In the industrial scenario of India, both employer and employee play a vital role. In some service-oriented industries both should work together for the enhancement of customer satisfaction. As the management starts taking constructive steps for cordial relations with the unions, unions are also responding to the cordial steps the organization might take to achieve their goals faster. This is the key to a sincere and cordial atmosphere between the union and the management. When the two parties think that their relationship should move from an unproductive state to productive state, outside interference from the state government, arbitrators or negotiators becomes redundant. If this doesn’t happen, the strength of conviction can be tested and resources should be provided to reinforce those convictions. Furthermore, each party must be introspective of their way of functioning instead of blaming the other party. The consequence of this acknowledgement is that both the parties would think that they have to change for the betterment of the relationships and for the long run of the organization. Sometimes, what the parties are prepared for might be an improvement of quality of relationships through committees established for health, occupational hazards 34 safety and security. The involvement of external facilitators might sometimes highlight the shortcomings of the relationships between the union and the management. Where the parties feel that their relations are on the verge of a breakdown and that rectification might not be possible, they might focus on overall relationships. But to establish a cordial relationship might be a challenge between these two parties. The Relationship Programme by objectives adopted in North America since 1975 is a good example of this situation. Another successful model is the 7-step model for improving union–management relationship (Cohen – Rosenthal & Burton 1994). Because of the lack of resources, industrial relations might get affected. The resources can be anything from financial, human, marketing or physical resources. The effect of bad industrial relations will have a multiplier effect (effect upon sectors). It can be gauged by the fall in normal tempo, resistance to change, frustration and social cost. This study proceeds to find out the ways to increase customer satisfaction by improving Union-management relations.

The growth of any developing economy depends largely on its transport sector. Growing economy leads to more job opportunities and movement of people from rural to urban areas. Public road transport hence plays a significant role as a support system in carrying passengers. This paper discusses the efficiency of State Transport Undertakings of India, in particular, Delhi Transport Corporation (DTC) using the technique of Data Envelopment Analysis (DEA) and regression analysis. A data set of 46 State Transport Undertakings of India have been considered for the study. DEA was applied to compute the efficiencies of units under study. Potential improvements in the input and output variables were computed for the inefficient units. Regression analysis was then performed to identify the explanatory variables that significantly affect the input and output variables. It was observed that DTC is one amongst the worst performers. It showed a technical inefficiency of 50.94% and was operating on decreasing returns to scale. Further, DTC needs to increase its output substantially in order to attain the level of efficiency. Also it is not utilizing its resources optimally as it needs to reduce all its inputs. In other words, DTC is not utilizing its resources as optimally as its efficient peers. This paper is an attempt to apply regression technique along with the non parametric technique of Data Envelopment Analysis so that the decision makers of DTC can identify the areas where improvement is required and plan a strategy to improve their performance. This would enable DTC to move from a loss incurring to a profit making unit.

Any fundamental change in structures, processes or business operations is bound to trigger reactions from stakeholders’ perception about the intention to change. These reactions need to be addressed with due consideration to the stakeholders’ interest or else may prove detrimental to all. Resolving disputes and trade unions roles are crucial in establishing peace and safeguarding the interest of employees. Trade unions initiate dialogues, organize collective actions and use the dispute machinery for resolving conflicts to bring an agreeable solution satisfying all. Collective bargaining is a major tool towards a mutual consensus and agreement through bipartite measures. Continuous efforts at arriving at a mutual agreement may fail and resorting to the third-party intervention may hold the key to arriving at an agreeable and a peaceful end to problems. This has been demonstrated in the given case. Uttar Pradesh State Road Transport Corporation (UPSRTC) is a major player in roadways transportation with very low competition from private transporters. The corporation provides comfortable and economical services to the passengers and holds a monopoly position with the private operators relying heavily on infrastructure support of the corporation. The state government decided to introduce public–private partnership (PPP) model on which UPSRTC model would work. Such a move by the government was not acceptable to the unions and the employees. Major agitations and intervention of the court forced the government to withdraw some of its decisions perceived as a threat and detrimental to the corporation.

For many years now, a variety of studies have proven the strong relationship between productivity and profitability. However, simply earning a profit does not necessarily mean that the firm is productive. Many highly productive firms face financial losses, whereas less productive ones’ experience significant profits. This paper examines the dynamics of how productivity really matters for profitability. The paper uses a non-parametric index number approach to estimate the productivity, profitability, and price performance of a publicly owned, once world’s largest, bus transport corporation operating in the Indian state of Andhra Pradesh to examine these dynamics. The paper finds that when public organizations are constrained from raising the prices of their services, productivity gains may not be adequate to counterbalance the impact of rising prices of major inputs. Moreover, loss-making organizations, even if they are publicly owned, would find it hard to improve both the quality and quantity of their services.

