Abstract The use of official proper names is regulated by laws that contribute to the social codification and standardization of propria registration. The paper deals with minority language laws concerning the use of proper names of national minorities in Slovakia. The author gives an overview of the laws, or more precisely paragraphs dealing with the use of official anthroponyms, toponyms and names of institutions. In Slovakia, the largest national minority is Hungarian, so the paper gives examples of using the proper names of Hungarians living in Slovakia, that is, from Slovak-Hungarian bilingual municipalities. In an ethnically mixed environment, the variability of the forms of propria increases, since in the official (and non-official) sphere, proper names can be used not only in the state language, but also in the minority language. In bilingual municipalities, bilingual toponyms and names of institutions appear in both languages. Members of national minorities have the option of entering a personal name in the Register Offices in their mother tongue. Minority proper names fulfil an ethno-identification function, they are a source of individual and collective identity.

This research was conducted with the aim of finding the development concept of product responsibility and quality standardization of processed food products. This research uses a normative juridical approach which is described descriptively analytically from legal materials and supporting data obtained, which is then analyzed qualitatively juridically. The results obtained from this research are that processed food producers have the responsibility to produce well by meeting the specified quality standards, and if their products harm consumers, they must provide compensation. The application of responsibility for processed food products still uses general legal instruments contained in the Civil Code and sectoral laws. Meanwhile, the implementation of food product standardization still uses legal instruments at the level of government regulations and decisions of the Head of BSN adopted from the provisions of international standards, so it has not provided legal certainty and strong coercive power. As a suggestion, in order to develop product liability and product quality standardization in the future, things that need to be done are strengthening regulations by forming the National Standardization System Law and the Product Liability Law, which include the principle of absolute liability and reverse proof.

Purpose This study aims to empirically assess the standardization of using voluntary ex ante transparency notices to announce the awards of noncompetitive large-value contracts. Design/methodology/approach Based on open data published in the Official Journal of the European Union, a pooled cross-sectional research design is used to determine the level of standardized use of noncompetitive contracting by member states. Findings Findings suggest little evidence of standardization when publicizing direct contract awards, which might warrant remedial measures for promoting standardization by the EU. Moreover, France was found to be a major outlier in the prevalence of using non-competitive direct contract awards procedures. Social implications Maintenance of the European Union is predicated on free, transparent and open competition among member states, and this can only be maintained if each member state transposes EU standards into their national laws. Originality/value Findings suggest little evidence of standardization when publicizing direct contract awards, which might warrant additional remedial measures promoting consistency across the EU. Moreover, France was found to be a major outlier in the prevalence of using non-competitive direct contract awards procedures.

One of the most important areas in fire protection is prevention. This area has the most important place, because its regulation directly contributes to the elimination of potential risks and dangers In all countries, this area is regulated by different legal regulations. This establishes a clear organization in preventive action through a different and clearly prescribed set of measures and activities. Prevention within economic entities has an important place in legal regulations. All economic entities are obliged to implement preventive fire protection measures. The most obligations in that area have economic entities whose activity brings with it potentials of risks and dangers. There are several laws in Serbia that regulate the area of preventive fire protection. They also prescribe the obligation of state bodies to deal with preventive fire protection. Standardization of preventive fire protection is the foundation in the implementation of regulations in this area In each state there is a national body responsible for standardization and cooperates with adequate international organizations and related national bodies of other states.

The presented study examines the experience of forming a regulatory framework for the integration of the Eurasian Economic Union (EAEU) member states through the example of standardization as one of the key tools of quality economics.Aim. The study analyzes the major solutions of the EAEU authorities and member countries aimed at increasing the role of standardization in the economic integration of the Union over five years of its existence.Tasks. The authors identify efficient methods for developing standardization for the integration of the EAEU states as well as the most problematic aspects in this field that need to be taken into account in the qualitative strengthening of the Union’s economy.Methods. This study uses general scientific methods of cognition to examine the activities of the EAEU authorities and member states aimed at creating a system for the economic integration of the Union during a period of its transition from separate national markets towards a single (common) market.Results. Over five years of operation in the field of stadardization, the Eurasian Economic Union has created the necessary organizational and legal framework to ensure the successful development of integration processes. The national legislation on standardization has been modernized with allowance for the harmonization of these laws. In the next five-six years, the development of international standards for 40 technical regulations is expected to be completed, which would create a regulatory framework for unhindered interaction between all participants of the single (common) EAEU market. Conclusions. The analysis of activities in the field of standardization reveals a sufficiently thought-out and coordinated policy of the EAEU states in creating the necessary conditions for overcoming legal and administrative barriers in the movement of goods and services within the common economic space of the EAEU.

