The author describes the institutional model of project management in the Russian Federation, which includes two interconnected sets of institutional mechanisms (strategic design and project management) at the national and regional levels. The empirical methods of the study were a traditional analysis of documents and an expert survey of representatives of regional and departmental project offices of the Krasnodar Territory), experts in project management. Two waves of expert interviews were conducted (2019 and 2021), within the framework of which 40 experts were interviewed. According to the results of the study, a set of resources (personnel, political-administrative, socio-economic, communication-network) for the development of the project management system in the state authorities of the Krasnodar Territory was determined, as well as problems in the formation of personnel resources were identified and described. In modern realities, the personnel resource for the development of the institutional model of project activity is key in the public sector of the Krasnodar Territory. In this regard, a set of competencies is defined that are necessary for the successful implementation of projects in state authorities; here are described technologies of development of project competences of state civil servants (educational, network, psychological, technologies of social elevators) implementing the project activity; practical recommendations for improving project management in the state authorities of the Krasnodar Territory have been developed, based on work with project teams. The set of problems and factors identified and formulated by the author that affect the effectiveness of the implementation of project management in the Krasnodar Territory, as well as reasonable resources and technologies for the development of project competencies of state civil servants, can be used in the design of effective institutional mechanisms for the further development of project activities in the public administration of the Krasnodar Territory.

Libraries of the Krasnoyarsk Territory take part in the regional project “Libraries of the Future” and the national project “Culture” (the federal project “Cultural Environment” in terms of creating model municipal libraries). In 2015—2022, a network of 60 modern municipal libraries was launched in the Krasnoyarsk Territory (the regional project “Libraries of the Future” — 45 institutions, the national project “Culture” — 15). Both projects enable participants to create new conditions to carry out their activities. At the same time, they are an effective tool for the realization of the state cultural policy. The article describes in detail the stages of project implementation. A comparative analysis of the features and advantages of the ongoing projects (competitive conditions, methodological support, funding volumes, main items of expenditure) is given.The importance of the activity of libraries within the framework of the regional project “Libraries of the Future” and the national project “Culture” for creating the necessary conditions for the development of man and society was noted. Participation in the presented projects contributes to the improvement of library services, as evidenced by the growth of the main indicators of the institutions’ activities. The study presents the performance indicators of libraries before and after modernization, provides a comparative analysis of the efficiency of libraries (conventionally called “modernized” and “model”). The projects studied in this work are based on such concepts as “model” and “modernization”. The authors analyzed both directions of innovative development of libraries in the Krasnoyarsk Territory and concluded that the processes of creating model and modernized libraries, despite certain differences, affect each other.

The article is devoted to the problem of a lack of a comprehensive source of information about the territory for investors. The possibilities of the investment passport in informing businesses about the territory are evaluated. The information requests of investors about the territory are determined on the basis of research by scientists-economists and business experts. The experience of existing investment passports in ten regions of the Siberian Federal District and the complex investment project "Yenisei Siberia" was analyzed. The list of quantitative and non-quantitative indicators of investment passports is compiled. The opportunities and weaknesses of statistical accounting in informing investors about the territory are shown. It is noted that in the regional statistics there are no indicators for the sections: natural resources, energy infrastructure, foreign economic activity, and existing investment projects and proposals. The article defines the composition of indicators of information about the territory that are necessary for the business community to make managerial decisions regarding the activities in the territory. It is proposed to include these indicators in the system of integrated reporting of the territory as a comprehensive source of information for different categories of users. Information for investors is classified by the territory's capitals: human, socio-infrastructural, natural, production and financial. The allocation of the territory's capitals is based on the International Fundamentals of Integrated Reporting. Reliable multifaceted information about the territory as part of integrated reporting will allow for long-term relations with investors.

