Abstract: The paper in reference aims to understand the interaction between South Africa and the African continent during the Mandela administration (1994-1999). From the action of Pretoria in certain events on the African continent, this paper seeks to demonstrate that even based on other principles, the Mandela administration didn’t realize the desired transformations, because the country was not able to break the distrust by African countries, a factor that affected the intensification of the south African process of integration into the African continent. The methodology was worked through a revision of a variety of bibliography, such as reports, official documents from South African government, books and articles from Center of Africa Studies and specialized publishers in this mentioned topic.Keywords: Apartheid. Abstract No less than three international meetings on publishing in Africa have taken place recently, which have been followed with detailed action plawns. Among many other recommendations, calls for action to find solutions to perennial problems, as well as discussions focusing on sectorial innovation and revitalization of the African book industries, pwarticipants in all three meetings were strongly urged to start collecting and disseminating book industry data. It is true that reliable figures of book publishing output for the continent of Africa do not exist at the present time, with the exception of a very small number of countries, notably South Africa and Morocco. Meantime the state of African national bibliographies, which can form the groundwork of book industry data, presents a picture of neglect for the most part, with many national bibliographies seriously in arrears, currently dormant, or having ceased publication altogether. Only a small number are accessible in digital formats. Book publishing data and book production statistics are important elements in measuring the growth and vitality of indigenous publishing in any part of the world. In the absence of such data for most of the African continent, there is a need for research, analysis, documentation, and systematic gathering of current, reliable data and statistics on the whole book sector in Africa. However, there are huge challenges and complexities in the goal of collecting data for book industry surveys, which must not be underestimated. Many questions will need to be asked: for example, how is data going to be collected and analysed; what will be the parameters; and what are going to be the sources and the methods? Who should be responsible for undertaking the research and the compilation of such book industry data; and, crucially, who is going to fund the research and the data gathering process on a systematic and ongoing basis? Collecting book industry data is closely interrelated with the publication of national bibliographies and, in addition to examining the issues and challenges relating to the creation of book industry statistics, this paper also provides an analysis of the current state of national bibliographies in Africa, as well as linked matters such as legal deposit legislation, and compliance of legal deposit. Most national libraries and bibliographic agencies in Africa continue to operate under severe constraints, and have been chronically underfunded by their governments for the past four decades or more. An analysis of the current status of African national bibliographies sadly presents a dismal picture. It is unlikely that reliable data for the African book industries can be collected and published without the input and full cooperation of national libraries or bibliographic agencies. There is equally an urgent need for much more active collaboration and interaction between the agencies producing national bibliographies with publishers and book trade associations in each African country. Any attempts to revive the fortunes of African national libraries, and the resumption of publication of high quality and timely national bibliographies, will amount to a formidable task. This paper offers a range of suggestions and recommendations how the situation might be addressed and improved, but also points out that regular compilation of a national bibliography, and effective maintenance of legal deposit, necessitates adequate staff in terms of both numbers and expertise, which is not the case at this time.

A comprehensive resource book on domestic local government law in South Africa has, therefore, been long-awaited. In his reference and source book entitled Principles of South African Local Government Law, Bernard Bekink makes a significant contribution to local government law and governance in South Africa.

In 1929 the American Antiquarian Society published an eighty-three-page manuscript that describes commercial transactions for slaves, ivory, and gold on the Gold and Slave Coasts from 1789 to 1792. George Plimpton owned this manuscript. As it includes a slave-trading ledger of the schooner Swallow, Plimpton entitled the manuscript “The Journal of an African Slaver.” The “journal” is one of the few published documents in the English language that specifies financial transactions for slaves between European and African traders on the coast of Africa during the late eighteenth century.In his four-page introduction to the journal Plimpton stated that:The name of the ship engaged in the traffic was the schooner ‘Swallow,’ Capt. John Johnston, 1790-1792. There is a reference to a previous voyage when ‘Captain Peacock had her,’ also some abstracts of accounts kept by Capt. David McEleheran in 1789 of trade in gold, slaves and ivory on the Gold Coast. None of these names can be identified as to locality, and there is, of course, the possibility, especially taking into consideration the English nature of the cargo bartered, that the vessel was an English slaver.The journal was included with some mid-nineteenth century South Carolina plantation accounts when it was purchased at an auction in New York, thus suggesting to Plimpton that the journal's author was perhaps a “South Carolinian who made this trip to Africa.”In this research note I will identify the various vessels and traders mentioned in this manuscript by referring to the data-set I have assembled from other sources concerning the slave trade during this period. We will seethat Plimpton's “journal” is a set of account books owned by the Gold Coast agents of London and Havre merchant William Collow. I then will discuss the importance of Collow as a merchant and shipowner in the late eighteenth-century British slave trade.

