This study aims to determine the services of social welfare centers (Puskesos) in poverty reduction in Abeli Dalam Village, Puuwatu District, Kendari City. This type of research is a qualitative descriptive study. The data collection technique was carried out by means of observation, interviews, and documentation with 13 research informants. 5 people from the implementation team of the social welfare center (Puskesos), and 8 additional informants, 1 TKSK and 7 community members who are beneficiaries of Puskesmas services in Abeli Dalam Village, Puuwatu District, Kendari CityThe results showed that social welfare center services (Puskesos) are located in Abeli Dalam Village government by providing social welfare center services in the program including: Healthy Idonesia Card (KIS), Family Hope Program (PKH), Non-Tunia Food Assistance (BPNT), and Cash Social Assistance (BST). which is carried out by Puskesmas to the poor, namely: 1) making changes in the form of activities, these activities are in the form of socialization. 2) assist in overcoming problems, by providing quality service assistance to poor individuals / families / households must have clear, straightforward, easy to understand and implement procedures. These activities include; receiving complaints, checking the status of potential beneficiaries with data validation and verification processes, complaint handling services according to program needs, in this case the KIS, PKH, BPNT, BST programs, and handling referrals. With 700 KIS recipients, 77 PKH family heads, 137 BPNT family heads, and 6 BST family heads. The number of service recipients for the poor was 174 households out of 202 households. These are found in Puskesmas services as well as the benefits of puskesmas services for the community that can have a good impact on community welfare and poverty reduction, and contribute to the fulfillment of the right to access health services, education, basic food assistance, and cash social assistance can be achieved

The current proposed unmanned aircraft system (UAS) detect and avoid standards require the same safety metrics, even when in close proximity to the ground or structures. This requirement has the potential to hinder low altitude small unmanned aircraft operations, such as local package delivery and utility inspection. One of the main safety metrics for UASs to adhere to is a ``well clear" volume that quantifies the vertical and horizontal separation UASs are required to maintain from manned aircraft. The current volume of 2000 feet horizontal and +/- 250 feet vertical does not provide credit for the safety benefit of being close to an obstacle where manned aircraft do not fly and could prove to be too restricting for low-level flight operations (i.e., under 400 feet above ground level). This thesis suggests using smaller safety metric volumes than the well clear volume to demonstrate that operations at lower altitudes can still be proven to be just as safe as if they were held to the larger well clear volume standard by using obstacle and terrain shielding. The research leverages simulation to analyze different safety metrics and provides an example use case in which the methodology of shielded operations is applied to demonstrate how this methodology can be applied for a safety case.

With the development of small unmanned aircraft system (sUAS) technologies have come many practical and regulatory challenges, especially in low altitude airspaces. At lower altitudes, manned aircraft are likely to be operating at lower velocities and restricting standards require UASs to maneuver against aircraft that may not present a significant risk of collision. The excessive avoidance maneuvering can cause the successful execution of even simple operations such as package delivery or survey operations to become difficult. The strict requirements have the potential to specifically inhibit sUAS beyond visual line-of-sight commercial operations, which are of great interest to the industry. This thesis describes a method for demonstrating an equivalent level of safety of small UAS operations when utilizing avoidance algorithms that leverage obstacle and terrain awareness. The purpose of this research is to demonstrate that by remaining close to obstacles, which pose a hazard to other aircraft, an unmanned aircraft can lower the risk of a mid-air collision and to demonstrate an equivalent level of safety for operations using a reduced safety metrics.

