Purpose – This paper studies the experiences of asylum seekers in Australia. The purpose of this paper is to explore the relationship between mental wellbeing, living conditions, and Australia’s detention policies in light of human rights. Design/methodology/approach – Using grounded theory, data were collected via observations, semi-structured interviews, key-informant interviews, and document analysis. Participants included seven asylum seekers and three professionals working with them. Findings – In light of a human rights framework, this paper reports on the mental distress suffered by asylum seekers in detention, the environments of constraint in which they live, and aspects of detention centre policy that contribute to these environments. The findings highlight a discrepancy between asylum seekers’ experiences under immigration detention policy and Australia’s human rights obligations. Research limitations/implications – This research indicates human rights violations for asylum seekers in detention in Australia. This research project involved a small number of participants and recommends systemic review of the policy and practices that affect asylum seekers’ mental health including larger numbers of participants. Consideration is made of alternatives to detention as well as improving detention centre conditions. The World Health Organization’s Quality Rights Tool Kit might provide the basis for a framework to review Australia’s immigration detention system with particular focus on the poor mental wellbeing of asylum seekers in detention. Originality/value – This study links international human rights law and Australian immigration detention policies and practices with daily life experiences of suffering mental distress within environments of constraint and isolation. It identifies asylum seekers as a vulnerable population with respect to human rights and mental wellbeing. Of particular value is the inclusion of asylum seekers themselves in interviews.

The articles in this dossier critically discuss the film Chauka, Please Tell Us the Time (Behrouz Boochani and Arash Kamali Sarvestani, 2017) and reflect on its creation and response. The film is unique in many ways. It was shot clandestinely on a smartphone; shots were smuggled out of the Manus Island immigration detention centre (which has now been dismantled, but was located on the Lombrum Naval Base and officially called Manus Regional Processing Centre) to Lorengau, the main town on the island, then to Australia, and then sent to the codirector in the Netherlands. One of the filmmakers, Behrouz Boochani, was imprisoned at the time of filming and production, an imprisonment which continues at the time of writing; and the two codirectors have never met—the whole film project was conducted over WhatsApp voice messaging and never with conversations in real time due to poor reception in the prison.

Christmas Island, in the north-eastern Indian Ocean, remained uninhabited until 1888 when British entrepreneurs established a phosphate mining operation that has continued to the present. Over the last 132 years, the island has experienced a series of impacts that typify the effects of extractivism globally. Acquired by Australia in 1958, the island has also been the site of a major immigration detention centre, set up in 2006 to process and deter Asian asylum seekers. In recent decades, tourism has also been added to the economic mix in a form primarily orientated to the island’s distinct fauna, an enterprise that co-exists uneasily with established mining and internment operations. In these regards, the island has rapidly experienced a range of transnational pressures that have distorted and compromised its environment. As such, the island’s recent ‘biography’ exemplifies the impact and scale of integrated Anthropocene factors. Drawing on recent work on the nature of human ecodynamics, this article examines the character and role of the island’s eco-assets – and its crustaceans, in particular – in the emerging experience economy of eco-tourism, illustrating the tensions and instability underlying the latter and its awkward co-existence with mining and detention operations. In this manner, the article characterises the Anthropocene as the central determinant of the present and of possible futures for the island.

This non-traditional research paper explores the role of photojournalism and documentary photography in shifting the power dynamic inherent in photographing refugee migrants in Australia—the refugee as an object of photographic scrutiny. It draws on visual politics literature which argues refugees have been subjected to a particular ‘gaze’, where their migration narratives are mediated, mediatised, dissected and weaponised against them in the name of journalistic public accountability in and for the Global North. This photo-documentary praxis project subverts this ‘gaze’ of the Global North and decolonises the power dynamics of the visual politics of refugee migration by turning the lens on middle Australia. Instead of questioning refugees, this project asks what is our moral responsibility to support them? These images are drawn from three years of photographically documenting the Meanjin (Brisbane) community that rallied around and eventually triggered the release of about 120 medevaced refugee men locked up in an urban motel in Brisbane for more than a year in 2020-21. In these images taken outside the detention centre, community members go ‘on the record’ to articulate their motivations for taking a stand—an enduring Fourth Estate record of their social and political stance as active participants within the mediated democratic process of holding power accountable in the refugee migration space. The refugees central to this project have now been released into the community but as they continue to languish in an immigration purgatory, the project is ongoing and continues to manifest through an activist journalism framework, drawing on human rights-based photojournalism practice.

Introduction: Hazaras have experienced prolonged and repetitive marginalisation, stigmatisation, persecution and conflict as a minority ethnic group in Afghanistan for their linguistic, religious and ideological differences. As a marginalised group they are a product of generally poor socioeconomic and health status with resultant ill effects. Hazaras make up the largest group of refugees who have resettled in Victoria, particularly Shepparton. Part of the reason for this is that the region supports the largest food-based manufacturing industries in the country and so there are good work opportunities for those that do not have recognisable skills with limited English.Aim: To explore the health care issues and challenges of Hazara located in Shepparton, Australia.Results: The literature review identified that the Hazara community have multiple physical and psychological health needs most likely a result of the trauma and torture when in Afghanistan, plus from the often, dangerous journey to Australia and then from what is usually prolonged periods in immigration detention centres. On top of this are the challenges that occur with their resettlement including language and cultural differences and low health literacy as well as lack of understanding of health services in Australia. All creating barriers to access.Discussion: The recommendation is to outline the rationale and process for the development of Health Hub (HHH) for the Hazara community within Community Health @ GV Health, the major community health centre in Shepparton, Victoria. Through fostering strong relationships between the Hazaras and their primary care team in consultation with the Hazara community will, therefore, ensure the outcomes are tailored to their individual needs and help improve their health outcome.

Christmas Island is a tiny island in the Indian Ocean, a few hundred miles off the coast of Java. The island is small, with a population of less than 2000. Yet in spite of, or maybe because of, its isolation, the island is a site of incredible movement. Every wet season, millions of endemic red crabs descend from the jungles in what is one of the most spectacular animal migrations in the world. In October or November, the crabs begin a long journey from the jungles down to the coast to breed, continuing an annual life cycle. The crab migration intersects the island’s main roads and has resulted in a series of inventive tunnels, bridges, and fences which both protect the crabs from traffic and draw tourists from around the world.[1] Another important population crosses Christmas Island on its migration journey, with considerably less luck. In 2007, construction was completed on an Immigration Reception and Processing Centre to temporarily detain asylum seekers from neighboring islands. In response to the 2001 Pacific Solution in which “4000 islands were excised from Australia’s migration zone,” Christmas Island became a temporary holding center for boat-bound asylum seekers from Indonesia, eventually transitioning to becoming an isolated site for long-term detention.[2] The center on Christmas Island is one of the largest in Australia’s onshore detention center network, which continues to operate today. For both animal and human populations, Christmas Island is the site of incredible movement. However, these two migrating populations are governed in very different ways. “Island of Migrants”[3] is a 19-minute podcast episode that examines the ways in which red crab migration and asylum seeker migration are treated differently despite their close physical proximity on the island, and what this difference in their treatment reflects about who is considered worthy of protection. The podcast is a result of both anthropological and journalistic methods as well as a 2-month period of living on Christmas Island. Through firsthand accounts from islander residents, asylum seekers, and activists, “Island of Migrants” seeks to demonstrate the stakes of valuing one migration over another. Children seeking asylum are among the most vulnerable groups in the world. Arriving in a country of refuge should be synonymous with safety; this is not so in Australia. Unaccompanied children arriving by boat are automatically transferred to and detained in the Regional Processing Centre on the Republic of Nauru with no one to advocate on their behalf of their rights and best interests, including their right to an adequate education. Trapped on the small island and uncertain of their futures, children overwhelmingly expressed despair and helplessness, many turning to self-harm. In 2015, the Australian government awarded the contract for education to Broadspectrum, formerly known as Transfield Services Ltd. – a company implicated in the abuse and neglect of children. Since then, truancy rates have increased due to fears for safety, poor structural conditions in schools, and lack of qualified teachers. Failing to provide access to education thwarts the life chances of youth who are already severely disadvantaged and contravenes Australia’s international human rights obligations.

How are we to understand hunger strikes and episodes of lip-sewing in immigration detention? Are they simply cases of self-destruction or bare life, as is often claimed, or is there scope to view these embodied acts of self-harm as having a political dimension and to see those engaged in them as resistant subjects exercising political agency? To explore these issues, I draw on recent feminist theoretical work on vulnerability. Received wisdom suggests that vulnerability is an impediment to political action. Rejecting the idea that vulnerability equates exclusively to injurability and passivity, I contend, by contrast, that corporeal vulnerability can potentially prompt action, serve as a resource for collective acts of resistance, and enable the politicization of certain spaces. Since context matters to how vulnerability and resistance intersect, I illustrate my argument by exploring, in particular, the protests that took place at Woomera immigration detention centre in Australia in 2002.

Professional providers of mental health services are motivated to help people, including, or especially, vulnerable people. We analyse the ethical implications of mental health providers accepting employment at detention centres that operate out of the normal regulatory structure of the modern state. Specifically, we examine tensions and moral harms experienced by providers at the Australian immigration detention centre on the island of Nauru. Australia has adopted indefinite offshore detention for asylum-seekers arriving by boat as part of a deterrence strategy that relies on making detainment conditions harsh. This has known deleterious mental health effects. As a token to fiduciary care obligations, Australia employs mental health professionals to work on Nauru. These providers are often motivated to make a positive difference for detainees’ lives. We examine the overall impact of the providers’ work with detainees and the implications of their presence. The strongest evidence supports that the small mitigation of harms offered by these providers does not outweigh the harms of supporting a system designed to perpetuate human suffering. For mental health professionals considering working in offshore detention, we offer specific topics to scrutinise and weigh prior to employment. Because optimising detainee’s mental health is beyond the capacity of individual providers, we call for the organisations standardising and supporting mental health professionals to oppose employment of their associates in offshore detention. Lessons from this case study are generalisable to other jurisdictions to help inform organisations that licence and support mental health providers and individual providers considering work in similar settings.

This article will argue that current Australian laws which provide for immunity from criminal liability for police, corrections staff and other law enforcement officers for actions carried out in the course of their duties should be repealed. It will, firstly, survey and analyse a number of such provisions in different Australian jurisdictions. The laws cover several different occupations and contexts: from police officers arresting or holding people in custody; to prison or juvenile detention centre officers carrying out their duties; and to immigration detention centre guards. In the process, it will consider the extent to which such provisions operate more favourably to the defendant than the ordinary law of self-defence. Secondly, the article will consider what policy justifications there may be for or against the existence of such provisions. This will include a discussion of the historical origin of criminal immunity provisions in Australia, including the policy implications of the history of the use of force against Aboriginal people by police. It will conclude that a human rights-based perspective requires the repeal of such provisions, which operate primarily upon vulnerable people (prisoners, people being arrested or detainees), and are consequently liable to abuse.

