The development of the Institute of public service is connected, fi rst of all, with the improvement of its personnel policy, the fi ght against corruption, the introduction of ethical standards and technologies for managing the career of employees. These problems are the most signifi cant limitations of socio-economic and political development of the state and their solution should pay considerable attention to the socio-psychological well-being and climate of the employees of public authorities in order to minimize the negative eff ects of psychological support for their professional activities. In order to determine the specifi cs of the formation of socio-psychological climate in public authorities, whose employees should be focused on solving signifi cant problems of state construction, the authors conducted a study in the Federal service for fi nancial monitoring of the Russian Federation. By applying the test “Pulsar”, the test of the “Integral job satisfaction”, by A.V. Batashevy, the observation method and personal interview by the authors has been partially refuted the hypothesis that the rigid formalization of the activities of public servants, including the regimentation of action, the pressure of the authorities, routine and emphasis on discipline and high level of personal responsibility, is a dominant factor disturbing the socio-psychological climate in state government. The study revealed that socio-psychological climate in the team of a public authority can be described as favorable and unstable. A team of employees — quite a mature group, able to perform a production job, despite the rather widespread phenomenon: “staff turnover”. According to the results of the tests, the authors characterize a modern civil servant as an effective, purposeful, energetic, constantly increasing his level of knowledge, interested in effective work, which is contrary to the image of a public servant who is tired in society.

The socio-psychological climate of the collective is a sociocultural phenomenon. It is an object of study in a number of sciences and fields of knowledge. The relevance of its study is due to its high practical significance. First of all, we are talking about the influence of the socio-psychological climate on the effectiveness of the team and the organization as a whole. Nevertheless, it is possible to single out not only the applied aspect of the study, but also the theoretical aspect. This means the need to increase theoretical knowledge in the field of collectives as microsystems. The author notes that the socio-psychological climate of the team is an interdisciplinary object of study, but most definitions of the concept are psychological in color. The article presents a methodological analysis of the concept, from a sociological point of view. In sociology, the socio-psychological climate is studied in different theoretical paradigms, namely: in the framework of systemic, communicative and interpretative approaches, theories of exchange and conflict; theories of subcultures. In addition, the socio-psychological climate as an object of study of sociology is at the intersection of various sectoral sociology (sociology of the "middle level"). So, the socio-psychological climate of the team is studied by the sociology of small groups, the sociology of labor and professions, the sociology of organizations, the sociology of personality, the sociology of conflict, network sociology. Based on theoretical analysis the author has identified a number of concepts that limit the field of sociological research of the socio-psychological climate of the team: the quality of relations, solidarity, trust, tight social ties, job satisfaction, the "rules of the game", value unity, and others. It is concluded that the object of sociological study, in the end, is the quality of social relations in the collective and is a sociocultural phenomenon that functions in the communicative space of the collective.

The effectiveness of managerial activity of the heads of the internal affairs bodies is aimed at the formation of a favorable social and psychological climate in the service team. Favorable climate in the team is ensured by taking into account the socio-psychological factors that determine the style of management activity, the level of conflict in the team, degree of socio-psychological compatibility and teamwork. The implementation of the basic functions of management depends on the style of management and personal qualities of the leader himself. At present, the concept of conflict in the normative and legal acts of the Ministry of Internal Affairs of Russia is not reflected, there is only the concept of a conflict of interests, which is legally fixed. Personal responsibility for maintaining the official discipline, the formation of a favorable social and psychological climate in the service team is entrusted to the head (chief). In the prevention of socio-psychological conflicts, the most important role belongs to the leader, his ability to distribute responsibilities psychologically, rightly assess the achieved results, act as an intermediary in the settlement of emerging conflicts, disputes and contradictions.

This article presents a new look at the problem of studying socio-psychological factors that affect conflict in an educational organization. It is shown that conflicts in relations between people, both in the personal and professional sphere, leave an imprint on the mental state of the individual in general and the psychological climate in the team in particular, which is reflected, first of all, on the quality, productivity, efficiency and effectiveness of the professional organization as a whole. It is shown that the conflict in the organization is determined by the conscious behavior of one of the parties, which comes into conflict or opposition with the interests of the other party. A significant role in such difficult socio-psychological conditions is assigned to the head, who is directly included in this professional community. It is found that the manager, being in the center of any incident, should be able to solve the problem and transfer it from the category of destructive to the level of the problem.

The problem of studying the influence of the leader’s personality on the social and psychological climate remains relevant because of the psychologization of socioeconomic systems and their dependence on internal processes and personal attitudes. The formation of systematic knowledge on the issue of personal influence is primarily related to qualitative changes in the personnel management strategy of the Russian Federation. The changes are caused by reorganization measures, the need to improve the forms and methods of personnel management (of trade and logistics enterprises). The subject of scientific research interest became the identification of the connection of certain personal qualities of the manager, which are a reflection of professional competencies, the employees’ attitude and their perception of working conditions during the period of the company’s reorganization. The study involves eleven groups of employees, who work for the trade and logistics company of Yekaterinburg, which happened to go through the process of reorganization. The total number of respondents is 98 people. Each team has its own structural manager with at least 5 years of experience. It was found out that the groups of employees with favorable psychological climate and collegial management style are satisfied with their choice of profession, their working conditions, the evaluation of their effectiveness and the system of motivation, the relationship between colleagues. They also demonstrate confidence in their leaders and respect to their management style. The groups of employees with an unfavorable climate tend to demonstrate mistrust in and rejection of newcomers, acceptance of the opinion of their authoritarian leaders. Among the personal traits having negative influence on the socio-psychological climate are rudeness, unscrupulousness in work, indecisiveness, meticulous exactingness and faultfinding. The leaders are recommended to participate in coaching sessions for managers. Each group of workers is offered trainings with the aim to improve the team spirit.

