While it is now well established that many Europeans were delighted with the landscapes they encountered in colonial Australia, the pioneer narrative that portrays colonists as threatened and alienated by a harsh environment and constantly engaged in battles with the land is still powerful in both scholarly and popular writing. This thesis challenges this dominant narrative and demonstrates that in a remarkably short period of time some colonists developed strong connections with, and even affection for, their 'new' place in Western Australia. Using archival materials for twenty-one colonists who settled in five regions across southern Western Australia from the 1830s to the early 1900s, here this complex process of belonging is unravelled and several key questions are posed: what lenses did the colonists utilise to view the land? How did they use and manage the land? How were issues of class, domesticity and gender roles negotiated in their 'new' environment? What connections did they make with the land? And ultimately, to what extent did they feel a sense of belonging in the Colony? I argue that although utilitarian approaches to the land are evident, this was not the only way colonists viewed the land; for example, they often used the picturesque to express delight and charm. Gender roles and ideas of class were modified as men, as well as women, worked in the home and planted flower gardens, and both men and women carried out tasks that in their households in England and Ireland, would have been done by servants. Thus, the demarcation of activities that were traditionally for men, women and servants became less distinct and amplified their connection to place. Boundaries between the colonists' domestic space and the wider environments also became more permeable as women ventured beyond their houses and gardens to explore and journey through the landscapes. The selected colonists had romantic ideas of nature and wilderness, that in the British middle and upper-middle class were associated with being removed from the land, but in colonial Western Australia many of them were intimately engaged with it. Through their interactions with the land and connections they made with their social networks, most of these colonists developed an attachment for their 'new' place and called it home; they belonged there.

This thesis is a comparative study of contemporary German migration to Australia and Canada, specifically to Sydney and Vancouver. It explores the dynamics of the migration process from a phenomenological point of view. All events and circumstances in the migration process are seen as interrelated, and therefore important to the analysis. Furthermore, the meaning of a phenomenon can only be understood by exploring its context. Therefore, this study views contemporary German migration in its various contexts—how it is displayed in the social science literature and manifested in government statistics, how it is presented as common sense, and how it is experienced by the migrants themselves. Thus, the phenomenological approach attempts to be holistic. Using the phenomenologic-hermeneutic paradigm the thesis focuses on the subjective experiences of individuals; in terms of migrants' understanding of their own motivations, migration decisions, and the process of adjustment, and in terms of their understanding of other contemporary German migration experience. The study examines the migration narratives of a sample of thirty Germans who have migrated, or are at some stage of the process of migrating, to either Australia or Canada over the last twenty-five years. The specific analysis and interpretation of these accounts are based on the hermeneutic philosophy of meaning and discourse. The sample interviews reveal two levels of conceptualization in the subjects' accounts. At one level all migrants talk in a way that can be characterized as representing "common knowledge". On another level, the interviewees interpret their own personal motivations and experiences in a way which does not correspond to common knowledge. Interviewees commonly described the Neueinwanderer (new immigrant) as wealthy, arrogant business migrants, but none of the interviewees described themselves in those terms. In Australia it was commonly thought that Neueinwanderer have a difficult adjustment time, but most personal narratives related positive adjustment experiences. In Canada all interviewees believed that German immigrants had no great adjustment difficulties. The major finding of this thesis is that the conventional notions of linearity and finality with respect to migration need to be re-evaluated in the social science literature, government policies and common sense. The phenomenologic discussion reveals that modern migration, at least for certain groups to certain countries, is not a linear, discrete and final process. Instead, this thesis argues that migration is best seen as a comprehensive, recursive process of decision making, action (legal application and geographic move) and adaptation to a new environment.

This study examines the experiences of post-1980 Irish immigrants in Australia using Greater Melbourne as a case study. It has three main but interrelated objectives. Firstly, it establishes the origins, characteristics, dynamics and outcomes of contemporary Irish migration to Australia. Secondly, it explores informants??? multiple experiences of Irishness in both Ireland and Australia. Thirdly, it examines how migrancy and identity issues were related to informants??? sense of belonging and home. Identity is approached in this study from a constructivist perspective. Accordingly, identity is conceptualised as dynamic, subject to situational stimuli and existing in juxtaposition to a constructed ???other???. Prior to migration, a North/South, Protestant/Catholic ???other??? provided the bases for identity constructions in Ireland. The experiences of immigrants from both Northern and Southern Ireland are examined so that the multiple pre- and post-migration experiences of Irishness can be captured. Face-to-face interviews with 203 immigrants provide the study???s primary data. Migration motivation was found to be multifactorial and contained a strong element of adventure. Informal chain migration, based on relationship linkages in Australia, was important in directing flows and meeting immigrants??? post-arrival accommodation needs. Only 28 percent of the sample initially saw their move as permanent and onethird were category jumpers. A consolidation of Irish identity occurred post-migration. This was most pronounced among Northern Protestants and was largely predicated on informants??? perceptions of how Britishness and Irishness were constructed in Australia. For Northern respondents, the freedom to express Irishness may have masked an enforced Irishness that evolved in response to perceived negative constructions of Britishness, and their experiences of homogenisation with Southern immigrants. Hierarchies within white privilege in Australia, based on origin and accent, were indicated by the study findings. Movement and identity were related through the transnational practices of informants. Separation from familial and friendship networks prompted high levels of return visitation and telephone contact with their homeland, establishing the group as a highly transnational in relational terms. Examining the experiences of this invisible immigrant group through a constructionist lens contributed to the broader understanding of whiteness, transnationalism and the Irish diaspora generally.

Chinese communities, large or small, exist in almost every country in the world. The huge Chinese diaspora has played a big role in the global economy. Those in Australia are no exception. The first significant Chinese immigration to Australia came in the 1850s during the gold rush era. Since then Chinese immigration to Australia has gone through up and down periods. However, only after the diplomatic relationship between Australia and China was established in 1972, did mainland Chinese begin to come to Australia directly from China. Since 1978 when China opened its door to the world and started its economic reform, more and more Chinese students have come to Australia. In particular, after the Tiananmen Square Incident in 1989, a significant number of Chinese became Australian permanent residents and contributed to the fast growth of the established Chinese community in Australia. This thesis analyses immigration and ageing issues relating to the Australian Chinese community, which is now not only one of the oldest in Australia, but also one of the biggest, and economically, one of the most dynamic communities. It draws a historical and contemporary picture of overseas Chinese in Australia, including the Chinese migrants who remained in this country after the Tiananmen Square Incident. This study developed a model to investigate a wide range of factors that drive population movement between Australia and China. The determining factors include a wide range of push and pull forces that change constantly with the overall political, economic and environmental developments. The research findings claim that the pull, push and enabling factors interact with each other to influence Chinese people’s decision to migrate from China to Australia. It becomes apparent that there are certain determinants which can help explain, understand and project this complex process in the future. This study further proves that Chinese migrants in Australia have made the smooth, but challenging transition between their native and adopted countries. Being involved into the Australian mainstream society, Chinese Australians have achieved economic adaptation and enjoy living in their new country. In addition, Chinese citizens who are studying as international students in Australia are potential skilled migrants and they are likely to apply for migration status after completing their studies. It is believed that Australia continues to be one of the most desired Western migration destinations for Chinese nationals and the magnitude of the Chinese ethnic community in Australia will continue to grow. In the future, the number of elderly Chinese in Australia is likely to increase as the majority of current economically active Chinese intend to retire in Australia and more older Chinese are expected to migrate to Australia for family reunion. As part of the general issues of Australian ageing population, this study attempts to raise the awareness of the challenging life-style of the Chinese elderly in Australia now and future. This study offers convincing evidence that Chinese immigrants play a vital bridging role in promoting business and trade between Australia and China. Due to China’s economic growth, their movement between these two countries will be more frequent. Overall, this study provides important considerations for policy makers and will benefit the broad communities, migrants and policy planners in understanding the model of Chinese immigration into Australia. The insights gained from this study should have important policy implications for a more sustainable way of living not only in Australia, but also in China and other countries with Chinese immigrants.