The first air transport company with entirely Romanian capital appeared in 1932 under the name of Romanian Airlines Operated by the State - LARES. On 18 September 1954, it became TAROM (Romanian Air Transports). TAROM's first international flight was in 1946, on the Bucharest-Prague route. The company's development was rapid, providing diversified services with routes to the Middle East and North Africa. In 1983 the first aircraft made in Romania, BAC 1-15, built by ROMBAC, with Rolls Royce engines insured British Aircraft Corporation (BAC) was put into service. If before the fall of communism in Romania TAROM services were addressed only to privileged persons (party activists, agents of the former Securitate, etc.), starting from 1990, the economic decline of the company began, through political interference in the activities, as well as due to unfair practices of competing private companies. A crucial negative role for TAROM activity was also played by the poor organizational communication, causing an unfavourable image, in the context in which the company's management was "passed" from one party or political group to another, the financial interests of some Restricted Groups being decisive for the annually increase of the debts of this entity. It got to the point where, under the pretext of the managerial incompetence of the representatives of the Romanian state, the sale of the only state-owned company specialized in air transport was sought. This certainly seriously jeopardizes Romania's independence. Keywords: organizational communication, TAROM, empirical research, profitability, professionalism

Subject area Management Strategy. Study level/applicability Management Graduates and Post-Graduates. Case overview Today, tourism is one of the fastest growing industries throughout the world. The tourism industry plays a very crucial role in the country’s economy, as it not only contributes towards the national income but also brings beneficial spillover directly or indirectly on the other industries. Tourism is the most important source of income for many emerging countries. India, a newly emerging economy, also depends, to a great extent, on tourist income. However, this sector continues to not make optimal contribution in India. In today’s competitive arena, the state tourism corporations must use all possible means to maximise growth and profitability through pegging up the rate of tourist arrivals. There is a general agreement in the tourism industry at the theoretical level about the imperative of a public – private partnership (PPP) in serving this objective. PPP aims to synergise the efforts of the two components in the general development of society and increase in competitiveness. The public–private partnership in tourism industry is at an emerging stage and could be developed in various ways. This case study highlights the key learning from Delhi Tourism’s experience on how PPP can be implemented in the tourism sector. This case study discusses an opportunity for Delhi Tourism which can alter the landscape of the tourism industry of India and also the rejuvenation of Delhi Tourism, a public sector corporation, through PPP. Expected learning outcomes The case will give a clear understanding of the dynamics and environmental factors governing a mixed economy like India. The reasons for the PPP can be analysed through the case. Students can understand the strategic choice of taking a private partner by a public sector in a very dynamic industry, i.e. the tourism sector. The research topic is relevant due to the demonstrated principles of economic sovereignty within the economic development strategy of the Russian Federation and the implementation of new mechanisms of public administration. The study analyses government action under current recessional conditions focused on the management of the real estate of industrial associations and transport infrastructure. In the article, real estate assets within these sectors are collectively categorised as subjects in the public administration system, being closely connected and forming the basis for the economic security of the country. According to the authors, real estate should be considered a controlled and manageable resource, given its substantial monetary value. As an example of state management of this resource, the article examines the operations of federal services, along with the processes occurring in the automotive, aircraft manufacturing and transport infrastructure sectors. The article examines the assets of foreign automobile plants that departed due to sanctions, focusing on industrial facilities in major Russian cities. The measures of state support for the infrastructure of the automotive and aircraft industries in accordance with the strategies outlined by the Ministry of Industry and Trade are explored. The aircraft industry is studied in the context of the emergence of government orders and the operations of the public joint-stock company United Aircraft Corporation The transport industry is considered as an industry supported by the state through financing new infrastructure facilities and reconstruction of existing ones.

