We begin with two uncontroversial hypotheses - firm productivity is expensive to measure and employment entails relationship-specific investments. These assumptions imply that firms would optimally choose fixed-wage contracts, and complement these with bonus pay when measuring employee performance is not too costly. These assumptions imply that under an optimal employment contract hours of work is less responsive, while total compensation is more responsive to shocks under bonus-pay contracts compared to fixed wage contracts. Using data from the Panel Study of Income Dynamics (PSID) where shocks are proxied using the local unemployment rate, we find strong support for these two implications.

AbstractThis article explores how the legal system has constructed, over time, the concept of the “wage”. Drawing on insights from classical political economy it contrasts a conception of the wage as the cost of social reproduction (a “social wage”), with the neoclassical notion of the wage as the price of a commodity (a “market wage”) that we see embedded in legal and political discourse today. Drawing on historical sources, it explores how these competing ideas of the wage have been reconstructed in juridical language in case law and legislation over time, exploring at the same time the impact of this process on the relationship between minimum wages and tax credits. This analysis is then used to shed light on the conception of the wage embedded in the National Minimum Wage Act 1998, providing a critical re-evaluation of the “National Living Wage” introduced in 2016.

Abstract Schap, Baumann and Guest (Journal of Forensic Economics December 2014) report the time-series properties of wage net discount rates for the period 1981.01-2012.12, formulated on the basis of contemporaneously observed wage growth rates and various discount rates (determined by yields on U.S. Treasury notes of differing maturities). Gerald D. Martin (Determining Economic Damages, various editions) has noted the relatively rapid response of interest rates to economic stimuli compared with that of wages, which, being somewhat institutionally driven, respond with a lag. Of course, Martin was not the first to observe or mention these phenomena, but he does relate the phenomena specifically to the suitability of forensic economic application of wage net discount rates as typically derived (i.e., using contemporaneously observed wage growth rates and discount rates). The present study takes account of wage growth rates influenced by possible institutional factors by lagging the time frame of their observation relative to discount rates when the two are combined to form what we term “staggered” wage net discount rates. The staggered net rates constructed for the post-1980 era are then examined for stationarity and magnitude. The choice of lag structure for the staggering is empirically determined, but in conjunction with lag durations suggested by the macroeconomics literature on “sticky” wages. The reported results should be of interest to forensic economists that use wage net discount rates as well as critics of their use.

The article is devoted to the theoretical study of the wage's nature value. Without touching upon the problem of the substance of value in the article the following questions are considered and the relevant conclusions are drawn. The value nature of wages has nominal (monetary) and real (natural) values. The starting and final point of the circuit of nominal (monetary) wages are money, or rather money as capital. Real (natural) wages in this movement is only a moment. The purpose of this circuit is to recover from the cash proceeds of the advanced monetary wage Fund. On the contrary, the source and end point of reproduction of the labor commodity form is its commodity-natural form. Money, more precisely, money capital is only a passing moment. The purpose of this cycle is the reproduction of the labor force in its natural and commercial form. The article shows that the purchase and sale of goods labor and its use has two forms of advance funds. On the part of the employer there is an advance of cash wages (prepayment), that is employees need an advance for the normal reproduction of the labor force before the end of the reproduction cycle of finished goods. On the part of the employee can observe the advance of labor before the end of the work specified in the employment contract. In General, the two-way advance of funds allows us to say that from the position of property rights, there is both the rent of labor and the rent of capital. Value as a substantive basis of wage date and wage labor has three forms of existence: 1) cash existence of money; 2) non-cash existence of cash prices and 3) the estimated value of goods.

Purpose of Study: The compensation for running a job is to get wages. There is one form of wage protection through minimum wage. The fact is, there are still workers who have not earned a minimum wage of minimum wage after they run their jobs. One of them is the court palace of Yogyakarta Palace. This study aims to analyze the validity of the court servants in getting wages below the minimum wage. Methodology: This legal research uses a socio-legal approach. The result of this research is Abdi Dalem get wages in the form of “kecuca” which amount is less than the minimum wage of Yogyakarta Province. Sultan Hamengkubuana X should be prosecuted for violation of Article 90 paragraph (2) jo. Article 187 of Law Number 13 Year 2003. The right to prosecute of the courtiers has never been implemented because the working relationship between the courtiers and the Sultan is devotion. The sense of service is the soul of the agreement on which the working relationship is based. What has been agreed upon by the parties binding as the law for the party making it (Article 1338 B.W. Burgerlijkwetboek). Results: The significance of this research is that the principle of local wisdom which is the basis of working relations can be unleashed. Implications/Applications: The contribution of this research is the emergence of an understanding that the employment relationship is not solely aimed at earning wages. A sense of tranquility after work becomes the choice of the destination of the courtiers to serve the Sultanate of Yogyakarta.