Australian immigration policy has traditionally been justified as a means to ensure national security and promote economic development. Neither of these rationales retains much contemporary force. A larger population is no longer regarded as critical to Australia's defensive capacity, and the quest for economic development, synonymous with aggregate growth, has been superseded by a concern about per capita growth performance. While humanitarian and cultural justifications for immigration have been advanced, they are either restricted in scope or contentious. Currently, the programme is operating on a large scale without a clear rationale. The purpose of this work is to investigate the economic consequences of immigration, and so consider whether the economic rationale may be recast in an alternative form. In this chapter, the existing literature is reviewed and a strategy for carrying the analysis further is outlined.

Over the years, human trafficking has become one of the fastest growing crimes in the world. According to a report of the United Nations Office on Drugs and Crime, Women and Children account for 75 percent of trafficked victims. Between 2007 and 2010, children accounted for 20 percent of the trafficked victims which is approximately 1343 children per year. Sadly, these statistics continue to rise annually. It is from this premise that no one can doubt the rationale behind the 2015 Immigration Regulations that affect children travelling in and out of South Africa. However, in terms of section 28 (2) of the Constitution of the Republic of South Africa, it is a prerequisite that in any matter affecting a child, the best interest of the child be of paramount importance. This mini dissertation seeks to establish whether these Immigration Regulations which initially came into effect in May 2014, are in the best interest of child travellers. This has been done by looking at the old system which regulated the movement of children; its loopholes and shortcomings, thereby establishing whether Regulation 6 (12) is a panacea or in fact the hallmark of a series of problems that have a detrimental effect on the well-being as well as the rights of the child. The research methodology is mainly based on a study of existing literature. This largely includes internet sources, national legislation, regional and international instruments as well as case law. The South African Immigration Act 2002 is the primary reference with regards to regulatory information. However, lessons are drawn from legislation from other jurisdictions, notably Zimbabwean Immigration laws as well as those of Namibia. This is because South Africa shares a border with Zimbabwe and it also has a historical connection with Namibia and has good relations with both States. The mini dissertation analyses the impact of the 2015 Immigration Regulations not only on children but on other sectors as well. Lastly, the latter makes recommendations on how to improve these Regulations without affecting the best interest of child travellers.

The blue glass is always the hardest to find. On the beach you catch the waves bringing back the glass from forgotten tossed bottles, frosted green, clear, or mottled pale brown. But the blue glass - that's the real thing. I search for days without finding any. Sometimes there are slivers; other days, small chunks. Like a beachcomber, I comb the sands for it. I take the glass home and make some into jewellery and touchstones for people to hang on to; pour essential oils on others so the scents waft heavenward and meld together with the glass to form a bond. Words are like that. They can fuse with each other and ignite, or just quietly combine, On sunny days, I take my books with me to the beach. I toss words back and forth in my mind, like churning waves. I cobble them together, A phrase here. A sentence there. The water. The sun. The sand. The glass. The words. The paper. The Connection. I find myself enveloped in it all. The glass is from bottles tossed into the surf by unthinking people - picnickers, vacationers, those who don't have to return here and live with the remnants of their actions. Over time, the broken glass is ground and moulded by the action of the waves; the sharp edges are softened and etched by the sand and water, The sea glass is washed up on shore and picked up by beachcombers. Some recycle it for other uses like me; others just keep it as a reminder of a day at the beach. The words I sift through as I sit on the sand are measured in the sea glass. I pick each word up and look through it to see how much light shines through. What use do 1 have for it? A poem? An essay? A fragment of a sentence, for something to be said in the future? I watch the sun rest uneasily on its bed of water and slide slowly, farther down. I know the hot summer is coming to a close and I am loath to let go of the closeness I feel with nature. I live to find the blue glass, and sometimes it just happens. My search for Indian migrant women was like my quest for the blue glass. It was not an easy task. It became a process of rummaging through other people's lives, searching for fragments and relics. Eventually I was able to fit pieces together to form a mosaic of their lives in that other time, that other place. And also in this present time, in this place they now call home, Australia.

Globalisation has resulted in the increase of migrant workers who cross borders in search of better opportunities and greener pastures. Migrant workers, wherever they decide to relocate, are at the risk of arbitrary arrests and illegal deportations which infringe their right to liberty and security. Many unreported cases show that migrant workers in South Africa have to endure inhuman treatment every day, through the implementation of deportation laws by law enforcement agencies. This is however, done in a manner which disregards their possession of necessary documentation authorising them to be in the country. The Constitution of South Africa, legislation and other related policies provide for the protection of the right to liberty and security of migrant workers. It is against the above that this mini dissertation examines and analyses how the implementation of deportation laws impacts on the right to liberty and security of migrant workers. This mini dissertation points out that there is a dire need to ensure that the implementation of deportation laws complies with the requirements of the right to security and liberty of persons accorded to the status of migrant workers by the Constitution and other related legislation or policies. The methodology made use of in this research is qualitative. This research used legislative texts, case law, journal articles and other academic commentary to acquire information on the right of migrant workers and their plight in South Africa. The study also makes recommendations for appropriate domestic law reform in respect to how deportation laws can be implemented in a bid to protect the right to liberty and security of migrant workers. These recommendations are designed to ensure that law enforcement agencies adhere to the law and procedure which protect migrant workers from arbitrary arrests, and illegal deportations.

This thesis has tried to construct a comprehensive analysis of a clearly defined community of Egyptian Jews in Australia and France, based on the oral history of Egyptian born migrants. Built around the conceptual framework of forced emigration, integration and acculturation, it looks at the successful experience of this particular migrant group within both Australian and French societies. Like the other Jewish communities of Arab lands, the Egyptian Jewish community no longer exists, as it was either expelled or forced into exile in the aftermath of the three Arab-Israeli wars (1948, 1956, 1967). This thesis argues that the rise of an exclusively Arab-Islamic type of nationalism, the growth of Islamic fundamentalism and the escalating Arab-Israeli conflict constituted the fundamental causes for the demise of Egyptian Jewry. As a consequence, almost half of the Jewish population of Egypt went to Israel. The rest dispersed throughout the Western world, mainly in France, North and South America. In Australia, a small group of around 2,000 found a new home. Apart from those who migrated to Israel, the majority of Egyptian Jews experienced a waiting period in Europe before they were accepted by any of the countries of immigration, a period facilitated by international and local Jewish welfare agencies. My interviewees chose Australia mostly to be reunited with family members. They first had to overcome the racial discrimination of the ‘White Australia’ Immigration policy towards Jews of Middle Eastern origin, a hurdle surmounted thanks to the tireless efforts of some leaders of the Australian Jewish community. With their multiple language skills, multi-layered identity and innate ability to interact with a variety of ethnic groups, they succeeded in establishing themselves in an unfamiliar country that initially welcomed them reluctantly. As such, they can be said to have successfully acculturated and integrated into Australian society, whilst retaining their own cultural diversity. The more numerous Egyptian Jews living in France also successfully acculturated. As a larger group, they were better equipped to assert themselves within the older Jewish/French community and retain their distinctive Sephardi culture. Studies such as the present one provide insight into the process of integration and identity reconstruction, as well as the diverse strategies used to ensure a successful acculturation, and the value of a multi-layered identity.

Although the immigrant flow to South Africa has been relatively small compared to that of other immigrant receiving countries, when considered in terms of the size of South Africa's population and the fact that immigrants are restricted to the White population group, the role of immigrants in this society is considerable. Despite this, few comprehensive studies of the experiences of immigrants in South Africa have been attempted. The aim of this study is to examine the adaptation of immigrants from various countries according to a number of dimensions. Adaptation is conceived of as a dynamic and multidimensional process. A mail survey of seven immigrant groups in South Africa was undertaken during 1985. A total of 3,520 completed questionnaires were obtained from respondents representing British, German, Dutch, Italian, Portuguese, British African and Portuguese African immigrants. The relationships among dimensions of subjective adaptation (satisfaction, identification and acceptance) and objective adaptation (social, cultural, economic, religious and political adaptation) are examined. The role of settlement and citizenship intentions are also investigated, as are various factors (country of origin, length of residence, etc.) that affect immigrant adaptation in South Africa. Multivariate analyses are undertaken to explore the nature of the relationships among these variables. Following these analyses a model of immigrant adaptation in South Africa is proposed. This model is intended to serve as a framework to guide future research on the adaptation of immigrants in South Africa.