Efficient and effective movement of goods is very crucial in today’s competitive environment especially for developing countries like Nigeria, suffering from the growing challenges of inland freight transportation and crippling logistics costs which limit her competitive ability in the global economy. The development of ‘combined transport’, intermodal transport’ and ‘multimodal transport’ could provide new opportunities for the transport industry in Nigeria as a viable alternative to tackle the challenges associated with lengthy delays in cargo movement, increased cost of transport logistics and the negative environmental impacts of carbon emissions. This paper aims at evaluating the prospects of rail freight transport of cargoes from Apapa Lagos seaport to hinterland towns in Nigeria. Both primary data and Secondary data were retrieved from National Bureau of Statistics, Nigerian Railway Corporation, Nigeria Shipper’s Council, Lagos state Transport statistics and Nigerian Ports Authority and some other selected materials on the subject matter. The findings of this paper reveal a huge differential cost from Apapa seaport to the 7 different hinterland towns in Nigeria that could save importers and exporters when rail transport is used as an alternative mode of transport instead of road transport mode. This study shows that an increase in the usage of rail to haul goods in and out of the Lagos seaport hub would bring relief to the Apapa metropolis if adequate attention is given to it by the government.

The performance evaluation of any public transportation mainly depends on the customer satisfaction level of passengers (referred to as customers). To evaluate the performance of any public transport business, a systemic survey-based model is needed, which critically analyzes the customer's requirement and designs the future line of action for improvement. In the present work, an attempt is made to understand better passenger attitudes and the level of passenger satisfaction towardsservices provided by the public bus Maharashtra State Road transportation Corporation in India (MSRTC) using the SERVQUAL model. Further, it focuses on the measures taken by the bus transport industries to improve the level of satisfaction of passengers and to avert their problems to retain the passengers' loyalty. Methods: A cross-sectional study had been conducted in two governmental bus depots under Calcutta state transport corporation (WBTC) of south Kolkata, West Bengal. All the bus drivers and conductors were interviewed after taking informed consent with a pretested predesigned semi-structured questionnaire. Results: The major physical health problems among the drivers were related to musculoskeletal system (37.8%) and followed by endocrinal system (26.66%), cardiovascular system (17.78%), anorectal system (10%), eye (7.78%), occupational injuries (7.78%), liver and biliary system (6.66%). Among the conductors, majority (42.02%) had musculoskeletal problem, followed by endocrinal (34.09%), cardiovascular (27.27%), respiratory (15.91%), dermatological (12.5%), gastro-intestinal (9.10%), eye (9.10%), orthopaedic (7.95%) and liver-biliary problem (6.82%). Multivariate analyses revealed that participants aged less than 44 years and who served their occupation for less than 6 years had higher odds of not suffering from musculoskeletal morbidities and those who were aged less than 44 years and who served their occupation for less than 6 years had higher odds of low morbidities. Conclusions: Preplacement and periodic health check-ups at frequent intervals with supportive health promotional activities can uplift the physical health of the study population.

Background: Public transport demand forecasting is the fundamental process of transport planning activity. It plays a pivotal role in the decision making, policy formulations and urban transport planning procedures. In this paper, public bus passenger demand forecasting model is developed using a novel approach. The empirical passenger demand for a bus depot is modelled and forecasted using a data-driven method. The big data generated by Electronic Ticketing Machines (ETM) used for issuing tickets and collecting fares is sourced as the data for demand modelling. This big data is time indexed and hence has the potential for use in time-series applications which were not previously explored. Objectives: This paper studies the application of time-series method for forecasting public bus passenger demand using ETM based time-series data. The time-series approach used is the four Holt-Winters’ modeling methods. Holt-Winters’ additive and multiplicative models with and without damping have been empirically compared in this study using the data from the inter-zonal buses. The data used in the study is a part of the transaction on ticket sales by Kerala State Road Transport Corporation (KSRTC) maintained at the Trivandrum City depot of an Indian state Kerala, for the period between 2010 and 2013. The forecasting performance of four time-series models is compared using Mean Absolute Percentage Error (MAPE) and the model goodness of fit is determined using information criteria. Conclusion: The forecasts indicate that multiplicative models with and without damping, which better account for seasonal variations, outperform the additive models.

The paper presents recommended correlations for calculating the thermodynamic and transport properties of Pb-Bi eutectic (44.5% Pb + 55.5% Bi), namely: density, dynamic viscosity, specific heat, thermal conductivity, surface tension, specific electrical resistance, and local speed of sound as a function of temperature. These correlations are based on calculated data presented in 39 experimental studies performed in our country and abroad and published during the period from 1923 to 2015. The authors had information on 1103 experimental points; however, a direct assessment was performed on 1076 points. The main difficulty in processing the data was that the experiments considered in the work were performed at different times using a variety of measurement methods, non-unified methods of statistical processing, varying degrees of eutectic purity, etc. The basis of the data estimation technique was the modified least square method, which made it possible to take into account the errors of the experimental data involved. The paper gives the error values of the proposed correlations and the temperature ranges of their applicability. The paper was prepared based on the results of the work of the Thermodynamic Data Center (TDC INPE NRNU MEPhI) of Rosatom State Corporation.

