This article focuses on examining the impact of factors affecting Vietnam’s wood products export to member countries of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). The gravity model is employed with reference to previous empirical studies and the practical conditions of Vietnam. In addition, we also consider the influence of the US’s accession to the CPTPP on the export turnover of Vietnam's wooden furniture. The Random Effects Model (REM) is used to analyze the panel data of CPTPP countries in the period 1996-2015. The results show that the supply of wood materials, furniture import duties of CPTPP partners, Vietnam's economic and trade expansion have the strongest impact on the wood product export of Vietnam into the CPTPP market. Besides, Vietnam’s wooden furniture industry still enjoys the benefits from the Agreement whether the US becomes a member of CPTPP or not, as long as Vietnam has proper preparations to meet the requirements of the Agreement.

Since 2001, Vietnam has gradually built and implemented strategic and comprehensive partnerships with some of the World’s great powers. The behaviors of Vietnam have brought skepticism from international community. Besides, the differences in the nature of “Strategic Partnership”, “Comprehensive Partnership” and “Comprehensive Strategic Partnership” in Vietnam's foreign policy are paid much attention to by scholars and scientific researchers. Because of the long-term strategic national interests, Vietnam-US relations strongly elevated from the normalization of bilateral relations to the level of comprehensive partners in 2013. Since 2017, the two countries have planned to upgrade their relations from comprehensive partnership level to strategic partnership level. In this context, the paper focuses on the application of systemic approaches in Vietnam's foreign policy making, with the content “The Process of Making Vietnam’s Foreign Policy with the United States based on David Easton’s Model”. The paper will analyze the process of making Vietnam’s foreign policy with Unites States based on David Easton’s Model. In addition, the paper also provide forecasts of the possibility of adjusting Vietnam's foreign policy towards the United States, especially upgrading the relations to strategic partnerships.

Purpose: The article is made to analyze the current situation of export activities of some key agricultural products of Vietnam, especially in the context of the world economy being heavily affected by the Covid-19 pandemic. Economies including Vietnam’s agricultural exports. Stemming from that practical requirement, the author proposes a number of solutions to overcome supply chain disruptions, to cope with the new context that creates momentum for the recovery and growth of Vietnam's agricultural economy by 2025. Design/methodology/approach: Research using the export approach of key agricultural products in a dynamic state, considering the impact of many factors, in which the influence of the Covid-19 pandemic is emphasized. disruption of supply chains from production to consumption of Vietnamese agricultural products. The study uses the research method to synthesize documents from reliable data and information sources of the economy such as MBS, CEIC, GSO of Vietnam, Ministry of Agriculture and Rural Development of Vietnam. Findings: The research results achieved the following contents: theoretical overview of key agricultural exports, agricultural development in a new context. The article analyzes the current status of the role of agriculture and the export of key agricultural products in economic development in Vietnam; Impact of the Covid-19 epidemic on the production of key agricultural products of Vietnam; Impact of the Covid-19 pandemic on Vietnam's key agricultural exports. The article proposes some solutions to export Vietnam’s key agricultural products in the new context from the perspective of the state to actors in the value chain of Vietnam’s key agricultural exports in the new context until 2025. Research, Practical & Social implications: Research results are references for scholars interested in the field of agricultural economics, business and commerce; policy makers of agricultural economics in Vietnam. The Vietnamese government seeks and expands new markets in the direction of official channels to avoid price pressure. To do this, businesses need to pay attention to product quality, traceability, and packaging to comply with regulations and standards of key importing countries of Vietnam’s agricultural products by 2025. Originality/value: On the basis of a theoretical overview of the export of key agricultural products, agricultural development in a new context. The author analyzes the current status of the role of agriculture and the export of key agricultural products in economic development in Vietnam; Impact of the Covid-19 epidemic on the production of key agricultural products of Vietnam; Impact of the Covid-19 pandemic on Vietnam’s key agricultural exports. Corruption is a negative phenomenon appearing in many subjects of society. In Vietnam’s business sector, the most common form of corruption is bribery. Bribery to falsify business activities undermines development, and innovation reduces labor productivity and hinders the correct policies of the Government. In recent years, Vietnam’s economy has been developing rapidly. However, besides the economic development, Vietnam is facing many problems in business, such as bribery, which is considered an "inevitable" issue when doing business in Vietnam. Previous studies have focused on bribery in Vietnam. However, most researchers are concerned with the consequences of bribery, the effects of bribery on socio-economic, and the Government anti-corruption policy. There is no in-depth research to analyze the legal framework and clarify the situation in a narrow field such as bribery in business in Vietnam. Our study will evaluate Vietnam's regulations on anti-bribery in business and analyze the current practice of this problem, which focuses on clarifying the situation of enterprises bribing officials and assesses the extent of the act of bribery, thereby providing a general overview of bribery in business in Vietnam.