The paper discusses mobility in the context of displacement. How is the mobile phone appropriated by refugees in immigration detention? What does the mobile phone, and indeed, mobility, signify in an Australian policy landscape of mandatory detention of asylum seekers and formerly prohibited access to mobile phones for detainees inside immigration detention centres? What does this intimate about the perceived dangers of “new” and mobile media? The author’s preliminary research with refugees in Australian immigration detention centres compares policy and practice. Firstly, it interrogates the unwritten policies regulating refugees’ access to media technologies when incarcerated in immigration detention. As there is no written policy on technology access and practices vary across immigration detention centres, the information in this paper has been given by detainees and has not been verified by the management of detention centres. The paper suggests that the utopian promises of mobile media echo those made about cyberspace in the 1990s. Furthermore, the residual effects of such rhetoric have infiltrated government policy in terms of perceiving mobile media as dangerous when adopted by marginalised groups such as refugees. Secondly, the research examines how and why the mobile phone has been adopted by immigration detainees despite their former prohibition. It explores the ways in which refugees practice an imagined mobility through media whilst in detention, and finds that this is critical to sustaining connection with their imagined communities. Why Refugees? In the context of increased forced migration of people due to circumstances such as political instability, war, natural disaster and famine; it is necessary to better understand how refugees mobilise and organise in situations of displacement. As new technologies encourage the capacity for borderlessness, such advantages also have to be contrasted with the potential dangers of spontaneous border crossings. The study of the behaviour and practices of refugees in relation to communication technologies offers an insight into the efficacy of immigration detention policy in filtering movement and interaction, both physical and virtual, between Australia and other countries. Although the study of refugees is a discipline in its own right, there has been minimal examination of how they appropriate technology, particularly that which facilitates and complements their mobility, to maintain connections with their diasporic networks while in situations of displacement. The studies that have been undertaken concentrate on the use of technology by refugees living in the wider community (see Glazebrook, McIver Jr. and Prokosch; Howard and Owens), rather than in the context of detention. In previous research of diasporas within the discipline of Cultural Studies, technology has been regarded as vital to subcultures and minority groups. Technology has been the tool by which such communities respond to their structural conditions (see Cunningham; Hall; Halleck). Such investigations have concentrated on the intersection of class, gender and ethnicity and how they inscribe meanings to specific technologies, which in turn, become intrinsic to the identities of the groups and communities. The research extends the work that has been done within Cultural Studies by similarly focusing on a marginalised group, refugees, and their participation in particular technologies. A review of literature across refugee studies, diaspora studies and technology studies has shown that: The study of technology use by refugees has had minimal investigation The study of diasporas has rarely included refugees The study of communities and communication practices which surround particular technologies has concentrated on groups other than refugees The escalation of issues of asylum and border control in public discourse warrant more knowledge about refugees and their networks of communication beyond the boundaries of detention and Australia The notion of “networks” refers to people, technologies, processes and practices that form the relationships between refugees in institutionalised immigration detention and the outside world. The Australian Immigration Detention Context Between 1992 and 1994, Australian law moved from permitting (but not enforcing) limited detention of asylum seekers, to a blanket policy of mandatory detention (HREOC) which, at one point, had up to 12,000 individuals in detention (Castan Centre for Human Rights Law). The detention context is particularly relevant to Australia, because its policy of mandatory detention means that refugees have restricted contact with the world outside of the detention centre. In 2005, the Migration Amendment (Detention Arrangements) Bill allowed detained families with children to live in community detention, that is, in residential accommodation outside of an immigration detention centre. Although community detention carries with it specific conditions, families are unaccompanied and have more freedom of movement. This paper discusses the author’s preliminary work with refugees in immigration detention, prior to the introduction of community detention. The research sought to investigate how asylum seekers use technology to sustain connections with their virtual communities in situations of displacement. Specifically, it explored how technology is appropriated to mediate communication in the context of institutionalised detention. The key research questions addressed by the research were: what kinds of technologies are available to refugees? How are these used? How are their benefits and limitations perceived? What, if any, kinds of social networks surround these technologies? How are relationships of power surrounding these technologies negotiated? Can technology assist refugees in sustaining connections with their communities of choice and reducing their sense of isolation? Can technology play a role in reducing the well-documented effects of this incarceration by providing mediated social interaction? What are the implications for policy, especially in relation to permitted technologies and surveillance of communication practices? Access to informants was gained by working with a refugee community advocacy group, which has established links with refugees in detention and experience in dealing with the management of detention centres. One such group is ChilOut, which organises visitor programs to immigration detention centres. This affiliation was important in gaining access to, and trust of, detainees who were willing to participate in the research. It presented opportunities to interact with detainees on a social basis. Semi-structured interviews with the research subjects were conducted to ascertain the strategies and resources currently utilised to counter the effects of mandatory detention. In 2005, detainees had access to a range of technology which can be broadly termed “old media”, while access to “new media” – such as the Internet and mobile phones – are prohibited. At the time of printing, detainees reported that mobile phones without cameras were only recently permitted. Detainees have access to pay phones inside the centre. Visitors are allowed to give detainees phone cards so they can use the pay phones without charge or the need for change. In addition to pay phones, detainees are provided with access to a fax and photocopier, which are generally used to liaise with and send relevant documentation to lawyers. There is distrust of using the fax machine at the detention centre because it is in a management office area and the detainees require permission to use it. It means the guards can read the faxes that are sent, as well as those that are received before notifying the detainees that they have received one. Detainees also have television, videos, DVDs and newspapers, so there is the possibility of feeling like part of an imagined community (Anderson) through these media. There are computers available, but no Internet access. Some of the children load computer games on them to play, others have Playstation in their rooms. It is noteworthy that the only technology to which detainees have access and which facilitates real-time person-to-person interaction is the telephone. The phone offers the opportunity for direct contact with the outside world without the visual and other sensory realities of detention. The telephone is able to mask the extent of imprisonment as it does not show the barbed razor wire surrounding the compound. Yet detainees were not permitted to have mobile phones for a long time. Thus, the key question remains: why were they deprived of access to mobile phones while allowed access to pay phones and landlines? What does this suggest about the perceived dangers of mobile media and the resonance of last century’s techno-utopian discourses? Given that detainees were only given access to “old media”, it seems that this tired but resolutely upbeat rhetoric about new technology which celebrates it as inherently liberating actually inflected policies determining the kinds of technologies to which detainees have access. It confirms the pessimistic assertions of media theorists such as Schiller and Mosco, that new technologies further alienate disadvantaged groups. As the Australian government attempts to regulate the physical movement of people across its borders, mantras of the dot.com era such as “everyone is a free agent” (Kumar 77) appear to undermine this agenda. The assumptions of liberty and democracy embedded in this “free agency” are implicit in policies that denied refugees access to “new media” such as the Internet and mobile phones. The “liberating” nature of such technology was regarded as unsafe in the hands of refugees, whose freedom of movement is institutionally contained by the Australian government through mandatory detention. The physical movement of refugees, as well as the agency and freedom with which they can claim asylum in a country, is actively discouraged through immigration detention policy and limitations on access to technology. The promise of self-expression afforded by mobile media seemed antithetical to the prejudicial administration of refugees, which is premised upon a distrust of their claims of identity and asylum. Subsequently, their use of mobile technology was also assumed to be suspect and therefore had to be restricted. Detained refugees serve as a reminder of the parameters of upbeat discourses about new technology. That is, the utopian possibilities of mobile media appear to be conditional such that its “power” can only be entrusted to certain groups. In policy terms, the mobile phone is a rich site of signification. Not only does the technology itself imply a way of being (that is free, mobile, always accessible and always able to access), but it also connotes an ideal type of user, one that is appropriate and deserving of such technology. It seems that refugees are not entitled to their mobility and, therefore, do not have rights to media that is considered to facilitate such mobility, in spite of their detention. Furthermore, there is a suggested dichotomy in the government’s classification of the technologies to which refugees have access. The fact of detention means refugees are surrounded by technology, held captive by it and are inevitably in close proximity to it. It is technology which is seen as antithetical to mobility and therefore could be described as “static”: phones, faxes, photocopiers, television, video – all of which may be characterised as “old media”. The binary opposite of such technology is that which can be regarded as mobile or new or interactive media; that which resonates with the residual effects of 1990s techno-utopian rhetoric; and could be considered as threatening in the hands of those who have physically made unauthorised border crossings. However, prior investigations of “mobile” technologies, demonstrates that such dualisms are flawed as the lowest technologies also have the capacity to facilitate mobility. Examples include Paul Gilroy’s work on the Black Atlantic, which notes that books and records have been vital in carrying oppositional ideologies and philosophies across the black diaspora. Within Asian diasporas, the exchange of video letters and taped Bollywood movies have been interpreted as forms of localised challenges to the centralised power of the broadcast media industries (Ang; Gillespie). These economies of exchange as facilitated by older forms of mobile media have been studied in relation to issues of migration and marginalisation. Given that refugees are also affected by such issues, their mobile media practices are a sobering reminder that mobility is not necessarily hi-tech nor confined to the realms of the affluent, educated and socio-economically advantaged. Rather, mobility can be a tenuous state of being displaced and itinerant, with technology adopted to manage and adapt to its challenges. The Mobile Media Practices of Detained Refugees The initial findings from the fieldwork indicate that for refugees, the mobile phone is not a technology of choice but instead, a technology of necessity and survival. Every technology that is available to them is used to sustain connection to their localized and globalised networks. The restriction to their physical movement of detainees is compensated through use of technology which allows any sort of interaction and communication. Being part of a technologically-mediated community appears to minimise the marginalisation and isolation they experience. Such feelings of dislocation have been well-documented in studies of the impact of incarceration on the mental health of refugees (see Mares and Jureidini; RANZCP; Hodes). It seems that the telephone and fax are the mainstays of their communication networks. However, such technologies are closely monitored, as landline phone calls can be traced or even tapped, and faxes have to be sent from an office manned by guards. An experienced visitor to detention centres commented that “most” detainees had mobile phones and when they were contraband, guards knew about them but generally ignored their use by detainees. Only mobile phones offer the potential for communication to be free from the surveillance by detention centres staff. The ways in which mobile phones are used by detainees is decidedly lo-tech, for example, for communication with family where use of a landline is impractical. One of the detainees said that he speaks to his wife and children on the centre pay phone every few days. However, the call costs are expensive as his family only has a mobile phone, not a landline, at their place of residence. For them to call him is also expensive and awkward, because they have to call the pay phone and if somebody answers, they have then to locate him somewhere within the compound. Thus, the connections between the detainees and their loved ones are very fragile in that they are almost totally dependent on the phone to maintain these relationships. In this instance, the mobile phone offers another means for managing the tenuous nature of these ties. The mobile phone, particularly SMS technology, offers a suitable alternative as the detainee can communicate with his family cheaply and quickly. It compensates for the constraints of the pay phone. The informal interactions afforded by the mobile phone also extend beyond family members of detainees to their supporters and advocates. Likewise, the mobile phone complements the communication practices facilitated through permitted technologies. For example, when detainees are liaising with the Department of Immigration (DIMIA), they will ask advice from the regular visitors to the immigration detention centre who come from an array of organizations such as churches, refugee advocacy groups, law firms and health organizations. Visitors generally offer whatever assistance they can by obtaining necessary forms from the department, searching the Internet, undertaking letter writing campaigns, and lobbying government ministers. Something worked in amongst all the network activity that took place over the course of this week. As promised to the family, I scoured the DIMIA web site for a form for applying under Section 417. While there didn’t seem to be an official form, I used the opportunity to research the section of the Migration Act. Googling turned up a 12 page “guide to section 417 applications” written by a barrister, which I printed out and faxed to them. So as to ensure that the family received the fax, I SMS-ed them to let them know a fax was on its way and how many pages to expect. They responded to me by fax, saying that they had been notified that they too were going to be released into community detention in the coming weeks. (Extract from fieldwork diary) The mobile phone serves the function of anticipating and verifying communications which may potentially be surveilled by staff of detention centres. Where detainees may not trust that they are being given all the letters or faxes that have been sent to them, the mobile phone enables a degree of privacy so that they at least know what to expect from their correspondents. Furthermore, it provides the opportunity for detainees to speak about matters related to their case for asylum that are regarded as too sensitive to risk being discussed in a public place such as on the centre pay phone. Often this involves seeking assistance with their application for asylum. He rang T on the centre pay phone and said that he would like to speak with me, but did not have my number. He didn’t have a pen and paper to jot down my details at the time, so he gave T his mobile number and asked her to pass it onto me, so I could ring him on it. When I rang, he had returned to his room where he could talk freely. He told me about the visit from the Commonwealth Ombudsman, who undertook to look into his case over the next couple of weeks. We talked about what would assist the Ombudsman in reviewing the case. I said I would write a letter or email in the first instance, and if he wanted other letters of support, I could circulate details of his case on the ChilOut newsletter. He said he didn’t want publicity at this stage. I offered to fax him a copy of my email, but he preferred that I give it to him in person as the fax machine in the office was too public and any documents received could be read. Again, the mobile seems to be the most appropriate technology for coordinating and organising privately away from centre surveillance… (Extract from fieldwork diary) Fear of breaches of confidentiality form only part of detainees’ desire for privacy from detention centre staff. There is also a need for private space away from other detainees as their imprisonment necessitates the constant use of communal facilities such as the pay phone. In addition to being used for its capacity for private communication, the mobile phone was also exploited as a broadcast technology by detained refugees. Text messages proved an effective way of providing brief updates to family and friends about the status of their case: 20 September 200510:24:07 Hi Linda. Thus, for