Race was not a dominant factor in neo-Calvinism. Rather, stress was laid on the universal character of Christianity, especially in the case of Herman Bavinck. While some of the South African PhD students at the Vrije Universiteit’s defended apartheid with reference to neo-Calvinism, it was B.B. Keet—who would become a noted critic of apartheid—who adopted Bavinck’s views. As a professor in Stellenbosch, Keet initially accepted apartheid for cultural and practical reasons, but he became critical when South Africa officially implemented apartheid policy in 1948. This resulted in his book Whither, South Africa?, in which he rejected the theological arguments undergirding apartheid with arguments almost literally derived from Bavinck. It is clear from this case study that neo-Calvinism was employed not only to support apartheid, but also to criticize it as well. In the Netherlands his stand was recognized and shared by two more of Bavinck’s students: J.J. Buskes and J.H. Bavinck. Keet met with opposition within his own circles but stuck to his position and inspired his student, the apartheid critic C.F. Beyers Naudé.

Background: To provide an understanding of the clinical information sources consulted by teaching or referral hospital-based doctors in four South African provinces. Methods: A quantitative cross-sectional survey design was used. To identify provinces, hospitals, and participants, simple random sampling was adopted. This study targeted a total of 276 doctors from all the four hospitals working across different departments within the hospitals. This study was conducted in four selected South African public referral/teaching hospitals in four different provinces, namely Nelson Mandela Academic Hospital in the Eastern Cape province; Witbank Hospital in Mpumalanga province; Robert Mangaliso Sobukwe Hospital in Northern Cape province and lastly, Pietersburg Hospital in Limpopo province. Results: Overall, 221 doctors were surveyed. Doctors relied more on colleagues as formal and informal sources of information. They seldomly relied on newspapers, reference, and library books, or used hospital computers to access the internet. They seldomly attended training workshops organised by the district or provincial office. Protocols and clinical guidelines which are kept in the hospitals and easily accessible were often (27.9%) or always (51.1%) used. Conclusions: Teaching hospitals need to strengthen information resources to ensure that even when colleagues are used as an information source, they are an accessible means to validate the correctness of the information provided.

Expectations and patterns of publication have changed markedly with evolving online availability and associated development of new citation gathering databases. Perhaps the most vulnerable components of the scientific literature to ongoing change are books and book chapters, given their elongated publication timelines and generally more limited online availability. To test this, we applied citation analyses and assessments of library holdings to determine the use of the natural history books published by Surrey Beatty & Sons between 1987 and 2010. We (i) evaluated the relative use of book chapters and journal papers by comparing citations to chapters in the five books of the Nature Conservation series by Surrey Beatty & Sons to citations of journal chapters in four Australian journals published in the same years, (ii) determined the efficacy of four different databases in retrieving citations to book chapters by comparing their recovery of citations to the five books of the Nature Conservation series, and (iii) quantified noncitation measures related to library holdings to evaluate the use of the books on the entire Surrey Beatty & Sons list. Mean citations/chapter to the first three books in the Nature Conservation series were similar to the mean citations/ paper in four Australian journals published in the same years. However, the mean citations/chapter of the last two books declined relative to citations/paper for the journals, suggesting a fall in book use evident by early this century. Citation retrieval varied across databases; Google Scholar retrieved most citations, followed by Scopus, Web of Science (Cited Reference Search) and Web of Knowledge. Contrary to published concerns, no citations retrieved by Google Scholar were in questionable sources such as contents pages - many were from highly ranked journals. Each book in the full Surrey Beatty & Sons list was held by an average of 45.3 libraries in Australia and 36.1 in the USA, and less than five in each of the UK, New Zealand, Hong Kong, Canada, Germany and South Africa. This was a similar coverage to another Australian publisher, the Royal Zoological Society of New South Wales, and indicated strong markets in Australia and the USA. It was less, though, than the number of libraries with current or past subscriptions to five Australian journals publishing nature conservation content. We conclude that citation data for books and book chapters are available and that library holdings provide another measure of use. The online ‘visibility’ of books may be a problem, but can be improved through better marketing and improved author search techniques.

