And in a situation where the pace of international trade increases every year, customs services play a key role in increasing the country's competitiveness on the world market. The relevance of this topic lies in the fact that the practice of providing customs services, including information and consulting services, is extremely important for foreign economic activity. High-quality provision of public services today is one of the most important aspects of the relations of state bodies with the population. The realization of the need to provide services to the population to the state came at a time when the authorities rethought their role in the life of society. If earlier the state was presented as a kind of" overseer "of society to ensure its own interests rather than the interests of the population, now it is trying to implement the concept of a" service " state, focusing on the citizen, satisfying his needs, to achieve a balance between public and private needs. And it is the practice of providing public services that shows the state's interest in implementing the interests of citizens.

AbstractIntroduction:The pressures facing emergency medical services (EMS) in Wisconsin and their effects on the delivery of prehospital emergency medical care were not known by the Wisconsin EMS Board. In an effort to assess these pressures and the needs of the emergency medical services in the State as perceived by the services, the Board undertook a survey of the EMS providers in Wisconsin.Methods:A survey instrument was developed and approved by the EMS Board and distributed to all of the licensed emergency medical services in Wisconsin.Results:Of the 453 survey instruments distributed, 323 (71.3%) were completed and returned. Intermediate- and paramedic-level services were more likely to respond than were the basic services, but 235 (72.8%) of the respondents identified their service levels as basic. In addition to providing information about the service characteristics, each responding service also rated the importance of their perceived needs. Lack of medical direction was perceived as the greatest need by all levels of service. However, the second greatest area of need for basic and intermediate services related to difficulty in recruiting new staff. For paramedic services, the second greastest need was associated with dispatching. When comparing services by rural versus urban, difficulty in recruiting new staff and collecting ambulance fees were seen as second and third to lack of a medical director by rural services, whereas urban services noted local training to be in the top three. In the assessment of educational needs, patient-care issues dominated. A review of written comments also demonstrated a difference between rural and urban services, but both noted Medicare and Medicaid reimbursement issues more commonly than any other problem.Conclusion:In the restructuring of health care, it will be important to consider the various needs of prehospital providers and recognize that such needs may be unique to the providers' location and level of service.

Deinstitutionalization in the 1960s shifted the care of the mentally ill from state-funded institutions to community settings. Unfortunately, funding to support the treatment needs of this population has continued to be minimized, and countless individuals have not received much needed care. This has resulted in a large increase in mentally ill patients surfacing in jails, homeless shelters, and emergency departments. Subsequently, the federal government has begun to prioritize funding to address the mental health needs of our communities. Pharmacists are in a unique position to influence treatment outcomes for patients with mental illnesses, and the current state of health reform provides avenues for the pharmacist to become an essential part of the health care delivery team in numerous ambulatory care clinical settings. The challenges with adherence, medical and psychiatric comorbidities, polypharmacy with psychotropics, potential for life-threatening adverse effects, and the ever-present need for patient education are but a few reasons why pharmacists can be utilized to provide Medication Therapy Management services for these patients.

Purpose Services for children with complex communication needs require well-trained practitioners. Yet, research shows that augmentative and alternative communication (AAC) practitioners often receive insufficient preservice training for direct services to these children. Therefore, we explored the preservice and in-service training experiences of AAC practitioners to inform improvements in practitioner training and ultimately improve services for individuals with complex communication needs. Method A focus group study was conducted with AAC practitioners (three focus groups with 13 AAC practitioners in total) in one midwestern U.S. state to explore preservice and in-service training experiences and gain knowledge to inform future training efforts. Constant comparative analysis was used to analyze data gathered from the focus groups. Results This study highlighted important gaps in preservice and in-service training for AAC practitioners, barriers related to AAC training, and suggestions for improving AAC training. Conclusions This study provides important insights into ways AAC practitioner training might improve. We provide clinical implications and future research directions to continue improving AAC practitioner preparation and subsequent services for individuals with complex communication needs.

AbstractObjectives: To determine the extent of mental health services provided in the community in one Irish health board area. To examine the influence of postgraduate mental health training of GPs on provision of mental health services.Method: Questionnaire and focus group methods were employed to determine views on mental health service provision. Data analysis was with parametric and non-parametric tests of association including student's t and chi-squared tests. Thematic analysis of the focus groups was carried out.Results: Twenty-five per cent of patients attending general practice have mental health problems and over 95% of these problems are dealt with in primary care. Only 32% of GPs had received postgraduate training in psychological therapies. GPs with postgraduate training in psychological therapies were more likely to estimate a higher proportion of their patient population with mental health problems and less likely to refer to psychiatric services. A need for support from other health care professionals in primary care was also identified.Conclusion: The majority of patients with mental health problems are treated in primary care. Further training of GPs and increased resources would improve mental health care in primary care and lead to fewer referrals to psychiatric services.

