Common specification of data promotes data exchange among many and unspecified individuals and organizations. However, standardization itself tends to discourage innovation that can create new uses of data. To overcome this dilemma of innovation and standardization, this paper analyzes and proposes hypotheses regarding the process through which the World Wide Web Consortium (W3C) has realized innovations such as web applications by updating the standard. I hypothesize the following changes in standardization process management at the W3C as key factors supporting innovation through standardization among stakeholders with conflicting interests: (1) defining the scope of the specifications to be developed according to functions instead of technical structures; (2) design of a development management policy based on feedback from implementations, referred to as an “implementation-oriented policy”; (3) inclusion of diversified stakeholders in open standardization processes that facilitate consensus formation and the diffusion of developed standards; and (4) adopting a royalty-free to encourage third-party developers to implement proposed specifications and advance update of proposals. This single case analysis leads to the development and diffusion of common technological data specifications, which are the driving factors for innovation utilizing big data generated by exchanging data of various origins.

Many cross-cultural researchers are concerned with factorial invariance; that is, with whether or not members of different cultures associate survey items, or similar measures, with similar constructs. Researchers usually test items for factorial invariance using confirmatory factor analysis (CFA). CFA, however, poses certain problems that must be dealt with. Primary among them is standardization, the process that assigns units of measurement to the constructs (latent variables). Two standardization procedures and several minor variants have been reported in the literature, but using these procedures when testing for factorial invariance can lead to inaccurate results. In this paper we review basic theory, and propose an extension of Byrne, Shavelson, and Muthgn’s (1989) procedure for identifying non-invariant items. The extended procedure solves the standardization problem by performing a systematic comparison of all pairs of factor loadings across groups. A numerical example based upon a large published data set is presented to illustrate the utility of the new procedure, particularly with regard to partial factorial invariance.

Government supervision in construction engineering quality (security) is the government enforcement supervision, whose seriousness; legality and authority are on basis of an orderly supervision procedure. We should ensure the standardization of implementation plan for supervision early days and strengthen the standardization of implementation process in mid-term, even control the standardization of implementation results later period. To sum up, it includes handling supervision procedures strictly, choosing supervisory personnel scientifically, defining supervision scheme reasonably, informing supervision parts definitely, listening to the subject reports seriously, choosing selective examination project randomly, implementing site inspection, uploading supervision records timely, issuing treatment notice directly, completing supervision report form etc. To standard surveillance behavior via scientific and reasonable supervision procedure, it could improve the validity of monitoring and high efficiency, and achieve the scientific nature and purpose of government supervision procedure in construction engineering quality (security).

The term standardization has been used in a number of different ways in psychological research, mainly in relation to standardization of procedure, standardization of interpretation and standardization of scores. The current paper will discuss the standardization of scores in more detail. Standardization of scores is a common praxis in settings where researchers are concerned with different response styles, issues of faking or social desirability. In these contexts, scores are transformed to increase validity prior to data analysis. In this paper, we will outline a broad taxonomy of standardization methods, will discuss when and how scores can be standardized, and what statistical tests are available after the transformation. Simple step-by-step procedures and examples of syntax files for SPSS are provided. Applications for personality, organizational and cross-cultural psychology will be discussed. Limitations of these techniques are discussed, especially in terms of theoretical interpretation of the transformed scores and use of such scores with multivariate statistics.

ArgumentDuring the 1950s it became apparent that antibiotics could not conquer all microbes, and a series of tests were developed to assess the susceptibility of microbes to antibiotics. This article explores the development and standardization of one such testing procedure which became dominant in the Nordic region, and how the project eventually failed in the late 1970s. The standardization procedures amounted to a comprehensive scheme, standardizing not only the materials used, but also the methods and the interpretation of the results. Focusing on Sweden and Norway in particular, the article shows how this comprehensive standardization procedure accounted for several co-dependent factors and demanded collaboration within and across laboratories. Whereas literature on standardization has focused mostly on how facts and artefacts move within and across laboratories, I argue for the importance of also attending to regions and territories. More particularly, while arguing that the practices, ideals, and politics related to what have been called the “Nordic welfare state” were contributing to the design of the standardized procedure in the laboratory, I also argue that Scandinavia was drawn together as a unified region with and by these very same practices.

