In this paper I examine the role of tragedy in the ancient emergence of philosophical interiority and in the recent return of exteriority that marks the birth of theory. I argue that tragedy names a kind of epistemic threshold between systems of knowledge predicated on exteriority and interiority. I conclude by arguing that Derrida's late effort to articulate a messianic model of the tragic in Specters of Marx and elsewhere, his effort to “think the ghost,” both confirms and complicates tragedy's place in the history of theory.

Abstract Joanna Baillie (1762–1851) came to fame in 1798 with the first volume of her Plays on the Passions, which included her theoretical account of drama, including tragedy. This article reconstructs Baillie's theory of tragedy and shows how the theory informs the design of the Plays on the Passions. For Baillie, all human beings have powerful and dangerous passions that we need to learn to regulate. Tragedy can help with this and can serve an educative purpose by presenting us with narratives in which the protagonists repeatedly fail to check the growth of a particular passion, such as jealousy or hatred. We witness this passion gain more and more hold over the character's mind until they are destroyed. This offers a warning and motivates us to watch out for the growth of our own passions and keep them in check. Baillie's theory of tragedy is original and combines a moral orientation, a voluntarist belief in free will, and optimism about the human condition. For her, the sufferings undergone by tragic characters could have been avoided had the characters made better choices. Thus the message of tragedy is not that suffering is inescapable but that suffering can be minimized if we cultivate self-knowledge and emotional self-control.

Hegel’s aesthetic theory of tragedy is divided into three parts: occurrence, development and resolution, in which the root cause of tragedy is conflict, the way of tragedy development is struggle, and the result of tragedy resolution is reconciliation. The ancient Chinese novel Romance of the Three Kingdoms contains conflicting loyalties and righteousness, and is set against the backdrop of war. Its tragic causes and tragic effects are in line with Hegel’s aesthetic theory of tragedy. Therefore, by analysing the ancient Chinese novel, we can gain a deeper understanding of Hegel’s aesthetic theory of tragedy.

Although most literary critics tacitly acknowledge that suffering is the ground of all tragedy, I have not seen a satisfactory examination of this idea's implications. My aim, while not challenging that basic assumption, is to explore whether a reasonably systematic questioning of the implications can help our understanding and appreciation of tragedy and, more importantly, of individual tragedies. I have found most help in philosophical writings, not so much by those who have written directly about literary tragedy as by those who have written with illumination about suffering in life. Amongst them I have found the greatest help from the Russian Christian existentialist Nikolai Berdyaev (1874-1948), whose books deal with the varying causes of the suffering entailed in the human condition, the possible responses of the sufferer and the possible effects of those responses. The thesis is an attempt to find whether his various approaches to and comments on life's suffering can be transferred to and illuminate literary tragedy. I begin by examining those aspects of Berdyaev's philosophy that seem most likely to achieve such illumination and then, chapter by chapter, to discover whether one particular aspect of his philosophy (cause, response, or effect) can cast light on a particular tragedy or sometimes a group of tragedies, the aim being always to concentrate on individual tragedies, so seeking depth rather than breadth. In two senses the entire thesis can be claimed to be original, in that no critic has made an adequate attempt to analyze suffering in tragedy, nor has anyone applied Berdyaev's philosophy of life's suffering to literature. In addition I would claim that some of the resulting interpretations of individual tragedies make a contribution to critical discussion. Lastly, it may be thought that the examination of the reader/audience tragic response that features throughout and forms the basis of the Conclusion provides a distinctive focus for the thesis and can inform future debate.

Why has the United States, given its status as the sole remaining superpower following its Cold War victory, been unable to translate its preponderance of power into the outcomes it desires? The system established by the United States over the course of the Cold War does not effectively translate its power into influence in the post-Cold War world. In fact, the way US-Soviet competition shaped global affairs created systemic problems, weak and failing states, terrorism, autocracy and human rights abuse, that cannot be solved by the mechanisms of influence the US relied upon to win the Cold War. However, precisely these issues now dominate the American foreign policy agenda as its strategic objective shifted from defeating communism to maintaining the stability of the liberal world order that resulted from communism’s defeat. The United States, reliant on Cold War era mechanisms of influence, lacks the tools to accomplish these new objectives because these mechanisms were designed to exploit or accept the problems of statehood that now plague the liberal world order. Therefore, for the United States to make effective use of its abundance of power, it must either change its tools or its objectives.

