ABSTRACTA series of issues have recently arisen that pose the question of whether or not the Anglican Communion will remain a communion of churches or become merely a loose federation. To remain a communion, Anglicans will have to come to some agreement about the relation between ecclesial integrity on the one hand and tolerable diversity on the other. The right balance between the two cannot be maintained by simple reference to such things as doctrinal statements, episcopal authority, or canon law. Ecclesial integrity and tolerable diversity are often not matters with a fixed and plainly recognizable identity. The right balance is to be found within an ethos defined by common practices that include hearing the Scriptures entire within an ordered form of worship, open theological debate, cohesive episcopal oversight, Godliness, and reluctance to change practice until wide agreement in respect to disputed issues is reached.

The study focuses on the concept of the ‘communio sanctorum’ (i.e. the communion of saints) and its liturgical use, addressing important eschatological and ecclesiological questions from an ecumenical perspective. Through comparisons of different Christian traditions, it considers both the subjective and the objective genitive sense of the key Latin term of the study, ‘communio sanctorum’, examining its patrological and conceptual-historical background in detail. The Roman Catholic, Evangelical, Reformed and Orthodox liturgical vocabularies and their common biblical basis, namely Hebrews and Revelation, are taken into account. In addition to the Second Vatican Council and other papal pronouncements (e.g. the papal sermon on the Ugandan martyrs), special attention is given to the statements and practices of the Protestant churches. The study concludes that the communio sanctorum, that is, the confessors of the Christian faith belonging to different denominations, are the common saints of the one Church. Consequently, our saints, who pray with the angels and with us, encourage us to work together in this world for the unity of the Church.

Social justice is often identified as a central commitment in mainline Protestant churches in North America. However, it is often approached as a public-facing issue that engages broader society, rather than as a comprehensive value that also informs internal practices in those same North American Protestant congregations/denominations, particularly in the area of finance. This reality means that a profit orientation often informs and shapes practices, undermining the mission; this reality can be understood as part of an industrial complex. To counter this tendency, I present two themes that are rooted in a liberation-based critical understanding of inequality found in the World Council of Churches’ AGAPE (Alternative Globalization Affecting People and the Earth) statement. These two themes are as follows: that one’s personal financial resources (or lack thereof) are deeply connected to oppressive systemic factors, and that churches are called to exist in economic solidarity and communion with one another. I conclude by asserting that church finance must be rendered more coherent with churches’ own values and commitments to liberating justice as a matter of faith.

This article argues, in the spirit of Veli-Matti Kärkkäinen’s goal of loosening the spirits into a plural pneumatology, that one population of spirits regularly encountered in the world are the spirits of the dead. Through reflection upon the theological statements made across centuries about the communion of saints and the saints themselves, honest consideration of the experiences, practices, and worship lives of the living faithful, and a consideration of how the saints are present to the living through memory and hope, it will be shown that the connection between the living and the dead is alive, present, and spirit-filled.

Background: In South Africa, Type 2 Diabetes Mellitus (T2DM) is a significant health problem causing disability and premature death. Home Based Carers (HBCs) who care for T2DM patients in a rural village in South Africa lack formal training, which may result in knowledge deficits on the provision of care. Objective: To describe knowledge of HBCs who care for T2DM patients in a rural village in South Africa. Methods: A self-administered questionnaire with closed-ended questions was used. The questionnaire included seven questions to assess biographic characteristics, 13 self-test statements to assess actual common practices and 29 statements to test diabetes knowledge. Data were captured and analysed using the Statistical Package for Social Sciences version 24. Results: More than 60% of the HBCs' had between 5 and 10 years of experience with a mean of 9 years. Eighty-nine percent (89%) of HBCs had some kind of secondary education but 89% never attended an in-service training on T2DM. Only 27% of HBCs agreed with the statement they could instruct people with diabetes on daily personal care and 11% agreed they could identify the normal ranges of blood glucose. Where 57% of the respondents agreed with the statement they could not perform one method of blood glucose control, 1 out of 3 (32%) agreed with the statement they could not instruct people with diabetes on self-care management for a sick day. The results revealed that there was no significant relationship (rho= .055, N = 53, p = 0.69) between HBCs years of experience and knowledge scores. Conclusion: The study showed that HBCs who care for people with diabetes lack knowledge with regard to diabetes mellitus. Therefore, people with diabetes in a rural village in South Africa are not managed well and there is a need for training of HBCs on T2DM.

“I want to give form to the end of the Idealization of Democracy,” claims one of Europe's leading artists, Thomas Hirschhorn. The statement may seem surprising, given Hirschhorn's status as a poster-boy for promoting democracy through art, yet the drive to de-idealize democracy has long been crucial to his practice. This article examines how de-idealization has emerged in such projects as Swiss Swiss Democracy and Chalet Lost History, as a critique of art theory's promotion of Democracy during the “War on Terror,” and by remobilizing critiques of Democracy seen in earlier, late-communist practices. The coalescence of these two factors is central to understanding Hirschhorn's work in terms of postsocialism as distinct from postcommunism: as a remobilization of past nonconformism outside the space and time of late-communist Europe, and as the overlooked core to Hirschhorn's practice of “making art politically.”