The attainment of ‘fairness’ is widely regarded as a worthy goal of setting minimum wages, but opinions differ sharply over how to achieve it. This article examines how interpretations of fairness shaped the minimum wage decisions of the Australian Industrial Relations Commission between 1997 and 2005. It explores the Commission's approaches to three aspects of fairness in minimum wages: first, eligibility for increases; second, the form of increase; and third, the rate of increase over time. The Australian Industrial Relations Commission consistently gave minimum wage increases that were expressed in dollar values and applied to all federal awards. Its decisions delivered real wage increases for the lowest paid, but led to falls in real and relative wages for the majority of award-reliant workers. Fair Work Australia, the authority now responsible for setting minimum wages in the national system, appears apprehensive about parts of the Australian Industrial Relations Commission's legacy and has foreshadowed a different approach, particularly with respect to the form of adjustment.

This thesis seeks to add to the understanding of wage determination in Canada. Data from the Labour Market Activity Survey and the Survey of Displaced Workers are analysed to indicate the degree to which wages for workers of given observable characteristics vary across industries. Possible explanations for such differentials are considered, with market-clearing models argued to be unconvincing compared to the main alternative, efficiency-wage theory, which allows for a persistent distribution of labour rents across industries. In particular, the key mechanisms in versions of the efficiency-wage hypothesis appealing to workers' concern for fairness are found to be relatively free of persuasive objections, and to be supported by a substantial body of theoretical and empirical work in social psychology and sociology, as well as in economics. The extent to which the observed inter-industry wage differentials can be explained in terms of posited mechanisms for the operation of workers' concern for fairness is then examined. Some indications of the influence of the concern for equity on inter-industry wage differentials are found, although limitations in the data and multicollinearity among regressors restrict the ability to isolate different industry-specific effects. It is concluded that while there is both a theoretical and an empirical basis for the proposition that workers' concern for fairness plays a role in the determination of wages in Canada, more work on this question, ideally combined with the availability of comprehensive firm-level data, is needed to get a more precise idea of the extent of this influence.

This research attempts to identify factors that influence wage and gender-related wage differentials across organizations. Specifically, the purpose was to investigate the role of ability to pay, willingness to pay, and organizational characteristics in wage determination and the development of gender-related wage differentials at the organizational level. The sample chosen for the study included 160 doctoral-granting, public universities across the United States. Average wages at three levels of full, associate and assistant professor ranks were examined. Results of the study indicate that ability to pay and willingness have a significant positive impact on wages across organizations. The organizational characteristics of size, geographic location and unionization also have a significant impact on wage determination. Results also indicate that even after accounting for the influence of ability and willingness to pay and organizational characteristics on wages, the percentage of women in the organization still has a significant negative effect on wages at all ranks, and on the wages of both men and women. Findings further suggest that there is a significant differential between the average wages of men and women both within and across the universities that is not accounted for by the structural characteristics of the organization.

Annotation:
Simultaneous two-point three-component four-sensor hot-wire velocity measurements taken in three flows of aeroacoustic interest are here analyzed. The analyses provide information on the turbulence structure of the flows as it would be encountered by hypothetical noise producing blades passing through the flows. Two-point measurements taken in the first flow, a lifting wake from a rectangular NACA 0012 half wing, are used to calculate space-time correlation functions and 'pointwise' wave number frequency spectra. Two upwash spectra, calculated for locations in the region of the wake that is roughly homogenous in the spanwise direction, are direct estimates of the full wave number frequency spectra at their locations. As such, they are used to perform aeroacoustic calculations, and the results are compared to results achieved using the von Kármán isotropic spectrum. Amiet's approximation, where the wave number frequency spectra can be represented by the correlation length scales is found to hold reasonably well for the measured spectra.

The two-point measurements in the second flow, a vortex/blade-tip interaction, are analyzed to provide information useful to researchers of blade-wake interaction noise produced by helicopter rotors. Space-time correlation functions and wave number frequency spectra are calculated for five cuts through the region of interaction. The correlation functions provide information concerning the turbulence length scales found in the interaction region. The spectra are compared to the von Kármán isotropic spectrum and found to be greatly different. However, the spectra do bear some resemblance to spectra calculated in the spanwise homogenous region of the lifting wake.

The two-point measurements taken in the third flow, the wake from a fan cascade, are analyzed to provide information of use to modelers of broadband noise produced through rotor wake/stator interactions. In particular, space-time correlation functions are calculated for a grid of two-point measurements, which allows the estimation of the turbulence structure as seen by a passing stator blade. Space-time correlation functions and wave number frequency spectra are calculated for various stator configurations. The implications of engine operating speed and stator configuration for broadband noise production are discussed.