The thesis is an attempt to refute the indictment of Storm's work as being sentimental and melancholy, arguing that such a judgment fails to take account of the writer's portrayal of tragedy in the final seventeen years of his life. Chapter One analyses a number of aspects of Storm's thought and experience which disposed him towards a tragic view of the world: this includes an examination of the possible impact of the popular philosophies of Feuerbach, the Materialists, Darwin and Schopenhauer, as well as the significance of his educational background, his career as a judge, and his attitude to family life, religion, politics and society. Chapter Two considers the aesthetic convictions underlying Storm's conception and portrayal of tragedy, looking also at the idea of the Novelle as a suitable medium for tragedy and at the relationship between the author's later work and the tragedies of Naturalism. Chapters Three to Five present a detailed study of six individual Novellen which treat themes representative of Storm's work. Chapter Three focuses on Storm's attitude to the destructive potential of prejudice and superstition in society, taking Renate (1878) and Ein Doppelganger (1886) as examples of "The Tragedy of Social Compulsion". Chapter Four investigates his pessimistic preoccupation with the subject of heredity, discussing John Riew' (1885) and Der Herr Etatsrat (1881) as cases of "The Tragedy of Genetic Compulsion". Chapter Five is entitled "The Tragedy of Personal Responsibility": it examines Ein Bekenntnis (1887) and Zur Chronik von Grieshuus (1883) as Novellen in which the leading characters incur specific moral guilt, and considers the nature and results of their attempts to atone for their crime.

The thesis focuses on the theory of tragedy in Germany around 1800, and has two primary aims: to demonstrate the importance of idealist thought for contemporary approaches to tragedy and the tragic; and to revise the intellectual historiography of the classic phase in German letters. It traces reflection on Greek tragedy from the Querelle des anciens et des modernes in France around 1700 through the aesthetic systems formulated in Germany around 1800. Two intellectual developments are emphasized: the historicist consciousness that develops throughout the eighteenth century and places Greek tragedy more radically in its cultural context than ever before; and the idealist philosophy of art, which seeks to restore a measure of universality to the ancient genre, seeing it as the manifestation of a timeless quality of ‘the tragic.’ These two impulses, historicizing and universalizing, it is argued, are fundamental to modern understanding of Greek tragedy. The genealogical method seeks to establish a greater continuity with earlier eighteenth-century thought than is generally recognized, and to refute the teleologies that dominate accounts of idealist thought. A reconstruction of the central texts of Schiller, Schelling, Hegel, and Hölderlin reveals that the theory of tragedy around 1800 is in large part a reflection on history, an effort to understand how ancient literature can be meaningful in modernity. Greek tragedy becomes the ground for an engagement with the pastness of antiquity and its possible presence. Idealist theories, far from dissolving particularity in abstraction, seek a mediation between philological historicism and philosophical universalism in considering Greek tragedy. A genealogy of the tragic suggests that such mediation remains a vital task for scholars of the Classics.

