The resonance frequency and the damping constant are interesting parametersrelated to the ferromagnetic spin resonance phenomenon. In this study theseparameters have been investigated for a number of Heusler multilayer film samplesusing a vector network analyzer ferromagnetic resonance setup. The complexsusceptibility of the samples is extracted from the transmittance scattering parameterS12 measured by the network vector analyzer. The ferromagnetic resonance ismirrored by a maximum in the imaginary part of the complex susceptibility. Theagreement between the theoretically calculated resonance frequency and theresonance frequency measured varied between samples. These differences originatefrom several sources, one of them is, the uncertainty in the internal magnetic field.This is due to irregularities and repeated interfaces between each layer in the Heuslersamples.

[ES] La presente investigación está enmarcada en el análisis del có- digo iconográfico, iconológico y morfológico de las estructuras so- ciales, políticas, animistas, míticas y religiosas de la cultura Shuar Indo amazónicas del Ecuador. El Asentamiento Arqueológico Wapula, situado a 30 kilómetros al noroeste de Ciudad de Macas en la provincia Morona Santiago, de la región amazónica ecuatoriana, presenta una serie de evidencias de culturas asentadas en este gran complejo ceremonial. Estudios realizados por eruditos nacionales y extranjeros detectan la cultura Upano desde los 2500 años a. C., con la denominación de Upanos III, Upanos II y Upanos I, esta última correspondiente el Periodo de Desarrollo Regional o Integración, con cronologías que datan sobre los 500 años a.C. hasta el 1500 d.C. (Porras, 1987; Salazar, 2000; Rostain, 2014; Descola, 1988, Lathrap, 2010). Es en este periodo en el que se centra esta investigación, con el objetivo de comprobar si los últimos herederos de este gran legado Jíbaro Ecuatoriano son los actuales Shuar del Ecuador, teniendo en cuenta que a estas culturas se les conoce hasta la actualidad como salvajes, gente sin conocimiento y culturas paganas que realizan ceremonias en cultos satánicos con las tsantsas (Descola, 1987, p. 35). Los vestigios arqueológicos que hoy se encuentran en las co- lecciones correspondientes al Centro de Interpretación Cultural de Morona, la colección Arqueológica de La Plaza Tiwintza, son importantes vestigios arqueológicos enclavados en la Federación Interprovincial del Centro Shuar (FICSH) como las Tsantsas y por último, las piezas arqueológicas que están en manos de moradores de las comunidades de Wapula, Sevilla Don Bosco, Copataza, Tim- kias, La Unión y Madre Tierra, han permitido hacer un meticuloso diagnóstico de la materialidad, que incluye estudios de las compo- siciones físico - químicas de los materiales constituyentes, análisis de las técnicas de manufactura, análisis iconográfico e iconológico de las incisiones y policromías estampadas en las piezas cerámi- cas de las colecciones antes mencionadas. Esto ha permitido pre- sentar un paralelismo morfológico de las técnicas de manufactura, las herramientas y materiales utilizados en la creación de estas pie- zas, de la influencia mítico religiosa de culturas asentadas anterior- mente en el complejo Wapula, y de sus posibles intercambios con las comunidades vecinas que pertenecen a las culturas de Cañar, (Snöja, 1991; González, 1875) y con la cultura Puruhá. Caamaño J. (1927). Los resultados derivados de esta investigación sirvieron como punto de partida para emprender un proyecto de estudio arquitec- tónico para la creación del Museo Étnico Cultural Tsantsa. Este pro- yecto nace por pedido del Gobierno Cantonal y Provincial de turno y la Presidencia de la FICSH. El propósito del proyecto en mención es promover el rescate de una identidad cultural que corre el pe- ligro de la desaparición, además de concientizar a los gobiernos seccionales para que se cumpla con lo que reza en la Constitución Ecuatoriana, la Ley de Patrimonio Cultural Art. 4 literales (a, b, c) y la Ley Orgánica de Cultura. Art. 4 de los principios de la Diversidad Cultural. En este contexto se pretenden lograr acuerdos con los gobier- nos de turno responsables para la preservación, conservación y la puesta en valor de este valioso y no renovable patrimonio cultural indoamazónico ecuatoriano.