As stipulated in the National Children Policy, all children are required to get a proper education, a statement which includes juveniles. However, it is not easy to impart knowledge to this group of delinquent children. Therefore, this study will explore what teaching and learning practices that are appropriate for juveniles based on the objective to explore how teaching is implemented by teachers for juveniles. Specifically, this study took place in three different Tunas Bakti rehabilitation school zones. In order to carry out this objective, a qualitative approach which is the Constructivist Grounded Theory (CGT) design was used throughout this study. Through purposive sampling, a total of 23 respondents including 18 teachers, 3 administrators and 5 education experts were selected. Three methods of data collection namely in-depth interviews, field observations and document analysis have also been used in this study. Next, thematic data analysis is highlighted to answer the research objectives. Findings found that there are three approaches that have been used by teachers to ensure effective teaching and learning takes place among juveniles, namely repetitive learning, the implementation of game activities and video screenings. Overall, these three approaches are able to have a positive impact on the objectives of the study and its implications, it is hoped that this study can contribute to improvements in teaching and learning practices for juveniles in rehabilitation schools.

Abstract Advanced schools of literary research today concur in their disapproval of unscaffolded interpretations of texts that “overhear” the presumed self-communing voices of authors in their solitude. Choosing from among the many antihermeneutic arguments, this essay responds in the main to the “historical poetics” of Virginia Jackson’s Dickinson’s Misery, with its reconsideration of the lyric poem and its place in the canon and reading practices of modern criticism. Neither direct interpretation of a text that lacks focus on its modes of circulation and transmission nor indeed any sort of interpretation at all has been a constant in the history of criticism. Interpretation has coincided only with periods in which literature as “secular scripture” was considered at once culturally important and difficult to understand—and not even always then, as modernist texts aimed to constitute their own interpretations. If poetry is understood as statement embedded in language, and if it is still both important and difficult, perhaps we can reserve a place for interpretations that are not wholly dependent on the mediatic circumstances of which Jackson and others have taught us to be more fully aware.

This paper deals, in an introductory way, with the role which the canon law of individual Anglican churches plays in the wider context of the global Anglican Communion. Part I reflects on the two main experiences which Anglicans have concerning ecclesial order and discipline: that of the juridical order of each particular church, and that of the moral order of the global communion; it also examines canonical dimensions of inter-Anglican conflict. Part II deals with the contributions which individual canonical systems, the Anglican common law (induced from these systems), and the canonical tradition currently make to global communion. Part III assesses critically these contributions, their strengths and weaknesses, illustrates the potential of individual canonical systems for the development of global communion, and reflects on practical ways in which that potential might be fulfilled. Generally, the paper aims to stimulate discussion as to whether there exists a sufficient understanding of Anglican common law to justify: (a) the issue, by the Primates Meeting, of a statement of this, being a description, which itself would not have the force of law, of those parts of Anglican common law which deal with inter-Anglican relations, (b) incorporation of the statement by individual churches in their own legal systems, so that (c) each church has a meaningful and binding body of communion law. in order (cl) to enhance global communion and inter-Anglican relations, and to reduce the likelihood of inter-church disagreement.

The purpose of this study was to explore the perceptions of a university's faculty as to how the strategies, staffing policies, and systems procedures were aligned with the mission statement. Differences in perceptions were examined by college affiliation, rank, primary teaching assignment and gender. Data were analyzed to determine if there were correlations between faculty members' perceptions of alignment of the university's mission statement with administration's actions, policies, and procedures and their level of organizational commitment, job satisfaction, and overall satisfaction with their job and the organization The population for this study was comprised initially of 1363 teaching faculty members of the University of Central with more than one year of service and reduced to 1285 who were determined to meet the criteria for inclusion. The 67-item survey instrument used in this study was developed and copyrighted by Dr. Robert C. Ford (Ford et al, 2006), and was administered during January and February 2006 A total of 297 usable responses (23.1%) were returned. An analysis of all responses indicated that there was a wide disparity in perceptions and that respondents did not believe that there was a strong alignment of mission with administrative practices, policies, and procedures. This confirmed an earlier finding as to the importance of perception (Dickson, Ford, & Upchurch, 2006, Ford et al., 2006). Significant differences in faculty perceptions by college affiliation, university rank, and primary teaching assignment were identified. Significant differences based on gender were minimal. The correlations of items representing level of organizational commitment were highly correlated. Items representing job satisfaction and overall satisfaction with their job and the organization were moderately intercorrelated, and the interrelationship was not strong.

This study examines whether the probability of a firm receiving a going concern modified report or a standard audit report with note disclosure of a going concern uncertainty has increased after the issuance of SAS No. 59. This study also examines whether the probability of a firm having no reference to a going concern uncertainty in its audit report or the financial statement notes has decreased after the issuance of SAS No. 59. The findings provide support for the hypotheses that a firm has a higher probability of receiving a standard audit report with note disclosure of a going concern ('J uncertainty and a lower probability of receiving no reference to a going concern uncertainty in the audit report or the financial statement notes after the issuance of SAS No. 59. However, this study finds no support for the hypothesis that a firm has a higher probability of receiving a going concern modified report after the issuance of SAS No. 59. The findings of this study suggest that the Auditing Standards Board, the government, and the accounting profession should consider the impact of SAS No. 59 on the presence of note disclosure when assessing the success or failure of SAS No. 59 in decreasing the so-called audit expectation gap.

