ObjectiveDocument the use of ultraviolet watermark in counterfeit joint New York City/New York State cigarette tax stamps to assess the scale at which distributors of illegal cigarettes adapt to measures protecting the integrity of the system of tobacco tax collection.MethodsIn 2016, we collected 2357 empty discarded cigarette packs along a stratified random sample of block groups in New York City (n=114) and analysed 449 joint New York City/New York State tax stamps using long wave ultraviolet irradiation, light microscopy and taggant testers developed by the tax stamp manufacturer, Meyercord Revenue, to determine whether the tax stamps were counterfeit and how they differed from their genuine equivalent.Findings23% (n=102) of the joint NYC/NYS tax stamps examined were counterfeit. Subsequent investigation revealed that almost two-thirds (n=58) of the counterfeit sample bore ultraviolet watermark that closely resembled genuine tax stamps in terms of fluorescence, watermark colour and wording. However, microscopic findings revealed that counterfeit tax stamps mismatched the genuine ultraviolet watermark in regards to font style and word orientation.ConclusionCounterfeiters are using ultraviolet watermarks which makes it difficult to differentiate counterfeit joint New York City/New York State tax stamps from their genuine equivalent when UV irradiation is used as the sole screening tool. Innovations in counterfeiting technology may be the result of fluorescent ink being available for purchase in the mainstream market. Independent monitoring of trends in the illicit market for tobacco products is advised to keep apace of counterfeiting methods.

Findings suggest new missions, goals, activities, and philanthropic practices in Israel and point to a shift in the extent of donor engagement in decision-making. The article offers a broader discussion on the meanings and implications for the integration of new institutional environments, in the form of new philanthropic practices, to the organizational field of Jewish philanthropy, while highlighting the dilemmas generated in the process for the Federation and for recipient organizations.

Context: Examination of efficacy of motor vehicle representative educational training and dissemination of promotional materials as a means to promote organ donation enrollments in New York State. Objective: To increase the number of New York State residents who consent to donation through the department of motor vehicle transactions during project period. Setting: County-run motor vehicle offices across New York State. Participants: Customers who present to New York Department of Motor Vehicle offices and the representative who work at designated bureaus. Interventions: point-of-decision materials including promotional posters, brochures, website, and the motor vehicle representative training sessions. Main Outcome Measures: Reasons for enrollment decision, knowledge/experience with donation, monthly consent rates, enrollment in state organ, and tissue registry. Results: Customers who elected not to register reported no reason or uncertainty surrounding enrollment. The representatives reported experience with donation, discussion with customers, and need for additional education on organ donation. Enrollment cards were mailed to 799 project staff; counties where offices participated in intervention did not indicate significantly higher monthly enrollments when comparing pre- to postenrollment rates. Conclusions: Use of point-of-decision materials and enrollment cards proved inexpensive method to register customers with a 3.6% return rate. Customers report low (27%) enrollment rate and reticence to consent to donation. Educational training sessions with representatives did not yield significant enrollment increases when evaluating data at county-level enrollment.

Patients with leukemia, BM failure syndrome, or inborn error of metabolism were eligible for a phase I clinical trial designed to estimate the risk of graft failure and severe acute graft-versus- host disease after transplantation of umbilical cord blood from unrelated donors. As of December 21, 1995, unrelated donor umbilical cord blood was used to reconstitute hematopoiesis in eighteen patients aged 0.1 to 21.3 years weighing 3.3 to 78.8 kg with acquired or congenital lympho-hematopoietic disorders or metabolic disease. Patients received either HLA-matched (n = 7) or HLA-1 to 3 antigen disparate (n = 11) grafts collected and evaluated by the New York Blood Center (New York, NY). The probability of engraftment after unrelated donor umbilical cord blood transplantation was 100% with no patient having late graft failure to date. The probability of grade III-IV acute graft-versus-host disease at 100 days was 11%. With a median follow-up of 6 months (range, 1.6 to 17 months); the probability of survival at 6 months is 65% in this high risk patient population. We conclude that cryopreserved umbilical cord blood from HLA-matched and mismatched unrelated donors is a sufficient source of transplantable hematopoietic stem cells with high probability of donor derived engraftment and low risk of refractory severe acute graft-versus-host disease. Limitations with regard to recipient size and degree of donor HLA disparity remain to be determined.