detained refugees, the mobile phone has been adopted for simple, lo-tech use. None of the respondents indicated a desire for a camera function on their mobile phones. However, one detainee did suggest that she would like to use a webcam to see and hear her child in China, whom she has not seen in eight years. While she did use the Internet for this purpose when she was on the “outside”, now she can only rely on weekly telephone conversations made from inside the detention centre. Conclusion What happens when technology is placed in the hands of those for whom it was never meant? It makes explicit what is often implied in studies of adoption of new technology, that the “utopian promise” is confined to a narrow socio-economic demographic: the advantaged, the affluent and the educated. Those who fall outside these perimeters are perceived as undeserving and untrustworthy of such technology. This is exemplified in the Australian government’s policy to deny refugees access to “new” and mobile media whilst being compulsorily detained. The decision to withhold mobile technology from mobile communities who are not so materially privileged is not only ironic but unwarranted in light of the empirical data. This has since been acknowledged by allowing detainees use of mobile phones. The mobile phone practices of detained refugees show that it is being used as a complementary and alternative technology, that is, to compensate for the inadequacies of the communication media allowed by detention centres. The mobile phone is exploited for the functions that permitted technologies do not offer: firstly, the ability to communicate with friends and family more immediately and effectively; secondly, the capacity to communicate privately with less probability of surveillance; thirdly, the opportunity to broadcast content one to many. In such communications, use of the mobile phone is simple and lo-tech: it is deployed for straightforward (but improved) interaction with detainees’ imagined communities which would otherwise be possible anyway through the “old” media technologies provided in detention. In practice, there was no evidence of the use of the hi-tech functions of mobile phones; nor was there any indication, as implied by policy, of the possible dangers that may ensue if such features of mobile media were available to detained refugees. Potentially, the research can impact on immigration detention policy, particularly in terms of reviewing the conditions under which technology is made available to refugees in institutionalised detention contexts. However, further research is required, especially a comparison of the former prohibited use of mobile media in immigration detention centres with the permitted use of these in community immigration detention. One of the most distinct places the politics of affect have played out in Australia of late has been in the struggles around the mandatory detention of undocumented migrants; specifically, in arguments about the amount of compassion border control practices should or do entail. Indeed, in 1990 the newly established Joint Standing Committee on Migration (JSCM) published its first report, Illegal Entrants in Australia: Balancing Control and Compassion. Contemporaneous, thought not specifically concerned, with the establishment of mandatory detention for asylum seekers, this report helped shape the context in which detention policy developed. As the Bureau of Immigration and Population Research put it in their summary of the report, “the Committee endorsed a tough stance regarding all future illegal entrants but a more compassionate stance regarding those now in Australia” (24). It would be easy now to frame this report in a narrative of decline. Under a Labor government the JSCM had at least some compassion to offer; since the 1996 conservative Coalition victory any such compassion has been in increasingly short supply, if not an outright political liability. This is a popular narrative for those clinging to the belief that Labor is still, in some residual sense, a social-democratic party. I am more interested in the ways the report’s subtitle effectively predicted the framework in which debates about detention have since been constructed: control vs. compassion, with balance as the appropriate mediating term. Control and compassion are presented as the poles of a single governmental project insofar as they can be properly calibrated; but at the same time, compassion is presented as an external balance to the governmental project (control), an extra-political restriction of the political sphere. This is a very formal way to put it, but it reflects a simple, vernacular theory that circulates widely among refugee activists. It is expressed with concision in Peter Mares’ groundbreaking book on detention centres, Borderlines, in the chapter title “Compassion as a vice”. Compassion remains one of the major themes and demands of Australian refugee advocates. They thematise compassion not only for the obvious reasons that mandatory detention involves a devastating lack thereof, and that its critics are frequently driven by intense emotional connections both to particular detainees and TPV holders and, more generally, to all who suffer the effects of Australian border control. There is also a historical or conjunctural element: as Ghassan Hage has written, for the last ten years or so many forms of political opposition in Australia have organised their criticisms in terms of “things like compassion or hospitality rather than in the name of a left/right political divide” (7). This tendency is not limited to any one group; it ranges across the spectrum from Liberal Party wets to anarchist collectives, via dozens of organised groups and individuals varying greatly in their political beliefs and intentions. In this context, it would be tendentious to offer any particular example(s) of compassionate activism, so let me instead cite a complaint. In November 2002, the conservative journal Quadrant worried that morality and compassion “have been appropriated as if by right by those who are opposed to the government’s policies” on border protection (“False Refugees” 2). Thus, the right was forced to begin to speak the language of compassion as well. The Department of Immigration, often considered the epitome of the lack of compassion in Australian politics, use the phrase “Australia is a compassionate country, but…” so often they might as well inscribe it on their letterhead. Of course this is hypocritical, but it is not enough to say the right are deforming the true meaning of the term. The point is that compassion is a contested term in Australian political discourse; its meanings are not fixed, but constructed and struggled over by competing political interests. This should not be particularly surprising. Stuart Hall, following Ernesto Laclau and others, famously argued that no political term has an intrinsic meaning. Meanings are produced – articulated, and de- or re-articulated – through a dynamic and partisan “suturing together of elements that have no necessary or eternal belongingness” (10). Compassion has many possible political meanings; it can be articulated to diverse social (and antisocial) ends. If I was writing on the politics of compassion in the US, for example, I would be talking about George W. Bush’s slogan of “compassionate conservatism”, and whatever Hannah Arendt meant when she argued that “the passion of compassion has haunted and driven the best men [sic] of all revolutions” (65), I think she meant something very different by the term than do, say, Rural Australians for Refugees. As Lauren Berlant has written, “politicized feeling is a kind of thinking that too often assumes the obviousness of the thought it has” (48). Hage has also opened this assumed obviousness to question, writing that “small-‘l’ liberals often translate the social conditions that allow them to hold certain superior ethical views into a kind of innate moral superiority. They see ethics as a matter of will” (8-9). These social conditions are complex – it isn’t just that, as some on the right like to assert, compassion is a product of middle class comfort. The actual relations are more dynamic and open. Connections between class and occupational categories on the one hand, and social attitudes and values on the other, are not given but constructed, articulated and struggled over. As Hall put it, the way class functions in the distribution of ideologies is “not as the permanent class-colonization of a discourse, but as the work entailed in articulating these discourses to different political class practices” (139). The point here is to emphasise that the politics of compassion are not straightforward, and that we can recognise and affirm feelings of compassion while questioning the politics that seem to emanate from those feelings. For example, a politics that takes compassion as its basis seems ill-suited to think through issues it can’t put a human face to – that is, the systematic and structural conditions for mandatory detention and border control. Compassion’s political investments accrue to specifiable individuals and groups, and to the harms done to them. This is not, as such, a bad thing, particularly if you happen to be a specifiable individual to whom a substantive harm has been done. But compassion, going one by one, group by group, doesn’t cope well with situations where the form of the one, or the form of the disadvantaged minority, constitutes not only a basis for aid or emancipation, but also violently imposes particular ideas of modern western subjectivity. How does this violence work? I want to answer by way of the story of an Iranian man who applied for asylum in Australia in 2004. In the available documents he is referred to as “the Applicant”. The Applicant claimed asylum based on his homosexuality, and his fear of persecution should he return to Iran. His asylum application was rejected by the Refugee Review Tribunal because the Tribunal did not believe he was really gay. In their decision they write that “the Tribunal was surprised to observe such a comprehensive inability on the Applicant’s part to identify any kind of emotion-stirring or dignity-arousing phenomena in the world around him”. The phenomena the Tribunal suggest might have been emotion-stirring for a gay Iranian include Oscar Wilde, Alexander the Great, Andre Gide, Greco-Roman wrestling, Bette Midler, and Madonna. I can personally think of much worse bases for immigration decisions than Madonna fandom, but there is obviously something more at stake here. (All quotes from the hearing are taken from the High Court transcript “WAAG v MIMIA”. I have been unable to locate a transcript of the original RRT decision, and so far as I know it remains unavailable. Thanks to Mark Pendleton for drawing my attention to this case, and for help with references.) Justice Kirby, one of the presiding Justices at the Applicant’s High Court appeal, responded to this with the obvious point, “Madonna, Bette Midler and so on are phenomena of the Western culture. In Iran, where there is death for some people who are homosexuals, these are not in the forefront of the mind”. Indeed, the High Court is repeatedly critical and even scornful of the Tribunal decision. When Mr Bennett, who is appearing for the Minister for Immigration in the appeal begins his case, he says, “your Honour, the primary attack which seems to be made on the decision of the –”, he is cut off by Justice Gummow, who says, “Well, in lay terms, the primary attack is that it was botched in the Tribunal, Mr Solicitor”. But Mr Bennett replies by saying no, “it was not botched. If one reads the whole of the Tribunal judgement, one sees a consistent line of reasoning and a conclusion being reached”. In a sense this is true; the deep tragicomic weirdness of the Tribunal decision is based very much in the unfolding of a particular form of homophobic rationality specific to border control and refugee determination. There have been hundreds of applications for protection specifically from homophobic persecution since 1994, when the first such application was made in Australia. As of 2002, only 22% of those applications had been successful, with the odds stacked heavily against lesbians – only 7% of lesbian applicants were successful, against a shocking enough 26% of gay men (Millbank, Imagining Otherness 148). There are a number of reasons for this. The Tribunal has routinely decided that even if persecution had occurred on the basis of homosexuality, the Applicant would be able to avoid such persecution if she or he acted ‘discreetly’, that is, hid their sexuality. The High Court ruled out this argument in 2003, but the Tribunal maintains an array of effective techniques of homophobic exclusion. For example, the Tribunal often uses the Spartacus International Gay Guide to find out about local conditions of lesbian and gay life even though it is a tourist guide book aimed at Western gay men with plenty of disposable income (Dauvergne and Millbank 178-9). And even in cases which have found in favour of particular lesbian and gay asylum seekers, the Tribunal has often gone out of its way to assert that lesbians and gay men are, nevertheless, not the subjects of human rights. States, that is, violate no rights when they legislate against lesbian and gay identities and practices, and the victims of such legislation have no rights to protection (Millbank, Fear 252-3). To go back to Madonna. Bennett’s basic point with respect to the references to the Material Girl et al is that the Tribunal specifically rules them as irrelevant. Mr Bennett: The criticism which is being made concerns a question which the Tribunal asked and what is very much treated in the Tribunal’s judgement as a passing reference. If one looks, for example, at page 34 – Kirby J: This is where Oscar, Alexander and Bette as well as Madonna turn up? Mr Bennett: Yes. The very paragraph my learned friend relies on, if one reads the sentence, what the Tribunal is saying is, “I am not looking for these things”. Gummow J: Well, why mention it? What sort of training do these people get in decision making before they are appointed to this body, Mr Solicitor? Mr Bennett: I cannot assist your Honour on that. Gummow J: No. Well, whatever it is, what happened here does not speak highly of the results of it. To gloss this, Bennett argues that the High Court are making too much of an irrelevant minor point in the decision. Mr Bennett: One would think [based on the High Court’s questions] that the only things in this judgement were the throwaway references saying, “I wasn’t looking for an understanding of Oscar Wilde”, et cetera. That is simply, when one reads the judgement as a whole, not something which goes to the centre at all… There is a small part of the judgement which could be criticized and which is put, in the judgement itself, as a subsidiary element and prefaced with the word “not”. Kirby J: But the “not” is a bit undone by what follows when I think Marilyn [Monroe] is thrown in. Mr Bennett: Well, your Honour, I am not sure why she is thrown in. Kirby J: Well, that is exactly the point. Mr Bennett holds that, as per Wayne’s World, the word “not” negates any clause to which it is attached. Justice Kirby, on the other hand, feels that this “not” comes undone, and that this undoing – and the uncertainty that accrues to it – is exactly the point. But the Tribunal won’t be tied down on this, and makes use of its “not” to hold gay stereotypes at arm’s length – which is still, of course, to hold them, at a remove that will insulate homophobia against its own illegitimacy. The Tribunal defends itself against accusations of homophobia by announcing specifically and repeatedly, in terms that consciously evoke culturally specific gay stereotypes, that it is not interested in those stereotypes. This unconvincing alibi works to prevent any inconvenient accusations of bias from butting in on the routine business of heteronormativity. Paul Morrison has noted that not many people will refuse to believe you’re gay: “Claims to normativity are characteristically met with scepticism. Only parents doubt confessions of deviance” (5). In this case, it is not a parent but a paternalistic state apparatus. The reasons the Tribunal did not believe the applicant [were] (a) because of “inconsistencies about the first sexual experience”, (b) “the uniformity of relationships”, (c) the “absence of a “gay” circle of friends”, (d) “lack of contact with the “gay” underground” and [(e)] “lack of other forms of identification”. Of these the most telling, I think, are the last three: a lack of gay friends, of contact with the gay underground, or of unspecified other forms of identification. What we can see here is that even if the Tribunal isn’t looking for the stereotypical icons of Western gay culture, it is looking for the characteristic forms of Western gay identity which, as we know, are far from universal. The assumptions about the continuities between sex acts and identities that we codify with names like lesbian, gay, homosexual and so on, often very poorly translate the ways in which non-Western populations understand and describe themselves, if they translate them at all. Gayatri Gopinath, for example, uses the term “queer diaspor[a]... in contradistinction to the globalization of “gay” identity that replicates a colonial narrative of development and progress that judges all other sexual cultures, communities, and practices against a model of Euro-American sexual identity” (11). I can’t assess the accuracy of the Tribunal’s claims regarding the Applicant’s social life, although I am inclined to scepticism. But if the Applicant in this case indeed had no gay friends, no contact with the gay underground and no other forms of identification with the big bad world of gaydom, he may obviously, nevertheless, have been a Man Who Has Sex With Men, as they sometimes say in AIDS prevention work. But this would not, either in the terms of Australian law or the UN Convention, qualify him as a refugee. You can only achieve refugee status under the terms of the Convention based on membership of a ‘specific social group’. Lesbians and gay men are held to constitute such groups, but what this means is that there’s a certain forcing of Western identity norms onto the identity and onto the body of the sexual other. This shouldn’t read simply as a moral point about how we should respect diversity. There’s a real sense that our own lives as political and sexual beings are radically impoverished to the extent we fail to foster and affirm non-Western non-heterosexualities. There’s a sustaining enrichment that we miss out on, of course, in addition to the much more serious forms of violence others will be subject to. And these are kinds of violence as well as forms of enrichment that compassionate politics, organised around the good refugee, just does not apprehend. In an essay on “The politics of bad feeling”, Sara Ahmed makes a related argument about national shame and mourning. “Words cannot be separated from bodies, or other signs of life. So the