Certificate Authorities (CAs) carry a huge responsibility in today's internet security landscape as they issue certificates that establish secure end-to-end connections. This thesis conducts a policy review and survey of CAs' Certificate Policies and Certificate Practice Statements to find similarities and differences that could lead to possible vulnerabilities. Based on this, the thesis then presents a taxonomy-based analysis as well as comparisons of the top CAs to the Baseline Requirements. The main areas of the policies that were focused on are the issuance, revocation and expiration practices of the top 30 CAs as determined by the use of Tranco's list. We also determine the top CA groups, meaning the CAs whose policies are being used by the most other CAs as well as including a top 100 CAs list. The study suggests that the most popular CAs hold such a position because of two main reasons: they are easy to acquire and/or because they are connected to several other CAs.  The results suggest that some of the biggest vulnerabilities in the policies are what the CAs do not mention in any section as it puts the CA at risk for vulnerabilities. The results also suggest that the most dangerous attacks are social engineering attacks, as some of the stipulations for issuance and revocations make it possible to pretend to be the entity of subscribes to the certificate rather than a malicious one.

Educators in the basic education system are facing extreme challenges in assessing learners in general and in implementing assessment policy in particular. These challenges influence the pass rate, particularly in grade 12. The validity of the evidence of the learners’ performance depends on the quality and type of assessment tasks administered to those learners. Therefore, it was critical that those aspects, which pose challenges in the management of the assessment policy within the education system, be addressed by developing policies which would assist educators in managing assessment at school, since assessment forms an integral part of teaching and learning. Support programmes on policy implementation had to be developed for learners and for the training of educators, the implementation of which should improve the pass rate. These programmes had to include the conditions and roles of provincial and district education officers. A South African policy development model had to be developed to address the unique situation of developing such programmes. The introduction of the National Curriculum Statement (NCS) and the National Protocol on Recording and Reporting (NPRR) were some of the measures aimed at improving learner performance and assisting educators in implementing and managing assessment which is in line with national policy. An exploratory study, aimed at providing a broad framework on policy analysis, was used with the view to understand how the NCS and National Protocol for Recording and Reporting are managed. A proportional representative sample of 25% of the schools from the six clusters in the Mopani district formed part of this study. To ensure that the historically white, urban and rural schools were represented, an incidental biased sampling method was used. Data obtained from the questionnaire indicates that educators have knowledge of the various policies, acts and guidelines which should be used in assessing learners. However, some data indicates that some educators know about the existence of such policies, acts and guidelines but do not have knowledge of the content thereof. Data obtained from the interviews indicates that educators either know the content of policies or are only aware of them. Therefore, the lack of knowledge of policy content which regulates the practice of a policy has an influence on the teaching and assessing of learners.

Governments are becoming increasingly aware of SMEs as economical role players. As a result many initiatives were introduced to address the unique challenges of the SME sector. One of these initiatives was the introduction of a global accounting framework for SMEs by the International Accounting Standards Board entitled the IFRS for SMEs. South Africa became the first country to formally adopt the contents thereof as the Statement of GAAP for SMEs. The adoption of a formal accounting framework by SMEs is however challenged by, amongst other factors, the informal nature of SMEs, limited global focus, the involvement of owner–managers and different classifications of SMEs worldwide. Owing to these unique attributes it is possible that SMEs have alternative informational needs and as a result the impact of environmental factors on the adoption of the Statement of GAAP for SMEs was considered. Culture is considered the most important environmental factor affecting the accounting environment. The Value Survey Model of Hofstede was utilised to determine cultural dimensions of accounting students (n = 301) in South Africa and the United Kingdom (UK). The cultural dimensions were extended to the accounting values of Gray after which a distinct set of accounting values was identified for i) the adoption of formal, global and prescriptive accounting standards, ii) based on principles iii) by an informal SME sector. The results also revealed distinct cultural differences within South Africa as well as between South Africa and the UK. Thereafter the contents of the Statement of GAAP for SMEs/IFRS for SMEs were evaluated against reporting practices of the SME sector in South Africa. Firstly, an assessment of the contents was conducted amongst SME accountants (n = 157) using a five–point Likert–type scale. Secondly, financial statements compiled by the SME sector in South Africa were analysed to determine the relevance of the contents of the illustrative financial statements contained in the Statement of GAAP for SMEs. The analysis entailed a consolidation of a sample of SME financial statements from South Africa (n = 100). The study revealed that the accounting environment of the SME sector is affected by a wide range of environmental and related factors. These factors were summarised and discussed and recommendations for future research were made.