En él se analiza un proyecto interdisciplinar realizado en 3º ESO de acondicionamiento de un espacio escolar realizado por el alumnado recabando el apoyo de diversas entidades de su municipio. En este trabajo se aborda, desde la perspectiva de la inclusión, el efecto de las medidas ordinarias de atención a la diversidad adoptadas en dicho proyecto vinculado al territorio y se parte de la hipótesis de que la participación y la toma de decisiones del alumnado en trabajos vinculados con el contexto facilita la inclusión de todo el alumnado. Tras la recogida de datos mediante un grupo focal con las profesoras implicadas en dicho proyecto y un cuestionario ad-hoc aplicado al alumnado se concluye que el reagrupamiento del alumnado, ampliando su grupo de referencia, y la realización de un proyecto interdisciplinar vinculado al territorio ha facilitado la inclusión de todo el alumnado al incrementar su participación en la toma de decisiones, al comprometerse con una tarea práctica funcional, al vincularse con el territorio y al mejorar su autoconcepto y su presentación en el grupo de iguales así como sus sentimientos de pertenencia a una colectividad.Palabras Clave: escuela inclusiva, escuela vinculada al territorio, educación secundaria, necesidades específicas de apoyo educativo, metodología por proyectos.ABSTRACTThe case study presented here is part of the R + D + I project: “School included: planning and implementation of curricular educational practices linked to the territory” financed by the Ministry of Economy, Industry and Competitiveness. The article examines the peculiarities of the formation and implementation of strategies for the sustainable development of territories based on project activities. It was determined that, by its very nature, project activity in public administration can be considered in two conventional planes: 1) as a documented complex of organizational-technical, socio-economic, material-resource and informational-communicative justification and planning of time-limited activities specially created for this purpose temporary organizational unit of the authority or local self-government to achieve a clearly set goal; 2) as the direct activity of such a unit as a part of a public governance body with a clear internal hierarchy and close interaction both within the project team and between the project group, the local council and the external community, the existence of which is limited to a defined time and ends from the moment of the final realization of the set goal of the project. It was determined that the design activity can be used for the implementation of any projects in all areas and directions of territorial development, solving the problem of attracting investments in local development and control both by state bodies and the public regarding the targeted use of funds, terms and costs for implementation of project ideas. In a strategic plan, the project activity provides an opportunity to direct the efforts of the relevant public authorities to solve the urgent problems of the future development of the united territorial community, region, and state in its key directions. It was established that the content and essence of aspects of project analysis are not always adequately understood, which leads to insufficient quality of substantiation of the social utility of projects, incomplete consideration of the risks of their implementation. It is proved that the issue of implementation of project management in local self-government bodies is relevant, where the real result of work is evaluated not only by higher authorities and controlling bodies, but also directly by residents of the territories. In the New Normal, the most sought-after tools for territory promotion are digital and immersive, and closely intertwined with virtual reality technologies. This research centers on VR projects in Switzerland and Russia, two countries representing contrasting situations in the current tourist and promotion of territory landscape of 2023. The findings of the prior research on the incorporation of immersive VR technology in territory promotion in Switzerland with analogous research conducted in Russia are compared. By examining both theoretical and empirical data, including data analysis and semi-structured interviews with VR project managers in Switzerland and owners/managers in Russia, differences between Switzerland and Russia are identified. A spreading value-centered qualitative approach in Englishand French-language scientific discourse on VR-driven territory promotion is connected with cultural heritage and sustainable consumption and is novel for Russia. Conceptual frameworks in this scientific field are still in their early stages. In Switzerland, the VR projects are more complex and are used as a part of territory and corporate promotion, despite the not value-centered, but economic motivation. In Russia, VR is viewed as the next stage in the evolution of travel viewing and recreation, and it serves as an advertising tool to attract travelers to territory attractions. The ideas of VR-tours are connected with the past, and historical and cultural heritage. The best projects demonstrate the feasibility of combining on-site visits, VR, and sustainability awareness. VR-project in this case is the instrument of saving today’s territory images and brands, and involve audience in active sustainable consumption.

It is shown that at the current stage, there is an important issue of creating portfolio management standards that could be successfully used for the post-war reconstruction of the territory of Ukraine. The object of research in this work is the process of restoration of the territory of Ukraine. The problem to be solved is the development of principles, processes, functions and models that underlie the portfolio management standard for territory restoration. Specific features of territory restoration projects are formulated. An analysis of existing approaches to the management of territory restoration in Ukraine, as well as to portfolio management standards, was performed. The experience of the Making-City project was taken as a basis. It is shown that for such complex projects distributed in time and territory, there is no scientific basis for building portfolio management standards. Based on the selected features of territory restoration projects, the principles and approach to building a corporate standard of portfolio management are formulated. It is proposed to include 9 portfolio management processes of territory restoration projects in the portfolio management standard. To implement these processes, the functions of managing portfolios of projects and programs have been allocated, the regulation of which should be included in the standard of portfolio management of territory restoration. Previous use of the portfolio management standard for development projects has shown that such a standard can be used for reconstruction projects of the territory of Ukraine in the post-war period. The developed principles, processes, functions and models of their implementation can be used to solve extreme tasks for the restoration of the territory of Ukraine

