Abstract: Every day, children, young people, disabled people, underage children, elderly people with Alzheimer's disease, etc. Many people went missing, including many, and many are still missing. According to the latest data from the National Crime Records Bureau (NCRB), 59,262 children went missing in India in 2020. We propose a method that can assist police and the public by using facial recognition to speed up the search process. When a person goes missing, police can send that person's photo and keep it on file. Whenever anyone comes across a complaint, they can take a photo of that person and upload it on our portal. The facial recognition model in our system will try to find matches in the data using facial coding. The face coding of the uploaded image is done by comparing it with the face coding of the image in the database. If a match is found, the police will be notified. The app will keep track of all missing persons and when a match is found the relevant authorities in the area will be notified. In addition to the photo, the user's location at the time the video was recorded may also be useful to the police. Also children, runaway teenagers, mentally ill, Alzheimer's patients, criminals, etc. Information on all missing persons will also be classified. Many families and even governments offer rewards to people who provide information leading to disappearances. The missing person was found. We can provide information about this gift through the application. When a new photo of a missing person is uploaded to the database, all users of the app will receive a notification with the person's name, appearance, rewards offered and more. We may also combine our data with government Aadhar data, which includes biometric data that can be used in our system, if permitted. Since many mobile phones are now equipped with fingerprint sensors, fingerprint matching is also possible. The variables of Fishers Equation of Exchange were estimated as rates of growth for the economies of Argentina, Brazil, Chile, Colombia, Mexico, Peru and Venezuela. These estimations suggest that between 1995 and 2007 for Brazil, and between 1991 and 2007 for the other nations, some inflation failed to materialize. In per-year terms, the missing inflation went from a minimum of 0.9 percentage points in Colombia and Chile, to a maximum of 7.5 percentage points in Venezuela. The missing inflation was attributed to the growing openness of the economies of these nations.

AbstractThe OSCE Special Monitoring Mission (SMM) to Eastern Ukraine (Donbas) offers an interesting case study of what international organizations do during a war. The current conflict is tricky and multilayered. The SMM is the only international observing mission deployed permanently in this war zone, but thus far has received little academic scrutiny. Daily reports are published online so that anyone can be part of the observation process and a witness to what is going on in Donbas. But does the mission contribute to a “revival” of the OSCE? Is it an adequate, accurate, and objective monitoring tool? Is it helping to improve the situation in the field and to make life easier for the population? Finally, should the SMM to Ukraine be modified, replaced by another type of mission, or assisted in some way? In answering these questions, the chapter also considers the future of such missions in the context of the current crisis in Nagorno-Karabakh.

Typhoon Morakot produced more than 2000 mm of rainfall in two days during August 2009, causing catastrophic damage to parts of southern Taiwan. In the aftermath, 673 people died; 26 went missing; and 1,766 houses were destroyed. To facilitate recovery and reconstruction after the typhoon, the state approved a Special Act of Reconstruction for delimiting specific disaster regions and imposing forced relocation of villagers. A total of 3,096 households, mostly indigenous groups, were relocated to 35 permanent housing units from mountains to lowlands. Without any farmlands, villagers struggled to maintain their livelihoods. In 2020, indigenous villagers protested against the county government for its intention to demolish illegal structures, built by villagers as tourism-related businesses. This advocacy was supported and followed by several university faculty members and NGOs through numerous actions, including organizing protests, filing petitions, and conducting workshops to advocate indigenous human rights. In addition, through university-community collaborations, several “soft actions” were emerged, such as building genealogy and curating settlement history and pictures in local museums, for more community involvement and empowerment. Above all, these advocacy and community actions reflected Sustainable Developments Goals (SDGs) in “climate actions” and “reduced inequalities.” Moreover, through reflections of these actions, community post-disaster resilience may be more about resistance than adaptation. In the future, university scholars and students will continue to work with indigenous communities for advocating indigenous human rights in the era of climate change.

The spread of the phenomenon of social orphanhood, neglect of some children is one of the acute socio-demographic problems of Ukraine in the last three decades. Orphans and children deprived of parental care are a special group of children who’s the number has increased in Ukraine since the mid-1990s, that is, during the period of maximum aggravation of the transformational crisis. The gradual improvement of the economic situation and society's attention to childhood problems, the activation of social policy contributed to a gradual decrease in the number of children in this category. Family forms of keeping these children have become widespread - guardianship, foster families, family-type orphanages, etc. But in the conditions of a full-scale war, the positive trend towards a gradual decrease in the number of these children was interrupted, since many children suffered from the war: their parents died or were seriously injured, went missing, were forcibly deported, etc. This is one of the worst consequences of war. Creating comfortable living conditions and harmonious development of this group of children in the conditions of war is a difficult task that requires a scientific approach, improving legislation and concentrating the efforts of relevant organizations. In the extreme conditions of the war, family forms of keeping children left without parental care due to the war are spreading: increasing cases of taking into families for guardianship/care and national adoption is continuing. The study is based on information from open sources, expert assessments, and data from the State Statistics Service.