This dissertation argues that Hegel’s theory of tragedy is best understood in combination with his theory of the historical progress of subjective freedom, and that this progress is manifested as the heroes of tragic drama in its different stages of antiquity, early modernity, and late modernity. The truth of tragedy for Hegel, like the content of all art, progresses concomitantly with human freedom, reason, and subjectivity. Likewise, humanity’s self-understanding of these aspects of itself also historically progresses. In this light, I further argue that Hegel’s theory shows tragedy to be not only a historically contextualized cultural practice and form of self-understanding but also a presentation of absolute truth: the truth of a culture at a particular historical moment is presented in its tragedy, yet that culture is a part of a larger narrative, so that a common thread running through tragic drama of all eras comes to light when tragedy is examined through the lens of Hegel’s philosophy. Specifically, I show that Hegel views self-contradiction, alienation, and the drive to reconcile these as underlying universal human conditions, and in tragedy this universal truth is embodied in the tragic hero. This appears in tragic heroes as they take responsibility for unintentional actions, or as they remain fixed to their cause although it brings about their own downfall. In consideration of our own historical standpoint and of my agreement with Hegel’s view that tragedy retains an important role in our cultural self-understanding, this dissertation shifts the focus from ancient Greek tragedy, the prevailing theme in Hegel scholarship and in wider discussions of Hegel’s theory of tragedy, and instead directs more attention to modern tragedy. According to Hegel, a key aspect of all tragic heroes is that they either freely will their actions or take responsibility for them, or both. Additionally, as subjective freedom historically progresses, so does our awareness of our freedom to choose our actions or to take responsibility for them. I show how this progress is manifested in ancient, early modern, and late modern tragic heroes—in works by Sophocles, Shakespeare, and Schiller, respectively—and, finally, in the tragic heroes of some contemporary works of film. The historical grounding of my reading of Hegel’s theory of tragedy combined with my focus on the tragic hero lends a unique perspective to our understanding of Hegel’s theories of tragedy and of subjectivity, and to our interpretations of the tragic works themselves. This dissertation thus sheds new light on Hegel’s theory of tragedy, an important endeavor in itself, with the larger aim of showing how Hegel’s philosophy of tragedy helps us better understand both tragedy and ourselves, as inheritors of and participants in philosophical discussions of tragedy, and as contemporary audiences that engage with tragic dramas in a variety of venues.

In spatial, social and cultural pluralism, the questions of human intentionality and socio-spatial emergence remain central to social theory (Portugali 2000, p.142). The correlation between individual preferences, values and intentions, and actual behaviour and actions, is subject to Portugali’s theory of self-organisation (2000). Compared to Gidden’s structuralism, which focuses on society and groups, the point of departure for Portugali (2000) are individuals and their personal choices. The key feature in how complex systems `self-organise', is that they `interpret', the information that comes from the environment (Portugali 2006). The current study explores the urban environment formerly inhabited, and largely constructed, by Jews in two central Polish districts: Mazovia and Lodz, before the tragedy of the Holocaust. While the Jewish presence lasted from the 11th century until the outbreak of World War II, the most intensive development took place in the 19th century, together with the civilisation changes introduced by industrialisation. Embracing the everyday habits of Jewish citizens endows the neighbourhood structures they once inhabited with long gone meanings, the information layer which once helped organise everyday life. The main thesis reveals that Jewish communities in pre-war Poland represented an example of a self-organising society, one which could be considered a prototype of contemporary postmodern cultural complexity. The mapping of this complexity at the scale of a neighbourhood is a challenge, a method for which is addressed in the current paper. The above considerations are in line with the empirical studies of the relations between Jews and Poles, especially in large cities, where more complex socio-cultural processes could have occurred. The paper reflects on the author’s involvement as the digital archivist for the ReTAGS research and the choices made and implemented on the online showcase repository. It considers the strengths and challenges of these archival choices and explores the possibilities of understanding the archive as a means of artistic engagement in its own right.