The objective of this study was to examine three well designs: drilled wells (20-30 m deep), closed dug wells (>5 m deep), and hand-dug open wells (<5 m deep), to determine the water quality for improving access to safe and clean water in rural communities. Heterotrophic plate count (HPC), total coliforms (TC), Escherichia coli (E. coli) and turbidity, were used to assess the water quality of 97 wells. Additionally, the study looked at the microflora diversity of the water, focusing on potential pathogens using outgrowth, PCR, and genome sequencing for 10 wells. Concentrations of TC for the open dug wells (4 x 10(4) CFU/100 mL) were higher than the drilled (2 x 10(3) CFU/100 mL) and closed dug wells (3 x 10(3) CFU/100 mL). E. coli concentration for drilled and closed dug wells was <22 MPN (most probable number)/100 mL, but higher for open wells (>154 MPN/100 mL). The drilled well turbidity (11 NTU) was within the standard deviation of the closed well (28 NTU) compared to open dug wells (49 NTU). Drilled and closed wells had similar microbial diversity. There were no significant differences between drilled and closed dug wells. The covering and lining of hand-dug wells should be considered as an alternative to improve access to safe and clean water in rural communities.

ABSTRACT Background Water is an essential requirement for the survival and development of people. It is estimated that 435 million people get their drinking water from unprotected wells worldwide. Water scarcity and chemical or biological aspects in water have been revealed, which can negatively affect health. This study aims to explore individuals’ experiences in drinking water with non-public water, hence individual wells. A further aim of the study is to explore authorities’ perspectives for implementing safe drinking water (SDGs 6) in Swedish coastal and rural areas.     Method In this qualitative study, semi-structured interviews were implemented to explore the experiences of 17 individual well owners and 4 authorities in non-public water use in Sweden. A thematic analysis was conducted to analyse the collected data.     Findings There were three main findings in the study: Firstly, concerns about water scarcity and water quality, mostly from families with children. Secondly, there was a feeling of exclusion among individuals due to lack of support from authorities and thirdly, a gap between existing assessment guidelines and the practices of individuals in terms of follow-up and benchmarking of the National health guidelines.   Conclusion The experiences of the individual well owners in Stockholm had some concerns due to water quality, the understanding, and implementation of the guidelines to safe drinking water. The authorities also highlighted the need for sustainable strategies. It concluded that multi-disciplinary approaches, communication, and community participation are necessary for a sustainable water strategy. These must be addressed globally as climate change impacts water supply and has a massive effect on rural and coastal areas.