To counterbalance the stakes of globalization and generalized competition, territories are compelled to build and manage their territorial attractiveness which is, often, driven by a comparative or even a differentiating advantage. Aware of these issues, the actors of the city of Rabat have undertaken territorialized actions. Indeed, the built fabric of this city is included in the UNESCO World Heritage List. In addition, the city has adopted an integrated urban development program. This article aims to examine the reconciliation between the heritage status of the city and the urban projects undertaken within the framework of this program. The analysis is based on a documentary study.

Saskia Sassen today and Jane Adams more than 100 years ago are both social scientists and public philosophers of reconstruction. Both offer defining contributions to a philosophical tradition that will be identified here as “radical pragmatism”. Sassen’s theoretical stance “before method” serves as a key to understand Addams’s locally embedded urban activist projects as a form of social scientific inquiry. Sassen introduces the concept of “territory making” as a spark of hope against rampant and destructive global trends of “expulsions”, which her approach reveals. In this article this concept of “territory making” will be explored in various contexts and with particular attention to Addams’s Hull house project. It will be shown how a pragmatist brand of human imagination is critical in “territory making”. This leads to reconsidering the role of art in social transformation projects.

The article highlights features of processes of urban territory renovation from the perspective of a commercial entity participating in the implementation of a project. The requirements of high-rise construction projects to the entities, that carry out them, are considered. The advantages of large enterprises as participants in renovation projects are systematized, contributing to their most efficient implementation. The factors, which influence the success of the renovation projects, are presented. A method for selecting projects for implementation based on criteria grouped by qualitative characteristics and contributing to the most complete and comprehensive evaluation of the project is suggested. Patterns to prioritize and harmonize renovation projects in terms of multi-project activity of the enterprise are considered.

Modern development contributes to the need to transform inefficiently used spaces that have a promis-ing location in the structure of cities. For the implementation of ambitious projects, the territory of the Na-gatinskaya floodplain (about 100 hectares) in the Southern Administrative District of Moscow is considered. The favorable location is near the center with the center of the capital, on the territory of the artificial penin-sula, in close proximity to the natural territories of the south of the capital, which are in contact with a part of the former industrial zone of the I.A. Likhachev (ZIL). It took almost three decades to find solutions related to the arrangement of the territory. The long period of choice of options due to the scale of the proposals, subjective reasons and even a change in the status of the territory. In the implementation of ambitious projects using the Nagatinskaya floodplain took part: Hermann Tilke (project of the route for Formula 1, 2000), Normann Forster (the largest building in the world, 2007), Russian and international companies: Soyuzmultfilm, DreamWorks, GK "Regions" and many others. However, despite the attractiveness of the territory, its size and position in the city, interesting and necessary projects were not implemented. All the proposed options for arranging combine recreational and sports orientation, water use, environmental and social components. The information collected as a result of the work allowed us to obtain data for an objective assessment of the Dream Island project. The authors pro-posed to use the SWOT-analysis for structuring urban information and assessing the prospects of construc-tion. The weight of the main factors of the method was determined: Strength (strength) -27%, Weakness -10%, Opportunities (possibilities) -37%, Troubles (problem, ie possible threats) - 26%, which fully explains the difficulties with the implementation of this large-scale project of use of disturbed territory The revealed val-ues explain the relationship between the theoretical justification and the real situation.