word ‘mourns’ might get attached to some subjects (some more than others represent the nation in mourning), and it might get attached to some objects (some losses more than others may count as losses for this nation)” (73). At one level, these points are often made with regard to compassion, especially as it is racialised in Australian politics; for example, that there would be a public outcry were we to detain hypothetical white boat people. But Ahmed’s point stretches further – in the necessary relation between words and bodies, she asks not only which bodies do the describing and which are described, but which are permitted a relation to language at all? If “words cannot be separated from bodies”, what happens to those bodies words fail? The queer diasporic body, so reductively captured in that phrase, is a case in point. How do we honour its singularity, as well as its sociality? How do we understand the systematicity of the forces that degrade and subjugate it? What do the politics of compassion have to offer here? It’s easy for the critic or the cynic to sneer at such politics – so liberal, so sentimental, so wet – or to deconstruct them, expose “the violence of sentimentality” (Berlant 62), show “how compassion towards the other’s suffering might sustain the violence of appropriation” (Ahmed 74). These are not moves I want to make. A guiding assumption of this essay is that there is never a unilinear trajectory between feelings and politics. Any particular affect or set of affects may be progressive, reactionary, apolitical, or a combination thereof, in a given situation; compassionate politics are no more necessarily bad than they are necessarily good. On the other hand, “not necessarily bad” is a weak basis for a political movement, especially one that needs to understand and negotiate the ways the enclosures and borders of late capitalism mass-produce bodies we can’t put names to, people outside familiar and recognisable forms of identity and subjectivity. As Etienne Balibar has put it, “in utter disregard of certain borders – or, in certain cases, under covers of such borders – indefinable and impossible identities emerge in various places, identities which are, as a consequence, regarded as non-identities. However, their existence is, none the less, a life-and-death question for large numbers of human beings” (77). Any answer to that question starts with our compassion – and our rage – at an unacceptable situation. But it doesn’t end there. One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. Introduction One of the first challenges faced by new Australian Prime Minister, Kevin Rudd, was what to do with the former government’s controversial citizenship test. While a quick evaluation of the test shows that 93 percent of those who have sat it ‘passed’ (Hoare), most media controversy has focussed less on the validity of such a test than whether questions relating to Australian cricketing legend, Don Bradman, are appropriate (Hawley). While the citizenship test seems nothing more that a crude and populist measure imposed by the former Howard government in its ongoing nationalistic agenda, which included paying schools to raise the Australian flag (“PM Unfurls Flag”), its imposition seems a timely reminder of the challenge of understanding citizenship today. For as the demographic structures around us continue to change, so must our understandings of ‘citizenship’. More importantly, this fluid understanding of citizenship is not limited to academics, and policy-makers, but new technologies, the processes of globalisation including a globalised media, changing demographic patterns including migration, as well as environmental challenges that place pressure on limited resources is altering the citizens understanding of their own role as well as those around them. This paper aims to sketch out a proposed new research agenda that seeks to investigate this fluid and heterogenous nature of citizenship. The focus of the research has so far been Sydney and is enveloped by a broader aim of promoting an increased level of citizen engagement both within formal and informal political structures. I begin by sketching the complex nature of Sydney before presenting some initial research findings. Sydney – A Complex City The so-called ‘emerald city’ of Sydney has been described in many ways: from a ‘global’ city (Fagan, Dowling and Longdale 1) to an ‘angry’ city (Price 16). Sarah Price’s investigative article included research from the University of Western Sydney’s Centre of Culture Research, the Bureau of Crime Statistics and interviews with Tony Grabs, the director of trauma at St Vincent’s Hospital in inner city Darlinghurst. Price found that both injuries from alcohol and drug-related violence had risen dramatically over the last few years and seemed to be driven by increasing frustrations of a city that is perceived to be lacking appropriate infrastructure and rising levels of personal and household debt. Sydney’s famous harbour and postcard landmarks are surrounded by places of controversy and poverty, with residents of very backgrounds living in close proximity: often harmoniously and sometimes less so. According to recent research by Griffith University’s Urban Research Program, the city is becoming increasingly polarised, with the wealthiest enjoying high levels of access to amenities while other sections of the population experiencing increasing deprivation (Frew 7). Sydney, is often segmented into different regions: the growth corridors of the western suburbs which include the ‘Aspirational class’; the affluent eastern suburb; the southern beachside suburbs surrounding Cronulla affectionately known by local residents as ‘the Shire’, and so on. This, however, hides that fact that these areas are themselves complex and heterogenous in character (Frew 7). As a result, the many clichés associated with such segments lead to an over simplification of regional characteristics. The ‘growth corridors’ of Western Sydney, for example, have, in recent times, become a focal point of political and social commentary. From the rise of the ‘Aspirational’ voter (Anderson), seen to be a key ‘powerbroker’ in federal and state politics, to growing levels of disenfranchised young people, this region is multifaceted and should not be simplified. These areas often see large-scale, private housing estates; what Brendan Gleeson describes as ‘privatopias’, situated next to rising levels of homelessness (“What’s Driving”): a powerful and concerning image that should not escape our attention. (Chamberlain and Mackenzie pay due attention to the issue in Homeless Careers.) It is also home to a growing immigrant population who often arrive as business migrants and as well as a rising refugee population traumatised by war and displacement (Collins 1). These growth corridors then, seem to simultaneously capture both the ambitions and the fears of Sydney. That is, they are seen as both areas of potential economic boom as well as social stress and potential conflict (Gleeson 89). One way to comprehend the complexity associated with such diversity and change is to reflect on the proximity of the twin suburbs of Macquarie Links and Macquarie Fields situated in Sydney’s south-western suburbs. Separated by the clichéd ‘railway tracks’, one is home to the growing Aspirational class while the other continues to be plagued by the stigma of being, what David Burchell describes as, a ‘dysfunctional dumping ground’ whose plight became national headlines during the riots in 2005. The riots were sparked after a police chase involving a stolen car led to a crash and the death of a 17 year-old and 19 year-old passengers. Residents blamed police for the deaths and the subsequent riots lasted for four nights – involving 150 teenagers clashing with New South Wales Police. The dysfunction, Burchell notes is seen in crime statistics that include 114 stolen cars, 227 burglaries, 457 cases of property damage and 279 assaults – all in 2005 alone. Interestingly, both these populations are surrounded by exclusionary boundaries: one because of the financial demands to enter the ‘Links’ estate, and the other because of the self-imposed exclusion. Such disparities not only provide challenges for policy makers generally, but also have important implications on the attitudes that citizens’ experience towards their relationship with each other as well as the civic institutions that are meant to represent them. This is particular the case if civic institutions are seen to either neglect or favour certain groups. This, in part, has given rise to what I describe here as a ‘citizenship surplus’ as well as a ‘citizenship deficit’. Research Agenda: Investigating Citizenship Surpluses and Deficits This changing city has meant that there has also been a change in the way that different groups interact with, and perceive, civic bodies. As noted, my initial research shows that this has led to the emergence of both citizenship surpluses and deficits. Though the concept of a ‘citizen deficits and surpluses’ have not emerged within the broader literature, there is a wide range of literature that discusses how some sections of the population lack of access to democratic processes. There are three broad areas of research that have emerged relevant here: citizenship and young people (see Arvanitakis; Dee); citizenship and globalisation (see Della Porta; Pusey); and citizenship and immigration (see Baldassar et al.; Gow). While a discussion of each of these research areas is beyond the scope of this paper, a regular theme is the emergence of a ‘democratic deficit’ (Chari et al. 422). Dee, for example, looks at how there exist unequal relationships between local and central governments, young people, communities and property developers in relation to space. Dee argues that this shapes social policy in a range of settings and contexts including their relationship with broader civic institutions and understandings of citizenship. Dee finds that claims for land use that involve young people rarely succeed and there is limited, if any, recourse to civic institutions. As such, we see a democratic deficit emerge because the various civic institutions involved fail in meeting their obligations to citizens. In addition, a great deal of work has emerged that investigates attempts to re-engage citizens through mechanisms to promote citizenship education and a more active citizenship which has also been accompanied by government programs with the same goals (See for example the Western Australian government’s ‘Citizenscape’ program ). For example Hahn (231) undertakes a comparative study of civic education in six countries (including Australia) and the policies and practices with respect to citizenship education and how to promote citizen activism. The results are positive, though the research was undertaken before the tumultuous events of the terrorist attacks in New York, the emergence of the ‘war on terror’ and the rise of ‘Muslim-phobia’. A gap rises, however, within the Australian literature when we consider both the fluid and heterogenous nature of citizenship. That is, how do we understand the relationship between these diverse groups living within such proximity to each other overlayed by changing migration patterns, ongoing globalised processes and changing political environments as well as their relations to civic institutions? Further, how does this influence the way individuals perceive their rights, expectations and responsibilities to the state? Given this, I believe that there is a need to understand citizenship as a fluid and heterogenous phenomenon that can be in surplus, deficit, progressive and reactionary. When discussing citizenship I am interested in how people perceive both their rights and responsibilities to civic institutions as well as to the residents around them. A second, obviously related, area of interest is ‘civic engagement’: that is, “the activities of people in the various organisations and associations that make up what scholars call ‘civil society’” (Portney and Leary 4). Before describing these categories in more detail, I would like to briefly outline the methodological processes employed thus far. Much of the research to this point is based on a combination of established literature, my informal discussions with citizen groups and my observations as ‘an activist.’ That is, over the last few years I have worked with a broad cross section of community-based organisations as well as specific individuals that have attempted to confront perceived injustices. I have undertaken this work as both an activist – with organisations such as Aid/Watch and Oxfam Australia – as well as an academic invited to share my research. This work has involved designing and implementing policy and advocacy strategies including media and public education programs. All interactions begin with a detailed discussion of the aims, resources, abilities and knowledge of the groups involved, followed by workshopping campaigning strategies. This has led to the publication of an ‘activist handbook’ titled ‘From Sitting on the Couch to Changing the World’, which is used to both draft the campaign aims as well as design a systematic strategy. (The booklet, which is currently being re-drafted, is published by Oxfam Australia and registered under a creative commons licence. Much research is also sourced from direct feedback given by participants in reviewing the workshops and strategies The aim of tis paper then, is to sketch out the initial findings as well as an agenda for more formalised research. The initial findings have identified the heterogenous nature of citizenship that I have separated into four ‘citizenship spaces.’ The term space is used because these are not stable groupings as many quickly move between the areas identified as both the structures and personal situations change. 1. Marginalisation and Citizenship Deficit The first category is a citizenship deficit brought on by a sense of marginalisation. This is determined by a belief that it is pointless to interact with civic institutions, as the result is always the same: people’s opinions and needs will be ignored. Or in the case of residents from areas such as Macquarie Fields, the relationship with civic institutions, including police, is antagonistic and best avoided (White par. 21). This means that there is no connection between the population and the civic institutions around them – there is no loyalty or belief that efforts to be involved in political and civic processes will be rewarded. Here groups sense that they do not have access to political avenues to be heard, represented or demand change. This is leading to an experience of disconnection from political processes. The result is both a sense of disengagement and disempowerment. One example here emerged in discussions with protesters around the proposed development of the former Australian Defence Industry (ADI) site in St Marys, an outer-western suburb of Sydney. The development, which was largely approved, was for a large-scale housing estate proposed on sensitive bushlands in a locality that resident’s note is under-serviced in terms of public space. (For details of these discussions, see http://www.adisite.org/.) Residents often took the attitude that whatever the desire of the local community, the development would go ahead regardless. Those who worked at information booths during the resident protests informed me that the attitude was one best summarised by: “Why bother, we always get stuffed around any way.” This was confirmed by my own discussions with local residents – even those who joined the resident action group. 2. Privatisation and Citizenship Deficit This citizenship deficit not only applies to the marginalised, however, for there are also much wealthier populations who also appear to experience a deficit that results from a lack of access to civic institutions. This tends to leads to a privatisation of decision-making and withdrawal from the public arena as well as democratic processes. Consequently, the residents in the pockets of wealth may not be acting as citizens but more like consumers – asserting themselves in terms of Castells’s ‘collective consumption’ (par. 25). This citizenship deficit is brought on by ongoing privatisation. That is, there is a belief that civic institutions (including government bodies) are unable or at least unwilling to service the local community. As a result there is a tendency to turn to private suppliers and believe that individualisation is the best way to manage the community. The result is that citizens feel no connection to the civic institutions around them, not because there is no desire, but there are no services. This group of citizens has often been described as the ‘Aspirationals’ and are most often found in the growth corridors of Sydney. There is no reason to believe that this group is this way because of choice – but rather a failure by government authorities to service their needs. This is confirmed by research undertaken as early as 1990 which found that the residents now labelled Aspirational, were demanding access to public infrastructure services including public schools, but have been neglected by different levels of government. (This was clearly stated by NSW Labor MP for Liverpool, Paul Lynch, who argued for such services as a way to ensure a functioning community particularly for Western Sydney; NSWPD 2001.) As a result there is a reliance on private schools, neighbourhoods, transport and so on. Any ‘why bother’ attitude is thus driven by a lack of evidence that civic institutions can or are not willing to meet their needs. There is a strong sense of local community – but this localisation limited to others in the same geographical location and similar lifestyle. 3. Citizenship Surplus – Empowered Not Engaged The third space of citizenship is based on a ‘surplus’ even if there is limited or no political engagement. This group has quite a lot in common with the ‘Aspirationals’ but may come from areas that are higher serviced by civic institutions: the choice not to engage is therefore voluntary. There is a strong push for self-sufficiency – believing that their social capital, wealth and status mean that they do not require the services of civic institutions. While not antagonistic towards such institutions, there is often a belief is that the services provided by the private sector are ultimately superior to public ones. Consequently, they feel empowered through their social background but are not engaged with civic institutions or the political process. Despite this, my initial research findings show that this group has a strong connection to decision-makers – both politicians and bureaucrats. This lack of engagement changes if there is a perceived injustice to their quality of life or their values system – and hence should not be dismissed as NIMBYs (not in my backyard). They believe they have the resources to mobilise and demand change. I believe that we see this group materialise in mobilisations around proposed developments that threaten the perceived quality of life of the local environment. One example brought to my attention was the rapid response of local residents to the proposed White City development near Sydney’s eastern suburbs that was to see tennis courts and public space replaced by residential and commercial buildings (Nicholls). As one resident informed me, she had never seen any political engagement by local residents previously – an engagement that was accompanied by a belief that the development would be stopped as well as a mobilisation of some impressive resources. Such mobilisations also occur when there is a perceived injustice. Examples of this group can be found in what Hugh Mackay (13) describes as ‘doctor’s wives’ (a term that I am not wholly comfortable with). Here we see the emergence of ‘Chilout’: Children out of Detention. This was an organisation whose membership was described to me as ‘north shore professionals’, drew heavily on those who believed the forced incarceration of young refugee children was an affront to their values system. 