The article analyzes the experience of leading countries in implementing the service policy of the state (Great Britain, France, Germany, Malaysia, etc.) in order to identify effective practices for reforming state policy in the context of its service orientation. The Charter of the Citizen (UK) was adopted in 1991 and was a 10-year improvement program of the public services quality. The main principles of the Charter (standards; openness; choice; politeness and courtesy; providing services properly; efficiency and low cost) were observed. Moreover, the «Charter on the delivery of public services» (France, 1992) is researched. It presented basic principles of work regulation of French civil service on the basis of equality, impartiality and continuity, as well as new principles of activities, as a reaction to changes in expectations and demands of the population, the emergence of consumers’ new needs and requests, the need for transparency and accountability, simplicity and accessibility.It is proved that the Services Consumer Charter for Public Services in Belgium (1993) is an example of a comprehensive program that seeks to improve the relationship between state bodies and institutions on the one hand and the population - customers and consumers (clients) of services - on the other one.Analysis of mantioned above and other charters helps to detect the main tasks of the public service systems reforms, in particular: increasing the efficiency of public services and reducing the cost for their delivery; deliivery of services to citizens of the proper quality; reduced deadlines for preparing responses to requests of citizens; conducting external audits to provide creation of a system aimed at continuous improvement; emphasis on achieving results, but their planning; better definition of work processes; improving the quality of informing citizens about public services delivery; openness and transparency of authorities activities; liberalization of licensing institutions; implementation of the «e-government».A characteristic feature of reforming the system of public services delivery in the countries taken under consideration is detected. This is a duration of this process. The explanation of the long terms of the reforms in the sphere increasing the efficiency of the public sector lies in the complexity and scope of the set goals and objectives, and also in a large number of parties involved in the reform process. The further research of the problematic can be dealt with analysis of the state, quality, and special features of the domestic reforms dedicated to the state service policy implementation.

There are few studies exploring the need to develop and manage culturally competent health services for refugees and migrants from diverse backgrounds. Using data from 50 interviews with service providers from 26 agencies, and focus group discussion with nine different ethnic groups, this paper examines how the Victorian state government funding and service agreements negatively impact on the quest to achieve cultural competence. The study found that service providers have adopted ?one approach fits all? models of service delivery. The pressure and competition for resources to address culturally and linguistically diverse communities? needs allows little opportunity for partnership and collaboration between providers, leading to insufficient sharing of information and duplication of services, poor referrals, incomplete assessment of needs, poor compliance with medical treatment, underutilisation of available services and poor continuity of care. This paper outlines a model for cultural consultation and developing needs-led rather than serviceled programs.

Despite growing awareness of crime victims’ needs for support and services, few studies have examined the training needs of those who provide such services. This research presents the results of statewide needs assessment of victims services providers (VSPs) conducted in preparation for designing a state victim assistance training academy. Respondents were asked to indicate their needs for training on various topics pertaining to victims services. Results indicate that extent of formal education and years of experience in the field are the primary determinants of reported needs for training. Respondents with less formal education and less experience in the field, regardless of the nature of their organizational position (client services vs. management), report greater needs for training. Implications for designing training programs for VSPs are discussed.

In part as a result of federal legislation in the 1980s and 1990s, preschoolers with disabilities and their families increasingly have access to augmentative and alternative communication (AAC) devices. However, to date much is still to be learned about the degree to which various factors impact the many decisions inherent in prescribing AAC devices for these children. This survey of the 58 Part H coordinators throughout the nation queried respondents on services provided; factors considered during evaluation; the role of families in this process; and the consideration of the characteristics of the child, the technology, and the service system. The results are discussed in light of the necessity for sensitivity on the part of professionals to family issues.

The criminogenic needs of prison inmates are assessed to help guide their treatment plans, but inmates are often not matched to corresponding services to address those needs. A sample of 69,129 inmates in a state prison system was examined to identify those who completed treatment programs matched to their assessed needs and those who did not complete such programs. The odds of returning to prison within 3 years after release were compared for both groups. Of the eight need-specific domains examined, significant differences in the odds of prison returns were found for individuals identified with a Community Functioning need and for those identified with a Personal/Emotional need. That is, persons with either of these needs who completed suitable programs were less likely to return to prison compared with those with the same needs who did not complete suitable programs. Implications for future research are discussed.

Background. Homeless people face many challenges in accessing and utilising health services to obtain psychosocial supports offered in hospital and community settings. The complex nature of health issues is compounded by lack of accessibility to services and lack of appropriate and safe housing. Objective. To examine the perceptions and experiences of homeless people in relation to their health service needs as well as those of service providers involved with their care. Design. A purposive sampling approach was undertaken with a thematic framework analysis of semi-structured interviews. Participants. Interviews were undertaken with 20 homeless people who accessed the emergency department in an acute hospital in Melbourne, Australia and 27 service providers involved in hospital and community care. Results. Six key themes were identified from interviews: complexity of care needs, respect for homeless people and co-workers, engagement as a key strategy in continued care, lack of after-hour services, lack of appropriate accommodation and complexity of services. Conclusions. Findings revealed the complex and diverse nature of health concerns in homeless people. The demand on hospital services continues to increase and unless government policies take into consideration the psychosocial demands of the communities most vulnerable people efforts to divert hospital demand will continue to fail. What is known about the topic? Homeless people have complex healthcare needs and are high users of emergency departments (EDs). The increasing demand on hospital services has led to a focus by the Australian State, Territory and Federal Governments on strategies to divert homeless people from presenting to the ED. What does this paper add? This paper gives an insight into the experiences of homeless people and health service provides who are directly involved in their care. This insight gives important focus on the health needs and service responses that currently exist and the ongoing challenges that face homeless people and the health professionals responding to those needs. What are the implications for practitioners? To adequately respond to the needs of homeless people safe and supportive accommodation is a crucial component of services required to try and break the cycle of representation to the emergency department. Individual engagement strategies with coordinated care between hospital and community are required to address the complex care needs and psychosocial issues.

