The article seeks to specify the extent to which municipal development strategies form the basis for municipality development and what determines these strategies and development processes at the local level. It discusses the following issues: the nature and objectives of local development strategies, characteristics of the development strategy in the Stara Błotnica Municipality in the Mazowieckie Voivodship, and the determinants of the municipality’s local development strategy. The considerations herein suggest that the foundation for actions and the use of its resources is provided, on the one hand, by its multifunctional development and, on the other, by sustainable development, relying chiefly on its resources and support from various aid funds, in particular the European Union funds. The municipal development path is set in line with the socio- -economic policy implemented by higher levels, namely the EU, Poland, the Mazowieckie Voivodship and the Białobrzeski District. Task performance requires financial outlays that exceed the municipality’s budget, which proved to be a barrier to full implementation of the strategy. The article was prepared on the basis of related literature as well as documents and materials concerning the Stara Błotnica Municipality in the Mazowieckie Voivodship.

Land use planning is one of the effective ways of achieving overall sustainable physical development especially, in urban areas. Various stakeholders in Ghana such as government agencies are therefore, responsible for the development and enforcement of national and local plans that specifies land areas for residential, industrial, transport and recreational facilities towards achieving sustainable development. Empirical literature within the Wa Municipality is not clear on weather enforcement and/or compliance pose as a challenge to sustainable urban development. The main objective of this study was therefore, to assess the physical development and land use planning guidelines in the Wa Municipality and analyse people compliance for sustainable land management. Both primary and secondary data were used in this study. A questionnaire was used to collect primary data from 173 households in the Wa Municipality. Besides, heads of three institutions responsible for enforcing planning guidelines were interviewed. The results maintained that physical development planning guidelines are there to guide urban development in the Wa Municipality, but enforcement and effective compliance has been weak. Also, demographic and economic variables of the respondents as well as the lack of institutional capacity are the factors responsible for low levels of compliance. The non-compliance with planning guidelines contributes to haphazard physical development. This implies that the existence of clear planning guidelines is a necessary but not sufficient condition for sustainable urban land management. It is therefore, recommended that appropriate intervention through effective education for the general public as well as resource allocation to the enforcement institutions. This will facilitate the achievement of sustainable urban land management in the Wa Municipality.

Road network deals with the development of a comprehensive plan for construction and operation of transportation facilities. In order to develop efficient and better transport facility, it is necessary to have a proper road network. In sustainable road network planning, planners put into consideration factors like gradients or slope, land-use and geology with community and governmental interest. These different considerations make the planning process complex and generate confusion in the decision making process. The use of geographic information system (GIS) and multi-criteria analysis (MCA) has helped planners to reduce complexity and to achieve desired and more accurate results. MCA prevents the imposition of criteria limit and gives opportunity to decision makers to enter their own judgments. This provides a better communication among the community for creating a more open choice for analysis and possible changes if necessary. In this study, road network has been analyzed with optimal least cost path algorithm of spatial analysis in GIS using different ancillary data layers and each layer weight-scoring has been computed with MCA in spatial decision support system (SDSS). The optimal least cost path would provide the best option with certainty and considers a gradient, connected neighbors, thematic cost and surface distance in three dimensional spaces. The path gradient can be adjusted as per the requirements, depending upon the terrain conditions and possible to design a more realistic route automatically with appropriate parameters.Nepalese Journal on Geoinformatics -13, 2014, Page: 34-40

