Small and middle enterprises (SME) are the basic part of the economy in European Unionincluding Poland. Typical feature of them are: high level of flexibility in adaptation to the chan-ges in business environment, strong motivation of entrepreneurs because of the relation betweenprofitability of an enterprise and income of its owner, high efficiency of prospering of SME thatcorresponds to the big financial discipline that dominates in SME sector and low absorptionof capital in the production areas. All these characteristics cause SME sector plays very important role in increasing GrossDomestic Product and added value as well as in increasing the employment. In 2004 the numberof active enterprises of this sector in Poland was estimated to over 1 690 000 which was the99,8% of all enterprises in this country. The number of employees in Polish SME sector in 2005was about 8234,1 that was over 71% of total number of employees working in all the enterprises. Moreover, in 2005 the SME sector generated 47,7% of gross domestic product and 54,2% of ad-ded value. It should be emphasized that importance of micro, middle and small enterprises wasdifferent in particular sectors of economy like: industrial processing, trade, constructions, ho-tels and restaurants, transport etc.Unfortunately, some problems occurred in development of SME sector, for example: thedecreasing number of active enterprises in total number of registered enterprises, low innovativeness of Polish middle and small enterprises, short time of life, high rate of employment in “thegrey zone”. It shows the importance of supporting this sector by national or local governmentunder the auspices of EU which formulated the rules of common politics for SME sector. You canfind these regulations in common European SME Policy and European Competition Policy. It isnecessary to remove all barriers to the SME sector progress by reducing off-pay costs, decre-asing taxes, limiting number of concessions and certificates of approval.

The significance of small and medium enterprises (SME) including the development of micro enterprises has been emphasized more and more often in the national economic policy of many countries. This issue is also topical in the economy of Latvia, especially in the situation when it is necessary to revive and stimulate the economic activity in the country. Taking into account the measures planned by the European Commission and the amendments to the legislation of the Republic of Latvia and the planned measures regarding the support of SME as well as the differentiation of requirements in the field of accounting depending on the scale of activities the authors analyse the questions which are connected with the potential development trends in the accounting of enterprises. The authors study the criteria of SME and micro enterprises in the normative documentation of European Union and the Republic of Latvia, analyse the accounting requirements for SME, especially, for micro enterprises, identify the topical problems and make recommendations concerning the solution.

Growth factors of competitiveness are presented empirically. Conditions of competitiveness are determined by internal factors, dependent on enterprises themselves, and by a wide range of internal factors, dependent on the macroeconomic environment. Analysis of statistics concerning 2004-2011, collected as part of the author's research, leads to the conclusion that enterprises gain competitive advantage by low pricing and high quality of their products. A growing importance of quality as a factor determining enterprise competitiveness can also be noted.

Risk management is a process concerning not only large organizations, but also enterprises belonging to the SME sector. When this process is managed effectively, it is possible to eliminate the greatest and most frequent disturbances and also appropriately respond to the occurring changes and use the available opportunities. The activity of the SME sector and the impact of the risk management process on the competitive position of these enterprises increasingly gain significant importance. Therefore, it is worth considering how to help these enterprises to overcome the difficulties which they encounter. The article presents the results of the research conducted on enterprises from the SME sector and operating in the Silesian Voivodeship, using a research survey. The research concerned the application of risk management in these enterprises and the way of documenting it.

Micro, small and medium-sized enterprises (SME) play a significant role in the economy. According to the European Commission data, the SME sector in 2018 represented 99.8% of all enterprises in Europe, and likewise in Poland, therefore it is vital to have access to information regarding this sector and its economic situation on the lowest possible level of aggregation. The aim of the study described in this paper is to assess as to what degree data collected in public registers in Poland, including the information compiled by the Social Insurance Institution (ZUS) register, can constitute a source of information about the situation and development of the SME sector at the local level. The paper presents the economic situation of the SME sector in Europe, and also a range of information collected in ZUS registers relating to micro enterprises (including the self-employed enterpreneurs), small and medium-sized enterprises. Information concerning the SME sector in Kujawsko-Pomorskie Voivodship as of December 2018 is used in the research. The results confirm that register data enables the assessment of the economic situation of micro, small and medium- sized enterprises at the level of gminas (municipalities, communes), as per the OECD recommendations to broaden knowledge about the condition of the sector at a local level.