A aviação moderna, devido às novas tendências tecnológicas nos serviços e na indústria aliada ao digitalismo, entrou numa fase de transmutação de mudança rápida, com o objetivo de permitir a integração de aeronaves não tripuladas no espaço aéreo. A presente dissertação teve como objetivo caracterizar o local na camada a 150 m de altura (500´) e a 300 de altura (1000´) acima da superfície da pista 03 do Aeroporto Humberto Delgado, usando dados das trajetórias de aeronaves tripuladas, onde a probabilidade e o risco de um encontro com uma aeronave tripulada é maior, e a partir do qual a probabilidade de encontro horizontal reduz-se de forma acentuada até ser nula. O estudo efetuado não discrimina qualquer tipo de operação à pista, abrangendo as aproximações visuais e aquelas baseadas em rádio ajudas, desde que o operador tenha submetido um plano de voo para operar no Aeroporto Humberto Delgado. Os resultados demonstram que é possível identificar e caraterizar o local específico onde as aeronaves tripuladas cruzam os 300m e os 150m quando efetuam manobras de aterragem, bem como o local a ter em consideração para definir de forma simples uma Well Clear Area dinâmica de estado 0, 1 e 2, entre aeronaves tripuladas e não tripuladas, com o objetivo de assegurar uma separação mínima entre essas aeronaves na final da aproximação para uma pista. O estudo permite que os operadores de aeronaves não tripuladas a operar no futuro ‘U-space’, de forma a assegurar operações na zona urbana outrora inacessíveis face ao risco no ar. O método baseia-se num método dinâmico dependente do padrão das trajetórias e do fluxo tático de informação digital interoperável entre o prestador de serviços, e entre estes e as aeronaves não tripuladas, de forma a alterar o estado da ‘Well Clear Area’ identificada. Este método dinâmico de garantir uma separação padronizada de acordo com o local possibilita, desde que seja garantido pelo operador ou o construtor o cumprimento do requisitos técnicos específicos relativos à certificação caso esta seja necessária face ao risco, as operações de aeronaves não tripuladas na vizinhança dos aeroportos Internacionais em condições de segurança para com os demais utilizadores do espaço aéreo.
Modern aviation, due to the new technological trends in the aviation industry and services coupled with digitalism, has entered a rapidly changing transmutation phase with the aim of enabling unmanned aircrafts to be integrated into airspace. The present dissertation aimed to characterize the zone in a layer at 150 m high (500´) and 300 m (1000´) above the surface of runway 03 at Humberto Delgado Airport, using data from manned aircraft trajectories, where the probability and the risk of encountering a manned aircraft is higher, and from which the probability of horizontal encounter is sharply reduced to zero. The conducted study does not discriminate any type of runway operation, and covers visual operations and those assisted by navigation aids, provided that the operator has submitted a flight plan to operate at Humberto Delgado Airport. The results demonstrate that is possible identify and characterize the specific location where manned aircraft cross the 300m and 150m layer when performing landing maneuvers, as well as the geographic area to be considered in order to define a dynamic Well Clear Area according with status 0, 1 and 2, between manned and unmanned aircraft, ensuring a proper minimum separation between such unmanned aircraft and manned aircraft in the final segment of an approach. The study allows unmanned aircraft operations in the future U-space, ensuring urban operations close to complex airport environments, once inaccessible due to airborne risk. The method is based on a dynamic status according with the trajectory patterns of manned aircrafts and tactical flow of interoperable digital information between the service providers, and between those and unmanned aircrafts, in order to change the state of the Well Clear Area proposed in the study. This dynamic method of ensuring harmonized separation according to the location allow, as long as the operator or the manufacturer comply with the technical certification specifications requirements for UAS certification as per risk level, ensuring a safe unmanned aircraft operations in the vicinity of International airports.

The purpose with this essay is to investigate how Ernest Hemingway uses his style of writing in his short stories “A Clean, Well-Lighted Place” and “Hills Like White Elephants”. The questions at issue are: What is characteristic of Hemingway's style when looking at the use of adjectives and sentence complexity? How is the Iceberg Technique used? What stylistic differences and similarities are there between the stories?

In my investigation I used a stylistic approach, in which adjectives are counted and sentence length is measured (creating mainly a quantitative analysis). The frequency of adjectives is calculated and compared against the norm in imaginative prose. Sentence length is compared against the norm for modern English. Previous research has provided a foundation for further analysis of the Iceberg Technique.

The analysis shows that the frequency of adjectives is very low compared with the norm and that many adjectives are used repeatedly. The sentences are very short, not even reaching half the length of the norm presented. Hemingway’s Iceberg Technique shows in the scarce use of dialogue tags and a plot that does not reveal much about the characters or the setting. The real plot is often hidden, leaving it to the reader to interpret and “feel” what the story is really about.

In conclusion: it may be said that both short stories are told in a minimalistic style, using only what is necessary to tell the story. They have a simple plot and simple characters, just like the Hemingway style we know.