A generalization was made and improvement of the structure and methodology of urban analysis was proposed, by using modern approaches and foreign experience. The work describes the study of the territory’s general structure. The outlined structure of the sectoral analysis is aimed at obtaining the most complete objective, scientifically based information about the investigated territory and allows to determine the entire complex of urban planning restrictions (sanitary and protective zones, noise and air pollution zones, flooding, landslides, nature and water protection restrictions, monument protection zones, historical areas, etc.), which affect the permissible urban transformations’ scale and character within the framework of the project being planned. The proposed urban analysis structure could become the basis for preliminary stage of urban planning while working on urban transformation projects. The work shows the possibilities for interdisciplinary research with the involvement of history, culture, sociology specialists at various stages. The generalization of the results of urban analysis consists of the existing degrading and potential development zones as well as conflict and problem areas identification, centers of gravity and prospects for various types of economic activity determination, and identification of territories’ reserves and project implementation resources detection. The improved methodology of urban analysis allows to identify problems that may arise during the implementation at the stage of pre-project studies, or can appear as a result of the urban transformations project’s implementation, and allows to determine the conflict points’ causes, potential opportunities for the development of territories and will be useful for the further search for solutions and resources for the project’s implementation.

The progress of the practice and the debate on architecture in the Alpine region of Trentino, in the last fifty years, has been characterised by a pivotal role of the Autonomous Province, the local authority with key competencies in environmental matters and spatial organisation, on the one hand, and by the experimentation and the promotion of discussion events on architecture, on the other. In the Sixties, spatial planning was conceived as a key instrument to support the development of a mountain province. Change was the perspective, and this required the activation of landscape control procedures centred on the control of the quality of architectural projects. This was not enough to qualify the professional practice, although some architects were able to propose innovative projects and began to animate the cultural debate, to establish supra-local relationships and to consolidate the awareness of the role of the architectural project. The contributions proposed are aimed at critically examine such issues, with a particular focus on the experience of institutions such as the “Scuola per il Governo del Territorio e del Paesaggio” within the Trentino School of Management, the “Osservatorio per il Paesaggio” within the Autonomous Province and the “Circolo Trentino Architettura Contemporanea”. Factors that led a decisive evolution of the spatial planning framework in the last decade, characterised by a new attention to the landscape and to the quality of architectural design, thanks to cultural initiatives, occasions of debate, and training paths.

Objective. This article is devoted to the analysis of the mechanism for the implementation of the national project «Health», as well as the assessment of the effectiveness of its implementation. Materials and methods. Currently, there is no system for timely and publicly available assessment of the effectiveness of the implementation of the national project «Healthcare» both at the national and regional levels. In this regard, it is proposed to evaluate the effectiveness of the national project according to the methodology based on the integral indicator of effectiveness, developed by the experts of the Higher School of Health Management for assessing the health of the region. Results. The concept and role of national projects in the regional economy as part of strategic planning is given. The management system and the mechanism for the implementation of the national project in health care at the regional level are disclosed. Techniques for evaluating the effectiveness of the implementation of national projects have been studied. The current state of the implementation of the national project «Healthcare» in the Altai Territory is characterized. The mechanism for the implementation of the national project «Healthcare» is analyzed. Conclusion. An assessment of the effectiveness of the implementation of the national project showed an insufficient level of implementation of the program in the Altai Territory during 2019-2020, which was facilitated by the COVID-19 pandemic, which significantly worsened the mortality rate among the adult population.

The article presents proposals for the development of rural areas by increasing their investment attractiveness. It is proved that in addition to financial resources, limiting factors for the development of the territory can serve as its social, environmental, and institutional features. Lack of resources, technologies, and infrastructure will limit rural development. It is proved that the implementation of the development opportunities of territories involves the search for optimal solutions in the selection of investment objects, their integration into the economy of the region and the municipality. The article examines the investment attractiveness of the Ramon district of the Voronezh region, which has a shortage of energy capacity, which does not allow for further expansion of industrial activities in the municipality. It is proposed to consider the creation of a company providing services in the field of eco-tourism as an alternative investment object. Such projects do not have increased requirements for existing electrical capacity, preserve recreational potential, create jobs, and ultimately improve the quality of life of the district's population. A brief description of the development of the tourism industry in Russia and the Voronezh region is given, and the main measures of its state support are highlighted. The growth of the domestic tourist market is predicted, as well as an increase in demand for these services. The project for installing and launching a glamping complex on the territory of the Ramon district is calculated. Conclusions are drawn about the economic, social and budgetary effectiveness of the proposed project. The glamping complex will increase the export of tourist services in the region, increase the gross regional product, and create additional jobs without using significant energy capacity, which will ultimately have a positive impact on the development of the municipality as a whole.

