Der volle Inhalt der QuelleDuring the last two decades, several French municipalities have reintroduced tramways in order to control urban mobility. A general question about the very mastering of these technological projects is at the origin of my work. The study of the first phase of the Strasbourg's “Tramway” project allows me for a concrete analysis of the steerage function and to overstep the bounders of management. I introduce the notion of “sociotechnical frame” in order to extend the methodological principles of the actor-network theory, which found this study. Project steerage is analysed as a communication process, in terms of production and flux of inscriptions (plannings, reports, models. . . ). These elements circulating among actors are considered the substance of organisation and the base of the project evolution. Within the network so constituted, steerage takes the form of a distributed action and is understood as a work of mediation. Besides coordination, communication enables coherence. The project's inscriptions configure a steerage discourse that articulates its definition as well as the actors and the technologies at stake within the sociotechnical frame. The analysis of this particular case offers a guide to explore the initial general questioning and to test the underlying theories. But this work is also a proposal to bring research closer to management and policy. Technology policy is frequently subordinated to economic policy, even at the urban scale. My dissertation contributes to a collective effort to enlarge the policy scope and open it up to a more comprehensive consideration of the factors taking part in innovation, social and technical at once

In Strasbourg and its Eurometropole, pollution levels linked to car use exceed legal requirements. At the same time, the public transport system, designed in the 1990s, is failing. This research aims to understand the territorial reconfigurations and the interplay of stakeholders emerging from Strasbourg's metropolitan fabric. It examines the role of a mass transit service (SERM) in the processes involved in structuring both stakeholders and the cross-border metropolis. It is structured around the European Metropolitan Express Network (REME) resulting from the Grenelle des Mobilités and includes interviews with local stakeholders involved in the consultation process. Somewhere between a political arena, a collective narrative and a projected territory, the REME - supported collectively by the Eurometropole and the Grand Est Region - highlights the emergence of an interterritorialité around rail that is redefining the contours of Strasbourg's metropolitan area

Der volle Inhalt der QuelleSur un plan théorique, la thèse vise ainsi à démontrer la cohérence de ce type d'indicateur avec le calcul traditionnel de surplus pour l'intégrer dans une analyse coûts-avantages en complément des gains de temps, habituellement utilisés. Sur un plan empirique, la thèse permet d'évaluer, sur l'aire d'étude de Strasbourg, l'impact de la mise en place d'une politique de transport favorable aux transports en commun sur le niveau d'accessibilité des automobilistes et usagers des transports en commun. Elle repose ainsi sur une modélisation associant un SIG et un modèle à quatre étapes.
Outre une méthodologie standard pouvant être appliquée à d'autres agglomérations, la thèse fournit des résultats intéressants tant en termes d'évaluation de politiques urbaine et de transport que de prospective. La voiture particulière reste, malgré l'amélioration du réseau de transports en commun, le mode le plus performant à l'échelle du territoire. Les transports en commun sont, quant à eux plus performants pour accéder au centre-ville même si les ambitions de réduction des inégalités territoriales ne sont que partiellement atteintes. Des scénarii prospectifs mis en place pour réduire le différentiel d'accessibilité entre ces deux modes (introduction d'un péage urbain ou d'une taxe automobile, limitation des vitesses sur voies rapides et amélioration des fréquences des bus et tramways), l'amélioration des temps de parcours en transports en commun présente les meilleurs résultats.

According to the mass media, the world environmental equilibrium seems to be threatened in a way that future generations would not be able to benefit of today's natural resources, if nothing is done to change this situation. Researchers who have studied the question emphasize not only the importance but also the accretion of major technological hazards mainly since the industrial revolution and the consequent urban growth. Because of their amplitude the impacts of major technological hazards related to technical progress are better known today even if solutions are not always easy to find or to apply. Cities as places of great population densities have often witnessed minor hazards throughout their history. These minor and not well known technological hazards constitute the subject of this thesis. Hazards related to the location of gas stations in the city of Strasbourg (Communauté urbaine de Strasbourg) are studied, identified, classified, through their particular characteristics. The main hypothesis is that minor technological hazards correspond to activities characterized less by unanticipated impacts than by an important degree of vulnerability due to their immediate environment. An analysis of minor technological hazards using the example of gas stations has been the first step to verify this hypothesis. The second step deals with the constitution of a located data base used to define a classification of various activities according to their degree of vulnerability in a GIS with a server to be used by protection or intervention services e. Der volle Inhalt der QuelleThis research work provides two assessment tools based on both ecocentric and anthropogenic approaches. We argued that these approaches are complementary and they lead not only to understand ecological functions of urban green spaces but also to quantify ecosystem services provided to society. Based on bottom up approach, two urban habitats were assessed : lawns and urban forest. Due to the lack of knowledge about ecological functions of urban lawns, it was required to implement a monitoring protocol that helps to provide a baseline and measure the changes of flora composition and structure across urban green spaces. Although monitoring protocol had some limitations, it intended to highlight the response of lawn flora to environmental patterns and to particular human activities such as management techniques and trampling. Urban forest was assessed by quantifying it structure and some ecosystem services and desservices using i-Tree model Eco. Based on biophysical indicators, the model quantify the total carbon stored and the annually carbon sequestered, the annually amount of pollution removal, and the annually amount of biogenic emissions by trees. Although some uncertainty remains about the application of this model, it was shown that urban trees improve local air quality. However, to alleviate air pollution within urban area, planting and managing trees should be associated with an integrative planning strategy that takes into account other factors. Our study also incorporates operational items, so we have tried to provide some guidance to planners and green spaces managers with reference to our assessment results

The second objective is to propose a methodology to map the urban structure at urban fabric scale taking into account the grey and green infrastructures. In current databases, vegetation is not mapped in an exhaustive way. Therefore the first step is to extract tree and grass vegetation using Pléiades satellite images using an object-based image analysis and an active learning classification. Based on those classifications and multi-sources data, an approach based on knowledge discovery in databases is proposed. It is focused on set of indicators mostly coming from urbanism and landscape ecology. The methodology is built on Strasbourg and applied on Rennes to validate and check its reproducibility
