The relevance of the study is explained by the underdevelopment of the securities market in Ukraine, which barely started establishing the institutions and mechanisms of a market economy. Ukraine has a decentralised system of depository services, which hinders the development of the stock market, because the decentralised system of accounting for rights to securities complicates the procedure of transactions and increases risks. The purpose of the study was to investigate the international experience of securities depository in the rapidly expanding securities markets, especially in Eastern Europe and Asia, their technology, identifying their new functionality and dominant models of their architecture in the context of regulation, interaction of market participants and protection of their property rights. The main methods of study of international experience in the provision of securities custody services were empirical, analytical, and inductive methods, which together allowed describing the systems of securities circulation in different countries, analysing them to identify common features that are important for their implementation in Ukraine for integration into the global system of redistribution of financial resources. The study considered various securities storage systems, national depository systems, covered the features of national mechanisms of interconnection of all participants in the securities market, identified conceptual problems of securities market organisation in Ukraine, substantiated the need to adapt international experience for institutional development of the national depository system of Ukraine. The materials of the study have practical value for the development of the depository system in Ukraine as a basis for the functioning of the securities market, compatible with technological international depository systems in full functionality, which guarantees investors' property rights and enables Ukraine to become a full-fledged redistributor of global financial resources and, accordingly, to attract investments for economic development pursuant to international rules and standards of “transparent” functioning of securities markets, thus putting institutional barriers to corruption influences. The comparative analysis of depository systems of different countries allowed covering weaknesses in the existing depository system of Ukraine, outlining the conceptual approaches to legislative and organisational actions on its development

The problem of the connection between the amount of training of specialists and their employment in the field of economic activity at the current stage of economic development is becoming quite necessary for research. The education system must adjust its activities according to the needs of the labor market, and it, in turn, must provide information for education in a timely manner. This connection is fundamental and will help to ensure the perfect functioning of the markets under study. However, unfortunately, today the connection between the labor market and the market of educational services functions only conditionally. The main subjects of the educational services market are: applicants, parents, schools, employers, recruitment agencies, state institutions, other universities. Each of these subjects realizes certain economic interests. And only thanks to the functioning of the "win-win" system, maintaining the balance becomes possible. The researched interrelationships between the main subjects of the market of educational services indicate the imperfect functioning of the system today. By comparing the number of submitted applications for bachelor's degrees by field with the volume of their government orders, it became clear about the existing imbalance in the market. State-priority technical specialties are in minimal demand among applicants, who, instead, choose "fashionable" specialties. In turn, the university focuses on the demand of applicants, and this leads to an increase in the level of unemployment and oversaturation of the labor market with specialists in social sciences and the service sector. Another problem in maintaining the balance between education and the labor market is the passivity of employers. They do not provide timely information about existing problems and are not involved in forecasting the necessary specialists on the labor market. If, for example, the employer would involve students in solving existing problems, then everyone would be equally "winners". After all, students would have the opportunity to solve practical problems, and the company would receive new innovative solutions from students. By correcting this shortcoming, the functioning of the educational services market would improve significantly.

An urgent task in the field of public administration of non-banking financial services markets is to improve the regulation of the insurance market. On the example of the insurance services market, the problems of the functioning of the financial market regulation system are highlighted. Suggestions for its improvement are presented to increase the competitiveness of these markets. The development of the Ukrainian insurance market after 2015 to the present has a positive trend, which indicates the effectiveness and managerial ability of the state regulation system. The indicators of the state of the insurance market of Ukraine in comparison with similar indicators of such markets in the countries of the European Union are considered. The dynamics of concentration of the insurance market of Ukraine over the past 15 years has been analyzed. The main trends in the development of competition in this financial sphere have been identified. The necessity of state regulation of the concentration of the insurance market is substantiated. Views on the methodology and tools used in the study of the concentration and competitiveness of the insurance market are presented. Suggestions for improving the methods are given. It is shown that from 2012 to 2019 the Herfindahl - Hirschman index for risky types of insurance and for the insurance market as a whole has been increasing. It is established that according to the gradation of financial market concentration levels using the Herfindahl - Hirschman index, the insurance market of Ukraine corresponds to the degree of low concentration. According to the value of the Herfindahl - Hirschman indicator, the concentration of the life insurance market during 2003 – 2019, with the exception of 2015, is moderate. But the total share of gross insurance premiums collected by the three largest insurance companies in 2017 – 2019 exceeded 50 % of all gross insurance premiums. According to the Ukrainian law, such a market is considered a monopoly. It is shown that when analyzing the state and development of the insurance market of Ukraine, it is advisable to supplement the values of the Herfindahl - Hirschman index with corrective coefficients that take into account regional characteristics of the market, types of insurance, additional indicators of its functioning efficiency. Measures are proposed to accelerate the development of the insurance market of Ukraine by improving its regulation system.