Abstract Previous research indicates that higher numbers of grandparents raising grandchildren live in Appalachia, relative to the rest of the United States. These grandparents may have diverse needs that could benefit from services. When grandparents cannot access needed services, their well-being can be negatively affected. Using the “2017 GrandFacts: State Fact Sheets for Grandfamilies” for the 13 states defined as being part of Appalachia by the Appalachian Regional Commission, this study examined the types and availability of local services by Appalachian sub-region. Excluding state and federal public benefits, most common service types were emotional support, information and referral, financial assistance, and education. Least common service types included grandchild special health needs, legal services, and early childhood intervention. For service availability, four of the five Appalachian sub-regions had no services in over 65% of their counties. South and North Central Appalachia regions had no services in over 90% of their counties. Part of a symposium sponsored by the Grandparents as Caregivers Interest Group.

Purpose – The purpose of this paper is to describe specific features of a Victorian (Australia) state-wide hub and spoke model of speech pathology provision established for adults with complex communication needs (CCN). Two case studies highlighting successful examples of services developed to enhance community inclusion will be described and the challenges discussed. Design/methodology/approach – The route to community inclusion is described through a case study illustration of one communication accessible community site and one disability service study. The disability service research involved focus groups, survey and interview data and demonstrated the efficacy and sustainability of a support worker training model. Findings – Sustainable change in the community and in disability services can occur through partnerships, training, and long-term commitment. Support workers who can facilitate interactions for people who have cognitive and communicative disabilities are an essential component of building the capacity of communities to include people with CCN. Collaboration between community members, specialised supports and people with disabilities enhances active community participation. Originality/value – This innovative, state-wide model has the capacity to be replicated elsewhere. On-going speech pathology services are integral to support adults with CCN providing both short-term individualised services, sustainable staff training and community engagement.

The revolution impacted by Web Service as a solution to business and enterprise application integration throws light on the significance of security provided by Web Services during Web Service Composition. Satisfying the security requirements is truly a demanding task because of the dynamic and capricious nature of the Web. Web Service Composition associates web services to create high level business process that absolutely matches and conforms appropriately to the service requestor’s needs. It involves customizing services often by locating, assimilating and deploying elementary services. Our paper proposes a policy based system for granting security during the process of web service composition. Policies defined for effective and secure composition analyze and verify the conditions under which the task of the web service is allowed or rejected. To achieve this specification, we make use of Finite State Machine model which clearly portrays the business and flow logic. Nodes in the Finite State Machine represent rules. Upon efficacious fulfillment of policies which are defined in the node access points, transition between rules is stimulated. A service composition is said to be successfully incorporated only if there is complete absence of policy violations when combining the policies of elementary services. The simulated FSM which extracts the rules and policies of the web services and correctly matches and satisfies the policy constraints defined in the access points ensure providing security for the composite web service.

Abstract Background: Palliative Care (PC) is a valuable tool for improving the lives of people living with chronic illness. However, access to PC is limited in rural areas. The purpose of this study is to describe the current PC needs and barriers to care in a rural state. Methods: An online survey was disseminated through professional organizations, licensing boards, and the University of Wyoming. Rurality of counties was classified using Rural Urban Continuum Codes (RUCC). Descriptive statistics were calculated using SPSS. Results: Responses were received from 336 individuals across 20 of 23 counties (i.e., RUCC range 3 - 9; 1=most metropolitan, 9=most rural). The majority worked in healthcare or social service sectors (n = 265, 78.8%). Approximately one-half (n = 119, 50.6%) of these individuals endorsed providing PC (i.e., typically symptom management, supportive resources, and family support). Over one-half of respondents (n = 173, 51.5%) rated availability of PC services in their communities as “poor” or “somewhat good.” Key barriers to providing PC were lack of patient information and knowledge (n = 215), access to PC specialists (n = 183), and funding and reimbursement (n = 181). Approximately one third of healthcare professionals (n = 78, 32.8%) had received formal training in PC. A majority of healthcare and social service respondents (n = 139, 59.1%) endorsed interest in PC continuing education. Conclusions: This study provides insight into the state of PC across a rural state. Results highlight the need to design accessible education and implement system transformation to improve PC access.

The purpose of this paper was to determine the impact of geriatric medical services on mental state by reviewing all controlled trials of such services. Two computer data bases were searched for relevant articles published from January 1980 to August 1990, and the bibliographies of retrieved articles were searched for additional references. Eleven reports were located that met the four inclusion criteria: original study, published in English or French, controlled trial (nonrandomized or randomized) of a geriatric medical service, and inclusion of at least one measure of mental state in the study. Ten reports met the validity criteria for intervention studies. There was little evidence that geriatric medical services improved the mental state of aged patients; all trials had limitations in design and measures. These findings challenge mental health professionals in two ways: first, services must be developed to address the apparently unmet mental health needs of aged medical patients; second, research methods must be developed to measure the impact of these services.

To better understand the value of current information services and to forecast the evolving information and data management needs of researchers, a study was conducted at two research-intensive universities. The methodology and planning framework applied by health science librarians at Emory University and The Ohio State University focused on identifying the need for new or retooled information services supporting health and biomedical researchers and their increasing use of digital resources. The lessons learned and outcomes described herein are informing the development and implementation of new information service models and can help forecast changing user needs across the broader library community.