Abstract Background: Measurement of circulating insulin may improve the classification and management of diabetes mellitus and assist in treating people with insulin resistance. Methods: A work group convened by the American Diabetes Association evaluated results for a panel of 39 single donor sera measured by 10 commercial insulin methods from 9 manufacturers against an isotope dilution–liquid chromatography/tandem mass spectrometry (IDMS) measurement procedure calibrated using purified recombinant insulin. We used a candidate primary (pure substance) reference material, pooled serum, and single donor sera to evaluate approaches to achieve improved agreement of results between the routine and reference measurement procedures. Results: Four of 10 methods had ≥95% of individual serum results within 32% of the IDMS concentrations. However, the bias vs IDMS was more than 15.5% for 7 of 10 methods in 36%–100% of individual samples. A purified recombinant insulin preparation used as a common calibrator did not improve harmonization of results among routine methods but was not used as instructed by all participants. Calibration using serum pools achieved bias <15.5% for nearly all results in the concentration range covered by the pools (>60 pmol/L). Calibration using a panel of individual sera was the most effective to improve harmonization of results over the full measuring range. Conclusions: Agreement among methods can be improved by establishing traceability to the IDMS procedure using a panel of native sera. Pooled sera may be useful as trueness control materials. The usefulness of the pure insulin primary reference material [candidate reference material for insulin (cRMI)] requires clarification of protocols used by manufacturers.

Current University of Arizona recommendations require periodic stein NO₃-N tests to determine nitrogen (N) fertility status of wheat crops. Lack of data on the importance of sample handling techniques, plant part selection, grinding criteria and extraction conditions have resulted in a reluctance by some growers and laboratory operators to utilize this test procedure. A laboratory study was carried out to examine factors important in wheat stem tissue analysis for NO₃-N. Sample handling, fineness of tissue grinding, and different extraction ratios were examined to determine their effects on NO₃-N recovery. Detailed partitioning of wheat plants at the 3-4 leaf, joint and boot growth stages was conducted to document which plant part is the best indicator of the N status of wheat. Optimal recovery of tissue NO₃-N existed for stem tissue separated immediately in the field and dried within 8 hours; stem tissue ground to 30 mesh or less and extracted for at least 30 minutes; and when using a sample size of 0.1000 g, in conjunction with 25 ml of extractant (i.e. 1:250 plant tissue to extractant ratio). Partitioning data confirmed current University of Arizona wheat tissue sampling guidelines which suggest sampling of the basal portion of the stem tissue.

This thesis deals with the introduction of Highly Accelerated Life Testing (HALT) in a multinational corporation as part of a reliability improvement process for printed circuit boards (PCBs). More specifically, the thesis focuses on drafting a standard operating procedure (SOP) to standardize the fixture setup process so as to minimize variation in vibrational responses attributed to fixture setup. This study proposes a three phase approach to meet the objective. The first phase aims to minimize variation in the gauges and the vibration table. A gauge repeatability and reproducibility (gauge R&R) test is conducted on two triaxial accelerometers to determine the most suitable gauge for HALT. Next, a spatial uniformity test is conducted on the vibration table using design of experiments (DOE) method to determine the region with the most consistent vibration levels for testing. The second phase aims to reduce variation in fixture usage by introducing a generic fixture design base on fixture design principles. The last phase involves proposing a short-run statistical process control (SPC) method to detect setup variability. The results from the gauge R&R test show that mechanically mounted accelerometers have the least gauge variance. Using an SOP, switching from wax-mounting to threaded stud-mounting reduces gauge variance by approximately 90%. However, wax-mounted accelerometers are still relevant for measuring vibrational responses from PCBs due to its non-invasive properties. The drawback will be that the gauge becomes a key contributor to measurement variation. The spatial uniformity test reveals that the center of the vibration table has the least variation and is selected for the fixture setup. Further limitations on the HALT chamber are highlighted. Evaluation on the proposed generic fixture demonstrates that the fixture has met the key design criteria and manage to induce consistent failures to the PCBs. Limitations on the fixture design are also considered. The proposed SPC method is able to detect at least 88% of the assignable sources of variation in a simulation test. Finally, a custom SOP for the fixture setup is drafted for the company.