[CA] Resum La present investigació s'emmarca en l'anàlisi del codi icono- gràfic, iconològic i morfològic de les estructures socials, polítiques, animistes, mítiques i religioses de la cultura shuar indoamazòni- ques de l'Equador. L'assentament arqueològic Wapula (P. Porras, 1987), situat a 30 km al nord-oest de Ciutat de Macas, a la província de Morona Santiago de la regió amazònica equatoriana, presenta una sèrie d'evidències de cultures assentades en aquest grancom- plex cerimonial. Estudis realitzats per erudits nacionals i estrangers detecten la cultura Upano des de 2500 anys aC, amb la denominació d'Upanos III, Upanos II i Upanos I, aquesta última corresponent el Període de Desenvolupament Regional o Integra- ció, amb cronologies que daten pels volts dels 500 anys aC fins al 1500 dC. (Porras, 1987; Salazar, 2000; Rostain, 2014; Descola, 1988, Lathrap, 2010). És en aquest període que se centra aquesta investigació, amb l'objectiu de comprobar si els darrers hereus d'aquest gran lle- gat jívaro equatorià són els actuals shuar de l'Equador, tenint en compte que aquestes cultures són conegudes fins a l'actualitat com salvatges, gent sense coneixement i cultures paganes que realitzen cerimònies en cultes satànics amb les tzantzes (Descola, 1987, p. 35). Els vestigis arqueològics que es troben avui a les col¿leccions corresponents del Centre d'Interpretació Cultural de Morona, la co- llecció arqueològica de la Plaça Tiwintza, són importants vestigis ar- queològics enclavats a la Federació Interprovincial del Centre Shuar (FICSH), com les tzantzes, i per últim les peces arqueològiques que hi ha en mans d'habitants de les comunitats de Wapula, Sevilla Don Bosco, Copataza, Timkias, La Unión i Madre Tierra han permés fer un diagnòstic meticulós de la materialitat, que inclou estudis de les composicions fisicoquímiques dels materials constituents, anàlisi de les tècniques de manufactura i anàlisi iconogràfica i iconológica de les incisions i policromies estampades en les peces ceràmiques de les colleccions abans esmentades. Açò ha permés presentar un parallelisme morfològic de les tècniques de manufactura, les eines i els materials utilitzats en la creació d'aquestes peces, de la influèn- cia miticoreligiosa de cultures assentades anteriorment al complex Wapula i dels seus possibles intercanvis amb les comunitats veï- nes pertanyents a les cultures de canyar (Sjöman, 1991; González Suárez, 1878) i amb la cultura puruhà (Jijón, 1927). Els resultats que es deriven d'aquesta investigació serviren com a punt de partida per a emprendre un projecte d'estudi arquitec- tònic per a la creació del Museu Ètnico-Cultural Tzantza. Aquest projecte naix a comanda del Govern Cantonal i Provincial de torn i de la Presidència de la FICSH. El propòsit del projecte esmentat és promoure el rescat d'una identitat cultural que corre perill de desa- paréixer, a més de conscienciar els governs seccionals perquè es complisca el que diu la Constitució Equatoriana, la Llei de Patrimoni Cultural Art. 4 literals (a, b, c) i la Llei Orgànica de Cultura Art. 4 dels principis de la Diversitat Cultural. En aquest context es pretenen aconseguir acords amb els go- verns de torn responsables per a la preservació, conservació i po- sada en valor d'aquest valuós i no renovable patrimoni cultural in- doamazònic equatorià.