A number of policy documents have advocated the use of generic services as a matter of course, such as the All Wales Strategy (1983), while others have acknowledged a possible need for specialist input when such services are used e.g. Needs and Responses (Department of Health, 1989). In 1986 the Royal College of Psychiatrists stated that the psychiatric needs of this group required a specialised service and suggested that ideally this would be integrated with other psychiatric specialities as part of a comprehensive service.

Comparing our results with those at Creighton University underscored the necessity to increase student usage of all our sources of information (e.g., consulting with peer advisers and attending departmental presentations), as well as their usage of all types of information (e.g., finding out about career opportunities outside of human services and learning how to write a resumé). Transition of students with severe handicaps from school to community life has become a principle concern of parents, advocates, and professionals. The failure of students with disabilities to access appropriate vocational and residential services following school has highlighted the need for comprehensive transition planning at both an individual and systems level. Through interviews with state administrators of educational, vocational, and residential services, this study attempted to define the scope of the postschool service needs of individuals exiting public school programs on a national level. The results of the survey are discussed in terms of the implications for state agencies in effectively planning the transition of students with severe handicaps from school to postschool services.

Title II of the Americans With Disabilities Act of 1990 requires that state and local agencies refrain from the discrimination of individuals with disabilities by providing them with services in the most integrated setting appropriate. Despite this mandate, state and local education agencies across the country engage in practices that could be characterized as providing unwarranted segregation and unequal education practices. One such example is a U.S. Department of Justice investigation of the Georgia Network for Educational and Therapeutic Services. The Department of Justice issued guidelines for appropriate program modifications, including proper evaluation procedures, appropriate entrance and exit standards, effective behavioral and mental health education services, and equal education and extracurricular opportunities. Implications for practitioners, in light of these suggested guidelines, are detailed.

Introduction Awareness of sexual health in Malta – a small European Union member state started to gain momentum in the new millennium. Taboos and norms about sexuality pose strong barriers for the provision of information, and reproductive health services. A major contributor is the strong influence of the Roman Catholic Church, which holds fast to its prohibitions of sexual behaviours, albeit counterbalanced by the liberal standpoint adopted by the State in recent years. Methods Survey data were collected from 269 students aged 16–21 (response rate 89.7%) in a state post-secondary school. The sample was selected through convenience sampling within the school grounds. Results Women were more knowledgeable in relation to available services and risks when compared to men. No geographical differences were found. School was the most common source for information, while health professionals, namely general practitioners were considered trusted resources for their needs. Confidentiality was deemed to be the most requested and crucial feature of sexual health services. Conclusions Three important multisectoral needs emerged, namely adequate dissemination system of sexual health information, scientifically based sexual health education for professionals in contact with young people, and well-designed and accessible sexual health services. Implications for management include updating health sexual education and promotion strategies, as well as designing better services. Young people should be able to make informed choices regarding their sexual health, in line with contemporary needs.

Crime victims often experience a host of negative consequences. In relation to these consequences, crime victims may also find themselves in need of assistance from the criminal justice system and civil legal service providers. Despite this need, crime victims often lack access to civil legal services. One way to potentially improve the availability and accessibility of civil legal services for crime victims is to increase the provision and availability of pro bono services; however, the way that attorneys perceive pro bono service for crime victims may be an impediment to service provision. Despite this, little is known about how private attorneys view pro bono work with crime victims. We examine how private attorneys view pro bono work with crime victims, the barriers to this service and what may incentivize them to engage in this work by utilizing data from a project assessing the civil legal needs of crime victims in the state of Georgia (USA). We find that a relatively small proportion of private attorneys in Georgia engage in pro bono work with crime victims. Barriers and incentives to pro bono service engagement and implications are discussed.

The relevance of the article is due to the process of progressive aging of the population, so it requires from society to find new ways to work with the elderly and their needs’ realization. The article characterizes the current state of the category of elderly people in Ukrainian society. It is noted that support for the elderly is provided through a variety of resources, for example, formal and informal support networks, volunteering, the state, family, community, and society in general. The formal support network is implemented through the social policy of the state, which is focused on assisting in ensuring the rights of the elderly to their social protection of constitutional rights and freedoms. The aim of the article is to reveal the peculiarities of the needs’ realization of the elderly through formal and informal support networks. Research methods applied: generalization − to study the formal network of support, which is implemented through the social policy of the state and focused on constitutional rights for the elderly and social protection; analysis − combining and representing connections of individual elements, parties, components of a complex phenomenon and so in the comprehension of the whole in its components’ unity. The directions of reforming the system of social services are aimed at an authoritative legal framework, where social protection of the elderly would be enshrined at the appropriate level. They includ: deinstitutionalisation through the creation of a wide network of services and facilities that can provide quality services in the community; involvement of non-governmental organizations in the provision of social services; approach of social services to the place of residence; decentralization of management processes, financing, location of services; empowering older people to choose services and participate in the process; increasing the effectiveness of the provision of social services through the study of needs at the individual level and within individual administrative-territorial units; introduction of quality improvement technologies, including monitoring, evaluation and control.