Today the issues of spatial planning are very topical, as over the past few decades a huge number of amendments and changes have been made to the land and urban planning legislation. At the moment, the processes of approval, development and approval of various spatial planning documents are undergoing changes in order to improve them. With regard to the territorial planning project, it is becoming necessary at the stage of drafting and obtaining a permit for further construction of any object. In cadastral activities, the above document is the basis for the state cadastral registration. The information provided in the territory planning project may not contradict the requirements of the documents of a higher level of influence. The main purpose of the territory planning project is to find the best options for the use of the territory of the settlement, which contributes to improving the living conditions of people living in such areas. The drafting of territory planning and land surveying may be carried out not only for land plots and construction projects, but also for linear objects.

The article contains the results of an empirical study devoted to the development of a universal management tool in the field of interaction with such social projects stakeholders as investors and project managers. The management tool is presented in the form of a reference model of the communication landscape with methodological recommendations for its use. The empirical basis of the study was 5356 social projects in Russia and the Perm Territory, a series of in-depth interviews with social project organizers, survey data from more than 150 respondents involved in the process of attracting investments in social projects. It is important to emphasize that the practical application of the universal management tool allows us to solve the problems in attracting investors to social projects comprehensively, taking into account the industrial, regional, typological and other features of the participants in the investment process, while forming effective attributes of the investment brand, including: an individual approach to the development of an investment proposal, "Personal stories", reflecting the social values of the project, reputational and other investors’ benefits. Moreover, the model of the communication landscape can form the basis for the creation of a digital platform, aimed at accumulating the existing variety of social projects of a specific territory and solving strategic problems in stakeholder management within the social projects industry.

The article focuses on the problem of creating the comfortable urbanized environment by means of complex housing development of districts acting as an effective management tool that ensures a balanced spatial development of the economy of municipalities. The conditions of investment attractiveness of the projects of territorial integrated development are defined on the basis of their modeling. A brief description is given and the results of modeling (morphological, economic) are presented. Measures for investment management in the complex residential development and logical sequence of their implementation are established. The content is disclosed and the algorithm of choosing the optimal variant of complex residential development is proposed. The selection scheme of the housing development project includes summarizing information about the construction site, morphological modeling of design decisions for integrated housing development, determining the correspondence of design decisions to urban planning regulations, building codes and rules, economic modeling of design decisions, determining the compliance of commercial performance indicators with the owner’s expectations, providing design solutions to municipal authorities for approval, determining the compliance of the project results with the municipality expectations, approval of the project development and involving the project into the municipal investment program. It has been stated that assessment of the effectiveness of investment projects financed with budgetary resources does not take into account the environmental and social efficiency of investments in the non-productive sphere, the Rules of Land Use and Development for the territories of municipal entities do not establish full, comprehensive requirements for evaluating the effectiveness of decisions on the development of municipal territories in the long-term run. There has been substantiated the necessity to differentiate the residential real estate objects according to the degree of comfort, which is an effective indicator of the assessment of the quality of housing construction and the need for municipal authorities to take into account additional indicators when choosing a project of complex residential development in order to meet the expectations of all parties involved.

The goals of this article are to justify the methodical and technological components of the organization and the implementation of the acquired project experience in the management of cross-border cooperation in the field of tourism on the example of projects implemented in the territory of Chernivtsi region and the adjacent border with the participation of three neighboring countries: Ukraine, Romania and the Republic of Moldova. The methodology of our work was consisted in the systematization of the experience of project activities in the field of tourism in the territory based on the results of the implementation of cross-border cooperation programs with the participation of Chernivtsi region of Ukraine, Suchava and Botoshan counties of Romania and adjacent northern regions of the Republic of Moldova. General scientific and special research methods are used: analysis, synthesis, theoretical generalization, comparative characteristics, project approach. The results. The authors summarized the experience of implementing project management in the tourism industry of the Ukrainian-Romanian-Moldovan cross-border region. On the example of the territory of Chernivtsi region, Suchava and Botoshan counties of Romania and the northern regions of the Republic of Moldova (which directly border Ukraine and Romania), the results of the implementation of projects under cross-border cooperation programs within the framework of the Joint Operational Program "Romania - Ukraine - Republic of Moldova 2007-2013"and Joint Operational Programs "Romania - Ukraine 2014-2020" and "Ukraine - Moldova 2014-2020" were analyzed. The priorities of such programs, key directions and results of project activities were determined according to the criteria of significance and impact on the development of tourism and recreation within the cross-border recreational and tourist destination. The scientific novelty of the work is the generalization of the experience of implementing cross-border projects within the framework of cross-border cooperation programs and recommendations regarding the priority areas of project activities in tourism. The implications of the research lies in the possibility of implementing project management experience in the activities of educational institutions and relevant structural divisions, which is particularly relevant in the context of the implementation of decentralization processes and the activities of territorial communities, in particular, in relation to the management of tourism projects. The results of the research were used in the training of specialists in tourism and recreation and management of the tourism industry in the educational process of the Yuriy Fedkovych Chernivtsi National University.