This thesis compares population policy and demographic outcomes in France and Australia from 1945 taking into consideration projections to 2050. These features are analysed using a theoretical approach derived from James Q. Wilson and Gary Freeman, flagging focused benefits/costs and diffuse benefits/costs of population growth, including growth fueled by immigration. This analysis is framed by the New Ecological Paradigm developed by Dunlap and Catton. The oil shock of 1973 is identified as a major turning point where French and Australian policy directions and demographic trends diverge, notably on immigration. It is established that in both countries there was a will for population stabilisation and energy conservation, which succeeded in France. In Australia, however, a strong, organised growth lobby over-rode this Malthusian tendency. A major force for growth lay in the speculative property development and housing industries. The specific qualities of the Australian land development planning and housing system facilitated land speculation. Speculative opportunity and profits were increased by population growth and, with decreasing fertility rates, the industries concerned relied increasingly on high immigration rates. In France, to the contrary, the land development planning and housing industries had no similar dependency on immigration and, since the oil shock, have adapted to a declining population growth rate. The author concludes that France has a relatively Malthusian economy and that Australia has a relatively Cornucopian one. These observations may be extrapolated respectively to non-English speaking Western European States and to English Speaking Settler States. Speculative benefits from population growth/immigration are illustrated by demonstrating a relationship between ratcheting property price inflation in high overseas immigration cities in Australia and the near absence of this inflation in low growth areas. In contrast this ratcheting effect is absent in France and French cities where population growth and immigration have little influence on the property market. The research suggests that speculative benefits of high population growth have been magnified by globalisation of the property market and that these rising stakes are likely to increase the difficulty of population stabilisation and energy conservation under the Australian land development and planning system. The thesis contains a substantial appendix analysing and comparing French and Australian demographic and energy use statistics.

South Africa is in the throes of a skills crisis. This situation is seriously hampering the country's economic progress and global participation. This study focuses on the analysis of skills migration in South Africa, and specifically aims to provide a conceptual framework for better cognition of the skills situation in South Africa. The study is presented in a series of four articles with a final chapter that incorporates these articles in a cognitive unit and, therefore, provide a cognitive map to better understand skills migration in South Africa. Article one of the study provides an in–depth discussion on the serious shortage of skilled workers and its impact on the progress of the country. This crisis is largely due to the failure of the national education and training system to supply the economy with much needed skills required to support economic growth and job creation. The findings of this study indicated that there are various factors that are contributing to the skills shortages in the country. Some of the factors include: poor education standards, emigration, crime and HIV. It must be noted that these factors cannot be addressed overnight. Hence, this study emphasised the role that skilled foreign workers can play in alleviating the skills shortages in the country. The contribution of foreign workers could be viewed as a short to medium solution to the skills crisis. Finally, this study has confirmed the findings of similar studies undertaken by the Centre for Development and Enterprise that opening the doors to high–skilled immigration can only serve as a means of supplementing the skills pool and hence contributing to the economic growth of the country. In relation to the above, that is, a means to address the skills shortages, article two supported the view that a more expansive and robust policy approach to skills immigration can be part of the larger solution of addressing the skills shortages of the country. This would allow for economic progress and make South Africa globally competitive. Hence, the primary purpose of this article was to determine the effectiveness of South Africa's immigration policy to support skills immigration. Attempts to recruit foreign skills to work in South African firms is proving to be a challenge as there are a number of issues in South Africa's immigration policy that makes it restrictive for organisations when recruiting skilled foreign workers. The following are some of the consequences of this restrictive policy: due to major infrastructural growth and development during the 2010 period, there is tremendous strain on the construction industry as a result of shortage of engineers, quantity surveyors, technicians and architects. Problems in retaining skilled mining staff combined with insufficient new graduates and an aging workforce is affecting the South African industry. A dearth of engineering skills at Eskom has also contributed to the power crisis. Thus it could be concluded that South Africa's skills immigration policy is problematic and not helpful in addressing the skills shortages of the country. In addition and in relation to factors that are contributing to skills shortages in the country, article three of the study focused specifically on factors that either push or pull people into a country. Push factors are generally regarded as negative factors as they push people out of the country. These factors include affirmative action, which contributes to emigration of skilled individuals, crime, HIV, economic instability, poor health care and dissatisfaction with the political situation of the country. Pull or positive factors on the other hand draw skilled South Africans to a country. These factors include: attractive salary packages, early retirement within the education sector, an opportunity to gain international work experience, an improved lifestyle and variety of career choices. Certain immigrants are pulled to South Africa as they see it as offering them economic opportunities that are not available in their home country. However, these immigrants range largely from unskilled to a limited number of highly skilled workers. This is inadequate to address the skill shortages. Hence, this situation also points towards recruitment of skilled foreign workers as a short to medium term solution. The final article of the study confirms that skills shortage is a global phenomenon. As a result there is fierce competition amongst countries to attract skilled labour so as to alleviate these shortages and improve their competitive footing in the global economy. One major way that these countries strive to achieve their goal, is through promoting targeted skills immigration programmes to attract skilled workers. In order to alleviate these skills shortages and be part of the global economy, South Africa has to take lessons from these countries. Therefore, the main purpose of this article in the study was to indicate the advantages of having a competitive skills immigration policy. It also highlighted practices that make certain countries skills immigration programmes successful. In doing so, these suitable practices could be offered to policy makers so that they can make informed decisions on improving the skills immigration policy of the country. Finally, there is a general consensus that South Africa's policy on skills immigration is in need of radical review due to the fact that it is highly restrictive, bureaucratic, user–unfriendly and costly to administer. Moreover, it serves as an impediment for business and industry to recruit skilled foreign labour into the country as a result of excessive, and often, unnecessary regulations and procedures. As a consequence, South Africa tends to attract a higher proportion of unskilled and semi–skilled foreign workers when, in actual fact, it should be attracting highly skilled immigrants.

ENGLISH ABSTRACT: Many different categories of people move into South Africa daily. Each category has its defined purposes for coming here such as seeking opportunities, a better life and in some cases a safe haven. Many South Africans have become intolerant towards immigrants entering the country. In some cases immigrants have to endure name calling, harassment and in more extreme circumstances violent attacks. This study proposes to focus on intolerance in South Africa from 1990 to 2001 and describes whether South Africans have become more intolerant towards immigrants over this period. It therefore focuses on certain groups in the South African society based on ethnicity, level of education and category of employment. A quantitative method is used by means of utilising already existing statistics from the World Value Surveys conducted in 1990, 1995 and 200l. It also takes the form of a longitudinal study by describing xenophobic and intolerant attitudes over an elevenyear period.
AFRIKAANSE OPSOMMING: Elke dag kom verskillende groepe mense na Suid-Afrika. Hulle het ook verskeie redes waarom hulle hierheen kom. Sommige mag gelok word deur die geleenthede wat die land hulle mag bied en ander vlug hierheen op soek na 'n veilige blyplek. Alhoewel hulle hierheen kom vir definitiewe redes, word hulle nie deur alle Suid-Afrikaners verwelkom nie. Hulle word dikwels die slagoffers van aanvalle en word ook gereeld geteister. Die doel van hierdie studie is om verdraagsaamheid in Suid-Afrika te analiseer deur om na vreemdelingsvrees van Suid-Afrikaners teenoor immigrante te kyk. Die studie wil die vlak van verdraagsaamheid tenoor immigrante vanaf 1990 tot 2001 beskryf. Klem word op spesifieke groepe van Suid-Afrikaners geplaas naamlik rasse groep, die vlak van geletterdheid so wel as werkskategorie. Die studie gebruik dus 'n kwantitatiwe navorsingrnetode en statistieke van die World Value Surveys wat in 1990, 1995 en 2001 gedoen is. Over the past thirty years, Massachusetts has become a hub of Brazilian immigration. Within Massachusetts, the town of Framingham has the highest concentration of Brazilian residents; one census tract in the southern part of this Boston suburb is an astounding 57.4 percent Brazilian. The presence of the Brazilian population in downtown Framingham, also referred to as South Framingham, has transformed the area into a landscape of Brazilian ethnicity. When Brazilians began arriving in South Framingham in the early 1980s, the downtown Central Business District was a blighted landscape. This thesis analyzes how Brazilian identities have become imprinted on the landscape of South Framingham and, in the process, how Brazilian business owners revitalized downtown. Starting with initial Brazilian immigration to Framingham, I present a chronological analysis of how the area developed into an ethnic enclave and, most recently, how the area has become a landscape of ethnic contention. While Brazilian immigrants have improved the economic vitality of South Framingham, the current economic recession and other local factors may diminish the future success of Brazilian business owners and, consequently, their visibility in the landscape of downtown Framingham.