Annotation:
The Curriculum and Assessment Policy Statement or CAPS (which is the modified extension of the National Curriculum Statement policy), Music learning area, gives an option for Music learners to follow the Indigenous African Music (IAM) stream. This caters for them to be examined in African instruments. Currently, there are no available prescribed instrumental curricula in any IAM instrumental practices that learners can follow should they choose the IAM stream. Therefore, this research was prompted by the need for graded curriculum in IAM instruments for Music learners at the Further Education and Training (FET) level. This quantitative research focuses on the incorporation of contemporary African instrumental music practices in the modern Music curriculum as demanded by current trends, multiculturalism and multi‐ethnic societies with their emerging modern culture which to an extent nevertheless still embrace old traditions. The research is underpinned by the theoretical framework of multicultural music education. This study comprises two sections. Section one analyzes the dilemma that the South African Music curriculum faces when incorporating indigenous African instruments for examination at FET level and poses questions on how and which instrumental practices can be part of the possible solution. It revisits the epistemology of traditional African drumming and investigates how some of the traditional drumming practices have changed and are practised in the contemporary context. Section two introduces a contemporary African instrumental practice whose development is rooted in the generic traditional idioms of African drumming. This contemporary drumming style is not tied to a specific ethnic group but rather a creative continuum of African traditional drumming. This practice is explored as a potential instrumental option for the South African Music curriculum (IAM stream); through conducting of training workshops, progress survey and the evaluation of the implementation process of the pilot graded model curriculum. Lastly, pedagogical instructions on teaching, learning and evaluation of this contemporary drumming practice are provided.

What are the functions of visioning (prospective)? Such is the guiding question of this dissertation, which examines efforts to envision the future at the regional and metropolitan level in France since 1955. When has foresight been used, by whom and for what ? Comparing sixteen exercises held in two cities (Nantes and Lyon) and two regions (Pays de la Loire and Rhône-Alpes), this work demonstrates that visioning is used less to shape the long term future than to govern current political institutions. Combining sociology of institutions with the discursive approach of public policy, this dissertation develops the concept of institution statement. Ephemeral although regularly revived, foresight activities are attempts to define the institution and to build discursive coalitions to support this definition. With such a statement, stakeholders in foresight activities act in pursuit of three goals: to demonstrate the unity of the institution, to justify its utility and to claim its leadership. The dissertation distinguishes four generations of foresight practices, each of which deals with a specific use of the future: to exist in advance through long term planning (1955-1983) ; to develop a need for an institution in spite of reluctance by the local political elite (1983-1995) ; to affirm the strategic vocation of the institution through the formulation of a project (1995-2004) ; and to alleviate growing contradictions in local public policies (2005-2015).This work contributes to revitalizing the study of the institutionalization of regional and metropolitan governments. Rather than studying national reforms and their implementation, it analyses the discursive work of local actors in order to define the role of these new state spaces. It reveals the importance of such statements in holding the institution in spite of spatial and sectorial centrifugal forces

Within the worldwide business community, many analysis tools and techniques have evolved to assist in the evaluation and encouragement of financial health and fiscal viability. However, in the educational community, such analysis is uncommon. It has long been argued that educational institutions bear little resemblance to, and should not be treated like, businesses. This research identifies an educational environment where educational institutions are, indeed, businesses, and may greatly benefit from the use of business analyses. The worldwide effort of Education for All (EFA) has focused on primary education, particularly in less developed countries (LDCs). In Sub-Saharan Africa, Uganda increased its primary school enrollments from 2.7 million in 1996 to 7.6 million in 2003. This rapid primary school expansion substantially increased the demand for secondary education. Limited government funding for secondary schools created an educational bottleneck. In response to this demand, laws were passed to allow the establishment of private secondary schools, operated and taxed as businesses. Revenue reports, filed by individual private schools with the Uganda Revenue Authority, formed the database for the financial analysis portion of this research. These reports, required of all profitable businesses in Uganda, are similar to audited corporate financial statements. Survey data and national examination (UNEB) scores were also utilized. This research explored standard business financial analysis tools, including financial statement ratio analysis, and evaluated the applicability of each to this LDC educational environment. A model for financial assessment was developed and industry averages were calculated for private secondary schools in the Mukono District of Uganda. Industry averages can be used by individual schools as benchmarks in assessing their own financial health. Substantial deviations from the norms signal areas of potential concern. Schools may take appropriate corrective action, leading to sustainable fiscal viability. An example of such analysis is provided. Finally, school financial health, defined by eight financial measures, was compared with quality of education, defined by UNEB scores. Worldwide, much attention is given to education and its role in development. This research, with its model for financial assessment of private LDC schools, offers a new and pragmatic perspective.

This chapter presents how inclusive practice appears in the SUKIP project. A widely used definition of inclusion within the field of education emphasises that inclusion is about increasing children and young people’s participation in kindergarten and school and reducing exclusion from the kindergarten’s and school’s culture, curricula and community. Today, more than 25 years after the Salamanca Statement, inclusive education is established as a central concept within the field of education in Norway as well as the rest of the world. At the same time, inclusion is a multi-faceted concept that must be understood in its socio-cultural context. The chapter presents the concept of participation and why the SUKIP project has chosen to use inclusive practice as a general term. It then analyses how inclusive practices are understood and used in a kindergarten and a school. The discussion focuses on the dimensions individual and community: the particular and the general; participation in play and learning; and that work on inclusion must involve all staff. The chapter ends with some reflections based on the findings.