The article presents a modern view of understanding of "financial market" concept, as the development of financial technologies gradually influences the change of paradigm of its functioning, new financial institutions, institutions of market infrastructure, financial instruments are emerging, as well as the development of forms of alternative financing. On the base of the systematization, it is determined that the term "financial market" in the current scientific literature is considered from three positions, first as a mechanism of distribution of financial resources, secondly, as a system of economic relations, and thirdly as a set of markets and institutions. As a result of the research on the contrary to the popular opinion that the financial services market and the financial market are two separate markets, it has been substantiated that the financial services market is a part of the financial market, because financial instruments are formed through the provision of financial services. The financial market and the market of financial services have common subjects - financial intermediaries (banks, insurance companies, non-government pension funds, investment funds, etc.), but at the same time the objects of these two markets are different. Financial instruments are objects for financial markets, and services – for the market of financial services. Through the process of financial services providing, financial intermediaries ensure the fulfilment of the basic function of the financial market, which is the redistribution of financial resources in the economy, thereby creating financial assets, liabilities, etc., which is the basis for the formation of financial instruments. Taking into account of the impact of fintech on the development of the financial market, author's definition was presented in this work as a system of financial institutions (market subjects), which create the conditions for transactions with financial instruments of economic agents (market objects) using appropriate infrastructure and financial technologies. In many economies, a significant proportion of service production is organized within market system. In the market system, the units in this organization base their economic activities on profit and benefit maximization. However, in most parts of service sector, pure competition conditions may not be valid. Health services are different from the goods which are produced and distributed by the open market. While some activities which are within the scope of health services are close to the definition of public, most of them have the characteristics of semipublic goods and services. Considering the importance which the mentioned services have regarding the society with their social benefits and the social costs which they will cause unless they are produced sufficiently, it could be argued that besides the open market, the public should also produce these services. The aim of this study is to present the insufficiency of market system in producing health services and analyze the intervention methods of public in order to compensate the insufficiency.

Background. Trends in the open economy, the processes of information globalization require the search for new effective tools of trust of the state, public oversight bodies, investors, the public and other professional and non-professional users of information to business. This tool is an independent external audit: it helps to identify deficiencies in the activities of the entity, to identifyways to correct them, as well as to develop preventive measures to avoid them. Analysis of recent research and publications has shown that the state of audit activity in Ukraine does not fully meet today’s requirements, an important scientific and practical problem of the development of the audit services market and quality control of audit services in Ukraine remains unresolved. The aim of the article is to analyze the market of audit services in Ukraine and assess potential ways of further development of auditing. Materials and methods. The theoretical and methodological basis of the publication is a set of studies of domestic and foreign scientists. General scientific and special methods of scientific cognition are used: comparative, systematic and statistical analysis to clarify the cause-and-effect relationship and assess the market of audit services in Ukraine. Results. A study of the audit services market in Ukraine was conducted, the dynamics of the number of audit entities (SAА) and the dynamics of the volume of provision of a number of audit services were analyzed. The information on the composition and number of audit entities is summarized, as well as the volume of provided audit services in terms of regions of Ukraine is studied. The problems of audit activity development are outlined, the main ones of which are insufficient normative provision, imperfect system of digitalization of audit procedures, etc. Conclusion. In recent years, the conditions and quality of the audit services market in Ukraine have changed radically, primarily due to the implantation of foreign experience in the national audit system, expanding the possibility of diversification of professional audit services, as well as the digitalization of auditing. This opens up new opportunities both for the auditors and audit firms themselves and for the customers of their services. In addition, various additional audit and related services have become widespread. To increase the competitiveness of Ukrainian audit companies it is necessary to take into account global trends, foreign experience and modern technologies of customer service, which requires: improving the legal regulation of auditing in Ukraine; improving the methodology and organization of audits; development of the optimal method of determining the cost of audit services.