Abstract Acquiring surface seismic data can be challenging in areas of intense human activities, due to presence of infrastructures (roads, houses, rigs), often leaving large gaps in the fold of coverage that can span over several kilometers. Modern interpolation algorithms can interpolate up to a certain extent, but quality of reconstructed seismic data diminishes as the acquisition gap increases. This is where vintage seismic acquisition can aid processing and imaging, especially if previous acquisition did not face the same surface obstacles. In this paper we will present how the legacy seismic survey has helped to fill in the data gaps of the new acquisition and produced improved seismic image. The new acquisition survey is part of the Mega 3D onshore effort undertaken by ADNOC, characterized by dense shot and receiver spacing with focus on full azimuth and broadband. Due to surface infrastructures, data could not be completely acquired leaving sizable gap in the target area. However, a legacy seismic acquisition undertaken in 2014 had access to such gap zones, as infrastructures were not present at the time. Legacy seismic data has been previously processed and imaged, however simple post-imaging merge would not be adequate as two datasets were processed using different workflows and imaging was done using different velocity models. In order to synchronize the two datasets, we have processed them in parallel. Data matching and merging were done before regularization. It has been regularized to radial geometry using 5D Matching Pursuit with Fourier Interpolation (MPFI). This has provided 12 well sampled azimuth sectors that went through surface consistent processing, multiple attenuation, and residual noise attenuation. Near surface model was built using data-driven image-based static (DIBS) while reflection tomography was used to build the anisotropic velocity model. Imaging was done using Pre-Stack Kirchhoff Depth Migration. Processing legacy survey from the beginning has helped to improve signal to noise ratio which assisted with data merging to not degrade the quality of the end image. Building one near surface model allowed both datasets to match well in time domain. Bringing datasets to the same level was an important condition before matching and merging. Amplitude and phase analysis have shown that both surveys are aligned quite well with minimal difference. Only the portion of the legacy survey that covers the gap was used in the regularization, allowing MPFI to reconstruct missing data. Regularized data went through surface multiple attenuation and further noise attenuation as preconditioning for migration. Final image that is created using both datasets has allowed target to be imaged better.

Abstract This paper presents a new intelligent completion solution recently introduced in Brazilian pre-salt fields, such as Búzios and Mero. Since the introduction of open hole wells with intelligent completion in 2019, this kind of design has become the prevalent architecture in pre-salt. However, the current completion design, with the ICVs in the upper completion, limits the number of remotely controlled intervals to a maximum of two. The new solution aims to deliver additional zonal control. As an initial step, Petrobras has organized some close interactions with all major service providers, looking for possible solutions for new well designs that could meet the requirements. The development of these new concepts was followed by a selection process when the most suitable solution was identified. After this step, the engineering team went into the detailing phase, where some technology and experience gaps were identified. A plan was put in place to develop the missing technologies and to gradually introduce the new design in the field to "derisk" the projects and achieve the required readiness. A well configuration with ICVs installed directly in open hole was selected. This allows deploying more than 2 valves in each well, as the concentric flow design is not required. In the other hand, running them in open hole results in some risks and uncertainties that were not applicable in cased hole. Wellbore stability, control lines integrity and zonal isolation are just some of the aspects that were part of the well engineering studies. A new expandable packer assembly with feed through capability was developed for proper and reliable zonal isolation. Other important guidelines for the project were workover readiness and compatibility with severe fluid losses scenarios. For both challenges, downhole disconnection systems are being developed. They will allow the disconnection and reconnection of the control lines in downhole environment. Additional equipment is also under development to allow installing the lower completion in a dual trip approach along with the use of MPD techniques. As part of the introduction of the new solution, three full open hole 3-zones intelligent completion systems were installed in Mero and Búzios field in 2021. Though none of them used the downhole disconnection system, a successful and valuable experience was obtained regarding the intelligent completion deployment in open hole. The comprehensive solutions envisioned for well construction in pre-salt fields include the fast development and intense application of new technologies, resulting in groundbreaking concepts. A significant cost reduction is expected with the new design and was already observed in the 3 pilot wells. At the same time, it also delivers all the required functionalities and incorporates improvements for the well life cycle. The introduction of this innovative concept is a game changer for pre-salt projects.