Abstract This chapter introduces readers to the world of faith-based community organizing. It previews the book’s arguments about moral citizenship, moral vocation, and relational practices, and grounds readers in the meanings of those terms while explaining how they combine to animate social change movements. In discussing the cultural dynamics at work in ELIJAH, the book’s focal case, this chapter also offers a preliminary statement of the book’s main argument: that religion’s primary contribution to contemporary social justice movement is not beliefs or doctrines, but a wellspring of internal motivation that skilled organizers can identify, develop, and ultimately transform into a commitment to pursue equality and justice for all members of society.

Abstract The derivation of a theory of systems engineering has long been complicated by the fact that there is little consensus within the systems engineering community regarding precisely what systems engineering is, what systems engineers do, and what might constitute reasonable systems engineering practices. To date, attempts at theories fail to accommodate even a sizable fraction of the current systems engineering community, and they fail to present a test of validity of systems theories, analytical methods, procedures or practices. This paper presents a more theoretical and more abstract approach to the derivation of a theory of systems engineering that has the potential to accommodate a broad segment of the systems engineering community and present a validity test. It is based on a simple preference statement: “I want the best system I can get.” From this statement, it is argued that a very rich theory can be obtained. Whereas most engineering disciplines are framed around a core set of widely accepted physical laws, to the authors’ knowledge, this is the first attempt to frame an engineering discipline around a preference.

Illustration is a robust and internationally established academic discipline. It engages a multiplicity of disciplinary subject matter and is investigated in-depth by a range of fields and approaches including, but not limited to, practice-based research, design studies, and cultural production. Illustration is fundamental to our understanding of the world as it operates across a diverse range of our engagement with everyday life and experience. After all, we learn to read images before we learn to speak and read any other form of language. This paper outlines the burgeoning role of illustration outcomes as Non-Traditional Research Outcomes (NTROs) within the Academy. With NTROs increasingly being recognized within universities, clarity around how illustration as a field of research meets requirements and is comparable to traditional research approaches is needed. Additionally, this paper seeks to showcase an exhibition of international illustration researchers titled Seeking Vision: A Virtual Exhibition of Illustration Research. This exhibition of 25 international illustration academics included creative outputs accompanied by written research statements for broader context. The result was a diverse range of outputs and approaches which signifies the complexity of the growing international research community on illustration.

Purpose – the main idea of the article was to characterize the process of digitalization in insurance companies through the implementation of information and communication technologies (ICT). This research examined the relationship between the expenses for information technologies of selected insurance companies and the results of their activity. Research methodology – the research had empirical character and was based on the analysis of two groups of indicators: digitalization and insurance. The first group characterizes the level of insurance companies’ investments in ICT, and the second – the results of insurance activity. Data were collected from notes to financial statements of top 4 European insur-ance groups. The results have been received based on correlation analysis. Findings – the results of the research showed that there is a different tendency in the raising of ICT investments and the values of gross premiums, claims, and expenses. This result deals with the important question in insurance if the higher invests in technologies could be a factor of insurers’ effectiveness. Research limitations – most important limitation relates to the lack of complete data about information and communica-tion technologies in insurers. It is closely connected with some ambiguity in defining modern information technologies. Practical implications – the results of the research could be used in the decision-making process in practice or future re-search. Originality/Value – in the research the possibility to combine analysis and comparison of selected parameters of digitali-zation based on financial statements of insurance companies was described.

Aim: Obesity is a major public health burden in Qatar. Pharmacists can play an important role in providing weight management services (WMS). This study aimed to explore the attitude, practice, perceived competence and role of community pharmacists in obesity and WMS in Qatar. Methods: A mixed-method explanatory sequential design was applied in the study. A validated online questionnaire was used followed by qualitative one-to-one interviews. Quantitative data were analyzed using Statistical Package of Social Sciences Version 24, while qualitative data were analyzed using thematic analysis. Results: Of 600 randomly selected community pharmacists, 270 completed the survey (response rate 45%). More than half of the pharmacists indicated that they often or always explain to patients the risks associated with overweight and obesity (56.2%), recommend weight loss medications, herbs or dietary supplements (52.4%), and counsel about their proper use and/or side effects (56.9%). Conversely, a large proportion of the pharmacists rarely or never measure patients’ waist circumference (83.8%) or calculate their body mass index (72.1%). Over 80% had very positive attitudes towards their role in weight management. Around three-quarters of the participants agreed or strongly agreed that difficulty in following-up with the patient (80.7%), lack of private consultation area (75.7%) and lack of pharmacist time (75.2%) are barriers for implementing WMS. More than 60% stated that they are fully competent in 7 out of 24 WMS related statements. Some emerging include pharmacist’s role and impact in weight management, need for training about weight management, impact of social media on patients’ perceptions, and adoption of best practices for WMS. Conclusion: Qatar pharmacists reported positive attitudes towards provision of WMS. However, they identified several barriers against provision of comprehensive weight management programs. Several strategies are proposed to overcome barriers and to improve provision of WMS in community pharmacies in Qatar.