The restoration of historical objects allows you to save and recreate cultural monuments for the present and future generations. The work provides information on the restoration process, restoration materials, principles of scientific restoration. Based on the example of dry building mixes and ceramic decor, the classification of restoration materials is given and the main technical properties are highlighted, the need for standardization of these materials with the involvement of specialists in the field of building materials science is shown. It is shown that general construction quality indicators do not fully reflect the requirements of restoration materials in terms of reproducing the authenticity of material and technology. A review of the regulatory framework in the field of restoration, including federal laws, codes of restoration rules, interstate, national and international standards, is given. The features and directions of the further development of standardization in the field of restoration materials are highlighted.

The question, whether and to what extent the citation of laws, Rechtsprechung and legal doctrine should be internationally standardized, cannot be answered for all branches of law without making certain distinctions. International contracts or codifications with multinational validity (for example, the law of the European Union) have other criteria to fulfill with regard to their function and coordination as does, for instance, the law of criminal procedure of a Swiss canton. The Rechtsprechung of a national supreme court has, as a result of the possibilities of international reception within the scope of comparative law, a different meaning from that of lower authorities. A scholarly paper with an international or comparative law perspective is not oriented toward the same target group nor with the same pretenses as a more practice oriented essay about procedural niceties of a specific national law. Moreover, it appears to me, the “whether” and “how” of an international standardization of the legal citation passes over the true problem. A formal standardization of the legal citation is not the important issue; rather, it is an increase in the mutual understandability of legal materials. Legal citations should be able to be understood as precisely and quickly as possible.

The article considers strategic planning of sustainable development of the region as an object of regulatory regulation, concludes that, along with the adopted laws, presidential decrees, resolutions of the Government of the Russian Federation, standardization becomes an effective planning tool, and provides standards for the sustainable development of administrative-territorial entities. To assess the effectiveness of the application of standards for sustainable development, the authors make recommendations on the formation, along with the certification system operating at the international level, of a proposal for a voluntary national certification system, and the organizational structure of certification participants is also proposed.

L’idée selon laquelle l’uniformisation du droit de la propriété intellectuelle écarte le problème des conflits de lois semble profondément ancrée dans l’opinion des observateurs qui se sont intéressés au droit de l’OAPI. Du moins, les études qui se rapportent à la propriété intellectuelle dans cet espace n’abordent pas spécifiquement la question du conflit de lois. Lorsqu’elles l’évoquent ponctuellement, elles se limitent essentiellement à constater que ses rapports avec le droit uniforme se résument à sa disparition pure et simple. Ce constat commun méritait néanmoins d’être vérifié. C’est donc à une telle vérification, opérée au moyen d’une confrontation des effets de l’uniformisation du droit de propriété intellectuelle et des causes du problème des conflits de lois, qu’est consacrée la première partie de la présente thèse. Les résultats de cette confrontation conduisent à constater la persistance du problème des conflits de lois au sein de l’espace OAPI, même si le droit uniforme ne manque pas d’en influencer la configuration. Ainsi, la seconde partie de la thèse est consacrée à la recherche de solutions adaptées à la configuration particulière du problème dans l’OAPI. Cette recherche des solutions prend en compte les objectifs de l’entreprise d’uniformisation du droit de propriété intellectuelle, les engagements internationaux des États membres ainsi que les intérêts spécifiques que l’identification de la loi applicable cherche à servir. Elle aboutit, d’une part, à la proposition de solutions positive concernant la coordination institutionnelle nécessaire à une réalisation uniforme des droits de propriété intellectuelle ; d’autre part, à l’élaboration de règles destinées à l’identification de la loi applicable aux différents aspects de la propriété intellectuelle
The idea that the uniformization of intellectual property law eliminates the problem of conflict of laws seems to be deeply rooted in the opinion of observers who have taken an interest in OAPI law. At least, the studies that relate to intellectual property in this space do not specifically address the issue of conflict of laws. When they mention it occasionally, they essentially limit themselves to asserting that the uniform law eliminates the problem of conflicts of laws. This common observation nevertheless deserved to be verified. The first part of this thesis is devoted to such a verification. This verification was carried out by means of a comparison between the effects of the uniform intellectual property law and the causes of the problem of conflicts of laws. The results of this confrontation show the persistence of the problem of conflicts of laws within the OAPI area, even if uniform law does not fail to influence its configuration. The second part of the thesis is devoted to the search for solutions adapted to the configuration of the problem within the OAPI area. This search for solutions considers the objectives of the uniformization of intellectual property law, the international commitments of the member states as well as the specific interests that the identification of the applicable law seeks to serve. It leads, on the one hand, to the proposal of positive solutions concerning the jurisdictional coordination necessary for a uniform realization of intellectual property rights; on the other hand, to the development of rules intended to identify the law applicable to different aspects of intellectual property