International migration has assumed a new importance during the last few decades due to the volume and increase of population movement. Two important questions are relevant to the migration process. The person has to make the decision to move and to select a place of destination. In this thesis a series of studies designed to examine the factors that led to the consideration of leaving and the attributes which contributed to the choice of destination are presented. This research begins by adopting suggestions proposed by Jahoda (1981) to ask questions and thereby increase the knowledge base. The methodological framework of this research is derived from the different issues and controversies within psychology that have arisen due to a growing dissatisfaction with the traditional approaches that underpin much psychological research. Alternative philosophical and methodological approaches are drawn upon such as, substantive theorising (Wicker, 1989), the human science methodological framework (Dokecki, 1992), critical multiplism (Newbrough, 1992) and a systems perspective (Bronfenbrenner (1977) to achieve a more holistic approach to the research. A multi-method thesis is presented in four stages that incorporate triangulation of quantitative and qualitative methods to serve both completeness and confirmation of the research. Each level provides more detail and specificity moving from the macro to the micro level of inquiry. In order to address the key question of what factors influence the decision to migrate, the first stage explores the potential reasons why people leave the United Kingdom to live in Australia. The literature on possible reasons for migration is reviewed and is used as one source of information that is then further explored in this stage using qualitative semi-structured interviews that focus on the interpretive and descriptive analysis of these reasons. Some of the possible explanations included migrating for a better life and education for the children, the climate in Australia and the better economic prospects for the future. Based on these different perspectives provided by the participants, an informed decision tree was developed. The results of this first stage of the research informed the following two stages. The second stage of the research is a specific analysis of the substantive domain that examined the information obtained from stage one in more detail. This experimental stage was ideographic and used linear regression models obtained by regression analyses to understand the basis of the migration decision and the factors which contribute to that decision. Results of this study indicated that the judgments of two thirds of the participants were well modelled by the linear model. The implications and limitations for using this approach are discussed in detail. In the third stage of the research, the substantive domain is further explored in two studies which use a multiattribute utility model approach for conceptual clarification of the decision making process. In this stage, the additional research question was addressed which examined whether there were any differences in the decision making process between migrants from the U.K. living in Australia and a specific group with a visa intending to migrate who have not yet departed from the U.K. In the first study, 446 migrants from the U.K. already living in Australia completed a questionnaire. In the second study, a group of potential migrants, who had not yet migrated but had already obtained their visas, completed a similar questionnaire. In summary, the results supported the salience of the different factors determined in the previous studies and indicated that participants could be clearly divided into three groups using cluster analysis. The implications for understanding the results of both these studies are discussed. The final stage of the research continues the process of exploring the substantive domain and returns to the migrants to understand their experiences through real life episodes of migration. This stage uses the approach suggested by Dewey (1929), and returns to the migrants who have the experience and are able to clarify the situation as they have the best knowledge. The results reinforced the importance and salience of the different factors determined in the previous stages. It also confirmed that one cannot focus solely on only one factor, as there are a combination of factors which play a role in the decision to move. The final chapter reviews the results obtained in this thesis and the different methodological perspectives used in the research. The accumulation of knowledge that has resulted from this research and the contribution made to the understanding of the substantive domain of migration is discussed further. Positive suggestions for further research are proposed.

This study analyses the foreign relations of South Yemen (since 1970 the People's Democratic Republic of Yemen) from independence in 1967 until 1982. It covers the first four Presidencies of the post-independence period, with their attendant policy changes, and ends with the resolution of two of the more pressing foreign policy conflicts with which South Yemen was concerned, its support for the guerrillas in North Yemen, who were defeated in the spring of 1982, and its conflict with the Sultanate of Oman, with whom diplomatic relations were concluded in October 1982. Chapter One provides an outline of the background to South Yemen's foreign policy: the outcome of the independence movement itself and the resultant foreign policy orientations of the new government; the independence negotiations with Britain; and the manner in which, in the post-independence period, the ruling National Front sought to determine and develop its foreign policy. The remaining four chapters focus upon specific aspects of South Yemen's foreign policy that are, it is argued, of central importance. Chapter Two discusses relations with the West - with Britain, France, West Germany and the USA. It charts the pattern of continued economic ties with western European states, and the several political disputes which South Yemen had with them. Chapter Three discusses the issue of 'Yemeni Unity' - the reasons for the continued commitment to this goal, the policy of simultaneously supporting opposition in North Yemen and negotiating with the government there, and the course of policy on creating a unified Yemeni state. Chapter Four considers the attempt to promote revolution in Oman, relations with other states in the Arabian Peninsula and the gradual lessening of tensions between them and South Yemen. Chapter Five discusses relations with the USSR and China - the growth of military and economic links with Russia, the large but not complete area of PDRY-USSR political agreement, and the continued if sometimes tense relationship with China. The study ends with a brief Conclusion, suggesting some broader implications of South Yemen's foreign policy in this period.

My thesis is an ethnographic study of Sierra Leonean living in London. I examine the interrelationships between diasporic orientations and the specific locality in which people are living. As such, my research is at the intersection between literatures on African diasporas, and research on new immigration and diversity, two fields which I argue deal with the same ‘problem' – that of the incorporation of migrants into some form of nation-state identification. In my empirical chapters I explore Sierra Leoneans encounters with diversity in a range of places within London, and engage with Brah's (1996) conception of diaspora space, as well as recent work on the topic of super-diversity (Vertovec 2007) as a way to elucidate such these interactions. I focus on key sites within Sierra Leonean London – a popular street market, the religious spaces of a church and a mosque, and the temporary spaces used for the celebrations of the 50th anniversary of Sierra Leonean independence. I explore how individuals manage the twin pressures of incorporation from both the UK and Sierra Leonean states, and how these pressures reconcile in efforts to create lives in the interstices of two cultural systems. I look at how a specific cultural heritage shapes their engagements with each other and with outsiders, and how encounters with others and the experience of life in London affect their relationship with their country of origin. The thesis argues that Sierra Leoneans living in London manage these pressures using a cultural imaginary rooted in postcoloniality – i.e. shaped by the enduring effects of colonialism and its aftermath. This legacy has resulted in a profound ambivalence towards both London and Sierra Leone, as poles of this relationship, with many Sierra Leoneans coming to see the diaspora as “home”: a productive ‘”third space” with resources and opportunities beyond that of their home country. The dependence of these diasporic spaces on the contributions of diverse ‘others'provides broader affiliations, that result in a less tightly-held national identity, with Pan-West-African and African identification, becoming increasingly salient.

