Masters thesis deals with an issue of public authorities which protect and support public health using their competences. It identifies selected public authorities in the theoretical part and also it explores their jurisdiction. Mentioned authorities are administrated by the different ministries. Thats why there is a focus on practical activities of these authorities. Particularly, there is the focus on the overlapping in their ordinary, preventive and repressive competences. On the other side, attention is also paid to cooperation between the public authorities and its importance. Practical part of the thesis is aimed on some competences imperfections between the authorities, especially in the field of the public catering. There is the main Czech public law in the centre of attention which covers public food safety. Problems with practical application of this law, especially the problems with application of its amendments, are shown on the several practical examples. At the end, the thesis mentioned advantages and disadvantages which provides the amendments for the owners of the food companies and their customers.

Firstly, the historical development and the current status of local governance in the Czech Republic are defined in the theoretical part. Further, the definition of regional policy with the emphasis on the role of the region in regional development is provided. Final section of the theoretical part is dedicated to the financial aspects of local governance, particularly to detailed description of the income and expenditure components of the budget. The analytical part of this thesis begins with the characteristics of the Pardubice region, especially from the geographical and socio-economic perspectives and continues with the analysis of economic performance of the Pardubice region in the period 2011 -- 2013. A comparison of the indebtedness of this region with other regions and the national average is added. Final part of the thesis provides an assessment of the selected regional development project called "Effective Public Administration and Friendly Public Services -- Smart Administration".

Within definitions have been included advantages and disadvantages delegation barriers that prevent the proper functioning of the delegation and activities which cannot delegate and the selection of a suitable employee. This thesis deals with process of delegation and its implementation in practice.
The thesis consists of a theoretical part and an own work. Theoretical part applies
on general concepts of management in the introductory part. Main theoretical part is focused on issues of delegation, its object, elements and goals. Next there are introduced advantages and disadvantages, barriers, which block managers process of delegation.
The analysis of work is written in details, that means what is possible or cant be delegate, planning of delegation, which includes goals of planning, terms, decisions, extent
of authority or inspection. There are not forgotten chapters focused on a choice
of appropriate workmate and a process how to delegate correctly.
The practical part is primarily based on a survey in which statements are followed from literature research. Answers of interviewed managers are presented and then illustrated with graphs, where are also added information from unstructured interviews.
It is also used a method of structured interview with managers for more details.
In conclusion, this own study evaluated the results of the survey and based on these measures is proposed, which should ensure more efficient use of managerial skills
in the surveyed company.

