Four technology transfer practitioners from the UK set out to examine the technology transfer activities of four European universities, looking for examples of good practice, innovative schemes and common problems. This article gives a summary of their report. The conclusions drawn are that universities in general lack clear plans to develop technology transfer activities, that there is little sharing of experiences between universities, and that there is not an appropriate media channel for the technology transfer industry. The author forwards recommendations in view of these conclusions.

Technological innovation and preoccupation with new markets through technological innovation have become critical factors in achieving success in the global market. Currently, companies cannot develop and commercialize all technologies. Therefore, the importance of technology transfers is rapidly increasing. Technology transfer is a crucial strategy adopted by organizations to remain innovative and competitive. However, Korea’s technology transfer rate is only 37.9%. In particular, the technology transfer rate from universities to companies is lower than that from government-funded research institutes in Korea. Although the fundamental approach for resolving barriers to technology transfer have been studied, previous research has been conducted from a narrow definition of technology transfer. Furthermore, previous research has focused on analyzing the success factors of technology transfer, presenting technology transfer processes, or conducting case studies. Therefore, it is necessary to develop a technology donor diagnosis framework based on CSFs (Critical Success Factors) to eliminate obstacles to technology transfers. To lower the barriers to technology transfers, it is necessary to develop a strategy for a successful technology transfer based on the diagnosis of technology donors. This study develops a diagnosis framework for universities from the perspective of technology donors, implements and tests the framework using case studies, and proposes strategies for each stage of technology transfer growth. The framework is able to assess multidimensional perspectives, because CSFs and PMs were extracted based on BSC. Furthermore, by comparing the perspectives score of technology donors in different universities, technology donors can identify the areas in which each university is lacking in its current situation. Multidimensional diagnosis and aggregation score of technology donors offer to extract optimal CSFs for technology transfer activation for each growth stage.

Research deals with the analysis of theoretical aspects of increasing the competence of scientists and experts, whose task is to work with technology as a good promotion of technology on the market with a view to its commercialization or search for technological solutions according to the tasks of the organization and to examine the startup methodology as a tool of improving the technology transfer skills efficiency. The new specifics of technology transfer management within the Education 3.0 paradigm are considered. In the paper, the authors analyze the technology transfer as important source of innovation creation and an integral part of business development. Target result of technologies introduction, implemented within limited period with limited resources as an innovative purpose of technology transfer, which is aimed at the best possible development of organization, is identified. The paper also suggests consider¬ing processes of technology development and technology transfer based on startup methodology.

Small and medium-sized enterprises (SMEs) are viewed as the backbone of many European economies and as an engine house for future economic growth. Many SMEs, however, are constrained by limited technical and other resources that slow down product and process innovation. Universities are seen as key players in both encouraging and supporting economic growth through technology and, more broadly, knowledge-related transfer. To maximize the potential that transfer has to offer, particular attention must be given to creating the right ‘transfer environment’. The success rate of technology transfers depends on the transfer instrument adopted, the stage at which transfer is contemplated, and the successful blending of both ‘hard’ and ‘soft’ systems. The influence of these factors on future economic growth and job creation are reviewed.

The article begins by describing the components of a network of organizations involved in technology transfer in Technology Region Karlsruhe. The results of an international comparison carried out by University of Karlsruhe's Industrial Liaison Office into technology licensing in Germany, France, the UK and the USA are examined. It is concluded that, on the available evidence, European technology licensing offices perform no differently from their older US counterparts. The article does however point out a number of problems facing Europe, one of which is the non-exclusive licensing required by most government-sponsored research.