Sustainability of Vietnam agriculture value chain will be dependent on various factors such as skills and experience of farmers, advanced technology, agricultural engineering, standards and models such as VIETGAP or GLOBAL GAP, etc. The role is still important, but Vietnam's agricultural production still has many Weakness points compared to other countries in the region when comparing resource use efficiency (land, water and labor). As a result, the efficiency of agricultural production tends to decrease recently. Specifically, the growth in average agricultural labor productivity annual rate of Vietnam also decreased correspondingly from 2.7% in the period 1990-1999 to 2.5% in the period 2000-2013 (World Bank, 2016). In Vietnam, we will evaluate the effectiveness of VIETGAP and GLOBAL GAP models, principles and standards applying in Vietnam agriculture value chain in a specific case study. The research results show a strict condition for applying VIETGAP and GLOBAL GAP for better quality in agriculture, including: Conditions for soil, irrigation water, fertilizers, pest control, etc. Last but not least, we also use an econometric model to measure impacts of multi macro factors on lychee price in Vietnam market over past years 2014-2019. Regression results show that we need to control inflation at low level, stable GDP growth and trade balance and exchange rate to stabilize lychee price. The research findings are of value to policy makers, farmers and investors in making decisions to invest for sustainability of Vietnam agriculture value chain. We will also make suggestions for commercial bank system in agriculture sector development.

This paper aims to study the impact of the customs environment on Vietnam's exports, using panel data with 11 variables collected from 81 trading partners of Vietnam in the period between 2014 and 2019. The customs environment index (CEI) is determined by four component indexes: i) ease of cross-border trading, ii) prevalence of non-tariff barriers, iii) trade tariffs, and iv) corruption perception, with weights for each component calculated by the Analytic Hierarchy Process (AHP). The gravity model is employed and run using R software version 4.0.4. The results indicate that the customs environment has a significantly positive impact on Vietnam's exports at the level of 1%; each percentage improvement in the CEI will lead to a 1.8105% increase in Vietnam's exports (ceteris paribus). In other words, the convenience of the customs environment could promote Vietnam’s exports. By calculating the CEI of all countries, the results also show that the customs environment in Vietnam has improved during the investigated period, from 0.57 in 2014 to 0.59 in 2019, but this improvement is not considerable. When compared to Association of Southeast Asian Nations (ASEAN)-6 countries, Vietnam has a relatively modest customs environment record. These are critical findings for the implementation of necessary policies in Vietnam.

Purpose: The objective of this study was to analyze Vietnamese legal legislation regarding corruption in the private sector, identify its current shortcomings, and assess its impact on the Vietnamese economy since its adoption in 2018. Theoretical framework: There have been many studies to assess corruption in Vietnam in many aspects, including the overview of corruption in Vietnam, the influence of corruption on economic development, and the consequences of corruption. However, there is still much to investigate and learn about the impact of the current provisions on corruption in the private sector on Vietnam’s economy. Design/methodology/approach: The study uses secondary data from the Provincial Competitiveness Index Report (PCI Vietnam) issued by the Vietnam Chamber of Commerce and Industry (VCCI) in collaboration with the United States Agency for International Development (USAID). Besides, the article analyzes Vietnam's Corruption Control Index (CCI), which is assessed annually by the World Bank (WB). At the same time, the authors refer to the data on Vietnam's GDP and make a comparison with the CC index to clarify the article’s objective. The authors also use a qualitative method by analyzing previous studies to assess the corruption in the private sector in Vietnam, the rules of law concerning private corruption, and its impact on the economy. Findings: Vietnam has had specific legislative achievements in criminalizing private corruption in the 2015 Criminal Law and promulgating anti-corruption provisions in the 2018 Anti-Corruption Law. These regulations had a positive impact on Vietnam's economy. However, corruption in the private sector in Vietnam is quite severe, especially bribery in business. Research, Practical & Social implications: We suggest future research of in-depth analysis of the causes and effects of specific kinds of corruption acts in the private sector. Originality/value: The results indicate that the new provisions on corruption in the private sector since it was adopted have positively affected the development of Vietnam's economy and the fight against corruption.