[EN] Abstract This investigation consists of the analysis of the iconographic, iconological and morphologic code of the social, political, animist, mythical and religious structures of the Ecuadorian Indo-Amazonian Shuar culture. The archeological settlement Wapula, located 30 kilometers nor- thwest from the city of Macas in the province of Morona Santiago (in the Ecuadorian Amazonian region), presents a series of settled cultures within this huge ceremonial center (Porras, 1987). Studies carried out by both national and foreign scholars (Porras. P. 1987; Salazar. E. 2000; Rostain. E. 2014; Descola. F. 1987; and Latrap. D.) discovered that the Upano culture went back to 2500 years BC, but back then they were known as Upanos III, Upanos II and Upa- nos I, this last one being part of the Regional Development Period, or Integration, as it is also called, that dates back from 500 BC to 1500 AD. This investigation is particularly focused on this period to pro- ve if the last heirs of this great Jibaro tribe legacy are the current Shuar people from Ecuador, having into account that both cultures are considered as wild, uneducated, and pagan tribes that perform satanic rites with tsantsas or shrunken heads (Descola, F., 1987, p.35). The archeological relics that we can find today in the corres- ponding collections of Centro de Interpretación Cultural de Morona [Center of Cultural Interpretation of Morona], and the archeological collection of Plaza Tiwintza [Tiwintza Square], are important relics located within the Federación Interprovincial del Centro Shuar; or FICSH, for its initials in Spanish [Shuar Center Interprovincial Fede- ration]. Among them, we can find the aforementioned tsantsas and some archeological pieces that are in the hands of the communities of Wapula, Sevilla Don Bosco, Copataza, Timkias, La Unión, and Madre Tierra. These pieces have allowed the execution of a tho- rough diagnosis of the tangible of the Shuar culture, which includes the studies of the physico-chemical compositions of the constituent materials, analysis of manufacturing techniques, besides an icono- graphic and iconological analysis of the incisions and polychromies present in the ceramic pieces of the above-mentioned collections. All this has allowed to present a morphological parallelism re- garding manufacturing techniques, tools and materials used in the creation of these pieces, as well as the mythical-religious influence of the cultures settled previously in the Wapula center, as well as its possible exchanges with the neighboring communities pertaining to the Cañar cultures (Snöja, 1991 and González, 1875) and the Puru- há culture (Caamaño, 1927). The results derived from this investigation served as a starting point to undertake an architectural study project for the creation of the Museo Étnico Cultural Tsantsa [Tsantsa Cultural Ethnic Mu- seum]. This project was created at the request of the cantonal and provincial governments as well as the Presidency of FICSH. The purpose of this project is to promote the rescuing of a cultural identi- ty that is in danger of disappearing; in addition to raising awareness among the sectional Governments so that they comply with what is stated in the Ecuadorian Constitution, the Cultural Heritage Act, article 4, sections (a, b, c) and the Organic Law of Culture, article 4, which details the principles of Cultural Diversity. In this context, agreements are sought with the governments in charge in order to preserve, conserve, and treasure this valuable and non-renewable Ecuadorian Indo-Amazonian cultural heritage.

Over the years, colorimetric reagents and immunology have been widely used in screening tests for illicit drugs; however, the test kits are not always convenient for field use and often require the user to mix and develop a specific set of reagents. In our project, we have been working on alternative platforms based on paper microfluidic devices (uPADs) for field testing. These devices utilize wax channels printed on paper to direct the analyte towards a specific set of chemical reagents. Using the procedure, we have developed a six-channel chip that adapts known colorimetric reagents targeting cocaine, opiates, amphetamines and ketamine for multiplex detection. For more sensitive and specific determinations than the colorimetric reagents, we have also developed a paper device that utilizes the interaction between gold nanoparticles and drug specific aptamers. The µPADs using colorimetric reagent are designed as a six-channel multiplexed system. Sequences of different reagents applied to each channel to produce a series of reactions and the color changes appear at the end of each channel. The entire process takes less than five minutes. The adjusted reagents produce specific color changes for seized drugs on the paper microfluidic devices. Procedures have been developed for the detection of cocaine, ketamine, codeine, ephedrine, morphine, amphetamine, methamphetamine, and MDMA. These devices have been tested for sensitivity, specificity and stability against a variety of potential interferences and test conditions. Gold nanoparticles (AuNPs)/ aptamers µPADs were developed to detect cocaine. The presence of cocaine cause the binding with aptamers, and the gold nanoparitcles produced a salt-indicated aggregations and gave a color change of AuNPs from red to black. The absence of cocaine allowed the aptamers freely to bind gold nanoparticles, and no color change occured. The device had a preliminary validation of sensitvity and specificity against a variety of potential interferences. The use of paper microfluidic devices permits the development of rapid, inexpensive and easily operated tests for drug samples in the field. They present a safe and convenient presumptive tool that can be used in the field.

Based on changes created by administrated reform and creation of public qualification of social organization as a partnership between public administration and private institution, several qualified institutions emerged and began to execute public services. The purpose of this research is to analyze Health social organizations from the State of Pernambuco, focused on those which execute public services at Unidades de Pronto Atendimento and Hospitais Metropolitanos verifying if a partnership between public admiration and private institutions exist or if there is an outsourcing service from public administration. To do so, a deep analyze of Federal legislation as well State Legislation which qualify non-profit private institutions as social organizations were made as well a bibliographic review to find out if the link between qualified health institutions and the state of Pernambuco is classified as partnership or outsourcing. As for a conclusion, after an analyze of all arguments, it was verified that, as it was proposed by the state of Pernambuco, the health social organizations were not executing a public service as a partnership with the state of Pernambuco, instead such organizations were executing a service as an outsourcing organization.