It is clear that the issue of Yazidi women has become a general humanitarian and social issue on the one hand, and a special issue related to women and the forms of kidnapping, rape and violence they have been subjected .to This study seeks to examine the situation of Yazidi girls and women after their return from kidnapping, and about the reality of the services provided to them by some international and local organizations. Based on the importance of documenting these services provided to women and girls in displacement camps, the study focuses on the service frameworks provided to them, as it is an important step in knowing the size of the gap in the protection services provided to them, and the study contributes to identifying the priorities that must be taken into account when developing plans future to achieve better conditions for Yazidi women survivors of violence. The study shows that women are suffering from multiple forms of violations committed against them, as women have suffered a lot from the effects of the control of (ISIS) gangs from kidnapping, rape and forced marriage, as well as forcing them to convert to the Islamic religion, Women still suffer from an unknown fate, as girls and women today have become widows or orphans in situations devoid of protection and support mechanisms. Most of the survivors, whether residing in the camps or residing outside the camps, lack health services, including psychological and social support. This study aims to identify the social and economic conditions that Yazidi women live in the camps, with the identification of the most important services provided to Yazidi women and their effectiveness in covering their needs. Given the 4 importance of this study, we will rely on the case study method, because it reveals to us closely the real and actual conditions of the .Yazidi women's conditions after their return inside the camps"

Abstract In July 2021, commemorations will be held to mark the 33 years since the 1988 Piper Alpha tragedy in the UK sector of the North Sea where 167 oil field workers lost their lives. Without question, the incident was a watershed event for the international oil and gas industry not simply because of the immediate toll in human lives lost, but also in terms of the devasting aftermath endured by countless friends, families and loved ones whose lives were forever changed. The tragedy also served to illustrate just how poorly the oil and gas industry really understood and managed those operating risks that possessed the potential for catastrophic loss, both in terms of business cost and overall reputational impact. In the wake of the public enquiry that followed and chaired by Lord Cullen of Whitekirk, one of the principal recommendations required that the international oil and gas industry do a much better job in determining both its major hazards (i.e. major operating risks) and also in creating the necessary operating conditions to demonstrate that such things were being well managed. The objective being to provide tangible assurance that the likelihood of the industry ever incurring such a calamitous event again in the future had been reduced to as low as reasonably practicable (ALARP). In taking its responsibilities very seriously, the international oil and gas industry responded by raising the profile of the management of Health, Safety and the Environment (HSE) across the wide spectrum of its global operations. By the mid-nineties, the industry had implemented comprehensive and structured systems of work within the framework of purposely built HSE Management Systems using templates designed and developed for the industry via the International Oil and Gas Producers (IOGP)*.

"This study deals with how the Kurdish websites deal with issues related to the city of Halabja, as (media coverage) or (news treatment) occupies a wide area of media studies, and helps to understand the nature of media interaction by different media outlets with different events.. The tragedy of Halabja, which is the chemical attack by the Iraqi regime in the spring of 1988, received (relative) media coverage from various local and international media outlets, The media interest during the event in 1988 was modest and did not represent the scale of the tragedy that befell this city, and that was because the Arab and international countries were supporting the former Iraqi regime, as well as the absence of international satellite channels and websites at that time, but despite that, a group of journalists, as well as Iranian media and diplomatic agencies, were able to convey the echo of this crime to world public opinion. This study is an attempt to examine how is the media coverage by three Kurdish websites relating to various issues related to the city of Halabja, through three main investigations the study reached a set of results. The international media at that time did not respond to this crime in the required manner and did not cover the event in a way that reflects the extent of the crime. And that the Kurdish websites publish topics and news related to the (Halabja) issues through the journalistic form of the news in the first place, and that the political issue of the issues related to Halabja occupies the first place of the Kurdish websites’ concerns. In the first place, and the three websites published most of their topics related to Halabja accompanied by a picture."

The issues of a person’s psychological resilience are of great practical importance, because resilience protects a person from disintegration and personality disorders, creates the basis for inner harmony, mental health and high work capacity. A person’s psychological resilience is an integral indicator that reflects the ability to overcome difficult moments in our life, suffering, trauma, tragedies or accidents. During emergency situations, children are especially susceptible to injury, illness, the danger of losing relatives and being alone, helpless in a large mass of people, and therefore need special attention and care. In these situations, children need special attention from relatives and parents, because at the same time they have the opportunity to express their feelings, impressions and experiences in a way that is acceptable for their age. This paper provides general guidance for parents and guardians on how to keep children safe in emergency situations. Children react in part to the condition they observe in the adults around them. When parents and caregivers face tragedy with calmness and confidence, they can best support their children.