Urban Studies
M.A.
The living wage movement swept American cities in the mid-1990s, bringing new attention to working poverty and challenging the economic development ethos of urban regimes. This case study of the living wage in Philadelphia merges regime theory and social movement theory to explain the outcomes of two very different campaigns in 1997-1999 and 2005. Documents were examined and interviews were conducted with a variety of actors in social movement organizations, a union, and from within the regime. Socioeconomic conditions created fertile ground for economic justice advocates and constrained the actions of the regime, but did not determine the outcome of the campaign. A social movement analysis explains, in part, why the coalition lacked capacity to challenge the regime in the earlier campaign, although a similar level of mobilization was adequate in other cities with Democratic regimes. Regime theory provides insights into why the governing coalition mounted opposition in 1998, yet allowed an ostensibly similar bill to pass in 2005. By 2005 social movement organizations were operating on a different geographic scale, and had adopted new strategies that allowed them to use a weak living wage bill (and to be used in turn by a regime politician) as a means to an end, which was to impact working poverty statewide. There has been inadequate enforcement of a policy passed from within city council, without involvement of direct stakeholders.

AbstractThis chapter investigates individual wage changes of German emigrants. The analytical strategy is twofold. First, we compare hourly wage changes among emigrants with wage changes among stayers. We estimate the Difference-in-Difference of mean net hourly wages between stayers and emigrants over time and account for the positive selection of emigrants on observable characteristics through entropy balancing. Second, we explore the heterogeneity of wage changes among emigrants. To that end, we calculate linear regressions on the log net hourly wage change through migration. The first analysis suggests substantial wage increases of 8 euros through migration. The second analysis provides evidence that characteristics of employment and of destination countries account for differences in the wage change among emigrants. Among individual characteristics, only age is negatively correlated, while education and gender do not account for differences. Our analysis rely on the first wave of the German Emigration and Remigration Panel Study. The German Socio-Economic Panel Study yields our reference population of stayers.

At present, at a time of incoming recession in the global and domestic economy, wages are an important tool in the labor market. The paper aims to analyze the development of average and minimum wages from the perspective of the Slovak Republic and its regions. At the same time, using correlation analysis, we analyze the relationship between wages and the educational structure of the region's population and registered unemployment in the region. The analyzes showed that average wages are constantly growing. The highest wage is in the Bratislava region, while in the Prešov region it was up to 38% lower. While in the Bratislava region the ratio of the minimum wage to the regional average wage was at the level of 38%, in the Prešov region it reached almost 62%. Based on the results of the correlation analysis, it can be stated that the impact of the monitored attributes on the average monthly wage varies from region to region. We observe the most significant differences for the Bratislava region in comparison with the remaining Slovak regions.

A two–dimensional computational study was conducted to characterize the density wake induced force and moment fluctuations on a compressor blade row. The flow simulations indicate unsteady blade excitation generated by: (1) density wake fluid directed to the blade suction surface, (2) axial deflection of the blade passage shock wave position and (3) formation of a separation bubble on the blade suction surface. The blade force and moment fluctuation amplitudes are found to scale with the nondimensional density wake width w/c and a non–dimensional density parameter ρ*.

There are studies examining the relationship between real wage, inflation and labor productivity in the economic literature. Increase in real wages causes to an increase in labor productivity. On the other hand, productivity increases also induce inflation to fall. Therefore, the aim of this study is to investigate the relationship between real wage, inflation and labor productivity in the 22 OECD countries (Australia, Belgium, Canada, Chile, Czech Republic, France, Greece, Hungary, Japan, Korea, Latvia, Luxembourg, Mexico, Netherlands, New Zealand, Poland, Portugal, Slovak Republic, Slovenia, Spain, Turkey, United States) in the period of 1995-2017 by panel data methods. According to results, the cointegration relationship between real wage, inflation and labor productivity was found. In addition, mutual causality was determined between the variables we discussed.

Annotation:
Numerical and experimental investigations were conducted in a transonic centrifugal compressor stage composed of a backswept splittered unshrouded impeller and a vaned diffuser. The characteristic curves of the compressor stage resulting from the unsteady simulations and the experiments show a good agreement over the whole operating range. On the contrary, the total pressure ratio resulting from the steady simulations is clearly overestimated. A detailed analysis of the flow field at design operating point led to identify the physical mechanisms involved in the blade row interaction that underlie the observed shift in performance. Attention was focused on the deformation in shape of the vane bow shock wave due its interaction with the jet and wake flow structure emerging from the impeller. An analytical model is proposed to quantify the time-averaged effects of the associated entropy increase. The model is based on the calculation of the losses across a shock wave at various inlet Mach numbers corresponding to the moving of the jet and wake flow in front of the shock wave. The model was applied to the compressor stage performance calculated with the steady simulations. The resulting curve of the overall pressure ratio as a function of the mass flow is clearly shifted towards the unsteady results. The model in particular enhances the prediction of the choked mass flow.