This study aims to determine the optimization of public services for the State Civil Apparatus (ASN) from the perspective of human resource management and the supporting and inhibiting factors in the Poso Regional General Hospital. This type of research is qualitative research. The results showed that transparency is open, easy to understand and accessible to all parties who need it and is provided adequately and easily understood. This dimension is felt by the community who uses the service as good, so the community evaluates it well and feels the satisfaction of the services provided. Transparency affects the service process in order to create a good impression so that the ultimate goal of satisfaction can be achieved. This dimension of accountability is the ability to provide services in a timely and consistent manner, service standards and promised times that can be accounted for. Conditional, namely the responsiveness of the apparatus in providing the services needed and being able to complete the service quickly according to the promised time period with the conditions and capabilities of the service provided by the officer. This condition situation is related to the reason and way of thinking of the apparatus shown to the customer. Participation encourages community participation in service delivery by taking into account the aspirations, needs and expectations of the community. The guarantee dimension includes knowledge, ability, politeness and trustworthiness possessed by the apparatus, free from dangers, risks, and doubts that result in disturbances in the normal structure of life. Providers and recipients of public services must fulfill the rights and obligations of each party. The inhibiting factor is the lack of apparatus resources, the lack of infrastructure and infrastructure. The supporting factors are encouraging each other's apparatus, holding coordination or evaluation meetings every three months and then giving the planting of awareness to serve the community sincerely and according to conscience.

The experience of living with multiple sclerosis (MS) can have a profound effect on employment. The impact of MS is a complex interaction of personal, medical, functional, financial, and psychosocial variables that ultimately results in up to 80% of persons with MS leaving their jobs within 10 years of their diagnosis. The aim of this study was to investigate whether the employment status of applicants with MS who were seeking services from state vocational rehabilitation (VR) agencies could be classified based on the type of services provided. A quantitative descriptive research design employing discriminant analysis (DA) was used to determine differential services received by employed and unemployed applicants with MS. Findings indicate that persons with MS who were employed at application were more likely to receive services geared toward career stabilization (i.e., assistive technology/accommodation services, counseling and guidance, and cognitive retraining-type rehabilitative services). Conversely, the unemployed applicant group had a higher propensity to receive services focused on job placement (i.e., job readiness, job seeking, and job placement services). Although a disparity persisted between the average worker in the United States and the outcomes achieved by VR service recipients regarding weekly wages and hours, services provided by the state-federal VR program reduce this disparity. In addition, the return on investment (ROI) associated with providing services to persons with MS was calculated as providing an $8 return for every dollar spent. Persons with MS employed at application had an ROI of more than $10 for every dollar spent. Implications for persons with MS, rehabilitation counselors, health care professionals, and policymakers are provided.

Purpose – The purpose of this paper is to describe how academic libraries in the USA have responded to the rapidly evolving mobile environment and to determine if there is a noticeable, comprehensive pattern to instituting mobile services. Design/methodology/approach – The researcher surveyed library mobile services of 73 academic libraries at Carnegie Foundation rated RU/VH institutions. Based on this survey, the paper describes the current state of mobile services at very high research universities. Findings – While most academic libraries at research universities have some sort of mobile presence, what is offered is highly varied and is not predictable. There are still many notable University libraries that have no mobile presence. Practical implications – This study highlights the inconsistent nature of mobile services at research universities and identifies best practices in place at others. Originality/value – This is the first study to employ the Carnegie Foundation ratings of the university in which the library functions.

This study examined the feasibility of and fidelity to risk/needs assessment, mental health screening, and risk-need-responsivity (RNR)-based case planning within juvenile probation in two states. The researcher-guided implementation effort included the Massachusetts Youth Screening Instrument-2 (MAYSI-2), Structured Assessment of Violence Risk in Youth (SAVRY), and policies to prioritize criminogenic needs while using mental health services only when warranted. Data from 53 probation officers (POs) and 553 youths indicated three of five offices had high fidelity to administration and case planning policies. The interrater reliability ( n = 85; intraclass correlation coefficient [ICC][A, 1] = .92 [Northern state] and .80 [Southern state]) and predictive validity ( n = 455; Exp[B] = 1.83) of SAVRY risk ratings were significant. There was an overreliance on mental health services; 48% of youth received these referrals when only 20% screened as having mental health needs. Barriers to fidelity to RNR practices in some offices included assessments not being conducted before disposition, lack of service availability, and limited buy-in from a few stakeholders.

Bureaucracy services in Indonesia haven’t given satisfaction to the society. One of services that always complained is about queue problem. Queue system that isn’t optimal will give society’s dissatisfaction. Among bureaucracy systems that need to get concern is queue at PolsekPamulang-Kota Tangerang Selatan especially at SKCK service. So that, it is needed to be done a research to analyze and testing queue system modeling which has been applied by PolsekPamulang for SKCK service, analyze the effectiveness of the queue system performance of PolsekPamulang, and to determine the optimal number of services (counters)that should be used by PolsekPamulang. Method of research was done by queue theory approach. The research findings showed that queue of SKCK services at PolsekPamulang based on steady state calculation wasn’t effective.Because the steady state value still far from one number. The total of counter (a unit only) for SKCK service is still optimal, because of waiting time (queue) is still low. The length of queue on the system isn’t because of the large number of applicants, but it’s more focus on service standard to verify the document that needs more than 30 minutes for each document.