Legal actions occur in the sphere of civil law. Legislation of legal actions is included in the current Civil Code, which also provides what conditions must be satisfied to make a legal act valid and vice versa, which is an invalid legal act, either absolutely or relatively. To be valid, a legal act must be a manifestation of the will, which is directed specifically to the creation, modification or termination of a legal relationship and the law must connect such a manifestation of the will with legal consequences. On the one hand, there is an interest in combating crime, and an urgent or unrepeatable act can help law enforcement authorities to obtain evidence that might not be possible to prove at later stages of the criminal proceedings (whether after the prosecution or the proceedings before court), if the law enforcement authorities did not intervene without undue delay. On the other hand, the urgent and unrepeatable acts could be a significant interference with the rights of the defense, especially in cases where they are carried out before the prosecution begins. This is why there are special provision on the requirements for urgent or unrepeatable acts in the Criminal Procedure Code. This conflict is tolerated because urgent and unrepeatable acts are used to secure and take evidence that risks being thwarted, destroyed or lost, or evidence that cannot be taken in court proceedings. Téma sociálně patologických jevů a jejich prevence je v naší společnosti velmi aktuální. Hledají se účinné strategie vedoucí k předcházení výskytu sociálně patologických jevů. Škola je místem, zejména primární a sekundární prevence. Pokud chceme, aby tato prevence byla efektivní, musí být propracovaná a podílet by se na ní měly osoby, které mají určitý vhled do problému. Negativně je třeba vnímat malou vzdělanost metodiků prevence. Další vzdělávání pedagogických pracovníků a podpora jejich kariérního růstu je v kompetenci ředitelů škol, kteří mohou přidělené finanční prostředky směřovat žádoucím směrem. Tím prevence sociálně patologických jevů bezesporu je. Z výsledků dotazníků vyplývá, že metodici prevence se preventivní činnosti věnují průměrně 3,20 hodin.Za tuto svoji činnost jsou hodnoceni nejčastěji osobním ohodnocením. Obě funkce metodika prevence je často spojována s funkcí výchovného poradce. Funkce jsou častěji odděleny na školách poskytující vzdělání osobám se specifickými vzdělávacími potřebami. Sonda ukázala malou vzdělanost metodiků prevence. 1 Abstract Urgent and unrepeatable acts are an integral part of criminal proceedings and it would be difficult for law enforcement authorities to detect perpetrators of criminal offenses without them. Despite their characteristic of denying fundamental human rights, their implementation is in some cases essential for finding the material truth. This contradiction between the state's effort to maintain security on the one hand and the individual's right to a fair trial on the other poses a risk of possible misconduct for the entire criminal proceedings. The aim of this work was to point out that their implementation has a significant impact on the overall outcome of criminal proceedings considering their changing probative value, or even their absolute ineffectiveness. The individual acts were gradually incorporated into the Criminal Procedure Code from the most general legal boundaries to their present form. However, even today, it cannot be said with certainty that their legal regulation corresponds to the current needs. An analysis of the case law of individual urgent and / or unrepeatable acts shows that their completion by courts is necessary. Závěr Zákonná úprava právních úkonů vedoucích ke skončení pracovního poměru sice netrpí nějakou závažnější vadou, která by ukončení pracovněprávního vztahu činila přehnaně obtížným, ale to neznamená, že by v některých jejích částech nebylo potřeba změn. Co se obecné úpravy právních úkonů týče, nelze dle mého názoru v blízké době očekávat žádné převratné změny. V rámci postupné rekodifikace soukromého práva sice zaujímá stěžejní postavení dlouho diskutovaný nový občanský zákoník, který již má i své paragrafované znění, zkušenosti s táhnoucím se procesem přijetí trestního zákoníku nám však naznačují, že se může jednat o běh na velice dlouhou trať. Změny v úpravě zákoníku práce je v tuto chvíli velmi těžké odhadovat. Všechno se bude odvíjet od povolebního rozložení sil a schopnosti jednotlivých politických stran prosadit svá opatření v boji s celosvětovou finanční a ekonomickou krizí. Při snaze o nastartování ekonomického růstu je však velmi dobře možné, že případné změny se nejvíce odrazí v úpravě skončení pracovního poměru a institutech s ním spojenými. But this relation is not the case of easy and unidirectional impact of social knowledge to educational science. That is why the first part of this thesis is focused on four important postmodern philosophical and sociological concepts differently delimiting as distinct from modern society. General overview of contemporary society change characteristics proceeding from these analyses is the basis of rather different ways of pedagogical thinking followings. With three pedagogical conceptions simultaneously present in nowadays pedagogical discourse, but originally emerged in different eras and different social backgrounds I am trying to point to considerable antinomy demands on present aims of education. I am delineating which phrasings of social reality the contemporary Czech educational policy is rising from. I am stating that the reduction of social reality as background of education in general can lead to formation of ambivalences in suggested educational policy solutions. The main question was: "what are the potential threats to (i) building (ii) day-to-day operations of the Directorate?" The stress will be put on problematic details of current legislation and conceptions created during the procedure of recodification of criminal procedure in the Czech republic.The thesis is divided into seven chapters, which analyse the initiation of criminal prosecution from different points of view and as a result describe the initiation of criminal prosecution as one of the most important proceduralal acts of whole criminal procedure. Each of us lives in some municipality or at least in the cadastral district of some municipality. The council of each municipality deals daily with many issues connected with routine and visible operation of municipality. Unfortunately, sometimes it is necessary to be prepared to solve also the exceptional events or even crisis situations. The author aims to create the summarization which will resume the duties of mayors connected with crisis management and which will help the mayors with long examination of this issue. This thesis covers the Pilsen region because this is the author's home town. To create such a document, it is necessary to perform following operations. First of all, it is required to cover the whole theory of this issue which is laid down in several legislative documents collectively named "the Crisis Legislation". Processing of these legislative documents is performed to correspond to topic of this thesis and not to include the useless information beyond the frame of the topic. The name of the thesis is "Obligations of mayors at solution of emergency and crisis situations in Pilsen region". Indivisible part of dealing with exceptional event and crisis situation is also the preparation for its´ solving within period before occurrence of the exceptional event or crisis situation. This is also covered in processing of the legislative documents. The research part of this thesis focuses on knowledge of mayors to clarify the real need to create this summarization and also the required particularity of this document. This research was conducted by means of questionnaires containing fifteen questions. Five of them are YES/NO questions and the left ten questions are close-ended with one correct answer. The YES/NO (so called informative) questions and answers indicate whether the questionnaires were filled out by the mayors of either cities or villages, what are the sources of threat and several other information. The electronic form was filled out by 100 mayors of the total 501 municipalities of the Pilsen Region. To have the possibility to compare the results of mayors with other results, the same questionnaire in the paper form with only 10 close-ended questions with one correct answer was sent also to 50 laymen from the social environment of the author. On basis of these researches, following hypotheses were pronounced: H1 Mayors and chairmen in the Pilsen Region have the knowledge distributed close to Poisson distribution. H2 Laymen from social environment of the author have knowledge distributed close to normal distribution. H3 Mayors in the Pilsen Region have higher level of knowledge than the laymen from the social environment of the author. The H1 and H2 hypotheses were verified by the 2 test on the level of statistic relevance =0,05, whereas the H1 was refuted and the H2 was confirmed. The H3 hypothesis was then confirmed by the double-choice T-test. Each question of the questionnaire (inclusive the informative questions for mayors) was individually visualised in the diagram, which presents the percentual fruitfulness of mayors and of laymen. These diagrams show obviously that the majority of mayors who filled up the questionnaire, are the mayors of smaller municipalities. More than a half (63%) of these municipalities have less than 500 inhabitants. Large part of these mayors are probably mayors with a full-time employment. The results of mayors did not confirm the distribution of knowledge close to Poisson distribution and the total fruitfulness of mayors´ answers was 61%. This signifies that it is desirable to create this summarization rather as more detailed document with concentration on smaller municipalities and as a chart. The author believes that this summarization will be useful for the mayors.