With the recent establishment of linkages between characteristics of the community and subjective well-being of residents by a sociologist, the ability to design and monitor urban development that enables human and environmental well-being becomes necessary. Developing communities sustainably require resilient economic, environmental, social and governance systems. This study assesses community happiness based on perceived satisfaction of sustainable development interventions in urban areas. A sample of 400 residents was selected to complete the self-reported survey on specific items on a 10-point response scale (1 means “very dissatisfied” and 10 means “very satisfied”). The sample comprised of residents between 18 years of age and above who lived and works in the town, outside and identified with the communities in the city. The results show that the environmental well-being (M=7.69, SD=1.59), social well-being (M=6.96, SD=1.73), and urban governance (M=6.69, SD=1.61), and economic well-being (M=6.19, SD=2.01) respectively were positively perceived to contribute to the overall community happiness (M=6.88). The findings suggest that investments unto the dimensions could lead to a more optimistic outlook for sustainable community future. The study contributed to the literature on the connection between subjective well-being and sustainable development, and also the measure of community happiness in local context using subjective approach, particularly in Malaysia.

In Thailand, many municipalities lack the information to guide decision-making for improving environmental performance. They need tools to systematize the collection and analysis of data, and then to self-assess environmental performance to increase efficiency in environmental management toward a sustainable city. The aim of this study is to develop a platform for self-assessment of an environmental performance index. Nonthaburi municipality, Hat Yai municipality, and Yasothon municipality were selected to study the work context for six indicators, viz., energy, greenhouse gas, water, air, waste, and green area, which were important environmental problems. The development of an online system called “EcoCitOpia” divides municipality assessment into four parts: data collection, database creation, data analysis, and data display. The municipality can use the system for the assessment of environmental performance and the creation of a separate database based on indicators. The system can analyze the results and display them in the form of radar graphs, line graphs, and tables for use in public communication that will lead to cooperation in solving environmental problems at the policy level for urban development to meet the Sustainable Development Goals.

PurposeThis study evaluates prospects of using ecotourism industry to advance community livelihoods in Musina Municipality, Limpopo, South Africa.Design/methodology/approachUsing questionnaire surveys, interviews primarily, supplemented by focus group discussions and interviews, primary data has been collected reflective of the potentiality of ecotouristic activities in Musina Municipality. To a lesser extent, field observations contribute to these primary sources. Extra insights are obtained through documentary reviews (secondary sources). Data is analyzed using quantitative statistical techniques supplemented by qualitative approaches.FindingsThe study confirmed substantial ecotourism potential of the Musina Municipality and that this potential is manifest irrespective of geographic and demographic factors. However, the study reports a low current ecotourism impact in the Musina Municipality with consequential minimal benefits accruing to the enhancement of the standard of living in the local community. An inference is made that the key gap area impeding the realization of ecotourism potential in the Musina Municipality is the absence of a well-articulated tourism strategy linked to the sustainable economic development of the communities involved. Several fruitful initiatives for ecotourism consonant with local factor endowments are proposed.Originality/valueAlthough, taken in topical isolation, matters of community livelihoods and sustainable development have been increasingly coming to the forefront of research on tourism, few studies have taken a holistic approach predicated on the integration of community livelihood and sustainable development roles of various forms of ecotourism in community development within many rural areas. This study represents the first case study employing an integrated approach to analyze ecotouristic potential of rural Musina Municipality, one of the driest areas in the far North of Limpopo Province, South Africa, characterized by low standard of living juxtaposed with high touristic potential.

Purpose The purpose of this paper is to assess the impact of artisanal small-scale mining (ASM) on sustainable livelihoods in the Tarkwa-Nsuaem Municipality of Ghana. The study seeks to answer the following questions: what is the impact of ASM on livelihoods in the Tarkwa-Nsuaem Municipality? What measures could be put in place to ensure the sustainability of livelihoods in the municipality? Design/methodology/approach A case study approach to inquiry was used in the study. The authors used interview guides (structured and unstructured) to collect primary data from a sample of 400 household heads, 19 institutions, six ASM firms, six mineral processing companies, and two gold-buying agents, and traditional authorities from the Tarkwa-Nsuaem Municipality. Findings The findings of the study indicate among other things that land has been rendered unproductive due to the inability of the dominant ASM firms to reclaim lands after mining. The workers’ exposure to cyanide and mercury makes them vulnerable to all manner of health risks, which is a threat to the sustenance of livelihoods. Owing to the unsustainable nature of mining activities, the future indicates not only increases in unemployment but also environmental degradation and health concerns. Originality/value The paper contains a significant new perspective of knowledge especially by contextualising sustainable development with ASM. This is an area that has largely been ignored by development researchers. The paper further emphasises the need for policy makers to evolve and embrace developmental approach that is intergenerational.

