Traffic guidance compliance behavior is influenced by many factors. The present study investigates the effect of Variable Message Sign (VMS) location on guidance compliance behaviors of drivers. Based on the State, Operator, and Result (SOAR) cognitive architecture, a SOAR agent framework of drivers’ traffic guidance compliance behavior is developed. The formation mechanism and the changes in the law of traffic guidance compliance behaviors of drivers, as well as the key factors of VMS location that affect drivers’ compliance behaviors are studied. These factors include the visual perception of drivers, memory representation, decision cycle, and learning mechanisms. Finally, traffic guidance compliance behavior based on the SOAR cognitive architecture is simulated multiple times to verify the effectiveness of different VMS locations. The simulation results show that setting the VMS a bit further away from the downstream intersection achieves better guidance effect.

Genome editing and the technologies that enable it have sparked public discussions as investments in research and development continue to soar. Available gene editing modalities are enabling far-reaching applications beyond heritable genome modifications, ranging from novel therapeutics and cancer immunotherapies to engineered crops and livestock. However, many challenges, both practical and ethical, still exist before genome editing technologies can be implemented. Existing legal frameworks, both national and international, are racing to keep pace with the development of gene editing technologies. Updating regulations on gene editing can help provide a framework under which scientists and the public operate. Shaping and implementing proper regulations will require engagement from all impacted stakeholders. Here, we present a comprehensive review of the current scientific and regulatory landscape of this field of gene editing in order to stimulate necessary conversations regarding future regulations in the broader community

Engaging and gauging (engauging) first-generation, under-represented minority undergraduate general biology students through processes of inquiry, critical thinking, and affective learning is vital as they develop their scientific identity. An important challenge is how we can establish communities of practice and instill in our first-generation students self-awareness and reflection as they apply, analyze, and evaluate data on biological principles. In my article, I describe an innovative weekly assignment for my first generation Hispanic and Native Indigenous students called Quizfolio: quiz and mini-portfolios on biological principles and themes outlined in Vision and Change. Within a SOAR framework that will be introduced in my article, quizfolios provide an active learning space for students to integrate inclusive student-centered, in-class discussions and longitudinal lab inquiries in a first-year undergraduate biology course through metacognition and reflection-in-action. This transformative, culturally responsive mentoring approach encourages first-generation undergraduates to bring self-awareness to unclear or confusing topics that are clarified at the start of class or lab settings, and provides future framework for long-term retention of biological concepts.

Generation Y (Gen Y) travel spending is set to soar and has enormous implications for hospitality firms’ economic sustainability. However, previous studies have failed to examine the hierarchical interrelationship between e-loyalty attributes in the presence of a hierarchical structure and linguistic preferences. Consequently, the purpose of this paper is to identify a list of e-loyalty attributes and to examine each attribute’s importance to Gen Y consumers’ e-loyalty intentions in the context of tourism. Drawing on an ad hoc survey of 230 graduate students in Taiwan, the study employs exploratory factor analysis to analyze the method’s validity and reliability. Furthermore, 30 Gen Y consumers are invited to evaluate the identified measures using fuzzy linguistic scales. The fuzzy set theory is then employed to translate the qualitative responses into crisp values. The decision-making trial evaluation laboratory is used to understand the interrelationships between the e-loyalty attributes. The empirical findings reveal that trust, utilitarian features, and hedonic features all play essential roles in Gen Y tourists’ e-loyalty. In addition, perceived enjoyment, website competency, emotional connection, candid and authentic site information, and delightful experiences are crucial factors in the formation of customer e-loyalty. Both theoretical and managerial implications are discussed.