The need for effective development of Ukraine’s banking services market under conditions of expansion of foreign capital and international business rules requires the presence of competitive advantages of the national suppliers of banking services. In this context and from the point of view of the European integration processes in Ukraine’s economy, the development of modern tools of prudential supervision by the authorized bodies is becoming relevant. The authors for the first time define the concept of competitiveness of the banking services market and analyze this competitiveness from the standpoint of estimation and comparison of the market indicators set of one country over aggregate indicators of corresponding markets of other countries. A new unified methodology of complex estimation of the competitiveness of the banking services market based on the system of quantitative assessments and criteria is developed. The presented research covers the following points of the analysis of the market: territorial borders, capacity and scales; density and compactness of banks and branches; openness of the market; capacity and importance of services; density of income and services; entry and exit barriers; capitalization limits of banks; level of development of innovative services. The approach with regard to the scale factor analysis of Ukraine’s banking services market for 2007–2017 is approved. The comparison of data and quantitative indices of Ukraine’s banking services market with the corresponding indices of other commensurate countries of euro-zone and world countries is performed. The place of Ukraine’s banking services market at the international level is determined. Such a comparison is provided in the context of markets in the countries with developed and transition economies. It is found that at the world level and within the euro-zone, Ukraine’s banking services market corresponds to a small scale; the heterogeneity and disproportionality of services within the country are present; there exist approximately equal influences of residents and foreign owners of banks; the market has high entry barriers for new players and is at the beginning stage of the digital revolution. Bankruptcy of the largest bank will be tangible for the banking sector of Ukraine, but not destructive for the financial system of the country.

Traditional electricity spot markets compensate for the power imbalances caused by an insufficient ramping capacity through traditional flexibility services such as ancillary services and interconnection power. However, conventional flexibility services may lead to frequency deviations in the power system, increased response costs, spikes in electricity prices, and dramatic price volatility in the traditional spot market. To solve the above problems, this paper proposes an FRP and convex electricity spot market joint clearing (FCESMJC) market mechanism. The FCESMJC model can more accurately represent the relationship between electrical power output and the price of electricity and reduces the number of spikes in electricity prices. In addition, a novel FRP pricing method is proposed to compensate FRP market participants for their FRP costs more reasonably. Additionally, the difference in system performance is provided by comparing the energy prices, pricing method, clearing prices, and system costs in the FCESMJC method and the traditional electricity spot market. The FCESMJC system reduces the total system cost by 18.6% compared with the electricity spot market. Numerical experiments are simulated on the IEEE 14-bus test system to validate the superiority of the proposed model.

Abstract In high renewable energy penetrated power systems, the flexibility of power system resources is indispensable. With the implementation of domestic ancillary service markets, the revenue of ancillary services provided by generating units is gradually changing from the planned mode to the market mode. Moreover, the access threshold for generating units to participate in the ancillary service market has changed. At the same time, the flexibility of generating units has a great impact on the revenue of the ancillary service market. Therefore, this paper summarizes the flexibility requirements of typical pilot areas in China for generating units to participate in ancillary service markets. Then, the corresponding flexibility evaluation indexes of different ancillary services are sorted out and the flexibility evaluation model is developed to evaluate the flexibility ability of power generation enterprises scientifically. The flexibility evaluation system proposed in this paper can effectively evaluate the flexibility capability of generating units and conduct its flexibility enhancement.

Foreign and domestic practice indicates that banks and insurance companies are key participants in the global, international and national financial markets and their segments, including financial services markets. The analysis of the world economy, the services market, financial services, and the banking and insurance markets for 2009–2016 confirmed the conclusions that banks and insurers are the drivers of the global economic and financial system, as well as key components of the services and financial services markets. The same can be said about economically developed countries, where banking and insurance services account for up to 10% of national GDP. Additionally, trends in the development of foreign markets for banking and insurance services are studied, with an emphasis on the markets of economically developed countries