The purpose of this study is to develop a business framework for the effective start-up and operation of African immigrant businesses in the Cape Town Metropolitan Area of South Africa. The question that guides this research is: how do African immigrants use their entrepreneurial attributes to acquire the resources necessary to start-up and operate successful businesses in the Cape Town Metropolitan Area?The study was conducted within the context of the economic development mandate as prescribed by the constitution of the Republic of South Africa Act, 1996. The development agenda also includes community, social and welfare promotion premised on the Keynesian principles that the government introduces interventions where there is an economic failure. In the South African context, this relates to unemployment and due to the prevailing economic down turns a greater reliance by the populace for social and welfare support. In recent years, immigrants especially from African countries have found themselves in a similar situation (That is in need of economic, social and welfare support). However, the government, particularly local government does not have the resources, especially financial resources to assist all local entrepreneurs, including immigrant entrepreneurs. Although there is a wide coverage of immigrant entrepreneurship in developed countries, much still has to be done as far as developing countries are concerned. From a South African perspective, there is so far no study entirely devoted to African immigrant entrepreneurship. This notwithstanding, there seems to be a growing consensus on the fact that SMMEs in South Africa are disproportionately constrained by start-up and operational factors such as finance, insufficient demand, lack of business skills and lack of information, although one cannot generalise especially as immigrant entrepreneurs face a slightly different dynamic. No studies focusing on immigrant-owned businesses in general and particularly how they tap into their entrepreneurial traits to start-up and grow successful businesses has been conducted in South Africa. At one level, the finding of this study provides vital information for new immigrants venturing into self employment. At another level, the study may provide vital insight into immigrant entrepreneurship in South Africa. Limited job opportunities force African immigrants into self-employment. However, due to the numerous challenges that they face, only a few of the immigrant-owned businesses get off the ground, let alone grow. It may be argued that most of these African immigrant-owned businesses fail to reach their full potential because they (the owners) are unable to exploit the entrepreneurial attributes that they bring or have at their disposal upon arrival. Three interrelated concepts: entrepreneurial attributes, business start-up and operation resources, and business success, are linked in this study to develop a framework for the effective start-up and operation of immigrant-owned businesses. The proposed framework seeks to encourage African immigrants to match the entrepreneurial attributes that they come with to the business opportunities and challenges that they may face in establishing and growing their businesses in South Africa.The study was designed within the quantitative and qualitative research paradigms, in which a triangulation of three methods was utilised to collect and analyse the data. From a quantitative perspective, the survey questionnaire was used. To complement the quantitative approach, personal interviews and focus groups were utilised as the methods within the qualitative approach paradigm. The research revealed that an African immigrant entrepreneur is most likely to be a male within the age range of 19 and 41 who has been forced to immigrate because of political circumstances back home. The decision to immigrate as well as the choice of South Africa as a host country was entirely dependent on the immigrant. Once in South Africa, limited job opportunities forced these immigrants into setting up their own businesses within the informal sector as their starting point. In order of importance, financial, physical, human, and informational resources were identified as being critical for the start-up and operation of a business in South Africa. In terms of acquiring the resources to start-up and operate a business, and from a financial perspective point, African immigrant entrepreneurs unwillingly made use of personal savings to finance their businesses during the start-up phase of the business. Financial resources played a double role in that they determined the main sources of physical resources used. From a human resource standpoint, African immigrant entrepreneurs preferred employing South Africans during the start-up phase of the business, and the reverse was true during the growth or operational phase. To a limited extent, family labour was involved at both the start-up as well as the operational phases of the business; with formal education and prior experience playing a significant role as far as the human resource mix was concerned. In terms of information, African immigrant entrepreneurs made use of two primary sources of information namely, their ethnic networks and friends from somewhere else.

This study is about refugee integration: how refugees become citizens, and more generally how outsiders become insiders. More specifically, it is about an appropriate conceptual framework for studying and understanding refugee integration processes. I propose that refugee integration be understood as local politics, and that, therefore, refugees and hosts negotiate their relationships with each other based on their respective interests and using a series of material and symbolic exchanges. While this conceptual approach to integration seems self- evident, this empirical, process-oriented, and spatially and temporally specific approach radically departs from the predominant normative assumptions in the policy and academic literature. The thesis sets out and develops how this simple framework, consistently applied, carries analytical correlates which stand in marked contrast to most analyses of refugee integration processes. My argument is supported empirically with a detailed case study of villages in a rural border area of South Africa where many (former) Mozambican refugees are settled since the 1980s. I spent four years (2002-2006) living and conducting field work in this area. The thesis by published (and publishable) works includes five articles covering different aspects of refugee integration as political negotiation. These include: 1) analysing the conceptual dangers and empirical fallacies of approaches to local integration which frame it as a ‘solution’ within the international refugee assistance and protection regime; 2) illustrating how common conceptual and methodological approaches to studying refugees tend to hide the presence of integrated refugees; 3) applying the political negotiation approach across time periods by comparing the integration processes of two ‘waves’ of Mozambicans fleeing conflict into South Africa in the mid-1800s and the 1980s; 4) showing how integration processes, including those related to legal status, often function according to very different logics than intended by national or international legal frameworks and policies targeting refugees; and 5) looking at processes of negotiated integration at the level of the village and how they are spatialised.

ENGLISH ABSTRACT: The migratory flow of Africans to South Africa form the north of Africa was restrained until the early 1990's. Before this period the political ideology of apartheid discriminated against African immigrants, while favouring the migration of people of European descent. Although numerous studies have drawn attention to the implications of the influx of African immigrants to South Africa and their socio-economic adaptation, not much research has been done on reasons for international migration as provided by the migrant. The demographic and economic implications of African migration not only dominate most of the work in this field, but it even seems to be the only concern of researchers investigating international immigration of Africans. The study focuses on factors underlying the decision of African immigrants to migrate to South Africa and who choose Cape Town as their place of destination. Data from in-depth interviews are analysed to determine the motivations for migration to Cape Town. Attention is being paid to the circumstances in the migrants' home countries that motivated their decision to emigrate, the role of social networks in providing information regarding the choice of destination and migration routes, the obstacles they encountered, their adaptation in Cape Town and their perceptions of Cape Town as a place of permanent residence. From the literature review on reasons for migration, is emerges that there are two dominant theoretical approaches (i.e. macro and micro theories) for explaining why international migration begins. The macro theories focus on migration stream, identifying the conditions under which large-scale movements take place and describing the demographic, economic and social characteristics of the migrants in aggregate terms. Micro theories focus on the socio-psychological factors that differentiate migrants from non-migrants, together with theories of motivation, decision-making, satisfaction and identification. Although each theory ultimately seeks to explain the same phenomenon, they employ different concepts, assumptions and frames of reference. The various explanations offered are not necessarily contradictory in nature but are, in fact, a reflection of how social realities could be studied and understood from various angles. This study employs an eclectic approach by using insights from both macro and micro levels of analysis. The study also considers the appropriateness of a qualitative research design in researching specific aspects of migration and employs a qualitative case study method. This method allows for a deeper reflection on the part of the individual on factors responsible for their decision to move. Semi-structured in-depth interviews have been conducted with four African immigrants in the central business district of Cape Town. The study found that in certain instances the immigrants migrate for different reasons, but under similar circumstances. It emerged from the case material that the same issues sometimes hold different significance for each migrant. One aspect shared by all four immigrants, is that it seems that circumstances in their countries of origin forced them to move and that they did have much of a choice - their lives were threatened. Their relatively high level of training and access to funding most probably assisted them in their move. Those people in not such a favourable position are left behind. The study also found that exchange and free flow of information and social networks directs destination of movement, rather than determine whether migration takes place. However, the information immigrants receive is not always correct and tends not to focus on the negative aspects of immigration. Once in Cape Town the immigrants felt isolated, experienced prejudice, and suffered hostility and discrimination at the hands of South Africans. It appears that many South Africans do not distinguish between asylum seekers, refugees and economic migrants. The common denominator of their "foreignness" appears to be all that is necessary for many to harbour negative attitudes. Xenophobia not only manifests itself in negative attitudes, but also increasingly in victimisation against the immigrants. Because of these factors and the problems they experience in finding jobs where they can apply their skills, the immigrants indicated that they do not intend staying permanently in South Africa.
AFRIKAANSE OPSOMMING: Die migrasie van inwoners van die noorde van Afrika na Suid-Afrika was tot die vroeë 1990s relatief beperk. Voor hierdie tydperk het die politieke ideologie van apartheid gediskrimineer teen inwoners van die res van Afrika, terwyl die migrasie van Europeërs aangemoedig is. Alhoewel verskeie studies die aandag gevestig het op die sosio-ekonomiese aanpassing en die implikasies van die invloei van immigrante uit Afrika na Suid- Afrika, bestaan daar weinige navorsing oor die redes vir internasionale migrasie soos verskaf deur die migrant self. Die demografiese en ekonomiese implikasies van immigrasie domineer nie slegs die meeste van die werk in hierdie verband nie, maar blyk ook die enigste besorgdheid te wees van navorsers wat die internasionale migrasie van Afrikane bestudeer. Die studie fokus op onderliggende faktore wat immigrante uit Afrika motiveer om na Suid-Afika te immigreer en Kaapstad as bestemming kies. Data van indiepte onderhoude word ontleed ten einde die motiverings vir migrasie na Kaapstad vas te stel. Aandag word gegee aan die omstandighede in die migrante se lande van oorsprong, die rol van sosiale netwerke in die verskaffing van inligting oor die keuse van 'n bestemming en migrasieroetes, die struikelblokke langs die pad, hulle aanpassing in Kaapstad en hulle persepsies oor Kaapstad as 'n permanente bestemming. Daar teenoor fokus mikro teorieë op die sosiaal-sielkundige faktore wat migrante van nie-migrante onderskei, tesame met teorieë oor motivering, besluitneming, bevrediging en identifikasie. Alhoewel elke teorie uiteindelik dieselfde verskynsel verduidelik, word verskillende konsepte, aannames en verwysingsraamwerke toegepas. Hierdie studie gebruik 'n eklektiese benadering waarin insigte uit beide mikro- en makrovlak ontledings gebruik word. Die studie oorweeg ook die geskiktheid van 'n kwalitaitiewe navorsingsontwerp vir die bestudering van spesifieke aspekte van migrasie en maak gebruik van 'n kwalitatiewe gevallestudie metode. The aim of this treatise is to identify the income tax implications of the persons becoming South African tax residents. It will provide a clear understanding of the income tax implications for natural and non-natural persons wishing to take up residence in South Africa. The definition of “resident” in section 1 of the Income Tax Act, 1962, has a direct impact on the tax implications bearing down on any foreigner planning to reside within the Republic of South Africa, especially in relation to the prevention of the double taxation. The following issues or areas have been identified, these issues are summarised below. The persons receiving foreign pensions may be exempt from normal tax under section 10 (1)(gC) and in terms of the tax treaty, they may also escape taxation in their former country of residence. The treatise will look at various treaties that exist between the South Africa and other countries and to discuss the taxing rights. There is a case of double non-taxation and good reason for immigrants to come and avoid tax in South Africa. It is suggested that the legislation and the double tax agreements should be amended. A person who becomes a resident will receive a step-up in base cost for assets other than South African immovable property and assets of a permanent establishment in South Africa under paragraph 12(2)(a) of the Eighth Schedule. The main purpose of the legislation is to ensure that these assets are correctly valued, determining the base cost, when the person becomes a tax resident. The valuation of these assets carries with it the problem of securing sufficient evidence long after the valuation. Most of the tax planning for such for immigrants revolves around estate duty and donations tax. The person would donate his assets to an offshore discretionary trust before taking up residence in South Africa. The advantage is that donations tax will be avoided because there are exemptions in terms of section 56, for assets acquired before becoming a resident. The income and capital gains vested in nonbeneficiary can be taxed in the hands of the donor in terms of section 7 and paragraph 72 of the Eighth Schedule. The donor should be aware of the antiavoidance measures; section 7(2) to 7(8) and paragraph 72 of the Eighth Schedule will deem a different person other than the person who is entitled to the income to be taxable on that person. The income and gains received by the beneficiary of a trust can be taxable in the hands of the donor. The assets owned by the trust will be sheltered from South African estate duty. The foreign discretionary trust, as a non-resident, will not be liable for tax in South Africa. The beneficiaries of such a trust will be liable for income tax from the trust distributions, once they have acquired a vested right to the income. The liability of income tax is deferred to the year when the trustees decide to make distributions. The distribution by the trustees in a subsequent year creates a delay or postponement for taxes which should be paid by the beneficiaries. The trustees are most likely to make distributions in a tax year when the tax rates are low. There are tax opportunities for the immigrants who intend to take up residence. The tax resident might be subject to withholding taxes on foreign income from the previous country of residence, but might be subject to Double Tax Agreement between South Africa and other countries.