Game is a key activity in preschool age, theme of my thesis is therefore related to acts of game and a role of toys in this particular age. Aim of my research is to describe gaming activities with toys, primarily with a doll and a toy car, which are the most typical toys for preschool children. It is very important for kindergarten teachers to know childrens preferences and attitude to the most used types of toys, because it is them, who choose the offer of toys and equipment of class. In theoretical part, I try to find out which areas of development are affected by game. Practical part deals with a semi-structured observation of game process and it determines game's gender dimension. By a method of interview with 27 parents and 25 children I try to find out their knowledge of basic toys, choice of toy itself, which toys kids possess and which toys they prefer. It can be expected, that preschool age children have built a basic gender identity, that is perceived by them as partly changeable. For this reason, my research focuses on gender distinctiveness, which could occur during an interview or a game. The research has proved gender categorization of dolls and toy cars. Based on the analysis of Sigmund Freud's texts, it examines the ways in which we can talk about dreams and other unconscious manifestations and what influence such talk has on the individuals participating in the communicational process. The thesis charts several of Sigmund Freud's important texts that are used as a basis to prove that thanks to the mystery surrounding it, a dream can exert significant influence on communication. Sigmund Freud's theory was chosen for this thesis, whose works about dreams and whose interest in examining unconscious manifestations, such as forgetting, slipping of the tongue, faulty acts and other, contain a communicational potential, whose surface Freud barely scratches, or which he often treats with outright neglect. Invalidity of legal acts concerns every subject and object of legal relationships. Nowadays this topic is also very actual due to the recodification of Civil Law which brings fundamental changes. Comparison with German legislation is very contributive thanks to its consistency during 20th century that is in contrast with inconsistency of Czech legislation caused by political changes (especially by 40 years of communism in the territory of the Czech Republic). The first part deals with the old regulation under the Act No. 40/1964 Coll., the second one the new regulation under the Act. Quick and professional action by the units of the Integrated Rescue System at the scenes of road traffic accidents is essential primarily for saving people´s lives and health, of secondary importance is the protection of property and the environment. If there is a road traffic accident which by its scope and nature requires units of the Integrated Rescue System to be called out, the individual intervening entities do what they can to reduce or eliminate the consequences of these exceptional events not only for the individuals concerned but also for the wider vicinity. The goal of this thesis is to analyse the tasks of the units of the Integrated Rescue System, and the Police Force of the Czech Republic within their framework, at the scenes of road traffic accidents and to summarise theoretical approaches to this question with references to valid legal standards. The theoretical part addresses acccident rate trends in the Czech Republic, it defines the term traffic accident and the term Integrated Rescue System. It maps the activities of the units of the Integrated Rescue System at the scenes of road traffic accidents and specifies procedures of the individual units at the scene of intervention with emphasis on the role and tasks of the Police Force of the Czech Republic. It provides a complex overview of the issue with an account of the related legal standards and documents. The empirical section contains an analysis and comparison of the call outs of the units of the Integrated Rescue System, using as its base theoretical approaches, joint tactical exercises and the interventions themselves at the scenes of accidents. The results and the conclusion provide information about the importance and essential nature of coordinated cooperation between the individual units of the Integrated Rescue System, they evalute the current level of interaction and the need for joint exercises in order constantly to perfect interventions, in the interest of the goal of saving the lives and health of people and protecting property and the environment.