Preserving natural capital is important topic in 21st century in order to ensure prosperity by sustaining qualitative ecosystem services that are both - non-material and material benefits provided by nature. As research outlines, green economy is based on three pillars of sustainable development - social, economic and environmental. It was concluded, that the main principles of the green economy are sustainable development, which stimulates economic growth, reduces poverty, while placing natural capital as a major asset; development adapted to the interests and opportunities of each country, regions and local areas ensuring participation of the population, social inclusion; promotion of green industries (renewable energy, waste management, sustainable agriculture); efficient use of natural resources. Research paper analyses the current situation and future potential of Latvia in the implementation of the green economy, taking as the example evaluation of the situation in the Rezekne Municipality. Research methods such as logical constructive method, document analysis, and interviews were used to gather, analyse and reflect information which was then used to create evaluation model that was used in the focus group to assess weaknesses and potential of Rezekne Municipality, for example, potential in the production of gas from waste. Also important is education of society and their involvement in non-governmental organizations, and the development of the greener way of thinking, where there are noticeable weaknesses. It is possible to take direct examples from other countries (case studies from Finland, France, Lithuania, and Great Britain) that already have experience and real results.

Typical of most developing world cities, the City of Johannesburg, South Africa, faces many waste management challenges. One of which is a lack of awareness of, and compliance with, waste management legislation, recycling and composting by the general public. Thus, the city has to deal with high levels of solid waste generation and subsequent pressure on its landfill sites. The city also has to adhere to various pieces of waste management legislation, with recycling and composting being two essential elements thereof. This study outlines a commercial composting initiative designed by the municipality of Johannesburg to redirect organic green waste from landfill sites to a compost production plant. The study found that although the Panorama Commercial Composting Plant is reducing the amount of solid organic waste disposed of in the city’s landfills, better planning could increase the amount of green organic waste thus diverted. Furthermore, the adoption of a centralized, mechanized system has significantly hampered the generation of employment opportunities, while simultaneously forcing operational costs up. Finally, the lack of a coherent marketing and branding strategy has restricted compost sales. Thus, the Panorama Commercial Composting Plant is currently not recouping its costs nor generating the number of work opportunities it could. Some recommendations to rectify this are then made

Sustainable tourism is one of the concerns of the 2030 Agenda for Sustainable Development, which, although not recent, is gaining more strength and space in the discourses and policies about tourism. Thus the principles of sustainability have been incorporated into the behavior and procedures of the agents involved in the activity in order to mitigate the negative effects. The hotel sector, an active part in this process, is increasingly demanding a conscientious attitude, as well as the adoption of measures and standards of conduct that seek to reduce its socio-environmental impacts. This work proposes to evaluate sustainability practices in the environmental, economic and social dimensions, as well as their degree of applicability, by the hotel sector in the municipality of Bragança, northeast of Trás-os-Montes, from the data collected through a questionnaire survey to managers of all tourist accommodation units. An exploratory and descriptive statistical analysis was performed using the SPSS statistical analysis program. The results revealed a moderate level of hotel sustainability, suggesting that the adoption of sustainable practices is still incipient and that much still remains to be done for the hotels in Bragança to contribute effectively to sustainable tourism. Although this work is restricted to a small territory it opens a window of opportunity to replicate this methodology, in other territories or even at national level, including a larger number of units as well as more specific and adapted indicators.