This study examines the determinants of Vietnam’s export to CPTPP by applying the gravity model to panel data for the period of 2003-2016. Besides the conventional variables such as economic size and distance between trade parties; exchange rate, bilateral tariff, income gap, and foreign direct investment (FDI) are included in the model. The results show that the export of Vietnam to CPTPP is influenced by economic size (GDP), income gap, bilateral tariffs, FDI, and exchange rate. Among the impact factors, economic size, exchange rate, and income gap have significant impact on Vietnam's exports to CPTPP. The trade potential between Vietnam and CPTPP is also calculated based on gravity model results. Vietnam’s export to CPTPP is predicted to expand significantly in its member markets.

Objective: Tax treaties represent an important aspect of the international tax rules of many countries, especially in globalizing era. The taxing rights of the states is one of the biggest issues in cross border transactions because it decides the budget revenue deriving from tax. Tax base, tax base erosion and tax base erosion prevention are topics that have received a lot of attention recently in Vietnam in order to protect government’s revenue for sustainable development goals (SDGs). Method: By analyzing the current status of Vietnam's double taxation agreements (DTAs), the authors assessed the current situation and identifying risks of tax base erosion from abusing Vietnam's DTAs. The study focuses on analyzing the indicators to assess the content of DTAs such as the Source Index (SI), Permanent Establishment Index (PEI) and Withholding Tax Index (WHT) of Vietnam’s DTAs with the ones of groups of countries. Results: The authors found that there are loopholes in DTAs creating conditions for abuses of the terms of the agreements and causing tax base erosion in Vietnam. Comparing to the average level of developing countries, the DTA system of Vietnam is higher, however, the biggest limitation and the biggest risk from the system of DTAs are these agreements are agreements signed by Vietnam with the countries/territories that have the lowest scores and are in the group of countries/territories with the largest amount of investment capital in Vietnam. Contribution: The study makes some recommendations for Vietnam to prevent tax base erosion from tax treaty abuse by reviewing and considering negotiating to update the content of the bilateral tax agreements, promoting participation in multilateral tax agreement and improving efficiency of tax audit.

The article investigates people's diplomacy of Democratic Republic of Vietnam (DRV) from 1965 to1973, aiming to gain American and Western support and sympathy for the Vietnamese revolution. The resistance war against the US became more difficult and fiercer when the US government deployed more political and diplomatic activities to support its military campaigns in South Vietnam as well as negotiations at the Paris Conference. In addition, the Sino-Soviet split had been growing more tense, causing many difficulties for Vietnam’s anti-imperialist struggle. Therefore, the Labor Party of Vietnam and the Government of the DRV paid great attention to people’s diplomacy aiming to demonstrate Vietnam's position on American War, the legitimacy of the anti-American resistance war, thereby bringing popular pressure to bear on US government to sign the 1973 Paris Peace Accords and withdraw US military troops.