4. Insurgent Citizenship – Empowered and Engaged The final space is the insurgent citizen: that is, the citizen who is both engaged and empowered. This is a term borrowed from South Africa and the USA (Holston 1) – and it should be seen as having two, almost diametrically opposed, sides: progressive and reactionary. This group may not have access to a great deal of financial resources, but has high social capital and both a willingness and ability to engage in political processes. Consequently, there is a sense of empowerment and engagement with civic institutions. There is also a strong push for self-sufficiency – but this is encased in a belief that civic institutions have a responsibility to provide services to the public, and that some services are naturally better provided by the public sector. Despite this, there is often an antagonistic relationship with such institutions. From the progressive perspective, we see ‘activists’ promoting social justice issues (including students, academics, unionists and so on). Organisations such as A Just Australia are strongly supported by various student organisations, unions and other social justice and activist groups. From a reactionary perspective, we see the emergence of groups that take an anti-immigration stance (such as ‘anti-immigration’ groups including Australia First that draw both activists and have an established political party). One way to understand the relationship between these groups is through the engagement/empowered typology below. While a detailed discussion of the limitations of typologies is beyond the scope of this paper, it is important to acknowledge that any typology is a simplification and generalisation of the arguments presented. Likewise, it is unlikely that any typology has the ability to cover all cases and situations. This typology can, however, be used to underscore the relational nature of citizenship. The purpose here is to highlight that there are relationships between the different citizenship spaces and individuals can move between groups and each cluster has significant internal variation. Key here is that this can frame future studies. Conclusion and Next Steps There is little doubt there is a relationship between attitudes to citizenship and the health of a democracy. In Australia, democracy is robust in some ways, but many feel disempowered, disengaged and some feel both – often believing they are remote from the workings of civic institutions. It would appear that for many, interest in the process of (formal) government is at an all-time low as reflected in declining membership of political parties (Jaensch et al. 58). Democracy is not a ‘once for ever’ achievement – it needs to be protected and promoted. To do this, we must ensure that there are avenues for representation for all. This point also highlights one of the fundamental flaws of the aforementioned citizenship test. According to the Department of Immigration and Citizenship, the test is designed to: help migrants integrate and maximise the opportunities available to them in Australia, and enable their full participation in the Australian community as citizens. (par. 4) Those designing the test have assumed that citizenship is both stable and, once achieved, automatically ensures representation. This paper directly challenges these assumptions and offers an alternative research agenda with the ultimate aim of promoting high levels of engagement and empowerment. All history of this area and the general talk and all of that is that 1973 was a turning point and the Aquarius Festival is credited with having turned this region around in so many ways, but I think that is a myth ... and I have to honour the truth; and the truth is that old Dicke Donelly came and did a Welcome to Country the night before the festival. (Joseph in Joseph and Hanley)In 1973 the Australian Union of Students (AUS) held the Aquarius Arts and Lifestyle Festival in a small, rural New South Wales town called Nimbin. The festival was seen as the peak expression of Australian counterculture and is attributed to creating the “Rainbow Region”, an area with a concentration of alternative life stylers in Northern NSW (Derrett 28). While the Aquarius Festival is recognised as a founding historical and countercultural event, the unique and important relationships established with Indigenous people at this time are generally less well known. This article investigates claims that the 1973 Aquarius Festival was “the first event in Australian history that sought permission for the use of the land from the Traditional Owners” (Joseph and Hanley). The diverse international, national and local conditions that coalesced at the Aquarius Festival suggest a fertile environment was created for reconciliatory bonds to develop. Often dismissed as a “tree hugging, soap dodging movement,” the counterculture was radically politicised having sprung from the 1960s social revolutions when the world witnessed mass demonstrations that confronted war, racism, sexism and capitalism. Primarily a youth movement, it was characterised by flamboyant dress, music, drugs and mass gatherings with universities forming the epicentre and white, middle class youth leading the charge. As their ideals of changing the world were frustrated by lack of systematic change, many decided to disengage and a migration to rural settings occurred (Jacob; Munro-Clarke; Newton). In the search for alternatives, the counterculture assimilated many spiritual practices, such as Eastern traditions and mysticism, which were previously obscure to the Western world. This practice of spiritual syncretism can be represented as a direct resistance to the hegemony of the dominant Western culture (Stell). As the new counterculture developed, its progression from urban to rural settings was driven by philosophies imbued with a desire to reconnect with and protect the natural world while simultaneously rejecting the dominant conservative order. A recurring feature of this countercultural ‘back to the land’ migration was not only an empathetic awareness of the injustices of colonial past, but also a genuine desire to learn from the Indigenous people of the land. Indigenous people were generally perceived as genuine opposers of Westernisation, inherently spiritual, ecological, tribal and communal, thus encompassing the primary values to which the counterculture was aspiring (Smith). Cultures converged. One, a youth culture rebelling from its parent culture; the other, ancient cultures reeling from the historical conquest by the youths’ own ancestors. Such cultural intersections are rich with complex scenarios and politics. As a result, often naïve, but well-intended relations were established with Native Americans, various South American Indigenous peoples, New Zealand Maori and, as this article demonstrates, the Original People of Australia (Smith; Newton; Barr-Melej; Zolov). The 1960s protest era fostered the formation of groups aiming to address a variety of issues, and at times many supported each other. Jennifer Clarke says it was the Civil Rights movement that provided the first models of dissent by formulating a “method, ideology and language of protest” as African Americans stood up and shouted prior to other movements (2). The issue of racial empowerment was not lost on Australia’s Indigenous population. Clarke writes that during the 1960s, encouraged by events overseas and buoyed by national organisation, Aborigines “slowly embarked on a political awakening, demanded freedom from the trappings of colonialism and responded to the effects of oppression at worst and neglect at best” (4). Activism of the 1960s had the “profoundly productive effect of providing Aborigines with the confidence to assert their racial identity” (159). Many Indigenous youth were compelled by the zeitgeist to address their people’s issues, fulfilling Charlie Perkins’s intentions of inspiring in Indigenous peoples a will to resist (Perkins). Enjoying new freedoms of movement out of missions, due to the 1967 Constitutional change and the practical implementation of the assimilation policy, up to 32,000 Indigenous youth moved to Redfern, Sydney between 1967 and 1972 (Foley, “An Evening With”). Gary Foley reports that a dynamic new Black Power Movement emerged but the important difference between this new younger group and the older Indigenous leaders of the day was the diverse range of contemporary influences. Taking its mantra from the Black Panther movement in America, though having more in common with the equivalent Native American Red Power movement, the Black Power Movement acknowledged many other international struggles for independence as equally inspiring (Foley, “An Evening”). People joined together for grassroots resistance, formed anti-hierarchical collectives and established solidarities between varied groups who previously would have had little to do with each other. The 1973 Aquarius Festival was directly aligned with “back to the land” philosophies. The intention was to provide a place and a reason for gathering to “facilitate exchanges on survival techniques” and to experience “living in harmony with the natural environment.” without being destructive to the land (Dunstan, “A Survival Festival”). Early documents in the archives, however, reveal no apparent interest in Australia’s Indigenous people, referring more to “silken Arabian tents, mediaeval banners, circus, jugglers and clowns, peace pipes, maypole and magic circles” (Dunstan, “A Survival Festival”). Obliterated from the social landscape and minimally referred to in the Australian education system, Indigenous people were “off the radar” to the majority mindset, and the Australian counterculture similarly was slow to appreciate Indigenous culture. Like mainstream Australia, the local counterculture movement largely perceived the “race” issue as something occurring in other countries, igniting the phrase “in your own backyard” which became a catchcry of Indigenous activists (Foley, “Whiteness and Blackness”) With no mention of any Indigenous interest, it seems likely that the decision to engage grew from the emerging climate of Indigenous activism in Australia. Frustrated by student protestors who seemed oblivious to local racial issues, focusing instead on popular international injustices, Indigenous activists accused them of hypocrisy. Aquarius Festival directors, found themselves open to similar accusations when public announcements elicited a range of responses. Once committed to the location of Nimbin, directors Graeme Dunstan and Johnny Allen began a tour of Australian universities to promote the upcoming event. While at the annual conference of AUS in January 1973 at Monash University, Dunstan met Indigenous activist Gary Foley: Gary witnessed the presentation of Johnny Allen and myself at the Aquarius Foundation session and our jubilation that we had agreement from the village residents to not only allow, but also to collaborate in the production of the Festival. After our presentation which won unanimous support, it was Gary who confronted me with the question “have you asked permission from local Aboriginal folk?” This threw me into confusion because we had seen no Aboriginals in Nimbin. (Dunstan, e-mail) Such a challenge came at a time when the historical climate was etched with political activism, not only within the student movement, but more importantly with Indigenous activists’ recent demonstrations, such as the installation in 1972 of the Tent Embassy in Canberra. As representatives of the counterculture movement, which was characterised by its inclinations towards consciousness-raising, AUS organisers were ethically obliged to respond appropriately to the questions about Indigenous permission and involvement in the Aquarius Festival at Nimbin. In addition to this political pressure, organisers in Nimbin began hearing stories of the area being cursed or taboo for women. This most likely originated from the tradition of Nimbin Rocks, a rocky outcrop one kilometre from Nimbin, as a place where only certain men could go. Jennifer Hoff explains that many major rock formations were immensely sacred places and were treated with great caution and respect. Only a few Elders and custodians could visit these places and many such locations were also forbidden for women. Ceremonies were conducted at places like Nimbin Rocks to ensure the wellbeing of all tribespeople. Stories of the Nimbin curse began to spread and most likely captivated a counterculture interested in mysticism. As organisers had hoped that news of the festival would spread on the “lips of the counterculture,” they were alarmed to hear how “fast the bad news of this curse was travelling” (Dunstan, e-mail). A diplomatic issue escalated with further challenges from the Black Power community when organisers discovered that word had spread to Sydney’s Indigenous community in Redfern. Organisers faced a hostile reaction to their alleged cultural insensitivity and were plagued by negative publicity with accusations the AUS were “violating sacred ground” (Janice Newton 62). Faced with such bad press, Dunstan was determined to repair what was becoming a public relations disaster. It seemed once prompted to the path, a sense of moral responsibility prevailed amongst the organisers and they took the unprecedented step of reaching out to Australia’s Indigenous people. Dunstan claimed that an expedition was made to the local Woodenbong mission to consult with Elder, Uncle Lyle Roberts. To connect with local people required crossing the great social divide present in that era of Australia’s history. Amy Nethery described how from the nineteenth century to the 1960s, a “system of reserves, missions and other institutions isolated, confined and controlled Aboriginal people” (9). She explains that the people were incarcerated as a solution to perceived social problems. For Foley, “the widespread genocidal activity of early “settlement” gave way to a policy of containment” (Foley, “Australia and the Holocaust”). Conditions on missions were notoriously bad with alcoholism, extreme poverty, violence, serious health issues and depression common. Of particular concern to mission administrators was the perceived need to keep Indigenous people separate from the non-indigenous population. Dunstan described the mission he visited as having “bad vibes.” He found it difficult to communicate with the elderly man, and was not sure if he understood Dunstan’s quest, as his “responses came as disjointed raves about Jesus and saving grace” (Dunstan, e-mail). Uncle Lyle, he claimed, did not respond affirmatively or negatively to the suggestion that Nimbin was cursed, and so Dunstan left assuming it was not true. Other organisers began to believe the curse and worried that female festival goers might get sick or worse, die. This interpretation reflected, as Vanessa Bible argues, a general Eurocentric misunderstanding of the relationship of Indigenous peoples with the land. Paul Joseph admits they were naïve whites coming into a place with very little understanding, “we didn’t know if we needed a witch doctor or what we needed but we knew we needed something from the Aborigines to lift the spell!”(Joseph and Hanley). Joseph, one of the first “hippies” who moved to the area, had joined forces with AUS organisers. He said, “it just felt right” to get Indigenous involvement and recounted how organisers made another trip to Woodenbong Mission to find Dickee (Richard) Donnelly, a Song Man, who was very happy to be invited. Whether the curse was valid or not it proved to be productive in further instigating respectful action. Perhaps feeling out of their depth, the organisers initiated another strategy to engage with Australian Indigenous people. A call out was sent through the AUS network to diversify the cultural input and it was recommended they engage the services of South African artist, Bauxhau Stone. Timing aligned well as in 1972 Australia had voted in a new Prime Minister, Gough Whitlam. Whitlam brought about significant political changes, many in response to socialist protests that left a buoyancy in the air for the counterculturalist movement. He made prodigious political changes in support of Indigenous people, including creating the Aboriginal Arts Board as part of the Australian Council of the Arts (ACA). As the ACA were already funding activities for the Aquarius Festival, organisers were successful in gaining two additional grants specifically for Indigenous participation (Farnham). As a result We were able to hire […] representatives, a couple of Kalahari bushmen. ‘Cause we were so dumb, we didn’t think we could speak to the black people, you know what I mean, we thought we would be rejected, or whatever, so for us to really reach out, we needed somebody black to go and talk to them, or so we thought, and it was remarkable. This one Bau, a remarkable fellow really, great artist, great character, he went all over Australia. He went to Pitjantjatjara, Yirrkala and we arranged buses and tents when they got here. We had a very large contingent of Aboriginal people come to the Aquarius Festival, thanks to Whitlam. (Joseph in Joseph and Henley) It was under the aegis of these government grants that Bauxhau Stone conducted his work. Stone embodied a nexus of contemporary issues. Acutely aware of the international movement for racial equality and its relevance to Australia, where conditions were “really appalling”, Stone set out to transform Australian race relations by engaging with the alternative arts movement (Stone). While his white Australian contemporaries may have been unaccustomed to dealing with the Indigenous racial issue, Stone was actively engaged and thus well suited to act as a cultural envoy for the Aquarius Festival. He visited several local missions, inviting people to attend and notifying them of ceremonies being conducted by respected Elders. Nimbin was then the site of the Aquarius Lifestyle and Celebration Festival, a two week gathering of alternative cultures, technologies and youth. It innovatively demonstrated its diversity of