A comparison of the development of community care for the elderly in the province of Ontario, Canada, and in the State of Israel is presented in the light of the economic constraints currently challenging the expansion of welfare state services. The inquiry identified several common issues regarding the nature of the policy mandate for long-term care delivered in the home, the structure of the service delivery system, and matters concerning funding arrangements for community care. Issues that emerged in both settings include the relationship between health and social services in the delivery of care at the local level; the separation of purchaser and provider functions; the question of needs-driven versus service-driven social care provisions; accessibility concerns and the aspiration for one-stop entry to the delivery system; the growing involvement of the private sector in the delivery of domiciliary-based personal care services; and the relative paucity of current efforts to address the needs of family caregivers.

To bridge a gap in access to community services for releasing state inmates, the Boston Offender Needs Delivery (BOND) project was developed as a longitudinal study (2014-2016) of adult inmates with a history of substance use and co-occurring mental health disorders returning to the community following detention in one of Massachusetts’ State correctional facilities. Pre-release inmates who were wrapping up their sentence (i.e., no community supervision) and presented with mental illness and/or substance use disorder were recruited. Participants were provided substance abuse treatment immediately post-release, as well as a variety of recovery supports for a follow-up period of 6 months. This first manuscript is intended to describe the rationale behind the BOND project, as well as the methods and procedure used to collect the data.

Introduction: the financial support of the public interest in the sphere of procurement is inextricably linked with the needs of the state in goods, works and services. At the same time, both state and municipal purchases include, as a rule, not only public needs aimed at performing the state functions, but also the needs of the existence and functioning of the customer as the executor of the state functions. Taking this into account, the purpose of the study is to assess the subject of the author’s hypothesis on the need to exclude the phrases “state and municipal needs” from the normative legal acts regulating the sphere of procurement, and enshrine at the statutory level a single general concept of “public needs”, as well as mandatorily divide them into general and intra-organizational ones. Methods: the methodological framework for the research consists of the following methods of scientific knowledge: historicism, systematicity, analysis, synthesis and comparative law. The results of the analysis of the normative legal acts regulating the sphere of procurement, the doctrinal literature and real practice allowed us to establish that the budget financing provides the planned and approved customer needs for goods, works, services, which also include the functioning of the customer. The use of the concept of “needs” and their confusion under the name of “state and municipal needs”, do not correspond to the meaning of “need”, which is a form of realization of the state functions. The concept of “needs” is more often used, both in connection with the implementation of the will and desire of the subject, and the implementation of actions against his will and desire, when he/she is forced by external circumstances or certain forces. The concept of “needs”, as a rule, assumes the presence of the subject’s own will to achieve a certain goal associated with the need to ensure its existence and activity. Needs are the basis of the manifestation of the subject’s interest to achieve something, and the interest itself acts as a conscious need. Needs are not always directed to the interest of the subject. Conclusions: the study revealed that in order to unify the conceptual apparatus in the sphere of procurement, it is necessary to introduce and legalize a single concept of “public needs”, which will not only reflect its essence and content, but also contribute to the uniformity of its use by the state and municipal customers, state corporations and other customers involved in ensuring public needs. The division of “public needs” into general and intra-organizational ones will allow all stakeholders to clearly assess both the necessity for the declared needs and the amounts declared for funding from the budget. This, if it does not increase the efficiency of budget spending, will at least contribute to their optimization.

Studies of CQI programs or activities in Indigenous primary health care services which demonstrated some combination of CQI characteristics, as described by Rubenstein (2013) were included. A two-stage approach to analysis was undertaken. Stage 1 identified the range and scope of literature, and Stage 2 investigated impacts to service systems, care and client outcomes. The Framework for Performance Assessment in Primary Health Care was used to frame the Stage 2 analysis.FindingsThe majority of Aboriginal community controlled health services have been involved in CQI but there are gaps in knowledge about uptake in general practice and government clinics. There are as many baseline studies as studies on impacts over time. Of the 14 studies included for further analysis, 6 reported on impacts on service systems; all 14 reported on impacts on care and 6 on client outcomes. Changes to services systems are variable and studies of impacts on care and client outcomes show promising though uneven improvements. There are no economic studies or studies addressing community engagement in CQI activities.Research limitations/implicationsTo supplement existing limited knowledge about which service system change strategies are effective and sustainable for which problems in which settings, there needs to be investment in research and development. Research needs to be grounded in the realities of service delivery and contribute to the development of CQI capacity at the service level. Knowledge translation needs to be built into implementation to ensure maximum benefit to those endeavouring on a daily basis to constantly reflect on and improve the quality of the care they deliver to clients, and to the stewardship structures supporting services at regional, state/territory and national levels.Practical implicationsImproved approaches, methods, data capture and reporting arrangements are needed to enhance existing activity and to ensure maximum benefit to services endeavouring to reflect on and improve quality of care and to the stewardship structure supporting services at regional, state/territory and national levels.Originality/valueAlthough there is a growing body of research evidence about CQI both nationally and internationally, and considerable investment by the federal government in Australia to support CQI as part of routine practice, there has not been a systematic assessment of the achievements of CQI in Indigenous primary health care services. Many unanswered questions remain about the extent of uptake, implementation and impacts. This is a barrier to future investment and regional and local programme design, monitoring and evaluation. The authors conducted a scoping review to address these questions. From this, the authors draw conclusions about the state of knowledge in Australia with a view to informing how future CQI research and evaluation might be intensified.