This article covers some new forms of publicness in the field of art culture of the Russian city of Perm, e.g. dramatics as a performance in a street environment, and synthetic museum-theatrical form under the conditions of a stage box. The study was accomplished mainly via culturological method. At one time theatre left the urban environment, but in the 21st century theatrical forms have begun to permeate urban space again, the statement primarily concerns site-specific theatre. This is equivalent to the birth of new theatrical-city publicity, a new modality of the interpenetration of the public and the private. One of the best-known theatrical projects in this field is ‘Remote X’ (‘Rimini Protokoll’ band). Here, the close co-existence habitual to city dwellers turns into a social substrate, and a way to implement interpersonal artistic communication, thereby largely changing the disposition of the former, and transforming itself. Another new form of relationship between collective and individual aspects in the public sphere is the synthetic museum-theatre form, on the example of immersion dramatics ‘Permian Pantheon’ (Perm Academic Theatre, stager Dmitry Volkostrelov). The natural ‘calendar-seasonal’ tempo-rhythm of the dramatics creates a triple semantic effect risen from artistic reality. It immerses the viewer into the process of traditional subsistence in whole (actualisation of the cultural collective unconscious), represents cultural phenomena (which corresponds to the culture-focused paradigm of artistic consciousness of the second half of the 20th century to the early 21st century), reaches the level of worldview values, the philosophical generalisation of cultural-existential reality. Thus, on the example of two Perm theatrical plays the author can speak about the origin of new forms of publicness in contemporary culture to entail new relationships between publicity and privacy in the current realities.

Sri Lanka’s Mental Diseases Ordinance (1873) gives discretion to police officers to make decisions concerning individuals who live with mental health conditions despite lack of clinical training. Identification of officers’ attitudes towards individuals with psychological problems (IPPs) is important as these influences officers’ responses to situations involving IPPs. Using the Mental Health Attitude Survey for Police (MHASP; Clayfield, 2011), the study aimed to identify police officers’ attitudes towards IPPs, on the community responsibility towards IPPs and on IPPs living in the community. Officers’ perceived level of adequacy to deal with IPPs was also assessed. Literature indicates that factors such as age, gender, level of education, years of experience, personal experience with an IPP and past training predicted officers’ attitude, the current study investigated the same. The survey was distributed amongst 77 officers who volunteered on site. MHASP includes 33 statements of officers rated their level of agreement using a Likert scale. MHASP Total an overall attitude score (M=132.67, SD=17.55) indicated a significant positive attitude towards IPPs despite an absence of a specialized training (84%) or any personal experience, officers felt confident to deal with IPPs. Multiple regression analysis identified gender of the officers to be the only predictor for attitude towards community responsibility towards IPPs (p=0.047). Despite the positive attitude and perceived adequate preparedness reported in the current study, considering the lack of experience stated by the officers and the analysis of individual items of the survey, several stigmatizing beliefs held by officers were identified. The findings can be used to enhance the current practices and specialized training to the police officers who deal with IPPs in Sri Lanka. An aquatic analysis of constructing borrow areas adjacent to the main line levees in the Lower Mississippi River was conducted as part of an Environmental Impact Statement for upgrading the levee system. A Habitat Suitability Index (HSI) regression model based on field collections was developed to predict fish species richness as a function of the morphometry and water quality of borrow areas. The HSI score was multiplied by acres of borrow areas created during construction to obtain habitat units (HUs) for each alternative indicating a substantial gain of fishery habitat in the floodplain. Environmental features identified by the model to increase fish species richness and overall habitat heterogeneity include the shape of the pit (e.g., bowl-shaped with deep water rather than long rectangular with shallower water), the availability of littoral areas for fish spawning and rearing, using best management practices such as tree screens and bank stabilization to lower turbidity, adding islands, and creating sinuous shorelines. The project results in an overall gain in aquatic habitat by creating permanent or semi-permanent water bodies on the floodplain that our research indicates may be occupied by at least 75 species of fish contributing to the overall biodiversity of the lower Mississippi River.

This case study traces the journey of Youth for Unity and Voluntary Action (YUVA), an NGO which was co-founded in Mumbai (erstwhile Bombay) in 1984 by a young graduate Minar Pimple along with a group of his lecturers and peers from the Nirmala Niketan College of Social Work, together looking to evolve an indigenous model of social work practice. To say that times have changed in India since YUVA’s inception 38 years ago would be an understatement. Despite this, the organization’s spirit continues to echo its founding purpose and values, and provide a space in which the most marginalised of young and like-minded people can come together, understand their rights and responsibilities as citizens, and work together towards shared ideals. Even today, the majority of the people who work with YUVA (meaning “youth”) come from marginalised backgrounds. Such talent composition is not the norm, even in civil society. Seeded with feminist ideals—in particular that of nurturing a careful and life-long sensitivity for the socio-politically marginalised, and standing by them in their strive for social justice—YUVA’s historical record is a statement of how a steadfast commitment to principles can eventually find home in a settled and satisfying practice. This case study lays out both what that historical record speaks and what it speaks between the lines. What the record directly speaks of is the radical milieu in which YUVA came into being, how it became a significant civil society presence in its own right, how it multiplied new initiatives, and how it underwent a difficult leadership transition and financial stresses, yet strived hard to remain relevant. Between the lines, the record hints at how an alert, attuned and active academic milieu constitutes a real treasure—a reminder that perhaps seems appropriate for the times; and narrates the story of how a feminist organization deeply committed to social justice operates from the inside, of the people who make it and how they make and remake it. organizations of this nature have an important place in the annals of Indian civil society but have not received a proportionate space within the documented field of organizational development and talent management. This case study provides an opportunity for learners to explore the idea, relevance and practices of a feminist organization, through the travails and triumphs of one of the oldest ones in India.