Tendo em vista as alterações provocadas pela reforma administrativa e a criação da qualificação pública da organização social como forma de parceria entre a Administração Pública e a iniciativa privada, surgiram diversas entidades qualificadas que passaram a executar serviços públicos. O objetivo da presente pesquisa é realizar uma análise das Organizações Sociais de Saúde do Estado de Pernambuco, em especial as que atuam na prestação de serviços públicos de saúde nas Unidades de Pronto Atendimento e Hospitais Metropolitanos e verificar se há parceria entre o ente público e o ente privado ou terceirização. Para tanto, foi realizada uma análise da legislação federal e estadual que regulamenta a qualificação das instituições privadas sem fins lucrativos como organizações sociais, bem como realizou-se um levantamento bibliográfico a fim de verificar se o vínculo que une as entidades qualificadas na área de saúde e o Estado de Pernambuco corresponde a parceria ou a terceirização. Como conclusão, após a análise de todos os argumentos propostos, verificou-se que, na forma como foi proposta pelo Estado de Pernambuco, as organizações sociais de saúde não estavam prestando serviço público de saúde de forma complementar em parceria com o Estado de Pernambuco, mas terceirização ilícita

Esta tese proporciona uma contribuição ao campo de análise de processos decisórios em políticas públicas, mais especificamente sobre a tomada de decisão para implantação das Unidades de Pronto Atendimento (UPAs), financiadas pelo governo federal em parceria com estados e municípios brasileiros. Esta tese visa estabelecer bases teórico/metodológicas para construção de processos decisórios estruturados por um conjunto de regras para decidir que incorporem as preferências dos decisores, promovam a capacidade de adaptação e aprendizagem por meio de artefatos sociais e tecnológicos com uso intensivo de informações geográficas. Com esse intuito, revisa diferentes abordagens do paradigma da racionalidade limitada em três modelos de análise de políticas públicas: múltiplos fluxos, equilíbrio pontuado e coalizões de defesa; sumariza e diferencia os usos da informação geográfica nesses modelos, bem como, discute a metodologia de análise multicritério de decisão espacial-construtivista (SMCDA-C). O desenho metodológico da pesquisa combina a análise de dados qualitativos e quantitativos, operacionalizados por três componentes de pesquisa: (i) componente estrutura narrativa (qualitativo); (ii) componente estudo de caso (qualitativo e quantitativo) e; (iii) componente análise contrafactual (quantitativo). O componente estudo de caso é composto por três unidades de análise: Modelo Atual, Modelo Racional e Modelo Construtivista. Dentre as principais contribuições deste trabalho, destacam-se: (i) resgate dos eventos principais do processo de construção do programa UPAs e sua ascensão à agenda da segunda fase do PAC; (ii) construção de estudo de caso que resultou na descrição dos arranjos espaciais e no mapeamento das decisões geradas pela aplicação dos modelos de tomada de decisão Atual, Racional e Construtivista nas dez Unidades da Federação pesquisadas; (iii) definição e cálculo dos Índices de Inteligência Decisória (IIDs) das UFs relativos a cada um desses modelos; (iv) comparação entre as decisões sobre a localização UPAs resultantes dos três processos decisórios analisados e a realização de testes de associação entre os IIDs e os arranjos espaciais decorrentes da aplicação dos modelos contrafactuais. ______________________________________________________________________________ ABSTRACT
This thesis offers a contribution towards the field of the decision-making processes in public policy analysis, more specifically in relation to the decision to locate Emergency Service Units (Unidades de Pronto Atendimento – UPAs), financed by the federal government in partnership with Brazilian states and municipalities. This thesis aims to analyze the theoretical/methodological basis for this decision-making processes and propose a set of rules embodying the preferences of decision makers, and promote capacity for adaptation and learning through the use of social and technological artifacts as well with intensive use of geographical information. With this objective in mind, a revision was made of the different approaches of the paradigm of bounded rationality in three public policy models of analysis: multiple streams theory, punctuated equilibrium theory and advocacy coalition framework; to summarize and to differentiate the use of geographical information in these models, as well as to discuss the spatial multicriteria decision analysis-constructivist (SMCDA-C). The methodological design of the research combines an analysis of qualitative and quantitative data that was possible to put into operation by means of three components: (i) the narrative structure component (qualitative); (ii) the case study component (qualitative and quantitative) and; (iii) the contrafactual analysis component (quantitative). The case study component is composed of three units of analysis: the Actual, the Rational and the Constructivist Models. Some of the main contributions of this work should be highlighted: (i) registering the principal events related to the construction process of the UPA programme and its ascension to the second phase of the agenda for the Accelerated Growth Programme - PAC; (ii) constructing a case study that resulted in a description of the spatial arrangements and mapping the decisions generated through the application of the Actual, Rational and Constructivist decision-making models in the ten Units of the Federation that were researched; (iii) Decision Intelligence Indexes (DII) definitions and calculations made for the Federal States in relation to each one of these models; (iv) comparisons made between decisions in relation to the location of the UPAs resulting from the three decision-making processes analyzed, and the carrying out of association tests between the DIIs and the spatial arrangements that resulted from the application of contrafactual models.