This paper analyzes the representations of the major educational process participants (students, teachers and representatives of the school administration) concerning the various elements of the socio-psychological situation in the educational institution. We assumed that the substantive characteristics of socio-psychological situation are reflected in the representations of the major participants of the educational process, which can help to define the degree of homogeneity of representations in students and teachers, as well as the uniqueness of socio-psychological situation in an educational institution. We describe the progress and the results of research conducted in Moscow on the basis of state educational institutions of various profiles (gymnasium with intensive study of English secondary school with ethno-cultural component), which was attended by 308 people, 235 of whom were students, and 73 were teachers and representatives of the school administration. We reveal the features of representation of different participants of the educational process about such elements of socio-psychological situation as leadership style, the type of organizational culture and the parameters of social and psychological climate in the educational institution. We describe significant differences in the expression of the elements of social and psychological situation in educational institutions of various types.

In recent years, climate change in Iran has led to frequent droughts and reduction of available water resources. Iranian farmers are extremely vulnerable to unexpected drought. Despite the undesirable impacts of climate change on their vulnerability, farmers have not sufficiently used adaptive strategies; accordingly, we investigated factors affecting farmers’ choice of adaptive strategies to lessen the consequences of climate change in Iran. We propose a framework that covers household, farm, socio-economic, social-capital, and psychological characteristics. Farmers (n = 366) in Fars province, Iran, were selected using a multistage, stratified random sampling method, and data were collected through questionnaires during 2018-2019. Considering the adaptive strategies of changing crop varieties, crop patterns, and irrigation technologies, a multinomial logit model was used. The results showed that off-farm income and access to credit had a significant positive effect on adopting costly and efficient strategies, including changing crop varieties and irrigation technologies. Moreover, our results indicated that when farmers actively participate in social groups, their beliefs and risk perception of climate change become stronger, providing greater incentives to employ adaptive strategies. This study revealed the effective role of social-capital and psychological characteristics in the adaptive behavior of farmers in Iran.

This article reveals the relevance of researching the problem of the security of a social organization, as well as examines the essence of the socio-psychological approach to understanding its security. In this article, we focus on two demonstrations against climate change that took place in Portugal on the 12th of November 2016 and the 29th of April 2017. Two separate studies were conducted on the same protests. In Study 1, we conducted a quantitative study (N = 259), to examine the role of socio-demographics and socio-psychological predictors in predicting the actual protest. Participants were demonstrators (N = 158), as well as non-demonstrators (N = 101). Results indicated that moral motivation and identification as an environmentalist were the key variables in explaining actual protest. In Study 2, we conducted a framing analysis of the written manifestos (N = 2), to identify the core framing tasks which were used to inspire and legitimize the protests. The framing analysis suggests that the problems and paths for action were described by appealing to the interlinkage between the global and local dimensions of climate change, and that arguments of severity and urgency of the problem were the most salient. The implications of this research are discussed in relation to possible pathways for a more comprehensive understanding of the reasons why people engage in collective action in climate change related issues, and how these motives may relate to how social movements mobilize people for action.

Relevance. Professional reliability is a complex multidimensional construct that is used to predict the professional success of specialists working in extreme conditions. Such forecasting is possible in large-scale studies using complex mul- ti-stage modeling, but the forecast will be abstract, not applicable to individual cases. An alternative is to predict certain aspects of success. At the same time, the components of “personal reliability” have the greatest predictive value, since with the development of civilization and changes in the “man-machine” relationship, the internal content of professional reliability shifted from a predominantly functional component to motivational, moral and socio-psychological, including the phenomenon of self-regulation. The purpose of the research is to study the components of personal reliability as possible predictors of certain aspects of professional success of rescuers. Sample: 31 specialists (men), rescuers of one of the Subdivision Ministry of Emergency Situations AQUASPASS, aged 24 to 45 years. Research methods: expert assessment of professional success; self-assessment of the level of professionalism; case method; test questionnaire A.V. Zverkova and E.V. Eydman “Research of volitional self-regulation”; “11 personality factors”; test “Motivational Profile” by Ritchie S., Martin P.; Rosenzweig frustration test; “Express methodology” for studying the social and psychological climate in a team (OS Mikhalyuk and A.Yu. Shalyto); diagnostics of the attractiveness of labor (V.M. Snetkov). Conclusions (briefly): a) it is possible to use the indicator of success in a training situation as a predictor of professional success; b) the influence of each of the components of personal reliability on different aspects of professional success is differentiated, therefore, forecasting is more optimal also in differentiated options; c) the effectiveness of socio-psychological interaction makes an important contribution to professional success, and the components of the socio-psychological climate play different roles in this.