Overview Skin cancer prevention is a component of the new Cancer Plan 2022–27, which guides the work of the Cancer Institute NSW. To lessen the impact of skin cancer on the community, the Cancer Institute NSW works closely with the NSW Skin Cancer Prevention Advisory Committee, comprising governmental and non-governmental organisation representatives, to develop and implement the NSW Skin Cancer Prevention Strategy. Primary Health Networks and primary care providers are seen as important stakeholders in this work. To guide improvements in skin cancer prevention and inform the development of the next NSW Skin Cancer Prevention Strategy, an up-to-date review of the evidence on the effectiveness and feasibility of skin cancer prevention activities in primary care is required. A research team led by the Daffodil Centre, a joint venture between the University of Sydney and Cancer Council NSW, was contracted to undertake an Evidence Check review to address the questions below. Evidence Check questions This Evidence Check aimed to address the following questions: Question 1: What skin cancer primary prevention activities can be effectively administered in primary care settings? As part of this, identify the key components of such messages, strategies, programs or initiatives that have been effectively implemented and their feasibility in the NSW/Australian context. Question 2: What are the main barriers and enablers for primary care providers in delivering skin cancer primary prevention activities within their setting? Summary of methods The research team conducted a detailed analysis of the published and grey literature, based on a comprehensive search. We developed the search strategy in consultation with a medical librarian at the University of Sydney and the Cancer Institute NSW team, and implemented it across the databases Embase, MEDLINE, PsycInfo, Scopus, Cochrane Central and CINAHL. Results were exported and uploaded to Covidence for screening and further selection. The search strategy was designed according to the SPIDER tool for Qualitative and Mixed-Methods Evidence Synthesis, which is a systematic strategy for searching qualitative and mixed-methods research studies. The SPIDER tool facilitates rigour in research by defining key elements of non-quantitative research questions. We included peer-reviewed and grey literature that included skin cancer primary prevention strategies/ interventions/ techniques/ programs within primary care settings, e.g. involving general practitioners and primary care nurses. The literature was limited to publications since 2014, and for studies or programs conducted in Australia, the UK, New Zealand, Canada, Ireland, Western Europe and Scandinavia. We also included relevant systematic reviews and evidence syntheses based on a range of international evidence where also relevant to the Australian context. To address Question 1, about the effectiveness of skin cancer prevention activities in primary care settings, we summarised findings from the Evidence Check according to different skin cancer prevention activities. To address Question 2, about the barriers and enablers of skin cancer prevention activities in primary care settings, we summarised findings according to the Consolidated Framework for Implementation Research (CFIR). The CFIR is a framework for identifying important implementation considerations for novel interventions in healthcare settings and provides a practical guide for systematically assessing potential barriers and facilitators in preparation for implementing a new activity or program. We assessed study quality using the National Health and Medical Research Council (NHMRC) levels of evidence. Key findings We identified 25 peer-reviewed journal articles that met the eligibility criteria and we included these in the Evidence Check. Eight of the studies were conducted in Australia, six in the UK, and the others elsewhere (mainly other European countries). In addition, the grey literature search identified four relevant guidelines, 12 education/training resources, two Cancer Care pathways, two position statements, three reports and five other resources that we included in the Evidence Check. Question 1 (related to effectiveness) We categorised the studies into different types of skin cancer prevention activities: behavioural counselling (n=3); risk assessment and delivering risk-tailored information (n=10); new technologies for early detection and accompanying prevention advice (n=4); and education and training programs for general practitioners (GPs) and primary care nurses regarding skin cancer prevention (n=3). There was good evidence that behavioural counselling interventions can result in a small improvement in sun protection behaviours among adults with fair skin types (defined as ivory or pale skin, light hair and eye colour, freckles, or those who sunburn easily), which would include the majority of Australians. It was found that clinicians play an important role in counselling patients about sun-protective behaviours, and recommended tailoring messages to the age and demographics of target groups (e.g. high-risk groups) to have maximal influence on behaviours. Several web-based melanoma risk prediction tools are now available in Australia, mainly designed for health professionals to identify patients’ risk of a new or subsequent primary melanoma and guide discussions with patients about primary prevention and early detection. Intervention studies have demonstrated that use of these melanoma risk prediction tools is feasible and acceptable to participants in primary care settings, and there is some evidence, including from Australian studies, that using these risk prediction tools to tailor primary prevention and early detection messages can improve sun-related behaviours. Some studies examined novel technologies, such as apps, to support early detection through skin examinations, including a very limited focus on the provision of preventive advice. These novel technologies are still largely in the research domain rather than recommended for routine use but provide a potential future opportunity to incorporate more primary prevention tailored advice. There are a number of online short courses available for primary healthcare professionals specifically focusing on skin cancer prevention. Most education and training programs for GPs and primary care nurses in the field of skin cancer focus on treatment and early detection, though some programs have specifically incorporated primary prevention education and training. A notable example is the Dermoscopy for Victorian General Practice Program, in which 93% of participating GPs reported that they had increased preventive information provided to high-risk patients and during skin examinations. Question 2 (related to barriers and enablers) Key enablers of performing skin cancer prevention activities in primary care settings included: • Easy access and availability of guidelines and point-of-care tools and resources • A fit with existing workflows and systems, so there is minimal disruption to flow of care • Easy-to-understand patient information • Using the waiting room for collection of risk assessment information on an electronic device such as an iPad/tablet where possible • Pairing with early detection activities • Sharing of successful programs across jurisdictions. Key barriers to performing skin cancer prevention activities in primary care settings included: • Unclear requirements and lack of confidence (self-efficacy) about prevention counselling • Limited availability of GP services especially in regional and remote areas • Competing demands, low priority, lack of time • Lack of incentives.