A urgência e emergência, em especial as Unidades de Pronto Atendimento (UPAs), ocupam importante espaço na rede de atenção à saúde, funcionando como porta de entrada do sistema, sendo locais com potencialidades para salvar vidas e aliviar sofrimentos. Este estudo teve por objetivo analisar o trabalho do assistente social nas UPAs de Juiz de Fora, buscando compreender as condições para sua realização, as demandas, competências, desafios e possibilidades, instrumentos e estratégias, desvendando as determinações e especificidades do exercício profissional nesse espaço sócio-ocupacional. Para tanto, além do estudo teórico acerca das categorias que auxiliam na compressão do objeto, foi realizada uma pesquisa de campo, de abordagem qualitativa, com os assistentes sociais que possuem experiência no trabalho da urgência e emergência desenvolvido nas três UPAs da cidade. O estudo revelou que o trabalho dos assistentes sociais tem se realizado pela via da garantia e efetivação dos direitos dos usuários, ultrapassando práticas pontuais e imediatas. A falta de planejamento e avaliação, no entanto, foram identificados como pontos frágeis do trabalho dos assistentes sociais, havendo risco da ação profissional ser “devorada” pela rotatividade e intenso fluxo de atendimentos, impactando na intervenção junto aos usuários.
The urgency and emergency, especially the Unidades de Pronto Atendimento (UPAs) [Emergency Care Units (PSUs)], occupy important space in the health care network, functioning as a gateway to the system, being places with potential to save lives and alleviate suffering. The objective of this study was to analyze the work of the social worker in the UPAs of Juiz de Fora, seeking to understand the conditions for their accomplishment, the demands, skills, challenges and possibilities, tools and strategies, unveiling the determinations and specificities of the professional exercise in this social-occupational space. For this, besides the theoretical study about the categories that aid in the compression of the object, a field survey was carried out, with a qualitative approach, with social workers who have experience in the work of the emergency and emergency work developed in the three UPAs of the city. The study revealed that the work of social workers has been carried out by means of guaranteeing and enforcing users' rights, surpassing punctual and immediate practices. The lack of planning and evaluation, however, were identified as fragile points of the work of social workers, with the risk of professional action being "devoured" by the rotation and intense flow of care, impacting on the intervention with the users.

A atual gestão do Governo de Pernambuco vem implantando, numa perspectiva desconcentradora da demanda, a ação de expansão espacial das Unidades de Pronto Atendimento (UPAs), as quais vêm trazendo “inovações” ao campo da saúde pública. Mas, considerando que a qualidade de serviço de saúde não diz respeito apenas à existência de unidades de saúde, este trabalho teve como objetivo avaliar em que medida a atual política pública de saúde, com a implantação das UPAs, está promovendo desenvolvimento socioambiental, a partir do estudo dos impactos socioambientais, positivos e negativos, planejados ou não, decorrentes dessa política. Para tanto, foram entrevistados no total 140 usadores divididos entre usadores e moradores/usadores do entorno imediato da UPA Barra de Jangada. O método de abordagem utilizado foi o da teoria social crítica, a partir do qual analisamos a materialização da política em causa partindo de como ela funciona, com o propósito de pensar como ela poderia ser configurado. Concluiu-se que as UPAs se apresentam como importantes inovações técnicas que vêm promovendo bem estar e garantindo conforto e segurança às pessoas, seja pela sua distribuição desconcentrada dentro do território seja pela sua ótima estrutura física. Mas, essas inovações técnicas não vieram acompanhadas de inovações imateriais, ou seja, a UPA não passa de mais uma unidade de saúde reprodutora de um serviço público de saúde fragmentado e simplicador, focado apenas na cura de doenças. A relevância deste ensaio se dá pelo esforço de pôr em discussão uma política pública de saúde que deveria garantir a universalização dos direitos de cidadania.