В исследовании применен метод интервьюирования и анализ основных программных документов. the purpose of this article is to present the historical facts of school education in Palestine in the second half of the twentieth century, as well as indicate the status of schoolchildren and the conditions for admission to school for the new academic year. School education went through several stages in the 1950s and 1960s until the Palestinian National Authority came to power. With the outbreak of the first Palestinian uprising from 1987 to 1991 conditions changed again. The geographic discrepancy between the Gaza Strip and the West Bank also contributed to their complete divergence in school curricula. With the creation of the Palestinian Authority in 1993, its first mission was to promote universal education in the Gaza Strip and the West Bank. The study used the interviewing method and analysis of the main program documents.

Prior full-scale research with the fire service was primarily designed to isolate specific tactics, most often either ventilation or suppression, which allowed researchers to develop science-based recommendations related to the specific components of fireground operations studied in relatively controlled conditions. The current project went beyond earlier research by conducting twenty experiments in eight acquired, single-family residential structures and that combined fireground tactics to quantify the impact of coordination between ventilation and suppression actions. This experimental series included second-story bedroom fires (14 experiments) and first-floor kitchen fires (6 experiments). The main control variables studied included the position of initial application of water, the ventilation method, and the timing of ventilation relative to water application. The ventilation tactics examined in these experiments included horizontal, vertical, positive pressure, and hydraulic ventilation, while the suppression tactics included both interior water application and initial exterior water application followed by interior water application. While some elements of the experiments (e.g. structure floor plan and weather) resulted in increased variability, the lessons learned highlighted the importance of having a systematic approach to the implementation of tactics. Most importantly, there was no meaningful increase in temperature outside of fire rooms when ventilation tactics were executed in coordination with (shortly after or shortly before) the onset of suppression. The effectiveness of suppression actions in extinguishing the fire were dependent on the ability of those actions to 1) cool surfaces in the fire room and 2) wet unburned fuel. Exterior suppression actions on second-floor bedroom fires resulted in a decrease in temperatures throughout the second floor, followed by regrowth prior to final suppression through interior streams. When exterior suppression was performed on first-floor kitchen fires, where more complete fuel wetting was possible, regrowth was not observed prior to interior suppression. When surface cooling or fuel wetting are not possible due to the elevation of the fire room, missing ceiling, or obstacles, firefighters should consider alternative means of water distribution to improve the effectiveness of suppression actions from outside the fire room. Suppression actions, whether interior or exterior, generally resulted in a decrease in temperatures and gas concentrations at locations where occupants may potentially be located. Conditions improved most quickly at locations closest in proximity to the inlet of the flow path established between the front door and the fire room. For this reason, opening an exterior door to gain access should be thought of as an important ventilation action, both in terms of its potential to cause fire growth and its potential to improve conditions for potentially trapped occupants. After effective suppression, structure ventilation operations should similarly be cognizant of gas flows, with the aim of establishing flow throughout all areas where occupants may be located.

Missing trade is defined as the exports and imports that may have taken place between two potential trading partners, but which are unknown to the researcher because neither partner reported them to the United Nation’s COMTRADE, the official global repository of trade statistics. In a comprehensive sample of African countries, over 40% of the potential trade flows fit this definition. For a continent whose trade integration remains an important avenue for development, this lack of information hinders the analysis of policy mechanisms -- such as the Economic Partnership Agreements with the EU -- that influence intra-regional trade patterns. This paper estimates the likely magnitude of the missing trade by modeling the manufacturing trade data in the GTAP Data Base using a gravity approach. The gravity approach employed here relates bilateral trade to country size, distance, and other trade costs while explicitly considering that high fixed costs can totally inhibit trade. This last feature provides an adequate framework to explain the numerous zero-valued flows that characterize intra-African trade. The predicted missing exports are valued at approximately 300 million USD. The incidence of missing trade is highest in the lowest income countries of Central and West Africa.

Ndomondo-Sigonda et al. (2017) observed that there is scarcity of information on human resources (person-nel devoted to regulation of medicines) in the domain of medicines regulation in the sub-Saharan Africa (SSA). The published information on medicines regulation by the National Medicines Regulatory Authorities (NMRAs) in the Economic Community of West African States (ECOWAS) region are no longer current and consistent with the current realities in the NMRAs. In order to reveal this occurrence, show the trends that exist over the years and make appropriate recommendations, data were collected and compared from 2005, 2010 and 2017 research reports on seven regulatory features of the fifteen Members States of ECOWAS. The re-sults show that there was missing information per regulatory feature and country. There was also an overall increasing trend in the number of NMRAs in the region that showed progress with respect to the measured regulatory features - Autonomy (Authority and Legal form), Marketing Authorization), GMP inspection, Quality Control, Quality Management System, Information Management System and Harmonization and International cooperation. People of Africa have a valuable story to tell as it relates to medicines regulation. This report is written by a West African from the perspective of a West African involved in the study and practice of medi-cines regulation by the NMRAs in the ECOWAS.