The subject of the research is a set of models of systems analysis of the educational services market. The goal of the work is to develop a set of models of systems analysis of the educational services market in Ukraine, which allow to assess the state of regional market segments; to highlight the segments which are the most sensitive to the reduction of the educational institutions network; to assess the competitiveness of educational services in the foreign market; to determine the most attractive segments of the foreign market. The paper solves the following tasks: models of classification of regions according to the level of development of the education system are developed; models for a comprehensive assessment of the level of development of the education system are proposed, which allow assessing the position of Ukraine in comparison with European countries; models for classifying external market segments by the level of attractiveness for promoting educational services of Ukrainian universities in the context of an export-oriented development model are developed. The following methods are used: systems analysis – to describe the object of research, conceptual approach and a set of tasks to be solved; cluster analysis – for building classification models; taxonomy methods, development level method – to build a rating assessment of Ukraine's position in the educational services market. The following results have been obtained: a grouping of the regions of Ukraine by the level of development of the education system has been developed, the "pivotal" regions for the formation of a network of educational institutions have been identified; a system of rating assessment of countries in the educational services market institutions has been proposed; the most attractive external market segments for the promotion of educational services of universities in Ukraine institutions have been identified. Conclusions: the implementation of the models made it possible to conclude that the composition of the "pivotal" regions for the formation of a network of educational institutions includes such regions as Kyiv, Kharkiv, Odesa, Zaporizhzhia, Lviv, Dnipro regions. Educational services of universities in these regions are in the highest demand, but these regions are also the most vulnerable to the phase of market decline. The analysis of the "substitute" effect made it possible to conclude that Ukraine is characterized by a high rating of the level of development of the education system in comparison with European countries. In the context of the export-oriented development model, external market segments that are attractive for Ukraine have been highlighted.

Purpose The purpose of this paper is to examine the relationship between financial development, openness in financial services trade and economic growth in BRICS countries for the period 1990–2012. Design/methodology/approach An index for financial development has been constructed using principal component analysis technique by including banking sector development, stock market development, bond market development and insurance sector development. For the robustness of the result, the long-run cointegrating relationship amongst the variables has been analyzed. Findings Overall financial development has a positive and significant impact on economic growth. To take the full advantage of openness in financial services trade, countries need to put more emphasis on the development of their stock markets, bond markets and the insurance sector. The result shows that openness in financial services trade has a positive impact on economic growth when the stock market, bond market and insurance sector are included in the system. Research limitations/implications The policy implication of the findings is that policymakers should focus more on developing all four areas of finance to get the full benefit of the financial system on the process of economic growth. Originality/value The authors have constructed the better indicators of financial development in the case of BRICS economies. Most of the studies in BRICS economies have measured the development of the financial sector as either banking sector development or stock market development. However, the present study includes all four areas of finance (banking sector development, stock market development, insurance sector development and bond market development) into account.

The article is devoted to the multifactor structural-dynamic analysis of the development of the consumer market of Ukraine as a system segmented into the markets of food and non-food goods and consumer services, and to determine the factor impact of its segments on macroeconomic dynamics. The stable growth of the analyzed segments was revealed, despite a slight decrease in the volume of sales of services in 2020 due to the quarantine restrictions imposed by the Government for certain types of economic activity. Changes in the commodity structure of the consumer market are analyzed. The average growth rate of food sales was 113.5%, non-food – 111.2%, services – 102.5%, which is fully correlated with the average growth of nominal GDP by 118.1%. It was found that the largest share of household expenditures was concentrated in the food market, where there was a faster growth in consumer prices compared to effective demand. It was found that the average monthly total expenditures of households in the consumer market decreased, primarily on non-food goods and services. In the domestic market of consumer services, there was a tendency to widen the gap between market supply and effective demand and redistribute the structure of consumer demand. To obtain an objective description of the impact of the domestic consumer market on the general parameters of the economic system of Ukraine, the factor influence of sales in consumer markets of food and non-food goods and services on GDP dynamics is analyzed. The significance of the parameters of the regression equation was checked by Fisher’s F-test. It was found that despite the significant aggregate influence of external factors, the obtained regression equation with a high degree of reliability indicates that the state of the consumer market of food products has little effect on nominal GDP, while the growth of non-food and services markets is guaranteed to increase GDP. This allows us to rethink the role of the domestic consumer market as a concept of a holistic system of socio-economic relations, which complements the established location of the interaction of producers and consumers with the institutional component. Further research is recommended to be directed in the direction of an extremely important aspect of goal-setting of institutional regulation of domestic consumer market development, namely meeting the needs of consumers, who are the final link in market relations.

