The article seeks to specify the extent to which municipal development strategies form the basis for municipality development and what determines these strategies and development processes at the local level. It discusses the following issues: the nature and objectives of local development strategies, characteristics of the development strategy in the Stara Błotnica Municipality in the Mazowieckie Voivodship, and the determinants of the municipality’s local development strategy. The considerations herein suggest that the foundation for actions and the use of its resources is provided, on the one hand, by its multifunctional development and, on the other, by sustainable development, relying chiefly on its resources and support from various aid funds, in particular the European Union funds. The municipal development path is set in line with the socio- -economic policy implemented by higher levels, namely the EU, Poland, the Mazowieckie Voivodship and the Białobrzeski District. Task performance requires financial outlays that exceed the municipality’s budget, which proved to be a barrier to full implementation of the strategy. The article was prepared on the basis of related literature as well as documents and materials concerning the Stara Błotnica Municipality in the Mazowieckie Voivodship.

Land use planning is one of the effective ways of achieving overall sustainable physical development especially, in urban areas. Various stakeholders in Ghana such as government agencies are therefore, responsible for the development and enforcement of national and local plans that specifies land areas for residential, industrial, transport and recreational facilities towards achieving sustainable development. Empirical literature within the Wa Municipality is not clear on weather enforcement and/or compliance pose as a challenge to sustainable urban development. The main objective of this study was therefore, to assess the physical development and land use planning guidelines in the Wa Municipality and analyse people compliance for sustainable land management. Both primary and secondary data were used in this study. A questionnaire was used to collect primary data from 173 households in the Wa Municipality. Besides, heads of three institutions responsible for enforcing planning guidelines were interviewed. The results maintained that physical development planning guidelines are there to guide urban development in the Wa Municipality, but enforcement and effective compliance has been weak. Also, demographic and economic variables of the respondents as well as the lack of institutional capacity are the factors responsible for low levels of compliance. The non-compliance with planning guidelines contributes to haphazard physical development. This implies that the existence of clear planning guidelines is a necessary but not sufficient condition for sustainable urban land management. It is therefore, recommended that appropriate intervention through effective education for the general public as well as resource allocation to the enforcement institutions. This will facilitate the achievement of sustainable urban land management in the Wa Municipality.

The paper deals with the planning basis, analysis and assessment of developmental status and general trends of Kursumlija municipality, as well as the status of development planning, resource management and the constraints of social development and public services. Although not considered as a prioritized development and planning choice, the local sustainable social development represents a significant support to long-term development strategies and to demographic stability. This segment of spatial development planning is closely related to social values, political and economic context, which perform a variety of effects on the constitution of its concept. The aim of the paper is to show that different, and sometimes conflicting concepts of the social development that are defined at higher planning levels, need to be checked in relation to local specificities and requirements. Based on that, it is possible to create a concept of public services spatial development that will be applicable and will meet the demands and potentials of the local community.

A new approach to the collaboration municipality ─ regional university is offered taking into account the possibilities of regional university in improvement of human resources capacity, in improvement of municipality administrative capacity, and in development of sustainable tourism products. The offered approach was set up by taking into account the interests of all stakeholders in this area.</p>

The mountain tourism along with that agricultural and hand-made working , are the real possibilities for the increase of the earnings to overcome the crises and for the economical and social development of the Municipality.Opportunities for intervention and integration between the resources that the mountainous area offers are numerous and vary from territory to territory. The current study aimed to evaluation of a Rural Development project in this case the (Kabelo Trust), by evaluating the factors that contributes to its sustainability even though 70% of the members did not undergo high school education. Qualitative research methods was employed in gathering accurate information from the project members about the strategies that they are employing in sustaining the project while many government funded project does not last for even a year. The involvement of the stakeholders like Setsoto Local Municipality, the Department of Agriculture and the Department of Rural Development and Land Reform, the role they played in the project was also explored. It was therefore suggested by the researcher that the main stakeholder which is the Department of Agriculture should assist the project in establishing market for products in other countries.