Diagrammatic reasoning (DR) is pervasive in human problem solving as a powerful adjunct to symbolic reasoning based on language-like representations. The research reported in this paper is a contribution to building a general purpose DR system as an extension to a SOAR-like problem solving architecture. The work is in a framework in which DR is modeled as a process where subtasks are solved, as appropriate, either by inference from symbolic representations or by interaction with a diagram, i.e., perceiving specified information from a diagram or modifying/creating objects in a diagram in specified ways according to problem solving needs. The perceptions and actions in most DR systems built so far are hand-coded for the specific application, even when the rest of the system is built using the general architecture. The absence of a general framework for executing perceptions/actions poses as a major hindrance to using them opportunistically -- the essence of open-ended search in problem solving. Our goal is to develop a framework for executing a wide variety of specified perceptions and actions across tasks/domains without human intervention. We observe that the domain/task-specific visual perceptions/actions can be transformed into domain/task-independent spatial problems. We specify a spatial problem as a quantified constraint satisfaction problem in the real domain using an open-ended vocabulary of properties, relations and actions involving three kinds of diagrammatic objects -- points, curves, regions. Solving a spatial problem from this specification requires computing the equivalent simplified quantifier-free expression, the complexity of which is inherently doubly exponential. We represent objects as configuration of simple elements to facilitate decomposition of complex problems into simpler and similar subproblems. We show that, if the symbolic solution to a subproblem can be expressed concisely, quantifiers can be eliminated from spatial problems in low-order polynomial time using similar previously solved subproblems. This requires determining the similarity of two problems, the existence of a mapping between them computable in polynomial time, and designing a memory for storing previously solved problems so as to facilitate search. The efficacy of the idea is shown by time complexity analysis. We demonstrate the proposed approach by executing perceptions and actions involved in DR tasks in two army applications.

The aim of the study is to identify and investigate ownership trends in exploration and use of subterranean depths of Latvia, by examining aspects of legal status of subterranean depths. The following methods were used as part of the study: (1) analytical method used for gaining and analysing the amount of information obtained, as well as for structuring research work; (2) comparative method for analysis and comparison of legal frameworks between European continent countries for the use of subterranean depths in regulatory enactments; (3) empirical method based on facts obtained objectively and systematically through collection of information. The main results of the study include: 1. Today, when society’s demand for energy is growing rapidly to ensure the well-being of society, and technology is evolving more rapidly so that energy resources can be used in an increasingly economic way, it is important to be able to separate the public’s common interest and private interest in energy resources located in the subterranean depths. 2. In the 21st century Latvia, legal framework for the ownership of subterranean depths has not carried out the introduction of a legal framework corresponding to the needs of modern society and technological capabilities to be able to perform systematically both the search and exploration of new mineral resources and other resources of subterranean depths and the establishment of a national strategy for the exploitation of subterranean depths.

PurposeIn responding to the Coronavirus (COVID-19) pandemic, drastic public health measures such as social distancing and lockdowns have been implemented across the globe to slow the spread of the virus. In the USA, the public's reaction to social distancing has been mixed, evident in a high number of people flocking to beaches, bars and shops as coronavirus cases soar. Public health officials have issued strong warnings about the danger people face but the problem persists. To fill this gap, informed by the theory of planned behavior (TPB), this research explores why many people refuse to practice social distancing.Design/methodology/approachTwo studies were conducted during the ongoing COVID-19 pandemic. In the first study, a sample of 750 respondents was recruited from a US online consumer panel to complete a structured survey questionnaire. The data were analyzed using confirmatory factor analysis and structural equation modeling. In the second study, an open-ended questionnaire was administered to 50 US online participants to further uncover people's in-depth perceptions and perspectives toward the pandemic and social distancing. Thematic analysis was used to analyze the data.FindingsThe results from the first study show that risk-taking attitude, authoritarianism and subjective norm are significant predictors of social distancing intention and behavior, through perceived severity of COVID-19. Four themes emerged from the second study, which are consistent with the proposed conceptual framework in the first study.Originality/valueTheoretically, the authors’ findings first contribute to the emerging marketing literature that focuses on creating sustained positive changes and improving the well-being of consumers, communities and societies. Secondly, their findings corroborate with previous findings documented in the social influence literature by showing that during the times of uncertainty and confusion such as COVID-19, social norms (not forced by laws and regulations) play the most critical role in influencing a voluntary, socially beneficial behavior (such as social distancing). Third, this study extends the application of the TPB into the realm of social distancing behavior. The three main components of the TPB, namely attitude, behavioral control and subjective norm, are shown to predict social distancing behavior. Practically, the results of this research have important implications for public health policies on how to encourage positive public health behavior amid pandemics such as COVID-19.

