AbstractSweden's referendum on whether to join EMU produced an emphatic No. The murder of one of the Yes side's leading representatives thus appeared not to have affected the result. Cleavages exposed in the referendum on EU membership nine years previously were even more apparent this time; yet No-voters were also to found across the political, regional and social spectrums. As well as describing the campaign and explaining the outcome, this article focuses on the campaign strategies adopted by parties and other actors. Lessons from previous campaigns had been learned by the opponents of EMU, but largely forgotten by its supporters.

The following article by Professor Michael Bohman begins with a brief historical analysis of child development theory in relation to adoption and fostering after the end of the Second World War. The author goes on to review research findings from a series of Swedish adoption surveys which began under his supervision in the 1960s and continue to this day. Much attention is given to the significance of genetic and environmental factors towards shaping the development of adopted children into adulthood. Problems of social and psychological adjustment are discussed, as are the genetic aspects of criminality and alcohol misuse in a group of adult adopted people.

AbstractThis study focuses on the narratives of four young Swedish women who were interviewed about their experiences of heterosexual casual sex. The analyses are based on a phenomenological approach and provide insight into a highly complex sexual practice, which the participants often portray as having lacked transparent communication, balance of power, and satisfying sex—three key dimensions of an everyday “sexual democracy.” However, the participants also claim to have dealt with these problematic issues, hence pointing to the socializing role that early sexual experiences have for young women. Thus, if the participants’ own perspectives of events are accepted, sexual empowerment might best be understood as individually colored, experience-based, developmental processes rather than as something that is brought about primarily through collective, formal sex education.

Purpose The purpose of this paper is to present findings from a learning study (Lindström, 2015) with Swedish sixth grade pupils on the English grammatical structure, the progressive aspect (PROG). The focus is on how the lesson design and the treatment of the subject content, informed by variation theory, affected the learning of the PROG. Design/methodology/approach Four teachers of English as a foreign language, including the teacher researcher, collaborated to plan, teach, evaluate and analyse a series of six research lessons. The theoretical framework was the variation theory of learning which was used both to design the lessons and analyse teaching and learning. A basic assumption is that learning is a function of discernment, and discernment is conditional upon experiencing variaion. Empirical data consisted of interview transcripts, pre- and post-lesson assessments, and video recordings of the lessons. Findings The use of the present tense when teaching the PROG was insufficient. When the past tense was introduced, along with particularly powerful examples, pupils’ understanding of the PROG improved. Furthermore, reversing the conventional order by instead beginning the lesson with examples in the past tense, helped the pupils to generalise the meanings of the PROG. Improved pupil learning outcomes were observed when the PROG was treated from the perspective of wholeness, simultaneity and complexity. Originality/value The findings challenge conventional ways of teaching the PROG and thus have value for instruction of English as a foreign language.

This article studies the Kennedy administration’s labor market policies as a case of lesson drawing during a transnational moment in the early 1960s. With the election of Kennedy, leaders in the labor movement rose to positions of policymaking influence, in the process reimagining the United States’ political and economic landscape. This spirit of reform led to the embrace of Sweden’s solidarity wage policy and Rehn-Meidner model as lessons on how to balance full employment, economic growth, and a powerful labor movement. However, Secretary of Labor Arthur Goldberg and Walter Reuther of the United Automobile Workers found implementing Swedish policies to be more difficult than they expected, even with the support of a sitting president. Their experiences demonstrate the possibility for policy diffusion from small states to the United States over a short period, as well as its risks and limitations.

AbstractHow can a country improve productivity growth in its business sector and reach its growth potential? Sweden during the 1970–2010 period can serve as an example to help other countries understand how to efficiently reform a business sector. In the 1990s, Sweden implemented a reform package that ignited a successful reorganization of a business sector that had faltered for decades. To understand the economic forces behind this process, the paper first surveys the industrial restructuring literature and then examine the reform package using Swedish matched plant-firm-worker data. The removal of barriers to growth for new and productive firms, as well as increased rewards for investment in human capital, were crucial to the success of Sweden's reforms. The paper also discusses how the reform experience of a developed country such as Sweden can be useful for developing countries that are in the process of transforming their business sectors. The findings suggest that policymakers have much to learn from country case studies and that the Swedish experience can be a valuable case study for developing countries that are attempting to promote growth by developing their business sectors.