The high proliferation of converter-dominated Distributed Renewable Energy Sources (DRESs) at the distribution grid level has gradually replaced the conventional synchronous generators (SGs) of the transmission system, resulting in emerging stability and security challenges. The inherent characteristics of the SGs are currently used for providing ancillary services (ASs), following the instructions of the Transmission System Operator, while the DRESs are obliged to offer specific system support functions, without being remunerated for these functions, but only for the energy they inject. This changing environment has prompted the integration of energy storage systems as a solution for transfusing new characteristics and elaborating their business in the electricity markets, while the smart grid infrastructure and the upcoming microgrid architectures contribute to the transformation of the distribution grid. This review investigates the existing ASs in transmission system with the respective markets (emphasizing the DRESs’ participation in these markets) and proposes new ASs at distribution grid level, with emphasis to inertial response, active power ramp rate control, frequency response, voltage regulation, fault contribution and harmonic mitigation. The market tools and mechanisms for the procurement of these ASs are presented evolving the existing role of the Operators. The resort is a narrowly specialized territorial entity with a relatively high concentration of relevant specialization functions (balneological, climatotherapeutic and others). The relative territorial homogeneity of resort resources contributes to the formation of areal forms − resort areas, districts and resort areas. That is, the elements that are formed by the subjects-producers of the producer's market, depending on the level of territorial specialization and concentration of tourist activity, can be divided into tourist-excursion and resort. That is, territorial structures are markets of supply of different hierarchical level, complexity and specialization, to which consumer flows are directed and which provide the process of consumption of tourist goods and a certain set of tourist services. The key elements of the territorial structure of the tourist market are the nodes (resorts). Thus, the geospatial structure of the market of tourist services is formed by both sides of the market − the consumer market, forming demand, localizes it in the elements of settlement systems, based on which the demand market is formed and to which the intermediary enterprises to specialization, is localized both in the elements of settlement systems, tending to the centers of concentration of demand, as well as in the territorial structures of different order and specialization, on the basis of which the supply market is formed. Liberalization of electricity markets has brought focus on the optimal use of generation and transmission infrastructure. In such a scenario, where the power transmission systems are being operated closer to their critical limits, Ancillary Services (AS) play an important role in ensuring secure and cost-effective operation of power systems. Emerging converter-based HVDC technologies and integration of renewable energy sources (RES) have changed the power system dynamics which are based on classical power plant operation and synchronous generator dynamics. Transmission system interconnections between different countries and integrated energy markets in Europe have led to a reduction in the use of energy from non-renewable fossil-based sources. This review paper gives an insight into ancillary services definitions and market practices for procurement and activation of these ancillary services in different control areas within the European Network of Transmission System Operators for Electricity (ENTSO-E). The focus lies particularly on ancillary services from HVDC systems. It is foreseen that DC elements will play an important role in the control and management of the future power system and in particular through ancillary services provision. Keeping this in view, the capability of HVDC systems to provide ancillary services is presented.

In a traditional environment, hydropower plant owners seek for minimum cost while in today deregulated environment goal function is profit maximization. Besides electricity only market, power producers can offer their services also in ancillary services markets. By doing so, it is possible to increase expected profit. This paper focuses on simultaneous hydropower plant biding in electricity and ancillary services markets, and purpose is to examine and verify effects of the proposed method on expected profit of hydropower plan owner. A mathematical model based on mixed integer programming approach is used. Head effect is also take into account with price-wise linear performance curves. Prices from real electricity markets and ancillary markets are used, and real hydropower system Lokve-Bayer in Croatia, with focus on hydropower plant Vinodol, is modelled. Obtained results show that there is a notable improvement in expected profit of hydropower plant if presented market bidding approach is used. It is also shown that hydropower plant Vinodol is capable for simultaneous bidding in different power markets.

The study of various processes and phenomena from the point of view of a systematic approach allows not only identifying relations and points of growth, but also developing measures aimed at the formation and realization of their potential. The observed processes of digital transformation are also reflected in the service system. The presence of a rather fragmentary theoretical basis of the digital services system and the lack of scientific works on the synergy of the digital services system make it necessary to study these issues and develop theoretical provisions. The aim of this study is to identify the synergetic effects of the digital services system. According to the results of the study, the author proposes a category “synergy of the digital services system”, which is based on the idea that this is a cumulative effect obtained during the interaction of elements of the digital services system; supplements the directions of evaluating the synergetic effect of the digital services system; and suggests digital efficiency, which is expressed in the optimal use of digital infrastructure and the availability of an appropriate level of digital skills formation of all participants in the digital services system; presents the characteristics of the key aspects of the synergetic approach to the digital services syste, namely, non-linearity and multivariance, openness, the ability to self-organize, disequilibrium and dissipativity; identifies the synergetic effects of the digital services system (transparency, process control, integration as a whole, as well as horizontal, vertical and intersectoral integration, resource savings due to economies of scale, intra-product synergy, development of the digital space and digital marketing communications, GDP growth and an increase in the digital market share in it, personnel transformation, expansion of the types of services provided in the digital space, increasing the availability of services); and formulates the main directions of synergetic development of the digital services system. The author adheres to the point of view that further synergetic development of the digital services system is possible both evolutionarily and revolutionarily. In particular, the strengthening of global challenges and the emergence of non-standard situations at the national or global levels can become catalysts for the accelerated development of the digital services system. In turn, changes in the system itself can be of an intensive or extensive nature. Thus, extensive changes are associated with the growth of the number of participants in the digital services system and the emergence of new markets. The intensive development of the system is due to qualitative transformations, namely, the withdrawal of noncompetitive companies from the market, as well as the unification of several players in the market in order to ensure a certain level of power in the market.