The construction industry has faced severe criticism against its inefficiency, high costs and insufficient quality. Besides, the building branch is one of the most dangerous occupations.Skanska Sverige AB runs an international project focused mainly on improving safety, increasing overall process efficiency and providing customers higher value. A part of this project are Standard operating procedures. These are supposed to be the best practices known at the company and should be used on sites as stepwise work instructions. The purpose of this study was to study the creation of Standard operating procedures and to propose a model for continuous improvement of the Standard operating procedures.A theoretical review concerning standards, standardization and continuous improvement is presented.Four case studies were conducted in the thesis in order to clarify what and how to improve. The case studies show that inspiration can be taken from organizations within or outside the building trade. An important new element in Standard operating procedures would be a risk analysis. The risk evaluation corresponds with Skanska´s safety strives. In order to guarantee that a Standard operating procedure really contains the best practice, the process of continuous improvement has to be well managed. The process can be stimulated by the implementation and improvement management at “Väg och anläggning” Skanska.Based on the empirical study and the theoretical framework, a model illustrating continuous improvement is proposed. The never ending life spiral of a Standard operating procedure involves all the organizational levels. The model demonstrates that small stepwise improvements are more cost efficient than large radical changes.Advantages and risks connected to the continuous improvement are described. The benefits would be both monetary and non-monetary. The key success factor of continuous improvement is the proper implementation of Standard operating procedures since it is up to individuals to keep continuous improvement alive. Both the managers on different levels and workmen must be trained and their importance in continuous improvement process must be deep rooted in their thinking. Proper training and excellent leadership would diminish worker´s resistance and prevent an unwanted phase-out.Finally, Skanska is encouraged to trust its own research. The formal content of Standard operating procedures is good enough for launching.

Kiekvienas netinkamai suprojektuotas įrenginys gali kelti pavojų vartotojui ar aplinkai. Elektrotechniniai įrenginiai išsiskiria specifiniais elektros saugos reikalavimais. Kadangi rinkoje gausybė prekių, kurias gali įsigyti visi rinkos dalyviai yra būtina įdiegti bendrus saugos reikalavimus. Gamintojai privalo laikytis šių reikalavimų ir prisiimti visą atsakomybę už savo gaminių padarytą žalą vartotojui. Tam, kad apsaugoti vartotojus, Europos Sąjunga įteisino specialią bendrosios rinkos sistemą. Ši sistema palaiko rinkoje saugius gaminius ir neatitinkančius saugos reikalavimų – šalina. Taip rinkoje dalyvauja tik tokie gaminiai, kurie pagaminti taip, jog nepažeidžia jokių iki šiol nustatytų saugos, sveikatos bei aplinkos apsaugos reikalavimų. Tačiau vartotojas neturėtų aklai pasitikėti šia sistema, kadangi atsiranda gamintojų, piktnaudžiaujančių šiais saugos reikalavimais. Tokie gamintojai rizikuodami pardavinėja nesaugius gaminius manydami, jog nieko blogo neatsitiks. Iš kitos pusės, kai kurie gamintojai nepakankamai išmanydami šiuos reikalavimus netyčiomis pardavinėja nesaugius produktus. Rinką prižiūrinčios institucijos gali nespėti laiku aptikti ir uždrausti gaminius.
We are using devices and tools to facilitate our lives every single day. An improperly designed device can pose a risk to consumers or the environment. There are many items in the market that can be purchased by any user, so it is necessary to implement common safety requirements. In order to protect consumers, the European Union enacted a special single market framework. This system holds safe products on the market and eliminates the ones that do not conform safety requirements.

This study proposes to critically analyze the mechanisms implemented as a result of reforms in the Brazilian civil procedure in the last two decades, that aims to standardize court decisions and expedite procedure. The study sustains that , given the conditions under which the Law operates in contemporary society, these mechanisms are unusable to provide court decisions with predictability nor certainty, because these mechanisms tends to become, themselves, a source of uncertainty and unpredictability. Mechanisms of court decisions standardization, such as the Brazilian binding precedent ( súmula vinculante ), depends upon proceedings and legal requirements that undermine the autonomy of the Legal System s operational code, which exposes the system to attacks from the code of other systems, such as Economy and Politic. Mechanisms to expedite proceedings, such as the Court s monocratic ruling by the reporting Justice, by their turn, engender losses in the system s capacity to legitimate judicial decisions by means of the legal proceeding, which also generates uncertainty regarding the social adequacy of the judicial decision. The present work uses Niklas Luhmann s system theory to describe the conditions under which the Law operates in the society, as well as the interrelated Guilherme Leite Gonçalves s thesis, also based upon system theory, to whom problems related to certainty of Law arises out of modern society s semantic inadequacy to describe a society that no longer can count on the old metaphysic certainty centers of the pre-modern societies. The application of the system theory to the Brazilian s Judiciary is based upon Celso Fernandes Campilongo and Orlando Villas Bôas Filho s theoretical approaches, according to which Brazilian Law is a case of an autopoietic system, to which the system theory may be applied, and that suffers with the overload of burdens arising from its environment and hardship to protect the system s center (the Courts) from such burden, which jeopardize the system s autonomy. With this instrumental, the study analyzes the history of the control mechanisms of Court s interpretation of the Law, upon which standardization of Court decisions is based, as well as its main theoretical references, such as common Law s stare decisis et non quite movere and the recent jurisprudence on equality on the application of Law and the right to a expedite trial