EditorialThe first 11 articles in the first issue of 2014 deal with global legal topics ranging from outer space to domestic South African matters and legal challenges in other African countries, such as Uganda, Nigeria and Zimbabwe. Anél Ferreira-Snyman discusses legal challenges relating to the commercial use of outer space, with specific reference to space tourism. She points out that the current legal framework is outdated and no longer deals adequately with the rapidly developing space tourism industry. Further away from the moon, although it deals with creations of the mind and is just as mysterious for the average person, is the contribution of André van der Walt and Richard Shay, which analyses the South African Constitutional Court's treatment of intellectual property. They focus on the methodology that the Court has formulated to assess if state interference complies with constitutional provisions to determine if state intervention into property interests has been legitimate. The third contribution, by Joel Baloyi, also deals with a creation of the mind, namely copyright. He attempts through a comparative analysis to demystify the role of copyright as a tool for economic development in Africa and criticises the stifling effect the transferability principle has on the effectiveness of copyright in certain African countries. Bradley Slade discusses the differences between the concepts "public purpose" and "public interest" in the context of third party transfers as a result of property being expropriated for the realisation of public purposes in the fourth contribution. The influence of the Constitution of South Africa, 1996 on organ transplants is the topic of the fifth contribution, by Debbie Labuschagne and Pieter Carstens. They come to the conclusion that the South African government has failed to provide an effective legal framework to relieve the shortage of human organs available for transplantation. Sixthly, Lize Mills discusses recently proposed regulations prohibiting the advertising and promotion of infant formulae and other products marketed as being suitable for infants or young children with the purpose of promoting breast-feeding. The last five articles move further afield and deal with legal issues elsewhere in Africa. Dana van der Merwe gives a comparative overview of the relationship between digital information in certain legal fields in South Africa and Uganda. Nazreen Shaik-Premanov examines Zimbabwe's Marange conflict diamond situation and Lovemore Chiduza analyses the Zimbabwean constitutional provisions on judicial independence. Peter Obutte scrutinises ICT laws in Nigeria and the last two authors, Serges Kamga and Ogechukwu Ajoku, reflect on addressing human rights violations by extractive industries in both South Africa and Nigeria.Four notes are also published in this issue. The first one is an overview article by Christa Rautenbach dealing with the modern-day impact of cultural and religious diversity as reflected in the book on "Managing Family Justice in Diverse Societies". The other four notes are case discussions. The first one is a discussion of the case of Government of the Republic of Zimbabwe v Louis Karel Fick by Erika de Wet. South African case law has long held that standard terms may be incorporated into a contract by mere reference, and that it is unnecessary for the user of the terms to make the text of the terms available to the other party. The so-called railway ‘ticket cases’ from the early twentieth century started this approach. More recent case law involving contracts concluded by fax has confirmed the possibility of incorporation of standard terms by mere reference, without the text of the terms having been made available. This contribution argues that times have changed with increased access to the internet, and that the user of standard terms can reasonably be expected to make their text available to the other party, for example by making them available on a website. It draws on comparative study of the UN Convention on Contracts for the International Sale of Goods and the Unidroit Principles of International Commercial Contracts. It also shows that legislation requires standard terms to be made available anyway in the consumer context, as well as in the case of electronic contracts. Writers of books on the law of contract should discuss the relevant rules.

PurposeThe present study explored experiences of former markers of undergraduate assignments and examinations at the University of South Africa (Unisa). MethodologyQualitative method of research was used to gather data. Colaizzi’s method (1978) was used to analyze and interpret data. The article’s frame of reference was informed by Mezirow’s transformative learning theory which is aligned to critical theory (Mezirow 2009).FindingsFindings were based on the following: Demographic information, markers’ experiences in marking assignments and exam books, content knowledge, markers’ meetings, duration of marking assignments and examination books as well as students support, and suggestions are the themes that emerged from the data that was gathered.OriginalityIt is recommended that the university must develop a policy for external markers for marking assignments and examinations of undergraduate program. All E-tutors must be trained to support students after the official closure of registration and before examinations are set. All markers must be trained - through a markers’ guide - to mark assignments and examination books.