Nowadays, the concern with the environment is increasingly important, with energy being one of the sectors that have the highest impact on the environment. As such, the energy consumed by households is an area that has repercussions when it comes to reducing energy consumption. This consumption has different sources, for instance, the heating appliance. With the objective of reducing the energy consumed, this study integrates five factors emerged from the literature review to explain the change to an energy-efficient heating appliance (EEHA), namely: savings, label, operation and maintenance, co-benefits, and green self-identity, as well as green self-identity as moderator. Based on a sample of 1136 responses, this work reveals the significance of all factors for the attitude on heating equipment use, and all the factors excepting the direct effect of co-benefits for the behavior intention to change to an EEHA. The moderator influence of the green self-identity was also found: between the label and both behavior change, i.e., attitude on heating equipment use and behavior intention to change to an EEHA; and also between the operation and maintenance and both behavior change.
Atualmente, a preocupação com o meio ambiente é cada vez mais relevante, sendo a energia um dos setores que mais impactam o meio ambiente. Sendo assim, a energia consumida pelas habitações é uma área que tem importância na tentativa de redução do consumo de energia. Este consumo tem diferentes origens, por exemplo, o aparelho de aquecimento. Tendo como objetivo a redução da energia consumida, este estudo integra cinco fatores provenientes da revisão da literatura para explicar a mudança para um aquecimento energeticamente eficiente (AEE), nomeadamente: poupanças, etiqueta energética, operação e manutenção do equipamento, co-benefícios e autoidentidade verde, sendo que este último atua também como moderador. Com base numa amostra de 1136 respostas, este trabalho revela significância de todos os fatores para a atitude no uso do equipamento de aquecimento, e todos os fatores, exceto o efeito direto dos co-benefícios para a intenção de mudar para um AEE. A influência moderadora da auto-identidade verde também foi encontrada: entre a etiqueta energética e ambos os fatores de mudança de comportamento, ou seja, atitude sobre o uso do equipamento de aquecimento e intenção de mudança para AEE; e entre a operação e manutenção do equipamento e ambos os fatores de mudança de comportamento.

AbstractAs we all know the terms sustainability and digitization are often used these days to describe current social challenges from a global perspective. In order to face these challenges, it is clear that we need an efficient and future-oriented education system. The question arises if the challenges in relation to climate change and digitization change these (learning) organizations as well? And, if yes, in what way? As this chapter points out, sustainability can be regarded as a trigger for an extensive organizational development focusing on ecological, economic (e.g. regarding learning outcomes and assessment) and social aspects. As a consequence, the social structure of the various actors in educational organizations as well as the way in which they interact with each other may/will change as well. In addition to that, climate change and digitization are both so-called wicked problems as there is neither a single solution nor a stringent strategy on how to cope with them.

Schools are increasingly concerned with the well-being and mental health of their students. Effective schools use a ‘whole-school approach’ based on universal work from which targeted approaches gain coherence and support. The ethos is supportive, connected, and safe, with active steps to tackle stigma. ‘Difficult’ behaviour is seen as meaningful, and as an opportunity for learning and growth. Both risk factors and the building of resilience are addressed. Students and families are involved, ‘heard’, and engaged. Programmes to cultivate social and emotional skills are taught effectively with clear aims, programme fidelity, starting early, and carrying on for the long term. There are robust and clear processes to identify early, refer, and treat those with greater levels of mental health difficulty, integrated into the whole-school approach, involving the young person and their family, liaising closely with specialist services, and with easy and transparent pathways to timely and effective interventions.

Novel materials with unique or enhanced properties relative to conventional materials are being developed at an increasing rate. These materials are often referred to as advanced materials (AdMs) and they enable technological innovations that can benefit society. Despite their benefits, however, the unique characteristics of many AdMs, including many nanomaterials, are poorly understood and may pose environmental safety and occupational health (ESOH) risks that are not readily determined by traditional risk assessment methods. To assess these risks while keeping up with the pace of development, technology developers and risk assessors frequently employ risk-screening methods that depend on a clear definition for the materials that are to be assessed (e.g., engineered nanomaterial) as well as a method for binning materials into categories for ESOH risk prioritization. In this study, we aim to establish a practitioner-driven definition for AdMs and a practitioner-validated framework for categorizing AdMs into conceptual groupings based on material characteristics. The definition and categorization framework established here serve as a first step in determining if and when there is a need for specific ESOH and regulatory screening for an AdM as well as the type and extent of risk-related information that should be collected or generated for AdMs and AdM-enabled technologies.

