The essays presented in this dissertation strive to narrow the gap between Operations models and practice. They describe three models with seemingly paradoxical or counter-intuitive predictions and then test them in the controlled environment of the laboratory.Essay 1 studies the departure time decisions of commuters traversing a Y-shaped network with two bottlenecks, who wish to arrive at their common destination at a desired time. Imposed on the network are costs associated with arriving either too early or too late with respect to an exogenously determined arrival time as well as to the delay experienced due to the bottlenecks. The equilibrium solution implies that, for certain parameter values, expanding the capacity of the upstream bottlenecks while keeping the capacity of the other fixed may induce a shift in the endogenously-determined departure times so as to increase total travel costs. We report the results of a large-group experiment designed to test this counterintuitive hypothesis. Our experimental results are strongly supportive of this prediction.Essay 2 examines the Braess Paradox which is a counterintuitive discovery that removing a link from a network that is subject to congestion may decrease the equilibrium travel cost for each of its users. We demonstrate this phenomenon in a complex network and test it experimentally with large groups of players. Our main purpose is to compare two information conditions. In the PUBLIC condition every user is informed of the route choices and payoffs of all the users. In the PRIVATE condition, each user is only informed of her own payoff. We show that under both information conditions, aggregate route choices converge to equilibrium.Essay 3 examines the impact of information on the routing decisions that drivers make in a congestible two route traffic network. We present a model and theoretical predictions of driver choices in such a network and compare outcomes under conditions of full and no-information regarding the capacities of each route. Under certain circumstances, the model predicts a paradox: aggregate travel delays increase with the provision of a priori information regarding stochastic travel conditions. We report evidence supporting this paradox in a laboratory experiment.

Understanding household long-term decisions concerning residential location/relocation, car ownership and short-term activity travel choices are crucial for land use and transport planning. However, when addressing these issues, multitudes of choice models applying individual or unitary household decision-making mechanisms have dominated in transport studies, ignoring the interactions among household members in consensual decision making in real situations. To promote the investigation of these issues from a group decision-making perspective, this study explores the applicability of various group decision-making approaches to investigate multiple long-term decisions and short-term choices. Specifically, this thesis has four main research objectives: 1) adopt a utilitarian approach to develop an integrated model that links household members' consensual long-term decisions like housing, vehicle ownership and short-term activity-travel decisions like time use, explicitly capturing expenditure tradeoff for long-term decisions on housing and car ownership; 2) employ the Nash bargaining approach to model household members' consensual car ownership choice and examine this choice from the perspective of household time allocation; 3) apply an egalitarian bargaining approach (capture household members' concern for equity) to model household residential relocation choice, make a comparative study among this approach, Nash bargaining approach, and conventional utilitarian approach, and then accommodate these heterogeneous group decision mechanisms in a unified modeling framework; 4) examine the impacts of vehicle usage rationing policy on household car ownership and spouses' time allocation patterns. The database that serves for empirical applications of the formulated models is from a two-wave household activity-travel diary survey conducted in Beijing. This thesis contributes to current literature by adopting new approaches to investigate various group decision-making mechanisms among household members, comparing and assessing the predictive performance of different group decision approaches, as well as explicitly capturing household's long-term expenditure tradeoff. Insights and findings from this study are helpful for gaining profound understanding of spatial distribution of residence, household car ownership and individuals' activity-travel patterns, which will be conducive to the formulation of relevant policies for sustainable urban development.