Purpose – The purpose of this paper is to introduce a dialogically based theory of documentary practices and document work as a promising framework for studying activities that are often conceptualised as information behaviour or information practices within Library and Information Science (LIS). Design/methodology/approach – An empirical example – a lesson on how to read railway timetables – is presented. The lesson stems from a research project including 223 Swedish lessons recorded in Swedish primary schools 1967-1969. It is argued that this lesson, as many empirical situations within LIS research, can fruitfully be regarded as documentary practices which include document work such as reading, rather than instances of information behaviour. Findings – It is found that the theoretical perspective of dialogism could contribute to the theory development within LIS, and function as a bridge between different subfields such as reading studies and documentary practices. Research limitations/implications – The framework is yet to be applied on a larger scale. This would require a willingness to go beyond the entrenched idea of information as the core theoretical concept and empirical object of study within LIS. Social implications – The theoretical framework offers a view of the relations between individuals, documents, and social contexts, through which it is possible to explore the social significance of core LIS concerns such as reading, literacy, and document work. Originality/value – The theoretical framework offers an alternative to the monologist, information-based theories and models of people’s behaviours and practices prevalent in LIS.

Abstract This paper examines the different elements included in the Swedish partial individual taxation reform in 1971. The purpose is to identify what policy lessons this reform holds for contemporary tax policy in the European Union member states that currently apply joint tax and benefit provisions. Even though contemporary circumstances have changed in relation to the historical context for Swedish reform, the common strand is that the provisions create both inactivity incentives on the labor market and low income traps for secondary earners. We suggest that a shift to individual taxation should be a part of family and social policies that promote gender equality, and that in turn should be consolidated within a sustainable idea about tax fairness.

By measuring foreign policy assertion, we document that Danish and Swedish Russia policies have fluctuated widely in the 21st century, as well as in relation to each other. Specifically, big assertion leaps took place in 2002 (Denmark) and 2008 (Sweden). Having conceptualised and operationalised small state assertion, we proceed to the explanation of these leaps. The same factor turns out to be the efficient explanation in both cases: an individual policy-maker’s so-called ‘lesson of the past’ – what he believes ‘history teaches us’. It is shown how existing theory of lessons of the past can contribute to the understanding of small state assertion in asymmetrical dyads, but only if the proper permissive circumstances are identified. First and foremost these amount to the presence of a reasonable foreign policy action space.

The U.N. Convention on the Rights of Persons with Disabilities (CRPD) may require the abolition of the insanity defense and similar “special defenses” in criminal law. Proponents argue that abolishing the defense would advance efforts to fully recognize the legal capacity of persons with disabilities on an equal basis with others; detractors suggest it would compound the substantive inequality of an already marginalized population. This paper seeks to accelerate this debate with reference to Swedish criminal law, which saw the abolition of the insanity defense in 1965. Neither side of the debate appears to have considered the anomaly of Swedish criminal law. Equally, Swedish legislators appear to have overlooked CRPD-based considerations. Instead, Sweden seems likely to reintroduce the insanity defense following long-standing domestic criticism. This paper brings together developments in Sweden and international human rights law, and draws out conceptual and practical lessons in the quest for due process rights and substantive equality for people with disabilities in criminal law.

Though Denmark and Sweden have had a similar historical development over the years, the differences in their labor markets have become more visible than ever. While the labor shortage is increasing in Copenhagen, there is a high number of unemployed individuals with a more substantial proportion of vulnerable groups among them in Sweden. Despite some appealing factors (such as less governed labor law, the simplicity of employing and the high wages), the interest of Swedes to work in Copenhagen area has decreased, and as a result, the number of commuters has fallen. Could it then be employers’ attitudes towards foreign-born individuals that differ? Through interviewing Swedish and Danish employers and foreign-born population, Fördomsfönster Öresund project investigates if the attitudes differ and how social sustainability and utilizing the existent competence frame a common regional labor market. Interviews show that some concepts might be crucial in addressing the issue: language, prejudice, leadership and the difference in perceptions. By informing and responding to these problem areas, there is a strong possibility of greater integration, competence-based employment and higher revenues in commuting within the region. Risk is central to innovation, but in order to be theoretically interesting and of practical use, the relation between risk and innovation needs to be investigated in more specific situations. This paper explores the risk conceptions of innovators in two large corporations and identifies three themes that illuminate the relationship between risk and innovation in the corporate setting. The first relates risk to the issues of boundaries and control over parts of the innovation process; the second shows how risk is primarily related to innovation as process and not as output, and the third shows how a flexible view of business models can be used to manage risk in corporate innovation.

