There is developed a neural network model for disease rate prediction and assessment of antiepidemic measure effectiveness. As basis of the development there were adopted the existing automated information systems which are used for monitoring and visualization of data on Moscow population disease rate. Under conditions of the emergence and propagation of new dangerous infectious and virus diseases the information processing must be carried out in real time, a prediction for future is required. It is necessary to create, update and adjust rapidly a set of anti-epidemic measures offered. The investigation purpose consists in the prediction of infection spreading and the assessment of anti-epidemic measures based on data on the population disease rate. There is offered a neural network model realized on the basis of the modular computing system and artificial neural networks. A modular computing system includes modules of different types connected between each other with a switch network. In the modular computing system there are included modules of artificial neural networks with the special switch structure. Switchboards allow connecting and disconnecting single modules and elements of neural networks. A neural network model changes dynamically its structure and adapted to a current epidemic situation.

Across the US and around the world, a growing number of public sector, educational, and nonprofit organizations have been sharing data with one another. These organizations hope to increase transparency, enhance efficiency and service quality, improve communities, encourage public participation, develop new knowledge, and foster civic innovation. While there are many success stories around data sharing, there is a growing awareness that the act of publishing data will not always result in community impact. Data intermediaries are often needed to help people extract value from data, and to help producers make good decisions about what and how they publish. In Pittsburgh, our local civic data ecosystem is unique in that both public and academic librarians are actively involved as data intermediaries, and they work in close collaboration with other intermediaries, data publishers and users in a variety of ways. Librarians play a number of roles, including helping people discover information, building data literacy and technical skills, providing technical assistance in data management and documentation, creating feedback mechanisms to publishers, convening and hosting events, and connecting data users. Our experience shows that libraries and librarians should be key actors in the continuing development of data ecosystems and act as core data intermediaries; their expertise adds value to a wide range of issues that affect both data publishers and users. In this talk, I will share insights gained through the Civic Switchboard project, which aims to develop the capacity of libraries in civic data ecosystems.

Power electronic modules are used in engineering related to the need to transmit high-current signals. Typical areas of application of such modules are aircraft navigation systems, elements of switching power circuits and other high-load connections. The central unit of the module is a ceramic base, on which conductive tracks are formed and electronic components are mounted. The finished substrate is often called a switchboard. The substrate performs two main functions: Is the dielectric basis of the printed circuit formed on one or two sides. Provides heat dissipation emitted by semiconductor crystals and circuit elements. Used for substrates non-hygroscopic ceramics, heat-resistant, is an insulating material with high mechanical and dielectric properties. It is relatively easy to manufacture and low cost. In the manufacture of power modules using ceramic substrates of aluminum oxide or nitride with a multilayer metallized coating with a thickness of several microns to several tens of microns (depending on the application), which provides the required degree of adhesion of the coating to ceramics and applied on one or both sides. The main requirements for the finished product are the minimum dimensions and low cost of materials and production process. In addition, the decisive factors are high technical characteristics, resistance to environmental influences and reliability. The design of the finished module must provide minimum values of transient thermal resistances, distributed inductances of power busbars, high insulation voltage. Adhesion strength depends on many factors: coating technology, film material, substrate material; and may decrease during operation of the finished product. During the operation of power modules, they are subjected to thermal and mechanical loads, including vibration. This leads to the destruction of components from overheating and damage to the mechanical damage of the modules. Often the failure occurs in the structure of the substrate-coating conductor. The main reason for this destruction is the low adhesive strength of the metal film to the ceramic base.

The aim of this diploma thesis is to compile a demonstration panel as an example of the functions of intelligent electrical installation KNX. One of the advantages of this system bus is the ability to use devices from multiple manufacturers. A total of 20 devices from 12 different manufacturers are used in this work. The work begins with an explanation of the principle on which the KNX system bus works, followed by a description of the equipment used and the electrical connection of the switchboard according to the wiring diagram. Next, how the whole panel was revived is described. The next chapter contains a detailed description of device programming in ETS, ie setting parameters for individual devices and assigning group addresses. The last chapter deals with visualization and remote control. It explains how a communication channel was created to connect the panel to a server from FlowBox. Using the web interface on this server, a visualization was created, which can be used to remotely control the entire panel from anywhere.

This chapter documents how indymedia uses communications to help congeal otherwise isolated and dispersed points of insurgency, conducting stories of shared struggle across space at multiple scales, from the hyper-local (within cities and neighborhoods) to the regional, national, and global. Specifically, it looks at how indymedia links movements and people in three distinct ways: (1) across local spaces, linking different communities together to build a stronger localized movement; (2) across geographic spaces, on a particular theme such as labor or immigrant rights; and (3) across space and theme, in an attempt to forge a global social movement. It also shows the shortcomings of this new strategy and political mode of action, which eschews leadership and therefore cannot build long-term political power. The chapter first considers the way the network operated as a connective tissue in the case of farmers in South Central Los Angeles to offer a rubric for this strategy of action. It then looks at different ways that this connective strategy operates at the local, national, and global levels, on- and offline.

Original technology of monitoring network packets circulating within local network is described in the article. Technology is based on the dedicated workstation, operating in MS-DOS and getting all available packets. Aggregated data are transmitted to the nearest Windows-PC through serial-connection. Monitoring program on this PC is able to trace infected computers and disconnect them from the local network. This function works due to the Cisco switchboard. The book provides complete information about methods and means of monitoring as well as the description of the pilot version of the program. Technology is exercised as the pilot project in CEMI RAS in 2000 and is successfully used since 2006. The maximum number of users exceeded 200 PCs and servers. The author is awarded the title «Doctor of Philosophy» by EAI (Brussel) for his in-field research in 2003. Monography is recommended to publication by the FSBIS academic Council CEMI RAS.