The study derives from a belief, based on many researchers' writings, that wide and frequent book-reading aids the development of knowledge, emotional maturity and human sympathy, which are all essential attributes in a fragmented culture such as South Africa's. It is not accepted that conventional secondary-school literature-teaching in this country promotes a lifelong reading habit among the majority of pupils and a plea is made for the recognition of Reading as a curricular entity in its own right. The study suggests that, owing to a paucity of local research in this field, South African teachers and educational authorities are severely disadvantaged. If they are unable to offer advice based on a proper study of their pupils as readers, they run the risk of guiding many pupils' reading along paths that cannot promise satisfaction and fulfilment. Such stultifying of reading habits would contradict the aims of the present National Core Syllabuses for English (First Language). The thesis sets little store by the investigation of specific bookchoices, pointing out that the validity of such incidental findings, if gleaned from a latitudinal survey, is questionable. Instead, using the findings of questionnaires administered to nearly 2 800 pupils and their teachers, the thesis investigates the relationships between voluntary leisure-time reading and such factors as age, gender, intelligence, academic achievement and standard of living. It also looks at the influences of parents, teachers, peers, contemporary literature-teaching practices, school and public libraries, and leisure- time pursuits other than reading. Many suggestions are offered for further research into finer aspects of those considerations. Many of the findings serve merely to corroborate research from abroad, particularly in respect of age, gender and intelligence. That is none the less alarming when a striking decline in reading is found to occur in the early years of the secondary school. A number of other interesting findings emerge. Standard of living is shown to be inversely correlated with amount of reading, and television-viewing is not found to displace reading. Nor are other leisure-time pursuits found to affect amount of reading: avid readers are by and large extremely active and committed pupils. Reading emerges from the study as providing its own peculiar satisfaction, as does each of the other leisure activities investigated. The challenge is to ensure that infrequent readers become aware of what reading has to offer, and strategies for attempting to achieve that are posited, particularly with regard to the roles of public and school libraries. The roles of teachers and parents are found to be crucial to the development of an appetite for books, and it is suggested that schools and parents liaise formally and closely in this matter. The study groups pupils by a number of personal variables, and investigates their reactions to common forms and genres as well as to certain specifics of style, thereby discussing the relationship between reading, social maturity and academic achievement It argues strongly for recognition of the fact that educating secondary-school pupils in the development of keen and sensitive lifelong reading habits is a process which cannot be systematically taught as a set of skills.

ENGLISH ABSTRACT: The book industry in South Africa is under severe pressure the last couple of years. The reason why the book industry in South Africa is under severe pressure is because of various reasons; one of the reasons is that the South African Government is spending less each year on education, specifically on school text books. As per the Willem Struik (2009) during the SABA conference in Durban, government has spend by more than 87% less on school text books. There is a further challenge for Publishers in order to generate more sales and that is that digitalization has a big impact on the turnover of publishers. The study is not doing an in-depth research on digitalisation and the impact thereof. The biggest impact that digitalisation has on the book industry and specific to publishers is that the gross profit is less for a digital book than a physical book. The main reason why the gross profit (GP) is less for a digital book is because all input costs remain the same for a digital and physical book, it is only the logistics where there is a cost saving (no more warehousing and physical distribution). The study analysis the potential additional revenue there is for publishers if they were to decide to supply to Supermarkets and not to the traditional book outlets only. The study as per Appendix A clearly indicates that there is definitely more revenue for the publishers to make if they were to supply books to supermarkets. The study also identifies that there are basically four role players in the business concept of supplying books to supermarkets and they are the publisher, retailer, logistics company and the end-consumer. The study indicates that in order for the business concept of supplying books to supermarkets to be successful all four role players have to believe in this concept and agree on the terms conditions from the various parties.

