics, prebiotics and symbiotics along with a balanced diet for obese adults. This is a systematic review of the literature conducted with publication in the period from 2011 to 2021, which used as database the Medical Literature Analysis and Retrieval System Online (Pubmed), Scientific Electronic Library Online (Scielo) and Virtual Health Library (VHL). In the studies evaluated, the most used strains and concentrations were Bifidobacterium and Lactobacills at 1010 CFU/g. With the results of decreased body composition such as body fat mass, waist circumference, energy intake and body weight and that the use of these supplements can modulate the human gut microbiota, increasing potentially beneficial microbial species.

Childhood obesity is a disease described by excessive accumulation of fat in infants and children. It is given when the Body Mass Index (BMI) is above the recommended for your age. The prevalence of obesity has grown significantly in recent decades in both developed and developing countries. Objective: Therefore, the aim of this study is to analyze the main causes of childhood obesity, as well as to describe the factors associated with this pathology. Methodology: This is a Literature Review study. For the survey of articles in the literature, a search was conducted in the following database: Virtual Health Library. The following descriptors were used to search the articles: pediatric obesity and overweight AND associated factors AND cause and its combinations in Portuguese. Results: The prevalence of obesity in children and adolescents largely reflects the most recent changes in eating patterns and physical inactivity. Urbanization, globalization, increased income, increase in durable consumer goods, among others, contributed to a set of lifestyle changes that directly affected the increase in overweight and obesity in children and adolescents. Associated with overweight is the risk factor for other chronic diseases that, happening at such an early stage of life, may predispose individuals still very young to preventable diseases and complications. Type 2 diabetes mellitus, systemic arterial hypertension, dyslipidemia, gastroesophageal reflux disease, osteoarthritis, orthopedic and postural problems, certain types of cancers in later life, social adjustment problems and depression are some of the diseases associated with childhood obesity. Conclusion: Prevention is the most efficient measure for the control of childhood obesity. Therefore, public health policies associated with educational measures and strategies that promote the incorporation of healthy habits are of great importance.

<div class="section abstract"><div class="htmlview paragraph">Predictive Signal Phase and Timing (SPAT) message set is one fundamental building block for vehicle-to-infrastructure (V2I) applications such as Eco-Approach and Departure (EAD) at traffic signal controlled urban intersections. Among the two complementary communication methods namely short-range sidelink (PC5) and long-range cellular radio link (Uu), this paper documents the work with long-range link: the complete data chain includes connecting to the traffic signals via existing backhaul communication network, collecting the raw signal phase state data, predicting the signal state changes and delivering the SPAT data via a geofenced service to requests over HTTP protocols. An Application Programming Interface (API) library is developed to support various cellular data transmission reduction and latency improvement techniques. An emulation-based algorithm is applied to predict the traffic signal state changes to provide adequate prediction horizon (e.g., at minimum 2 minutes) for the cohort energy optimization. In fact, the same connectivity and SPAT delivery methodology has been applied to traffic signalized intersections nationwide in the United States upon public agency approvals for access to their firewalled traffic control network and signal control systems or directly to individual controllers. This methodology proves its effectiveness and potential for rapid growth of such SPAT deliveries at mass production scale without needing infrastructure hardware retrofit or excessive communication means. To support the energy optimization of light and heavy-duty vehicle cohorts of mixed automation and propulsion systems (EV, ICE and hybrid), the connection and SPAT deliveries at two sites were completed, including public roads in Washtenaw County, Michigan and closed track test sites at American Center for Mobility (ACM) in Ypsilanti, Michigan. However, only closed test track results at ACM will be presented in this paper. A neuroevolution based optimizer is developed and implemented to control the speed of a vehicle cohort with different propulsion systems and automation levels. Closed track tests showed significant energy savings of the cohort operation.</div></div>

Objective: This review aims to bring updates about the relationship between the silicone implant and the breast implantassociated anaplastic large cell lymphoma (BIA-LCL), in order to have a better knowledge about this disease. Despite the low risk of its development, a better understanding of BIA-ALCL is of interest to women, oncologists, breast specialists, plastic surgeons, regulatory agencies, and the general public, as the number of women with breast implants is increasing worldwide. Methods: This article is based on a review of publications on the topic. A search for articles was carried out through the SciELO databases, at the interface of the U.S. National Library of Medicine and National Center for Biotechnology Information (PubMed) and Latin American and Caribbean Literature on Health Sciences (LILACS). Results: BIA-ALCL is a very rare disease (1 case per 1–3 million women with implants), accounting for 2–3% of these lymphomas in adults and 0.5% of breast cancers and occurs between 8 and 10 years after breast cancer and implantation of a breast prosthesis. Textured implants are the most associated because they have a greater contact surface, so more biofilm is formed, causing bacterial adhesion. Most patients have peri-implant effusion and less often have a mass. Other described symptoms included breast enlargement, skin rash, capsular contracture, and lymphadenopathy. Lymphoma may be located in the seroma cavity or may involve pericapsular fibrous tissue. To make the diagnosis, imaging tests and cytological analysis must be performed. The fluid must be aspirated and is usually cloudy and thick, with large pleomorphic epithelioid lymphocytes, abundant cytoplasm, eccentric reniform nucleus and prominent nucleolus, and anaplastic lymphoma (ALK). Morphological and immunophenotypic features are indistinguishable from those of ALK-negative ALCL. Conclusion: The treatment of BIA-LCL includes implant removal, complete capsulectomy, excision of suspected adenopathy, and excision of lymphoma margins. Surgeons may consider removal of the contralateral implant as approximately 4.6% of cases have demonstrated incidental lymphoma in the contralateral breast. There are no data to recommend a mastectomy, sentinel lymph node biopsy, axillary lymphadenectomy, or breast reconstruction. The best prognosis is with complete capsule elimination surgery. Follow-up is done every 3–6 months for 2 years, in addition to imaging tests and the segment will depend on the patient’s clinical manifestations.