Abstract Increasing competitiveness of small and medium enterprises, especially in the situation of growing economic globalization in the member countries of European Union and internationalization of activity of such enterprises, requires overcoming numerous obstacles the enterprises have to face. One of the most substantial of them is deficiency of means for the enterprises’ growth, particularly the means earmarked for innovative activity. This is mainly the consequence of lack of knowledge about how the enterprises could gain financial means from the alternative financing sources. This hinders establishing the optimal configuration of financing for an enterprise. Consequently, the purpose of the paper to improve enterprises’ access to external capital so as to be able to carry out the investments oriented towards strengthening of the enterprises and launching innovative products and services. The main result of research (sample of Polish SME) is preparing of advanced system of financing including alternative forms of financing of SME on each stages of their life cycle, connected with multicriteria forms of their assessment.

It shows how important is the role of small and medium-sized enterprises. The expansion of the SME support system at the program and institutional level becomes very important, which allows to obtain favorable conditions for their functioning and development. As a result, SMEs in the SME sector operate in a complex and dynamic environment with various aid factors. Support factors and their various forms can be a great opportunity for company development. This thesis author believes that state interventionism in Poland is necessary in this sphere of economy, since the consequence of Poland’s accession to the European Union was and still is the “collision” of Polish small enterprises with their competitors from the EU countries. SME-sector enterprises seeking to be more competitive in the domestic and foreign markets should build their competitive advantage on the basis of innovativeness. Analysis and assessment of innovative potential translates into activity (or its absence) in the field of innovation. This is important for determination of business innovativeness and represents a component of business competitiveness. This paper studied the innovativeness of SME-sector enterprises in the region of Warmia and Mazury. The results showed that as many as 62.3% of the surveyed SME-sector enterprises were innovative and that they implemented product innovations the most frequently (31.7% of all innovations). Nevertheless, the majority of innovations were local in nature and the opinions expressed by customers proved to be the most important external source of innovations, while the enterprise owner was the main source of internal innovations.

Business intelligence (BI) solutions are aimed to help managers make decisions in enterprises. Through complex analysis, decision-makers are supported in building strategies of operation. Managers in small and medium-sized enterprises (SME) are also becoming more aware of the fact that conventional methodology of analysis of current events is insufficient. Therefore, the need arises for using the solutions that support the processes of data analysis, finding relationships between each other or pointing to important tendencies and anomalies. These systems were primarily oriented at larger enterprises. However, BI solutions are more and more often adjusted to SME enterprises, offering a complex tool to support decision-making processes. This paper presents key stages in evolution of BI systems and characterizes selected BI systems dedicated to small and medium enterprises (SMEs). Substantial barriers to implementation of BI systems in SMEs were also indicated.

In recent years, supply chain finance (SCF) is exploited to solve the financing difficulties of small- and medium-sized enterprises (SMEs). SME credit risk assessment is a critical part in the SCF system. The diffusion of SME credit risk may cause serious consequences, leading the whole supply chain finance system unstable and insecure. Compared with traditional credit risk assessment models, the supply chain relationship, credit condition of SME, and core enterprises should all be considered to rate SME credit risk in SCF. Traditional methods mix all indicators from different index systems. They cannot give a quantitative result on how these index systems work. Furthermore, traditional credit risk assessment models are heavily dependent on the number of annotated SME data. However, it is implausible to accumulate enough credit risky SMEs in advance. In this paper, we propose an adaptive heterogenous multiview graph learning method to tackle the small sample size problem for SMEs’ credit risk forecasting. Three graphs are constructed by using indicators from supply chain operation, SME financial indicator, and nonfinancial indicator individually. All the graphs are integrated in an adaptive manner, providing a quantitative explanation on how the three parts cooperate. The experimental analysis shows that the proposed method has good performance for determining whether SME is risky or nonrisky in SCF. From the perspective of SCF, SME financing ability is still the main factor to determine the credit risk of SME.