In recent years a new group of ‘virtual states’—analogous to the virtual corporation—has emerged in world politics and economics. In order to concentrate upon high level services (research, development, product design, financing, marketing and transport), these countries have transferred much of their manufacturing production elsewhere. Hong Kong, Taiwan, Singapore, Switzerland, Holland, and others have earned large returns from producing abroad as home labour costs escalate. To some degree every major industrial nation has moved in a virtual direction as manufacturing declines to 20 per cent of Gross Domestic Product (GDP) and services rise to 65, 70 per cent or more. This evolution conflicts with traditional security assumptions about the necessity of a powerful and compact economic base. Now countries' economic potential is frequently divided between home and host nations, and security may depend upon reliable access to the economies of other states. Virtual states and nations moving in a ‘virtual direction’ may improve their position through economic growth in normal times, but may become vulnerable when security threats arise. In war they have to co-ordinate supply from a range of allied nations to carry on the struggle against opponents. It might be thought that their pattern of peacetime interdependence undermines their long-term security.

The quality of the public transport sector affects the economy and the daily livelihoods of passengers. One of the most important objectives of policymakers is to choose the influencing criteria for performance evaluations. A variety of factors are crucial for raising the standards of public transportation services. In this investigation, we used a decision-based model with uncertainty in order to identify significant criteria in the public transport sector. We also performed a comparative analysis to rank the Rajasthan State Road Transport Corporation (RSRTC) bus depots based on their performance using hybrid multi-criteria decision-making (MCDM) techniques such as TOPSIS, VIKOR, and ELECTRE. To handle judgement ambiguities, in this work we incorporated the Delphi method (DM) and the analytic hierarchy process (AHP), along with fuzzy set theory. The fuzzy Delphi method was used to filter the important criteria. Using a fuzzy AHP approach, the screening criterion weights and rankings were determined. Furthermore, the bus depots were ranked using TOPSIS, VIKOR, and ELECTRE. Our findings can be applied in assisting policy-managers in formulating appropriate policies targeted at improving the overall health and competitiveness of bus depots using significant criteria and associated key indicators. In this study we investigated performance measures and proposed recommendations for the sustainable development of transportation in India.

Mode choice behavior of the inter-regional public transport passengers is important for proficient planning and operation of transport systems in developing countries. It is the responsibility of the authority to satisfy the demand for long regional trips having a significant movement of passengers by providing efficient public transport services. Most of the studies for the mode choice behavior of the passengers have been done for the urban mass transport within the urban conglomerate. The study aims to improve knowledge of the factor affecting passengers' decisions on the mode of travel for inter-regional public transportation in India. The Multinomial Logit (MNL) model and Artificial Neural Network (ANN) models among Gujarat State Road Transport Corporation (GSRTC) buses, Railways, and privately operated buses were developed for the trips between Surat city and Bhavnagar region of Gujarat, India. The final ANN model reflects a difference of attributes has 90.52% mode prediction capability against 70.11% of the MNL model. The developed model gives the proper insight for improving the transportation facilities in the region. It is revealed that the improvement in the service level and egress parameters are more important to attract travelers. The sleeper seat availability, lesser travel cost, lesser egress distance, and availability of night journey have been found important during travelers' thinking process to select the traveling mode. There are 13.1% and 20.1% rises in the probability of choosing GSRTC bus and train mode, respectively, with the improvement in the service level. Moreover, the GSRTC bus should improve its connectivity.

This study aims to build a framework for measuring the productivity in the public transport sector through a data envelopment analysis (DEA) technique. This paper extends the Malmquist productivity index (MP1) and Luenberger productivity indicator (I.P1) evaluation with the concept of an input-oriented new slack model (NSM). NSM model measures the efficiency with the effect of slacks and satisfies unit invariance, radial and translation invariance properties. In particular, the purpose of the proposed extension is to obtain the overall productivity change in terms of technical change (Frontier Shift) and technical efficiency change (Catch-up Effect) for Rajasthan State Road Transport Corporation (RSRTC) bus depots from 2008 to 2019. For this purpose, the number of buses, number of employers, fuel consumption and route distance arc are considered input variables, while passenger-kilometres occupied and vehicle utilisation are output variables. Finally, the result demonstrates that the average total factor productivity (TFP) growth of 46 depots using MPI and LPI over the study period is 1.956% and 1.409%, respectively. This study enables policy-maker and managers to evaluate the input to reach consistent output up to an optimum level and understand the process of improving the productivity level for the bus depots.