influences, attracted people from all over the world and was the first time that the general public really witnessed Australia’s counterculture (Derrett 224). As markers of cultural life, counterculture festivals of the 1960s and 1970s were as iconic as the era itself and many around the world drew on the unique Indigenous heritage of their settings in some form or another (Partridge; Perone; Broadley and Jones; Zolov). The social phenomenon of coming together to experience, celebrate and foster a sense of unity was triggered by protests, music and a simple, yet deep desire to reconnect with each other. Festivals provided an environment where the negative social pressures of race, gender, class and mores (such as clothes) were suspended and held the potential “for personal and social transformation” (St John 167). With the expressed intent to “take matters into our own hands” and try to develop alternative, innovative ways of doing things with collective participation, the Aquarius Festival thus became an optimal space for reinvigorating ancient and Indigenous ways (Dunstan, “A Survival Festival”). With philosophies that venerated collectivism, tribalism, connecting with the earth, and the use of ritual, the Indigenous presence at the Aquarius Festival gave attendees the opportunity to experience these values. To connect authentically with Nimbin’s landscape, forming bonds with the Traditional Owners was essential. Participants were very fortunate to have the presence of the last known initiated men of the area, Uncle Lyle Roberts and Uncle Dickee Donnely. These Elders represented the last vestiges of an ancient culture and conducted innovative ceremonies, song, teachings and created a sacred fire for the new youth they encountered in their land. They welcomed the young people and were very happy for their presence, believing it represented a revolutionary shift (Wedd; King; John Roberts; Cecil Roberts). The festival thus provided an important platform for the regeneration of cultural and spiritual practices. John Roberts, nephew of Uncle Lyle, recalled being surprised by the reaction of festival participants to his uncle: “He was happy and then he started to sing. And my God … I couldn’t get near him! There was this big ring of hippies around him. They were about twenty deep!” Sharing to an enthusiastic, captive audience had a positive effect and gave the non-indigenous a direct Indigenous encounter (Cecil Roberts; King; Oshlak). Estimates of the number of Indigenous people in attendance vary, with the main organisers suggesting 800 to 1000 and participants suggesting 200 to 400 (Stone; Wedd; Oshlak: Joseph; King; Cecil Roberts). As the Festival lasted over a two week period, many came and left within that time and estimates are at best reliant on memory, engagement and perspectives. With an estimated total attendance at the Festival between 5000 and 10,000, either number of Indigenous attendees is symbolic and a significant symbolic statistic for Indigenous and non-indigenous to be together on mutual ground in Australia in 1973. For Indigenous people, the event provided an important occasion to reconnect with their own people, to share their culture with enthusiastic recipients, as well as the chance to experience diverse aspects of the counterculture. Though the northern NSW region has a history of diverse cultural migration of Italian and Indian families, the majority of non-indigenous and Indigenous people had limited interaction with cosmopolitan influences (Kijas 20). Thus Nimbin was a conservative region and many Christianised Indigenous people were also conservative in their outlook. The Aquarius Festival changed that as the Indigenous people experienced the wide-ranging cultural elements of the alternative movement. The festival epitomised countercultural tendencies towards flamboyant fashion and hairstyles, architectural design, fantastical art, circus performance, Asian clothes and religious products, vegetarian food and nudity. Exposure to this bohemian culture would have surely led to “mind expansion and consciousness raising,” explicit aims adhered to by the movement (Roszak). Performers and participants from Africa, America and India also gave attending Indigenous Australians the opportunity to interact with non-European cultures. Many people interviewed for this paper indicated that Indigenous people’s reception of this festival experience was joyous. For Australia’s early counterculture, interest in Indigenous Australia was limited and for organisers of the AUS Aquarius Festival, it was not originally on the agenda. The counterculture in the USA and New Zealand had already started to engage with their Indigenous people some years earlier. However due to the Aquarius Festival’s origins in the student movement and its solidarities with the international Indigenous activist movement, they were forced to shift their priorities. The coincidental selection of a significant spiritual location at Nimbin to hold the festival brought up additional challenges and countercultural intrigue with mystical powers and a desire to connect authentically to the land, further prompted action. Essentially, it was the voices of empowered Indigenous activists, like Gary Foley, which in fact triggered the reaching out to Indigenous involvement. While the counterculture organisers were ultimately receptive and did act with unprecedented respect, credit must be given to Indigenous activists. The activist’s role is to trigger action and challenge thinking and in this case, it was ultimately productive. Therefore the Indigenous people were not merely passive recipients of beneficiary goodwill, but active instigators of appropriate cultural exchange. After the 1973 festival many attendees decided to stay in Nimbin to purchase land collectively and a community was born. Relationships established with local Indigenous people developed further. Upon visiting Nimbin now, one will see a vibrant visual display of Indigenous and psychedelic themed art, a central park with an open fire tended by local custodians and other Indigenous community members, an Aboriginal Centre whose rent is paid for by local shopkeepers, and various expressions of a fusion of counterculture and Indigenous art, music and dance. While it appears that reconciliation became the aspiration for mainstream society in the 1990s, Nimbin’s early counterculture history had Indigenous reconciliation at its very foundation. The efforts made by organisers of the 1973 Aquarius Festival stand as one of very few examples in Australian history where non-indigenous Australians have respectfully sought to learn from Indigenous people and to assimilate their cultural practices. It also stands as an example for the world, of reconciliation, based on hippie ideals of peace and love. They encouraged the hippies moving up here, even when they came out for Aquarius, old Uncle Lyle and Richard Donnelly, they came out and they blessed the mob out here, it was like the hairy people had come back, with the Nimbin, cause the Nimbynji is the little hairy people, so the hairy people came back (Jerome). Synonymous with globalism, the mobile phone has become an integral part of contemporary everyday life. As a global medium, the mobile phone is a compelling phenomenon that demonstrates the importance of the local in shaping and adapting the technology. The adaptation and usage of the mobile phone can be read on two levels simultaneously – the micro, individual level and the macro, socio-cultural level. Symbolic of the pervasiveness and ubiquity of global ICTs (Information and Communication Technologies) in the everyday, the mobile phone demonstrates that the experiences of the local are divergent in the face of global convergence. The cultural significance of mobile technologies sees it often as a symbol for discussion around issues of democracy, capitalism, individualism and redefinitions of place. These debates are, like all forms of mediation, riddled with paradoxes. As Michael Arnold observes, mobile media is best encapsulated by the notion of “janus-faced” which sees an ongoing process of pushing and pulling whereby one is set free to be anywhere but is on a leash to whims of others anytime. This paradox, for Arnold, is central to all technologies; the more we try to overcome various forms of distance (geographic, temporal, cultural), the more we avoid closeness and intimacy. For Jack Qui, mobile technologies are indeed the ultimate “wireless leash”. These paradoxes see themselves played in a variety of ways. This is particularly the case in the Asia-Pacific region, which houses divergence and uneven adoption, production and consumption of mobile technologies. The region simultaneously displays distinctive characteristics and a possible future of mobile media worldwide. From the so-called ‘centres’ for mobile innovation such as Tokyo and Seoul that have gained attention in global press to Asian “tigers” such as Singapore, Hong Kong and Taiwan that demonstrate high penetration rates (Singapore has a 110% penetration rate), the region often plays out its dynamics through mobile technologies. The Philippines, for example, is known as the ‘texting capital of the world’ with 300 million text messages sent per day. Moreover, the region has taken central focus for debates around the so-called democratic potential of the mobile phone through examples such as the demise of President Joseph Estrada in the Philippines and the election of President Roh in South Korea (Pertierra, Transforming Technologies; Kim). Through the use of mobile technologies and the so-called rise of the “prosumer” (consumer as producer), we can see debates about the rhetoric and reality of democracy and capitalism in the region. In the case of nascent forms of capitalism, the rise of the mobile phone in China has often been seen as China’s embrace, and redefinition, of capitalism away from being once synonymous with westernisation. As Chua Beng Huat observes, after the 1997 financial crisis in the region notions of consumerism and modernity ceased to be equated with westernization. In the case of China, the cell phone has taken on a pivotal role in everyday life with over 220 billion messages – over half the world’s SMS – sent yearly in China. Despite the ubiquity and multi-layered nature of mobile media in the region, this area has received little attention in the growing literature on mobile communication globally. Publications often explore ‘Asia’ in the context of ‘global’ media or Asia in contrast to Europe. Examples include Katz and Aakhus’s (eds.) seminal anthology Perpetual Contact, Pertierra’s (ed.) The Social Construction and Usage of Communication Technologies: European and Asian experiences and, more recently, Castells et al., Mobile Communication and Society: A Global Perspective. When publications do focus specifically on ‘Asia’, they single out particular locations in the region, such as Ito et al.’s compelling study on Japan, Personal, Portable, Pedestrian: Mobile Phones in Japanese Life and Pertierra’s eloquent discussion of the Philippines in Transforming Technologies: Altered Selves. This issue of M/C Journal attempts to address the dynamic and evolving role of mobile technologies in the Asia-Pacific region. By deploying various approaches to different issues involving mobile media, this issue aims to connect, through a regional imaginary, some of the nuances of local experience within the Asia-Pacific. As a construct, the region of the Asia-Pacific is ever evolving with constantly shifting economic and political power distributions. The rapid economic growth of parts of the region (Japan, Singapore, Taiwan, Korea, Hong Kong, and now China, Vietnam, Malaysia, the Philippines and Indonesia) over the last two to three decades, has led to increasing linkages between these nations in creating transnational networks. The boundaries of the Asia-Pacific are indeterminate and open to contestation and social construction. Initially, the Asia-Pacific was a Euro-American invention, however, its ‘Asian’ content is now playing a greater role in self-constructions, and in influencing the economic, cultural and political entity that is the Asia-Pacific. There have been alternative terms and definitions proffered to describe or delimit the area posited as the Asia-Pacific in an attempt to acknowledge, or subsume, the hierarchies inherent within the region. For example, John Eperjesi has critiqued the ‘American Pacific’ which “names the regional imaginary through which capital looked to expand into Asia and the Pacific at the turn of the [last] century” (195). Arif Dirlik has also suggested two other terms: ‘Asian Pacific’ and ‘Euro-American Pacific.’ He suggests, “the former refers not just to the region’s location, but, more important, to its human constitution; the latter refers to another human component of the region (at least at present) and also to its invention as a regional structure.” (“Asia-Pacific Idea”, 64). Together, Rob Wilson and Arif Dirlik use the configuration ‘Asia/Pacific’ to discuss the region as a space of cultural production, social migration, and transnational innovation, whereby “the slash would signify linkage yet difference” (6). These various terms are useful only insofar as they expose the ideological bases of the definitions, and identify its centre(s). In this emphasis on geography, it is important not to obscure the temporal and spatial characteristics of human activities that constitute regions. As Arif Dirlik notes, “[an] emphasis on human activity shifts attention from physical area to the construction of geography through human interactions; it also underlines the historicity of the region’s formations” (What Is in a Rim?, 4). The three-part structure of this issue seeks to provide various perspectives on the use of mobile technologies and media – from a macro, regional level, to micro, local case studies – in the context of both historical and contemporary formations and definitions of the Asia-Pacific. In an age of mobile technologies we see that rather than erode, notions of place and locality take on increasing significance. The first four papers by Jaz Hee-jeong Choi, Gerard Raiti, Yasmin Ibrahim, and Collette Snowden & Kerry Green highlight some of the key concepts and phenomena associated with mobile media in the region. Choi’s paper provides a wonderful introduction to the culture of mobile technologies in East Asia, focusing largely on South Korea, China and Japan. She problematises the rhetoric surrounding technological fetishism and techno-orientalism in definitions of ‘mobile’ and ‘digital’ East Asia and raises important questions regarding the transformation and future of East Asia’s mobile cultures. Gerard Raiti examines the behemoth of globalization from the point of view of personal intimacy. He asks us to reconsider notions of intimacy in a period marked by co-presence; particularly in light of the problematic conflation between love and technological intimacy. Yasmin Ibrahim considers the way the body is increasingly implicated through the personalisation of mobile technologies and becomes a collaborator in the creation of media events. Ibrahim argues that what she calls the ‘personal gaze’ of the consumer is contributing to the visual narratives of global and local events. What we have is a figure of the mediated mobile body that participates in the political economy of events construction. The paradoxical role of mobile technologies as both pushing and pulling us, helping and hindering us (Arnold) is taken up in Collette Snowden and Kerry Green’s paper on the role of media reporting, mobility and trauma. Extending some of Ibrahim’s comments in the specific case of the reporting of traumatic events, Snowden and Green provide a wonderful companion piece about how media reporting is being transformed by contemporary mobile practices. As an integral component of contemporary visual cultures, camera phone practices are arguably both extending and creating emerging ways of seeing and representing. In the second section, we begin our case studies exploring the socio-cultural particularities of various adaptations of mobile media within specific locations in the Asia-Pacific. Randy Jay C. Solis elaborates on Gerard Raiti’s discussion of intimacy and love by exploring how the practice of ‘texting’ has contributed to the development of romantic relationships in the Philippines in terms of its convenience and affordability. Lee Humphreys and Thomas Barker further extend this discussion by investigating the way Indonesians use the mobile phone for dating and sex. As in Solis’s article, the authors view the mobile phone as a tool of communication, identity management and social networking that mediates new forms of love, sex and romance in Indonesia, particularly through mobile dating software and mobile pornography. Li Li’s paper takes the playful obsession the Chinese and South Koreans have with lucky numbers and locates its socio-cultural roots. Through a series of semi-structured interviews, the author traces this use of lucky mobile numbers to the rise of consumerism in China and views this so-called ‘superstition’ in terms of the entry into modernity for both China and South Korea. Chih-Hui Lai’s paper explores the rise of Web 2.0. in Taiwan, which, in comparison to other locations in the region, is still relatively under-documented in terms of its usage of mobile media. Here Lai addresses this gap by exploring the burgeoning role of mobile media to access and engage with online communities through the case study of EzMoBo. In the final section we problematise Australia’s place in the Asia-Pacific and, in particular, the nation’s politically and culturally uncomfortable relationship with Asia. Described as ‘west in Asia’ by Rao, and as ‘South’ of the West by Gibson, Yue, and Hawkins, Australia’s uneasy relationship with Asia deserves its own location. We begin this section with a paper by Mariann Hardey that presents a case study of Australian university students and their relationship to, and with, the mobile phone, providing original empirical work on the country’s ‘iGeneration’. Next Linda Leung’s critique of mobile telephony in the context of immigration detention centres engages with the political dimensions of technology and difference between connection and contact. Here we reminded of the luxury of mobile technologies that are the so-called necessity of contemporary everyday life. We are also reminded of the ‘cost’ of different forms of mobility and immobility – technological, geographic, physical and socio-cultural. Leung’s discussion of displacement and mobility amongst refugees calls upon us to reconsider some of the conflations occurring around mobile telephony and new media outside the comfort of everyday urbanity. The final paper, by Peter B. White and Naomi Rosh White, addresses the urban and rural divide so pointed in Australia (with 80% of the population living in urban areas) by discussing an older, though still relevant mobile technology, the CB radio. This paper reminds us that despite the technological fetishism of urban