This thesis is based on ethnographic fieldwork of practicing and performing dances with Indonesian migrant women dancers in Perth, Western Australia and socializing with the women and the communities they belong to. The fieldwork was conducted in 2007 with subsequent annual return trips until 2011, as well as through continued engagement by other forms of communication. This thesis follows the women's journeys and their efforts, firstly to gain recognition as professional cultural performers rather than being seen only as members of an amateur, housewife hobby dance group and secondly to elevate their status beyond that of marriage migrant, specifically within the local Indonesian community. Each chapter is based on particular performances and how each performance evolved from creation to reinvention taking into account factors such as community feedback, and reaction to the group's participation in local multicultural festivals and national celebration days. The thesis discusses how the women negotiate cross-cultural gender structuring discourses and valued ideals of femininity through their performances. Their performances are influenced by transnational and translocal (Jakarta or Bali and Perth) engagements gained through: cultural products; their daily lives amongst the Indonesian migrant community in Perth; their annual return trips to Indonesia; and being involved in the local Indonesian consulate's cultural diplomacy activities. Therefore, within the discipline of anthropology and gender studies this research will contribute to the literature on migration studies, specifically marriage migration of women, migrant's cultural performances, and Indonesian migrants in Australia. The thesis also includes a DVD of two and a half hours which records my edited ethnographic footage, as well as footage given to me by the dancers and their family members. The DVD documents the stories and performances that are related in the thesis. Via a menu, the DVD is organized so that relevant sections can be viewed in conjunction with reading specific chapters within the thesis. Each performance, through the trajectory of its creation and reinvention, tells the narrative of how the Indonesian migrant women try to negotiate representations of themselves and how they deal with the many and varied expectations of their own migrant community, the Indonesian consulate and the larger multicultural Australian audiences as well as the various ideals of Indonesian femininity in migration.

[Truncated abstract] This thesis offers a re-contextualisation of multiculturalism and immigration in Australia in the 1970s and 80s in relation to crucial and progressive shifts in gender and sexuality. It provides new ways of examining issues of belonging and cultural citizenship in this field of inquiry, within an Australian context. The thesis explores the role sexuality played in creating a framework through which anxieties about immigration and multiculturalism manifested. It considers how debates about gender and sexuality provided fuel to concerns about ethnic diversity and breaches of the 'cultural' borders of Australia. I have chosen three significant historical moments in which anxieties around events relating to immigration/multiculturalism were most heightened: these are the beginning of the 'official' policy of multiculturalism in Australia in 1973; the arrival of large numbers of Vietnamese refugees as a consequence of the Vietnam War in 1979; and 1984, a year in which the furore over the alleged 'Asianisation' of Australia reached a peak. In these years, multiple and recurring representations served to recreate norms as applicable to the white heterosexual family, not only as a commentary and prescriptive device for migrants, but as a means of reinforcing 'Australianness' itself. A focus on the body as a border/site of belonging and in turn, crucially, its relationship to the heterosexual nuclear family as a marker of 'cultural citizenship', lies at the heart of this exploration. Normative ideas of gender and sexuality, I demonstrate, were integral in informing the ambivalence about multiculturalism and ethnic diversity in Australia. Indeed, for each of these years I examine how the discourses of gender and sexuality, evident for example in parliamentary debates such as that relating to the Sex Discrimination Act 1984, were intricately tied to ongoing concerns regarding growing non-white ethnicity in Australia, and indeed, enabled it. ... In pursuing this contribution, the work draws critically upon recent innovative interdisciplinary scholarship in the field of sexuality and immigration, and draws upon a broad range of sources to inform a comprehensive and complex examination of these issues. Sources employed include the major newspapers and periodicals of the time, Parliamentary debates from the Commonwealth House of Representatives, Parliamentary Committee findings and publications, speeches and polemics, and relevant legislation. This inquiry is an interrogation of a key methodological question: can sexuality, in its workings through ethnicity and 'race', be used as a primary tool of analysis in discussing how whiteness and 'Australianness' reconfigured itself through normative heteropatriarchy in an era that claimed to champion and celebrate difference? How and why did ambiguities concerning 'Australianness' prevail, concurrent with progressive and generally politically benign periods of Australian multiculturalism? The thesis argues that sexuality – through the construction of the 'good white hetero-patriarchal family' – both informed, and enabled, the endurance of anxieties around non-white ethnicity in Australia.