Purpose. The goal of the present article is to analyze the original text of the tragedy “Romeo and Juliette” and its translations into the Russian and Ossetian languages to reveal Shakespeare’s metaphors for further analysis of the ways they are translated and possible problems translators might come across while translating. The main methods employed in the research are: the method of contextual analysis, the descriptive-analytical and the contrastive method. Results. The research was based on the theory of Shakespeare’s metaphor introduced by S.M. Mezenin. According to S.M. Mezenin the revealed metaphors were divided into several semantic groups the most numerous of which comprises metaphors with the semantic model “man - nature” that once again proved the idea of Caroline Spurgeon. The analysis of the translations into the Russian and Ossetian languages showed that translators do not always manage to preserve in the translated text unique Shakespeare’s metaphors. Practical implications. The received results can be used in teaching theory and practice of translation, cultural science, comparative lexicology of the Ossetian and Russian languages and the Ossetian and English languages.

For school age children on the island of Puerto Rico, the back-to-back hurricane strikes of Irma and Maria were their first experience with the tragedy of hurricanes in Puerto Rico. There is much concern in the general public about the ability of the Puerto Rican forests, like El Yunque, to recover. These concerns reveal common misconceptions about the dynamics of forest ecosystems. The focus of this research is Journey to El Yunque, a middle school curriculum unit that engages students in evidence-based modeling of hurricane disturbance using long-term data about population dynamics after Hurricane Hugo. Research was guided by the following research question: How does engagement in the science of disturbance ecology impact students’ understanding of and appreciation for ecosystems dynamics? Students completed pre and post assessment understanding of ecosystems dynamics and rated the teacher implementation using the Inquiry-Based Science Teaching survey. Based on a paired t-test, students statistically increased their performance from pretest to posttest with an effect size of 0.22. At the teacher level, the Inquiry-Based Instruction score was a statistically significant predictor of the posttest performance. In other words, these results provide evidence that engaging students in the practices of ecology predicted increased understanding of population dynamics.

Indonesia is facing a learning crisis. While schooling has increased dramatically in the last 30 years, the quality of education has remained mediocre (Rosser et al., 2022). Teacher capability is an often cited weakness of the system, along with policies and system governance. Approaches focused primarily on adding resources to education have not yielded expected outcomes of increased quality. “It is a tragedy that in the second decade of the twenty-first century, some children in Indonesia are not completing primary school and are turned out into the workforce as functional illiterates.” (Suryadarma and Jones, 2013; Nihayah et al., 2020). In the early 2000s, Indonesia began a process of decentralising service delivery, including education, to the district level. Many responsibilities were transferred from the central government to districts, but some key authorities, such as hiring of civil service teachers, remained with the central government. The Indonesian system is complex and challenging to manage, with more than 300 ethnic groups and networks of authority spread over more than 500 administrative districts (Suryadarma and Jones, 2013). Niken Rarasati and Daniel Suryadarma researchers at SMERU, an Indonesian think tank and NGO, understood this context well. Their prior experience working in the education sector had shown them that improving the quality of education within the classroom required addressing issues at the systems level (Kleden, 2020). Rarasati noted the difference in knowledge between in-classroom teaching and the systems of education: “There are known-technologies, pedagogical theories, practices, etc. for teaching in the classroom. The context [for systems of education] is different for teacher development, recruitment, and student enrollment. Here, there is less known in the public and education sector.” Looking for ways to bring changes to policy implementation and develop capabilities at the district level, SMERU researchers began to apply a new approach they had learned in a free online course offered by the Building State Capability programme at the Center for International Development at Harvard University titled, “The Practice of PDIA: Building Capability by Delivering Results”. The course offered insights on how to implement public policy in complex settings, focused on using Problem Driven Iterative Adaptation (PDIA). The researchers were interested in putting PDIA into practice and seeing if it could be an effective approach for their colleagues in government. This case study reviews Rarasati and Suryadarma’s journey and showcases how they used PDIA to foster relationships between local government and stakeholders, and bring positive changes to the education sector.