This review examines evidence on the key design features and impact of programmes that use Conditional Cash Transfers (CCTs) or baby bonds to reduce female infanticide, child marriage and promote girl’s education. Conditional cash transfer (CCT) schemes have been adopted to promote the survival and well-being of girls. They provide parents with financial incentives to raise daughters; to delay marrying them until age 18, and to reduce the gender imbalance in school. Given that many CCT programmes aimed at addressing girl children are relatively new, it has in many cases been too early to evaluate their effectiveness. There is thus limited evidence of the impact of their implementation and outcomes. This helpdesk report focuses on recent studies, published in the past five years, on select programmes implemented in South Asia, particularly in India, for which there is the most available information. Evidence suggests that CCT programmes aimed at supporting the girl child have succeeded in promoting school enrolment and delaying marriage in South Asia. It is less clear, however, the extent to which these transfers have affected gender-biased sex selection.

Preventing non-communicable diseases (NCDs) in an effective and sustainable way will require forward-looking policy solutions that can address multiple objectives. This was true pre–COVID-19 and is even more true now. There are already examples from across the globe and within the United States that show how these may be possible. Although there are still many unknowns around how the design, targeting, level, sequencing, integration, and implementation of fiscal policies together can maximize their NCD prevention potential, there is already clear evidence that health taxes and particularly sugar-sweetened beverage (SSB) taxes are cost-effective. Nonetheless, policies alone may not succeed. Political will to prioritize well-being, protections against industry interference, and public buy-in are necessary. If those elements align, pricing policies that consider the context in question can be designed and implemented to achieve several goals around reducing consumption of unhealthy SSBs and foods, narrowing existing nutritional and health disparities, encouraging economic and social development. The US and its local and state jurisdictions should consider these pricing policy issues and their contexts carefully, in collaboration with community partners and researchers, to design multi-duty actions and to be prepared for future windows of opportunities to open for policy passage and implementation.

New evidence suggests that over four months after the closure of early childhood development (ECD) programmes on 18 March 2020, the ECD sector was likely to be operating at less than a quarter of its pre-lockdown levels. Of the 38 percent of respondents from the new NIDS-CRAM survey reporting that children aged 0-6 in their households had attended ECD programmes before the lockdown in March, only 12 percent indicated that children had returned to these programmes by mid-July, well after programmes were allowed to reopen. Using these findings, we estimate that just 13 percent of children aged 0-6 were attending ECD programmes by mid-July to mid-August compared to 47 percent in 2018. The last time that ECD attendance rates were as low as this was in the early 2000s. At this point it is not yet clear what proportion of these declines are only temporary, or whether there will be a lasting impact on ECD enrolment in the country. This dramatic contraction in the ECD sector relates to prohibitive costs to reopening ‘safely’ imposed by the regulatory environment, coupled with shocks to the demand side for ECD programmes (both in terms of reduced household incomes and parent fears of children contracting COVID-19). When viewed from a broader socio-economic lens, the threat of ECD programme closures across the nation will have impacts beyond ECD operators to the lives of millions of children, millions of households and millions of adults who rely on these ECD services. A swift intervention by government is necessary to save this important sector and limit the ripple effect of programme closures on multiple layers of society.

The article is dedicated to the examination and comparison of the justification of occupation of a neighboring country in the German (1938) and Russian (2014) media. The objective of the study is to reveal the mechanics of the application of the classical manipulative method of substituting of aggressor and victim on the material of German and Russian propaganda in 1938 and in 2014 respectively. According to the results of the study, clear parallels between the two information strategies can be traced at the level of the condemnation of internal aggression against a national minority loyal to Berlin / Moscow and its political representative (the Sudeten Germans – the pro-Russian Ukrainians, as well as the security forces of the Yanukovych regime); the reflections on dangers that Czechoslovakia / Ukraine poses to itself and to its neighbors; condemnation of the violation of the cultural rights of the minority that the occupier intends to protect (German language and culture – Russian language and culture); the historical parallels designed to deepen the modern conflict, to show it as a long-standing and a natural one (“Hussites” – “Banderites”). In the manipulative strategy of both media, the main focus is not on factual fabrication, but on the bias selection of facts, due to which the reader should have an unambiguous understanding of who is the permanent aggressor in the conflict (Czechoslovakia, Czechs – Ukraine, Ukrainians), and who is the permanent victim (Germans – Russians, Russian speakers). The substitution of victim and aggressor in the media in both cases became one of the most important manipulative strategies designed to justify the German occupation of part of Czechoslovakia and the Russian occupation of part of Ukraine.