Talent management is a source of competitive advantage and will be achieved by those organisations that are able to attract, develop and retain best in class individuals. It is thus not just a human resources issue but rather an integral part of any organisation’s strategy. Due to negative perceptions about South Africa, skilled workers are immigrating to countries such as Australia to the detriment of the South African economy. This loss is not necessarily being replaced by graduates or through immigration. Government policies such as Broader- Based Black Economic Empowerment (BBBEE), Black Economic Empowerment (BEE) and Affirmative Action (AA), compound the issue by then decreasing the pool of skilled applicants that may occupy skilled and senior posts in organisations. Globally there is a shortage of skills and due to employee mobility they can use any opportunity that presents itself. The objectives of this study was to determine the factors which lead to the emigration of skilled South African’s to Australia and then once these factors are known to propose retention strategies to role players to stem the emigration tide. To achieve these objectives a survey was prepared based on previous studies and a link to the web questionnaire was distributed to the population via an Australian immigration agent. The link was sent to all the agent’s clients around the world and thus consisted not only of South Africa respondents but also elicited international responses, which will be used for comparison purposes only. Only 48 South Africans responded to the survey and although limited, it was sufficient for the purposes of this study. The demographic profile was mainly male and dominated by Generation X. Using a Likert scale respondents were questioned on their levels of satisfaction in their country of origin and in Australia through an adaptation of a study by Mattes and Richmond (2000). The study of Hulme (2002) was adapted and incorporated into the questionnaire, where respondents were given the opportunity to rank considerations for leaving South Africa and factors that would draw them back. Respondents were provided with the opportunity for responses to open-ended questions to include other considerations for leaving and factors that would draw them back. Results from these survey items revealed that the primary reasons driving skilled South Africans to emigrate was safety and security, upkeep of public amenities, customer service and taxation. In contrast, South African migrants had high levels of satisfaction with safety and security, upkeep of public amenities and customer service in Australia. Respondents indicated that factors that would draw them back to South Africa would be improvements in safety and security and government, followed by family roots, good jobs and schools. The study also looked at the permanence of the move. If skilled individuals returned with new-found skills and experience then it could be a potential brain gain for South Africa. The results of this study found that 43% of respondents had no intention to return, 42% did not supply a response and only 10% were undecided on whether to return or not. To attract, retain and develop talent, the South African government and the private sector would need to work in partnership to develop policies that would satisfy the lower-order needs of individuals, such as physiological and safety needs.

This dissertation is divided into six sections. The first section, the introduction and literature review, also covers the aim and objectives of the thesis. The second section discusses the labour migration from the Philippines to the outside world. It then explores the push forces and pull factors for Filipino migration in terms of: (i) economic issues, including unemployment and unchecked population growth, fiscal deficit and public-sector debt, natural disaster and globalisation; (ii) political factors, including a weak and inefficient state, security problems, and laws and policies; and (iii) dynamics of marriage and family migration, personal choice, wage difference and level of skills. The third section discusses the Philippines Government's roles in promoting migration, in implementing policies to protect its Filipino migrants and in providing supports for 'overseas contract workers' (OCWs). The fourth part of the thesis explains the importance of the remittances that overseas Filipinos send back to their home country. A series of case studies is presented on the fifth chapter; these focus on Filipino professional migration to Australia and particularly the state of South Australia. The case studies provide a more in-depth understanding of the Filipino migrants' role and position in a foreign country. The findings and observations made in the study are synthesised in the concluding sixth section.

Over the past 30 years South Africa has lost valuable human capital due to high volumes of emigration. South Africa has also seen numerous changes in its political, economic and social structure specifically in these decades, but little investigation has been done into the possibility of an association between political, economic and social, as well as personal factors, and the decision to leave South Africa. This study refers to Lee’s Migration Model (1966) that was used as a broad theory for migration. The model involves four sets of factors: factors associated with the area of origin, factors associated with the area of destination, intervening obstacles and personal factors. Maslow’s Hierarchy of Needs Theory also explains the personal motivational theory for migration. Lee’s Model of Migration is used to investigate which political, economic, social and personal factors in the area of origin (South Africa) pushed South African emigrants to leave the country. It also investigates which political, economic, social and personal factors in the area of destination (Australia and New Zealand) pulled South African emigrants toward these countries. This study involved mixed-methods research (Creswell, 2009), thus the data collection methods were both qualitative and quantitative. The study followed a sequential exploratory strategy in two stages with the qualitative data collection occurring first, followed by a quantitative study – ‘QUALquan’ study. The data are mixed between analysis of the qualitative data and the quantitative data collection (Creswell, 2009:211). The qualitative data collection instruments used in the first stage of the study in 2009, were face-to-face interviews consisting of one focus group and six personal interviews in New Zealand, as well as twelve personal interviews in Australia. In the second stage of the study in 2015, namely the quantitative research, respondents were selected by contacting 17 closed (secured) Facebook groups that were formed for South Africans living either in Australia or New Zealand. There is no alternative sampling frame available since emigrants do not need to declare themselves as migrants on a work visa, furthermore, official documentation is not accessible to the public. A quantitative data collection instrument was administered with an online questionnaire. In the Australian Facebook groups, 137 respondents completed the questionnaire, and in New Zealand Facebook groups, 118 respondents, which adds up to a total of 255 respondents who completed the questionnaire. The results concluded that South Africa’s governance framework, its infrastructure and legislation acted as political push factors motivating South Africans to emigrate, while an uncertain economy contributed as an economic push factor. Socially, a perception of a limited future and a narcissistic society is what pushed South Africans to emigrate. Personal push factors that drove the emigration decision included, unmet physical, safety, belonging and esteem needs. The political factors that pulled South African emigrants to Australia and New Zealand involved effective government services and governmental aid. Economic pull factors included economic certainty and a lower cost of living. Social pull factors proved to be familiar circumstances and a better future. Personal pull factors were safety, belonging and self-actualisation needs. This mixed-method approach focussed on the gap to a followup study that was identified in previous individual qualitative and quantitative studies. These results may assist the South African government to take measures that ensures the retention of highly skilled citizens.

The phenomenon of migration has given rise to prolific research emphasising the psychological adaptation of persons post-immigration. This study focuses on psychological preparation pre-immigration. Literature study and empirical research establish that an immigrant's adaptation is influenced by migration motivation and expectations. Several phases of adaptation occur, during which time individual stress is influenced by one's perception of the balance between the stresses of the new environment and one's personal and external resources. Various migration stressors could be identified in the sample group of South Africans living in Australia. Personal and external resources include effective coping strategies, a positive, committed outlook, strong self-esteem as well as a cohesive family and an acquired support system. Finally, guidelines were produced reflecting that the preparation for immigration is a complex and highly individualised task comprised of providing information, encouraging self-assessment and supplying training to improve the coping startegies of the individual.

This thesis examines English immigration to eastern Australia between 1815 and 1860, dealing predominantly with the colonies of New South Wales and Victoria. I focus on the English because of their relative neglect in Australian immigration historiography, despite their being in the majority among the immigrants. I uncover evidence of origins, class, gender, motivation and culture. To provide a rounded picture of these immigrants, I use statistics and contemporary literary sources, principally correspondence, diaries and official and private archives, and compare the English immigrants in eastern Australia with English immigrants to the United States and with Scottish and Irish immigrants to New South Wales and Victoria in the same decades. To analyse the origins, motives and skills of the immigrants, I employ demographic data and case studies and examine separately immigrants with capital and assisted immigrants. Overwhelmingly, for both sets of immigrants, the motive was to seek material success in the colonies, faster than they believed they could at home. For the majority, this overcame scruples about the primitive state of the colonial societies and the taint of convictism. Land was a major attraction for many self-funded immigrants, who began to come into New South Wales in increasing numbers in the 1820s, initially mainly in family groups, but later larger numbers of single men were attracted to seek wealth prior to marriage. Many settled on the land as their primary source of income; others who came to practice in middle class professions were also keen to acquire town and country land for the status and wealth it promised, but lived and worked in urban areas. Chain migration was a common feature among middle class families in all decades. The gold rushes of the 1850s throw into stark relief the gambling element propelling so many people drawn from all but the poorest classes to chase fortunes. In the promotion of the Australian colonies to labouring people through government-assisted passages, the period 1831-1836 was experimental. I analyse the steps taken, the lessons learned and the background, motivations and skills of the English people attracted by this early scheme. Revised recruitment criteria were put into action in 1837 and I examine a profile of the assisted immigrants from a one in sixty sample from that year to 1860. This longitudinal study shows that, despite contemporary and subsequent criticisms of the quality of the assisted immigrants, they fitted the categories demanded by the colonists and predominantly came from regions of England suffering economic decline. To examine the culture and values of the English immigrants, I develop an extended case study of one family over two generations and analyse key themes emerging from the private papers of a cross-section of people. These two perspectives illustrate the contribution English immigrants made to the culture in eastern Australia and show how many of them maintained contact with family in England over a long period, while engaging actively in their new society.