This article discusses the implementation of regional innovation policy, the level of which in the Stavropol Territory is at a low level. It is concluded that the innovative development of the Russian economy directly depends on the level of implementation of project management at all levels of government. The author has established an exact list of regional projects implemented in the Stavropol Territory, and also identified the features of project management in the region. The problems arising during the implementation of regional projects in Russia at the municipal level are also substantiated and changes to the existing model of their implementation are proposed.

Since 1960th of last century, thorium minerals investigated in geological research and prospecting projects, although, these thorium resource investigation projects have not been an attempt.Based on previous studies, and coherence to new results, the project has identified 09 types of thorium ore complexes distributed in 03 mineralized regions with different prospects; in those, 3 types: thorianite - uraninite in pegmatite; basnhezite - thorite - uranpirochloro and rare earth - thorium - uranium in the deluvial - proluvial formation are the most prospected.Studie results have established a large potential areas (grade A), 06 potential areas (grade B), and 02 areas that lack potential (grade C); and assessed for thorium resources in rare earth ores in Nam Xe mine (Lai Chau) and Muong Hum area (Lao Cai). It is necessary to promote the investigation and assessment of thorium as well as research on policies on this mineral; indeed, focuses on the large potential area (grade A) and potential areas (grade B), liaise in-depth research on thorium mineralization on 03 established mineralization regions.

At the confluence of the Marne and the Seine, at the gates of Paris and the up-river territory of the Seine, Ivry Confluences is a site where much is at stake as it is the focus of a large-scale project as farreaching as the metropolis itself. It involves as much as a fifth of the community territory that is currently hemmed in between the Seine and the railway lines of the Austerlitz train station. It is an area that needs to be developed, made denser and linked to the rest of the city of Paris. Up until the 19th century, Ivry-sur-Seine was a small agricultural community but soon took on the scale of an industrial city by multiplying its population thirteen times in 50 years (1806 - 1856). Immediate access to the Seine, coupled with the arrival of the railway suddenly made Ivry-sur-Seine a strategic sector for development where numerous industries sprang up.

Numerous studies attest, in a convergent manner in different countries, the effects on minors of the pandemic period, especially on those in educational poverty. This condition requires articulated projects, centered on emerging needs, based on research and supported by a network on the territory. The Assist towards success program was created to include lower secondary school students, for whom the pandemic has meant a significant loss of learning opportunities. The interventions envisaged a targeted use of technologies and the involvement of trainees in Education, trained in remote cognitive mediation strategies. This choice also promoted in future professionals specific skills in school support; transversal skills and responsibility towards the needs of the territory. The implementation strategies of the Assist program and its effectiveness outcomes can constitute a model for future planning, within an educational world that has been profoundly renewed by the health emergency. Un Assist verso il successo: un progetto per l’inclusione (attraverso il) digitale. Numerosi studi attestano, in maniera convergente in diversi Paesi, gli effetti del prolungarsi della pandemia sui minori, specie se in condizione di povertà educativa. Tale condizione necessita di progetti articolati, centrati sui bisogni emergenti, fondati sulla ricerca e supportati da una rete sul territorio. Il programma Un Assist verso il successo è nato per garantire l’inclusione degli studenti della scuola secondaria di I grado, per i quali la pandemia ha significato la perdita importante di opportunità di apprendimento. Gli interventi sperimentali hanno previsto un uso mirato delle tecnologie e il coinvolgimento di tirocinanti di Scienze dell’educazione, formati sulle strategie di mediazione cognitiva a distanza. Tale scelta ha anche promosso nei futuri professionisti competenze specifiche nel sostegno scolastico; abilità trasversali e responsabilizzazione rispetto ai bisogni del territorio. This research, conducted from the point of view of management sciences, is based on a hybrid exploratory approach. In view of the experience of the territory of the Pays d’Aix in carrying out a territory project – the development and structuring of a local contemporary music sector – an integrative model of territorial leadership is proposed here. This is hinged around three dimensions (being at the service of the territorial stakeholders, being a local transformer, being a collaborative leader) that are interdependent, making it possible to question the roles and missions of public organizations in the implementation of territory projects. Points for practitioners The goal of this research is to question the capacity of a territorial authority to seize leadership in its territory of action. The theoretical construction carried out as well as its managerial implications are aimed at both local elected officials and territorial managers. Indirectly, they can also be of interest to the various territorial stakeholders who will see them as key elements for the understanding of territorial authorities. Territorial leadership is a process that is built around different, interdependent dimensions and is based on territory projects.