Businesses need to constantly maintain high quality in their products, and more importantly to remain competitive even at a global level, which is the current market pressure and need for many SME in countries underdevelopment, where more global enterprises have arrived leaving local businesses to the extreme of perishing. Therefore, already employed strategies in global companies to improve their product quality are essential to be reconsidered and to be implemented by local plants. Automation had become a highly important strategy in the manufacturing industry to satisfy customers and stand out from their competitors, more because today customers increasingly demand sustainable and higher quality products. The aim of this research was to validate the level of automatization and its effect onto product quality, in local, small, and medium enterprises (SME). A survey with two constructs was applied to manufacturing SME in the Aguascalientes region, Mexico. The data was analysed using SPSS-26 software. The regression analyses demonstrated that automation had a significant and positive effect on product quality in local SME, however, automatization is not recognized as a priority strategy leaving SME behind global competitive businesses in terms of product quality. Purpose Increasing the share of small and medium enterprises (SMEs) in public procurement through targeted support policies is often fraught with organisational and institutional challenges as can be seen from the experiences of many developed countries. This has profound implications for emulating such policies in developing countries where administrative capacities may be low for efficient policy management. The purpose of this paper is to widen the canvass of SME procurement policy discourse by exploring a developing country context. Design/methodology/approach The study provides qualitative assessment using insights from policy implementation-related theories. Due to limited reporting of target data on SME participation in India, the study conducts analysis based on key informant interviews with 20 public sector enterprises. Findings The evidence drawn from India mainly shows uneven performance among the procurers in achieving the SME procurement targets, and reveals serious policy implementation shortcomings. These findings correspond and complement the earlier studies on SME procurement in the developed world. The Indian case additionally reveals barriers which may be common to other developing countries such as the lack of policy-administrative capacity compounded by the prevalence of “efficiency syndrome” on the part of procurers. Originality/value By providing an in-depth developing country-specific assessment, the study helps informing assumptions underpinning SME-oriented procurement policies. The study, therefore, fills a gap in the literature on SME-oriented public procurement policy-making and its execution.

While information technology (IT) has grown rapidly in enterprises, scholars have emphasized the importance of IT factors and aspects, while limited attention has been paid to the barriers and challenges facing the adoption of IT. In light of this, we stress the importance of barriers inhibiting IT adoption within Small and Medium Enterprises (SME). For this purpose, this paper aims to create a systematic literature review in order to provide a better understanding of barriers to IT adoption within SME. On the basis of 132 selected studies, we identify 18 barriers categorized according to internal and external parameters. Finally, we underline a synthesis and avenues for future research, and provide scientific and managerial implications and guidance for the adoption of IT in SME.

Industry is currently undergoing a revolution (called Revolution 4.0) related to the far-reaching integration of all production areas through the digitization and the creation of new communication channels. The Polish economy generated a GDP of USD 524.5 billion in 2017, of which small and medium enterprises generated about 50% of revenue and in which microenterprises accounted for the largest share in generating GDP; i.e., around 30.2%. The aim of the research is to determine the adaptation possibilities of the small and medium-sized enterprises (SME) sector to Industry 4.0 solutions. Pilot research was carried out in the Czestochowa Industrial District. Enterprises from the SME sector were asked to provide an information about the used technologies and to determine the level of their organization’s readiness for sustainable development through technological transformation. Financial resources as well as a lack of specialized support in obtaining new technologies were defined as problems as far as transformation is concerned. The solution of the diagnosed problem is the development of a platform aimed at integrating the potential of enterprises from the SME sector in order to undertake joint actions for sustainable development.

Introduction. Small and medium-sized enterprises (SME) face with many obstacles in the process of joining the global value chains. They include small scale of businesses (large corporations require bigger volumes of raw materials), relatively higher production costs, information vacuum, scarce resources for innovations, limited access to finance, weak institutional support, and, in general, the poor ability to compete with large firms in research and entry into global markets. Purpose. The article aims to reveal the opportunities and barriers for small and medium-sized businesses in Ukraine in the value creation global chain. Results. Significant prospects for Ukrainian SME in value creation global chains are opening up in the field of green investments (production of environmentally friendly products or energy efficient appliances etc.). However, there is a serious risk to business in value chains: the end-producer puts suppliers in a strict framework, where the supplier actually loses the functions of an independent enterprise, and becomes the “sub-unit” of a large corporation. The role of the state in developing export potential of SME to integrate them in global value-added chains is crucial, namely, informing about the possibilities of participation in global chains, the preferential financing of SME as participants of chains, protection of intellectual property and tax incentives for innovative enterprises, subsidies for product standardization. Ukraine should join the international standards of value added reporting by type of enterprises.

