In recent years, philosophical examinations of automated vehicles have progressed far beyond initial concerns over the ethical decisions that pertain to programming in the event of a crash. In turn, this paper moves in that direction, focusing on the motivations behind efforts to implement driverless vehicles into urban settings. The author argues that the many perceived benefits of these technologies yield a received view of automated vehicles. This position holds that driverless vehicles can solve most if not all urban mobility issues. However, the problem with such an outlook is that it lends itself to transportation planning for automated vehicles, rather than using them as part of planning efforts that could serve urban mobility. Due to this condition, present efforts aimed at improving transportation systems should resist dogmatic thinking. Instead, they should focus on goals that keep topics such a human flourishing, sustainability, and transportation justice firmly in view.

For urban transportation planners these are challenging times. Mounting practical concerns are mirrored by more fundamental critiques. The latter comes together in the observation that conventional approaches do not adequately account for the irreducible uncertainty of future developments. The author's central aim is to explore whether and how an evolutionary approach can help overcome this limit. Two core hypotheses are formulated. The first is that the urban transportation system behaves in an evolutionary fashion. The second hypothesis is that, because of this, urban transportation planning needs to focus on enhancing the resilience and adaptability of the system. Changes in transport and land-use development patterns and policies, and in the broader context of the postwar period in the Amsterdam region, are analysed in order to illustrate the two core hypotheses. More general implications are also drawn.

Several innovative transportation concepts were critical components of the early twentieth-century City Beautiful reconfiguration of built environments: orderly public places, suitable for important civic buildings; clear hierarchies of streets, avenues, and boulevards, organized in rational patterns with orchestrated vistas; and new terminals that housed improved intercity rail facilities and enhanced intracity travel through improved multimodal surface transportation connections. The City Beautiful aesthetic approach to conceiving urban circulation networks was an important and often overlooked contribution to transportation planning, and improving urban transportation was an important goal for City Beautiful reformers. A review of historical planning documents and project descriptions suggests that civic leaders’ approaches to improving urban circulation during the City Beautiful era are enduring contributions of the movement’s integrated approach to land use and transportation planning and its desire to transform cities into more beautiful places.

Abstract Environmental protection has become a common issue in every area, but extremely important for the domains which deal with intensive energy consumption as it is the case of the transportation. Achieving the sustainable cities on the other hand, is also focused on the protection of the environment in order to provide a higher quality of life for the population. Therefore it is considered that by improving the urban transportation planning additional benefits could be provided for both the environment and the sustainable development of the cities. One possibility is to supplement the traditionally land-use plans with the transportrelated zones analysis, where the city is divided in public transport, pedestrian and caroriented zones. Analyzing the transport-related zones of a city is important as it provides additional information in the assessment of the development trend. The process of zoning was conducted for the city of Cluj-Napoca, Romania. In this paper, the outcome of the zoning was analyzed for a more comprehensive review of the urban transport in order to attain a sustainable-oriented approach of the urban area development.

Accessibility represents a measurement of the spatial distribution of opportunities attended by a transportation system. This study aims to assess the state of knowledge of accessibility by identifying its main applications in urban studies. In this regard, we conducted a Systematic Literature Review (SLR) along with a bibliometric analysis and identified 10 themes of study arranged according to the intrinsic characteristics of 120 selected publications from the last two decades. The data extraction and synthesis allowed us to relate 82 publications into 19 applications in urban studies of accessibility measures. The results showed the flexibility and potential of using accessibility measures as an evaluation and decision-making tool for urban studies, especially in promoting equity and socioeconomic territory justice. The study pointed out the raising of new themes related to aspects of urban land use, equity, quality of life, and transit systems. The availability and quality of data are the main factors in selecting variables. It is expected that future researches could explore contributions provided by the advancement of ICTs, especially in the Global South.

This research paper devoted to the urban freight transport planning under sustainable city development. Continued urban population growth, traffic congestions, financial losses because of longer delivery times, harm-ful impact on environmental are highlighted as strong arguments for the freight traffic management in the cities. The article aims to help all stakeholders understand the challenges brought about by freight activities in an urban context, and make the planning process consistent and comprehensive for the city freight transportation system improvement. The brief overview of some recent foreign and native studies in urban transport planning and traffic engi-neering reveals main field of interests for modern researchers. The clear focus of the analysed scientific works di-rected on such aspects in sustainable urban freight transport development as energy and economic efficiency, eco-friendliness, safety, institutional and legal issues of freight transportations. Special attention is paid to the analy-sis of government initiatives in sustainable transport system development of Ukraine. Identification of the main freight transportation features in an urban area is carried out on the initial re-search stage. Each feature has an explanation for better understanding necessity of their usage in the freight transport planning process. The other focus of the research devotes to the description of the stages during urban freight transport planning process. Author attends a deep freight transport demand and supply analysis for a de-termination of the basic freight distribution regularities in an urban context. Therefore, a list of indicators for subsystem of city freight transportation evaluation is presented in the article. The whole set of indicators is divid-ed into economical, operational, environmental, social and general groups of indicators. Moreover, the compo-nents of successful measures implementation for an urban freight transport subsystem improvement are highlight-ed. Financial management, political support, institution, organisation and legal framework condition are consid-ered as the key elements of successful plans and measures implementation. Purpose New services design and development are difficult to plan, execute, measure and evaluate. Particularly, new services that are capital-intensive and involve a long gestation and development time are considered extremely risky. The purpose of this paper is to discuss a list of innovative practices in various managerial aspects in designing, planning and development of a large scale infrastructure intensive public transportation service. A contemporary new public transportation service development is discussed as evidence of proven and benchmarked criteria. Design/methodology/approach This is a technical paper, where theoretical foundations of best practices in new service development project are discussed and supported by practice-based evidences from a real-life urban transportation project. A case study approach is adopted with secondary data. Findings Worldwide during and after economic recession of 2008, several projects were stalled or abandoned. The inference through this work is that through efficient management practices, a large capital-intensive new service development project can be made successful even during a turbulent economy in a region marred by more challenges than elsewhere. Practical implications Several issues in large scale services development, such as urban transportation are domain specific. Some of the issues faced in urban transportation are common to several Gulf countries; therefore the policy guidelines, managerial practices and development strategies reported in this paper can be replicated in many of them. The commercial impact of the service project is a significant drive towards fuel conservation and to save huge amounts of productive time. Social implications Public transportation with a high quality of networked service improves the quality of life to a large extent. Unless certain measurable demands are not met, an affluent society is less likely to endorse public transportation. In addition, endorsement of public transportation is been promoted in several parts of the world as a drive towards a green, energy efficient, low-carbon emission and sustainable environment. Originality/value To the best of the authors’ knowledge, new services planning and development is a key operations management topic, on which very little is written about. Particularly no other paper has presented a real-world large scale infrastructure intensive project development to this detail, and along with a theoretical background to benchmark performance and development practices.