The Battery Energy Storage System (BESS) is one of the possible solutions to overcoming the non-programmability associated with these energy sources. The capabilities of BESSs to store a consistent amount of energy and to behave as a load by releasing it ensures an essential source of flexibility to the power system. Nevertheless, BESSs have some drawbacks that pose limitations to their utilization. Indeed, effectively managing the stored and released energy is crucial, considering the degradation of performance associated with these systems over time. The substantial capital expenditure (CAPEX) required to install these systems represents a current constraint, impeding their broader adoption. This work evaluates a techno-economic analysis of a 2MW/2MWh BESS providing multiple services, namely participating in capacity and balance markets. The analysis is based on a BESS model implemented in SIMULINK, adopting online data gathered from a Lithium Iron Phosphate (LFP) battery facility. The model evaluates the auxiliary power consumption, state-of-charge (SoC), state of health (SoH), and the round-trip efficiency (RTE) of the overall system. The analysis is based on three price profiles: 2019 (Business-As-Usual), 2020 (COVID-19), and 2022 (Gas Crisis). Furthermore, this work conducts a case study to analyze the behavior of the BESS. It entails a sensitivity analysis, specifically evaluating the influence of CAPEX and upward bid price on the economic viability of the project. The results show a strong relation between the CAPEX variation and the Internal Rate of Return (IRR) of the project.

Purpose The purpose of this paper is to study the possibilities and potential barriers on the path of internationalization of the educational services market through development of the system of remote education. Design/methodology/approach In order to determine the influence of development of the system of remote education on the process of internationalization of the educational services market, the authors use the method of regression analysis. A regression curve is built, containing the model of paired linear regression and the value of determination coefficient. The research object is the market of higher educational services – as it is subject to internationalization and distribution of remote education. The research is performed based on the 2017 data by the example of countries from various regions of the world that show different rates and levels of socio-economic development but that achieved the largest success in development of the system of remote education – the USA, the UK, Brazil, China, South Korea, Italy, Germany, India, Malaysia, Australia, South Africa and Russia. Due to the absence of the official international statistics on the issue of internationalization of the educational services market, the proprietary method is used for determining its level. Findings It is concluded that remote education has a slight influence on the process of internationalization of the educational services market in the countries of the world, though it has large potential in the sphere of stimulation of internationalization of the educational services market, as it allows providing educational services of equal quality and equal cost for domestic and foreign students. Originality/value The developed and presented model of managing the development of the remote education system of a modern university in the interests of stimulating internationalization of the educational services market allows overcoming these barriers and opening the existing potential of remote education in the sphere of stimulation of internationalization of the educational services market.

The article is aimed at identifying the problems of the regional labor market and the market of educational services in order to improve the system of youth employment. The paper identifies the role of education as the most important institution for the formation of the internal socio-economic potential of the territory and the development of the local community. The relevance of the problem for the Irkutsk region lies in the imbalance of supply and demand of young professionals - generation Z - in the conditions of the resource nature of the economy. The study confirmed that young people aged 20-24 are the most vulnerable in the regional labor market. The main results of the work are as follows: 1) there is no effective interaction of market participants with the changed labor claims of modern youth; 2) educational services of the Irkutsk region are not relevant to the regional labor market. Uncertainty in the interaction of market actors does not give a clear understanding of the prospects for the formation of labor skills and activates the migration of young people. As a result, the territorial labor market lacks human and educational potential, and the return on the regional structure of the resource economy does not contribute to the transformation of potential into capital. The study emphasizes that the realization of the potential of the population and the activation of territorial unification cannot be effective without a clear understanding of the vector of development of the higher education system. It is necessary to supplement the regulatory and strategic documents of the region with reasonable indicators of employment of university graduates. The results obtained can be used by regional authorities, higher education, science and business structures in order to effectively interact the territorial markets of educational services and labor.