The objective of the article is to analyse problems of legal frameworks of a child’s rights to know its origin in case of adoption, baby boxes and medically assisted fecundation, as well as to put forth amendments in the legislation if discrepancy is ascertained between international commitments of a state and regulation in the national legislation of a child’s rights to know its origin. Implementation of a child’s right to know its origin is analysed, examining the attitude of subjects of international public law – the United Nations and the Council of Europe in supervision of children’s legal interests; performing research of regulatory enactments, recommendations and directions, judgements of courts and comparing legal framework of a child’s rights to know its origin in the Republic of Latvia.

The article analyses the legal framework of emergency state in three countries – Latvia, France and Belgium. The aim of the study is to identify problems thus to improve the national legal framework. Given that the concept of emergency state has gained its relevance in 2020 with the spread of the Covid-19 disease, it has been found that the Emergency State Institute and its legal framework is an important part of every country’s national legal system, as it is a mechanism that helps to strengthen national security in case of external and internal dangers. Analysis of the legal framework of emergency state in Latvia in the context of the selected legal framework of two other countries is an effective way to assess whether the national legal framework requires improvements. In the research such methods were used as cognition, monographic, historical, comparative and analytical method, as well as interpretation of legal provisions recognized in scientific law, which contributed to understanding of the scope of legal norms in national constitutions and other related legislation in the context of the topic. In the result of the study differences in national basic laws and special laws were mainly identified, including the aspect of restriction of human rights, thus contributing to reflection and drawing conclusions on the necessary changes to the national framework. Research also outlines functioning and competence of municipality work in an emergency state.

Solar photovoltaic (PV) energy technology can play a key role in decreasing the amount of carbon emissions associated with electrical energy production, while also providing an economically justifiable alternative to fossil fuel production. Solar energy technology is also extremely flexible in terms of the size and siting of technological development. Large scale PV farms, however, require access to large tracts of land, which can create community-scale conflict over siting solar energy development projects. While previous scholarship offers frameworks for understanding the mechanisms at play in socio-technological system transitions, including the renewable energy transition, those frameworks fail to center community priorities, values, and concerns, and therefore often do not provide an effective means of addressing community conflict over solar siting. This paper provides a conceptual exploration of how a proposed framework can guide decision making for solar development across multiple scales and settings, while also illuminating the potential barriers and bottlenecks that may limit the potential of solar energy development to occur in scales and forms that receive community acceptance and at the pace necessary to address the greenhouse gas emissions currently contributing to the rapidly changing global climate.

Nowadays, one of the key issues is the problem of interaction between the state and non-state actors in the context of constitutional economics. The 2020 Coronacrisis has not only revealed the need for a more in-depth analysis of the whole spectrum of this problem – conflict and overlap of interests, competition and partnership of the parties – but also raised the importance of the scientific debate to a new level. The purpose of this article is to study the importance of how enterprises can influence a government’s economic policy, including the limits of state interference in the implementation of its current activities in the light of the fundamental constitutional and legal provisions. The role of entrepreneurship and the influence that non-state economic actors exert on the economic policy of the state is increasing in contemporary conditions. The creation of a mutually beneficial format of interaction between the state and business, which is necessary to maintain the competitiveness of both, necessitates a rethinking of the basic constitutional principles upon which the economic model of the state is based. Under such circumstances, constitutional economics acts not only as a scientific study of existing models, but also assumes the important mission of implementing the objectively formed request to review the basic constitutional economic principles, which were established almost 100 years ago and do not always correspond to the current reality and challenges.

Rationale for the analysis is connected with the fact that over the last years there have not been made any significant improvements in the legal framework for the claim and that shrinks the efficiency of this legal institution. The article has depicted the legal framework for the enforcement of the claim and its enforcement problems.

Purpose The purpose of this paper is to present the development of an optimal design framework for high altitude long endurance solar unmanned aerial vehicle. The proposed solar aircraft design framework provides a simple method to design solar aircraft for users of all levels of experience. Design/methodology/approach This design framework consists of algorithms and user interfaces for the design of experiments, optimization and mission analysis that includes aerodynamics, performance, solar energy, weight and flight distances. Findings The proposed sizing method produces the optimal solar aircraft that yields the minimum weight and satisfies the constraints such as the power balance, the night time energy balance and the lift coefficient limit. Research limitations/implications The design conditions for the sizing process are given in terms of mission altitudes, flight dates, flight latitudes/longitudes and design factors for the aircraft configuration. Practical implications The framework environment is light and easily accessible as it is implemented using open programs without the use of any expensive commercial tools or in-house programs. In addition, this study presents a sizing method for solar aircraft as traditional sizing methods fail to reflect their unique features. Social implications Solar aircraft can be used in place of a satellite and introduce many advantages. The solar aircraft is much cheaper than the conventional satellite, which costs approximately $200-300m. It operates at a closer altitude to the ground and allows for a better visual inspection. It also provides greater flexibility of missions and covers a wider range of applications. Originality/value This study presents the implementation of a function that yields optimized flight performance under the given mission conditions, such as climb, cruise and descent for a solar aircraft.