The procurement of goods/services is essentially an attempt by the user to obtain or realize the goods/services it needs, by using certain methods and processes in order to reach an agreement on specifications, prices, time, and other agreements. The President of the Republic of Indonesia, in the process of dealing with the Covid-19 pandemic, has given instructions that were forwarded to the Deputy Attorney General for Civil and State Administration through circular number SE-02/G/Gs.2/04/2020 to carry out the stages quickly, precisely, focus integrated and synergistic among Ministries, institutions and local governments in the process of procuring goods and services. In the procurement process in an emergency, there are at least four important phases, namely planning, implementing, settling payments, and auditing. One of the duties and functions of the Junior Attorney General for Civil and State Administration is Legal Considerations consisting of Legal Opinion, Legal Assistance, and Legal Audit. Legal Assistance is a legal service provided by the State Attorney in the form of a legal opinion on an ongoing basis on an activity proposed by the Petitioner and ends with a conclusion on the provision of such Legal Opinion in the form of Legal Assistance Official Report.

This paper simulates alternative distributions of general purpose state aid to local governments under different combinations of criteria: tax capacity, effort, and revenue needs. Revenue needs are based on Tobit estimates of the costs of providing average levels of 16 categories of services. Segmenting the sample into high and low population jurisdictions provided a more realistic set of cost estimates. Available revenues or capacity are determined by multiplying each jurisdiction's tax bases by standard tax rates. A Need-Capacity gap, the difference between needed revenues and available revenues, is used as a needs-based distribution strategy for general purpose aid. Finally an effort gap, based on above average tax efforts was added to the Need-Capacity gap to define a Need-Capacity-Effort strategy.

In the paper the advantages of the service-oriented architecture of e-government and its prospects for Ukraine are revealed. Service-oriented e-government is governed by a service-oriented architecture. Service-oriented architecture is the functionality of software as services aiming to establish compatibility in their provision. The model of service-oriented e-government architecture is divided into five layers (levels), arranged from bottom to top: operational level, semantic level, service level, process level, presentation level. The practice of service-oriented e-government in foreign countries is studies: USA, Canada, and Great Britain. These countries implement the so-called Anglo-American model of informatization of the state, which is based on: removal of redundant functions of government, delivery of public services to citizens, meeting the needs of citizens through information technology. This model promotes the development of transactions, payment for services via the Internet. Foreign experience shows that a key feature of government activities is to ensure the success of the implemented actions, as well as to control the quality and scope of services. Therefore, when developing e-government projects, the governments take their efforts to get the corresponding positive consequences in the availability of services: providing quality services to citizens and businesses; increasing revenues; easing the financial burden on federal and local governments, primarily by reducing documents and electronic services on the Internet. The trends of the model implementation in Ukraine are studies. The evolution of the issue included the Program «Electronic Ukraine», the realization of the E-Government Information System. The further steps are analyzed based on the information from the official website of the Ministry of Digital Transformation of Ukraine which provides the cases of service-oriented state (Popular services). The projects of the Ministry on Digital State digitize many services, update their legal framework, streamline the activity of state registers, and provide technical capabilities and data protection. It is concluded that service-oriented architecture of e-government is characterized by the features of its implementation based on such principles as: information-centric approach; the principle of a common platform, which focuses on creating an open information environment and common technological infrastructure for more effective collaboration of all participants and users of e-government; the principle of user orientation (all e-government activities are aimed at meeting the needs of service consumers); the principle of security and confidentiality.

Purpose – The purpose of this paper is to provide a practical framework and guidance, based on the authors’ local experience, for libraries investigating or in the early stages of planning to offer scholarly publishing services for journal literature. While the authors use a number of publishing tools and platforms at Penn State, based on the content and needs of the requester, here the focus is on a model of using Open Journal Systems for a range of needs from peer-reviewed scholarly journals to more informal publications such as student research. Design/methodology/approach – Penn State Libraries Publishing and Curation Services has been both defining the philosophy and building the mechanics for delivering a formal publishing services program for a variety of clients and formats. This article traces the authors’ journey as a facilitator within the research life cycle. Findings – The authors’ results from working with a range of clients show that there will need to be an equally varied range of publishing options to meet the expectations. A descriptive service template available in advance plus a flexible approach to implementation is the authors’solution. The authors use the concept of “tiers of service” where the Libraries and the journal proposers agree on roles and expectations as part of the negotiation and implementation processes. Such an approach allows for some creativity and also offers efficiency in dealing with the universal requirements for discoverability, appearance, workflow management and intellectual property oversight. Originality/value – The authors’ experience emphasizes the consultation and data gathering process, and its importance to a successful journal project collaboration.

AbstractDespite literature that highlights the dental needs of people with intellectual and developmental disabilities (IDD), very few of these people receive adequate dental care. To determine whether Medicaid home and community-based services (HCBS) waivers address the dental-services gaps left by Medicaid state plans, this study examined the dental services proposed for fiscal year (FY) 2011 in 95 Medicaid HCBS waiver applications relating to individuals with IDD. Less than 20% of the waivers examined offered any type of dental service. This study also examined 88 FY 2010 HBCS waiver applications to determine changes from 2010 to 2011. Although increases were found from FY 2010 to FY 2011 in both spending for dental services and number of proposed participants, our results indicate that only a fraction of states are using HCBS waivers to address gaps in dental coverage for adults with IDD.