The number of immigrants in South Africa has been increasing in the last decade. This study investigates the effects of immigration on economic growth, unemployment, poverty and crime using secondary data mainly obtained from Statistics South Africa. The period under study is from 1995 to 2012. Only the impact of documented immigrants is investigated because that of illegal immigrants is not known. The theories of immigration and its economic and social effects will be reviewed. Studies done by other researchers in different countries will also be looked at. Xenophobic attacks in South Africa are as a result of the allegations by South Africans that immigrants are taking South Africans' jobs, increase poverty and crime. However, the positive contribution of these immigrants toward the South African economy is not much talked about. The research therefore seeks to identify if immigrants really cause some of the economic and social problems in South Africa. The results obtained show that an increase in immigration increases the number of unemployed people in South Africa, poverty as well as gross domestic product (economic growth). The effect on crime is different with each type of crime. Murder, burglary and common robbery decrease with an increase in immigration while the opposite is true for other crime types. The main cause of an increase in crime, poverty and the number of unemployed people is because immigration increases human population. The study concludes by suggesting policy recommendations.

Zimbabweans of all walks of life have crossed over to South Africa since the late 1990s for long and short periods of time, some of them even remaining there permanently. The increased amount of the migration is largely blamed on Zimbabwe’s socio-economic and political instability by most scholars. However, each individual would eventually migrate because of pressure that usually comes from the household. Hence, this study was aimed at investigating household influence on an individual’s decision to migrate to South Africa. This study was carried out in the central Zimbabwean city of Gweru. A household survey was conducted and basic descriptive analyses were used to generate the findings. The results indicate that only 2% of the households in the sample did not have a migrant in another country. Also, about 43.7% of all migrants were females and among those female migrants who have children, 45.7% of them had children younger than five years staying home when they left for South Africa. Most households seem to have a strong influence on the migration decision, and as a result the majority of the migrants send remittances back home.

Since the early 1960s, hundreds of thousands of Turks have gone abroad, particularly to West Germany, to sell their labour power mainly under the so-called guestworker scheme. Only a small proportion (an estimated 1 per cent) have migrated to Australia, doing so in a context which was considered — by the Australian government, although not by many Turkish migrants — to be permanent settlement. In the late 1980s, the number of Turkish migrants and their children in Australia totalled around 35,000. This study examines and provides a comprehensive perspective on the migratory flow from Turkey to Australia. It addresses various aspects of the migration and settlement history of first-generation Turks living in Melbourne, concentrating on the questions of how they experienced their migration to, and settlement in, Australia, and how they were incorporated into the life of this country, both inside and outside their workplaces, and what perceptions and attitudes they had towards their experiences. Whilst acknowledging the complexity of a social process such as incorporation of immigrants into a receiving country, the methodological approach taken in this study is two-pronged: it combines ‘qualitative’ and ‘quantitative’ levels of analysis, based on the data collected by the author in 1987, resulting from five months fieldwork in Melbourne, gathering structured and unstructured indepth interviews with 276 Turkish migrants. The qualitative work, a ‘case-study’ approach, explores the migration to Australia from the immigrants’ viewpoint analysing the way their lives had been dramatically affected by the whole migratory process. The quantitative analysis demonstrates the socio-economic, cultural and demographic changes emerging in the life cycle of these individual migrants and their families during the pre- and post-migratory periods, and associates these changes with the migrants’ structural and cultural adaptation patterns. This study emphasizes that the 1967 migration agreement between the Australian and Turkish governments marked a central point in the history of Turkish immigration, not only making possible the flow of Turkish migrants into Australia but also structurally affecting the successive stages of the migratory flow from Turkey and the successive stages of settlement and incorporation processes of the arriving migrants over time. Substantial Turkish immigration occurred only between 1968 and 1974 when the movement was largely through the assisted migration program based on the 1967 agreement. After the termination of the agreement in 1974, the migratory flow from Turkey slowed down, and it took the form of chain migration and family reunion — with the exception of the arrivals of university graduates who started to migrate on their own in the 1980s. Since Australia drew settlers from the guestworker-oriented pool formed in the 1960s and 1970s in Turkey, the majority of early migrants, unlike their later counterparts, had, on arrival, no intention of ‘permanent settlement’. They initially saw themselves as temporary workers and planned to return home; however many of them changed their original plans or failed to realize these plans, and either never returned or repeatedly came back to Australia. Thus Turkish settlement in Australia was characterized by a transition from temporary migration to unintended settlement. Although the immigrants’ initial intention of temporary migration had an important and continuing impact on the process by which these migrants became incorporated into various social contexts in Australia, the historically determined structure of Turkish immigration and settlement in Australia, independently of migrants’ settlement intention, had a capacity and function of its own in placing the immigrants into certain social and economic relations in the heterogeneous, stratified, and pluralistic social formation of the receiving country. While Australia has became a ‘new home’ for many Turks, the position of the immigrants in their ‘new’ social setting has been largely a dialectic outcome of the peculiar characteristics of these migrants themselves, of the society they entered, of the society they left, and of the larger context of the international migration they were involved in.

The thesis seeks to find evidence to support the assumption that British migrants were the ‘pampered’ and ‘protected’ of the post-World War Two intake of migrants. Contemporary students of historical writing of the migration experience have virtually written British migrants out of the history of this era by such unsubstantiated assumptions.
The assimilationist construct of the 1940s to the 1960s that defined non-British migrants as assimilable, and British migrants as ‘kith’ and ‘kin’ was a vital component in the ideology of governments. It enabled them to carry out a migration programme the extent of which had no precedent in Australian history. Because social participation is vital in the process of admitting new knowledge, the construction of assimilability needed to be developed and legitimated on the basis of shared values. In effect the imposition of ‘new’ information promulgated by the institutions of society needed an empathetic response from the community, for the successful implementation of the programme. If the concept of non-British migrants as being assimilable could be ‘sold’ to the public, then it went without saying that British migrants would be the exemplar of trouble-free assimilation; they were ‘kith’ and ‘kin’. When British migrants did not fit the archetypal mould designed and fashioned for them by others, they had to be redefined for the continuing success of a policy. The thesis examines the experience of British migrants during the assimilationist era and how their settlement was affected by this ideological construct.

Sub-Saharan Africa is facing a health crisis. The prevalence of disease has intensified in recent decades. The debilitating effects of communicable and non-communicable diseases continue to abound. The disease burden, accompanied by increasing populations has further strained health care facilities. Notwithstanding the challenge of disease, the supply of health professionals remains low and it is worsened by their emigration to developed countries. The objective of this paper is to investigate the causes and effects of skilled health professionals’ migration from the South African public health sector to developed countries and to devise viable solutions. Main push factors influencing the medical brain drain include poor working conditions, inadequate remuneration, lack of funds for specialities and research, as well as the lack of equipment and supplies. These push factors are coupled by intensive recruitment campaigns, better prospects for career development and attractive salaries offered by developed countries. The most important cause of brain drain is the attractive remuneration offered by developed countries. This dissertation discusses ways of mitigating the health professionals’ migration including training, retention, return and circulation of skills or also known as brain circulation. It argues that the best strategy of dealing with brain drain is based on brain circulation because it yields mutual benefits for both sending and receiving countries. Measures that can facilitate brain circulation include intensifying international cooperation between sending and receiving countries, mobilising diaspora networks to contribute to the development of their home v countries and promoting the immigration of skilled professionals from countries that possess excess supply of medical professionals.

With the end of Apartheid, the South African regime completely changed. This had implications for African migration into the country. The migration situation became a concern with the appearance of what has been referred to as xenophobia. But except for some particularities, the case of South Africa is not so very singular. Systemic approaches in the field of International Relations have proved to be an interesting analytical tool, and Rosenau’s ideas provide the opportunity to use those approaches at different levels, applying them to different case of studies. The goal of this thesis is first to build a system of analysis for migration issues, explaining the interactions between the different actors of the system. The system thus created should be able to be applied to many case of migration in different regions of the world. The second chapter seeks to apply this system to the case of South Africa, for a clear understanding of the phenomenon of African migration to that country. It explains the interests, roles and modes of interaction of the different actors such as the state, external actors and migrants.