Dans le Parc National de Cat Tien, au sud-est du Vietnam (Province de Dong Nai͏̈), un modèle de plantation sur 200 ha de sols dénudés a été définis dans le cadre d'un projet de reconstruction des formations à Diptérocarpacées dégradées en permettant le maintien de la biodiversité et le respect du fonctionnement d'une part et de l'équilibre écologique et socioéconomique d'autre part. Le sol de la plantation de Cat Tien est acide, très argileux et soumis à un engorgement plus ou moins important pendant la saison des pluies en raison des remontées de la nappe phréatique. L'étude de l'influence de la contrainte hydromorphique sur l'installation des principales espèces forestières représentatives du parc (Diptérocarpacées, Lythracées et Fabacées) a été nécessaires pour définir les stratégies écologiques des jeunes plants face à la contraintes puis déterminer les essences les plus résistantes et les plus aptes à valoriser les 200 ha de sols dénudés. Cette étude a mis en évidence des stratégies de développement très différentes et des réactions variables vis-à-vis de la présence d'une nappe d'eau. Comparativement aux espèces des 2 autres familles, les Diptérocarpacées ont été les essences les moins sensibles à l'hydromorphie. Des expérimentations en conditions contrôlées au laboratoire ont ensuite été réalisées sur des jeunes semis de 3 espèces de Diptérocarpacées. Ces approches ont eu pour but de définir les modalités de mise en place des racines (observation en rhizotrons) et leur relations avec la mise en place des systèmes aériens, puis de comprendre l'effet d'une nappe d'eau sur les ectomycorhizes et le rôle de ces symbioses dans la survie et le développement des semis ennoyés. Parmi les trois espèces étudiées, Shorea roxburghii est celle qui résiste le moins bien à l'hydromorphie. La présence d'une nappe superficielle provoque une perturbation du développement racinaire et de la mycorhization qui se traduit par un ralentissement de la croissance aérienne. Par contre, Hopea odorata est une espèce très tolérante. En effet, l'ennoyage racinaire n'entraîne pas de modification significative de la morphogenèse racinaire. Les racines et leurs mycorhizes " supportent " l'excès d'eau. Donc, de par son caractère pionnier et son bon développement sur les sols gorgés d'eau, cette espèce pourrait être bien adaptée pour être plantée dans les zones hydromorphes du parc. Dipterocarpus alatus présente aussi des caractéristiques intéressantes. Cette espèce est dite résistante car elle développe d'importantes adaptations morphologiques racinaires. La présence d'une nappe d'eau provoque la formation d'un système racinaire latéral très dense et quelques racines secondaires subhorizontales très longues dans les zones aérées du sol. La stratégie de cette espèce expliquerait alors la capacité d'installation de jeunes plants robustes avec un système souterrain superficiel puissant assurant l'ancrage, la stabilité et la survie de l'arbre adulte dans les zones inondées. Ces stratégies comportementales révèlent ainsi d'importantes aptitudes adaptatives qui constituent un atout fondamental pour la survie et la pérennité de ces espèces à large répartition écologique.

Cette étude vise à analyser la société villageoise traditionnelle du Vietnam et à connaître les relations entre cette société et son évolution économique. Dans cette recherche, nous avons étudié particulièrement une région, La Nôi et Yen Lung, située à l'ouest de Ha Nôi, qui a réussi à se développer économiquement par rapport aux villages environnants. Pourquoi ces régions ont-elles été capables de poursuivre leur évolution sur une longue durée ? Quels sont les facteurs de cette évolution ? Qu'y-a-t-il d'important dans la société de chaque village, qui ait fait progresser cette société ? Telles sont les questions qu'on a traitées. Les trois parties suivantes constituent cette thèse. La première partie est consacrée à l'histoire régionale. Cela contribue à la compréhension des éléments fondamentaux concernant la réussite économique. La partie suivante traite du changement de situation sociale depuis des siècles. En étudiant les données sur les communautés et membres, on peut faire la lumière sur les changements chronologiques dans la communauté de chaque village. On étudie particulièrement les remplacements des familles au pouvoir. La dernière partie a pour but d'examiner les problèmes intérieurs aux villages, dont l'influence a été considérable pour les changements sociaux. À travers les plaintes de villageois, il est possible de prendre connaissance des conflits survenus parmi les villageois. Il s'agit d'informations très importantes pour connaître la structure villageoise. En consultant les parties évoquées ci-dessus, cette thèse tente d'approfondir la structure et les caractéristiques des villages où le développement économique se poursuit sur une longue période
This research is set to analyze and to know the traditional village society and the relation between society and its economic evolution in Vietnam. This study focuses particularly on the region La Nôi and Yen Lung, in the west of Ha Nôi, the region which has achieved successfully an economic development in comparison with other regions. The principal questions in this study are the followings: Why they had been able to achieve the long-term evolution? What is the factor for this evolution? What is the importance in each village society, at their progress? Points of view to this analysis can be divided into three parts. The first is focused on the historical background. That contributes comprehension about basic elements of the economic success. The second part tackles the change of social situation through centuries. By studying data about village community and members, chronological changes or the change of families at power in village society happened inside the village community would be able to come to light. The last part treats the interior problems in the village which were influential in social transmission. Analyzing claims by village inhabitants helps to know a number of conflicts occurred among them. It is considerably useful to have deeper understanding about village structure and its changes. Basing on these analyses, this thesis tackles to approach the structure of villages where the economic development has been achieved over centuries