This master thesis explores the challenges for waste management business models in the field of textiles regarding the requirements of the circular economy, as well as improvement potentials in the current framework conditions. It is concerned with the research question: "Is it advisable to change the frame-work conditions at meso or macro level, with regard to business models for waste management companies in the textile sector that are oriented towards the requirements of the circular economy, and - if so - in what way?” The approach of the study is based on the delta analysis of the e Society for Institutional Analysis at the Darmstadt University of Applied Sciences. It compares the target state of the normative requirements with the actual state of the textile and waste management framework conditions and attempts to identify the gaps (the delta). Based on the delta, it develops approaches that are intended to help reduce the gaps. The thesis develops three business models for the target year 2025 in different areas: an exchange platform for sorters, recyclers and designers, an automatic sorting plant and a plant for fibre-to-fibre recycling of mixed materials. It is becoming clear that these business models cannot meet the target requirements for the circular economy. The analysis identifies the remaining gaps in the framework conditions as the main problem. For example, insufficient innovation impulses and the lack of competitiveness of secondary raw materials inhibit the actors from applying and using new technologies and business models. Restricted access to knowledge and information, as well as a lack of transparency between the actors, also prove to be problematic. In order to answer the research question, the study recommends altering the framework conditions at meso and macro level. It proposes a platform for cooperation between designers, the introduction of a material declaration system and an eco-design guideline for textiles as possible development options. In addition, this work offers a matrix of criteria to help the actors test and improve their new waste management business models regarding their suitability for the circular economy. The analysis is carried out from an outsider's perspective on the entire textile industry. It therefore cannot cover and deal with all aspects and individual circumstances of each player in detail. The necessary changes in the framework conditions that have been identified can therefore be used as a basis for further investigations.

Spread across Brazil and attaining an unparalleled political force, therapeutic communities are as inescapable in the debate on drug policy as they are complex to define. Although they are not a Brazilian creation, they have been operating in that country for decades, and their dissemination intensified in the 1990s. In 2011, they were officially incorporated into Brazil's Psychosocial Care Network (Rede de Atenção Psicossocial, or RAPS). Since then, therapeutic communities have been at the center of public debates about their regulation; about how they should—or even if they should—be a part of the healthcare system; about the level of supervision to which they should be submitted; about their sources of funding, particularly whether or not they should have access to public funding; and, most importantly, about the quality of the services they offer and the many reports of rights violation that have been made public. However, a well-informed public debate can only flourish if the available information is based on sound evidence. The SSRC’s Drugs, Security and Democracy Program is concerned with the policy relevance of the research projects it supports, and the debate around therapeutic communities in Brazil points to a clear need for impartial research that addresses different cross-cutting aspects of this topic in its various dimensions: legal, regulatory, health, and observance of human rights, among others. It is in this context that we publish this working paper series on therapeutic communities in Brazil. The eight articles that compose this series offer a multidisciplinary view of the topic, expanding and deepening the existing literature and offering powerful contributions to a substantive analysis of therapeutic communities as instruments of public policy. Although they can be read separately, it is as a whole that the strength of the eight articles that make up this series becomes more evident. Even though they offer different perspectives, they are complementary works in—and already essential for—delineating and understanding the phenomenon of therapeutic communities in Brazil.

