Two separate school districts—a city one and a county one—operated independently in Durham, North Carolina, until the early 1990s. The two districts merged relatively late compared to other North Carolina cities, such as Raleigh and Charlotte. In Durham, residents in both the county and city systems vehemently opposed the merger until the county commissioners ultimately bypassed a popular vote. African American advocates in the city school district, in particular, faced an impossible trade-off: city schools increasingly struggled financially because of an inequitable funding structure, but a merger would significantly threaten fair racial representation on the consolidated school board. This article explores this core tension in historical context by looking at several failed merger attempts from 1958 to 1988, as well as the 1991 merger implementation, against the backdrop of desegregation, economic transition, profound metropolitan changes, and protracted political battles in Durham.

Synopsis The Indian telecom market was witnessing a fierce price war, especially from an aggressive entry of a new player Reliance Jio Infocomm Limited (Jio) with a predatory pricing strategy. To react to the increasingly intense rivalry and maintain top positions, the second and third largest telecom operator like Vodafone India and Idea Cellular Limited (Idea) decided to merge together. The combined entity would become the largest wireless carrier in India. Was the merger the right competitive strategy for Vodafone India and Idea to fight against the wars? What synergies could the merger bring about? Given Vodafone India and Idea agreed to maintain their respective brands after the merger, would the two brands compete and cannibalize each other’s market share? As the Indian telecom industry was undergoing the liberalization of airwaves, how should the merged entity overcome potential regulatory hurdles? If this mega merger went through, what could be the impacts on the Indian telecom industry? If not, how should the companies move forward with the competition? Research methodology This case study research is based on published information of the focal companies and their operating environment. The case is written in such a way that can be depicted by related theoretical perspectives available from leading journals and books. There is no disguise of any actual persons or entities and no personal relationship between the authors and the organizations or individuals mentioned in the case. Relevant courses and levels The case study is intended for senior undergraduate and graduate level business school students in courses, including mergers and acquisitions, competitive strategies, industry analysis and marketing strategies. Theoretical bases The case is grounded on the industrial organization and resource-based theories, where the actions and reactions of competitors in the market are driven by their awareness, motivation and capability toward the competitive situation. Leveraging on a highly competitive and consolidated, unique Indian telecom market, the authors analyze competitive situations of the industry, evaluate potential synergistic benefits and market power from the merger of competitors, and give recommendations for the merged entity to overcome regulatory hurdles in the industry that is undergoing deregulation and to move forward with effective strategies to compete and strengthen market positions in such industry environment.

The purpose of this article is to conduct an empirical study to identify the nature of the impact of mergers and acquisitions on Pakistan’s financial sector performance. The research in the article is carried out in the following logical sequence: a thorough literature review on the analysis of key aspects of mergers and acquisitions and their impact on the financial and economic performance of banks before and after their practical implementation; the historical basis of the experience of mergers and acquisitions caused by various economic factors, such as: GDP growth, interest rates on loans, monetary policy; financial analysis of bank profitability, solvency and liquidity indicators before and after the merger and acquisition was conducted. Five commercial banks of Pakistan that were involved in the merger and acquisition processes were selected as the subject of study. The study period is presented before and after the merger and includes two years before the acquisition report and two years after the acquisition announcement by analysis of financial ratios of liquidity, solvency and profitability. The results of empirical and theoretical research have shown that there is a positive relationship between merger and acquisition processes and liquidity ratios of banking institutions; and – the negative impact of such processes on banks’ profitability and solvency in the short term. The author states that the main limitation of the study is the unavailability of financial data until 2006 and the use of a small sample size and a low likelihood of data collection technique, which is limited by a certain type of people and lack of generalization. This article reports on a study of primary-aged students’ perceptions of what makes a good teacher for them. In 2012, as a result of a government directive, the three schools in this study merged into one but still operated across the three school sites. The focus of the study was on the students’ perceptions of their teachers, not the merger. Specifically, this study sought to include students’ self-reporting of how they saw good teachers and teaching. The results indicate that, for these students, the teacher–student relationship, two specific teacher attributes, and two sets of teaching ability characteristics were most important.