Chinese Northeast Project for three Northeastern provinces on the basis of the unified multi-ethnic state theory was expanded to the history, culture and territory of Korea beyond the simple ancient history and has been accelerating the forgery of Chinese history that the territories around China were the subject countries of China. Such movement has high possibility to create the diplomatic issues on the territory against South and North Korea. It was widely known up to now that Northeast Project distorted mainly the history of Goguryeo, Balhae or Buyeo to the history of subject countries of China through media. Moreover, introduction of Hanbok and Kimchin in 2022 Beijing Olympics as a part of Chinese culture is also a part of Northeast Project. Reasoning of Northeast Project on the history established by the new Sinocentrism was reflected and described on the government designated history textbook of Korea as it was. The government designated textbook of China used in these days marked the northern region of Korean peninsula in the ancient history as the territory of Han, Wei and Jin dynasty. This study investigated the background of reasoning above by analyzing the contents of the government designated textboom of China describing the northern region of Korean peninsula in the ancient times as the territory of subject countries of China, and discussed the approach to solve the issue above. The existing researches on Northeast Project in Korea and abroad tended to focus on the clearly exposed issues. Reasoning for insisting the territories of Gojoseon, Goguryeo, Balhae and Buyeo as the subject countries through Northeast Project is the ‘insistence that Pyeongyang in Korean peninsula was Nakrang-gun’. It’s the reasoning that has been continuously insisted by the academic world of Korea. For correcting the history textbook of China describing the northern region of Korean peninsula as the territory of Nakrang-gun of Han dynasty and furthermore, the territory of Wei and Jin dynasty as the territory of Korean peninsula, this study suggested the practical tasks for Korean government and the historical studies world of Korea to solve the issues of Northeast Project. The suggestions are ‘complete review on the location of Hansagun and Nakrang-gun in Pyeongyang’, ‘publication of Korean ancient history map’ that can acknowledge the accurate Korean history to the world against the Northeast Project map, and ‘revision of national history book’ eliminating Northeast Project of China and the peninsula historical view by Korean History Compilation Committee of Japan during the Japanese colonial era, which have a thread of connection each other.

Особое внимание в статье уделено территориальному маркетингу Краснодарского края, города Краснодар, а также города Сочи и уже действующим проектам, направленным на повышение вовлеченности местного населения в культурные аспекты территории. В заключение даны рекомендации увеличения количества краудсорсинговых проектов среди молодого поколения для повышения имиджа и престижа территории. А также авторами статьи предложена дополнительная концепция по улучшению территориального маркетинга с привлечением свежих идей активных молодых людей, направленная на снижение нагрузки на бюджет города и поиск юных талантов. This article defines the main methods of work of a crowdsourcing project used in the conditions of territory marketing. The key principles on the basis of which the project can work productively are identified and described. Special attention in the article is paid to the territorial marketing of the Krasnodar Territory, the city of Krasnodar, as well as the city of Sochi and already existing projects aimed at increasing the involvement of the local population in the cultural aspects of the territory. In conclusion, recommendations are given to increase the number of crowdsourcing projects among the younger generation to enhance the image and prestige of the territory. Also, the authors of the article proposed an additional concept to improve territorial marketing with the involvement of fresh ideas of active young people, aimed at reducing the burden on the city budget and the search for young talents.

