In 1974 economist Richard A. Easterlin asked in his seminal article “Does economic growth improve the human lot?” His answer to this question was a resounding no. The paper described what was later to be known as the Easterlin paradox, which is the observation that at one point in time rich nations are on average happier than poor nations, but over time there is no relationship between happiness and gross domestic product (GDP). The Easterlin paradox can also be found at the individual level. Easterlin’s paper is often described as starting the field of the economics of subjective well-being. The Easterlin paradox has been the topic of many published articles, with numerous studies supporting the original findings and some refuting them. This chapter describes the Easterlin paradox and recent evidence confirming or rejecting its existence. Other developments in the economics of subjective well-being are also discussed.

Annotation:
Subjective well-being in economics relies on more expansive notions of utility than do conventional economics approaches and provides metrics to assess the income and nonincome dimensions of well-being. The metrics are well suited to questions where revealed preferences provide limited information, such as the welfare effects of macroeconomic arrangements individuals are powerless to change, and on behaviors that result from lack of choice or addiction and self-control problems. Current scholarship distinguishes between hedonic well-being, which encompasses daily experience and quality of life, and evaluative well-being, which encompasses well-being over the life course, including opportunity and life fulfillment (eudemonia). Some research aims to understand the causal properties of subjective well-being, and finds that higher levels are associated with better health, labor market performance, and willingness to invest in the future. Despite the contribution this approach can make and the efforts of a number of governments to utilize it, methodological challenges remain.

There is much discussion about using subjective well-being measures as inputs into a social welfare function, which will tell us how well societies are doing. But we have (many) more than one measure of subjective well-being. This chapter considers examples of three of the main types (life satisfaction, affect, and eudaimonia) in three European surveys. These are quite strongly correlated with each other, and are correlated with explanatory variables in pretty much the same manner. The chapter provides an overview of a recent literature that has compared how well different subjective well-being measures predict future behavior, and addresses the issue of the temporality of well-being measures, and whether they should be analyzed ordinally or cardinally.

This chapter discusses and compares five measures of individual well-being, namely income, an objective composite well-being index, a measure of subjective well-being, equivalent income, and a well-being measure based on the von Neumann-Morgenstern utilities of the individuals. After examining the information requirements of these measures, the chapter illustrates their implementation using data from the German Socio-Economic Panel (SOEP) for 2010. This study finda sizable differences in the characteristics of the individuals identified as worst off according to the different well-being measures. Less than 1% of the individuals belong to the bottom decile according to all five measures. Moreover, the measures lead to considerably different well-being rankings of the individuals. These findings highlight the importance of the choice of well-being measure for policy making.

What are the methodologies that we should employ for designing and evaluating governmental policy, in light of the profound effects that policies have on the level and distribution of individuals’ well-being? The Oxford Handbook of Well-Being and Public Policy is a comprehensive, interdisciplinary treatment of this question—drawing from welfare economics, moral philosophy, and psychology. Part I of the Handbook covers policy-assessment methodologies, both established and emerging. Part II reviews philosophical conceptions of well-being, and the literature on “subjective well-being” in psychology and economics. The chapters in Part III focus specifically on well-being measurement, proposing or empirically illustrating various approaches to constructing a comprehensive individual-level indicator of well-being—or, alternatively, defending a “multidimensional” approach that eschews such a measure. Part IV reviews a variety of challenges for policy assessment. ThisThe Iintroductory chapter describes the Handbook structure and the role that each chapter plays therein, and highlights a number of key Handbook themes.

The ability to think about the future is essential for functioning, and is also central to individual well-being and mental health. This book reviews the growing evidence for the link between prospection and well-being. A variety of aspects of prospection are discussed, including prediction and anticipation for future events, judging how we will feel when events do happen to us, and how we feel in the here-and-now when contemplating what will happen in the future. Each of these aspects of prospection is connected to experiences of well-being and mental health in different ways. Questions of bias and accuracy in prediction are also addressed in the context of discussing optimism and pessimism. Qualities of goals for the future that are strongly implicated in aspects of well-being and mental health are reviewed, along with the role that difficulties in planning how to reach goals play in states of low well-being. The book also attempts to reconcile the seeming contradiction between being mindful in the present and thinking about the future. Ways of trying to change problematic prospection are also reviewed in light of their ability to improve well-being and reduce psychological distress. It is not possible to think about the future without remembering the past, and the involvement of memory in prospection is discussed, especially in relation to memory difficulties producing difficulties in prospection. The book concludes by arguing that our well-being and mental health are intimately bound up with our subjective sense of a future life trajectory.

Annotation:
Within psychology, subjective well-being refers to a person’s overall evaluation of the quality of life from his or her own perspective. Traditionally, psychologists have focused on three specific components of subjective well-being: life satisfaction, positive affect, and negative affect, though disagreements exist about precisely how these components should be best measured. Psychological research shows that intuitively appealing predictors of SWB, such as income and health, are typically only weakly correlated with SWB, whereas personality predictors tend to be stronger. This chapter reviews basic psychological research on SWB, addresses questions about the conceptualization and measurement of the construct, and discusses recent attempts to clarify the associations among the various components that are typically studied.