AbstractWe report the results of a field experiment conducted in New York City during the 2013 election cycle, examining the impact ofnonpartisanmessages on donations from small contributors. Using information from voter registration and campaign finance records, we built a forecasting model to identify voters with an above-average probability of donating. A random sample of these voters received one of four messages asking them to donate to a candidate of their choice. Half of these treatments reminded voters that New York City's campaign finance program matches small donations with public funds. Candidates’ financial disclosures to the city's Campaign Finance Board reveal that only the message mentioning policy (in generic terms) increased donations. Surprisingly, reminding voters that matching funds multiplied the value of their contribution had no effect. Our experiment sheds light on the motivations of donors and represents the first attempt to assess nonpartisan appeals to contribute.

Abstract Some fifteen men tried to govern New Netherland and New York during the course of the seventeenth century. They were not, on the whole, an impressive lot. A considerable number, including Minuit, Van Twiller, Kieft, Lovelace in 1673, and Andros in 1680, were recalled in disgrace and required to defend themselves against charges of maladministration. Several of them, certainly, did serve as scapegoats for the sins of others or for circumstances beyond anyone’s control. But by and large, the early governors were not especially able. The exceptions were Stuyvesant, Nicolls, and Dongan. Stuyvesant ruled for seventeen years—the longest tenure of any governor in the history of colonial New York—and he most certainly left h1s stamp upon the province.

This chapter describes William Shakespeare's first printed collection of plays called the First Folio of Shakespeare, the bible of transatlantic bardolatry. As the chapter highlights, Shakespeare was the reigning divinity of English literary tradition. When combined with the collecting impulse, this form of idolatry resulted in what we shall call bardomania, a subset of bibliomania focused on Shakespeare. The chapter notes that bardomaniacs collected not only books, tracts, and manuscripts related to the bard but other relics that bore the aura of his life and times. It stresses that the sentimental economy of bardomania was an open, associational network of gift giving, testimonials, memento mori, jubilees, and other commemorative objects and events that challenged the “mechanisms and geographies of mercantile capitalism” with its “standardized soul-destroying routines.” The bardomaniacs in this chapter were connected through the library of an author who, though not a Shakespearean collector himself, was a literary antiquarian of the Shakespearean stamp. The chapter emphasizes that the bardomania was itself a spectacle in which the protagonists of this chapter played leading parts at midcentury.

Abstract The advent of the American Revolution in New York seems paradoxical in so many ways that it almost defies explanation. If New York’s stentorian voice raised the loudest protests against British policies in 1764, it was also the very last colony to voice approval of independence in 1776. If the colony appeared aggressively radical during the Stamp Act crisis of 1765–66, it also seemed nervously reluctant during the Anglo-American breach of 1775–76. Although public affairs during the decade 1765–75 were severely complicated by class conflict, nevertheless it was class collaboration after 1776 that helped put an end to British colonialism in New York. When the phrase “cock-pit of the Revolution” is invoked, we tend to think of Massachusetts Bay and Sam Adams, or Virginia and Patrick Henry, or possibly Philadelphia because the Continental Congress convened there. New York, meanwhile, has had the reputation of being a haven for Loyalists, or of having too many trimmers, at the least. It is certainly true that New York’s Assembly did not lead the province-into Revolution.

Abstract Harlem became a black section of New York in the early years of the 1914-18 war. To most Afro-Americans Harlem came to symbolize a new age of urbanity and sophistication for blacks in America. Of course, blacks produced works of art elsewhere in the United States, but Harlem put its stamp on the movement because it seemed to represent all that was most advanced in thought and culture. Naturally, the writings of the Renaissance had a strong urban flavor. In 1925 Alain Locke, a professor of philosophy at Howard University, brought out a collection of essays, stories, and poetry called The New Negro. His introductory essay served to redefine the “New Negro” in cultural terms, almost ignoring the political emphasis of a decade earlier. It is fair to say that the Harlem Renaissance began with the publication of this volume. James Weldon Johnson actually witnessed the transformation of Harlem from a white to a black section of Manhattan. His description of blacks in New York City in the years around World War I remains the most lucid, and his Black Manhattan suggests the optimism one could feel about Harlem as late as 1930.