The research explores the relationship between language and education, and motivates for the intellectualisation of African languages, isiXhosa in particular, and for their use in education. The main rationale behind this is that access to, and success in education can largely be realised if that education is mediated in one’s first language. The thesis discusses works of prominent scholars who have written on the subject - relating cognitive abilities and achievement in education to language in which that education is offered. The lack of terminology in new domains in African languages as barrier to mother tongue education is laid bare by looking specifically at the history of intellectualisation of isiXhosa, from the missionaries in the 1820s up to the new endeavours as recently as 2008. Terminologies that were developed during the Bantu Education era, where development of isiXhosa and other indigenous African languages was accelerated in order to respond to the demands of moedertaal-onderwys (mother tongue education) are surveyed, and the process of their development analysed. Three main terminology lists developed during this period are analysed against terminology development principles, approaches and methods that are seen as a measure to ensure quality terminology development. The efforts of the development of isiXhosa during the post-apartheid South Africa, especially the government-driven initiatives, are also critiqued even though these are not as effective and as extensive, especially in education. The result of this analysis is that African languages and isiXhosa in particular, can be used in scientific disciplines and at the highest levels of education. Its grammar is advanced, and its lexicon is extensive such that new concepts that need to be named can be named, using appropriate term creation strategies. There are also technological tools such as WordSmith tools that can be used that can advance its development, ensuring that the concept represented in the newly-created term is precise, concise and appropriate in terms of its discipline. Therefore it is argued that, in the interim, terminologies should be developed, in various subjects, to support learning, which at this stage is mediated in English, for those students who have other languages as mother tongue. Those terminologies that have been developed in the various historical periods should be collated, revised and brought into the classrooms. The thesis argues that real intellectualisation of isiXhosa and other African languages rests on the use of these languages in classrooms and lecture halls, and in the value that all role players place on these languages.

An overview of modern and historical interest rate model theory is given with the specific aim of derivative pricing. A variety of stochastic interest rate models are discussed within a South African market context. The various models are compared with respect to characteristics such as mean reversion, positivity of interest rates, the volatility structures they can represent, the yield curve shapes they can represent and weather analytical bond and derivative prices can be found. The distribution of the interest rates implied by some of these models is also found under various measures. The calibration of these models also receives attention with respect to instruments available in the South African market. Problems associated with the calibration of the modern models are also discussed.

In a critical analysis of several independantly produced South African comics of the 1980s and early 1990s, close analysis of the comics leads to an assessment of the artists'intentions and purposes. Discussion of the artists' sources focuses on definitions of different types of comics. What is defined as a comic is usually what has been produced under that definition, and these comics are positioned somewhere between the popular and fine art contexts. As the artists are amateurs, the mechanical structure of comics is exposed through their skill in manipulating, and their initial ignorance of, many comic conventions. By comparison to one another, and to the standard format of commercial comics, some explanation of how a comic works can be reached. The element of closure, bridging the gaps between frames, is unique to comics, and is the most important consideration. Comic artists work with the intangible, creating from static elements an illusion of motion. If the artist deals primarily with what is on the page rather than what is not, the comic remains static. Questions of quality are reliant on the skill with which closure is implemented. The art students who produced these comics are of a generation for whom popular culture is the dominant culture, and they create for an audience of peers. Their cultural milieu is more visual than verbal, and often more media oriented than that of their teachers. They must integrate a fine art training and understanding into the preset rules of a commercial medium. Confronted with the problem of a separation of languages, they evolve a new dialect. Through comparative and critical analyses I will show how this dialect differs from the language of conventional comics, attempting in particular to explain how the mechanics of the cornie medium can limit or expand its communicative potential.

ENGLISH ABSTRACT: Differences between the therapist and the client such as differing genders, social classes, races, cultures and languages, inevitably influence the therapeutic situation. This research assignment reviews the literature available concerning multicultural counselling. the variables which therapists contend with in a multicultural therapeutic situation and the state of multicultural therapy in South Africa. The main body of this assignment focuses on the training experiences. as well as the countertransfcrential experiences. of therapists from a minority group with specific attention given to South African Chinese therapists. Also included are helpful ways of addressing the potential difficulties that arise in a therapeutic relationship where the culture or race of the therapist and client differ. In closing, this assignment asks what gaps exist in the literature with regard to South African Chinese therapists and what further research would be required to fill these gaps.