Over time and as society evolved, the civil procedural system has tended to conceive techniques intended to expedite judicial protection and case-law uniformity, in order to optimize the services provided by the Judiciary and make them more efficient. Article 285-A of the Brazilian Code of Civil Procedure embodies this trend, with features of both aspects and that, ultimately, in addition to abiding by the constitutional model in force, attempts to align it with and adapt it to new prevailing social standards (particularly in connection with dual jurisdiction) on behalf of procedural economy and rationality. This rule stands as a very important tool for better utilization of the civil procedural system in general, as a time-saving method for judges, clerks of justice and other practitioners of the law, avoiding the activities with little or no influence on the outcome of proceedings, thereby contributing to better adjudication results, with decreased expenditure of time and energy, as prescribed by the principle of timely judicial protection. Moreover, as it implies a substantial change in the how procedural acts unfold (beginning, in fact, at 'the end' of a proceeding s first phase), empirical application of the technique is somewhat hampered, which is not to say that it should cease to be applied or, or that its contribution to the improvement of the system as a whole should be denied, as this study attempts to demonstrate. The technique s power and potentialities in the face of an increasingly mass-oriented society with countless repetitive activities (and its clear reflections on the design of the Judiciary itself) allow concluding, without offense to the Constitution (especially the principle of due process and the adversarial principle) and in clear obedience of the principle of equality, in favor of extending the faculties of article 285-A of the Brazilian Code of Civil Procedure to the plaintiff as well, who would be granted the same privileges afforded to defendants under similar circumstances

Title: Standardization - Implementation of Process Standardization in aDecentralized OrganisationBackground and problem: Developing mutual operations increase efficiency and facilitate management control, which is important for unit comparison in decentralized organisations. Many organisations worldwide choose to standardize their processes because of these advantages. But standardization is not without problems since it brings negative effects that need to be considered.Purpose: The purpose of this study is to compare the units within the company in order to identify differences and important factors when considering standardization. The study also intends to contribute to the knowledge concerning standardization by identifying essential factors for a successful implementation, based on how the company operates at present. This intends to result in recommendations for the company to use when standardizing their processes regarding POC.Methodology: This study consists of a qualitative case study on a company, which is in the process of implementing standardization. Interviews were performed in three of the company’s Swedish offices. Conclusion: The study shows that standardization will bring several benefits for the company and the recommendations are to proceed with the implementation process. The company must however take action in order to make the implementation possible. By introducing a mutual template for models, document best-in-class procedures and adopt them, set procedures for storing essential documents, and increase the knowledge and understanding for other units’ procedures and needs.