The article views the problem of possibility and necessity of the organization and carrying out the anti-corruption examination of documentation for purchases of goods, works and services for the state needs is considered in the. The purpose of this examination consists in identification of corruptogenic factors in specified documentation, i.e. such provisions which can create conditions for emergence of the corruption relations, and in development of offers on their elimination. The description of the main corruptogenic factors in the documentation about purchases is given. They are: 1) discrepancy of the initial (maximum) price of purchased goods, works and services to the average market prices for this type or kind of goods, works and services; 2) the unreal time period provided by competitive documentation on delivery of goods, performance of work, rendering of services in the state contract; 3) overestimated requirements to participants of placement of the order, imposed for participation in competitive procedure; 4) excessive specification of the nomenclature of bought goods, works and services, requirements to the content of the performed works, provided services; 5) legal-linguistic uncertainty — the use in documentation about purchase of not settled, ambiguous terms and categories of estimated character. In the article the general methodological approaches to formation of a technique of anti-corruption examination of purchase documentation are formulated, ways of identification of all the designated corruptogenic factors are described. The following conclusions are drawn on complex nature of the anti-corruption examination: a) every document is exposed to the analysis in its interrelation with other documents which are a part of purchase documentation set; b) verification of tender documents should be focused not on some separate corruptogenic factor, but on their aggregate as they form close interconnection; c) the intended result of the introduction of anti-corruption examination of purchase documentation can be reached only if it is applied together with other means, forms and methods of anti-corruption activity. It is proved that the timely identification of corruptogenic factors and their elimination from competitive documentation is an important prophylactic way of the corruption prevention in the sphere of government procurements.

Abstract Research on child- and family-related service needs for families of children with severe disabilities is scant, and the literature regarding the service needs of children/families with deaf-blindness is almost nonexistent. This study examined child and family disability-related service utilization and satisfaction with services from the perspective of a national sample of 227 parents who had a child aged birth through 21 with deaf-blindness. Participants were recruited from state deaf-blind technical assistance projects. We utilized survey research design and descriptive statistics to report results. Friend and family support had the highest ratings of utilization. Education and related services were also highly used, whereas mental health services and intervener services were among services/supports with the lowest rates of use. After-school care also had low rates of utilization and, for participants who reported using the service, satisfaction ratings were low. On average, only three services had satisfaction ratings within the “adequate” range: well-child checks, early intervention, and health provider (for informational purposes). A discussion of the findings in terms of the implications for family support policy, practice, and research is provided.

The paper reflects about the need to introduce and develop approaches and tools for public services evaluation. Starting from the acknowledgment that investments in public services has dramatically increased over the last decade, we could state that they must also respond to new varieties of societal challenges and rising demands coming from service users. This pressure makes a strong push upon innovation considering that, if services must be designed to meet the complex needs of users, they also must reach a high rate of delivering cost efficiency.This article proposes an approach based on qualitative and quantitative measurements throughout the whole service design process in which service evaluation may represent a tool for value creation and a driver for innovation in public sector.Considering the emerging interest on evaluating design and innovation (OECD, 2010; European Commission, 2012) the authors try to explore existing evaluation methods for services in public sector, in order to define an evaluation framework that could support new innovation patterns.

During lifetime of a bridge, it may be subjected to many hazards, in which one of the most severe hazards is fire. In recent years, due to rapid development of transportation systems, as well as increasing transport of hazardous materials, bridge fires have become a concern. Bridge fires caused by crashing of vehicles and burning of gasoline are much more severe than building fires and are characterized by a fast heating rate and a higher peak temperature which could lead to bridge collapse. Bridge failures during a fire can result in the disruption of commerce and services, and most importantly the loss of human life. This paper presents an overview of bridge fire incidents, provides a state-ofthe-art review of studies on bridges in fire, and identifies the research needs in the future for protecting critical bridge structures.

This study assessed the status of implementation of the policies on student affairs and services among state universities in the Island of Samar, as basis for program enhancement. This determined the status of implementation of the following student welfare programs and services, vis-à-vis the policies of SUC’s in Samar Island with respect to admission, career and placement service, economic enterprise development, food services, guidance and counseling, health services, information and orientation service, international student service, research, monitoring and evaluation of student affairs and services, safety and security, scholarship and financial assistance, services of students with special needs, student discipline, student handbook and student housing. The four (4) SUC’s in Samar Island were selected as the locale of this study. These were the University of Eastern Philippines Main Campus (Catarman), North West Samar State University Main Campus (Calbayog City), Samar State University Main Campus (Catbalogan City) and Eastern Samar State University Main Campus (Borongan City) with the university presidents, deans/directors of the Student Affairs and Services, personnel, and students as respondents. Frequency counts, percentages, and weighted mean computations were used to analyze the descriptive data obtained from the respondents of the study who were chosen through complete enumeration for presidents, deans/directors and personnel and random sampling for the students, respectively. The status of implementation of the student welfare programs and services as well as student development program and services in different state universities in the Samar Island, were both rated as “very satisfactory” which means that these programs and services were much implemented. Hence, an action plan was prepared for further enhancement of the student affairs and services in state universities as an offshoot of this study.