Проаналізовано різні методики оцінки ефективності вантажоперевезень. Здійснено аналіз сучасного стану ТОВ «Імпорт Сервіс Груп», проаналізовані основні показники міжнародної діяльності підприємства. Проведено аналіз чинників зовнішнього та внутрішнього впливу. Комплексним методом здійснено аналіз ефективності імпортних вантажоперевезень ТОВ «Імпорт Сервіс Груп». Запропоновано напрямки підвищення ефективності діяльності ТОВ «Імпорт Сервіс Груп» шляхом автоматизації процесу ведення постачань та складської логістики, а також запропоновано використання власних транспортних засобів для постачань по Україні.
Thesis consists of three chapters. The object of the study is the efficiency of import of cargo transportation of «Import Service Group» LTD and ways to improve it. The study considers the theoretical aspects of the efficiency of international cargo transportation, efficiency indicators and the factors that affect them. Various methods for assessing the efficiency of cargo transportation are analyzed. The analysis of a modern condition of «Import Service Group» LTD is carried out, the basic indicators of the international activity of the enterprise are analyzed. The analysis of factors of external and internal influence is carried out. The analysis of efficiency of import cargo transportations of «Import Service Group is carried out by a complex method. The directions of increase of efficiency of Import Service Group’s activity with automation of process of conducting deliveries and warehouse logistics are offered, and also use of own vehicles for deliveries across Ukraine is offered.

One of the main factors that must be taken into account when developing a design model of the transport and warehousing process is the ability of this process to conduct quality control procedures for its implementation. That is, if the process cannot be controlled, it cannot be managed. It is necessary to take into account the cost of control procedures in relation to the project itself. It is possible that the cost of control will exceed the cost of the project itself, which may make its implementation inexpedient.

Transportation remains the largest source of U.S.-based carbon emissions, and reducing emissions from this source continues to challenge experts. Addressing challenging problems requires diverse modes of thinking—and at present the transportation workforce is not diverse in terms of gender, with women occupying only about 14% of the transportation workforce. This research developed and tested a school-based intervention that uses pro-environmental framing and exposure to women transportation role models to help attract more women to transportation careers. To investigate the efficacy of the intervention, the research team studied control and treatment groups of university students using pre- and post-surveys to measure changes in student understanding and interest in transportation fields and careers. Students in both groups were enrolled in a climate change course, and students in the treatment group completed an additional transportation learning module designed to stimulate interest in transportation careers. The results showed that by the end of the semester, student awareness that the transportation industry can provide green and sustainable careers increased by 39.7% in the treatment group compared to no change in the control group. In addition, student openness to working in a transportation related career increased by 17.5% for females in the treatment group compared to no change in the male treatment group and no change in the control group. Given the success of this intervention, similar educational modules at various educational levels could increase the number of women working in transportation. Should such approaches be successful, society will be better prepared to respond to environmental challenges like climate change.

In August 2022, MTI issued a report entitled Changing Patterns of Violence Pose New Challenges to Public Surface Transportation in the United States. That report analyzed the frequency and lethality of attacks on public surface transport in economically advanced countries. But what has been going on in non-economically advanced countries – the vast majority of countries in the world? Using the MTI database of Terrorist and Serious Criminal Attacks Against Public Surface Transportation, the authors analyzed attacks against passenger trains and train stations, buses and bus stations and stops, and all rail infrastructure and operating and security personnel in both sets of countries between January 1, 2004, and December 31, 2022. For this analysis, countries that are economically advanced are based mostly on OCED membership and are designated as Group 1, and those with developing economies and others that are not OECD members, are designated as Group 2. (Group 3 countries are Israel and territory controlled by the Palestinian authority, which MTI will address in a separate report). This report focuses on Group 2 countries, comparing them to Group 1 countries. Group 2 had more than 7 times the number of attacks, and the lethality of its attacks was 3 times greater than in Group 1. In Group 2, many countries have long-running insurgencies that produce frequent and lethal attacks. There are far more attacks on buses and bus depots and stops in Group 2, reflecting greater reliance on bus travel. Explosives dominate attack methods, and while jihadist attackers are responsible for only 9.7% of attacks, they create 33.7% of fatalities. Jihadists are the most lethal attackers in both Group 1 and Group 2 countries. Suicide attacks account for only about 3% of the attacks in both groups, but while that percentage has gone down in Group 1, it has gone up in Group 2.