In South Africa, democracy has brought transformative improvement in the system of governance. The Constitution of the Republic of South Africa (1996) implemented in the post-apartheid era, has raised the status of the lowest sphere of government, by granting these authorities delegated responsibilities. This sphere of governance is known as local government (municipal government) and in the present context developmental local government is both democratically elected and decentralized. The restructuring of local governance requires municipalities to serve the communities within their areas of jurisdiction. This has brought capacity challenges for the municipalities. They are charged with delivering acceptable standards of services to the residents. The current lack of deliverance is evident in the widespread protests, with community members showing their dissatisfaction with sub-standard service delivery and backlogs. Furthermore, municipalities are required to formulate their own by-laws improve the lives of community members, and to implement their legislative mandates satisfactorily. In order for the municipalities to perform more effectively, a transformative model is necessary. The quality of services currently delivered at municipal level must be reviewed. Monitoring and evaluation are the key elements of assessment which must be undertaken. The rationale behind this monitoring and evaluation is to make the system of governance more effective through an even-handed assessment of policies, programmes, projects, strategies, performance of personnel, and the organization as a whole. For the purpose of this study, the researcher explored the challenges regarding monitoring and evaluation and its impact on sustainable development in Sedibeng District Municipality utilizing the quantitative research approach. A model is proposed for improvement called as Monitoring and Evaluation for Sustainable Development (MESD).

This study sought to investigate and assess the attitude of tourism business owners in the accommodation sector, towards sustainable tourism development in uMhlathuze municipality. The business owners were selected from various accommodation facilities within the uMhlathuze municipality ranging from small scale guest houses to 4 star hotels. It was envisaged that this diversity in the types of accommodation businesses would reflect diverse knowledge of sustainable tourism development. The selection of tourism business owners from a wider age range also helped this study in gathering much information and allowed the researcher to assess various trends and practices promoting sustainable tourism development in the study area. The objectives which were set for the study assisted to accomplish the main goals of the study. The fundamental objectives were as follows: • To investigate if the tourism business owners understand the meaning of sustainable tourism development. • To explore if practices of sustainability benefit tourism business owners in the study area. • To find out if tourism business owners are aware of the sustainable tourism development principles. • To find out if tourism business owners have attended any training related to sustainable tourism development.These objectives were formulated in order to clarify the intention of the study which was to find out the attitude of tourism business owners towards sustainable tourism development. The data was collected through self-administered questionnaires and interviews with both open and closed ended questions. The Statistical Package of Social Sciences (SPSS) was used to analyse the research data. Based on the analysis derived from the above, it could be concluded that respondents in the study area have a good idea of what is meant by the concept “sustainable tourism development”. The respondents were asked to give examples of what indicates practices of sustainable tourism development, and they gave examples that include: saving and conserving infrastructure, recycling waste, good maintenance of facilities, increase number of tourists, and protected environment. The majority of respondents indicated that sustainable tourism development benefits them in their businesses, through education, economy boost, jobs, conserving of environment, protecting businesses and it also helps them to have a sense of wellbeing. Tourism business owners are aware of sustainable principles and how they are important to them and their businesses. Finally, the tourism businesses owners agreed that there are being educated about sustainable tourism development and they do attend training which is organised by uMhlathuze municipality and KZN Department of Economic Development Tourism and Environmental Affairs (KZN-EDTEA). In conclusion, findings identified that sustainable tourism is important to tourism business owners as it assist them in growing their business and maintaining them for the future generation. Tourism business owners understood that sustainable tourism is not a special type of tourism, but rather all types of tourism must strive to be sustainable.