Using a case study approach, this paper describes the history and considers the success of an innovative hybrid school model aimed at improving access to quality primary education in inner-city Kingston, Jamaica. It examines access, student achievement, non-academic issues and the challenges of COVID-19. It draws on personal experience and data from empirical research at the Chetolah Mel Nathan Education Centre, a recent merger of the Mel Nathan Preparatory School and the Chetolah Park Primary School in inner-city Kingston. The merger of these two schools resulted in the higher aspirations and outcomes associated with the prep school ethos, along with the range of government resources. While this particular hybrid model depended on a unique situation in Jamaica, it points to the more general potential for co-production in Jamaica, the wider Caribbean and further afield.

The renewal or reform of public schools and their communities calls for a moral democratic concept of leadership, which includes the principles and practices of caring, trust, social justice and collaborative inquiry. In contrast to the bureaucratic concept of leadership that has prevailed in public schools and placed a few people in leadership roles, a democratic concept involves everyone and requires the development of leadership skills in teachers, school administrators, students, parents and neighborhood residents. Such a concept can best be served by a merger of teacher and administrator preparation programs, so that future teachers may develop as leaders as well as followers, and future administrators may develop as followers as well as leaders. In such a merger, there must be community and school forums in which preservice teachers and administrators may practice for their future roles and extend the democratic concept of leadership to students, parents, and neighborhood residents. Efforts of one eight-year school and community change initiative, which is now in its sixth year, indicate the type of forum that might effectively serve this need.

In 2013 Memphis City Schools and Shelby County Schools consolidated into a unified system, creating one of the largest districts in the nation. Six Memphis suburbs subsequently voted to create separate municipal districts. Many school zoning changes resulted from the merger and subsequent splintering of districts, providing a rare opportunity to separately identify the value of both school and district quality as they are capitalized in housing prices. Utilizing school fixed effects and repeat sales data, we find that a one standard deviation increase in test scores increases prices by 3-4% while district administration accounts for 5-8% of home values.

Establishment of the National Higher Teacher Training College (WSP) and an attempt to merge it with the Jagiellonian University in 1956 After the Second World War, the Jagiellonian University lost its autonomy and the state authorities destroyed its structures by separating the departments and creating new universities out of them. Independently, in 1946, the National Higher Teacher Training College in Krakow was established. In 1954, it received the right to run a master’s course. The quality of education in WSP was assessed negatively by the Jagiellonian University. In turn, the WSP authoritiesclaimed that their school provided better training for future teachers. At the beginning of the 1950s, some reservations were voiced as to the grounds for the existence of higher teacher training schools due to overlaps with the university curriculum. In 1956, the state authorities decided to close some of these colleges. WSP was to be merged with the Jagiellonian University. A meeting was organized at the Jagiellonian University in April 1956, where representatives of the Ministry of Higher Education, the Jagiellonian University and WSP discussed the merger. However, the meeting didn’t yield the expected results due to the firm objection on the part of WSP. The opportunity to strengthen the Jagiellonian University’s position by merging with WSP was ultimately lost.

At least half of the children called learning disabled are misidentified; they need help in school but do not warrant the label handicapped. The costs of special services for these children are excessive because much of the extra resources are eaten up by the bureaucratic requirements of assessment and staffing. The authors of the foregoing articles are commended for their altruism because they are willing to give up power, to relinquish the separate dominion of special education. If special education were merged with regular education, children's needs could be met without bureaucratic costs. However, the national reports are an impediment to the merger of special and regular education because accountability demands make classroom teachers less willing to take responsibility for hard-to-teach children.

This study examines the longevity in office of superintendents in 292 school districts, using data from the period 1975-99. Random samples of districts from across the United States, as well as all school districts from North Carolina, were studied. Data were analyzed by survival analysis techniques, using information on superintendents, districts, and school boards as predictors. Superintendent tenure has not changed significantly since 1975-79, averaging 6–7 years over the whole period. Significantly related to survival in office were level of school board involvement in management, support for needed construction, merger of school systems, district poverty level, and superintendent postgraduate education.