The purpose of this research is to develop a coherent analytical framework for assessing the nexus between international and national law - based on the proposed case study for the implementation of the Nile River Basin Cooperative Framework Agreement (CFA) in Ethiopia and Uganda; and in order to draw lessons for other basins. Chapter 1 introduces the scope of the research in general, and sets out the basic background on the subject in order to address the main research question: 'How and to what extent, do national laws and institutions support or hinder the implementation of and compliance with international obligations?' Chapter 2 examines the scope and structures of basic substantive and procedural principles as well as basin-wide and subsidiary institutional structures incorporated in the Nile River Basin Cooperative Framework Agreement, and seek to confirm the viability of implementation with the support of the national legal systems. Chapter 3 will assess the Ethiopian and Ugandan legal systems in order to determine the capacity of existing policies, laws, regulations and institutions in implementing the basic principles of international water law within the ambit of the CFA. Chapter 4 considers procedural rules, such as general obligations to cooperate on data and information. The extent of support for the implementation of procedural rules within the national laws of Ethiopia and Uganda will be considered in order to ascertain whether the applicable international law and national law provides an effective interface in relation to data and information exchange. In this regard, the principles of planned measures and Environmental Impact Assessment (EIA) and audits are analysed in order to ascertain the extent of support and strength of the interface between international and national law. Chapter 5 will consider the framework of institutional structures in the context of the basin-wide framework; sub-basin structures and the national institutional structures. The chapter seeks to analyze the appropriate supportive linkages between international river basin organizations and national institutions. The findings of the analytical framework and the methodology employed will be analysed in chapter 6, in order to answer the key question: “How and to what extent, do national laws and institutions support or hinder the implementation of and compliance with international obligations?” This chapter will provide insights from the examination of the CFA and national laws and institutions to advance a framework for reviewing the international-national water law interface within transboundary river basins. Chapter 7 recaps the analysis and findings of the thesis.

This thesis discussed the subjects of bioprospecting and the protection of traditional knowledge. At first the international approach to the subjects was elaborately discussed. The focus was on the respective provisions of the United Nations Convention on Biological Diversity and the related Bonn Guidelines, stressing the matter of access to genetic resources and the fair and equitable sharing of benefits arising from their utilization. Enclosed in this discussion was the examination of different legislatory approaches to tackle the subject with an emphasis on national intellectual property rights laws and the role and potential merit of national registers of and databases for specific traditional knowledge. The way national legislators have implemented the concerned obligations of the convention, and their peculiarities as for example the restriction of scope of law to indigenous biological resources, was exemplified with the respective Bolivian, South African as well as Indian laws.

The implementation of the 1994 GATT accords on technical barriers to trade led to an unprecedented level of trade liberalisation. Most countries have increased their economic interdependence. The role delegated to multinational enterprises has been considerably extended. It is suggested that they could become subjects of international law. Their participation in standardisation, eco-labelling and consultation programs increased. They also adopted private codes of conduct and have modernised the way they dialogue with regulatory authorities. One of the impacts of the Uruguay Round Agreements is a subtle reorganisation of forces within national economies. Tremendous responsibilities are progressively undertaken by private entities in domains where the state used to regulate unilaterally. The shift of power from public entities to private ones is discreet but has effects on all traditional sources of law. New forms of regulation on multinational enterprises need to be created. One of the main sources of innovation is a negotiated self-regulation

To find an appropriate balance between centralization and localization is a key factor for a successful international company. From a company perspective, this thesis tries to figure out if the different aspects such as organizational culture, national culture and industry sector determine the standardization or adaptation of companies' websites and which website features are affected. The internationalization typology of Barlett and Ghoshal has been used to classify 12 companies from 3 industry sector according to their international strategy. Then their websites in United States, Germany and Taiwan will be analysed to compare if the internationalization types among their websites correspond to the expected. The results show that the three aspects impact the appearence of their websites.