Aus Sicht der Theorie des Fiskalföderalismus folgt die Ausgestaltung der Finanzausgleichsbeziehungen –verstanden als die Gesamtheit der Regelungen, welche die Zuordnung von Aufgaben, Ausgaben und Einnahmen zwischen den Ebenen (Bund, Länder und Kommunen) eines föderativen Staates betreffen –traditionell sowohl Allokations- als auch Verteilungsüberlegungen. Unter dem Allokationsziel steht dabei die Effizienz des staatlichen Leistungsangebots mittels Dezentralisierung der öffentlichen Aufgabenerfüllung im Vordergrund. Dem liegt die Annahme zugrunde, dass die teilweise Aufgabenwahrnehmung durch dezentrale Staatseinheiten (Länder und Kommunen) in der Summe ebenso wie im Zusammenspiel (dezentraler Wettbewerb) zu einer Wohlfahrtssteigerung innerhalb einer Volkswirtschaft führt. Die partielle Dezentralisierung staatlicher Hoheitsgewalt beeinflusst dabei die gesamtwirtschaftliche Entwicklung insofern, als sie zu einer verbesserten Ressourcenallokation und damit zu einer Begrenzung der Staatsquote beiträgt. Unter dem Verteilungsziel dient das Finanzausgleichssystem demgegenüber der Realisierung räumlicher Ausgleichsziele. Neben der vertikalen Finanzmittelverteilung zwischen den Staatsebenen (Bund, Länder, Kommunen) steht hierbei vor allem der horizontale Finanzausgleich zwischen einzelnen Ländern und Kommunen im Mittelpunkt der Ausgestaltung der föderalen Finanzbeziehungen. Aus gesamtwirtschaftlicher Sicht dient der Fiskalföderalismus hierbei der Realisierung einer gleichmäßigeren Wohlstandsverteilung zwischen den Regionen einer Volkswirtschaft. Zusätzlich zum Allokations-und Verteilungsziel sehen Föderalismus und Finanzausgleich sich aktuell zudem mit neuen Herausforderungen konfrontiert. Dies betrifft beispielsweise die Probleme der zukünftigen demographischen Entwicklung mit ihren Auswirkungen auf die Bereitstellung und Finanzierung öffentlicher (Infrastruktur-)Leistungen insbesondere im ländlichen Raum. Dies betrifft vor allem jedoch die Veränderung ökonomischer Wachstumsprozesse aufgrund einer zunehmenden wirtschaftlichen Integration auf europäischer wie auf globaler Ebene, was eine Umorientierung in Richtung der Schaffung eines föderalen Handlungsrahmens zur Unterstützung einer dynamischen Wirtschaftsentwicklung im Raum erforderlich macht. Dem liegt die Annahme zugrunde, dass die Sicherung gesamtwirtschaftlichen Wachstums vor allem im Wecken und Unterstützen regionaler wie lokaler Entwicklungspotenziale besteht, dem auch die Gestaltung der föderalen Finanzbeziehungen Rechnung zu tragen hat. Mit Blick auf das bestehende Finanzausgleichssystem in Österreich ist dabei festzustellen, dass es in allen drei genannten Zieldimensionen (Allokation, Verteilung, Wachstum) über mehr oder weniger große Defizite verfügt. So gilt die föderale Aufgaben-, Ausgaben-und Einnahmenverteilung aufgrund ihrer ausgeprägten Zentralisierung und Aufgabenverflechtung nicht nur als vergleichsweise ineffizient. Zudem steht zu befürchten, dass die vorrangig am Ziel der „Herstellung gleichwertiger Lebensverhältnisse“ ausgerichtete Gestaltung der Finanzausgleichsbeziehungen dazu geführt hat, dass lokale und regionale Wachstumspotentiale, die für die gesamtwirtschaftliche Entwicklung Österreichs bedeutsam sind, nicht in hinreichendem Maße ausgeschöpft werden.