To develop a common structure for reports on health crises and critical health events guidelines have recently been published (Kulling et al 2010). They try to capture the experiences gained and for promoting a standardized methodology for sharing results and lessons. If future reporting follows common standards, then the documented findings would be comparable and could be used to learn and apply lessons within an individual field of activity and to apply those lessons learned also to other related preparedness activities. It could also facilitate the implementation of joint activities and joint reports involving different sectors. The development of this proposed method for common reporting on health crises and critical health events has been derived mainly from the following processes: (i) Health Disaster Management: Guidelines for Evaluation and Research in the Utstein Style; (ii) the Swedish Disaster Medicine Study Organization (KAMEDO); (iii) the Swedish Emergency Management Agency network of observers; (iv) the WHO Regional Office for Europe project (supported by the EU Health Programme) ‘Support Health Security, Preparedness Planning and Crisis Management in the EU, EU accession and neighboring (ENP) countries’ including expert consultations. The guidelines include the following headlines: Title, Preface, Authors, Executive Summary, Introduction/Material/Methodology, Pre-Event Status (Background, Preparedness, Hazard(s)involved, Risks, Vulnerability, Resilience), Health Crises and Critical Health Events (Damage, Consequences of Damage (Changes in Functions/Disturbances), Responses (Relief Responses, Recovery Responses), Development, Discussion, Lessons Identified and Actions Recommended, Conclusions, References, Appendices, Keywords, Index, Abbreviations. Pilot testing is suggested followed by an extensive review process. The guidelines should be supplemented further with determinants and indicators when the guidelines are used for in depth reporting to evaluate crisis response operations. The empirical material in this paper is from a Swedish upper secondary school where the mathematics lessons over the last two years have been co-taught. Co-teaching implies that two teachers are most often present in the classrooms during the mathematics lessons. Despite this additional support, students’ performance in mathematics remained low and this is why a professional development program was initiated. The aim of the professional development program was to find new ways to increase the number of approved students. At the start of this professional development program, classroom observations and a questionnaire were conducted with teachers and students. The results indicate that teachers’ and students’ views on good mathematics teaching became a limitation for the design of the co-taught lessons. Thus, to increase the number of approved students, teachers’ and students’ views on good mathematics teaching ought to be the focus of the professional development program.

The inadequacy of the Swedish national emergency management system has been highlighted during several large-scale national emergencies, including forest fires (Västmanland 2014) and storms (Gudrun 2005, Dagmar 2011, and Ivar 2013). The Swedish oil spill preparedness is part of the national emergency response system and was tested under real conditions during the 2003 Fu Shan Hai and 2011 Golden Trader oil spills. Fu Shan Hai spilled 1,200 tonnes of oil on the shorelines of southern Sweden and Golden Trader spilled 500 tonnes on the island of Tjörn. Lessons learned from these incidents and national exercises highlight problems with understanding and cooperation between the organisations responsible during the emergency phase. Complications in the decision-making process lead to confusing, conflicting, or delayed orders, impeding the effectiveness of the response. These difficulties were evident at local, regional, and national levels during the oil spill response. The Swedish oil spill preparedness system does not have a hierarchical structure. Network analysis and surveys of all coastal municipalities, County Administrative Boards and interviews with national oil spill experts were used to examine the characteristics of the oil spill network. This study shows that 80% of the involved organisations have explicit mandates for oil spill preparedness. An established management network exists, covering 83% of the maximum theoretical connections for contingency planning and 88% for response. The Swedish Coast Guard, Swedish Agency for Marine and Water Management, Swedish Civil Contingencies Agency, and Oil Spill Advisory Service are central organisations. The roles of the Swedish Coast Guard are clear to the respondents, but the roles of the Swedish Transport Agency, Environmental Protection Agency, and Swedish Agency for Marine and Water Management are less clear. For planning, the municipalities, County Administrative Boards, Swedish Coast Guard, Swedish Civil Contingencies Agency, and Oil Spill Equipment Depots are considered the most valuable. For response, the municipalities, Swedish Coast Guard, Oil Spill Equipment Depots, County Administrative Boards, Oil Spill Advisory Service, and Swedish Civil Contingencies Agency are considered the most valuable. The few connections between the counties and sometimes between neighbouring municipalities in the network, suggests a need to establish an Incident Management System for national cross-organisational emergencies, such as large oil spills. Most importantly, more cross-organisational exercises are needed to build capacity and the necessary inter-organisational relationships. The authors recommend the formation of an Incident Management System in Sweden in order to improve the management of large oil spills.