Under the United Nations Charter, the U.N. Security Council has several important functions and powers, not least with regard to taking binding actions to maintain international peace and security. The ten elected members have the opportunity to influence this area and others during their two-year terms on the Council. In this paper, we aim to illustrate some of these opportunities, identify potential guidance from prior elected members’ experiences, and outline the key procedures that incoming elected members should be aware of as they prepare to join the Council. In doing so, we seek in part to summarize the current state of scholarship and policy analysis in an effort to make this material more accessible to States and, particularly, to States’ legal advisers. We drafted this paper with a view towards States that have been elected and are preparing to join the Council, as well as for those States that are considering bidding for a seat on the Council. As a starting point, it may be warranted to dedicate resources for personnel at home in the capital and at the Mission in New York to become deeply familiar with the language, structure, and content of the relevant provisions of the U.N. Charter. That is because it is through those provisions that Council members engage in the diverse forms of political contestation and cooperation at the center of the Council’s work. In both the Charter itself and the Council’s practices and procedures, there are structural impediments that may hinder the influence of elected members on the Security Council. These include the permanent members’ veto power over decisions on matters not characterized as procedural and the short preparation time for newly elected members. Nevertheless, elected members have found creative ways to have an impact. Many of the Council’s “procedures” — such as the “penholder” system for drafting resolutions — are informal practices that can be navigated by resourceful and well-prepared elected members. Mechanisms through which elected members can exert influence include the following: Drafting resolutions; Drafting Presidential Statements, which might serve as a prelude to future resolutions; Drafting Notes by the President, which can be used, among other things, to change Council working methods; Chairing subsidiary bodies, such as sanctions committees; Chairing the Presidency; Introducing new substantive topics onto the Council’s agenda; and Undertaking “Arria-formula” meetings, which allow for broader participation from outside the Council. Case studies help illustrate the types and degrees of impact that elected members can have through their own initiative. Examples include the following undertakings: Canada’s emphasis in 1999–2000 on civilian protection, which led to numerous resolutions and the establishment of civilian protection as a topic on which the Council remains “seized” and continues to have regular debates; Belgium’s effort in 2007 to clarify the Council’s strategy around addressing natural resources and armed conflict, which resulted in a Presidential Statement; Australia’s efforts in 2014 resulting in the placing of the North Korean human rights situation on the Council’s agenda for the first time; and Brazil’s “Responsibility while Protecting” 2011 concept note, which helped shape debate around the Responsibility to Protect concept. Elected members have also influenced Council processes by working together in diverse coalitions. Examples include the following instances: Egypt, Japan, New Zealand, Spain, and Uruguay drafted a resolution that was adopted in 2016 on the protection of health-care workers in armed conflict; Cote d’Ivoire, Kuwait, the Netherlands, and Sweden drafted a resolution that was adopted in 2018 condemning the use of famine as an instrument of warfare; Malaysia, New Zealand, Senegal, and Venezuela tabled a 2016 resolution, which was ultimately adopted, condemning Israeli settlements in Palestinian territory; and A group of successive elected members helped reform the process around the imposition of sanctions against al-Qaeda and associated entities (later including the Islamic State of Iraq and the Levant), including by establishing an Ombudsperson. Past elected members’ experiences may offer some specific pieces of guidance for new members preparing to take their seats on the Council. For example, prospective, new, and current members might seek to take the following measures: Increase the size of and support for the staff of the Mission to the U.N., both in New York and in home capitals; Deploy high-level officials to help gain support for initiatives; Partner with members of the P5 who are the informal “penholder” on certain topics, as this may offer more opportunities to draft resolutions; Build support for initiatives from U.N. Member States that do not currently sit on the Council; and Leave enough time to see initiatives through to completion and continue to follow up after leaving the Council.