Community development in rural areas is under stress due to numerous setbacks such as theft, neglect, and lack of skills from the community to support development initiatives. The municipality remains the only relevant government institution that could deal with this unsustainable nature of community development by establishing an effective partnership with rural communities. In principle partnerships offer many advantages including that of sustainability of community development infrastructures. This study demonstrates that municipality has a valuable role to play in dealing with sustainability of community development. The study emphasises that both the municipality officials and the community should acquire relevant skills that would promote sustainable community development. The study was descriptive, exploratory and qualitative in nature. A survey questionnaire containing both qualitative and quantitative questions was used to collect the data from the respondents. The findings in this study indicate that the rural communities in Mandeni municipality are not empowered by the partnership between them and the municipality. The municipality is also experiencing a shortage of personnel and appropriate specialists to facilitate mentorship programmes for the rural communities on sustainable community development. In the study respondents also indicated that a partnership is necessary to empower a rural community on sustainable community development provided the community and municipality officials are trained adequately. Partnerships will increasingly become a popular approach to government-community relations, from this perspective there is a hope for improved services for communities in rural areas.

Capacity problems in communities have been identified as a major impediment to service delivery and the achievement of a developmental local government especially at Sedibeng District Municipality. The socio-economic profile of the Sedibeng District Municipality was studied in order to determine the extent of underdevelopment in the area. The study focused on the investigation of community capacity building initiatives in Sedibeng District Municipality area. This means that the potential or competency, or lack thereof, found outside of municipalities structures which includes the socio-economic database, political, legislative, social capital within communities was studied to determine how it can be proactively tapped into to encourage sustainable development in line with the achievement of the Millennium Development Goals of the United Nations within the Sedibeng area. The problems which necessitate capacity building within the Sedibeng District Municipal area were also looked at. For the purposes of this study, the hypothesis was constructed as follows: "Poverty, illiteracy and ignorance affect a high number of community members in the Sedibeng District Municipality whose confidence and self reliance can be regenerated through community capacity building initiatives being sustained at Sedibeng District Municipality". To test the validity of this hypothesis, academic and non-academic literature ,,"{as reviewed, interviews with members of various community projects and Sedibeng District LED staff were undertaken. Amongst others the following were confinned • Although participants in projects had some high school education, they still did not have the required skills to make their projects a success. Il • The mushrooming of initiatives from the community to develop the area economically and to sustain themselves proves that there is capacity within the community • The municipality has great influence over local economic development issues in the area. There is a willingness to lead on the development of the community by the Sedibeng District municipality and its local municipalities. The municipality is committed to working with the people and groups within the community to find sustainable ways to meet their social and material needs. The study ends with recommendations which include the following: It The municipality conducts information sessions with members of the community informing them about the budgeting and planning processes ofthe municipality • That the municipality consolidates or conducts an audit of all community projects, their areas of need and identify intervention areas to sustain the projects • That the municipality communicates its development strategies and annual priority focus areas to the community on a regular basis. It That the municipality builds internal capacity to support community projects • That the members of the community participate in the structures of the municipality to ensure funding is secured for their projects rather than request financial and other support on an adhoc basis. • That a detailed operational community capacity building study be undertaken to improve the current way of doing things within the Municipal area.