The definition of genocide encompasses not only the killing of a protected group as is so often erroneously believed, but also inter alia the causing of serious bodily and mental harm to a group and deliberately inflicting conditions of life on a group calculated to bring about its destruction in whole or in part. Eight stages have been identified through which conventional genocide goes. There is a closed list of four groups named in the Genocide Convention in respect of which genocide can be perpetrated. Problems have been experienced with the classification and the determination whether a group should qualify or not. In answer to this problem, the definition of the groups should be seen cohesively and attempts should preferably not be made to compartmentalise any group suspected of being targeted for genocide. The special intent required for genocide sets it apart from other crimes against humanity. The intention that needs to be proven is the desire to exterminate a group as such in whole or in part. The mention of “in part” opens the door for genocide to be perpetrated against a small sub-group which conforms to the definition of a group. The white Afrikaner farmer forms part of the larger white Afrikaner group residing in South Africa. Incitement to genocide is an inchoate crime and is regarded as a lesser crime reflected in lower sentences being passed for incitement than for genocide itself. The requirements are that the incitement must be direct and public. The required intention to incite must also be proven for a conviction to follow. The farmer who laid the complaint with the International Criminal Court, did so in the hope that the Prosecutor would utilise his or her proprio motu powers to instigate an investigation in South Africa regarding white Afrikaner farmers. The complaint and petition as well as the statistics used by the farmer paint the picture of incitement to genocide and possible genocide. The allegations are not specific and will have to be proven in a court of law for any such finding to follow.

The investigation was undertaken to establish, in the first place, whether it is correct to assume that university library managers in South Africa do understand the main tenets of marketing. Secondly, the investigation was undertaken to determine whether these librarians actually do implement some or all of the principles of marketing in the management of their libraries. The study was carried out in two parts: a literature survey and an empirical investigation. The investigation was confined to university libraries in South Africa. The literature survey of the relevant marketing literature had a twofold purpose. In the first place, the marketing of libraries could only be properly appreciated within the context of understanding what is meant by marketing. Secondly, it was an underlying assumption of the investigation that in order to determine whether the management of South African university libraries did understand and apply the principles of marketing, the questions posed to them in the survey would of necessity have to reflect the principles, concepts, terminology and techniques of marketing, as established in the literature survey. The survey of marketing literature therefore endeavoured to establish clearly the main tenets of marketing and the techniques of marketing planning, the broadened marketing concept which has extended marketing to non-profit organizations, and, the significance of the interactive relationship of services marketing. A survey of the relevant literature of librarianship was undertaken to gain an insight into how marketing was perceived by the Anglo-American library world. It was against this broader background of the literature of librarianship that the South African experience was considered. As part of the empirical investigation a questionnaire was constructed and mailed to the respondents in order to determine whether the principles of marketing are understood and implemented by university libraries in South Africa. The analysis of the data obtained from the questionnaire indicated that the management of South African university libraries have a general understanding of the principles of marketing, although at present only a small minority have an in-depth knowledge of it. From the analysis of the data it is also apparent that South African university library managers to a greater or lesser extent do carry out some of the main activities of marketing, although, for the present, they do not necessarily consider that they are implementing formal marketing planning in their libraries. Only a small minority of university libraries are actually engaged in some formal marketing activities.

The continued growth of the South African tourist industry was assumed and projections up to year 2020 were made to establish the corresponding growth in employment opportunities in the hotel industry. Overseas tourism is sensitive to and dependent on many factors. These were identified and the performance over the past two decades for bona fide overseas visitors, excluding mere border crossings, were extrapolated, accepting that oscillations about the suggested trend line will become greater in the future. In order to predict the growth of domestic tourism, cognisance had to be taken of the demographic development of the various population groups. The distribution of wealth among the various groups was estimated in the short, medium and long terms. On it depends the choice of accommodation when going on holiday. An evaluation was made of the employment pattern in the South African hotel industry. Published data from the Central Statistical Services and the Bureau of Financial Analysis (BFA) of the University of Pretoria were used. The 1982 Manpower Survey of the BFA proved particularly useful in establishing the present distribution of skilled staff in the industry by hotel grading and by geographical area. Performance ratios were calculated relative to capital invested and to revenue earned. The lowest staff to room ratios were used as criterion for optimal and most efficient usage of staff. The model thus developed with the aid of the Hewlett Packard STATP computer program, was based on actual present performance of a certain category of hotels. Unlike other approaches reported in the literature, a clear distinction was here made between skilled and unskilled labour. This distinction is considered to be of prime importance to any developing country where a shortage of skilled staff generally prevails, in contrast to a vast supply of untrained labour.