In the article the authors justify the necessity of implementing projects on creating agrobiotechnoparks as one of the conditions for achieving technological sovereignty and food security in Russia. The speed, intensity and efficiency of achieving the designated national objectives depend on the choice of specific territories for the implementation of these projects. The authors set a goal: to substantiate the feasibility of implementing such a project on the territory of the resort city of Sochi. The methodological basis was the analysis of spatial and temporal data of the sectoral development of Sochi, logical-structural analysis and specification of arguments reflecting the advantages of the territory in the context of systematization of key opportunities from the creation of an agrobiotechnopark. As a result, the authors have proposed a system of arguments proving the feasibility and prospects of creating an agrobiotechnopark in the territory of the city-resort of Sochi.

The purpose of the study is to develop a project approach to the development of rural tourist areas based on innovations. The main methods: a systematic approach to research and a project approach to the development of tourist areas, economic and statistical methods, sociological survey, expert assessment, data visualization and other methods of analysis and synthesis. The study was carried out on the materials of the rural settlement Zarechnoye of the Veliky Ustyug municipal district of the Vologda region. Results: the socio-economic situation of the settlement was determined, a sociological survey of the population and an assessment of the tourist potential of the territory according to such criteria as: the image of the tourist center, the development of tourist infrastructure, transport accessibility and environmental favorability of the territory, comfort and safety of the tourist; the competitive advantages of the settlement as a promising tourist territory were revealed, including environmental favorability and a high level of natural potential, cultural heritage, traditions and folk crafts, as well as the close location of the center of the district – Veliky Ustyug, which attracts a significant tourist flow. A project approach to the development of rural tourist areas has been developed; the design of the tourist territory was carried out on the example of the rural settlement of Zarechnoye; a pool of projects has been formed, including innovative tourism projects. Scientific novelty: the originality of the approach developed by the author to the development of rural tourist areas is determined by the possibility of their integrated development through strategic planning and innovative design of tourist and recreational zones with the maximum implementation of their natural resources and cultural and historical heritage. The specialization of the recreational area involves a combination of outdoor activities with other types of tourist activities, including cultural and educational, ecological, hunting and fishing, event tourism. Practical significance: the proposed approach can be applied by regional and local authorities and administrations in order to develop territories based on innovations. Conclusion: The study allows us to argue that in modern conditions, the development of tourism in the provincial regions will be facilitated by a project approach. The design of tourist areas based on innovations will solve the problems of activating domestic tourism and its infrastructure support, determined by the national project «Tourism and Hospitality Industry».

Abstract The article focuses on the analysis of the development and use of industrial zones, which represent areas for the concentrated location of manufacturing sites specialised in a particular industry, strategic services, or technology centres. Both services and industry have an impact as the top engines of Gross Domestic Product and the labour force employment both in the Czech Republic and European Union. The area and the predominant category of economic activities are important parameters of each industrial zone. They place demands on the employees, transport, technical equipment, landscape, and settlement within the impact on the territory. The main goal of the research was the analysis of the industrial zone as a territory where warehouse and production hall projects are implemented. The analysis of warehouse and production hall construction investment was performed in Žďár nad Sázavou. The study of this project presents the project impact on the industrial area and the deviation between the project plan and the audited reality. The research sample consisted of 12 selected warehouse and production hall projects located in Central and Eastern Europe in various phases of their life cycle - the planning, implementation or operational phases. One of the partial outputs of the article is a SWOT analysis which deals with variables that affect project effectiveness both from the perspective of the investor and the public in the area where they are located. Implementation and operation of such projects significantly affect public life, so their potential socio-economic impact on the economic cash flow creation was examined.

Krasnodar territory is a key supplier of livestock products. The share of the livestock industry is 26 % of the gross agricultural production of Krasnodar Territory. The dairy industry should maximize the achievements of both veterinary and animal sciences, as well as of advanced forms, methods, techniques and management technology. The main factor hindering the high efficiency of the industry is the high costs associated with transporting dairy products. The problem can be solved through developing autonomous modular workshops on dairy farms. The proper use of the workshop can lengthen the service life of the equipment up to 12 to 13 years. The modular workshop contains the necessary equipment for launch and installation of facilities, which is included in the project cost. The farm will need relatively little investment to introduce a mini-plant for milk processing. The advantage of this project is that it is suitable for enterprises with different levels of income. The project implementation will reduce the milk processing and packaging costs and actively place dairy products on the market.