This study presents results to be contributed to the field of Environmental Education. It is a new arena for qualifications development and implementation in the South African Education and Training system. The study is located in the context of a joint research programme focusing on understanding issues of articulation and learning pathways development for sustainable development, established between the South African Qualifications Authority (SAQA) in partnership with Rhodes University, Environmental Learning Research Centre (ELRC). Phase 1 of the SAQA/ELRC research showed that researching workplace learning requires an understanding of learning pathways, if it is to be meaningful. It is for this reason that this research in phase 2 focuses specifically on learning pathways in the context of a local municipality in Makana. Using a case study research approach and qualitative data, this study investigated learning pathways for three occupational categories at different levels in the Makana Municipality: 1) key managerial occupations; 2) key supervisory occupations; and 3) key workers occupations relevant to sustainable development and how they are shaped and experienced. It also identified system and structural factors influencing articulation and access issues relevant to progress in learning pathways relevant to these key occupations. The study was designed using a case study research. Primarily, qualitative research techniques were employed to generate data, including observations, interviews and document analysis. The study used inductive, abductive and retroductive modes of inference to interpret and analyse data, using critical realist and systems perspectives. The findings on worker learning pathways show that there is a discrepancy between the Training Policy and the Environmental Training and Education Strategy of Makana Municipality. The issue of complexity in learning pathways and social structural factors such as inequality emerged as factors that strongly influenced learning pathways for workers. Learning pathways for workers involved in sustainable development practices hardly existed or simply did not exist. Interesting transitions associated with learning pathways such as from home, to work or no schooling in the case of the workers, showed a pattern of emergence. These showed that learning pathways are not accessible and equally available to everyone as can often erroneously be assumed. The findings on supervisor learning pathways show diverse complexities as well as related issues, when compared to the worker’s learning pathways. Issues such as overlapping of study and work emerge as influential to supervisor learning pathways. Lack of support is, however, an influencing factor, but in a different context compared to the workers, and mainly focuses on lack of bursaries, highlighting training policy issues. This aspect was found to also relate to lack of proper resources in order to enable them to learn and do their job better; an issue raised by the workers too. This challenge of lack of support in various forms posed a barrier to learning pathways. Findings related to the manager’s learning pathways show a noticeable gap between the workers, supervisors and managers. The manager’s generally have higher education qualifications related to sustainable development, and in certain cases managers have had exposure to international training related to sustainable development. Factors such as ample opportunities for learning, mentoring, association on professional bodies, and decision making powers influenced the manager’s learning pathways. It was also notable that while managers receive occupationally directed training, it is not necessarily sustainable development related. In theory, the results highlighted a need to understand systems as a whole and how their integration is important in influencing learning pathways. There were also underlying mechanisms and structures identified which needed to be unravelled and understood as these were found to influence learning pathways in this study. The study highlighted critical insights in understanding how learning pathways in a local municipality context (the case of Makana Municipality) are constructed by both systems and structural factors in the workplace, while also identifying ways in which agency of those engaged in learning for sustainable development in workplaces is enabled and /or constrained by such factors. It also showed the persistence of deep-seated inequalities of opportunity, especially for workers, to access and participate in sustainable development learning pathways.

There are many factors which influence the growth of the business; for the purpose of this study, a specific focus was placed on: (1) knowledge with regard to business; (2) entrepreneurial culture; (3) brand management; (4) location of the business; (5) business relationships; and (6) cultural influences. These variables will determine how the growth of the business is ultimately influenced. The research can also discover from respondents what they view as important in their lives. The study then goes further to analyse whether the independent variables, as reacted to by the respondents, have a significant or non-significant effect on growth.

Activities in and connected to cities are responsible for around 70 % of the global CO2 emissions and as the urbanization to cities are likely to increase in forthcoming future, actions to handle this situation are of vital importance. Through the integration of sustainable development in cities’ urban development, this have large potential to improve social, economic and ecological aspects in the cities. Besides being the places where most of the global consumption and emissions come from, it’s in these specific places where essential effects can be reached. There’re, however, difficulties with this, due to that it requires participation and responsibility from all stakeholders in the city. Different cities have different capabilities and conditions to work with sustainable development, which is why this study examine the two cities of Linköping and Norrköping. The study is based on interviews with actors that are closely connected to the urban development in the both cities. The results shows that the cities have different historical background and city structure, causing them to work a bit differently. Furthermore, the result also indicate that the largest challenges are how to handle the transportation issue, conflicts of interests as well as cooperation between different stakeholders.

Sustainable development includes environmental, social and economic dimension, which has become an accepted concept at all levels of society. There is also a need for these dimensions to integrate with each other. To attain a sustainable development it has to be seen as a whole. The environmental objectives were established by Swedish parliament in 1999; however these objectives are only one of the steps in achieving a sustainable society. Swedish municipality are forced to use the environmental objectives for guidance in planning society. Municipalities have a responsibility to integrate environmental issues into political processes and at the same time contribute to an increase of the awareness about these issues. There is no guidance in the work with the environmental objectives and municipality have to work on the basis of their own environment and conditions.