AbstractIn the conclusive chapter we underline that—in line with UN Agenda 2030—many research funding bodies now require researchers to explicitly address the United Nations Sustainable Development Goals (SDGs) in their research design. Consultations with scientists and practitioners in Phuthaditjhaba during research for this book highlighted that the SDGs still do not currently have a prominent role in the scientific research in the region. Nevertheless, throughout this collective volume they have provided authors with an important reference point which helps frame local research in a global agenda. Mountain communities are often especially challenged by increased exposure and vulnerability to global change including climate change, and there is a need for on-going research to highlight local adaptation and mitigation strategies. These communities need to be recognised as partners in research, policy and decision-making processes. While the UN SDGs can be used as a roadmap towards a more sustainable future, this depends on their application by scientists, practitioners and policymakers at local level. The ongoing European-South African research partnership which produced this publication will continue providing a space for co-learning on data collection and analysis methods, within the theoretical framework jointly defined. Only with close collaboration between scientists from multiple disciplines, policymakers and civil society will a sustainable future for this African mountain city be possible.

This chapter introduces the topic of the book, which is how constitutional courts invoke historical evil as a reference and an aid in constitutional interpretation. The chapter sets forth the two principal modes by which courts do so: the redemptive mode, which treats the evil past as an aversive reference point against which the new constitutional order must aggressively define itself; and the parenthetical mode, which treats the evil past as an aberration from an otherwise noble tradition. It also discusses variations on these modes, as well as hybrid mergers of them. The chapter indicates how American mnemonic jurisprudence has tilted toward the parenthetical mode, South African toward the redemptive, and German toward a hybrid. The chapter also highlights the relationship of constitutional memory to topics such as constitutional identity, constitutional faith, and transitional justice.

At the World Economic Forum in Davos, Switzerland, in 2016, the concept of the 4th Industrial revolution (4IR) was coined by Klaus Schwab, Founder and Executive Chairman of the World Economic Forum, with the reference that it would be building on «the Third, the digital revolution» and would be «characterized by a fusion of technologies that is blurring the lines between the physical, digital, and biological». Thus, the ‘smart’ technologies will spearhead the revolution. We acknowledge that the 4IR will impact on everything, everywhere, including research and libraries. In this paper we conceptualize 4IR, and compare current academic/university library services/trends in South Africa with 4IR requirements through the analysis of 26 public university library websites. The findings show that the libraries are responding well to the revolution through their services, with remarkable of innovation and creativity on display. The study expects library services to be responsive, resourced and accessible anytime and anywhere, and provides a framework for further research and exploration in the region and perhaps elsewhere.

Architectural education, in the past had a grounding in a strict apprentice or pupillage method of training architects. The apprentice was someone who worked or trained under a master that transferred skill through a “hands on” approach. Architecture was regarded as one of the arts and there was no formal training to qualify one as an architect. It was through the acclaimed Vitruvius that the architectural profession was born. Vitruvius had published “Ten Books on Architecture” that led to an attempt to summarize professional knowledge of architecture and in doing so became the first recognizable architect. The architectural profession spread throughout Europe in the mid-16th century and the builder and architect became two distinct characters. Although architecture had become a profession, it wasn’t up until the late 17th century that architecture became an academic pursuit through an institutionalized educational system known as École des Beaux Arts, however the pursuit of a strict academic scholar was not the focus. At the beginning of the 1800’s, The University of Berlin in Germany forged the fundamental research and scholarly pursuit. Architecture, like the professions of medicine, law etc. became a system of academic pursuit where professors concentrated deeply on academics first and professional work second. It is through the lens of history we can decipher how architecture became an academic discipline almost de-voiding it of its vocational nature. In its current standing, various universities place a high emphasis on research output from their academic staff. Presently, architecture schools in South Africa recruit lecturers on their academic profiles, rather than their vocational experience. The approach of which has devalued the input of industry into education. It has been noted that there has been an increase in an academic pursuit rather than a professional one for the lecturers that teach architecture. This research explores the views of academics on architectural education, teaching methods and the importance of practice at South African universities. The authors of this research provide an auto-ethnographic insight into their invaluable experience of being academics at two large Universities in South Africa and concurrently run successful practices. The research makes use of a mixed method approach of secondary data from literature and semi-structured interviews posed to academics. Initial findings reveal that academics are pushing the industry to play a part in the education of architects; however, the extent must be determined. If industry plays a role in the education of architects, what factors are considered and how does this inter-twine with the academic nature of training? What strategies are academics employing to make sure students are vocationally well trained and academically capable? Another important question to ask is what qualities make an academic architect in the 21st century?