Australia, once outside of urban contexts, we are made acutely aware of Australia as a land containing a plethora of black spots (in which mobile phones are out of range). All of the papers in this issue address, in their own way, theoretical and empirical ‘black spots’ in research and speak to the ‘future’ of mobile media in a region that, while diverse, is being increasingly brought together by technologies such as the mobile phone. Lastly, we are pleased to include a photo essay by Andrew Johnson. Entitled Zeitgeist, this series of artworks sees Johnson exploring the symbolic dimensions of the hand phone in South Korea by drawing on the metaphor of the dust mask. According the Johnson, these images refer to ‘the visibility and invisibility of communication’ that characterises the spirit of our time. If iconophobia is defined as the suspicion and anxiety towards the power exerted by images, its history is an ancient one in all of its Platonic, Christian, and Judaic forms. At its most radical, iconophobia results in an act of iconoclasm, or the total destruction of the image. At the other end of the spectrum, contemporary iconophobia may be more subtle. Images are simply withdrawn from circulation with the aim of eliminating their visibility. In his book Images in Spite of All, French art historian Georges Didi-Huberman questions the tradition of suspicion and denigration governing visual representations of the Holocaust, arguing we have abdicated our ethical obligation to try to imagine. This essay will argue that disruptions to traditional modes of spectatorship shift the terms of viewing from suspicion to ethical participation. By building on Didi-Huberman’s discussion of images and the spectatorial gaze, this essay will consider Laura Waddington’s 2002 documentary film Border. Waddington spent six months hiding with asylum seekers in the area surrounding the Red Cross refugee camp at Sangatte in northern France. I will argue that Waddington proposes a model of spectatorship that implicates the viewer into the ethical content of the film. By seeking to restore the dignity and humanity of the asylum seekers rather than viewing them with suspicion, Border is an acute reminder of our moral responsibility to bear witness to that which lies beyond the boundaries of conventional representations of asylum seekers.The economy managing the circulation of mainstream media images is a highly suspicious mechanism. After the initial process of image selection and distribution, what we are left with is an already homogenised collection of predictable and recyclable media images. The result is an increasingly iconophobic media gaze as the actual content of the image is depleted. In her essay “Precarious Life,” Judith Butler describes this economy in terms of the “normative processes” of control exercised by the mainstream media, arguing that the structurally unbalanced media representations of the ‘other’ result in creating a progressively dehumanised effect (Butler 146). This process of disidentification completes the iconophobic circle as the spectator, unable to develop empathy, views the dehumanised subject with increasing suspicion. Written in the aftermath of 9/11 and the ensuing War on Terror, Butler’s insights are important as they alert us to the possibility of a breach or rupture in the image economy. It is against Butler’s normative processes that Didi-Huberman’s critique of Holocaust iconoclasm and Waddington’s Border propose a slippage in representation and spectatorship capable of disrupting the homogeneity of the mass circulation of images.Most images that have come to represent the Holocaust in our collective memory were either recorded by the Nazis for propaganda or by the Allies on liberation in 1945. Virtually no photographs exist from inside the concentration camps. This is distinct from the endlessly recycled images of gaunt, emaciated survivors and bulldozers pushing aside corpses which have become critical in defining Holocaust iconography (Saxton 14). Familiar and recognisable, this visual record constitutes a “visual memory bank” that we readily draw upon when conjuring up images of the Holocaust. What occurs, however, when an image falls outside the familiar corpus of Holocaust representation? This was the question raised in a now infamous exhibition held in Paris in 2001 (Chéroux). The exhibition included four small photographs secretly taken by members of the Sonderkommando inside the Nazi extermination camp Auschwitz-Birkenau in August 1944. The Sonderkommando were the group of prisoners who were delegated the task of the day-to-day running of the crematoria. The photographs were smuggled out of the camps in a tube of toothpaste, and eventually reached the Polish Resistance.By evading the surveillance of the SS the photographs present a breach in the economy of Holocaust iconography. They exist as an exception to the rule, mere fragments stolen from beneath the all-seeing eye of the SS Guards and their watch towers. Despite operating in an impossible situation, the inmate maintained the belief that these images could provide visual proof of the existence of the gas chambers. The images are testimony produced inside the camp itself, a direct challenge to the discourse emphasising the prohibition of representation of the Holocaust and in particular the gas chambers. Figure 1 The Auschwitz crematorium in operation, photograph by Sonderkommando prisoners August 1944 © www.auschwitz.org.plDidi-Huberman’s essay marks a point of departure from the iconophobia which has stressed the unimaginable (Lanzmann), unknowable (Lyotard), and ultimately unrepresentable (Levinas) nature of the Holocaust since the 1980s. Denigrated and derided, images have been treated suspiciously by this philosophical line of thought, emphasising the irretrievable gap between representation and the Holocaust. In a direct assault on the tradition of framing the Holocaust as unrepresentable, Didi-Huberman’s essay becomes a plea to the moral and ethical responsibility to bear witness. He writes of the obligation to these images, arguing that “it is a response we must offer, as a debt to the words and images that certain prisoners snatched, for us, from the harrowing Real of their experience” (3). The photographs are not simply archival documents, but a testament to the humanity of the members of the Sonderkommando the Nazis sought to erase.Suspicion towards the potential power exerted by images has been neutralised by models of spectatorship privileging the viewer’s mastery and control. In traditional theories of film spectatorship, the spectator is rendered in terms of a general omnipotence described by Christian Metz as “an all-powerful position which is of God himself...” (49). It is a model of spectatorship that promotes mastery over the image by privileging the unilateral gaze of the spectator. Alternatively, Didi-Huberman evokes a long counter tradition within French literature and philosophy of the “seer seen,” where the object of the spectator’s gaze is endowed with the ability to return the gaze resulting in various degrees of anxiety and paranoia. The image of the “seer seen” recurs throughout the writing of Baudelaire, Sartre, Merleau-Ponty, Lacan, and Barthes, negating the unilateral gaze of an omnipotent spectator (Didi-Huberman, Ce que nous voyons).Didi-Huberman explicitly draws upon Jacques Lacan’s thinking about the gaze in light of this tradition of the image looking back. In his 1964 seminars on vision in the Four Fundamental Concepts of Psychoanalysis, Lacan dedicates several chapters to demonstrate how the visual field is structured by the symbolic order, the real, symbolic and the imaginary. Following Lacan, Didi-Huberman introduces two terms, the veil-image and the tear-image, which are analogous with Lacan’s imaginary and the real. The imaginary, with its connotations of illusion and fantasy, provides the sense of wholeness in both ourselves and what we perceive. For Didi-Huberman, the imaginary corresponds with the veil-image. Within the canon of Holocaust photography, the veil-image is the image “where nobody really looks,” the screen or veil maintaining the spectator’s illusion of mastery (81). We might say that in the circulation of Holocaust atrocity images, the veil serves to anaesthetise and normalise the content of the image.Lacan’s writing on the gaze, however, undermines the spectator’s mastery over the image by placing the spectator not at the all-seeing apex of the visual field, but located firmly within the visual field of the image. Lacan writes, “in the scopic field, the gaze is outside, I am looked at, that is to say, I am the picture...I am photo-graphed” (Lacan 106). The spectator is ensnared in the gaze of the image as the gaze is reciprocated. For Didi-Huberman, the veil-image seeks to disarm the threat to the spectator being caught in the image-gaze. Lacan describes this neutralisation in terms of “the pacifying, Apollonian effect of painting. Something is given not so much to the gaze as to the eye, something that involves the abandonment, the laying down, of the gaze” (101). Further on, Lacan expresses this in terms of the dompte-regarde, or a taming of the gaze (109). The veil-image maintains the fiction of the spectator’s ascendency by subduing the threat of the image-gaze. In opposition to the veil-image is the tear-image, in which for Didi-Huberman “a fragment of the real escapes” (81). This represents a rupture in the visual field. The real is presented here in terms of the tuché, or missed encounter, resulting in the spectator’s anxiety and trauma. As the real cannot be represented, it is the point where representation collapses, rupturing the illusion of coherency maintained by the veil-image. Operating as an exception or disruption to the rule, the tear-image disrupts the image economy. No longer neutralised, the image returns the gaze, shattering the illusion of the all-seeing mastery of the spectator. Didi-Huberman describes this tearing exception to the rule, “where everyone suddenly feels looked at” (81).To treat the Sonderkommando photographs as tear-images, not veil-images, we are offered a departure from classic models of spectatorship. We are forced to align ourselves and identify with the “inhuman” gaze of the Sonderkommando. The obvious response is to recoil. The gaze here is not the paranoid Sartrean gaze, evoking shame in the spectator-as-voyeur. Nor are these photographs reassuring narcissistic veil-images, but will always remain the inimical gaze of the Other—tearing, ripping images, which nonetheless demand that we do not turn away. It is an ethical response we must offer. If the power of the tear-image resides in its ability to disrupt traditional modes of representation and spectatorship, I would like to discuss this in relation to Laura Waddington’s 2004 film Border. Waddington is a Brussels based filmmaker with a particular interest in documenting the movement of displaced peoples. Just as the Sonderkommando photographs were taken clandestinely from beneath the gaze of the SS, Waddington evaded the surveillance of the French police and helicopter patrols as she bore witness to the plight of asylum seekers trying to reach England. Border presents her stolen testimony, operating outside the familiar iconography of mainstream media’s representation of asylum seekers. If we were to consider the portrayal of asylum seekers by the Australian media in terms of the veil-image, we are left with a predictable body of homogenised and neutralised stock media images. The myth of Australia being overrun by boat people is reinforced by the visual iconography of the news media. Much like the iconography of the Holocaust, these types of images have come to define the representations of asylum seekers. Traceable back to the 2001 Tampa affair images tend to be highly militarised, frequently with Australian Navy patrol boats in the background. The images reinforce the ‘stop the boats’ rhetoric exhibited on both sides of politics, paradoxically often working against the grain of the article’s editorial content. In Australia asylum seekers are detained in mandatory detention, in remote sites such as Christmas Island and Woomera. Worryingly, the Department of Immigration maintains strict control over media representations of the conditions inside the camps, resulting in a further abstraction of representation. Geographical isolation coupled with a lack of transparent media access contributes to the ongoing process of dehumanisation of the asylum seekers. Judith Butler describes this as “The erasure of that suffering through the prohibition of images and representations” (146). In the endless recycling of images of leaky fishing boats and the perimeters of detention centres, our critical capacity to engage becomes progressively eroded. AAP Image/ROB HUTCHISON By reading Laura Waddington’s Border against an iconophobic media gaze, we are afforded the opportunity to reconsider this image economy and the suspicious gaze of the spectator it seeks to solicit. Border reminds us of the paradoxical function of the news image—it shows us everything, but nothing at all. In a subtle interrogation of our indifference to the existence of asylum seekers and their suffering, Border is a record of the six months Waddington spent hidden in the fields surrounding the French Red Cross camp at Sangatte in 2002. Sangatte is a small town in northern France, just south of Calais and only one and a half hours’ drive from Paris. The asylum seekers are predominantly Afghan and Iraqi. Border is a record of the last stop in their long desperate journey to reach England, which then had comparatively humane asylum seeking policies. The men are attempting to cross the channel tunnel, hidden in trucks and on freight trains. Many are killed or violently injured in their attempts to evade capture by the French police. Nevertheless they are sustained by the hope that England will offer them “a better life.” Figure 6 Still from Border showing asylum seekers in the fields of Sangatte ©Laura Waddington 2002Waddington dedicates the film, “for those I met.” It is an attempt to restore the humanity and dignity of the people who are denied individual identities. Waddington refuses to let “those who I met” remain nameless. She names them—Omar, Muhammad, Abdulla—and narrates their individual stories. Border is Waddington’s attempt to return a voice to those who have been systematically dehumanised, by-products of wars in Iraq and Afghanistan. In his classic account of documentary, Bill Nichols describes six modes of documentary representation (99–138). In Border, Waddington is working in the participatory mode, going into the field and participating in the lives of others (115). It is via this mode of representation that Waddington is able to heighten the ethical encounter with the asylum seekers. Waddington was afforded no special status as a filmmaker, but lived as a refugee among the asylum seekers during the six months of filming. At no point are we granted visible access to Waddington, yet we are acutely aware of her presence. She is physically participating in the drama unfolding before her. At times, we become alert to her immediate physical danger, as she too runs through the fields away from the police and their dogs.The suspicious gaze is predicated on maintaining a controlled distance between the spectator and the subject. Michele Aaron (82–123) has recently argued for a model of spectatorship as an intrinsically ethical encounter. Aaron demonstrates that spectatorship is not neutral but always complicit—it is a contract between the spectator and the film. Particularly relevant to the purposes of this essay is her argument concerning the “merging gaze,” where the gaze of the filmmaker and spectator are collapsed. This has the effect of folding the spectator into the film’s narrative (93). Waddington exploits the documentary medium to implicate the spectator into the structure of the film. It is in Waddington’s full participatory immersion into the documentary itself that undermines the conventional distance maintained by the spectator. The spectator can no longer remain neutral as the lines of demarcation between filmmaker and spectator collapse.Waddington was shooting alone with a small video camera at night in extremely low-light conditions. The opening scene is dark and grainy, refusing immediate entry into the film. As our eyes gradually adjust to the light, we realise we are looking at a young man, concealed in the bushes from the menacing glare of the lights of oncoming traffic. Waddington does not afford us the all-perceiving spectatorial mastery over the image. Rather, we are crouching with her as she records the furtive movements of the man. The background sound, a subtle and persistent hum, adds to a growing disquiet, a looming sense of apprehension concerning the fate of these asylum seekers. The camera alternates from meditative, lingering shots taken from the safety offered by the Red Cross camp, to the fields where the shots are truncated and chaotically framed. The actions of the asylum seekers jerk and shudder, producing an image akin to the flicker effect of early silent cinema because the film is not running at the full rate of 24 frames per second. Here the images become blurred to the point of unintelligibility. Like the Sonderkommando photographs, the asylum seekers exist as image-fragments, shards stolen by Waddington’s camera as she too works hard to evade capture. Tension gradually increases throughout the film, cumulating in a riot scene after a decision to close the camp down. The sweeping search lights of the police helicopter remind us of the increased surveillance undertaken by the border patrols. Without the safety of the Red Cross camp, the asylum seekers are offered no protection from the increasing police brutality. With nowhere else to go, the asylum seekers are forced into the town of Sangatte itself, to sleep in the streets. They are huddled together, and there is a faintly discernible chant repeating in the background, calling to the UN for help. At points during the riot scene, Waddington completely cuts the sound, enveloping the film in a haunting silence. We are left with a mute montage of distressing still images recording the clash between the asylum seekers and police. Again, we are reminded of Waddington’s lack of immunity to the violence, as the camera is deliberately knocked from her hand by a police officer. The fury of the tear-image is unleashed as the image-gaze absorbs the spectator into its visual field. No longer pacified by the veil, the spectator is unable to retreat to familiar modes of spectatorship to neutralise and disarm the image. With no possible recourse to desire and fantasy, the encounter becomes intrinsically ethical. Refusing to be neutralised by the Lacanian veil, the tear-image resists the anaesthetising effects of recycled and predictable images of asylum seekers.This essay has argued that a suspicious spectator is the product of an iconophobic media gaze. In the endless process of recycling, the critical capacity of the