California is aggressively moving forward with efforts to deploy zero-emission transportation technology to fight climate change, especially the Greenhouse Gas (GHG) emissions from the high-impact transportation sector. However, to date, the investments California has made with Cap-and-Trade funding have focused on ground transportation and some marine sources and not the aircraft at the over 140 airports in the state. Through a California-focused comprehensive GHG emissions analysis, this research project seeks to determine how RAM using electric/hybrid electric aircraft can provide new high-speed transportation for high-priority passenger and cargo movement within Fresno County and connections to coastal urban centers. Using VISION, a model developed by the Argonne National Laboratory Transportation Systems Assessment Group, the research team identified and compared the emission per mile and emission per passenger mile between different modes of transportation using traditional petroleum fuel and other sustainable alternatives at an individual level and within the context of the transportation sector, by comparing different modes of transportation. With this estimation on hand, it becomes more viable for the state of California and other states, as well as the federal government, to establish guidelines and goals for transportation policies and investments.

This document provides an overview of the current landscape of app-based collective transportation in Latin America and the Caribbean from the perspective of its contributions to social inclusion and environmental sustainability. The research builds on a review of the recent academic literature and a review of available secondary evidence from technical reports and policy documents. The analysis of secondary evidence is expanded upon through primary evidence from a stakeholder survey and semi-structured interviews with a select group of stakeholders in the transportation sector in the region. The manuscript shows the current situation in what remains an emerging industry in Latin America and the Caribbean, spanning from the terminology used by practitioners in different sectors to refer to app-based collective transportation, such as vanpooling, microtransit or micro transport, to the overview of different business approaches and regulatory responses in various contexts. The paper finalizes by presenting an evidence-based reflection of the prospects and expectations from different perspectives about the contribution of technology-enabled collective transportation to social and environmental challenges for transport in the region.

Cold in-place recycling (CIR) involves the recycling of the asphalt portions (including hot-mix asphalt and chip, slurry, and cape seals, as well as others) of a flexible or composite pavement with asphalt emulsion or foamed asphalt as the binding agent. Full-depth reclamation (FDR) includes the recycling of the entire depth of the pavement and, in some cases, a portion of the subgrade with asphalt, cement, or lime products as binding agents. Both processes are extensively utilized in Illinois. This project reviewed CIR and FDR projects identified by the Illinois Department of Transportation (IDOT) from the Transportation Bulletin and provided comments on pavement designs and special provisions. The researchers evaluated the performance of existing CIR/FDR projects through pavement condition surveys and analysis of falling weight deflectometer data collected by IDOT. They also reviewed CIR/FDR literature and updated/modified (as appropriate) previously provided inputs concerning mix design, testing procedures, thickness design, construction, and performance as well as cold central plant recycling (CCPR) literature related to design and construction. The team monitored the performance of test sections at the National Center for Asphalt Technology and Virginia Department of Transportation. The researchers assisted IDOT in the development of a CCPR special provision as well as responded to IDOT inquiries and questions concerning issues related to CIR, FDR, and CCPR. They attended meetings of IDOT’s FDR with the Cement Working Group and provided input in the development of a special provision for FDR with cement. The project’s activities confirmed that CIR, FDR, and CCPR techniques are successfully utilized in Illinois. Recommendations for improving the above-discussed techniques are provided.

Access to transportation may be required for many daily tasks, including going to work, health care visits, and obtaining groceries. Previous research suggests that a lack of transportation, especially among adults who are older, uninsured, and have lower incomes, leads to reduced access to health care, which may then lead to adverse health outcomes (1,2). Using data from the 2022 National Health Interview Survey, this report describes the percentage of adults who lacked reliable transportation for daily living in the past 12 months by selected sociodemographic and geographic characteristics. Key findings Data from the National Health Interview Survey ● In 2022, 5.7% of adults lacked reliable transportation for daily living in the past 12 months. Women (6.1%) were more likely than men (5.3%) to lack reliable transportation. ● The percentage of adults who lacked reliable transportation was lowest among Asian non-Hispanic adults (3.6%) compared with other race and Hispanic origin groups. ● Lack of reliable transportation decreased with increasing education level and family income. ● Adults living in the West North Central region of the United States (7.5%) were more likely to lack reliable transportation than the national average (5.7%), while adults in New England (4.1%) were less likely