In an era of globalisation, often described as the era of mobility and of the decline of the relevance of territory, the Roma and the Travellers embody a transnational and non-territorial society. Yet this minority group experiences deplorable living conditions and the survival of its culture is endangered. A study of minority protection mechanisms in international law reveals that the grasp of territory and "sedentarism" has far from disappeared from this branch of law. Territory (or the absence thereof) and movement are the main challenges faced by international law in the development of solutions to the situation of the Roma and the Travellers. In light of the failure of current minority protection regimes, the quest for recognition of a "Roma nation" appears to be an avenue worth exploring. However, while the Roma may not fall clearly within the parameters of minority protection, they do not fall clearly within the concept of nation either. When examining the potential of such recognition, one realizes that it is necessary to redefine the right of self-determination in the context of minority protection and in a transnational and non-territorial perspective.

One of the results of the process of legal globalization is the expansion of the spectrum of sources of law and the emergence of atypical (non-traditional) sources of law that are not characteristic of individual national legal systems, with the aim of officially expressing legal norms that actually regulate social relations. This process has a dualistic nature and is reduced not only to the procedural design of non-typical (non-traditional) sources of law, but also to the specifics of adoption, content, legal force and practice of applying such sources.It is noted that for a long time in the national doctrine of civil procedural law, the opinion prevailed that the form (source) of civil procedural law can only be normative legal acts, while the existence of others was denied. This provision was also supported at the official law-making level.The author is a supporter of the concept of two-level system of sources of civil procedural law of Ukraine which consists of traditional sources of civil procedural law with mandatory application and non-traditional sources of national legal systems, civil procedural law which have subsidiary (additional, auxiliary) character.Special attention in the research is paid to the elucidation of the nature and characteristics of legal sources of civil procedural law non-traditional for domestic type of legal family, which are characterized by specific scope of their application, narrower compared to normative legal acts, subsidiary character of the use and lack of or discrepancy of structure with accepted standards of legal techniques. These sources include: enforcement (judicial) practice, procedural agreement, legal doctrine, principles of law.Basic tendencies of development of civil procedural law sources among which the harmonization has a special importance, differentiation of judicial procedures, standardization of judicial procedures, improvement of procedural legislation, further systematization of sources of civil procedural law.

This article describes the development of industry standard for pipeline security pre-warning (PSP) technology which is an achievement of China National Petroleum Corporation’s Eleventh Five-Year science and technology project. By comprehensive application of signal acquisition and identification technologies, the PSP system monitors the pipeline for real time and promptly warns and locates the damages caused by illegal excavation, drilling hole for oil-stealing, pipeline erosion and natural disaster. This technology applied and operated well on some long distance transport pipelines in China and was listed on the Recommendation Projects for Safe and Security by the State Administration of Work Safety in 2009. To speed up the industrial application and promotion of the PSP technology, the Oil & Gas Storage and Transportation Standardization Committee (OGSTSC) of the Petroleum Industry organized the development of the standard from which transferred the research and development results. The standardization process has taken two years and gone through five major steps: first, determining the standard range; second, researching relative standards, laws and regulations; third, carrying out field tests; fourth, drafting the specifications, finally, revision and finalizing the standard. The development of PSP standard is a typical example for OGSTSC of transferring knowledge from R&D to industrial standard and finally to end users. The PSP standard development process was finished in 2010 and the industry standard SY/T 6827 Specification for Security & pre-warning System of Oil & gas Pipeline was published in the July of 2011.

Full and high quality protection of intellectual property is an essential prerequisite for improving the quality of services on the market, thus providing legal security for all stakeholders. Through just and free exchange of intellectual capital and intellectual property rights, scientific discoveries and innovations are promoted, which influence the competitiveness of the participants on the market and increase profit and productivity, while at the same time reducing costs. At the same time, end- users of products and services gain the ability to enjoy improved quality of the same. In the area of protection of intellectual property, a number of conventions and international agreements, as well as laws at the national level, have been adopted, which points to the importance of legal standardization of this area and the spreading of awareness of the positive effects of protection, as well as damage arising from the absence of appropriate regulation and its application in practice. Quality national legislation affects the faster flow of these rights, technology transfer and economic growth, making products and services more competitive on the domestic and international markets. Today, we can notice the creation of financial capital on the basis of the capital of knowledge and wider intellectual capital, which makes intellectual capital appear to be dominant in relation to the financial. If an organization based its intellectual capital strategy, it is becoming a predetermined of continuous learning that follows constant innovation, customer care, and employee training. In the long run, these are all necessary prerequisites for its future improvement.