AbstractThe signal acquired in sodium (23Na) MR imaging is proportional to the concentration of sodium in a voxel, and it is possible to convert between the two using external calibration phantoms. Postprocessing, and subsequent analysis, of sodium renal images is a simple task that can be performed with readily available software. Here we describe the process of conversion between sodium signal and concentration, estimation of the corticomedullary sodium gradient and the procedure used for quadrupolar relaxation analysis. This chapter is based upon work from the COST Action PARENCHIMA, a community-driven network funded by the European Cooperation in Science and Technology (COST) program of the European Union, which aims to improve the reproducibility and standardization of renal MRI biomarkers. AbstractNoninvasive, robust, and reproducible methods to image kidneys are provided by different imaging modalities. A combination of modalities (multimodality) can give better insight into structure and function and to understand the physiology of the kidney. Magnetic resonance imaging can be complemented by a multimodal imaging approach to obtain additional information or include interventional procedures. In the clinic, renal ultrasound has been essential for the diagnosis and management of kidney disease and for the guidance of invasive procedures for a long time. Adapting ultrasound to preclinical requirements and for translational research, the combination with photoacoustic imaging expands the capabilities to obtain anatomical, functional, and molecular information from animal models. This chapter describes the basic concepts of how to image kidneys using different and most appropriate modalities. This chapter is based upon work from the COST Action PARENCHIMA, a community-driven network funded by the European Cooperation in Science and Technology (COST) program of the European Union, which aims to improve the reproducibility and standardization of renal MRI biomarkers. AbstractMagnetic Resonance Imaging (MRI) has been actively explored in the last several decades for assessing renal function by providing several physiological information, including glomerular filtration rate, renal plasma flow, tissue oxygenation and water diffusion. Within MRI, the developing field of chemical exchange saturation transfer (CEST) has potential to provide further functional information for diagnosing kidney diseases. Both endogenous produced molecules as well as exogenously administered CEST agents have been exploited for providing functional information related to kidney diseases in preclinical studies. In particular, CEST MRI has been exploited for assessing the acid-base homeostasis in the kidney and for monitoring pH changes in several disease models. This review summarizes several CEST MRI procedures for assessing kidney functionality and pH, for monitoring renal pH changes in different kidney injury models and for evaluating renal allograft rejection. This chapter is based upon work from the COST Action PARENCHIMA, a community-driven network funded by the European Cooperation in Science and Technology (COST) program of the European Union, which aims to improve the reproducibility and standardization of renal MRI biomarkers. Tensile testing on large diameter line pipe is generally done using strap samples obtained in the transverse to pipe axis (TPA) orientation of a pipe. The strap samples are then flattened and machined prior to testing. Although the standardized tensile testing is well documented, the variability in the reported TPA tensile properties of the same material tested within a lab or at different labs has always been an issue. Recent work conducted at EVRAZ NA research lab has identified flattening as the main source of the variability in reported yield strength (YS) values for line pipe. The lack of a standard procedure for flattening TPA strap samples is a major obstacle to obtaining consistent results. Therefore, the main objective of this current study was to establish a standardized flattening procedure for TPA strap samples. Both finite element analysis (FEA) and experimental approaches were adopted. Various flattening methods and fixtures were studied. Extensive flattening experiments were conducted on TPA samples from different line pipe products. Results showed that the spring back after flattening in a TPA sample is different for pipes with different gauge and grades. It was established that consistent flattening can be achieved using appropriate fixtures for differerent ranges of tubular products defined by grade, diameter and gauges. Evaluation of the flattening fixture designs and experimental results are discussed in this paper.

One of the aim of the survey conducted in last december 1986 was to assess the efficacy of 2 procedures of standardization :1) the INR system, derived from thromboplastin calibration and adopted in 1983 by the WHO.2) the Reference Calibrated Plasmas (RCP) procedure, evaluated on large scale, through French interlaboratory trials (1977-85), exhibiting net improvement of the dispersion of overall data.Labs were asked to perform with their local thromboplastin and method, the PT of a human lyophilized plasma 86 H/I, originated from long term antivitarnines-K (AVK) treated patients. Results were expressed *in time ; *in % activity, according to the traditional procedure based on saline dilutions of normal plasma ; *in INR using the ISI of the local reagent calibrated by the manufacturer. Calibrated plasmas procedure allow the determination of corrected activity ; *in % activity and INR, according to the linear calibration curve obtained from the PT of 2 reference calibrated plasmas with determinated activities in INR and % activity. These RCP were provided with and tested under the same conditions as plasma 86 H/I6 (2 systems of RCP : AVK and artificially depleted).Statistical analysis shows that the "RCP" procedure leads to the best improvement of the interlaboratory variation for the overall data, and the best uniformization of mean results, whatever the way of expression (%, INR), the thromboplastin brand, and the method of PT testing. Results play also in favour of a system of AVK reference plasmas, giving a better grouping than the artificial calibrated plasmas. The INR system nevertheless provides a common scale of data reporting, but might hold profit from an efficient procedure of standardization, such as the calibrated AVK plasmas procedure.Coefficient of variation (CV) expressed in %. As a result of these studies several optimizations in respect of the testing procedures, the definition of the gasket characteristics and the calculation procedure can be derived. In this paper, an advanced calculation procedure will be presented which is based on the use of additional or modified gasket characteristics such as the stiffness-independent gasket deflection caused by creep of the gasket material or formulas for the description of the gasket compression curves are presented.

The need for an open, inclusive, and neutral procedure in selecting key performance indicators (KPIs) for sustainable manufacturing has been increasing. The reason is that manufacturers seek to determine what to measure in order to improve environmental sustainability of their products and manufacturing processes. A difficulty arises in understanding and selecting specific indicators from a large number of stand-alone indicator sets available. This paper presents a procedure for individual manufacturers to select KPIs for measuring, monitoring and improving environmental aspects of manufacturing processes. The procedure is the basis for a guideline, being proposed for standardization within ASTM International. That guide can be used for (1) identifying candidate KPIs from existing sources, (2) defining new candidate KPIs, (3) selecting appropriate KPIs based on KPI criteria, and (4) composing the selected KPIs with assigned weights into a set. The paper explains how the developed procedure complements existing indicator sets and sustainability-measurement approaches at the manufacturing process level.