The urban-rural integration is an effective way to eliminate the urban-rural dual structure, and narrow the gaps between urban and rural areas. Planning and construction of rail transportation should be emphasized in order to promote the process of urbanization in metropolitan areas and meet or guide the demands of free flow of urban and rural elements. Based on the analysis of rail transportation which is an important driving force of urban-rural integration development of metropolitan areas in details, the article discusses mass rail transportation planning and construction in metropolitan area choosing Xi'an metropolis as an example, and evaluates the rail transportation implementation performance oriented by the urban-rural integration, aiming to better guide planning and implementation of rail transportation in urban and rural areas, as well as to provide references for other regions in China.

Several different applications of UPlan are outlined, involving transportation planning and analysis of the growthinducing effects of new facilities, to demonstrate its use. As a response to the emergence of multicity urban areas, Chinese governments began to adopt the American concept of a metropolitan area to frame strategies for spatial development and planning. Chinese metropolitan areas, however, lack U.S.-style metropolitan planning organizations that can engage multiple municipal governments in metropoliswide policy making, planning, and investment. With the Pearl River Delta's Guangzhou–Foshan metropolitan area in China as the example, this paper examines how a governing arrangement has emerged in the process of transportation planning and assesses its effectiveness in addressing the metropolitanwide need for transportation accessibility. The successes of metro transit and an annual toll pass are in contrast with limited progress in taxi management and arterial road projects, which points to the need for fine-tuning the governing arrangement.

For large and medium-sized cities, the planning and development of urban road networks may not keep pace with the growth of urban vehicles, resulting in traffic congestion on urban roads during peak hours. Take Jinan, a mid-sized city in China’s Shandong Province, for example. In view of the daily traffic jam of the city’s road traffic, through investigation and analysis, the existing problems of the road traffic are found out. Based on real-time, daily road traffic data, combined with the existing road network and the planned road network, the application of a road intelligent transportation system is proposed. Combined with the application of a road intelligent transportation system, this paper discusses the future development of urban road traffic and puts forward improvement suggestions for road traffic planning. This paper has reference value for city development, road network construction, the application of intelligent transportation systems, and road traffic planning.

The primary purpose of this paper is to introduce the performance approach to assess the adaptability level of transportation system to urban development requirement. Thirty six single measures belonging to ten fields are selected to construct the evaluation index through weighted linear integrated processing, and then weight of expert matrix is estimated by a SVD based AHP method to improve the required precision of matrix with acceptable consistency and amend the significant elements via distance and proximity so as to improve the whole consistency. Taking Xi’an city for the case study, analysis results indicate that the adaptability performance of transportation system to urban development requirement is in a decreasing state, which provides robust and deep insight for decision-makers working on a range of problems and in various circumstances.

In this paper I investigate how different modes of urban transportation shape our experience of the urban environment. My goal is to argue that how we move through a space is not merely a question of convenience or efficiency. Rather, our transportation technologies can fundamentally shift how we experience where we are. I propose a framework for considering mobility from the standpoint of phenomenological everyday aesthetics considering the social, somatic, temporal-epistemic, and affective characteristics of experience. I then suggest a typology of different forms of urban mobility distinguishing between private and public forms of transportation as well as between faster and slower modes. I next suggest a trio of factors—speed, ability to survey one’s surroundings, and ease of interruption—that play into how we experience an urban environment while discovering it by means of mobility. By applying the framework of experience and the trio of factors to the typology of transportation modes I show how each of them can foster or hinder an aesthetic experience of the urban environment. I conclude by reflecting on some further issues for investigation including the role of power in urban space, questions concerning mobility and difference (class, race, dis/ability, etc.), the place of technological mediation in urban mobility, and the role of spatial planning.

Urban transportation planning is important for a metropolitan city. Route selection, which is among the decisions of urban transportation planning, is also important in terms of developing the urban transportation. This study contains the route selection for the planned monorail transport system that is a new system in Ankara. The most suitable monorail route was selected among the determined eight alternative monorail routes. In this decision process, we used the Analytic Network Process (ANP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method, which is one of the multi-criteria decision-making methods. Finally, we provided the most suitable ranking and planning with the selection process for the development of urban transportation.