The aim of this essay was to study the work of implementing environmental objectives in one municipality, with the focus on the objectives four and fifteen; towards an ecological sustainable development with support of the environmental work of another municipality. The focus of the work lays on the formulation of environmental objectives four and fifteen in order for them to be achieved without difficulty.

One conclusion is that none of the chosen environmental objectives are reached. The theoretical discussion highlights the importance of a communicative work between different participants and also information about the environmental issues on the individual level.      

This work was considered to contribute to future research concerning municipalities work with environmental objectives.

Long term growth and sustainability of cooperatives has become the focus of many countries worldwide. Cooperatives have been seen as the platform for uplifting disadvantaged communities while improving standards of the poor in countries such as Canada, Kenya, Ghana and Nigeria (Department of Trade and Industry, 2012). In South Africa, cooperatives are seen as playing a role in poverty eradication, equal distribution of wealth, employment creation, food security and as a contributor to the economic activity. The South African government have implemented policies aimed at improving the performance and sustainability of agriculture cooperatives in South Africa. Despite all the efforts cooperatives still face sustainability challenges. Therefore the purpose of this research was to investigate the sustainability challenges that prevent the permanent establishment of cooperatives and to understand the dynamics and nature of failure associated with agricultural cooperatives .A case study methodology was used to examine a single case in-depth and to understand the factors affecting agricultural cooperatives. The main challenges identified in the study include; poor communication, limited access to markets, access to finance, a lack of good governance and a lack of managerial skills. The study recommended capacity building as the first point of reference in order to deal with challenges such as communication, access to markets and a lack of managerial skills. A lack of good governance is regarded as an attitude problem which requires setting ethical standards and rules accompanied by a penalty to the member if they are found to be breaking the rules. Access to finances is regarded as a skills and competence phenomenon which requires people to develop planning and financial literacy skills, which will enable them to formulate business plans and use them as a control tool for managing the cooperative. The business plan is also regarded as an asset or security document which acts as a proof that the cooperative is well planned, organised and sustainable. The research concludes with suggesting areas for future study to investigate the impact of informal education practices on skills development in the success of cooperatives.

The general aim of the whole research project was to prepare guidelines for the endogenous and sustainable development of outlying areas, while extending knowledge of a fundamental aspect of farming, the primary activity, namely its multiple functions.

AbstractData analytics is a key resource to analyze cities and to find their strengths and weaknesses to define long-term sustainable strategies. On the one hand, urban planning is geared to adapting cities’ strategies towards a qualitative, intelligent, and sustainable growth. On the other hand, institutions are geared towards open governance and collaborative administration models. In this context, sustainability has become a global concern for urban development, and the sustainable development goals (SDGs), defined by United Nations, are the framework to be followed to define the new city goals and to measure the advances of the policies implemented over recent years. The main objective of this research is to explain the methods and results of the application of a city assessment tool for measuring the impact of public policies on the socioeconomic and environmental structure of a city. It addresses the case study of the evaluation of the strategic plan “Diseña 2020” of the municipality of Alcobendas (Madrid, Spain, with 116.037 inhabitants), the document used to communicate the actions needed to achieve the city goals during the planning exercise. A selection of urban indicators has been aligned with the SDGs defined in the Agenda 2030 to develop a tool for the measurement of the impacts of policies in economic, social, and ecological terms. Through this set of indicators, the tool is able to quantify the impact of the policies on the city and the SDGs and to support the decision-making processes of the administration. The set of urban indicators is divided into five areas: economic development and employment, sustainable development, open government, social responsibility, and quality of life. The data evolution, across the recent years 2012–2018, is used to monitor and benchmark the effects of the applied policies. In addition, Alcobendas can be compared with other Spanish and European cities with similar characteristics; it makes possible assessing the achievement of the city’s strategic areas, incorporating the current trends and fostering the SDGs. Thanks to the quantitative comparable results and the objective approach, this research shows a methodology based on indicators that could be applied and scaled to other cities to generate a common framework for measuring the impact of public policies on cities.