Public procurement is increasingly recognized as a strategic function of public administration because of the huge amount of resources it consumes, as well as the important policy objectives it seeks to promote, including SME-related objectives. Progress towards meeting SME procurement participation goals, however, remains elusive on both sides of the Atlantic. Policy makers and administrators have little comparative research upon which to draw regarding the effectiveness of various policy approaches, a shortcoming this paper seeks to address. An institutional perspective is adopted which helps explain similarities and differences in U.S. and European SME policies.

Purpose This paper aims to reveal how larger enterprises and small and medium-sized enterprises (SMEs) can enable innovation collaboration for enhanced competitiveness of the offshore wind energy sector. Design/methodology/approach The research is based on a longitudinal qualitative study starting in 2011 with a project-based network learning course with 15 SME wind farm suppliers and follow-up interviews with 10 SMEs and continued with interviews conducted with 20 individual enterprises within operation and maintenance conducted in 2014-2015. Findings The findings reveal challenges as well as opportunities for innovation collaboration between larger enterprises and SMEs to contribute to the innovation and competitiveness of the offshore wind farm sector. A glass ceiling is revealed for demand-driven positions if the SME does not possess rare and specific valuable knowledge. There are opportunities revealed in general for supplier-driven positions if SME suppliers can collaborate and develop interesting solutions for larger enterprises. If SMEs succeed in either of these aims, the SMEs have an opportunity to attain partner-driven collaboration. However, challenges are present according to the understanding of the different organisational approaches in SMEs and larger enterprises and in the different business approaches. Research limitations/implications The research is limited to the offshore wind energy sector. Further research is needed for verification of the findings in other energy sectors. Originality/value A fourfold contribution is made to enhance the understanding of innovation collaboration and to enable competitiveness for the offshore wind energy sector. SMEs, larger enterprises, academic researchers and policy bodies are provided with a model for action within the four positions for innovation collaboration.

Purpose Big data has raised challenges and opportunities for business, the information technology (IT) industry and research communities. Nowadays, small and medium-sized enterprises (SME) are dealing with big data using their limited resources. The purpose of this paper is to describe the synergistic relationship between big data and knowledge management (KM), analyze the challenges and IT solutions of big data for SME and derives a KM model of big data for SME based on the collected real-world business cases. Design/methodology/approach The study collects eight well-documented cases of successful big data analytics in SME and conducts a qualitative data analysis of these cases in the context of KM. The qualitative data analysis of the multiple cases reveals a KM model of big data for SME. Findings The proposed model portrays the synergistic relationship between big data and KM. It indicates that strategic use of data, knowledge guided big data project planning, IT solutions for SME and new knowledge products are the major constructs of KM of big data for SME. These constructs form a loop through the causal relationships between them. Research limitations/implications The number of cases used for the derivation of the KM model is not large. The coding of these qualitative data could involve biases and errors. Consequently, the conceptual KM model proposed in this paper is subject to further verification and validation. Practical implications The proposed model can guide SME to exploit big data for business by placing emphasis on KM instead of sophisticated IT techniques or the magnitude of data. Originality/value The study contributes to the KM literature by developing a theoretical model of KM of big data for SME based on underlying dimensions of strategic use of data, knowledge guided big data project planning, IT solutions for SME and new knowledge products.

Purpose – The purpose of this paper is to examine the co-creation of small and medium enterprise (SME) designer fashion brands during internationalisation. Design/methodology/approach – As an exploratory study, this research utilises grounded theory methodology and incorporates the use of 38 semi-structured in-depth interviews with designer fashion enterprises (DFEs) and their support network of sales and PR agencies. Findings – Co-creation was identified as an important element for the successful integration of the entrepreneurial DFE into the global fashion industry network. Within relationship marketing, the concept of co-creation emphasises consumer experience, influence and power in the development of brand value. However current understanding of co-creation inadequately explains the development of the entrepreneurial designer fashion brand, requiring examination of the concept using grounded theory. The findings of this research highlight how these SMEs react and respond to the interpretation of their brand identity through the co-creation process as they seek to introduce and grow their firms within the global fashion marketplace. Originality/value – This paper identifies the influence of industry stakeholders on the process of fashion brand co-creation. Additionally, by identifying the process by which the entrepreneurial DFE navigates the introduction of their collections to the industry’s network, and responds to interpretations of the firm’s brand identity, this paper recognises the influence of the firm throughout the co-creation process.