ABSTRACTIn this article, we report on the results of a study of the diphthongs EAR and AIR, which are merging for many New Zealand speakers. Each stage of the study, which has been repeated at five-year intervals since 1983, involves the analysis of word lists and sentences read by over 100 14- and 15-year-old school pupils. The results show a clear trend toward a merger to the EAR diphthong. This is also confirmed in a study carried out in 1994 of 79 speakers (selected according to age, sex, and socioeconomic class) reading six word pairs. The results from both of these studies differ from those reported by Holmes and Bell (1992). We suggest the reasons for the different results could be methodological, and that the mechanism of the merger is merger by approximation after the AIR diphthong became involved in the New Zealand front vowel chain-shift raising.

Few researchers have sought to merge authentic and social justice leadership or investigate how each can be applied together to address the current school reform and social justice challenges associated with high-stakes accountability. This article presents a qualitative case study of authentic and social justice leadership practices of one exemplary principal working along the U.S.–Mexico border and how she nurtured, inspired, and motivated teachers and families to create innovative and inclusive programs to meet the needs of all students, especially Mexican American English language learners (ELLs). Two micro-cases are presented to examine the principal's role in founding a gifted and talented dual language program for ELLs and a merger with a low-performing school. Additional findings describe how the principal developed strategic relationships and motivated families to advocate for social justice. In doing so, this article highlights areas where authentic and social justice leadership support effective practices and mitigate obstacles to adopting equity-oriented reforms. Implications are discussed which include new directions for future research and principal preparation programs.

The school where this research took place, was created from the merger of two primary schools in the aftermath of the 2010-2011 Christchurch earthquakes. Since that time staff and learners have been engaged in daily singing, specifically to promote the wellbeing of staff and learners. We engaged in action research to examine the ways the singing has been facilitated and sustained, and explored teacher and learner perception of the relationship between singing and wellbeing. During one of our cycles of learning it became clear that many of the teachers thought of the daily singing for wellbeing as a distinctly different activity to a music education task. In the subsequent cycle of learning we examined this idea further via focus group discussions and individual interviews, and engagement with relevant literature. We found there is considerable diversity in terms of the understandings and values that underpin music education programmes, and the approach taken as a result. However when singing is employed specifically to enhance wellbeing in schools, the focus needs to be on being together and having fun, rather than on learning to sing.

Abstrak: Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program Sekolah Adiwiyata ditinjau dari aspek kegiatan partisipatif dan mengetahui hambatan dalam pelaksanaan program Sekolah Adiwiyata di SDN Ungaran I Yogyakarta. Penelitian ini merupakan penelitian evaluatif menggunakan metode survey. Subjek penelitian adalah kepala Sekolah, tim adiwiyata, komite, guru, dan siswa. Data diperoleh melalui angket, observasi, dokumentasi, dan wawancara. Hasil penelitian menunjukkan bahwa pelaksanaan program sekolah Adiwiyata di SDN Ungaran I Yogyakarta berjalan baik. Hal ini ditunjukkan dengan capaian rerata pada aspek context, input, process, dan product pada penilaian siswa dan guru menunjukkan kriteria sangat tinggi. Hambatan yang muncul antara lain: adanya merger sekolah yang menyebabkan sulitnya manajemen PLH, kurangnya monev terkait kegiatan siswa dan guru dalam PLH, minimnya bahan ajar PLH, kurangnya kesadaran guru untuk melakukan penelitian terkait dengan PLH, serta rotasi guru yang menyebabkan program PLH kurang maksimal.Abstract: This study aimed to evaluate the implementation of the program in terms of aspects Adiwiyata School participatory activities and know the obstacles in the implementation of programs in the School Adiwiyata SDN Unggaran I Yogyakarta. This study is an evaluative research using survey methods. Subjects were school heads, adiwiyata teams, committees, teachers, and students. Data were obtained through questionnaires, observation, documentation, and interviews. The results showed that the implementation of the school program in SDN Unggaran Adiwiyata I Yogyakarta going well. This is indicated by the mean performance on aspects of context, input, process, and product in the assessment of students and teachers showed very high criteria. Barriers that arise include: the presence of the school merger causing difficulty PLH management, lack of monitoring and evaluation related activities of students and teachers in EE, EE lack of teaching materials, lack of awareness of teachers to conduct research related to EE, as well as the rotation of the lead teacher program HLM less than the maximum.Kata Kunci: Adiwiyata, kegiatan partisipatif, deskriptif evaluatif