The role of Russian transport companies in pilgrimage movement, particularly in the Eastern Mediterranean, has received relatively little attention of researchers. Meanwhile, the study of Russian shipping business is rewarding for two major reasons. In the first place, anything that will help explain the development of transport operations throws light on one of the most important socio-cultural phenomena: the growth of Orthodox pilgrimage to the Middle East under Alexander II and Alexander III to the position it holds at the beginning of the 20th century. Secondly, the history of shipping companies is significant precisely because of sea transportation of pilgrims to the Holy Land. This paper exploits the history of Russian steam navigation and trading company to estimate the effect of private business on orthodox pilgrimage at the turn of the 19th and 20th centuries. Contrary to common assumptions in the literature, the author shows that private business played an important role in in strengthening socio-cultural and economic ties between Russia and the Middle East. Using archive data for shipping corporation spanning 1894–1914, the article analyzes the changes in the ratio of private (joint-stock company), public (pilgrimage) and state (government officials) interests as the cross-border maritime operations developed. The article's findings demonstrate the existence of a link between socio-cultural priorities, political upheavals and economic hard times as captured by growth or contraction of the pilgrimage movement. Moreover, the author finds evidence that transport operations affected by increasing number of Orthodox pilgrims, leading to a diversification of shipping services. Dataset shows that shipping effectiveness consistently varied between port cities, and that company owners considered these differences when accounting for the number of passengers. These data also indicate that interconnectedness of sea lines, diversification of transport operations and differences in ticket prices and favored the development of pilgrimage movement to the Holy Land.

Abstract: During the Kakatiya period internal trade seems to have been in a fairly prosperous condition. The Kakatiya rulers, royal families, subordinate chiefs and others also encouraged development of internal trade. The trade was conducted by wellorganized merchant guilds. The epigraphical sources reveal that several kinds of merchant guilds used to carry on the commercial operations in the kingdom. The guilds were famous for carrying on the trade and each guild acted as a single corporation and their acts were recognized and respected by all. The guilds also tried to maintain cordial relations with the state since the successful functioning of trade and commerce depended upon the stability of the government and peace and order that prevailed in the kingdom. According to historical sources, the Kakatiya rulers, after remarkable development in agriculture and industry, widened the extent of internal trade centers and brought new markets and constructed good highways for the easy transport of commodities from place to another. Under these favorable circumstances, a brisk internal trade flourished.

Purpose: This study examined the operations of Lake Victoria Ferry Services since the independence of the East African countries in 1961 when the management was under the East Africa Railways and Harbors (EARH) and later the Kenya Railways Corporation (KRC). At the beginning of the 20th century the British colonial government established Lake Victoria transport as an extension of railway line in the lake region in Kenya and into Uganda. Despite some challenges, lake transport demonstrated progress in its services and expansion during the colonial period. However, when the management was transferred to the independent governments of East Africa, the operations of ferries were affected by the inefficiencies which marked the beginning of its decline. This study was guided by Politics of the Belly Theory of Bayart who associates underdevelopment of Africa long after independence with corrupt practices of African leaders. The theory shows that postcolonial African leaders have personalized the state for their own and their ethnic community’s gain thereby neglecting the regions which are perceived to be opposing the ruling regime. Methodology: A Historical Research Design was used to conduct this study. Non probability sampling methods and procedures were used to identify informants during the collection of primary data. Other primary data were gathered from Kenya National Archives and Railways Museum in Nairobi. Secondary data was collected from relevant publications and other materials. Findings: The data obtained were analyzed using content and thematic analysis techniques. This study established that transition in management from colonial to independent East African governments, competition from road transport and disintegration of East African Community led to the decline of maritime transportation on Lake Victoria. In order to revive ferry services on the Lake, major rehabilitations on the existing ports must be done and modern ports built. In the same vein new transport vessels should be acquired. Finally, a permanent solution to the threat of water hyacinth must be pursued and regular dredging of navigational channels done regularly. Unique Contribution to Theory, Policy and Practice: This study suggests that, the government should promote integrated transport planning as well as developing proper regulations guiding Lake Victoria transport.