Pessimistic forecasts are growing in the Brazilian energy scenario demanding the use of renewable sources of energy such as the solar one. As metropolitan regions have become more populous, private and public companies have developed new technologies based on renewable energy sources. In order to supply such demand, new computer techniques have to be developed. This paper presents a framework to assist the developer to model new components and simulate solar energy applications. By applying the framework concepts, such as source code reuse, one can create a complete environment to evaluate solar energy data. The framework supports software development and tool implementation to be used in photovoltaic and thermosiphon processes.

Abstract. Semi-volatile and reactive primary organic aerosols are modeled on a global scale using the GISS GCM II' "unified" climate model. We employ the volatility basis set framework to simulate emissions, chemical reactions and phase partitioning of primary and secondary organic aerosol (POA and SOA). The model also incorporates the emissions and reactions of intermediate volatility organic compounds (IVOCs) as a source of organic aerosol (OA), one that has been missing in most prior work. Model predictions are evaluated against a broad set of observational constraints including mass concentrations, degree of oxygenation, volatility and isotopic composition. A traditional model that treats POA as non-volatile and non-reactive is also compared to the same set of observations to highlight the progress made in this effort. The revised model predicts a global dominance of SOA and brings the POA/SOA split into better agreement with ambient measurements. This change is due to traditionally defined POA evaporating and the evaporated vapors oxidizing to form non-traditional SOA. IVOCs (traditionally not included in chemical transport models) oxidize to form condensable products that account for a third of total OA, suggesting that global models have been missing a large source of OA. Predictions of the revised model for the SOA fraction at 17 different locations compared much better to observations than predictions from the traditional model. Model-predicted volatility is compared with thermodenuder data collected at three different different field campaigns: FAME-2008, MILAGRO-2006 and SOAR-2005. The revised model predicts the OA volatility much more closely than the traditional model. When compared against monthly averaged OA mass concentrations measured by the IMPROVE network, predictions of the revised model lie within a factor of two in summer and mostly within a factor of five during winter. A sensitivity analysis indicates that the winter comparison can be improved either by increasing POA emissions or lowering the volatility of those emissions. Model predictions of the isotopic composition of OA are compared against those computed via a radiocarbon isotope analysis of field samples. The contemporary fraction, on average, is slightly under-predicted (20 %) during the summer months but is a factor of two lower during the winter months. We hypothesize that the large wintertime under-prediction of surface OA mass concentrations and the contemporary fraction is due to an under-representation of biofuel (particularly, residential wood burning) emissions in the emissions inventory. Overall, the model evaluation highlights the importance of treating POA as semi-volatile and reactive in order to predict accurately the sources, composition and properties of ambient OA.

The combination of inorganic and organic frameworks to produce crystalline hybrid semiconductors offers a pathway for obtaining novel photovoltaic and optoelectronic materials. Taking an archetypal binary semiconductor, PbS (galena), we investigate the electronic effects of the reduced dimensionality in the PbS framework on transition from bulk PbS to three-dimensional and one-dimensional hybrid inorganic–organic networks. Analysis of density functional theory calculations reveals the substantial contribution of the organic (benzenehexathiol derivates) to the band-edge states. Implications for intrinsic defect formation and potential application in solar cell devices are discussed, as well as future design pathways for engineering the electronic properties of this new class of hybrid metal–organic framework.