This paper shares my journey from rigid, self-doubting, and strict to fluid, confident, freedom of thinking as I created, moved, thought, and philosophized my way through an arts-based and community-based research course. In that course, I created a photography piece, “Bluff City Merger.” Through the creation of this project my view of who I was as a researcher and as a person began to shift and an unmasking began to take place by the end of this project. Bluff City Merger created a space that would allow for the individual to construct their own meaning and understanding of all that took place in Memphis, Tennessee (US). The purpose of this piece was to spark conversation and conceptualization surrounding the bussing controversy of the early 70’s in the city of Memphis while also contemplating the current state of the school system by merging photographs from the past with those from the present.

The problem of social-psychological adaptation of adolescents with deviant behavioral today is of particular relevance in relation to the current process of restructuring of educational institutions - the merging of general and specialized schools for adolescents with behavioral problems in a unified educational complexes. In these circumstances it is necessary to find an efficient tool that will simultaneously accelerate the process of adaptation and have a positive preventive effect. In this article, the author shows that such a tool can become the emotional intelligence as a construct that includes various abilities of the emotional sphere. The main hypothesis of the study was that the socio-psychological adaptation of adolescents with deviant behavior has its own characteristics, different from the norm group, and is interconnected with the components of emotional intelligence. The study was conducted on the basis of general education school № 2077 formed by the merger of five educational institutions: the former school № 738, № 703, № 702, № 7 and № 77. The study involved 222 teenagers from 14 to 16 years (111 girls and 111 boys).

AbstractDesign thinking as explored by Bernard Roth from the Stanford d.School, Roger Martin from the Rothman School of Management, and the IDEO merger trio by Tom and David Kelley, as well as current its CEO Tim Brown, dominates the narrative of the contemporary schools of design thinking since the late `90s. This article aims to investigate the underlying philosophies, authors, and events that laid the foundation in which these contemporary designers based their strategies on planning for complex environments. To satisfy this intent, the turbulent origin of design methods is explored, following the post-war environment that allowed these ideas to flourish, the generations of methods in design from the `60s to the `90s, and the encroachment of design methods to the embodiment of a commercialized design thinking methodology.

The two Grand Embassies to Europe and his view on the world helped Peter the Great to start reforms.Already as a child, he had abroad interest in medicine. Peter often followed a two-track policy. One for immediate application in the current practice and one for the development of specialists in collaboration with science. Peter established a medico-surgical hospital school in Moscow to prepare the students to become doctor medicinae and learn to make their own medical instruments along the line of the Leiden medical school. In Saint Pe tersburg, he opened a navy and an army hospital, intended to train students as a barber-surgeon for the army and navy. Also in Saint Petersburg Peter built the first factory for "mass" production to provide the military with medical instruments.His successors followed his two-track policy. Catherine the Great started to merge the two tracks. During the reign of Tsar Aleksander I and his brother Nicholas I, the merger came together and was further developed. They understood that strong cooperation between a physician and a designer is essential to create and produce useful medical instruments. If correctly designed, medical instruments and devices increase safety for the patient. We will shed light on the development and manufacture of medical instruments and appliances in Imperial Russia, an underdeveloped subject in the world medical history.