As Unidades de Pronto Atendimento (UPAs) são estabelecimentos de saúde integrados ao Sistema Único de Saúde (SUS) que foram implantados em vários municípios do país, a partir da publicação da Portaria GM/MS nº 2.922/2008, para fortalecer a Política Nacional de Atenção às Urgências. As UPAs tem o objetivo de prestar atendimento resolutivo de urgência e emergência aos pacientes acometidos por quadros agudos de natureza clínica e realizar o primeiro atendimento aos casos de natureza cirúrgica, estabilizando-os. Diante da relevância do assunto, este estudo analisa o impacto das UPAs sobre a taxa de morte por Infarto Agudo de Miocárdio (IAM) nas capitais e regiões metropolitanas do Brasil, já que esta doença faz parte do rol da assistência prestada por estas unidades. Com a finalidade de tratar a endogeneidade do modelo econométrico, a estratégia de identificação adotada utiliza o método de Diferenças em Diferenças (DD), com dados municipais em painel para o período entre 2001 a 2012. Os resultados mostram que há impacto positivo e estatisticamente significativo da política, a qual apresentou uma redução na taxa de mortalidade por Infarto Agudo do Miocárdio e que, ao aumentar uma unidade de UPA, a taxa de morte cai 0,81, em média, bem como, foi observado no modelo completo com dummies de tratamento que as unidades observacionais com mais de 3 UPAs oferecem uma redução de 3,71 pontos na taxa de mortalidade por infarto. Também foram realizados testes de robustez utilizando taxas de morte de outras patologias não correlacionadas com o tratamento, assegurando o efeito da política.
The Emergency Care Units (UPA 24h) are health facilities integrated into the Unified Health System (SUS) which were implemented in several municipalities since the publication of the Ordinance GM/MS nº. 2.922/2008 to strengthen Policy national Attention to Emergencies. The UPA aims to provide health care resolving urgent and emergency cases in patients who suffering from acute episodes of clinical nature and conduct the first care of patients with surgical nature, stabilizing them. Given the importance of the subject, this study analyzes the impact of UPAs on the death’s rate from Acute Myocardial (IAM) in capital cities and metropolitan areas from Brazil, as this disease is part of the donor list provided by these units. In order to treat endogeneity problem, the identification strategy adopted is the differences-in-differences, with a panel data from 2001 to 2012. The results show a positive and statistically significant impact of the policy, which showed on lowering the rate of deaths from acute myocardial infarction and that by increasing one UPA unit, the death rate falls 0.81 on average well as it noted in the complete model with dummies treatment that observational units over 3 PSUs proffer a reduction of 3.71 points in the infarction mortality rate. Robustness tests too were conducted using rates of death from other pathologies not related to treatment, ensuring the effect of the policy

This research emerged from the contemporary need of a public management focused on results, in which the State must reach the effectiveness of public policies implemented, put these into practice through transformation actions. However, these actions should not be seen in isolation, cause, when implemented in a certain environment, interact with actions of various actors, generating social dynamics that will be fundamentals to achieving the expected results. The transdisciplinarity approach may enable an object be seen in its essence, considering all environmental aspects around it as well as various social dynamics that might emerge, in order to facilitate the State reach the effectiveness of their actions, providing the transformation wanted to society. For this reason, are presented in this study the basis of a management model with focus on transdisciplinarity, considering the various challenges, searched the literature on the management of public policies. To verify the adequacy of the basis of the proposed model, was done a case study of the government project called 'Implantação das UPAS 24 horas' in Rio de Janeiro. In applying the basis of the model in that project, we find that the transdisciplinarity management can maximize the effectiveness of State intervention.