No person better defined the collaborative gestalt of queer Chicano art practices than Joey Terrill. As a principal figure in the Escandalosa Circle, he bore witness to his friends’ HIV infection and eventual demise. This chapter examines the queer visual testimonios engendered by his scene paintings and portraits. As it follows his excursions between coasts, it shows him rendering sights of contagion, whether on a Fire Island beach in New York or a hazardous garden in Beverly Hills. Terrill’s retrospectively eyes his HIV transmission in self-analytical portraits tempered by a pathogenic time stamp, creating what is arguably the most consistent visual account of AIDS in American art. The implications of his queer visual testimonios on canvas and paper have profound meaning for collectors rearticulating their domestic environments with traces of Terrill’s retrospective examinations of HIV infection and terminal illness.

Abstract This course on religion and healing came about in response to Le Moyne College’s efforts to develop a Physician’s Assistants (PA) program. The originators wanted the program to have a Le Moyne stamp, which meant that it needed to add some key humanistic disciplines, especially philosophy, literature, and religion. Le Moyne is a Jesuit college in Syracuse, New York, and a central part of our mission is to develop whole persons who appreciate diversity and are committed to service and justice regardless of their chosen professions. A PA program that only prepared students for the scientific and practical aspects of the profession was unacceptable. That is why the school wanted to be sure to add courses in the humanities, especially religion and ethics, to prepare students for the broader human context into which their practice would take them.

This chapter investigates how, in the absence of a shared discourse of Loyalism, Britons in the Atlantic were confronted with a crisis of identity in the late 1760s and early 1770s. Britons were reared in a shared political culture that regularly framed political controversies as a struggle between popish tyranny and Protestant liberty. This was certainly true during celebrations of the repeal of the unpopular Stamp Act, which many perceived as detrimental to the political and economic well-being of their empire. But by 1773, the inhabitants of New York City, Glasgow, Kingston, and Halifax had begun to pursue different and often competing paths in the ongoing crisis, which demonstrated the tenuous nature of popular British loyalty in the latter half of the eighteenth century. In the absence of a common shared enemy, these same subjects reverted to far more local and conflicting understandings of Britishness, which were defined most crucially by events that directly concerned their communities.

The safety of an Antihemophilic Factor concentrate (Factor VIII-SD) treated with the organic solvent tri(n-butyl) phosphate (TNBP) and sodium cholate is being assessed with respect to transmission of non-A, non-B hepatitis virus (NANBHV) and human immunodeficiency virus (HIV). TNBP/cholate treatment has been previously shown to inactivate at least 10,000 infectious doses each of hepatitis B virus (HBV) and NANBHV using a chimpanzee model, and 30,000 tissue culture infectious doses of HIV.Patients enrolled in the study have had no previous exposure to blood products made from plasma pools, although some have received small quantities of single-donor products. They have normal alanine amino transferase (ALT) levels and no markers of prior HIV infection and have all been vaccinated against HBV. Each has been treated, as required, with an individual lot of Factor VIII-SD prepared at the New York Blood Center by an FDA-licensed procedure. ALT levels and HIV antibody have been monitored bi-weekly for two months and monthly until the end of six months. Seven patients who have received 475 -20,000 units of AHF(total units 38,255, median dose ∽3400 units) have been followed for at least three months. There has been no indication in these patients ofinfection with either NANBHV or HIV. An eighth patient who had an elevatedALT level prior to enrollment was followed for HIV antibody only. He remains HIV antibody negative through fivemonths of follow-up. Six additional patients have entered the study, but have not yet required treatment or have been followed for only a short time. These results suggest that the risk of virus infection associated with the use of AHF concentrates is significantly diminished by solvent/detergenttreatment.