In the late 1950s and early 1960s, during the height of protests and actions by civil rights activists around de facto school segregation in the Los Angeles area, the residents of a group of small cities just southeast of the City of Los Angeles fought to break away from the Los Angeles City Schools and create a new, independent school district—one that would help preserve racially segregated schools in the area. The “Four Cities” coalition was comprised of residents of the majority white, working-class cities of Vernon, Maywood, Huntington Park, and Bell—all of which had joined the Los Angeles City Schools in the 1920s and 1930s rather than continue to operate local districts. The coalition later expanded to include residents of the cities of South Gate, Cudahy, and some unincorporated areas of Los Angeles County, although Vernon was eventually excluded. The Four Cities coalition petitioned for the new district in response to a planned merger of the Los Angeles City Schools—until this time comprised of separate elementary and high school districts—into the Los Angeles Unified School District (LAUSD). The coalition's strategy was to utilize a provision of the district unification process that allowed citizens to petition for reconfiguration or redrawing of boundaries. Unification was encouraged by the California State Board of Education and legislature in order to combine the administrative functions of separate primary and secondary school districts—the dominant model up to this time—to better serve the state's rapidly growing population of children and their educational needs, and was being deliberated in communities across the state and throughout Los Angeles County. The debates at the time over school district unification in the Greater Los Angeles area, like the one over the Four Cities proposal, were inextricably tied to larger issues, such as taxation, control of community institutions, the size and role of state and county government, and racial segregation. At the same time that civil rights activists in the area and the state government alike were articulating a vision of public schools that was more inclusive and demanded larger-scale, consolidated administration, the unification process reveals an often-overlooked grassroots activism among residents of the majority white, working-class cities surrounding Los Angeles that put forward a vision of exclusionary, smaller-scale school districts based on notions of local control and what they termed “community identity.”

AbstractDrawing upon the theses of State racism (Michel Foucault), homo sacer (Giorgio Agamben), and safe citizenship (Cynthia Weber), and fieldwork data collected from a multiethnic primary school in Xinjiang, this paper examines the way in which the state agencies of the local government, the school and mainstream citizens design citizenship for Uyghurs, and how Uyghurs interpret and act upon their citizenship. The findings show why, and how, designed citizenship by the mainstream system for Uyghurs has failed to produce a desirably productive force for the prosperity of both the Uyghur community and society at large. The findings require re-consideration of what could be a win-win citizenship for both the state and the citizen.

In this qualitative case study, we explore the political impulses behind suburban secession from the 2013 Memphis-Shelby County merger, the largest school district consolidation in recent history. Decades removed from the Civil Rights Movement, during a period of stark inequality, colorblind law and policymaking, and a diminished understanding of education as a societal benefit, the central suburban rationale for secession, local control, carries new weight. It gives already privileged communities a race-neutral, legally sanctioned, and politically persuasive way to discuss resource accumulation that maps onto existing racial and economic segregation. Memphis-area lessons offer insight into an increasing number of secession struggles and enrich our understanding of how educational advantage is consolidated in the 21st-century metropolis.

Information about the merger of schools or their optimization periodically appears in the society. It is believed that the ideal school network is not yet ready. The paper provides the analysis of the educational institutions locations by their availability. A theoretical research has been conducted and mathematically the shortest path has been calculated between different educational institutions. The paper also provides mapping of these educational institutions and location analysis of educational institutions at different levels. The main goal of the paper is to show the possibilities of applying the mathematical models in solving practical tasks – to determine the shortest path between the educational institutions. This study describes an optimization method called Simulated Annealing. The Simulated Annealing method is widely used in various combinatorial optimization tasks. Simulated Annealing is a stochastic optimization method that can be used to minimize the specified cost function given a combinatorial system with multiple degrees of freedom. In this paper the application of Travelling Salesman Problem, is demonstrated and an experiment aimed to find the shortest route between educational institutions of Rezekne Municipality is performed. It gives possibilities to analyse and search optimal school' s network in the Rezekne Municipality. Common research methods are used in this research: descriptive research method, statistical method, mathematical modelling

The article deals with the teaching activities of M. M Kovalevsky in such institutions of higher education in France as the Free College of Social Sciences, the Higher School of Social Sciences and the Russian Higher School of Social Sciences. Some specific features of scientific activity in different educational institutions were singled out. The attention was paid to the results of the merger of scientific work by M. Kovalevsky with management activity in the Russian high school of social sciences in Paris. The features of teaching lectures to famous scientists are shown. On the basis of available sources, the places of university studies and their subjects are specified. Particular attention is paid to the way of dissemination of scientific works by M. M. Kovalevsky in the form of lecture collections, separate books, reports of conferences, etc. The listed main works that are related to the scientific work of a scientist from 1889 to 1905. Teaching М. М. Kovalevsky in the summits of the capital of France analyzed with the involvement of memoirs of his colleagues, students and friends.