image to engage the viewer becomes progressively disarmed. Didi-Huberman’s reworking of the Lacanian gaze proposes a model of spectatorship designed to disrupt this iconophobic image economy. The veil-image asks little from us as spectators beyond our complicity. Protected by the gaze of the image, the fiction of the all—perceiving spectator is maintained. By abandoning this model of spectatorship as Didi-Huberman and Waddington are asking us to do, the unidirectional relationship between the viewer and the image is undermined. The terms of spectatorship may be relocated from suspicion to an ethical, participatory mode of engagement. We are laying down our weapons to receive the gaze of the Other. ReferencesAaron, Michele. Introduction I think the Privacy Act is a huge edifice to protect the minority of things that could go wrong. I’ve got a good example for you, I’m just trying to think … yeah the worst one I’ve ever seen was the Balga Youth Program where we took these students on a reward excursion all the way to Fremantle and suddenly this very alienated kid started to jump under a bus, a moving bus so the kid had to be restrained. The cops from Fremantle arrived because all the very good people in Fremantle were alarmed at these grown-ups manhandling a kid and what had happened is that DCD [Department of Community Development] had dropped him into the program but hadn’t told us that this kid had suicide tendencies. No, it’s just chronically bad. And there were caseworkers involved and … there is some information that we have to have that doesn’t get handed down. Rather than a blanket rule that everything’s confidential coming from them to us, and that was a real live situation, and you imagine how we’re trying to handle it, we had taxis going from Balga to Fremantle to get staff involved and we only had to know what to watch out for and we probably could have … well what you would have done is not gone on the excursion I suppose (School Principal, quoted in Balnaves and Luca 49). These comments are from a school principal in Perth, Western Australia in a school that is concerned with “at-risk” students, and in a context where the Commonwealth Privacy Act 1988 has imposed limitations on their work. Under this Act it is illegal to pass health, personal or sensitive information concerning an individual on to other people. In the story cited above the Department of Community Development personnel were apparently protecting the student’s “negative right”, that is, “freedom from” interference by others. On the other hand, the principal’s assertion that such information should be shared is potentially a “positive right” because it could cause something to be done in that person’s or society’s interests. Balnaves and Luca noted that positive and negative rights have complex philosophical underpinnings, and they inform much of how we operate in everyday life and of the dilemmas that arise (49). For example, a ban on euthanasia or the “assisted suicide” of a terminally ill person can be a “positive right” because it is considered to be in the best interests of society in general. However, physicians who tacitly approve a patient’s right to end their lives with a lethal dose by legally prescribed dose of medication could be perceived as protecting the patient’s “negative right” as a “freedom from” interference by others. While acknowledging the merits of collaboration between people who are working to improve the wellbeing of students “at-risk”, this paper examines some of the barriers to collaboration. Based on both primary and secondary sources, and particularly on oral testimonies, the paper highlights the tension between privacy as a negative right and collaborative helping as a positive right. It also points to other difficulties and dilemmas within and between the institutions engaged in this joint undertaking. The authors acknowledge Michel Foucault’s contention that discourse is power. The discourse on privacy and the sharing of information in modern societies suggests that privacy is a negative right that gives freedom from bureaucratic interference and protects the individual. However, arguably, collaboration between agencies that are working to support individuals “at-risk” requires a measured relaxation of the requirements of this negative right. Children and young people “at-risk” are a case in point. Towards Collaboration From a series of interviews conducted in 2004, the school authorities at Balga Senior High School and Midvale Primary School, people working for the Western Australian departments of Community Development, Justice, and Education and Training in Western Australia, and academics at the Edith Cowan and Curtin universities, who are working to improve the wellbeing of students “at-risk” as part of an Australian Research Council (ARC) project called Smart Communities, have identified students “at-risk” as individuals who have behavioural problems and little motivation, who are alienated and possibly violent or angry, who under-perform in the classroom and have begun to truant. They noted also that students “at-risk” often suffer from poor health, lack of food and medication, are victims of unwanted pregnancies, and are engaged in antisocial and illegal behaviour such as stealing cars and substance abuse. These students are also often subject to domestic violence (parents on drugs or alcohol), family separation, and homelessness. Some are depressed or suicidal. Sometimes cultural factors contribute to students being regarded as “at-risk”. For example, a social worker in the Smart Communities project stated: Cultural factors sometimes come into that as well … like with some Muslim families … they can flog their daughter or their son, usually the daughter … so cultural factors can create a risk. Research elsewhere has revealed that those children between the ages of 11-17 who have been subjected to bullying at school or physical or sexual abuse at home and who have threatened and/or harmed another person or suicidal are “high-risk” youths (Farmer 4). In an attempt to bring about a positive change in these alienated or “at-risk” adolescents, Balga Senior High School has developed several programs such as the Youth Parents Program, Swan Nyunger Sports Education program, Intensive English Centre, and lower secondary mainstream program. The Midvale Primary School has provided services such as counsellors, Aboriginal child protection workers, and Aboriginal police liaison officers for these “at-risk” students. On the other hand, the Department of Community Development (DCD) has provided services to parents and caregivers for children up to 18 years. Academics from Edith Cowan and Curtin universities are engaged in gathering the life stories of these “at-risk” students. One aspect of this research entails the students writing their life stories in a secured web portal that the universities have developed. The researchers believe that by engaging the students in these self-exploration activities, they (the students) would develop a more hopeful outlook on life. Though all agencies and educational institutions involved in this collaborative project are working for the well-being of the children “at-risk”, the Privacy Act forbids the authorities from sharing information about them. A school psychologist expressed concern over the Privacy Act: When the Juvenile Justice Department want to reintroduce a student into a school, we can’t find out anything about this student so we can’t do any preplanning. They want to give the student a fresh start, so there’s always that tension … eventually everyone overcomes [this] because you realise that the student has to come to the school and has to be engaged. Of course, the manner and consequences of a student’s engagement in school cannot be predicted. In the scenario described above students may have been given a fair chance to reform themselves, which is their positive right but if they turn out to be at “high risk” it would appear that the Juvenile Department protected the negative right of the students by supporting “freedom from” interference by others. Likewise, a school health nurse in the project considered confidentiality or the Privacy Act an important factor in the security of the student “at-risk”: I was trying to think about this kid who’s one of the children who has been sexually abused, who’s a client of DCD, and I guess if police got involved there and wanted to know details and DCD didn’t want to give that information out then I’d guess I’d say to the police “Well no, you’ll have to talk to the parents about getting further information.” I guess that way, recognising these students are minor and that they are very vulnerable, their information … where it’s going, where is it leading? Who wants to know? Where will it be stored? What will be the outcomes in the future for this kid? As a 14 year old, if they’re reckless and get into things, you know, do they get a black record against them by the time they’re 19? What will that information be used for if it’s disclosed? So I guess I become an advocate for the student in that way? Thus the nurse considers a sexually abused child should not be identified. It is a positive right in the interest of the person. Once again, though, if the student turns out to be at “high risk” or suicidal, then it would appear that the nurse was protecting the youth’s negative right—“freedom from” interference by others. Since collaboration is a positive right and aims at the students’ welfare, the workable solution to prevent the students from suicide would be to develop inter-agency trust and to share vital information about “high-risk” students. Dilemmas of Collaboration Some recent cases of the deaths of young non-Caucasian girls in Western countries, either because of the implications of the Privacy Act or due to a lack of efficient and effective communication and coordination amongst agencies, have raised debates on effective child protection. For example, the British Laming report (2003) found that Victoria Climbié, a young African girl, was sent by her parents to her aunt in Britain in order to obtain a good education and was murdered by her aunt and aunt’s boyfriend. However, the risk that she could be harmed was widely known. The girl’s problems were known to 6 local authorities, 3 housing authorities, 4 social services, 2 child protection teams, and the police, the local church, and the hospital, but not to the education authorities. According to the Laming Report, her death could have been prevented if there had been inter-agency sharing of information and appropriate evaluation (Balnaves and Luca 49). The agencies had supported the negative rights of the young girl’s “freedom from” interference by others, but at the cost of her life. Perhaps Victoria’s racial background may have contributed to the concealment of information and added to her disadvantaged position. Similarly, in Western Australia, the Gordon Inquiry into the death of Susan Taylor, a 15 year old girl Aboriginal girl at the Swan Nyungah Community, found that in her short life this girl had encountered sexual violation, violence, and the ravages of alcohol and substance abuse. The Gordon Inquiry reported: Although up to thirteen different agencies were involved in providing services to Susan Taylor and her family, the D[epartment] of C[ommunity] D[evelopment] stated they were unaware of “all the services being provided by each agency” and there was a lack of clarity as to a “lead coordinating agency” (Gordon et al. quoted in Scott 45). In this case too, multiple factors—domestic, racial, and the Privacy Act—may have led to Susan Taylor’s tragic end. In the United Kingdom, Harry Ferguson noted that when a child is reported to be “at-risk” from domestic incidents, they can suffer further harm because of their family’s concealment (204). Ferguson’s study showed that in 11 per cent of the 319 case sample, children were known to be re-harmed within a year of initial referral. Sometimes, the parents apply a veil of secrecy around themselves and their children by resisting or avoiding services. In such cases the collaborative efforts of the agencies and education may be thwarted. Lack of cultural education among teachers, youth workers, and agencies could also put the “at-risk” cultural minorities into a high risk category. For example, an “at-risk” Muslim student may not be willing to share personal experiences with the school or agencies because of religious sensitivities. This happened in the UK when Khadji Rouf was abused by her father, a Bangladeshi. Rouf’s mother, a white woman, and her female cousin from Bangladesh, both supported Rouf when she finally disclosed that she had been sexually abused for over eight years. After group therapy, Rouf stated that she was able to accept her identity and to call herself proudly “mixed race”, whereas she rejected the Asian part of herself because it represented her father. Other Asian girls and young women in this study reported that they could not disclose their abuse to white teachers or social workers because of the feeling that they would be “letting down their race or their Muslim culture” (Rouf 113). The marginalisation of many Muslim Australians both in the job market and in society is long standing. For example, in 1996 and again in 2001 the Muslim unemployment rate was three times higher than the national total (Australian Bureau of Statistics). But since the 9/11 tragedy and Bali bombings visible Muslims, such as women wearing hijabs (headscarves), have sometimes been verbally and physically abused and called ‘terrorists’ by some members of the wider community (Dreher 13). The Howard government’s new anti-terrorism legislation and the surveillance hotline ‘Be alert not alarmed’ has further marginalised some Muslims. Some politicians have also linked Muslim asylum seekers with terrorists (Kabir 303), which inevitably has led Muslim “at-risk” refugee students to withdraw from school support such as counselling. Under these circumstances, Muslim “at-risk” students and their parents may prefer to maintain a low profile rather than engage with agencies. In this case, arguably, federal government politics have exacerbated the barriers to collaboration. It appears that unfamiliarity with Muslim culture is not confined to mainstream Australians. For example, an Aboriginal liaison police officer engaged in the Smart Communities project in Western Australia had this to say about Muslim youths “at-risk”: Different laws and stuff from different countries and they’re coming in and sort of thinking that they can bring their own laws and religions and stuff … and when I say religions there’s laws within their religions as well that they don’t seem to understand that with Australia and our laws. Such generalised misperceptions of Muslim youths “at-risk” would further alienate them, thus causing a major hindrance to collaboration. The “at-risk” factors associated with Aboriginal youths have historical connections. Research findings have revealed that indigenous youths aged between 10-16 years constitute a vast majority in all Australian States’ juvenile detention centres. This over-representation is widely recognised as associated with the nature of European colonisation, and is inter-related with poverty, marginalisation and racial discrimination (Watson et al. 404). Like the Muslims, their unemployment rate was three times higher than the national total in 2001 (ABS). However, in 1998 it was estimated that suicide rates among Indigenous peoples were at least 40 per cent higher than national average (National Advisory Council for Youth Suicide Prevention, quoted in Elliot-Farrelly 2). Although the wider community’s unemployment rate is much lower than the Aboriginals and the Muslims, the “at-risk” factors of mainstream Australian youths are often associated with dysfunctional families, high conflict, low-cohesive families, high levels of harsh parental discipline, high levels of victimisation by peers, and high behavioural inhibition (Watson et al. 404). The Macquarie Fields riots in 2005 revealed the existence of “White” underclass and “at-risk” people in Sydney. Macquarie Fields’ unemployment rate was more than twice the national average. Children growing up in this suburb are at greater risk of being involved in crime (The Age). Thus small pockets of mainstream underclass youngsters also require collaborative attention. In Western Australia people working on the Smart Communities project identified that lack of resources can be a hindrance to collaboration for all sectors. As one social worker commented: “government agencies are hierarchical systems and lack resources”. They went on to say that in their department they can not give “at-risk” youngsters financial assistance in times of crisis: We had a petty cash box which has got about 40 bucks in it and sometimes in an emergency we might give a customer a couple of dollars but that’s all we can do, we can’t give them any larger amount. We have bus/metro rail passes, that’s the only thing that we’ve actually got. A youth worker in Smart Communities commented that a lot of uncertainty is involved with young people “at-risk”. They said that there are only a few paid workers in their field who are supported and assisted by “a pool of volunteers”. Because the latter give their time voluntarily they are under no obligation to be constant in their attendance, so the number of available helpers can easily fluctuate. Another youth worker identified a particularly important barrier to collaboration: because of workers’ relatively low remuneration and high levels of work stress, the turnover rates are high. The consequence of this is as follows: The other barrier from my point is that you’re talking to somebody about a student “at-risk”, and within 14 months or 18 months a new person comes in [to that position] then you’ve got to start again. This way you miss a lot of information [which could be beneficial for the youth]. Conclusion The Privacy Act creates a dilemma in that it can be either beneficial or counter-productive for a student’s security. To be blunt, a youth who has suicided might have had their privacy protected, but not their life. Lack of funding can also be a constraint on collaboration by undermining stability and autonomy in the workforce, and blocking inter-agency initiatives. Lack of awareness about cultural differences can also affect unity of action. The deepening inequality between the “haves” and “have-nots” in the Australian society, and the Howard government’s harshness on national security issues, can also pose barriers to collaboration on youth issues. Despite these exigencies and dilemmas, it would seem that collaboration is “the only game” when it comes to helping students “at-risk”. To enhance this collaboration, there needs to be a sensible modification of legal restrictions to information sharing, an increase in government funding and support for inter-agency cooperation and informal information sharing, and an increased awareness about the cultural needs of minority groups and knowledge of the mainstream underclass.