Fundamental differences between the optimization strategies for power cycles used in “traditional” and solar-thermal power plants are identified using principles of finite-time thermodynamics. Optimal operating efficiencies for the power cycles in traditional and solar-thermal power plants are derived. In solar-thermal power plants, the added capital cost of a collector field shifts the optimum power cycle operating point to a higher-cycle efficiency when compared to a traditional plant. A model and method for optimizing the thermoeconomic performance of solar-thermal power plants based on the finite-time analysis is presented. The method is demonstrated by optimizing an existing organic Rankine cycle design for use with solar-thermal input. The net investment ratio (capital cost to net power) is improved by 17%, indicating the presence of opportunities for further optimization in some current solar-thermal designs.

Metal-organic frameworks (MOFs) and MOF-derived materials have been used for several applications, such as hydrogen storage and separation, catalysis, and drug delivery, owing to them having a significantly large surface area and open pore structure. In recent years, MOFs have also been applied to thin-film solar cells, and attractive results have been obtained. In perovskite solar cells (PSCs), the MOF materials are used in the form of an additive for electron and hole transport layers, interlayer, and hybrid perovskite/MOF. MOFs have the potential to be used as a material for obtaining PSCs with high efficiency and stability. In this study, we briefly explain the synthesis of MOFs and the performance of organic and dye-sensitized solar cells with MOFs. Furthermore, we provide a detailed overview on the performance of the most recently reported PSCs using MOFs.

Tiks analizēta arī normatīvā regulējuma, kas nosaka Valsts policijas darbinieka profesionālās ētikas pamatprincipus, vēsturiskā attīstība laika posmā no 2005. gada un līdz mūsdienām. On 5 February 2020, in Latvia, has adopted a Code of Ethics for the State police. This Code, on top of everything else, shall define the basic principles of the professional ethics to be observed by the State Police personnel performing their official duties, as well as beyond the place and time of service. The article aims to initiate a debate on potential problems related to the application of the new regulatory framework. The author offers his vision of the development a regulatory framework and how things have changed since 2005.

The responses of the Philippine Coast Guard (PCG), Petron, government line agencies, local government authorities and non-government organizations to the 2006 Solar I oil spill were moderated by their relative positions within overlapping and competing disaster-specific frameworks at the agency (PCG), local and regional levels. The regional Task Force Solar I Oil Spill (RTFSOS), once convened, overshadowed the other frameworks owing largely to national calamity funds channeled through its member line agencies. While the task force design allowed for better job delineation and horizontal coordination between a limited number of stakeholders, the framework nevertheless marginalized the PCG, local government authorities and NGOs while endowing Petron a legitimate basis for its involvement in response operations. The absence of a widely-accepted protocol for ameliorating the spill’s environmental and human health impact created tension between line government agencies and academic/research communities. Unlike other disasters, the prospect of financial largesse from the International Oil Pollution Compensation Fund, either as reimbursements for response activities and compensation for livelihood losses, animated stakeholder and local reactions.

Metal organic frameworks (MOFs) are one of those compounds which have drawn attention in various applications due to their several interesting properties like tunable shape, size, pore size, easy functionalization, high surface area, pore volume, etc. Metal organic frameworks due to their uniform structures, tunable porosity, wide variety and stability on various topology, geometry, dimension and chemical functions of the molecular network give a remarkable structural diversity in comparison to other porous materials. This enables scientists to handle numerous framework structures, porosity and functionality effectively. The unique structural architecture and tunable properties of MOF’s makes them an interesting hybrid material consisting of organic and inorganic materials. MOF can be randomly constructed like Lego bricks and superior in terms of versatility in comparisson to other porous materials. A number of MOFs containing a wide variety of metal e.g. zinc, copper, iron, aluminium, magnesium, chromium, zirconium, gadolinium, manganese are gaining rapid growth in commercial markets for gas storage, adsorption, separation and catalytic applications. This concise review emphasizes various synthetic methods e.g. solvothermal process, hydrothermal synthesis, electrochemical synthesis, microwave synthesis, sonochemical synthesis, mechanochemical synthesis, of metal organic framework developed in the last few decades. It also addresses various applications of metal organic framework e.g. hydrogen storage, gas adsorption, drug delivery systems and bioimaging agents, biocatalysts, biosensors, electrochemical sensors, etc. It also comments on various challenges and futuristic applications of metal organic frameworks in various field e.g. liquid wate management, gaseous waste management, sunlight assisted catalysis, water purification, building materials, electronic devices, battery technologies, targeted drug delivery, solar cells, etc. of science and technology in coming decades.