This paper is a review of the progress of the Vietnam socio-economic and development plans, and an assessment of the extent to which Vietnam is putting in place the critical social and economic development structures that will enable it to reach the status of “developed nation” in the time set (2020) by its national strategic plan. The research will identify and review trade patterns, trade policy and the effect of foreign aid on Vietnam’s plan to transform its economy and society from developing to a developed nation status. The overriding question stands as “is” Vietnam effectively moving towards developed nation status soon”? The review is conducted by collecting and analyzing data on foreign trade, foreign aid, business and general economic growth, development and social wellbeing. It identifies and appraises the trade patterns, trade effects, socio-economic policies and the effect of foreign aid on the economic growth and the progress of the country towards becoming a developed nation state. Vietnam has experienced significant progress to date based on conventional developed nation criteria. However, there is an ongoing need for continued assertive governmental application of geo-economic and geopolitical policies focusing on sustainable, comprehensive, and vital social, cultural and economic growth.

Aim/Purpose: This case study examines the last-mile logistics model as implemented by Lazada Vietnam, as well as the logistics challenges in the local business environment that led the e-commerce company to dually employ the inventory/retail model and the marketplace model for delivering orders to online customers in Vietnam in search of the way to perfect their last-mile logistics. Background: For electronic commerce companies aiming to be successful in customer service, what academics and practitioners refer to as ‘last-mile logistics’ is the one moment of truth, when deliveries have to be planned tactically and exactly, so that orders are delivered to customers at the right time, right place, right quantity, right quality, and ultimately at the right cost. When deciphering this type of supply chain, i.e., one that is e-commerce- driven, last-mile logistics is the one segment of the product flow that directly interacts with the ultimate customer, but many times is the one segment that is the most problematic and less efficient to implement well. Lazada Group, a German e-commerce company, discovered the serious complications of ‘last-mile logistics’ when they first entered Vietnam in 2013. Methodology: This case study used qualitative method through interviews with Lazada Vietnam’s management. Contribution: The paper explains the challenges incorporating last-mile logistics concept in e-commerce operation in Vietnam.

Good Regulatory Practice (GRP) frameworks encourage innovation, minimize administrative burdens, and stimulate economic growth. Vietnam’s development goals include becoming a high-income country by 2045, and GRP is a crucial tool in achieving that milestone. Faisal Naru, co-founder and director of Think Test Do, UK; with the assistance of Associate Professor Dr. Vu Minh Khuong, Lee Kuan Yew School of Public Policy, National University of Singapore; and the Directorate for Standards, Metrology and Quality of Vietnam, compiled the publication Vietnam GRP Assessment, a report reviewing GRP principles, which vary by national economy, and comparing the overall “whole-of-government” approaches taken under GRP frameworks to address specific socioeconomic realities in different APO members. Recommendations are offered to implement GRP in more structured, holistic ways to contribute to achieving national goals and improving the overall environment for citizens and businesses. Those working in numerous capacities to implement GRP policies for accelerated development can benefit from the examples and discussions in the APO publication Vietnam GRP Assessment. The APO thanks the authors and secondary contributors for making this publication possible.

Vietnam’s strong performance on the 2012 and 2015 PISA assessments has led to interest in what explains the strong academic performance of Vietnamese students. Analysis of the PISA data has not shed much light on this issue. This paper analyses a much richer data set, the Young Lives data for Ethiopia, India (Andhra Pradesh and Telangana), Peru and Vietnam, to investigate the reasons for the strong academic performance of 15-year-olds in Vietnam. Differences in observed child and household characteristics explain 37-39% of the gap between Vietnam and Ethiopia, while observed school variables explain only about 3-4 additional percentage points (although an important variable, math teachers’ pedagogical skills, is not available for Ethiopia). Differences in observed child and household characteristics explain very little of the gaps between Vietnam and India and between Vietnam and Peru, yet one observed school variable has a large explanatory effect: primary school math teachers’ pedagogical skills. It explains about 10-12% of the gap between Vietnam and India, raising the overall explained portion to 14-21% of the gap. For Peru, it explains most (65-84%) of the gap.