Ours is an age of pervasive political turbulence, and the scale of the challenge requires new thinking on politics as well as public ethics for our world. In Western countries, the specter of Islamophobia, alt-right populism, along with racialized violence has shaken public confidence in long-secure assumptions rooted in democracy, diversity, and citizenship. The tragic denouement of so many of the Arab uprisings together with the ascendance of apocalyptic extremists like Daesh and Boko Haram have caused an even greater sense of alarm in large parts of the Muslim-majority world. It is against this backdrop that M.A. Muqtedar Khan has written a book of breathtaking range and ethical beauty. The author explores the history and sociology of the Muslim world, both classic and contemporary. He does so, however, not merely to chronicle the phases of its development, but to explore just why the message of compassion, mercy, and ethical beauty so prominent in the Quran and Sunna of the Prophet came over time to be displaced by a narrow legalism that emphasized jurisprudence, punishment, and social control. In the modern era, Western Orientalists and Islamists alike have pushed the juridification and interpretive reification of Islamic ethical traditions even further. Each group has asserted that the essence of Islam lies in jurisprudence (fiqh), and both have tended to imagine this legal heritage on the model of Western positive law, according to which law is authorized, codified, and enforced by a leviathan state. “Reification of Shariah and equating of Islam and Shariah has a rather emaciating effect on Islam,” Khan rightly argues. It leads its proponents to overlook “the depth and heights of Islamic faith, mysticism, philosophy or even emotions such as divine love (Muhabba)” (13). As the sociologist of Islamic law, Sami Zubaida, has similarly observed, in all these developments one sees evidence, not of a traditionalist reassertion of Muslim values, but a “triumph of Western models” of religion and state (Zubaida 2003:135). To counteract these impoverishing trends, Khan presents a far-reaching analysis that “seeks to move away from the now failed vision of Islamic states without demanding radical secularization” (2). He does so by positioning himself squarely within the ethical and mystical legacy of the Qur’an and traditions of the Prophet. As the book’s title makes clear, the key to this effort of religious recovery is “the cosmology of Ihsan and the worldview of Al-Tasawwuf, the science of Islamic mysticism” (1-2). For Islamist activists whose models of Islam have more to do with contemporary identity politics than a deep reading of Islamic traditions, Khan’s foregrounding of Ihsan may seem unfamiliar or baffling. But one of the many achievements of this book is the skill with which it plumbs the depth of scripture, classical commentaries, and tasawwuf practices to recover and confirm the ethic that lies at their heart. “The Quran promises that God is with those who do beautiful things,” the author reminds us (Khan 2019:1). The concept of Ihsan appears 191 times in 175 verses in the Quran (110). The concept is given its richest elaboration, Khan explains, in the famous hadith of the Angel Gabriel. This tradition recounts that when Gabriel appeared before the Prophet he asked, “What is Ihsan?” Both Gabriel’s question and the Prophet’s response make clear that Ihsan is an ideal at the center of the Qur’an and Sunna of the Prophet, and that it enjoins “perfection, goodness, to better, to do beautiful things and to do righteous deeds” (3). It is this cosmological ethic that Khan argues must be restored and implemented “to develop a political philosophy … that emphasizes love over law” (2). In its expansive exploration of Islamic ethics and civilization, Khan’s Islam and Good Governance will remind some readers of the late Shahab Ahmed’s remarkable book, What is Islam? The Importance of Being Islamic (Ahmed 2016). Both are works of impressive range and spiritual depth. But whereas Ahmed stood in the humanities wing of Islamic studies, Khan is an intellectual polymath who moves easily across the Islamic sciences, social theory, and comparative politics. He brings the full weight of his effort to conclusion with policy recommendations for how “to combine Sufism with political theory” (6), and to do so in a way that recommends specific “Islamic principles that encourage good governance, and politics in pursuit of goodness” (8).