The objective of this cruise was to establish the first order functionality of the LIGHTHOUSE system in terms of mechanics, ROV operations, electrical components and data link. This is a highly integrated suite of optical and acoustic sensors to create a real time 360° scan of an underwater environment, in order to enhance the situational awareness of pilots and mission specialists. The tests were to be conducted in the clear, deep waters of the Norwegian Sognefjord. Due to severe technical malfunctions that became only apparent during mobilization in the port of Kiel, the vessel stayed moored to the east shore and west shore quays in Kiel Harbor, except for an excursion off Boknis Eck in the Eckernförde Bight. Despite these restrictions in locality, the majority of the work programme was carried out with great success.

In 2020, WSSCC’s India Support Unit (now UNOPS) piloted a new participatory approach called Community Leave No One Behind (CLNOB) to support the Swachh Bharat Mission Grameen (SBM-G) Phase II. The pilot took place in five districts in India (Mirzapur in Uttar Pradesh, Ranchi in Jharkhand, Kamrup in Assam, South 24 Paragnas in West Bengal and Purnea in Bihar). A Prerak (facilitator) was appointed in each district to support this process and work within villages at community level. The Sanitation Learning Hub supported an accompanying learning component of the pilot, facilitating learning sessions between the preraks and the development of a Handbook based on the experience. This learning brief outlines the purpose of CLNOB, the actions generated by the pilot and our reflections of the CLNOB approach. The CLNOB Handbook, a handbook on Community Leave No One Behind, accompanies this Learning Brief. CLNOB was designed to ensure a participatory method to enable sustained access to safely managed sanitation facilities for people who have been ‘left behind’ or left out of the first phase of India’s national sanitation campaign.

ALKOR cruise AL590 took place as part of the project CONMAR (https://conmarmunition.eu/) which is part of the DAM mission sustainMare (https://www.sustainmare.de/). It was the continuation of the munition monitoring started within the BMBF‐funded project UDEMM (Environmental Monitoring for the Delaboration of Munition in the Sea; https://udemm.geomar.de/), the EMFF (European Maritime and Fisheries Fund) ‐funded projects BASTA (Boost Applied munition detection through Smart data detection in and AI workflows; https://www.basta‐munition.eu) and ExPloTect (Ex‐situ, near‐real‐time detection compound detection in seawater). ALKOR worked for two weeks in the Baltic Sea in the munition dumpsites Kolberger Heide, Falshöft, in Lübeck Bight and west of Rügen. Munition sites were mapped via hydroacoustic (multibeam and synthetic aperture sonar) and visual (ROV and towed camera) methods. Water samples were taken for explosive- type compounds and eDNA analysis and sediment samples for macro faunal distribution studies. A change of crew happened on 24th March in Neustadt i.H. with support of the Coast Guard t of the federal police.

In this article the author analyzes in detail the “holiday” speeches by the former president of the russian federation dmitry medvedev and the current president vladimir putin devoted to the day of national unity of russia on November 4, 2022, in which politicians justify the war, call it sacred, a struggle between Good and Evil and predict their own victory. With the help of methods of critical analysis, the refutation of historical myths, the denial, an exposure and the generalization, the falsity and cynicism of the statements made regarding the expediency and possibility of geopolitical changes are demonstrated. The civilizational war of the russian federation against the Western democratic world, which began with aggression against the disobedience of neighboring Ukraine, which chose the Western vector of development, is gaining momentum. It would seem that in the 21st century global conflicts over territories are almost impossible, it is the time for the fourth-generation of war, but we can see that russia has various means in its arsenal, including weapons of mass destruction: aerial bombs, artillery, aviation, missile attacks, nuclear blackmail, rewriting history and ordinary lies. An analysis of the kremlin leaders’ military-strategic narratives about Ukraine and the West, shows the inadequacy and detachment of moscow politicians at the highest echelon of power from reality. Their aggressive and false rhetoric based on historical manipulations and maniacal efforts to transform the world order suggests that the kremlin will not stop on its own. Someone must stop him just decisively: either Ukraine or Ukraine’s allies. Sanction policy against the russian federation, political statements and words of support for Ukraine, even assistance with military equipment and finances may not be enough, because all these are certain procedures, a waste of time, and time today is the greatest value.