Having understood the disadvantages of traditional marine development mode, the sustainable development mode, which makes overall planning of land and sea and endorses equal importance to both development and protection, is attracting more and more attentions from coastal regions. To formulate the right orientation of marine development, this thesis attempts to apply SWOT-AHP method, a combination of qualitative and quantitative analysis, into strategy formulation. And, by introducing revision coefficient, this thesis modifies the current quantitative calculation methods. Finally, a SWOT-AHP analysis system of sustainable marine development plan has been constructed. In the study of Shantou marine development, strength, weakness, opportunity and threat factors have been listed through symposium and data analysis; attribution and impacts of these factors are calculated from experts’ evaluation. Based on these scores, a strategic quadrilateral is built, which could directly reflect the orientation of Shantou marine development. According to the analysis results, we can see that the advantage of Shantou marine development is obvious. Shantou should take growth strategy to make better use of its strength and opportunity factors; and transform its development mode from the traditional overexploitation to a sustainable one, which highly emphasizes on protecting marine ecological services and achieving the equilibrium of both ecological civilization and economic growth.

Purpose This study aims to reveal the potential for ecotourism of a locality with high marginalisation index in the municipality of Tlalpujahua, a Magic Town in the State of Michoacán, Mexico. Design/methodology/approach This case study was based on several methodologies. First, socioeconomic, environmental, sustainability, geographic and institutional variables were used in the evaluation of 62 localities of the municipality. Geographic information systems identified study areas and determined their potential for ecotourism. Second, participatory diagnosis was used to collect specific information about the locality regarding their organisational aspects, development strategies, current socioeconomic problems, land use and resources availability and interest in developing projects related to ecotourism. Finally, the authors adapted the FAS Model (factors, attractors and support systems) to include environmental and organisational variables contributing to a theoretical approach to ecotourism. To identify attractors, they applied a questionnaire to determine the profile of tourists visiting Magic Towns and their potential interest in ecotourism. Findings The authors conclude that ecotourism is a possible alternative to highly marginalised localities within Magic Town municipalities and would be able to expand the benefits engendered by the program. Ecotourism can therefore represent a new option for tourists visiting marginalised communities in Mexico. Originality/value A diverse methodology applied key elements to identify localities suitable for ecotourism, characteristics of marginalisation and endowment of natural heritage. The authors conclude that the benefits to localities included in the Magic Towns Program can be expanded to surrounding spaces through strategies such as ecotourism.

Sustainable development is critical to ensure the future of humanity. Therefore, the assessment and governance of sustainability becomes a central challenge our society is facing. This paper provides a novel ICT framework for addressing sustainable development goals. It is characterized by both local and global considerations, in the context of economic, ecological, and social aspects of sustainable development. The framework consists of three modules: data module, sustainability module, and governance module. Data module integrates data from several sources, processes data, infers knowledge, and transforms data into understandable information and knowledge. The second module implements SDGs at the level of municipality/city, ensures ranking of locally transformed SDGs to arrange them in line with the values and needs of the local communities, and proposes an integrated approach in modeling the social-ecological systems. By implementing governance theories, the governance module permits an effective citizen engagement in governance of SDGs. The ICT framework addresses short-term and long-term SDGs and allows for the vertical and horizontal linkages among diverse stakeholders, as well as for their contributions to the nested rule structures employed at operational, collective, and constitutional levels. Thus, the framework we provide here ensures a paradigm shift in approaching SDGs for the advancement of our society.

For the data analyses, a stakeholder register, Power–Interest Matrices, and a stakeholder map were used, and, to complement the latter, narratives were developed. The different analyses showed that most project stakeholders supported the project, while there was really only one stakeholder, the fishermen themselves, who were reticent about participating. However, it was shown over time that, by developing a common vision with them, the fishermen came on board the project and collaborated with the scientists. Stakeholder engagement analyses are especially useful in the application of Sustainable Development Goals at the project level. Although this case study is specifically applicable to a marine conservation context, it may be extrapolated and applied to any other Sustainable Development Goals’ context.