ose Manuel Pedreirinho was born and educated in Lisbon, and has operated his own practice there since 1984. In addition to teaching the history of modern architecture and the theory of architecture at the universities of Lisbon, Coimbra, and Porto, Prof: Pedreirinho is also completing a PhD at the University of Bath (UK). The author of several articles and two books on Portuguese architecture and the teaching process, Prof: Pedreirinho is currently preparing a guide on the architecture of Porto. Michel Toussaint is an architect and educator in Lisbon, where he teaches the theory of architecture at the Universidade Tecnica de Lisboa and the Universidade Lusiada. Prof: Toussaint has published several essays, articles, and books on architectural topics, and has practiced in Portugal, Angola, and Macau. Pancho Guedes is an architect currently working in Lisbon ajler an extensive career in Mozambique and South Africa. A graduate of the University of Witwatersrand (South Africa), Prof: Guedes’ work is noted for it sculptural and expressionistic quality, influenced heavily by African art and the work of Gaudi. In addition to his academic career in Lisbon, Prof: Guedes has also taught at the Architectural Association in London. Aim/Purpose: In many public and academic libraries, ebooks are being pushed on users mainly due to budgetary and space needs even though readers are still showing a strong preference for print books. Background: Many librarians are focusing on how to get readers to use ebooks when they really should be considering how ebooks fit into learning, whether formal or self-learning, and the preferences that readers show for one format over the other. Library collections since the 1960s have generally focused on a strategy of “give them what they want,” but in the case of ebooks, there seems to be a trend of trying to force ebooks on users. Methodology: A survey was given to undergraduate and graduate students at the University of South Florida. Contribution: Our research findings fit with current data that shows a decline in popularity of ebooks and a continued popularity of print books. We would like to convince members of the academy to think about this issue and question the ebooks plans that libraries have on their campuses. Findings: Both undergraduates and graduates strongly preferred print over electronic in the case of textbooks and books for leisure reading. Only journal articles were preferred in electronic form, but from the comments it was evident that articles were printed out and the student used the print copy for studying and research purposes. Reference books were split 50/50 in preference for electronic versus print. Recommendations for Practitioners: Librarians and teachers cannot assume that just because students use their smart-phones that they prefer ebooks. Recommendation for Researchers: More research is needed on this subject before libraries become too dependent on purchasing large ebook packages from vendors rather than the selection of print books. Future Research: Now that this paper has advanced our understanding of user preferences for books versus ebooks, we wish to expand our research to faculty and widen the geographical areas covered.

Several studies echo the role of participation and interaction in learning activities as crucial to valorise all students equally. Inclusive pedagogy should recognize the disputed nature of inclusive education and the subsequent unpredictability in teaching practices as a means of identifying students requiring additional learning support particularly amid the COVID-19 pandemic. Such variability raises significant questions about the nature and value of educational provision, around the globe, but particularly in the South African multicultural higher learning context. Having applied a transformative learning methodology this paper explores the influence of inclusive learning pedagogies in shaping preservice teachers’ repertoires in multicultural higher learning contexts. The findings suggest that transformative learning promotes specific practices such as trusting relationships within the learning context and an appreciation for diversity and inclusivity, opportunities for critical reflection, shared and collective learning, and transformative leadership development. Ultimately, when circumstances permit, transformative preservice teachers move toward a frame of reference that is more self-reflective, integrative and inclusive of experience. In conclusion we suggest that stakeholders in higher education contexts consider creating institutional spaces for preservice teachers to change their frame of reference in approaching their own teaching and learning repertoires in transformative and inclusive ways.