AbstractMany cities around the world have adopted climate neutrality targets, and, to reduce their greenhouse gas emissions, they need climate action plans. Energy system optimization models (ESOMs) can be used as tools to support their energy transitions. ESOMs have been in use at the national level for several years and also have recently been used at the city level. Even though several researchers have focused on how city ESOMs can be developed, the literature lacks a discussion of the challenges that are faced in data collection during model development. In this paper, we share the challenges encountered in the model development, as well as in the scenario development and recommend practical solutions for overcoming these challenges. The following three challenges were identified and discussed in the model development process: (a) data availability and quality; (b) communication; and (c) knowledge and background of civil servants and researchers. The main challenges in the scenario development were: (a) parameter selection and (b) complexity. It was found that explanation of the terminology used in ESOMs, presentation of the model structure and preliminary base-year results were crucial actions for overcoming challenges during model development. During the scenario development, collaboration between modelers and civil servants when reviewing parameter combinations and working with preliminary scenario results were decisive strategies for improving the civil servants’ understanding of ESOMs. Complementarily, it was found that continuous communication between the researcher and the civil servant and good comprehension of the model on the municipality's side helped improve the usefulness of ESOMs in cities’ energy transitions.

The relation between public and forest changes during the time. Public opinion and interests has considerable influence on decision making regarding forestry. Half of Lithuania’s forests (circa 1.1 mill. ha) has state forest status and are managed by state forest enterprises (SFEs) under confidence rights. One of the most important strategic aims for SFEs is to meet public needs. Yet, public opinion and forestry facts mismatches. Therefore, this study aims to analyse prevailing opinion on forestry practices in state forests managed by Kaišiadorių SFE that are located in Kaišiadoriai municipality. The sociological survey methodology was applied that was conducted involving respondents representing inhabitants over 18th years old. Data was analysed by conducting frequency analysis. Results showed incorrect public opinion concerning with increase of forest coverage, sustainable cutting intensity and increasing environmental consideration. According to opinion of the respondents, the quality of the forests, afforestation and forest sanitary was well improved by Kaišiadorių SFE. It was determined the demand to develop more recreation infrastructure objects in Kaišiadorys municipality forests. The comparison between surveys conducted in 2007 and 2014 showed increasing amount of public that was quite well informed on forestry issues. Also, it determined changes in information sources concerning forestry. Results of the research stressed the necessity of the long-term strategy for the information dissemination.

To identify priorities for urban environmental management and formulate appropriate projects and programs, it is necessary to know environmental problems and their impacts on humans and the ecosystem. Cities are not static entities and the future of urban ecology depends on understanding the ways in which humans affect environment. To fully understand it, it requires viewing humans as part of ecosystem and taking into account their attitudes, activities and behaviours. The paper reports results of an empirical research about citizens’ attitude towards environment and urban ecology. The objective was to evaluate the citizens' attitude towards ecological problems in Novi Sad and to check their links with socio-demographic characteristics. A total of 126 completed questionnaires were collected. The results indicate that respondents first recognized directly observable ecological problems such as the lack of recycling containers and illegal landfills. Five of each10 respondents acknowledge that personally take care very much of the environment (55.6 %) and almost 8 of each 10 consider that their fellow citizens in the municipality need higher environmental education (89.7 %). Results also indicate that 72 % of younger respondents (24 years and less) would cultivate the city's urban gardens in the occasion that the municipality grants the use of their unused land area. The findings of the study show that there exists willingness to change behaviours, and the emphasis should be given to bottom-up and participatory voluntary actions. Recently, citizen-based initiatives related to promotion of healthy lifestyles and sustainable development have begun to emerge.