O presente trabalho de pesquisa originou-se da necessidade contemporânea de uma gestão pública voltada para resultados, na qual o Estado deve buscar alcançar a efetividade das políticas públicas implementadas, colocadas estas em prática por intermédio de ações de transformação. Entretanto, essas ações não devem ser observadas isoladamente, já que, quando implementadas em um determinado ambiente, interagem com ações de atores diversos, gerando dinâmicas sociais que serão fundamentais para a concretização dos resultados esperados. A abordagem transdisciplinar pode possibilitar que um objeto seja observado em sua essência, considerando todos os aspectos ambientais ao seu redor, bem como as diversas dinâmicas sociais que possam emergir, de forma a facilitar que o Estado alcance a efetividade de suas ações, proporcionando a transformação desejada para a sociedade. Para isso, são apresentadas neste estudo as bases de um modelo de gestão com enfoque na transdisciplinaridade, considerando os diversos desafios, pesquisados na literatura específica, sobre a gestão de políticas públicas. Para verificação da adequação das bases do modelo proposto, foi realizado estudo de caso do projeto governamental denominado Implantação das UPAS 24 horas no Estado do Rio de Janeiro. Ao aplicar as bases do modelo de gestão transdisciplinar naquele projeto estratégico, concluímos que a gestão transdisciplinar pode maximizar a efetividade da intervenção estatal.

A partir de 2011 o Estado de Minas Gerais reorganizou seu processo de regionalização em saúde, de forma a reestruturar as regiões de saúde e criar redes prioritárias de atenção à população. Tais redes consistem em reestabelecer a coerência entre situação de saúde e sistema de saúde, sendo assim a assistência à população proposta pelo SUS de acordo com o Plano Diretor de Regionalização, será dada de forma contínua e não fragmentada. Como uma dessas redes condiz à Urgência e Emergência, principalmente para os agravos das doenças cardiovasculares e causas externas (acidentes de trânsito), cabe as Unidades de Pronto Atendimento 24 horas (UPA) lançada a partir da Política Nacional de Urgência e Emergência 2003 funcionarem como polos intermediárias entre as Unidade de Atenção Primária à Saúde- UAPS e os hospitais visando entre outras coisas desafogar os prontos-socorros ampliando e melhorando o acesso dos brasileiros aos serviços de urgência do SUS. As UPAS atendem a casos que exijam atenção médica intermediária, como problemas de pressão, febre alta, fraturas, cortes e infartos, evitando que esses pacientes sejam sempre encaminhados aos prontos-socorros dos hospitais. Tendo em vista a proposta de regionalização em saúde do Estado de Minas Gerais, o presente trabalho pretende constituir-se em um estudo de caso referente à UPA de São Pedro (Cidade Alta), de forma a refletir sobre suas ações junto à população e sobre como essas ações proporcionam um suporte as UAPS, atingindo assim seu real papel enquanto atendimento de urgência e emergência.
As from 2011, the state of Minas Gerais has re-organized its process of regionalizing health assistance, in a way to re-structure the health regions and create networks of priority to attend the population. Such networks consist in re-stablishing the coherence between health situation and health system; this way, the assistance to the population proposed by SUS, according to the Directive Plan of Regionalization, will be given in a continuous and nonfragmented form. Since one of these networks leads to the Urgency and Emergency, mainly for the aggravations of the cardiovascular diseases and external causes (traffic accidents), it is the duty of the Unities Ready for Prompt-Attending for 24 Hours (UPA), created from the National Policy for Urgency and Emergency 2003, to work as intermediate branches between the Unity for Primary Attention to Health – UAPS and the hospitals, trying to, among other things, help make the emergency rooms less crowded, broadening and improving the access of Brazilians to the SUS urgency services. The UPAs give assistance to cases which require intermediate medical attention, such as blood pressure issues, high fever, bone fractures, cuts and heart attacks, preventing these patients  from  being  always  led  to  the  hospitals’  emergency rooms. Having in sight the proposal for regionalization of the health system of the state of Minas Gerais, which proposes specific actions to that network, the present dissertation intends to constitute itself as a case study referring to the UPA from São Pedro (Cidade Alta), in a way to reflect about its actions towards the population and about how those actions provide support to the UAPS, playing, this way, its real role as urgency and emergency attending service.