Diploma project is focused on a parish as a representant of the church in a local area where it is trying to reach four well known goals of the church - liturgia, martyria, diakonia, koinonia. The Parish analysis is a method which can help parishes to fullfill these important missions. The first part of the diploma project is dedicated to the theory which is trying to provide a complex view on the parish itself. The second part is about the parish's tasks like its local roles streaming from the church and its ability to fullfil them. Third part is focused on the parish analysis as a method of parish renewal process. It describes its main characteristics, how the process is working and describes some recommendations how to apply the parish analysis based upon some examples from abroad. In the last part of diploma project, the author is trying to help parishes in the application of the parish analysis by the preparation of a questionary for the investigation phase of the current status of a parish. This part describes questionary's preparation procedure, pilot investigation and a preparation of a new questionary based upon the evalution of the previous one. The diploma project goal is to motivate a parish to the selfreflection and encourage it to start real steps heading to the parish's renewal and development.

This theme is so extensive that it cannot be fully covered within a defined range, therefore the thesis only deals with certain aspects. Spatial analysis for optimization of student assignments in cartography Abstract The aim of the diploma thesis is to perform a multi-criteria analysis of large spatial data, which will result in the identification of a predetermined number of the variants of the territory, which are optimal for creating the student assignments. The main part of the thesis is to design and to calculate the spatial evaluation criteria. In the theoretical part, a theory of multi-criteria analysis and examples of its use in general in geoinformatics and assessment of landscape potential are presented. The practical part is devoted to the design of own methodology for assessment of the territory from the point of view of suitability for processing of student tasks, including its application over the territory of the Czechia in order to obtain information about the territory. Multi-criteria analysis was divided into two steps: pre-selection of the territory based on Boolean evaluation and subsequent sorting of the variants from the most suitable to the least appropriate using the TOPSIS method. The topic of this diploma thesis is communication and cooperation of school and parents about home preparation of pupils. The theoretical part is divided into two parts. The first part deals with home preparation and homework. There are mentioned some suggestions how the homework should look like, how to set it in class and how to evaluate it. A very important section of the theoretical part is a chapter about positive and negative influences of homework. The second part is concerned with communication and cooperation of school and parents about home preparation. We map the possibilities of parent-teacher cooperation concerning home preparation of students. Moreover, we describe how to involve parents in home preparation and how to proceed. There are also recommendations for parents. In the empirical part of this thesis, we research attitudes of parents, teachers and pupils to home preparation. The main method was a questionnaire supplemented with semi-structured dialogues with some of the respondents (teachers and parents). The results of the research show that teachers have a positive attitude towards homework and that teachers think that homework is important. The attitude of parents and pupils is neutral. The majority of parents think teachers should set homework.

I concentrate on the health physical education in my graduation theses which I think is necessary part of education on grounds of many occurrences of children´s poor posture at the first stage. I targeted the occurence of the children´s postural defect and I chose the appropriate test excercises for the orientation locomotive organs, postural muscles and flagging muscles assessment. I did a control test after one year exercising with the children and compared wheather the physical defects are reduced or disapeared with the regular training. It´s necessary to remind which postural defects are occured at the small children and elements implicated them.

The purpose of this diploma thesis is to research the procedural part of Act no. 418/2011 Coll., the criminal liability of legal entities and proceedings against them in more detailed way, especially discuss the specific differences in criminal procedure against legal entities, which differ from the general provisions in criminal procedure against natural persons. The master thesis deals with the applicability of the model of therapeutic community in the work with youth at risk. The aim of the thesis is to provide information about possible connection of these two phenomena based on theory and Czech practice. The thesis has a theoretical and an empirical part. The chapters of the theoretical part describe target groups from the view of adulthood development, the model of therapeutic community and its possible application in various diagnostic circles. The last chapter of the theoretical part describes the employment of the model of therapeutic community in the work with youth at risk in a historical perspective. Next, it suggests that the model of therapeutic community is compatible with the attainment of developmental goals during maturing. The empirical part maps the usage of elements of therapeutic community model in selected facilities which work with youth at risk. The possible approach towards the teaching of literature at the 9th grade level of primary education is the central topic of this thesis. The main idea is to base literature teaching on a system of working sheets, which relate to extracts from 4 selected books. These books have a common theme; real-life situations relevant to students of the 9th grade. Such theme has been preselected on the author's perception that students are becoming less in contact with the literary world, thus seeking a path to bring students closer to it. The goal is to show pupils the relevance and practical use of literature, with the use of diverse tasks and assignments and to convince them that reading may be entertaining as well as educating. A specific characteristic of the thesis is the fact that the research has been carried out in a given classroom at one of Prague's primary schools, where the author teaches Czech Language and Literature. Therefore, a key element of the thesis is the discussion of first hand findings and lessons-learned during these lessons. On the basis of the working sheet system trial results in class, this method proves to be efficient. Students reacted positively to the learning system and the text excerpts allowed them to complete literary tasks and also to discuss the described real-life situations...