In 1987 with the NAFTA and the popularization of ISO-9000 standards, the Metrology in México was considered as a critical part for trade, commerce and quality assurance programs. Those were the days when two of the references for metrology systems were the MIL-STD 45662A and the Guide 25. At the beginning of the 80's, the Mexican government established the National Calibration System and started the Mexican NMI as a project. Also the metrological society established the Mexican Association of Metrology (AMMAC). During the 80's decade, the government, the society and the National Polytechnic Institute (IPN), organized training workshops annually and some Metrology International Symposiums. Most of the first accredited Metrology Laboratories in Mexico belonged to great industrial companies, institutes and original equipment manufacturers. With ten years of experience some private Metrology Laboratories started to provide calibration services for industry, being accredited by the National Calibration System. In 1992 the Mexican Government issued the Federal Law of Metrology and Standardization, considering in this law the establishment of the NMI CENAM and the formation of the Accreditation Bodies. Also at that time, some private companies, research institutes, universities and calibration laboratories, started to provide training in Metrology. In 2012 the Santa Rosa Jauregui University started the Engineering in Industrial Metrology as a carrier and in the same year the ITM (private institute) started to form Calibration Technicians. In 2014 the Polytechnic University of Ramos Arizpe also started the Engineering in Industrial Metrology.

<div class="section abstract"><div class="htmlview paragraph">Micromobility is often discussed in the context of minimizing traffic congestion and transportation pollution by encouraging people to travel shorter (i.e., typically urban) distances using bicycle or scooters instead of single-occupancy vehicles. It is also frequently championed as a solution to the “first-mile/last-mile” problem. If the demographics and intended users of micromobility vary largely by community, surely that means we must identify different reasons for using micromobility.</div><div class="htmlview paragraph"><b>Micromobility, User Input, and Standardization</b> considers potential options for standardization in engineering and public policy, how real people are using micromobility, and the relevant barriers that come with that usage. It examines the history of existing technologies, compares various traffic laws, and highlights barriers to micromobility standardization—particularly in low-income communities of color. Lastly, it considers how engineers and legislators can use this information to effectively innovate micromobility devices and regulatory frameworks that meet the needs of communities while effectively outlining guidelines for providers. The Brazilian continental dimensions and diversified natural resources are proportional to the challenges to develop its infrastructure sustainably and supply proper public services to more than 200 million inhabitants. Energy consumption has doubled since 1990, fostered by economic growth and the expansion of middle class. In this context, promote energy efficiency, in a broad sense, is urgent and rational. Brazil has a relatively long history in promoting energy efficiency at final user level. A landmark of this process is the Brazilian Labeling Program, launched in 1984, as direct consequence of high prices of energy at that time. This program was coordinated by the National Institute of Metrology, Standardization and Industrial Quality, which sets standards for evaluation, ranks the performance of energy equipment and imposes a classificatory labeling to inform consumers, with a label similar to other countries. The National Electricity Conservation Program was created in 1985 by MME and is executed by ELETROBRÁS. The energy saving induced by this program in 2013 is equivalent to 2.1% of the total electric energy consumption in the period, corresponding to the annual energy consumption of about 5 million Brazilian households. In 2001, Federal Law 10,295, also known as the Energy Efficiency Law, was approved to reinforce those energy efficiency programs, allowing the Brazilian government to establish Minimum Energy Performance Standards for appliances and energy equipment, prohibiting the commercialization of low efficiency models and promoting the progressive withdrawal of low-efficiency models. According to the National Energy Plan 2030, up to 15.5 GW of electricity generation could be saved as a result of energy efficiency in the next 20 years. The Smart Grids, adopting modern technologies in electricity distribution has been proposed in Brazil improve the quality provided in the low voltage service, reduce losses, and reduce operating costs, among others. Several regulations related to this subject, dealing with grid connection for distributed small-scale generation, the establishment of the 'hourly tariff', with the regulation of the use of PLC; and with the compulsory use of Geographic Information System. Currently, dozens pilot projects on Smart Grids are underway in the country. Two projects are presented in detail: CEMIG and AES Eletropaulo, two Brazilian power utilities.

In the state-based insurance regulatory system, the National Association of Insurance Commissioners (NAIC) develops model laws that create a framework for uniform standards. This uniformity among states is beneficial to insurers, especially those operating in multiple states. Since the first NAIC meeting in 1871, the NAIC has issued over 200 model laws. Though NAIC model laws have existed for decades, little attention has been paid to understanding how they spread from the NAIC to states and from states to states. This spread is a policy diffusion process, which refers to the external factors that impact states’ policy adoption. In this project, we study the general pattern in the diffusion process and key factors that affect states’ decisions to implement NAIC model laws. We aim to answer the following questions: Do the NAIC or early-adopting states exert greater influence on leading states to adopt model laws? Are there common factors that may explain state legislatures’ adoption of model laws?