A Política Nacional de Atenção às Urgências (PNAU) foi criada para organizar e planejar a rede de atendimentos, ampliando o acesso e reduzindo as desigualdades responsáveis pela garantia do direito a saúde, com a integração dos níveis de atenção à saúde, como forma de organização nas urgências e emergências. Diretrizes para as organizações de redes loco-regionais de atenção integral às urgências, e conceitos, atribuições e pré-requisitos foram definidos para implementação das UPAs e Salas de estabilização, em locais/unidades estratégicas para configuração dessas redes. As UPAs seriam responsáveis pelo atendimento de casos de complexidade intermediária que visavam estabelecer a relação entre a atenção primária e a atenção terciária, sendo classificadas de acordo com o porte, a capacidade física instalada, o número de leitos disponíveis, gestão de pessoas e a capacidade diária de realizar os atendimentos médicos. Este estudo objetivou analisar a integração e a adequabilidade das UPAs às redes de atenção do Sistema Único de Saúde no Estado do Paraná. Trata-se de um estudo de casos do processo de construção da rede de atenção às urgências e emergências no Paraná através de entrevistas semiestruturadas realizadas em 2012 com coordenadores de uma amostra de 7 UPAs do Paraná em um universo de 14.O critério de escolha da amostra foi realizado a partir da localização, porte, tipo de gestão e abrangência regional. Os dados foram armazenados em planilha eletrônica no formato Microsoft Excel e Stata 11 e apresentados na forma de frequências absolutas e relativas. O sistema de gerenciamento das unidades de pronto-atendimentos no Estado do Paraná ocorre por administração direta via município, e o financiamento das UPAs por via direta entre o Ministério da Saúde e os municípios, não havendo interlocução do governo estadual. Os mecanismos de avaliações estavam presentes em três serviços e com baixa frequência. A demanda das Unidades de Pronto-Atendimento eram maiores do que a sua capacidade. Observou-se a integração parcial das UPAs aos componentes da Rede Paraná Urgência e desigualdade organizacional e de gestão entre os serviços das regiões metropolitanas e interior. Os atendimentos de casos com risco intermediário é realizado conforme o pré-estabelecido para a atenção secundária, entretanto, o atendimento de casos de baixa complexidade em dois serviços não são realizados conforme o proposto, sugerindo desta forma possíveis falhas na atenção primária. Na amostra das UPAs do Paraná, os serviços não estavam adequados com as normativas do Ministério da Saúde conforme o respectivo porte. As UPAs necessitam estar integradas em uma política de redes de atenção em saúde para ampliar a sua resolutividade e garantir os princípios dos SUS
The National Emergency Care Policy (PNAU) was created toward organizing and planning the assistance network, expanding access and reducing inequalities that undermine the right to health, with the integration of healthcare levels as a form of organization at urgencies and emergencies. Guidelines for the organization of local and regional networks of comprehensive attention to urgencies, concepts, attributions and pre-requisites were defined for the implementation of the ECUs and stabilization rooms, at strategic locations/units for the configuration of these networks. The ECUs would be in charge of the assistance to cases of intermediate complexity that aim to establish the relationship between primary and tertiary care, being classified according to their structure, physical capacity installed, number of beds available, personnel management and daily capacity to perform medical services. The purpose of this study was to analyze the integration and adequacy of the ECUs regarding healthcare networks of the Brazilian Unified Health System in the state of Paraná. This is a case study on the construction process of the network of attention to urgencies and emergencies in Paraná, developed through semi-structured interviews conducted in 2012 with coordinators of a sample with 7 ECUs in Paraná among a total of 14. The sample was selected based on the services\' location, structure, management type and regional reach. Data was stored in a spreadsheet of Microsoft Excel and Stata 11 format and presented as absolute and relative frequencies. The management system of the ECUs in Paraná is administered directly by the municipality, and the financing of the ECUs directly between the Health Ministry and the municipalities, without intervention of the state government. The mechanisms of assessment were present in three services, with low frequency. The demand of the Emergence Care Units was higher than their capacity. It was observed a partial integration of the ECUs with the components of Paraná\'s Emergency Network, and organizational and managerial inequality between services in metropolitan regions and towns. The assistance to cases with intermediate risks is performed according to pre-established norms for secondary care; however, the assistance to cases of low complexity in two services is not carried out in accordance with the proposal, suggesting, thus, possible failures in primary care. In the sample of Paraná\'s ECUs, the services did not meet the norms of the Health Ministry according to their respective structure. The ECUs need to be integrated in a healthcare network policy in order to expand their resolution ability and guarantee the principles of the Brazilian Unified Health System
